EHF: COPAA TO HOST THE PHILIPPINE PAVILION COPAA Hosts The Philippine Pavilion at Edmonton Heritage Festival this summer from July 30, to August 2, 2022 at Hawrelak Park in Edmonton. This was announced by Jim Gibbon, Executive Director of the Festival. This Festival is one of the most awaited and well attended events in Edmonton where all nations converge to showcase the different varieties of food, arts & crafts unique to their cultural heritage.

an excuse for the commission of brutality that devastates and ruins human lives and dignity. Remember, war is not the absence of peace, but the presence of evil. No one should use their power to set aside someone‘s or another nation’s rights. For instance, Russia’s invasion of Ukraine has now fuelled worldwide tension. I am personally hurt by this evil act. Anyway, my emotions and personal feelings aside, I am fully aware that my limited knowledge about Russia or Ukraine’s historical accounts may be leading to my biased judgment. However, no matter how bad one‘s experiences are, pain cannot be healed by more pain. Is vengeance yours? The dominance of emotion is the root cause of commotion. He who cannot manage his anger will always be belligerent. A heart filled with hostilities usually becomes the workshop of the devil and prone to be the seat not of wisdom but of cruelty. A person who is

threaten and treat other human beings as their preys and enemies. Thus, he who opposes will surely lose his life. Whoever sets war is a tyrant – a tyrant to his own people and as he is to everyone. Whoever he is, he alone has to be held accountable for his evil deeds. His outrageous acts of aggression are so irrational and need to be castigated as there is no such

victimized by systemic racism or discrimination as a child would most likely have the propensity to act like a roaring lion looking for someone to devour – vengeance is his ally. A person who hasn’t proven his worth would definitely do something unusual in order to be noticed or recognized. A consistent rejection would be a character damaging instance in his life – a damaged life that most of the time contributes to a damaged society. He would derive no joy from seeing a happy community but rather, would enjoy seeing people who are suffering and dying. It is so hard to love when your heart is mad. Most of the time, those kinds of individuals are putting justice in their hands. The vengeance that is not supposed to be his own would become his private property. Would you like to posses that kind of heart? If you do, how many more people will die because of you?

inally, after two years, sports activities in the Filipino community are back in full swing! I can see that our Kababayans are now playing volleyball, soccer and basketball, as well as Zumba! This is our own version, I think, of “March Madness”! Everyone just went “crazy” to be back in sports activities! I particularly enjoyed two basketball finals. The first was organized by the Pinoy Basketball Association in Canada (PBAC) on February 19 and second by the Flip Hoops-Pinoy Drives on February 20. Nilo Aboy reached out to editor Lito and told him about the PBAC tournament which we were able to chronicle, and it was one enjoyable day seeing Kabayan Driving School winning the master’s division title and

Basketball, other sports are back; “no invite” motor racing events set the Pinoy Truckers taking the open division crown at Legacy Athletics. PBAC commissioner Rey Mendoza said they are excited to organize their Spring League which starts on March 19. Then, the final game in the Flip Hoops-Filipino Drives between Black and Red (composed of SkinLueur Aesthetics and Laser Centre players). The fans went just wild that morning of February 20th at the Saville gym as we watched a see-saw battle for the championship trophy and the $2,000 prize money. Rhay Villarosa and Jester Tandoc of SkinLueur stepped up in the final minutes as they secured a 95-90 win to avenge their loss to the same team in the qualifying rounds. SkinLueur CEO Doc Chum was one very happy team manager, so she hosted a food feast at Palabok House Restaurant. Flip Hoops-Filipino Drives spokesman Richard Bordallas said they are very happy with the result of the tournament because it went smoothly and will organize another event and hopes that it will be as exciting as the Black-Red finals. Truth is, it is really good to see local tournaments again. Makes you forget all the crazy things that have been happening in the last two years! The big tournament I am waiting for is the one organized by the Philippine Sports Association (PSA)Edmonton which has been holding tournaments since 1996 and is backed by Crosstown Auto Centre. I don’t know yet, but PSA president Gary Perpetua has been monitoring how things are going right now and I’ll just wait for their official announcement. Just imagine seeing 60 plus Pinoy teams in action! Lovely!

I am also glad to see that Zumba King, Manny Arban and his friends are back in action too, including Mishy Baranda’s volleyball group. So, stay in sports mga Kababayan ko and stay safe and healthy! By the way, the Maharlika Basketball Association tournament is also ongoing including one in St.Albert organized by S-SABC.

Whoa! March will be a busy month for AFJ Sports. Sweet! Except the price of gasoline, eh? *** Totoy Duque of No Invite racing group has been teaching fellow Pinoys about motor track racing. And this summer, they will be racing again, he said. For those who are into this type

The TAFFCE Two-man Best Ball Golf Tournament will be held on August 13, 8:30 a.m., at the Eagle Rock Golf Course. DOWNPLAYING their own respective contributions, the country’s top two sports officials on Monday night paid tribute instead to the outstanding athletes, led by weightlifter Tokyo Olympic gold medalist Hidilyn Diaz, who made 2021 a glorious golden year in Philippine sports. Co-architects in the nation’s most successful campaign in last year’s Olympiad, Philippine Sports Commission (PSC) chairman William ‘Butch’ Ramirez and Philippine Olympic Committee (POC) president Rep. Abraham ‘Bambol’ Tolentino felt

humbled by the recognition of the Philippine Sportswriters Association (PSA) during its first actual San Miguel Corporation-PSA Awards Night since 2020 at the Diamond Hotel in Manila. “Together we were a part of Philippine sports history. I share this award with all of you. For I cannot claim this one (award) alone. The Edmonton Elks have a new president and CEO. Once a month, that is. Building on the their relationship with the Winnifred Stewart Association, the Elks are pleased to announce the launch of their new President and CEO for a Day program. Working with Winnifred Stewart, the program will give one person the opportunity to work alongside Elks President and CEO Victor Cui each month. It’s the latest example of how

the Elks are bringing attention to Winnifred Stewart’s important work of finding employment in inclusive, supportive workplaces for peoples with disabilities. “This program is another great opportunity for our club to highlight how an inclusive workplace can have a positive impact on all of us,” said Cui. “I’m excited to grow our partnership with Winnifred Stewart, as we work together to make the Elks and all workplaces a more welcoming place.” (PR)

NBA TV Canada to Broadcast BCLA Games Featuring CEBL Champion Edmonton Stingers

The Canadian Elite Basketball League (CEBL) announced Sunday that NBA TV Canada will nationally televise both games featuring the CEBL’s Edmonton Stingers during the upcoming third window of www.AlbertaFilipinoJournal.com

group stage play in the Basketball Champions League Americas (BCLA) in Calgary, Alberta. Edmonton will host Cangrejeros of Puerto Rico at 7:30 p.m. Mountain time Monday and Real Esteli of Nicaragua at 7:30 p.m. Mountain time Wednesday. Both games will take place at WinSport Arena in Calgary. “The BCLA’s are some of the best basketball played outside of the NBA. Will My Master’s Degree Outside of Canada Matter for my Professional Engineering Recognition? ENGINEER IN ACTION

n the last several issues of the Alberta Filipino Journal, I discussed why Internationally Educated Engineers with more than a decade of experience under their belt have to undergo a complicated licensing process in Canada to eventually practice their Profession. The expectations of finding a job in Canada in the same field as a Professional Engineer in your

home country are near to impossible without undergoing the recognition process of your credentials. Your Engineering Experience outside of Canada can be partially recognized. An in-place procedure must be written and submitted to the Regulating Body about your Engineering Experience so that they have the basis of their evaluation process. Now, another question was emailed to me. “I have my Master’s Degree from a University in Europe, in where that prestigious University has the credibility that some Canadian Universities is looking up with regards to Engineering Research, and yet, the Regulating Body is requiring me to take the Fundamentals of Engineering Exam?” Does the Regulating Body not recognize your Master’s Degree from a European University? Having a Post Graduate Diploma from a University outside of Canada does not justify the knowledge of Fundamentals of Engineering. You might have the knowledge of specialized engineering in the field that you took from your Master’s Degree but APEGA looks into the Bachelor’s Degree program where the Fundamentals of Engineering were taught. Applicant as Professional Engineer must be graduated from a University that is recognized by the Canadian Engineering Accreditation Board. If you do not meet the academic requirements, you may still be academically qualified if your total academic qualifications (including post-secondary and post-

graduate studies, exams, courses, and experience) are acceptable to the Board of Examiners. Then, it is up to the Applicant to prove that he/she gained his/ her Fundamentals of Engineering knowledge from all formal education he/she accomplished. This can be proven by taking the Fundamentals of Engineering Exams or taking several Technical Exams. Your long work experience will NOT complement the academic requirements. Work Experience Evaluation is treated as an independent evaluation. Personally, I totally agree that our education from the Philippines is more than equivalent to that in Canada. But, the sad truth is they will look at the specific documents that prove equivalency. The Post Graduate Diploma, Master’s Degree, or Ph.D. you gained from Academic Institutions outside of Canada can be added as an additional academic qualification but your Bachelor’s Degree will still matter in the Academic Evaluation. These Academic accomplishments will not replace either your Engineering Experience, because these requirements are treated independently. The Articles I am writing in Alberta Filipino Journal serve only as additional information based on my personal experiences and knowledge. he Philippine Government system revolves around three separate and sovereign interdependent branches: the legislative branch (the law-making body), the executive branch (the law-enforcing body), and the judicial branch (the law-interpreting body). Article VII of the 1987 Constitution of the Philippine Republic provides the lawful parameters on the Executive Department but delimited to the President only. The executive power shall be vested in the President of the Philippines. Qualifications: An individual may become President, however, they should meet the following requirements: • be a Natural-born Filipino • be a Registered voter • be able to read and write • be 40 years old by the day of election • be a Resident of the Philippines for 10 years before election. • must not have succeeded as president and held that office for more than 4 years The Powers and The Responsibilities of the Philippine President: • Create issuances (executive orders, administrative orders, proclamations, memorandum orders, memorandum circulars, and general or special orders) • Appoint heads of executive departments, ambassadors, military officials (rank, colonel, naval captain) members of the Judicial and Bar Council, • Members of the Supreme Court and lower courts, and chairpersons of the constitutional commissions (Civil Service Commission, Commission on Elections, Commission on Audit) • Appoint undersecretaries and assistant secretaries of executive departments, upon the nomination

of the secretary of each department • Appoint directors and assistant directors of bureaus, regional and assistant regional directors, department service chiefs, or any equivalent positions as stated in the Constitution and the Administrative Code of 1987 • Head the National Security Council • Supervise all local governments • Act as Commander-in-Chief of the Armed Forces of the Philippines • Suspend the privilege of the writ of habeas corpus, but only to persons charged with rebellion or directly connected with invasion • Place the whole or part of the Philippines under martial law, upon the approval of Congress • Grant reprieves, issue pardons, or remit fines/forfeitures after a judgement has been passed • Grant amnesties with the concurrence of a majority of all the members of the Congress • Contract or guarantee foreign loans on behalf of the country, with the approval of the Monetary Board • Certify the necessity of the enactment of a legislative bill to meet a public calamity or emergency • Approve or veto all bills passed by Congress • Veto any item in an appropriation, revenue, or tariff bill • Submit a budget of expenditures and sources of financing to Congress as a basis for the general appropriations bill • Address Congress before or during the opening of its regular session • Deport or decide the non-immigrant status of foreigners in the Philippines • Direct the Solicitor General to acquire private property for public use (eminent domain) • Direct the Solicitor General to acquire properties from deceased persons who have left no will and do not have any legal heirs • Direct the Solicitor General to recover the ill-gotten wealth of public officials or employees. Term of Office: 6 years, starting at noon on June 30 immediately following election day and not eligible for reelection. If the president’s office is vacated due to death, permanent disability, removal from office, or resignation, the following persons will assume the office until a new president is elected: Vice-president, Senate president or Speaker of the House of Representatives. The restrictive requirements of becoming a President is conquered by the huge and complex power and responsibilities bestowed upon the the elected President. Vote wisely and consciously. Katrina Marielle Umali Cereno Katrina Marielle Umali Cereno is a second year Civil Engineering student in a Co-op program at the University of Alberta. She will be having her first work term at Klohn CrippenBerger Ltd. during the Summer to Fall 2022 terms. She is also a member of a research group at the University of Alberta and a participant for the Deans Research Award for the Winter 2022 term. She aspires to be more involved in the university body and is currently a member of several clubs and organizations such as the Help young Minds and Level 7 organizations.

E

ntering a post-secondary institution feels like starting my life off with a blank sheet of paper. It felt like a world that had something more to offer than the one I used to live in. Having said that, these impressions I got when I started university encouraged me to seek opportunities and take risks with whatever comes my way. Several factors have yet to be considered with a clean slate. 1.​Take that shot responsibly. During every start of an academic term, clubs and organizations offer many opportunities to students to become more involved throughout the student body and advocate the mission and vision of their collective. Us newbies or whoever wants to be involved must understand the commitments that have yet to be considered when applying. We must ground ourselves and choose an organization that reflects who we are as individuals and students. 2.​Time is ticking, so you should act quickly. We must master the art of time management because

everything should be systematically done to achieve a good outcome. Whenever I start my week, I have my schoolwork planned out and written on my calendar. As I continue my university journey, I see myself improving and being mature in what is needed to be done from first to last. #Priorities! As you keep things handled every day, everything will follow smoothly. 3.​What they see is what they get. I could simplify this by saying, "Be yourself." When you are genuine with your words and actions, you will express more to other people and even to yourself. The idea could be challenging since we live in a dynamic environment. We discover things every day, and we tend to change our views. The idea of being yourself does not mean that being yourself is sticking to who you were a few years ago. You change and improve yourself in this developing world, but any change should be for the better. We change because we seek to inspire people and be better for the younger

generation. To be mature in our views is to be yourself and to stick with your principles for the better. There are more than three things that you should remember, but I believe that we should start with these. If you have others depending on you, it is your responsibility to discover what needs to be done. As you keep these three things in mind (or maybe more), many opportunities will be given to you. Trust me and trust your process. My first year was very challenging because starting university in an online environment takes numbers 1 and 3 off the list. It limits you from seeking opportunities. With that, I focused on number 2 and prioritized my academics. It was a very long way that I have taken, and I felt overworked and drained. With these factors aside, everything is slowly getting back to normal, and universities are back on their feet. We could do all 3 with no sweat! As a second-year Civil engineering student in a Co-op program at the University of Alberta, I was able to commit myself to academics and, at the same time, participate in organizations and clubs. With that, I got to know myself more and

improved myself in communicating with people. I was even able to improve my public speaking skills and be confident with my actions and words. These helped me apply to scholarships and be offered awards of distinction such as the Donald Stanley award in Engineering, First-class Standing recognition, and the Jason Lang Scholarship. I have also been recently chosen to be one of the ten outstanding recipients for the John E. Betts "Beat Yesterday" Scholarship all over Canada, professionally chosen by the former CEO of McDonald’s Canada, John E. Betts himself. It was truly fulfilling and satisfying that all my hard work paid off. Again, trust your process; everything will follow if you love what you are doing and be yourself along the way. Of course, receiving these awards should not stop you from being more, seeking more, and connecting yourself to the student body and the community around you. You must keep yourself focused on your goal and inspire the younger generation. Along with that, never forget to take care of your health and celebrate your progress! Always remember to grab opportunities that reflect and improve your chances of success.

We are already well over halfway to that goal now. Supportive housing is especially good at empowering tenants to create their own pathway towards healing from substance dependence. During Alberta’s lowest point, a lot of oilfield related businesses had to close down. Business was slow as the Province struggled to find a decent alternative that would provide it with enough revenue to help sustain the expenses of the Province of Alberta. Since the Province is in deficit, Alberta Premier Jason Kenney and his cabinet had no choice but to find ways to cut costs as they try to balance the budget. There is no way that Alberta could continue to spend more if it was not making enough. Fast forward to today. I would have never imagined that the Price of Fuel per litre would almost triple since I first arrived in Canada, when it was at 65 cents per litre. This is because Oil is still a very hot commodity right now, averaging at least $90 dollars a barrel. So what am I trying to get at my beloved readers, is that since Oil is so hot right now and if the trend continues Alberta will have a surplus not a deficit by the end of the year 2022, then there is no need for the

While the people of Ukraine are particularly vulnerable at this time of grave crisis, the Canadian government should also take urgent measures to help those trying to resettle here to get to safety, including current undocumented migrants through issuing Temporary Resident Permits. The Canadian government must develop a framework for immigration and refugee responses to emergencies. This is important for supporters who are well-prepared to act quickly and equitably, following the needs identified by humanitarian agencies. Migrant’s Rights Network, a national network of migrants’

advocacy organization is demanding that the Canadian government step up and address the fundamental issue of settlement of migrants and refugees. Their demands are: 1. Federal government assistance to all refugees: All that is promised now is faster processing. 2. Open work and study permits for all without requiring job offer, being in-school and valid permits: These requirements by Immigration Canada means that those who are most vulnerable will lose status, at a time when their families in Ukraine are in crisis. 3. No Detentions, Deportations and Status for All: Canada has deferred deportations for some, but it must be extended to all in the region. Those without valid permits must be given permanent status. 4. Safe passage for all regardless of citizenship and Family Reunification: Thousands are fleeing, all must be supported.

Further, newcomers struggle to get a decent job and the brighter tomorrow that Canadians are hoping for doesn’t look very bright now. Just recently, the Bank of Canada did raise their interest rates from 0.25 to 0.50, and this alone will affect a lot of homeowners. Is this what we expect from our elected officials? It is high time that they control the price of commodities and impose price controls on food before it is far too late. An Aerolase representative flew in from Toronto on March 15 to Edmonton and went straight to SkinLueur Clinic for a demo of the latest laser equipment that has been awarded “Best Facial Laser” in Cosmopolitan’s 2021 Holy Grail Beauty Awards. Aerolase has been awarded Best Laser by DERMASCOPE Magazine’s readership for five years in a row and the company also was awarded as a “Leading Innovator in Laser Skin Health” by the Global Health and Pharma Excellence Awards.

Marjorie Carmona-Newman is the new president of the Philippine Business Society of Alberta (PBSA). In an election held on March 16, at the Palabok House, members of the PBSA voted unanimously for Newman, owner of MCN Canada Immigration. Celso Andrade of Sunfreight Cargo was elected vice-president. Carmona-Newman requested that members help her in managing the organization and thanked those who served the organization in various ways as volunteers. Also elected to key positions were Pia Liberty of Liberty Autoworks as secretary, Loida Lumanlan of Remax Realty as treasurer, and Arnel Zabala of Manila Sweets as auditor. Himalaya - Self Discovery through Words and Music ARTOSPECTIVE - an artist’s point of view

I

n the FilCan Music Awards to be held in Ontario this May, and organized by VibeAnt Magazine, an Edmonton artist is in the Top 5

for Solo Artist of the Year and Top 5 Song of the Year. The artist is Himalaya, and the song is Relapse. Himalaya is Himaleia Junio in real life. She was named after the Himalaya mountain range as her father was a mountain climber with San Beda. In fact, all her siblings were named after mountains. For her professional name, she adopts Himalaya pronounced ‘hi-mah-l-aiah’ to incorporate the Filipino word ‘malaya’, which connotes being free. Himalaya says she’s been singing since she was 4 years old. She was highly requested to perform for school events and family gatherings. She and her siblings were exposed to music early on since her father plays the guitar and he, along with their mother, used to do gigs, like weddings, and other social events. She laughingly remembers being brought along by her parents when she was six, and singing on top of a table in bars. In 2015, their family moved to Lloydminster from Pangasinan, to join her mother who had been there since 2012. Faced with anxiety of building a new life in a foreign country, making new friends, and dealing with her parents’ separation shortly after their arrival in Canada, proved to be too much for a 15 year old to handle. Bereft of a family and social support system, she

turned inwards and started journaling, and hasn’t stopped since. Journaling has been her coping mechanism, an outlet for her emotions and thoughts. It also enabled her to look at her life objectively by reviewing her previous writings. She was able to acknowledge her traumas, reflect on her patterns, the cause and effect of her behaviours and actions, and work towards redirecting her fears and anxiety to more positive conduct. Ever the artist, her journaling evolved into songwriting. She has written a few songs since 2018, but has released only one in 2021. And this is the song Relapse. Proof of how journaling was a strong factor in her songwriting, her favourite line in the song is “Isusulat ko na lang”. It is in fact, borne from a heartbreak experience, and using the song to communicate her unexpressed feelings. This song is significant in that it was the lightbulb moment in regards to her pattern with relationships, and is probably why it had the strongest pull for her amongst all the songs she has written. Relapse is a collaboration with two other friends, John Matias and Darwin Decena - vocals, lyrics and arrangement by Himalaya; lead guitar, bass, keyboards & preproduction by Darwin; and guitar, drum programming, keyboards, production, mixing by John. It is released in most music and social platforms, ie Spotify, YouTube, iTunes, TikTok, Amazon Music and Google Play. At the moment, Himalaya has paused her Bachelor of Arts in Psychology studies at MacEwan University to concentrate on her music. Music is where she derives the greatest happiness. She regards this time, not only as a way to explore her capability and versatility in the music field, but also as a period to find and prioritize herself. She recognizes the importance of making herself stronger as a person and as an artist, and that one influences the other. Himalaya has also obtained a Makeup Artistry Certificate with MC College, to supplement her income. Himalaya is appreciative of the support she receives in all her endeavours. She recalls fondly how she learned how to play the guitar from her father. Then later having her first guitar which she knew was the cheaper and easily damaged variety, but at the same time recognizing the sacrifice and expense it took. The acceptance that you had to start somewhere, and a greater appreciation for the blessings one receives. For Continued on page 19 ►

her high school graduation, her father gifted her with an expensive guitar which brought her to tears, making her think of how many children in the Philippines the cost of the guitar could have fed. Aside from her family, she counts friends who have stepped in as mentors, production crew, agents, publicists, etc., extending time and resources to help her in her aspirations. Before the release of Relapse as a solo artist, Himalaya was part of Kustika, a collective with her older sister and friends. Performances included gigs at Casa Laurel, front act performances for Bamboo, Parokya ni Edgar, Sanctuary, December Avenue, Sponge Cola and Introvoys, and participation at the Edmonton Filipino Fiesta. Himalaya would like her songwriting to be in line with her influences Rice Lucido, Kitchie Nadal, Yeng Constantino, Joey Ayala and Noel Cabangon. At the same time, she would like to test her boundaries by writing and experimenting with rap. And while Relapse is in Tagalog, she is also writing songs in English. Her future plans include another release in the coming months, producing an EP with Relapse as the banner song, upcoming performances in the JROA Live tour, busking during the summer, and a performance at the Kultura Filipino Festival in September at the Sir Winston Churchill Square. For someone who turned to writing because she felt she had

no voice, Himalaya is finding her moment and space for expression and empowerment. True to her name, she is setting herself free. I wish her all the best and look forward to what she accomplishes in her life, and with her music. Si Malakas at si Maganda: The Filipino Legend of “The Strong and the Beautiful”

A

long time ago, the house God was unfathomably vast and empty. He was saddened because he could not see nor hear anything. The sun rose bright and gold in the heaven embellished by clear blue skies while in the distance, the full moon glowed in the gentle darkness littered by hundreds of thousands of twinkling stars. God gracefully lifted His powerful hands and with a snap of his fingers, the earth was created. Trees and grasses sprouted from the land and fragrant flowers bloomed. Ocean waves surged and rivers flowed bountifully. Birds flew freely in the skies, and sang while they took their rest. God then created the world. It was such a beautiful and wonderful paradise to behold! One day, the king of birds flew and explored the wild blue yonder. He proudly spread his sturdy wings and flew into the forest. From a distance, he saw a lofty bamboo bending from its waist as a gentle breeze caressed it. He flew to it, intending to rest his wings for a short time but suddenly, loud knocking emerged from the

bamboo. What followed was a plea from within, “Set me free, o, stalwart king of birds! I can’t breathe in this confinement!” The king of birds was bewildered, but his thoughts then turned to suspicion. “It might be a trap!” After a while, a lizard crawled up the bamboo. Feeling hungry, the bird tried to grab the crawling lizard and pecked at the bamboo in his attempt to catch it. His efforts caused a large crack to form in the bamboo and to the bird’s surprise, a handsome man emerged from within. “Thank you, o, great king of the birds! My name is Malakas. Please continue striking the bamboo with your beak. Release my partner with your grace and power!” So once again, the bird struck the bamboo with his beak, fully splitting it. Completely freed, a beautiful woman stepped out. “She is my wife,” said Malakas. “Her name is Maganda. You freed us, O, King of the birds! You must live with us forever!” “I can’t”, replied the bird. “I am but one bird and my home is in the immense blue skies. I travel with the wind. My wings were intended

for flight. But, I will always sing for you. Even when I’m gone, my nestlings will also sing for you. They will continue to sing my song for you.” “Come! Ride on my massive wings. I love singing, playing badminton, guitar, basketball, and billiards. Honda Canada’s top technician is a Filipino clan’s pride By Lulu Bernal

onnel Joseph del Rosario brought pride to his parents, extended family, friends, and to the Filipino Community. Ronnel is the only child of Linda and Ronaldo del Rosario. He is 30 years old and was born in Edmonton, Alberta, Canada. Ronnel was recognized in 2019 as one of the most decorated Honda technicians in Canada when he joined the World skills Contest to represent Canada in 2018 at Honda’s International diagnostics competition in Japan. The start of the competition took place in Honda‘s Head Office in Markham, Ontario. Among 2300 technicians in Canada, he topped them all. In

Japan, it was an extremely intense competition with a panel of judges and a huge audience. The presence of the audience, camera crew and of course the added difficulty of being in a foreign land challenged him. He represented Canada with tremendous confidence and skill during the competition and was in contention for the top honour through the whole competition. “I didn’t place in Japan, but I was honoured to be on stage with such

talent, doing what I’m passionate about. To me, that was better than winning.” His career was greatly influenced by his dad, whose hobby is fixing cars. In High School Ronnel bought his first car, a 1988 Honda Prelude. He wanted to modify it and decided to enroll in Northern Alberta Institute of Technology (NAIT). The school required him to shadow technicians. Since he owned a Honda, he applied and was accepted at Millwoods Honda, now known as Wheaton Honda. The service manager allowed him to shadow him and once Ronnel finished his course, he was hired by Wheaton Honda as an apprentice. He started with washing cars, then moved to working with accessories for new vehicles and then pre-delivery inspection. Finally, he reached his goal as top technician in Canada. Wheaton Honda, is a big shop with 24 bays and Ronnel is one of the 3 team leaders in charge of six other technicians. “I will do what it takes to get to where I want to go," is his motto. For our youth, he his advice is: “Everyone faces challenges and obstacles. Whatever yours look like, overcome them with hard work, resilience, and tenacity. Competition is healthy. Success is achieved not by luck but hard work.”

s of the moment, Carla and Tom have chosen not to speak amid the issue between the couple, It was rumored that they broke up. However, based on the statement of Rey PJ, the Kapuso stars are trying to fix whatever conflict that they have right now. He said, Kapuso actor Tom Rodriguez really wants to take back his wife. Tom personally talked to him saying that he really intends to fix their marriage. In the same interview, the seasoned actor said that he advised the couple to patch things up between them. He stressed the value of communication between them and that they should work this out. In a previous interview, Rey PJ revealed that his son-in-law had a one-night stand and netizens criticized him for sounding like he is defending Tom’s mistake. However, on March 15, GMA’s primetime news program 24 Oras aired Rey PJ Abellana’s interview as the seasoned actor clarified his controversial statement against Tom Rodriguez that there was an issue about a one-night stand but Tom has clarified that this did not happen. After Manny Pacquiao hung up his gloves just less than a year ago, another Pacquiao stepped in the ring. The Peoples Champ’s eldest son showed that he too has the skills after figuring in his first amateur fight on United States soil at House of Boxing Gym in San Diego, California. It was Jimuel’s turn this time, Sunday, March 13, 2022 (Manila time) the 21-year-old emerged victorious, earning a decision win over MexicanAmerican Andres Rosales. Jimuel, who is eager to pursue a boxing career, has been training in the US and even got to learn from the top pound-for-pound fighter today in Canelo Alvarez back in October and obtained his boxing license in December. The eight-division Filipino boxing legend approved and was very proud of him.

In the past two days, Energy Secretary Alfonso Cusi noted that Dubai crude oil prices dipped. If this trend continues, there may be a big-time rollback in fuel prices that may be implemented next Tuesday, March 22, 2022, he said in a government briefing aired Wednesday, March 16. Cusi explained that pump prices could go down following a dip in Dubai crude oil prices. The dip in global prices can be largely attributed to lower oil demand. According to Cusi, “If this trend ranging from $104 to $105 per barrel continues, we could experience a rollback in prices next week. For gasoline, it could be more than P5, and for diesel, it could go

down by P12 or more.” Oil firms implemented their highest price hikes yet, raising diesel prices by P13.15 per liter and gasoline prices by P7.10 per liter on Tuesday. Labor Secretary Silvestre Bello III has ordered a review of minimum wage across the country given the higher fuel costs. The National Economic and Development Authority (NEDA) also seems cool to the idea of increasing the minimum wage in Metro Manila. The energy chief, meanwhile, said he supports NEDA’s four-day workweek proposal and the continuous implementation of work-from-home arrangements to save on fuel.

P

ompano is a popular fish because of its wonderful flavor. It has flesh that holds together very well for all modes of cooking preparation. It is also easy to handle because of its shape and size, and fits a pan or steamer better than most other fish. It can be cooked in many ways like frying, grilling, steaming, baking, or poaching, and can be prepared either whole or as a fillet. Pompano is filled with nutrients that are good for you. It has high levels of Vitamin B that helps increase your body’s metabolism. It is a good source of healthy fats that helps lower bad cholesterol and can also help support brain health by improving cognitive functions. The fish also provides high quality protein and is rich in amino acids, antioxidants and contains key minerals that help prevent bone weakness.

I know that most Filipinos love pompano. I sure do. It is a favourite fish of mine and today, I am sharing one of the many ways I cook this fish. The belly is stuffed with tomatoes, onions and ginger the fish then wrapped in banana leaves, steamed to cook and serve with coconut cream sauce. The banana leaves bring that inviting aroma into your kitchen and the spicy coconut cream sauce gives a kick—the perfect complement to the mild, succulent taste of pompano. Try it. You will love it for sure. Here’s what you need: 4 medium size pompanos 2 to 3 tomatoes, chopped 1 big onion, chopped 1 piece ginger (about 1”), chopped 2 tbsp oil, divide into 2 Salt and pepper

Clean the fish. Score or slit both sides of fish with a sharp knife, and completely rub each side with salt, pepper, and oil. 2. In a bowl, put together chopped tomatoes, onions, ginger, and oil. Season with salt and pepper. Mix thoroughly. Divide into 4 portions.

3. Put stuffing mixture into the belly portion of the fish. 4. Cut banana leaves to fit the fish. 5. Lay fish on the banana leaf. Fold the sides and secure with string. 6. Steam for 45 minutes or until fish are cooked. Time is dependent on the size of the fish. 7. While fish is cooking, in a saucepan, sauté garlic and ginger. Add coconut cream, vinegar, ½ tsp sugar, and red chilis. Season with salt. Allow to boil. 8. Reduce heat to simmer once boiling. Cook for another 4 minutes. 9. Serve hot. Before serving, drizzle fish with coconut sauce. Top with sliced onions or cilantro. 10. Serve with hot steamed rice. Enjoy! ♥

INCE 1947, WHEN THE Science and Security Board (SSB) of the Bulletin of the Atomic Scientists met for the first time to perform its annual ritual of setting the time on the “Doomsday Clock,” the scientists initially agreed to set the clock to 11:53 PM or seven minutes to midnight. The SSB is a select group of globally recognized leaders with a specific focus on nuclear risk, climate change, and disruptive technologies. They hang the clock on a wall in the Bulletin’s office at the University of Chicago to remind everybody how close we were to the threat of global nuclear war. Since then, the clock has been set as close or as far as midnight. In 1972, the clock was set to 11:48 PM or 12 minutes to midnight when the U.S. and the Soviet Union signed the Strategic Arms Limitation Treaty (SALT I) and the Anti-Ballistic Missile Treaty. In 1984, the clock was set once again to 11:57 PM when tensions escalated between the U.S. and the Soviet Union when the arms race intensified. The U.S. deployed Pershing II medium-range ballistic missiles and cruise missiles in Western Europe. In 1991, the clock was set to 11:43 PM or 17 minutes to midnight, the earliest setting since its inception, when the Strategic Arms Reduction www.AlbertaFilipinoJournal.com

GOD CHANGES JACOB'S NAME TO ISRAEL

I

n reading the Book of Genesis, I have noticed that God changes the names of certain people, such as Abram to Abraham and Jacob to Israel. Why did God change their names? What does it symbolize? OUR TEXT 9 "And God appeared unto Jacob again, when he came out of Pa-danar'-am, and blessed him. 10 And God said unto him, Thy name is Jacob: thy name shall not be called any more Jacob, but Israel shall be thy name: and he called his name Israel." Genesis 35:9-10 God changed Jacob's name to Israel, because Jacob wrestled with God. The new name was granted to reflect the change. Abram was changed to Abraham. Note: Names meant something significant. Names were considered to be meaningful in some way. For example, the younger of Isaac's twin sons with Rebekah was named Jacob ("supplanter") because when he was born he was holding on to Esau's

heel, as if attempting to overtake him (Genesis 25: 24-26). After Jacob's wrestle with the angel, when he demanded a blessing from the Lord, the angel pronounced a blessing upon him, and a new name to go with it: Isra-El, which can mean "He who prevails with God," or "May God prevail," depending on the context. Likewise with Abram ("Exalted father"), when he was blessed by the Lord in Genesis 17. He was given the name Abraham ("Father of a multitude"), in keeping with the promise of the Lord: 5 "Neither shall thy name any more be called Abram, but thy name shall be Abraham; for a father of many nations have I made thee. 6 And I will make thee exceeding fruitful, and I will make nations of thee, and kings shall come out of thee." Genesis 17:5-6 So we see that these different names are given to people as a blessing from the Lord, to signify that something about them, their

nature or their life, has changed in some way. In the Old Testament, names are given almost as an adjective about that person or the circumstances of their birth (Read Genesis 30:1-24). A change in name is a change in God's description of you. This usually means God changing your circumstance or some part of your life to fulfill His ultimate plan for you. In the case of Israel; if you read the subsequent books of the Bible you will discover Israel goes through many hardships and even persecution (just look at history in general) and yet through out all of these hardships; Israel seems to "prevail" by virtue of coming back to God or crying out to God (He who prevails with God). So the name change from "the supplanter" to "May God Prevail" seems appropriate. But this is true for every name change given by God in Scripture. More than just a trivial change in what they are called: It is a change in who they

Ukraine invasion On February 24, 2022, Russian President Vladimir Putin’s “illegal and dangerous” invasion of Ukraine and placing Russia’s nuclear armaments on high alert, which the SSB considers to be the gravest danger to humanity, has set the Doomsday Clock to 100 seconds to midnight, the closest it ever been to apocalypse. By threatening to use nuclear weapons or launching a “First Strike” nuclear attack against the U.S. and her NATO allies if war breaks out between Russia and the NATO alliance, it has brought a nightmare scenario to life, which sets the Doomsday Clock to 30 seconds to midnight. Biden’s mental paralysis But the problem is that President Joe Biden has encouraged Putin – by vowing not to get involved in the Ukraine war -- to flaunt using his nuclear weapons if the U.S. and her NATO allies would send troops to Ukraine. By playing the threat of “World War III,” Putin has disarmed Biden and tied his hands behind his back. Biden, the other day even said, “Don’t kid yourself, but once

we enter the war, it will be World War III,” which makes one wonder: “If Russia attacks the Baltic States of Estonia, Latvia, and Lithuania – which would be next after Ukraine -- would America and the NATO countries send their troops to fight the Russians? How about the two non-NATO countries of Moldova and Georgia? The other day, the Moldovan Prime Minister requested joining NATO because they know they’re next on Putin’s crosshairs. Taken aback, Secretary of State Antony Blinken didn’t respond. He could at least reassure the Moldovan Prime Minister that he’d relay the request. It would seem that the entire Biden administration – Biden, Vice President Kamala Harris, Blinken, Defense Secretary Lloyd Austin, and Chairman of the Joint Chiefs of Staff, four-star General Mark Milley – had succumbed to a debilitating mental paralysis, unable to act when threatened with nuclear annihilation. But the truth is: America’s leadership’s amnesia has its provenance since Biden hastily withdrew American troops from Afghanistan last year. It gave Putin the go-signal that he could do anything he wanted to and Biden would just play possum, unmindful of whatever the consequence will be. But doesn’t Biden realize that he had just pulled the MAD auto-mechanism? Now, all Putin has to do is threaten “First Strike” and Biden

would just stare blankly at the nuclear football held by his aide-de-camp… and do nothing. And suddenly, his semi-senile mind goes into a paralytic state, unable to respond to the nuclear crisis, which he inadvertently and unconsciously abetted by vowing that he would never send the army of the most powerful nuclear power and richest country in history to fight the bankruptcy-bound invading Russians in Ukraine. What a shame! American history Biden needs to study American history from the time the U.S. entered World War I to the victorious conclusion of World War II. Never in those two world wars did America ever flinch in the face of defeat, only to emerge the victor who would rule in peace and prosperity until… today. Today, the great American nation is facing extinction only because she allowed a mad genius to roll his tanks into Ukraine and laid waste to a beautiful and proud country. Ukraine is bound to lose her sovereignty because America allowed Russian war planes to ravage their land and refused to send NATO warplanes to defend the besieged Ukrainian people who are fleeing -- helplessly and hopelessly – amid the attacking Russian tanks and aerial bombardment. That means it will destroy the entire mankind, his country first, and possibly blow the planet Earth into zillions of radioactive meteorites. Only a stupid madman will do that. But as long as the leaders of America and Russia are aware of the consequences of MAD, they’ll never dare bring MAD to fruition. And such, no one would ever start World War III. It’s unthinkable. But it would take a sane and calculating world leader to stop this stupid madman from even thinking of pressing the “doomsday button” that would turn his beloved “Mother Russia” into a radioactive nuclear wasteland for the next 1,000 years. Putin’s descendants would long him as the madman whose stupidity would be etched in every Russian’s mind that he once ruled the biggest empire on Earth only to lose it because he became too ambitious. At the end of the day, Putin may only have thirty seconds to midnight to blow the world into radioactive smithereens.

Spring time brings a renewal… but what if it doesn’t for me? Question from Maria in Baguio City, Philippines: My elderly tita lives in Edmonton, Alberta by herself and she applied to sponsor me for permanent residence in the family class as she has no one else to sponsor. However, she received a letter saying she did not qualify! The immigration officer said that my tita did not have enough income to show that she could sponsor me. My tita opted to have the application forwarded to the embassy in Manila for my permanent residence to be processed even though we know it will be refused. I am very sad because I am also alone here in the Philippines without anyone to see during holidays. We only have each other and we are so far away! I fear that my tita will soon become too old to travel to see me. Help! Is there anything we can do? Answer: Hi Maria, we understand this can be difficult news to hear, especially after waiting so long and having no one around you to confide in about this unfortunate decision by immigration. Not all hope is lost. There are some potential options. First, your aunt’s decision to allow the application to proceed to the embassy is a very good decision. This is an option on the initial application when your aunt applies to the Canadian government. She would have made that decision right at the beginning to give you every opportunity for success! This option is a check box that appears at the top of the IMM 1344 form – Application to Sponsor – and states, “Proceed with the application for permanent residence. Processing fees will be retained”. When you check this box option, the application will proceed to the forwarding embassy – even if the sponsor is deemed ineligible – to be processed and a procedural fairness letter (basically a letter of request by an immigration officer www.AlbertaFilipinoJournal.com

for more information) will be sent to you in the Philippines to give you a chance to add information or respond before you are refused permanent residence. This can be used as your opportunity to exercise an area of the Immigration and Refugee Protection Act (IRPA) called Humanitarian and Compassionate Grounds. You will be given an opportunity to add additional documents and explain why you believe you should be granted an exemption. These grounds need to be unique to you and can not include threat of life or persecution. It sounds like you may have grounds to discuss, such as the age of your aunt in Canada and your situation in the Philippines. If you feel there are unique situations that you want the officer to know about, this is your opportunity to bring these issues up! We HIGHLY recommend that you hire a professional to help you in this process. The benefit of this program is that it is generally much faster to complete than the pilot program in option two below. The Canadian government has a service standard by which to process these applications considering they are time sensitive and involve high demand home care services. Also, this Labour Market Impact Assessment is exempt from the right of refusal rules set in place by the Alberta provincial government due to COVID-19. The next option is to hire a temporary foreign worker from outside Canada through the Home Child Care Provider Pilot Program. This is a pilot program introduced by the government in 2019 that exempts employers from obtaining a Labour Market Impact Assessment (LMIA). This option allows a foreign national outside Canada to apply for a work permit to work for you and at the same time apply for permanent

residence! DOWNSIDE: The 2022 intake is full and the program is not accepting applications until 2023. Given that the program fills up fast, some candidates are working on their documents now to be ready to submit on January 1 of next year. This is great for that excelling cousin or niece back home with education and experience in childcare who might want to come to Canada permanently, however it is a long-term fix, not a short-term fix, and the first option above may be more fitting for finding someone immediately. As this is also a permanent residence application, there are some additional requirements your potential employee must meet. Other than being admissible to Canada and having the experience and education to do the job, they also need to have the equivalent of one year of a completed post-secondary Canadian education and meet minimum language requirements and be able to provide police certificates. This is a great option for someone who has a bachelor’s degree or higher and

some experience in childcare. After the care provider obtains 24 months of experience, they can apply for permanent residency. The downsides of this program being that it may take a year or more to be processed and it has a quota limit – so if this is the option for you, act fast! Secondly, yes, we can certainly help. There are two ways to hire a home childcare provider. One option you have is to hire a temporary resident already inside Canada with the appropriate experience. This option requires that you – as the employer – obtain a Labour Market Impact Assessment (LMIA) and apply for authorization from the government to hire the temporary resident candidate. This person could be a temporary worker who has recently lost their job with a previous employer, or someone transitioning from a study permit or resident permit. Often times, candidates in the home childcare provider pilot program (we will discuss in more detail below) have long processing times and their employment contracts in Canada may expire or their employment situation changes. This creates a market of temporary foreign workers already inside the country who may qualify for your LMIA. The government now allows a temporary resident on a visitor visa who has previously held a work permit within the last 12 months to apply for a work permit from inside Canada provided they have a valid job offer and the appropriate experience to do the job.
