AT THE HEART OF INDIGENOUS DRAMA IN PERU

DR. LUCIA STAVIG HAS RESEARCHED THE CONSEQUENCES OF FORCED STERILIZATION OF INDIGENOUS WOMEN. LA DOCTORA LUCIA STAVIG INVESTIGA LOS EFECTOS DE LA ESTERILIZACIÓN FORZADA DE MUJERES INDÍGENAS. OCURRIÓ EN EL RÉGIMEN DE ALBERTO FUJIMORI.

Between 1996 to 2000, an estimated 314,000 Peruvian women were sterilized, in most cases without their consent. Peruvian president Alberto Fujimori justi ed the program as a means of controlling overpopulation in zones with high levels of the terrorist group Sendero Luminoso activity, which overlapped with areas populated by indigenous peoples.

e consequences of this forced sterilization have been the subject of research by Dr. Lucia Stavig who is a Peruvian-born medical anthropologist, the daughter of an American father and a Peruvian mother. Her work focuses on indigenous health, policy and justice in terms of reproductive health and longevity of indigenous populations.

She took her rst step while pursuing her second master’s degree in anthropology at the University of Lethbridge in Canada. ere she began studying forced sterilization and understanding how a women’s rights program “became the instrument through which indigenous women’s rights were violated.”

Dr. Stavig describes what happened as “a crime against humanity”. In her quest to understand the situation, she met former Peruvian congresswoman Hilaria Supa Huamán, who invited her to visit a healing center she herself had set up for the sterilized women.

“Although it was largely women’s bodies that were sterilized, the whole shared body of the ayllu (form of social organization) was a ected by this violence,” said Dr. Stavig, who has received several awards for her research.

RECONSTRUCTION OF I-95

In addition, this edition examines the e ects of the damage and reconstruction of the Interstate 95 overpass in Northeast Philadelphia following a tra c accident.

It is estimated that the 165,000 people who regularly travel there will have to nd alternate routes in and out of the city in that area.

What is the plan to rebuild Interstate 95 in Northeast Philadelphia? and what will happen while the reconstruction is underway? ese two questions are answered in the article.z

Unas 314 mil peruanas fueron esterilizadas entre 1996 y 2000, en la mayoría de los casos sin su consentimiento. El presidente del Perú era Alberto Fujimori y lo que buscó con esa decisión era controlar la superpoblación en zonas dominadas por el grupo terrorista Sendero Luminoso, en donde había poblaciones indígenas.

Las consecuencias por lo ocurrido han ocupado una investigación de la doctora Lucía Stavig, antropóloga médica nacida en Perú, hija de padre estadounidense y madre peruana. Su trabajo está enfocado en la salud indígena, la política y la justicia en cuanto a la salud reproductiva y la longevidad de las poblaciones indígenas.

El primer paso lo dio cuando realizaba su segundo máster en antropología en la Universidad de Lethbridge, en Canadá. Ahí empezó a estudiar sobre esterilización forzada y entender cómo un programa de derechos de la mujer “se convirtió en el instrumento a través del cual se violaron los derechos de las mujeres indígenas”.

La doctora Stavig cali ca lo ocurrido como “un crimen contra la humanidad”. En su búsqueda por entender la situación, conoció a la excongresista peruana Hilaria Supa Huamán, quien la invitó a conocer un centro de curación que había montado con las mujeres esterilizadas.

“Aunque la esterilización afectó principalmente a los cuerpos de las mujeres, todo el cuerpo compartido del ayllu (forma de organización social) se vio afectado por esta violencia”, señaló la doctora Stavig, quien ha recibido varias distinciones por sus investigaciones.

Quienes padecen enfermedades ligadas a la cultura se apoyan en curanderos que pueden reconectarlos con la vida espiritual de la comunidad. Así, sobrevivir es producto de la conexión con la tierra.

LA RECONSTRUCCIÓN DE LA I-95

Por otra parte, en esta edición se analizan los efectos del daño y la reconstrucción del paso elevado de la Interestatal 95, en el noreste de Filadel a, después de un accidente de tránsito.

Las 165.000 personas que se calcula que habitualmente transitan por allí deberá buscar otras vías para entrar y salir de la ciudad en ese sector.

ASCE’S FIRST DOMINICAN PRESIDENT-ELECT

A PARTIR DE 2024, FENIOSKY PEÑA-MORA DIRIGIRÁ LA MAYOR ORGANIZACIÓN DE INGENIERÍA DEL PAÍS, LA SOCIEDAD AMERICANA DE INGENIEROS CIVILES.

On June 5, 2023, the American Society of Civil Engineers (ASCE) announced the election of Feniosky Peña-Mora as president-elect of the organization, setting him to become the rst Dominican-American to hold the position.

Founded in 1852, the ASCE currently represents over 150,000 members of the civil engineering industry. Alongside this representation, it provides educational resources, and professional conferences, and is an authoritative source for industry codes and standards.

In his new position as president, Peña-Mora acts as the chief representative and spokesperson for the ASCE, chairing both its Board of Direction and Executive Committee.

Additionally, he will promote ASCE principles, goals, and policies through the education and motivation of members, both current and potential.

A 30-YEAR CONNECTION

Before his recent election, Peña-Mora has held a long career with the ASCE, initially joining as a student member in 1990, before working his way up through various leadership positions since 2009.

ese roles included chairing the Construction Research Council from 2009 to 2011, the International Conference on Sustainable Infrastructure in 2017, and the Industry Leaders Council from 2020 to 2022.

Most recently, he served on the Board of Direction as an at-large director from 2019 to 2022. At the same time, he sat as chair of the Board Strategic Advisory Council, leading the development of the ASCE’s new strategic plan.

Peña-Mora earned his Bachelor’s degree in Civil Engineering from the Universidad Nacional Pedro Henríquez Ureña (UNPHU) in Santo Domingo, Dominican Republic in 1987, his Master’s and Ph.D. in

La Sociedad Americana de Ingenieros Civiles (ASCE, por sus siglas en inglés), anunció el 5 de junio la elección de Feniosky Peña-Mora como presidente electo de la organización, convirtiéndose en el primer dominicano-estadounidense en ocupar el cargo.

La ASCE fue fundada en 1852 y representa a más de 150.000 miembros del sector de la ingeniería civil. Además de esta representación, proporciona recursos educativos, celebra conferencias profesionales, y actúa como fuente autorizada de códigos y normas de la industria.

En su nuevo cargo como presidente, Peña-Mora actuará como principal representante y portavoz de la ASCE, presidirá la Junta Directiva y el Comité Ejecutivo. También colaborará en la educación y motivación de los miembros, tanto actuales como potenciales, mediante la promoción de los principios, objetivos y políticas de la organización.

UNA RELACIÓN DE 30 AÑOS

Antes de su reciente elección, Peña-Mora ha desarrollado una larga carrera en la ASCE, a la que se incorporó inicialmente como miembro estudiante en 1990, antes de ir ascendiendo a través de diversos puestos de liderazgo desde 2009.

Estas funciones incluyeron la presidencia del Consejo de Investigación de la Construcción, de 2009 a 2011; presidencia de la Conferencia Internacional sobre Infraestructuras Sostenibles, en 2017, y la presidencia del Consejo de Líderes de la Industria, de 2020 a 2022.

Más recientemente, formó parte del Consejo de Dirección como director general, de 2019 a 2022. Al mismo tiempo, ocupó la presidencia del Consejo Asesor Estratégico de la Junta, dirigiendo el desarrollo del nuevo plan estratégico para la ASCE.

REBUILDING A VITAL ARTERY

WHAT IS THE PLAN FOR REBUILDING I-95, IN NORTHEAST PHILLY, AND WHAT WILL IT LOOK LIKE IN THE MEANTIME?

On Sunday morning, June 11, a tanker lost control under an I-95 overpass in Northeast Philly and crashed. e resulting blaze, which burned throughout the morning and killed the driver of the tanker, also collapsed the raised portion of the highway near Cottman Ave.

A HOLE IN THE ROAD

At the moment of the collapse, everything moving both ways on the major transportation artery stopped. To this day, the highway remains a ghost of itself with a massive hole at its center, and the 165,000 people that were estimated to travel along

the road near Cottman Ave. on a daily basis would have to nd another way in and out of the city in the Northeast.

Many-a meme were born in reaction to the bad news, and everything from the recent poor air quality to Philly sports team playo failures were lumped in with the I-95 collapse as a sign of the times in the City of Brotherly Love.

Outside of the commuters, the collapse also a ects the supply chain for local small businesses that operate in the area. According to reporting by the Inquirer, eight percent of those 165,000 daily travelers were tractor trailers hauling goods to and from

“ is is a major artery for people and goods, and the closure will have signi cant impacts on the city and region until reconstruction and recovery are complete,” U.S. Secretary of Transportation Pete Buttigieg wrote in a social media post.

Buttigieg visited the site of the collapse alongside city officials on Tuesday, June 13.

SHAPIRO’S GAMEPLAN

PA Governor Josh Shapiro rst visited the site alongside Mayor Jim Kenney and other city o cials on Sunday. He spoke of the “remarkable destruction” he witnessed and issued a disaster declaration a day later, on Monday, June 12. e move frees up $7 million in emergency funding to be put towards the rebuild e ort. Senator Bob Casey and Rep. Brendan Boyle also announced a further $3 million in federal emergency funding.

“I want to get this road reopened as quickly as possible,” Shapiro said at another press conference on Wednesday morning alongside leaders of the city’s building trades.

At the Wednesday presser, Shapiro also outlined his rebuild plan for the major artery.

Misinformation in non-English languages has been an issue going back to the 2020 presidential election. At the time, campaigns, social media platforms and other election stakeholders pinned all their focus on mis- and disinformation in English, which had ravaged the previous presidential election in 2016.

What occurred in 2016 in English, occurred in 2020 in Spanish and other languages as social media platforms were wholly unprepared for the misinformation onslaught, and it was the work of grassroots groups that mostly lled the information void.

In 2023, the government is now trying to step in.

THE LISTOS ACT

U.S. Representative Tony Cárdenas — the rst Latino elected to represent the San Fernando Valley in Congress — introduced a bill co-sponsored by a group of several prominent Latino lawmakers on Capitol Hill that would hold social media platforms accountable for dis- and misinformation, and address the needs of tens of millions of non-English speakers.

“Time and again, social media platforms have repeatedly fallen short of moderating multilingual content. Disinformation is a danger to the non-English speaking community and must be taken seriously to protect our country and our democracy,” a statement from Cárdenas’ o ce read.

e LISTOS Act of 2023, or H.R.3806, would require platforms to communicate and enforce their policies using all languages, as well as require them to report on the processes used to enforce said policies as a way of combating misinformation that disproportionately hurts large non-English speaking communities.

En aquel momento, las campañas, las plataformas de redes sociales y otros interesados en las elecciones centraron toda su atención en la desinformación en inglés, que había causado estragos en las anteriores elecciones presidenciales de 2016.

LA LEY LISTOS

La Ley LISTOS de 2023, o H.R.3806, exigiría que las plataformas comuniquen y hagan cumplir sus políticas utilizando todos los idiomas, así como exigirles que informen sobre los procesos utilizados para hacer cumplir dichas políticas, como una forma de combatir la desinformación que perjudica desproporcionadamente a las grandes comunidades que no hablan inglés.

Dr. Lucía Stavig, a medical anthropologist, focuses her research on indigenous health, reproductive health policy and justice, and the longevity of indigenous populations. She holds a Bachelor of Arts from New College of Florida (2010), which she credits for “who I am in terms of a thinker and a scholar.”

Dr. Stavig was born in Peru and, as a small child, spent a formative year in Sucre, Bolivia. She is the daughter of an American father— a former Associate professor of history at the University of South Florida who is now deceased, and a Peruvian mother— a retired anthropologist from the University of South Florida. Dr. Stavig was a doctoral candidate at the University of North Carolina at Chapel Hill and graduated last year.

She assures that without the Runa (Quechua or “the real people”) peoples, she would not exist: her parents met in Cusco while doing research with Runa peoples. She also credits her time in Sucre, Bolivia with teaching her “what it means to be a di erent kind of Misti (“white” person in the Andes).”

She received a Master’s in Justice and Social Inquiry from Arizona State University in 2013, where she conducted work with undocumented mothers and their experiences of mothering and in Post SB 1070, a controversial anti-immigration law notoriously known as the “show me your papers” provision. Her commitment to showing women’s experiences from their point of view and working alongside them to tell their stories was and remains a crucial part of her research.

Her study on forced sterilization started in Canada at the University of Lethbridge, from where she obtained a second Master’s in Anthropology in 2017. Dr. Stavig wanted to understand how a women’s rights program announced at the 1995 UN Fourth World Conference on Women in Beijing “became the vehicle through which Indigenous women’s rights were violated.”

Her research led her to Runa peoples, and as a trained medical anthropologist, she has spent signi cant time in di erent countries around the world— previously involved in legal anthropology, adding that “I worked in Chiapas researching on how human rights NGOs and indigenous organizations sort of work together or did not, and what that relationship was like.”

Her service in the eld has informed her desire to explore, research, and discuss the forced sterilization of Runa women—indigenous women still su ering from lingering trauma caused by e Plan for Government of National Reconstruction 1989, also known as the “Plan Verde.” e authors of “Plan Verde” were part of a military coup d’etat and the genocide of indigenous Peruvians through a “proposed sterilization as a means of controlling the terrorist threat, which they attributed, in part, to overpopulation in “red zones” – geographic zones with high levels of Sendero activity, which overlapped with areas populated by Indigenous peoples,” noted Dr.Stavig.

seemed more appealing as the former authoritative Peruvian President Alberto Fujimori declared that family planning services were “free of charged in public sector health facilities.”

e Washington Post reports that approximately “76% of Peruvians identify as Catholics; many abide by the Church’s teaching against contraception,” which explains the Church’s opposition to such a proposal, and despite its objection, the family planning program was a “success.”

of former President Fujimori’s (1990-2000) National Reproductive Health and Family Planning Plan, which was regarded as respecting women’s rights and “supposedly had the objective of disseminating birth control methods in di erent regions of the country, with an emphasis on in the Andes and the Amazon,” as stated by the IWGIA.

However, the program lacked consent, and “statistical analysis shows that only 35% of them received full and informed consent,” said Dr. Stavig, which means 65% of women were forcibly sterilized under unsanitary conditions, leading to o en hurried or botched procedures primarily among poor, indigenous women.

“A crime against humanity,” said Dr. Stavig is what forced sterilization was— the irregularities manifested soon a er— USAID funded the forced sterilization and pulled funding in 1998 a er a group of Peruvians testi ed before Congress, Dr.Stavig explained. A er the USAID withdrawal,

the Nippon Foundation of Japan helped fund the sterilizations.

“I knew forced sterilization was a rights violation, but I knew it was a lot more,” explained Dr. Stavig as she explored what it meant to Runa women and their communities beyond the loss of their ability to reproduce, which led her to former Congresswoman Hilaria Supa Huamán at a governmental conference and to invite her to be on a panel at the Latin American Studies Association to discuss forced sterilization.

A er the panel, they conversed about how sick sterilized women still were and how little doctors and lawyers understood what was happening. Hilaria invited Dr. Stavig to visit the healing center she had put together with the sterilized women and to explore mancharisqa (soul fright) among this group of women.

EXPLORING MANCHARISQA

For ten months, Dr. Stavig worked with collaborators at Mosoq Pakari Sumaq Kawsay (MPSK), Quechua, for “a New Dawn for Good Living” Healing Center, where she found that “Runa continue to conceive of health and illness not only as [the] outcome of organic processes in their physical bodies but as outcomes of social relations in the shared body of their more-than-human ayllus,” as explained in her dissertation. In other words, the ancestral social structure of Quechua people—composed of mutual obligations to each other not solely to blood relatives, but their connection to nature, animals, rivers, and lakes, were all part of their ancestry, or acompañamiento, of togetherness.

“ ough it was largely the bodies of women who were sterilized, the whole shared body of the ayllu was a ected by this violence,” she explained in her dissertation. “E orts to heal sterilized women, then, are e orts to heal entire worlds, to bolster them against colonial interruption,

and to build Indigenous futures in the face of continued colonization.”

“Do you think it’s PTSD?” she asked Huamán. “What you call PTSD, we call spirituality,” Huamán responded, which shows the di erence between Western and Quechua medicine and its connection to ailment.

She explains that to heal in ways of Runa is to acknowledge that Runa communities are worth defending, assuring that “one of the most beautiful ways that I’ve seen trauma dealt with is saying, you are trying to destroy us, and we are just not going to go” because “trauma, o en it’s like foreclosure of the future. It’s like you get stuck in the past or a present that is only about the past.”

However, Runa’s ways of healing are about making a future based on “Runa ethics and communities and love,” she assured.

Her research has amassed several recognitions and distinctions— the David M. Schneider Award for Bonds of Kinship: Reciprocity and the Shared Body of the Andean Ayllu awarded by the American Anthropological Association (2021) and the Helen Safa Prize for Unwittingly Agreed: Fujimori, Neoliberal Governmentality, and the Inclusive Exclusion of Indigenous Women awarded by the Gender Section, Latin American Studies Association, to name a few.

BACKGROUND

But those experiencing culture-bound illnesses lean on curanderos (traditional healers) that can reconnect Quechua people to their spiritual life of the community through di erent rituals.

Surviving the Andes stems from that connection to the land, something Dr. Stavig explains was important to Huamán, who held a ceremony to gure out where to build the center, and “they found out that this was the spot that the ancestors were calling to them and saying we are buried here. We need healing too.”

La doctora Lucía Stavig, antropóloga médica, enfoca su investigación en la salud indígena, la política y la justicia en materia de salud reproductiva y la longevidad de las poblaciones indígenas. Tiene una licenciatura dada por el New College de Florida (2010), al que atribuye “lo que soy en términos de pensadora y académica”.

Nació en Perú y, de pequeña, pasó un año de formación en Sucre (Bolivia). Es hija de padre estadounidense -ex profesor asociado de historia en la Universidad del Sur de Florida, ya fallecido- y madre peruana -antropóloga jubilada de la Universidad del Sur de Florida-. Recibió su doctorado el año pasado de parte de la Universidad de Carolina del Norte en Chapel Hill.

Asegura que sin los pueblos runa (quechua o “la gente real”), ella no existiría: sus padres se conocieron en Cuzco mientras investigaban con los pueblos runa. También atribuye a su tiempo en Sucre (Bolivia) el haberle enseñado “lo que signi ca ser otro tipo de Misti (persona “blanca” en los Andes)”.

Recibió una maestría en justicia e investigación social de la Universidad Estatal de Arizona en 2013, donde realizó un trabajo con madres indocumentadas y sus experiencias de maternidad y sobre la ley Post SB 1070, una controvertida norma anti-inmigración conocida como la orden “muéstreme sus papeles”. Su compromiso de mostrar las experiencias de las mujeres desde su punto de vista y trabajar junto a ellas para contar sus historias fue y sigue siendo una parte fundamental de su investigación.

La Universidad de Lethbridge, en Canadá, le otorgó un segundo máster en antropología, en 2017, y fue allí donde comenzó su estudio sobre esterilización forzada. La doctora Stavig quería entender cómo un programa de derechos de la mujer anunciado en la cuarta conferencia mundial de la ONU sobre la mujer, celebrada en Pekín en 1995, “se convirtió en el instrumento a través del cual se violaron los derechos de las mujeres indígenas”.

Su investigación la condujo a los pueblos runa. Como antropóloga médica de formación, ha pasado mucho tiempo en distintos países del mundo, anteriormente involucrada a la antropología jurídica. Agrega que “trabajé en Chiapas investigando cómo las ONG de derechos humanos y las organizaciones indígenas trabajaban juntas o no, y cómo era esa relación”.

Su trabajo en este campo ha in uido en su deseo de explorar, investigar y discutir la esterilización forzada de las mujeres runa, que aún sufren de un trauma persistente causado por el plan de gobierno de reconstrucción nacional de 1989, también conocido como el “Plan Verde”.

Los autores del “Plan Verde” formaron parte de un golpe de estado militar y del ge-

nocidio de indígenas peruanos a través de una “propuesta de esterilización como medio para controlar la amenaza terrorista, que atribuían, en parte, a la superpoblación en las “zonas rojas”, zonas geográ cas con altos niveles de actividad del grupo terrorista de Sendero Luminoso, y que se solapaban con áreas pobladas por pueblos indígenas”, señaló la doctora Stavig.

“PLAN VERDE”

Según la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID por su sigla en inglés), Perú fue uno de los primeros países en recibir fondos para la salud reproductiva en 1966.

Con el apoyo de USAID, “Perú instituyó una política nacional que garantizaba a las parejas el derecho a determinar libremente el número de hijos y la diferencia de tiempo entre un hijo y otro, que allanó el camino para el auge de los anticonceptivos modernos en la década de 1970 y la legalización de la ligadura de trompas y la vasectomía en virtud de la Ley de población de Perú en 1995- la oferta parecía más atractiva cuando el dictador presidente peruano Alberto Fujimori declaró que los servicios de planicación familiar eran ‘gratuitos en los centros de salud del sector público’”.

contra la anticoncepción”. Esto explica la oposición de la iglesia a tal propuesta, y a pesar de su objeción, el programa de planicación familiar fue un “éxito”.

Entre 1996 y 2000, se calcula que 314.000 peruanas fueron esterilizadas en el marco del plan nacional de salud reproductiva y plani cación familiar del ex presidente Fujimori (1990-2000), considerado respetuoso de los derechos de la mujer y “supuestamente con el objetivo de difundir métodos anticonceptivos en diferentes regiones del país, con énfasis en los Andes y la Amazonía”, según a rma el Grupo de Trabajo Internacional para Asuntos Indígenas (IWGIA por su sigla en inglés).

consentimiento pleno e informado”, dijo la doctora Stavig. Esto signi ca que el 65 % de las mujeres fueron esterilizadas a la fuerza en condiciones insalubres, lo que llevó a procedimientos a menudo apresurados o con resultados indeseables principalmente entre las mujeres pobres e indígenas.

“Un crimen contra la humanidad” es lo que fue la esterilización forzada, indicó la doctora Stavig. Las irregularidades se manifestaron poco después. USAID nanció la esterilización forzosa y luego retiró los fondos en 1998, después de que un grupo de peruanos testi cara ante el Congreso de los Estados Unidos, explicó Stavig. Tras la retirada de USAID, la fundación Nippon de Japón ayudó a nanciar las esterilizaciones.

“Sabía que la esterilización forzosa era una violación de los derechos, pero sabía que era mucho más”, explicó al explorar lo que signi caba para las mujeres runa y sus comunidades más allá de la pérdida de su capacidad reproductiva, lo que la llevó a conocer a la ex congresista Hilaria Supa Huamán en una conferencia gubernamental sobre la esterilización forzosa. La invitó a participar en un panel de la Asociación Latinoamericana de Estudios para discutir sobre el tema en cuestión.

Después del panel, ellas conversaron sobre lo enfermas que seguían estando las mujeres esterilizadas y lo poco que médicos y abogados entendían lo que estaba ocurriendo. Hilaria invitó a la doctora Stavig a visitar el centro de curación que había montado con las mujeres esterilizadas y a explorar la mancharisqa (alma espantada) entre este grupo de mujeres.

EXPLORANDO LA MANCHARISQA

Durante diez meses, la Dra. Stavig trabajó con colaboradores del Centro de Curación Mosoq Pakari Sumaq Kawsay (MPSK), quechua, para “un Nuevo Amanecer para el Buen Vivir”, donde descubrió que “los runa siguen concibiendo la salud y la enfermedad

no sólo como resultado de procesos orgánicos en sus cuerpos físicos, sino como resultados de relaciones sociales en el cuerpo compartido de sus ayllus más-que-humanos”, según explica en su tesis. En otras palabras, la estructura social ancestral de los quechuas -compuesta de obligaciones mutuas entre sí, no sólo con parientes consanguíneos, sino su conexión con la naturaleza, los animales, los ríos y los lagos- formaba parte de su ancestralidad, o acompañamiento, de unión.

“Aunque la esterilización afectó principalmente a los cuerpos de las mujeres, todo el cuerpo compartido del ayllu se vio afectado por esta violencia”, explicó. “Los esfuerzos para sanar a las mujeres esterilizadas, entonces, son esfuerzos para sanar mundos enteros, para reforzarlos contra la interrupción colonial y para construir el futuro indígena frente a la continua colonización”, agregó.

“¿Crees que es TEPT (trastorno de estrés postraumático)?”, preguntó a Huamán. “Lo que ustedes llaman TEPT, nosotros lo llamamos espiritualidad”, le respondió. Esto muestra la diferencia entre la medicina occidental y la quechua y su conexión con la dolencia.

Explicó que curarse a la manera runa es reconocer que vale la pena defender a las comunidades runa, asegurando que “una de las maneras más hermosas que he visto de tratar el trauma es diciendo: ‘estás intentando destruirnos, y simplemente no nos vamos a ir “porque” el trauma, a menudo es como una incautación del futuro’. Es como si te quedaras atrapado en el pasado o en un presente que sólo tiene que ver con el pasado”.

Sin embargo, las formas de curación runa consisten en construir un futuro basado en “la ética, las comunidades y el amor “, aseguró.

Son varios los reconocimientos y distinciones que han recibido sus investigaciones, como el premio David M. Schneider por Bonds of Kinship: Reciprocity and the Shared Body of the Andean Ayllu otorgado por la American Anthropological Association

(2021). Así como el premio Helen Safa por Unwittingly Agreed: Fujimori, Neoliberal Governmentality, and the Inclusive Exclusion of Indigenous Women, otorgado por la Gender Section, Latin American Studies Association, por nombrar algunos.

Pero quienes padecen enfermedades ligadas a la cultura se apoyan en curanderos que pueden reconectar a los quechuas con la vida espiritual de la comunidad a través de distintos rituales.

Sobrevivir a los Andes se deriva de esa conexión con la tierra, algo que, según explica la doctora Stavig, era importante para Huamán, tanto que celebró una ceremonia para averiguar dónde construir el centro, y “descubrieron que éste era el lugar donde los antepasados les llamaban y les decían: aquí estamos enterrados. Nosotros también necesitamos sanación”.

“La mayor protesta contra su destrucción es seguir viviendo y vivir bien, intentar cultivar el buen vivir”, concluyó la doctora Stavig. z

Their relationship with the United States, besides being very often disconnected from the historical reality of that society, tends to prefer an uncritical and conservative tendency. The question is not what is the Puerto Rican fascination with the United States, but which of the multiple United States have Puerto Ricans tended to choose as an object of fascination and as a fertile medium for their opportunism? There are many beneficial things in American society, but in Puerto Rico its most vehement idolaters are rarely interested in imitating them. Hence, despite having su ered more than six decades of servile and enthusiastic bipartisanship before Washington, Puerto Rican towns, cities and countryside do not seem to have benefited from the emulation of road systems, public transportation, the quality of its private and public education systems, the level of e ciency of its enormous health network (...). Neither in a street in San Juan, nor in a condominium in Guaynabo (...) is there anything that resembles the United States”.

Hay muchísimas cosas de provecho en la sociedad estadounidense, pero en Puerto Rico sus más vehementes idólatras rara vez se interesan por imitarlas. De ahí, que a pesar de haber padecido más de seis décadas de un bipartidismo servil y entusiasta ante Washington, los pueblos, ciudades y campos puertorriqueños no parezcan haberse beneficiado de la emulación de los sistemas viales, de la transportación colectiva, de la calidad de sus sistemas de educación privada y pública, del nivel de eficiencia de su enorme red sanitaria (…). The Fabric Workshop and Museum (FWM) is an internationally renowned contemporary art museum dedicated to the creation and presentation of innovative works of art, founded in 1977 by Marion “Kippy” Boulton Stroud (1939-2015).

roughout FWM’s history, artists-in-residence have used sound as the focus or as a conceptual component of their residencies. ese projects have o en explored how to o er a direct translation of sound, an indirect representation of its energy and cultural forms, or inspire an audible response from an audience.

To continue using sound as an artistic inspiration, the museum will inaugurate this week Sonic Presence (or Absence): Sound in Contemporary Art, an exhibition featuring 22 artists who explore and engage with sound. Some artworks incorporate actual sound while others encourage viewers to rely upon their own experiences and memories of sound to interpret the works. Curated by Alec Unkovic, the exhibition is on view June 23, 2023 to January 7, 2024.

As the title suggests, the artworks presented in this exhibition demonstrate the notion of a “sonic presence,” a palpable connection between the visual and the aural. Featuring works from the museum’s collection alongside a selection of loaned works, Sonic Presence invites visitors to explore the resonant themes of sound in visual arts, be it implied, imagined, absent, or realized.

For Yinka Shonibare, creating his Afrofuturist sculpture Space Walk (2002), which consists of two life-size astronaut gures suspended midair in the gallery suggesting the weightlessness of soundless space, involved scouring Philadelphia’s South Street neighborhood for vinyl records. Visual iconography of the 70s Philly Sound movement and then-emerging local artist Jill Scott came to serve as the inspiration for four custom batik textile designs that clothe the gures with the cultural energy of Black musical artists. e notion of clothing oneself in sound is explored further with Nick

Cave’s Soundsuit, with its vibrant armor of stu ed animals towering above a pair of colorful tight-wearing legs, and with Lenore Tawney’s Cloud Garment, in which silkscreened sheet music and the evocation of

In his 2010 print on silk, Listen with your eyes ttgg, the late Philadelphia artist Moe Brooker, a preacher’s son, invites viewers to conjure the sounds of his childhood in the church through its vivid colors and abstracted forms, while Patrick Siler’s 1987 screenprinted Blaster captures a scene of listeners captivated by a classic boombox. Conversely, Peter Edwards’ interactive sculpture Specter, which consists of clusters of illuminated orbs descending from the ceiling, visibly responds to the sounds of visitors.

Instruments act as a recurring theme throughout Sonic Presence as both material and form. e exhibition includes two sculptures from Terry Adkins’ Aviarium series, the last body of work by the late Philadelphia artist, which translate wave vectors of bird vocalization into a monumental

scale, using cymbals and aluminum rods to capture song in purely sculptural form. Recent works by Jason Moran vividly capture the traces of a performance, with the artist exploring the residue of music-making by placing paper on the piano keys and using saturated pigment.

Place becomes the inspiration in Sonic Border for Mexican composer and artist Guillermo Galindo, who cra ed instruments from discarded items bearing the evidence of migration, which he collected on his travels along the Mexican-American border. Paired with recordings of Galindo’s original score, these artifacts resonate with the complexity and lived experiences of immigration.

Making its debut is e Sound of the Sea, a new collaborative work by former artist-in-residence Lenka Clayton with Phillip Andrew Lewis that explores the process of Foley artists, who utilize props to recreate everyday sound e ects in lms, radio, or television; for this work, Clayton and Lewis have collected and recontextualized unexpected objects used to create the sound of the ocean.

Glenn Ligon’s Skin Tight, made up of eight punching bags and graphic wallpaper, re ects on the notion of Black masculinity and the Black body as site and object. Adorned with the images of rappers such as Ice Cube and texts from Muhammad Ali, the installation confronts the visitor with the impact and implications of a punching bag’s activation.

Sonic Presence also explores the conceptual notion of the sound of an artwork’s own making. During her FWM residency, Mika Tajima began her ongoing Negative Entropy series, consisting of woven acoustic portraits that act as images of the condition of their production; having recorded industrial spaces employing Jacquard looms, the artist visually translated those recordings into spectrograms that were then produced into Jacquard-woven designs on some of those same looms. In a work that predates his residency at FWM, Robert Morris’ Box with the Sound of Its Own Making (1961) presents an ordinary wooden box that emits a recording of its own construction, complete with sawing and hammering as well as

pauses and sounds of activity less traditionally associated with progress.

Lenka Clayton’s ongoing Typewriter Drawing series explores both cacophony and absence through mark-making. Phillip Andrew Lewis and Kevin Cooley’s Harmony of the Spheres blends performance and relic. eir destruction of one-thousand silent vinyl records inspired numerous works, including a nal edition of one-hundred LP records made entirely from the ruins. When re-pressed, the new vinyls— available for visitors to listen to—are inscribed with the sounds of the buzzing factory as it works to press the silent record as well as the sounds of the records’ initial destruction when thrown against the wall.

e exhibition also explores communication in its myriad forms: Ann Hamilton’s 1993 editioned collar work, Untitled, explores the relationship between the body and language with an alphabet woven from horsehair. Over a dozen editions of Kiki Smith’s Singing Siren, an artist multiple made with FWM, form a chorus-in-waiting of mythological creatures whose song is simultaneously alluring and deadly. A prototype from Janine Antoni and Stephen Petronio’s 2016 work Swallow o ers custom seating that engenders connection and dialogue.

A two- lm work by Christine Sun Kim and omas Mader continues the exhibition’s focus on sound and communication. In Tables and Windows, the artists intertwine their bodies much like a game of collaborative improv, working together to negotiate their di erent skill sets as a native American Sign Language (ASL) speaker and an ASL learner. Another work on loan looks beyond human communication. Philadelphia artist Raúl Romero’s sculptural installation Music for plants, by plants merges speakers, sculpture, and a listening station to explore the role of the sculpture’s plant as recipient or maker of subsonic frequencies. Wielding unexpected humor, these works interrogate the perceived limitations of language and sound, inviting visitors to join the artists in search of their untapped potential.

LAFAYETTE STUDENT NATALIA BAEZ SHARES HER EXPERIENCE AS A LOW-INCOME STUDENT WHO MADE IT TO GOLDMAN SACHS.

Born in the Bronx, New York, Natalia Baez, daughter of Dominican immigrants, received a full tuition scholarship to attend Lafayette College in Easton, Pennsylvania.

She experienced her father’s near deportation—a moment that marked her advocacy for immigration justice and love of law.

“I wanted to save my community and the world,” admits Baez, who acknowledges the large Latinx community in the South Bronx. But as it o en occurs, deportation, a painful experience among immigrants, is more common than many people realize— immigrants fuel the local economy and collectively contribute $100 billion in earnings each year, as reported by Scott M. Stringer, former New York City Controller in 2019.

Her passion for law led her to intern at Kaplan Hecker & Fink LLP, supporting case development. Although she notes this was not immigration law— the law rm has highly experienced litigators and lawyers.

Despite her interest in immigration law, she soon realized this career path was not for her and that the intense work hours made her feel like “I was doing it more for personal reasons instead of enjoying the career and passion for law.” A bittersweet moment that positioned her closer to her newfound passion: economy and sociology, discussed later.

In her senior year of high school, Baez received the Posse Foundation Full-Tuition Leadership Scholarship (2019-2023), given to individuals with extraordinary leadership potential that allows students who receive the scholarship to be an early decision for Posse’s partner colleges and universities. She also received e Madison Square Garden of Dreams Inspire Scholarship (2018-2023) for $25,000 a year—with Posse and Inspire, Baez attended Lafayette College for free.

However, a visiting professor saw the potential in her, “a corporate woman,” as he referred to her—this professor motivated Baez to continue with economics—later double majoring in Economics and Anthropology and Sociology.

Baez continued to take courses of interest during the pandemic— the lack of employment opportunities led her to McDonald’s.

A er working at the fast food restaurant during the summer of Freshman year, she acquired internship opportunities at Moelis & Company, Bank of America, and later at Goldman Sachs.

“Working at McDonald’s has helped me prepare to be more social and learn how to collaborate and talk to people,” Baez assures.

Although the Dominican is sad to part ways with Lafayette, she emphasizes, “I would do it all over again” because “I have met the most intelligent people, and it’s been so stimulating for my mind and soul.”

e devoted learner engulfed in a state of ecstasies, where serenity was the right way to live life, experienced Costa Rica as a study abroad student—undeterred by the recent pandemic or the potential of another shutdown, she just wanted “to live life like this,” free to let herself roam around and explore to become more culturally aware.

A er experiencing Costa Rica, Baez took a summer internship at Goldman Sachs as an asset management operations intern.

MAKING IT BIG IN CORPORATE

In 2021, Baez participated in the Hispanic/ Latinx Possibilities Summit, a 5-week program focused on learning more about careers at Goldman Sachs through interactive workshops. e following year, she became an intern at Goldman Sachs Dallas branch.

As an asset management operations intern, she submitted time-sensitive payment contacts to a third-party contractor to rebuild work ow for same-day funding. After her internship, she was o ered full-time employment in Dallas, which she accepted.

Enthused by the emotional and nancial support she received while navigating many challenges, Baez credits this for leading her “to get through all the obstacles and get the success that I did have.” z

Here are three tips from Tanyika Rickard, Chase Community Home Lending Advisor, in the Pennsylvania, New Jersey and Delaware region, to help you qualify for a mortgage to purchase a home of your own.

1.Build and improve your credit.

It’s important to know where you stand so you can make a plan to maintain, improve or build your credit. Generally, a higher credit score means you’ll be able to qualify for the most competitive interest rates, which could help you save signi cantly. You can get a copy of your credit report for free at annualcreditreport.com, or check your score through your nancial institution.

If you have a low credit score, you can work on raising it by paying down credit card and loan balances and making bill payments on time. Avoid opening or looking for any new credit cards or loans while in the process of buying a home, as the credit checks required will lower your score and increase your debt-to-income ratio.

When applying for a mortgage loan, you’ll be asked to submit payment history to show you have a steady income. If you’re thinking of switching jobs before buying a home or while going through the buying process, consider waiting until after you’ve closed on your home.

2. Save for a down payment and look for nancial resources.

It’s a common misconception that you must put down 20% of the home price as down payment—there are many lower down

In addition to the Juneteenth Block Party, there were even more community celebrations to be held at the Einstein Medical Center, and The Avenue Of The Arts. Those who attended the Foterral Square Community Day June 27th saw performances from the West Powelton Steppers and Sixers Stixers, and got a chance to participate in games and giveaways with players from the Philadelphia Union.

Although the band’s musical capabilities have been universally acknowledged, Los Amigos Invisibles may be best known for their live performances.

They’ve toured in 60 different countries, playing at marquee venues throughout the world. The high-energy and audience-centered essence of their performances sets the band further apart from other groups. During an interview with La Musica en VIVO, frontman Briceño explained the emphasis they’ve put on live performances throughout their career.

Welcome America also has a slew of concerts planned for their festival. The Concilio Hispanic Fiesta made its annual return June 24-25, celebrating the rich culture of Hispanic communities throughout Philadelphia. The two-day event included musical performances from Manny Manuel and El Canario, a live art installation by Ayiana Viviana, and health screenings, and nutrition programs provided by Independence Blue Cross Blue Shield. Additional concerts include Kidchella, The U.S. Army Field Band & Soldiers’ Chorus, Gospel On Independence, and a performance from Grammy, Oscar, and Golden Globe winner Vanessa Williams.

The extensive programming comes to a grand nale on July 4 with a star-studded lineup of DJ Diamond Kuts, Snacktime, Demi Lovato, and Ludacris. The night will end with a blazing reworks display presented by Wawa.

FORECLOSURE CONDITIONS OF SALE

1. Based on the health and safety recommendations of the Centers for Disease Control andPrevention (“CDC”) and Pennsylvania Department of Health (“Department of Health”) due tothe COVID-19 pandemic, the scheduled sale shall be conducted virtually at Bid4Assets.com (“Bid4Assets”).

2. YOU MUST BE EIGHTEEN (18) YEARS OF AGE OR OLDER TO BID.

3. All bidders must complete the Bid4Assets online registration process to participate in the auction (“Auction”). All bidders must submit a Ten Thousand Dollars ($10,000.00) deposit (“Deposit”) plus a ThirtyFive Dollars ($35.00) non-refundable processing fee to Bid4Assets before the start of the Auction. Such single Deposit shall be associated with the Auction held as of this date (“Auction Date”) and shall allow a bidder to bid on all of the properties that are listed on the Auction Date. The Deposit will be applied to the 10% down payment required for all purchased properties. If the Deposit exceeds the 10% down payment required for all purchased properties, the excess will be applied towards the total balance due. If the 10% down payment required for all purchased properties is greater than the $10,000.00 Deposit, the balance due to reach the 10% down payment amount is due by 5:00PM on the next business day after the auction date.

4. All properties are sold “AS IS” with NO expressed or implied warranties or guarantees whatsoever. The Sheriff and Bid4Assets shall not be liable as a result of any cause whatsoever for any loss or damage to the properties sold. In anticipation of participating in the Auction and purchasing a property, the bidder assumes all responsibility for due diligence. It is the responsibility of the bidder to investigate any and all liens, encumbrances and/ or mortgages held against the property which may not be satisfied by the post-sale Schedule of Proposed Distribution under Pa. R.C.P. 3136 (“Schedule of Proposed Distribution”).

5. The plaintiff’s attorney shall submit the plaintiff’s upset price (“Upset Price”) to Bid4Assets, via the attorney online portal, at least one (1) hour prior to the start of the Auction. The Upset Price is the least amount the plaintiff will accept for a property. The Sheriff’s costs will be added to the Upset Price to determine the reserve price for the auction. The reserve price is the minimum dollar amount the Sheriff will accept for the sale to go to a third-party bidder. Bidders will not know what the reserve price is, but they will see when the reserve price has been met.

6. The sale of the property will not be stopped unless The Sheriff’s Office is contacted by the Attorney on the Writ,byCourtOrderoratthe discretionoftheSheriff.

7. If the reserve price is met, the highest bidder shall be the purchaser. By close of business the next business day after the auction, the purchaser is responsible for 10% of the purchase price for each property purchased plus a buyer’s premium of 1.5% of the total purchase price of each property purchased. The purchaser shall pay the balance of 90% of the purchase price for each property purchased plus a $35 processing fee by 5:00PM EST on the fifteenth (15th) calendar day following the Auction Date unless that day falls on a holiday or weekend day, then the balance is due on the next business day by 5:00PM EST. Payments are due as stated above, NO EXTENSIONS AND NO EXCEPTIONS.

8. Failure to comply with the Conditions of Sale including, but not limited to, the failure to pay the remaining balance by any due date (the 10% down payment due date is the day following the auction; the 90% balance due date is 15 days after the auction date) and complying with all post-sale instructions required by the Sheriff and Bid4Assets, shall result in a default (“Default”) and the down payment shall be forfeited by the bidder.

9. If a bidder wins multiple properties and does not comply with the conditions of sale for each property he is deemed in Default and all of the consequences of a Default will apply.

10. The highest bidder shall be responsible for any and all post sale costs that are imposed by law,

which are incurredbythe Sheriff. Please be advised that the Realty Transfer Taxes have been calculated and included in the bid amounts.

11. On any auction that results in a third-party sale, the bidder who was directly outbid by the highest bidder will be given the option to register as a second bidder. If the second bidder accepts this option, he/she agrees to purchase the property for the same price as the highest bidder. The second bidder shall deposit 10% of the purchase price by 5:00PM EST on the first (1 st ) business day following the auction date. On that date the second bidder will be apprised of the status of the winning bidder’s deposit, and shall be told his/her 10% will be kept on deposit. The second bidder shall also be told he/ she is liable for the 90% balance fifteen (15) calendar days from this date, if the highest bidder does not comply. If the highest bidder did not complete the sale, second bidder will have five (5) calendar days to complete the sale. If that 5 th day falls on a holiday or weekend day, then the balance is due on the next business day by 5:00PM EST. If the second bidder is non-compliant he/she will forfeit his/her deposit to Sheriff. If the highest bidder completes the transaction, the second bidder will get his/her deposit refunded within 10 business days.

12. The Sheriff’s Office, in its sole discretion, may cancel the sale after the auction closes for any reason.

13. The Plaintiff shall submit any pre-sale postponements or stays to the Philadelphia Sheriff’s Office prior to 3:00PM the day before the auction.

14. The Plaintiff’s attorney shall enter any auction day postponements or stays on his/ her Bid4Assets attorney portal. This includes any postponement or stay that was not submitted to the Philadelphia Sheriff’s Office prior to the 3:00PM deadline the day before and any postponement or stay that occurs during the auction.

15. The Plaintiff, pursuant to Court Order, may cancel the sale after the Auction closes for any reason.

16. All bidding after the minimum bid, as described in Paragraph 4., shall be in increments of atleastOneThousandDollars($1,000.00)

20. The Sheriff will file in the Prothonotary’s office a Schedule of Distribution Thirty (30) Days from the date of sale of Real Estate.
