Pedro Ramos and Noe Ortega were shaped by the communities in different ways, but they both remain steadfast in helping others as a result.

e are often the products of our environment whether we like it or not. For this week’s AL DÍA Archetypes in philanthropy and education, those environments were North Philadelphia and Robstown, Texas.

The former was where Pedro Ramos, president and CEO of the Philadelphia Foundation, grew up in the 60s and 70s. He was informed by his older brothers, who were activists in the community and members of the Young Lords.

As he grew older, he saw those same family members and community figures become leaders across many sectors in not just the community, but the city as a whole. He wanted to follow in their footsteps.

For Ortega, he saw the same activism from his parents in Robstown, and it pushed him to first want to pursue political science in college. Even though he opted for education beyond his

ENGLISH Bachelor’s degree, politics always had a weird way of creeping back into his career, whether it was presenting policy solutions in D.C. for getting immigrants into higher ed or in his current role as Pennsylvania’s Secretary of Education.

Ramos stayed in Philadelphia for 20 years before heading to law school in Michigan. He returned to take up the same community and city leadership roles he saw those before him take.

He’s remained the same steadfast supporter of his community and city to this day at the Philadelphia foundation Ortega returned to South Texas after a seven-year stint in Japan and dove headfirst into helping Latinos in nearby Corpus Christi get into college.

It was a wildly successful effort, and led to his own stint at school in Michigan for a Ph.D. In Pennsylvania, the same agenda for Black and Brown students remains at the core of Ortega’s work in Harrisburg. z

Ramos vivió 20 años en Filadelfia antes de asistir a la facultad de Derecho, en Michigan. Regresó para asumir los mismos roles de liderazgo en la comunidad y la ciudad que vio en sus predecesores.

Ramos ha seguido manteniendo firme su compromiso con la comunidad y con la ciudad hasta el día de hoy, como líder de la Philadelphia Foundation.

Ortega regresó al sur de Texas después de un período de siete años en Japón y se lanzó de lleno a ayudar a los estudiantes latinos de la cercana Corpus Christi a ingresar a la universidad. hicago Mayor Lori Lightfoot officially named him to the role on Wednesday, Sept. 15, which he will officially step into at the end of the month.

Martinez will become the first Latino in the city’s history to permanently hold the position in a full-time capacity, as he replaces Interim CEO Dr. José Torres, who took over for former CEO Janice Jackson after she stepped down.

During her announcement, Lightfoot highlighted Martinez’s distinction as the first Latino CEO of CPS as “a true value add to our entire city.”

A DECADE OF CHALLENGES, TRIUMPHS

Martinez will be the city’s seventh school CEO in the last 10 years, a decade which has seen two teacher strikes, a pandemic, a budget crisis and declining enrollment.

Chicago is the third-largest school district in the country, only behind New York City and Los Angeles, and has among the highest Latino/Hispanic student demographics.

Hispanics make up about 46.7% of Chicago Public School students, according to the Office of School Quality Measurement.

Despite the challenges the Chicago Public Schools has seen over the past decade, it has also seen academic improvements, resulting in an increased graduation rate and standardized test scores outpacing most other big cities.

“Education is the best equalizer in society, and I will work every day to strengthen our public schools for generations to come,” said Martinez.

Prior to taking on this new role, Martinez had been superintendent of the San Antonio Independent School District since 2015, another city with a prominent Latino population battling economic disparities and declining enrollment.

During his tenure in San Antonio, he helped launch the district’s first network of Centers for Applied Science and Technology, and started a number of dual-language programs.

He’s held a number of additional roles in education throughout his career, including Superintendent in Residence for the Nevada Department of Education and Superintendent of Schools for Washoe County School District in Reno-Tahoe, Nevada.

Martínez será el séptimo director general escolar de la ciudad en los últimos 10 años, una década que ha visto dos huelgas de maestros, una pandemia, una crisis presupuestaria y una disminución de la cifra de matriculaciones.

Chicago es el tercer distrito escolar más grande del país, solo por detrás de la ciudad de Nueva York y Los Ángeles, y tiene una de las proporciones de estudiantes latinos / hispanos más altas.

he Supreme Court has scheduled arguments for the highly-anticipated Mississippi abortion case.

The case, which will examine the legality of the state’s ban on most abortions after 15 weeks of pregnancy, will be heard on Dec. 1.

Mississippi’s abortion restriction is the first to reach the court from a wave of state laws meant to challenge the 1973 Roe v. Wade decision, which ruled that access to abortion was a constitutional right.

WHAT’S THE CASE?

The case, Dobbs v. Jackson Women’s Health Organization, seeks to challenge the Supreme Court’s precedent prohibiting states from banning abortions prior to a fetus becoming viable, or capable of surviving outside of the womb.

It’s centered on the 2018 law in Mississippi that bans most abortions after 15 weeks, a point that is significantly earlier than the general fetal viability standard of around 22 weeks.

The 5th U.S Circuit Court of Appeals blocked the law, declaring that it directly contradicts the precedent set by another crucial abortion ruling of 1992, Casey v.

Planned Parenthood. That decision allowed states to implement pre-viability abortion restrictions that did not create an “undue burden” on abortion access.

THE BEGINNING OF A STORM?

A flood of abortion-related Supreme Court decisions in recent years have reaffirmed those protections, but this case will be heard by a high court that has grew increasingly conservative under former President Donald Trump, who appointed three justices to the nine-seat bench.

In August, all of Trump’s appointees, Neil Gorsuch, Brett Kavanaugh and Amy Coney Barrett, voted against a request to put an end to the highly restrictive abortion law in Texas from taking effect. The 5-4 majority ruled without hearing oral

Acting Solicitor General Brian H. Fletcher said in new friend-of-the-court briefs that the justices should reject a direct challenge to the landmark opinion.

Fletcher said that if Roe v. Wade is overturned, it would “harm women (and their partners) who have organized intimate relationships and made choice that define their views of themselves and their place in society, in reliance on the availability of abortion in the event that contraception should fail.”

Fletcher also warned that it would seriously undermine women’s autonomy and have significant impacts on young women, women of color and those living in poverty. z

he situation at the Del Rio Bridge in Texas worsens everyday with the arrival of more Haitians desperately seeking refuge in the United States.

When the crossing point was closed last week, there were supposedly at least 6,000 immigrants, mostly from Haiti, under the Del Rio bridge.

Last week began with more than 10,000 people in place, border patrol overwhelmed, massive deportations and Republican governors putting pressure on the Biden Administration to tighten immigration restrictions.

Border patrol officers have taken extreme measures to try to deter people at the site and images emerged of them on horseback beating migrants trying to reach the international bridge, causing a strong reaction from activists and politicians on social media.

ENGLISH is right now, nothing justifies violence against migrants attempting to seek asylum in our country,” wrote Rep. Veronica Escobar on her Twitter account.

For his part, Homeland Security Secretary Alejandro Mayorkas said during his visit to the bridge that “we are very concerned the Haitians who are taking this irregular migration path are receiving false information that the border is open or that temporary protected status is available.”

The temporary protection status is valid for Haitians who arrived in the country before July 29, and despite Biden announcing the increase of refugee capacity to 125,000, it would not protect Haitians or the thousands of Afghans who have arrived in recent weeks fleeing the Taliban because the quota begins counting on Oct. 1, when the new fiscal year begins. Neither Haitians nor Afghans are officially classified as refugees.

Si cuando el cruce se cerró la semana pasada, se hablaba de al menos 6.000 inmigrantes, en su mayoría provenientes de Haití, la semana empieza con más de 10.000 personas en el lugar, la patrulla fronteriza agobiada, deportaciones masivas y los gobernadores republicanos poniendo presión sobre Biden para arreciar las restricciones migratorias.

Los miembros de la patrulla fronteriza han tomado medidas extremas para tratar de disuadir a las personas en el lugar y este lunes se conocieron imágenes de patrulleros a caballo golpeando a los migrantes que trataban de llegar al puente internacional lo que causó una fuerte reacción de activistas y políticos en redes sociales..

“Absolutamente inaceptable. No importa lo retadora que sea la situación en

Por su parte, el secretario de Seguridad Nacional, Alejandro Mayorkas, dijo durante su visita al puente que “estamos muy preocupados porque los haitianos que están tomando este camino migratorio irregular están recibiendo información falsa de que la frontera está abierta o que el estatus de protección temporal está disponible”.

Y es que el estatus de protección temporal es válido para los haitianos que llegaron al país antes del 29 de julio, y aunque hoy el presidente Biden anunció el aumento de la capacidad de refugiados a 125.000, esto no protegería a los haitianos ni a los miles de afganos que han llegado en las últimas semanas huyendo de los talibanes, pues este cupo empezaría a contar desde el próximo 1 de octubre cuando arranca el nuevo año fiscal, y ni los haitianos ni los afganos están clasificados oficialmente como refugiados.

edro Ramos is Philadelphia born and bred.

Growing up between 5th & Girard Avenue in North Philly, he was the youngest of five children born to Puerto Rican parents.

“I was lucky to have a lot of older adults looking out for me, whether it was older siblings, neighbors, particular teachers and a couple of counselors here and there,” Ramos said in an interview with AL DÍA. “I feel like I was fortunate along the way to get help from more places than I even could recognize,” he added.

His parents arrived from Arecibo, Puerto Rico, in 1953 and settled in North Philly, his father in search of work. Due to their experiences in Puerto Rico, education was always a high priority in the Ramos household.

Ramos’ father had a second grade education, and his mother made it as far as sixth grade before being pulled out of school to help raise her younger siblings after their father passed away.

“My parents, and especially, my mother, were a driving force in terms of education,” said Ramos.

VALUABLE EARLY INTERACTIONS

Being much younger than his siblings allowed Ramos to become exposed to many of the happenings that were taking place in the world around him, even when he may have been too young to really understand it in full.

Ramos’ oldest brother was an activist in the Puerto Rican community, becoming one of the drivers of the Young Lords movement in Philly, “which meant that as a little kid, there was a whole lot of political talk, activist talk, radical talk around the table,” said Ramos.

As Ramos got older and his family moved to Olney, a lot of those activists became community leaders, nonprofit leaders, government leaders, journalists, lawyers and other prominent figures.

“They were the folks that parents and many others were most worried about, but they found their way into institutional roles ultimately,” he said.

Continuing to focus on his education, Ramos did well in his classes and extracurriculars and started to gain self confidence.

Upon entering college at the University of Pennsylvania, Ramos had to look for a community, and in the process, became a SEPTEMBER 29 - OCTOBER 6, 2021

ENGLISH student leader and student activist in his own right.

While at Penn, he became involved with United Minorities Council, the South African Divestment Movement and made connections with some upperclassmen and other Latino and students of color who had similar interests in addressing social issues.

Ramos denoted those endeavors as “the next big thing in my formation,” he said, as he developed a curiosity about how things work, how decisions are made and what things can be done on a smaller scale that can influence things on a larger scale.

This experience also helped Ramos decide what career path he eventually wanted to take.

“I knew I wanted to be a lawyer and thought that the law would be a way of making a living and being able to make the kind of living that my parents had hoped I would have and couldn’t dream of having themselves,” said Ramos.

“But it was also sort of a way into these worlds that I started to get exposed to in college that I never knew existed growing up.”

A WORLD OUTSIDE

After spending the first 20-plus years of his life in North Philly, grad school was the first time Ramos spent any extended period of time away from the area, as he decided to attend law at the University of Michigan.

However, Ramos felt his previous venture was the bigger adjustment for him.

“I think going from North Philly to Penn’s campus was a much bigger shift than going from Pennsylvania to Michigan,” he said.

By the time he went to Michigan, Ramos had already learned much more about the world outside of North Philly and the environment he had grown up in.

Su padre tenía una educación de segundo grado y su madre llegó al sexto grado antes de que la sacaran de la escuela para ayudar a criar a sus hermanos menores después de la muerte de su padre.

“Mis padres, y especialmente mi madre, fueron una fuerza impulsora en términos de educación”, dijo Ramos.

INTERACCIONES TEMPRANAS VALIOSAS

Ser mucho más joven que sus hermanos le permitió a Ramos estar expuesto a muchos de los acontecimientos que estaban ocurriendo en el mundo que lo rodeaba, incluso cuando era demasiado joven para comprender realmente lo que ocurría en su totalidad.

Cuando ya era un poco más mayor, la familia de Ramos se mudó a Olney, y muchos de esos activistas se convirtieron en líderes comunitarios, líderes sin fines de lucro, líderes gubernamentales, periodistas, abogados y otras figuras prominentes.

“Eran las personas que más preocupaban a los padres y a muchas otras personas, pero finalmente encontraron su camino hacia roles institucionales”, dijo.

Sin perder su foco en la educación, a Ramos le iba bien en sus clases y actividades extracurriculares, y comenzó a ganar confianza en sí mismo.

Al iniciar sus estudios superiores en la Universidad de Pensilvania, Ramos tuvo que buscar una comunidad y, en el proceso, se convirtió en líder y activista estudiantil por derecho propio.

Mientras estaba en Penn, se involucró con el United Minorities Council, el Movimiento de Desinversión de Sudáfrica e hizo conexiones con algunos estudiantes de último año y otros latinos y estudiantes de color que tenían intereses similares en abordar problemas sociales.

“Pero también fue una forma de abrirme camino hacia esos mundos a los que comencé a exponerme en la universidad, y que nunca supe que existían mientras crecía”.

UN MUNDO AFUERA

Después de pasar los primeros 20 años o más de su vida en North Philly, Ramos se marchó a estudiar Derecho en la Universidad de Michigan, convirtiéndose en la primera vez en su vida en pasar un período prolongado fuera de su ciudad.

community are not as known as I would have thought,” said Ramos. “There’s a dimension to the strength and resilience of the Latino community in Philly that isn’t that well-known, as well as some of the chronic and intergenerational challenges.”

He underscored how the poverty rate among children, eighth grade math proficiency, fourth grade literacy within the Latino and underserved communities are just as concerning now as they were two decades ago.

To Ramos, the most rewarding thing about philanthropy is simply being able to do for and help others while contributing to positive solutions, which became especially evident during the onset of the pandemic.

Thanks to the PHL COVID-19 Fund, the Philadelphia Foundation managed to provide nearly $18 million to nonprofit organizations across the city.

“That was an effort involving more people than I can enumerate,” he said. “Being able to be of service in that way and with my team … was certainly something I’m proud to have been a part of.”

This role adds another dimension to the approach Ramos has often had throughout his career — interacting with different leaders, building relationships and creating positive change.

His decision to enroll at Michigan was due to it being ranked one of the top law schools in the nation, his connection to a few grad students who also completed their undergraduate studies at Penn, and the opportunity to continue much of the work he was involved in as an undergrad student.

“As a graduate student living in Ann Arbor, it was a nice, good experience,” said Ramos.

In addition to completing his law degree there, during his time as a student there, his first daughter was born.

“It was a good experience and the fact that my daughter was born there always makes it a special place for me,” he added.

EARLY CAREER

Ramos’ first job out of law school was as a partner for Ballard Spahr in Philadelphia.

His approach was to learn the technical aspects of the law profession, which would allow time and freedom to pursue other things.

His first time getting involved “in other things” was becoming a board member of Congreso, a board he sat on for about a decade.

“It was a good way to sort of feel like I could stay connected and contributing in ways where my education could have value,” said Ramos.

Within the realm of education, Ramos’ work on Congreso’s board would later lead to him becoming the youngest person to serve as a board member for the Philadelphia School District.

During the mid-1990’s, Philadelphia was going through what Ramos called “a time of a lot of transformation… a changing of the guard.”

“So there was sort of like a new generation coming in, and we were the new generation,” said Ramos.

His involvement on the board, working to address the challenges facing Philly schools, gave Ramos a better understanding of all the little things that must take place in order for bigger, more impactful things to happen.

He also gained appreciation for opportunities to serve, which he sees as “a privilege and responsibility,” that he has since committed to in a number of ways.

“It’s sort of been a juggling act ever since,” said Ramos. “Between work, family and some sort of service.”

“I think they all support my drive for the other… and have provided a sense of balance and an outlet.”

THE PHILADELPHIA FOUNDATION

Given the significance education and his law practice has had on his life, leaving the profession wasn’t something Ramos ever really gave much thought to.

But in 2015, when the Philadelphia Foundation was in search of a new leader, Ramos received a call from a search firm.

Initially, he started listing the names of individuals he believed would be good fits for the position before being asked if he would consider taking on the role.

A talk with his wife later helped Ramos realize that much of the work he’d be doing in the role was the same things he had been doing for many years already.

“[My wife] sort of kind of made me pause and think more about it,” he said, noting that it would be an opportunity to make a difference and further strengthen the foundation.

Ultimately, Ramos accepted the role and officially joined in August 2015, becoming the first Hispanic to lead a philanthropic organization in the city.

That distinction makes him reflect on the women and people of color who came before him and the impact they’d been able to make throughout the foundation’s now more than 100-year history.

Over his six years at the helm, Ramos has learned quite a bit.

“What I’m discovering about philanthropy is that the issues faced by the Latino

However, he has also learned about the societal connotations of that heritage, as well.

“I became Latino when I went to college,” he said. “Otherwise, I’ve always been Puerto Rican.”

Thinking about his heritage gives Ramos time to reflect on the values, the language and culture that his parents passed down to him, in addition to the connection between Puerto Rico and the U.S. mainland and the entire diaspora.

“For me, Hispanic Heritage Month is the whole subculture,” he said, also taking the time to think about the Latino culture in Latin America and the Caribbean, and in Philadelphia.

As Ramos gets set to accept his distinction as a 2021 AL DÍA Archetype, he hopes it can be used as a bridge for not only his community, but the city as a whole.

“I hope that it’s a way of bringing more attention and connectivity between institutions and the Latino community in Philadelphia,” said Ramos. z

CARRERA TEMPRANA

El primer trabajo de Ramos fuera de la facultad de Derecho fue como socio de Ballard Spahr, en Filadelfia.

LA PHILADELPHIA FOUNDATION

Dada la importancia que la educación y su práctica legal han tenido en su vida, abandonar su profesión no fue algo en lo que Ramos hubiese pensado mucho.

Pero en 2015, cuando la Philadelphia Foundation estaba buscando un nuevo líder, Ramos recibió una llamada de una consultora de empleo.

Inicialmente, comenzó a enumerar los nombres de las personas que creía que serían adecuadas para el puesto antes de que se le preguntara si consideraría asumir el puesto.

Para Ramos, lo más gratificante de la filantropía es simplemente poder hacer y

ayudar a los demás, a la vez que se contribuye a encontrar soluciones positivas, algo que quedó demostrado especialmente durante el inicio de la pandemia.

Gracias al Fondo PHL COVID-19, la Philadelphia Foundation logró proporcionar casi $18 millones a organizaciones sin fines de lucro de toda la ciudad.

“Para mí, el Mes de la Herencia Hispana es toda esa subcultura”, dijo, tomándose también un tiempo para reflexionar sobre la cultura latina en América Latina y el Caribe, y en Filadelfia.

A medida que Ramos se prepara para aceptar su distinción como Arquetipo de AL DÍA 2021, confía en que ésta pueda usarse como un puente no solo para su comunidad, sino para la ciudad en su conjunto.

ne of the most frustrating things for Pennsylvania Secretary of Education Noe Ortega is when he hears leaders these days stress the importance of going “back to normal” from COVID-19’s all-virtual school format.

In his line of work, which involves providing guidance and leadership for roughly 2.5 million students at all levels of education across the Commonwealth, “back to normal” is often seen by others as a need to go back to in-person or face-to-face instruction to achieve the best educational outcomes for the most students.

“That’s not true,” said Ortega of the conclusion drawn by many across PA and the country. “We want to go back to more routine, familiar things — that can help us — but we certainly don’t want to just recreate the systems that were there before and then just assume they’re going to work this time.”

COVID-19’s effect on U.S. society and industry was astronomical. It took many long-standing systemic inequities and exacerbated them to levels that they could no longer be ignored no matter how hard leaders tried.

In education, the gap manifested itself in learning loss, which occurred in districts in Pennsylvania that were forced to go virtual without any of the resources to do so. Prior to the pandemic, those same districts struggled to keep lights on at schools, let alone update decrepit textbooks for their student populations, which were predominantly poor and Black and Brown.

For Ortega, the gaps in this “normal” so many speak of have been prevalent throughout his whole life, and bridging them has been a major part of his professional experience.

THE SON OF MIGRANT WORKERS

He was born in Robstown, Texas, a small, rural, predominantly Latino town about 30 minutes west of Corpus Christi.

The town is known for two things: it’s agriculture and oil and gas industries.

The local high school, Robstown Early College High, pays homage to the former with its mascot, the Cotton Picker. The name has faced increasing scrutiny over the years, but is an homage to the town’s history of migrant Latino workers, like Ortega’s parents, that spent long hours SEPTEMBER 29 - OCTOBER 6, 2021

They would also travel to California, Michigan and Nebraska for work, always returning to Robstown as a base. When Ortega and his two younger sisters were born, it became permanent, and his dad made the transition to work as a day laborer in the oil and gas industry.

Robstown itself was a place steeped in Texas-Mexican culture and Catholicism. From the celebrations to the food, Ortega never had trouble with his cultural identity.

“I think later in life [it] became really important because I wasn’t struggling with understanding the sense of belonging from who I was,” he said.

His parents also demanded excellence in school. For them, it was an avenue of social uplift so he could lead a life different from their own. They even expected him and siblings to attend college after graduating high school, which wasn’t the norm in the town.

HOW THE SYSTEM WORKS

Ortega, having also seen his parent’s activism around certain issues in the community, pursued a degree in political science at St. Edwards University in Austin, Texas, which he attended with help from the College Assistance Migrant Program.

As part of the program, he was required to have a work-study job, which he got in the school’s financial aid office.

“I got to understand how the system worked. How decisions are made about who gets awarded and who doesn’t,” Ortega said.

After graduating and realizing through internships that political science wasn’t his calling, he took another job in a financial aid office at nearby Austin Community College.

na de las cosas que más frustra al Secretario de Educación de Pensilvania, Noe Ortega, es escuchar a los líderes que estos días enfatizan la importancia de “volver a la normalidad” y abandonar el formato de escuela totalmente virtual que surgió durante la pandemia de COVID-19.

En su línea de trabajo, que implica brindar orientación y liderazgo a aproximadamente 2,5 millones de estudiantes en todos los niveles de educación en todo el Commonwealth, “volver a la normalidad” es visto por muchos cómo la necesidad de volver a la vida presencial y la educación cara a cara para que la mayoría de estudiantes logren los mejores resultados educativos.

Para Ortega, las brechas en esta “normalidad” de la que tantos hablan han prevalecido a lo largo de toda su vida, y sal-

varlas ha sido una parte importante de su experiencia profesional.

HIJO DE TRABAJADORES INMIGRANTES

Noe Ortega nació en Robstown, Texas, un pequeño municipio rural predominantemente latino, a unos 30 minutos al oeste de Corpus Christi.

Robstown es conocida por dos cosas: la agricultura y las industrias de petróleo y gas. La escuela secundaria local, Robstown Early College High, rinde homenaje a la primera con su mascota, la Cotton Picker (la recolectora de algodón). La propia Robstown era un lugar impregnado de la cultura y el catolicismo texano-mexicanos. Desde las fiestas locales hasta la comida, Ortega nunca tuvo problemas con su identidad cultural.

“Creo que más adelante en la vida esto fue para mí realmente importante, porque no tuve problemas para comprender quién era y de dónde venía”, dijo.

Sus padres exigían excelencia en la escuela. Para ellos, estudiar representaba una vía de elevación social para que pudiera llevar una vida diferente a la suya.

Incluso esperaban que él y sus hermanos asistieran a la universidad después de graduarse de la escuela secundaria, lo que no era la norma en la ciudad.

Ortega, habiendo observado también el activismo de sus padres en relación a ciertos problemas de la comunidad, se graduó en Ciencias Políticas en la Universidad St. Edwards en Austin, Texas, a la que asistió con la ayuda del Programa Migrante de Asistencia Universitaria.

Como parte del programa, se le exigió que tuviera un trabajo de estudio y trabajo, que consiguió en la oficina de ayuda económica de la escuela.

Unlike the private Catholic university that was St. Edwards, where students often took loans out with the help of parents, at the community college, financial aid was needed for “livelihood,” as Ortega described it.

He also realized that, while important work, it was not what he wanted to do. His next move would surprise everyone in his life, but also help him find his passion.

JAPAN AND A PASSION

Ortega’s decision to go to Japan came from connections he made back at St. Edwards. His best friend had recently returned with his fiancé from a multiple-year stint teaching English in the country and he recommended Ortega do the same. There was initial uncertainty around obtaining a teaching certificate, but he learned all that was required was a bachelor’s degree, so he made the jump across the Pacific.

“When I shared with my dad and mom what I was planning to do. My dad has this look of confusion, and then says to me: ‘Did you break the law?’... ‘Are you running from something?’” remembered Ortega of breaking the news to his parents.

Following an initial major case of culture shock, Ortega settled into life teaching English and thought he would never return to the States. He ended up staying for seven years, and in that time, rose to a director position developing English curriculum for early education.

“I had to sort of learn, how does language development happen? How do you scaffold learning? All these things that I had no formal training on, but I was reading about how to do it, going to events and talking to other folks who had done it, and just fell in love with it,” he said.

A CAREER TAKEOFF

Ortega came back to the states with the intention of pursuing a Master’s degree in curriculum development and instruction.

Unfortunately, when he came back, Texas A&M-Corpus Christi, the college near his hometown that admitted him to its curriculum and instruction program, had done so by accident because it was required to have a U.S. teaching certificate.

He was left with a big choice to make on the fly: take an extra year to get certification or pick another program to pursue. Ortega picked the latter, studied counseling, and wound up back working in a financial aid office.

“Everything that I had sort of ran away from to move to Japan, all of a sudden was pulling me back in,” he said.

But this time was different. Texas A&M-Corpus Christi is a designated Hispanic-serving institution, and his role in the financial aid office was as an outreach coordinator to get more Latino students enrolled at the college.

The program he developed to do so was based on the same College Assistance Migrant Program he went through at St. Edwards, and it gained him statewide recognition.

“It was all tied to making sure that anyone who enrolled that was first generation, and had some risk factors, would graduate,” said Ortega.

He completed his Master’s and went on to work for the Texas Higher Education Coordinating Board, which allowed him to implement parts of his program across the state.

However, to elevate further on the board and in his education career, it required a Ph.D. The initial plan was for Ortega to go somewhere in Austin, but mentors pushed him to one of the best education programs in the country at the University of Michigan.

designing the University of Michigan’s policy for immigrant student admissions became the model used at institutions across the Northeast and the South.

A PENNSYLVANIA LANDING

It’s also how he first came into contact with leaders in Pennsylvania’s Department of Education.

The individual that preceded him as the state’s deputy secretary for higher education made the introduction between Ortega and then-PA Secretary of Education Pedro Rivera.

“He had asked for months, and I had actually said no,” said Ortega. “We were doing really good stuff at Michigan. I was enjoying it.”

He also had to complete his Ph.D., but did eventually sit down with Rivera to talk, and was captured by the secretary’s mission.

“He was committed to promoting eq-

uity access… for underserved communities. We talked a lot about the need for an agenda around Black and Brown students in Pennsylvania as well,” said Ortega.

Two months later, he took the position as Deputy Secretary and Commissioner of Postsecondary and Higher Education in Pennsylvania.

Three years later, in the middle of the COVID-19 pandemic, Ortega found himself promoted to be PA’s Secretary of Education.

It’s a role he admitted to being humbled and intimidated by, but nevertheless, jumped at it without thinking what was ahead because no one did at the time.

Now the question for Ortega is how to change the system. There is some funding to make it happen, but it’s also about mindset.

“How do you change whatever norms are informing the current system?”

For Ortega, that’s a battle that will last much longer than COVID-19. z

Tras el choque cultural inicial, Ortega se acostumbró a su nueva vida de profesor de inglés en Japón y pensó que nunca regresaría a los Estados Unidos. Terminó quedándose siete años y, en ese tiempo, ascendió a un puesto de director desarrollando un plan de estudios de inglés para estudiantes de educación primaria.

“Tuve que aprender algunas cosas, del tipo: ¿cómo ocurre el desarrollo del lenguaje? ¿Cómo se desarrolla el aprendizaje? Cosas sobre las que no tenía una educación formal, pero aprendí por mi cuenta: leyendo en libros, yendo a eventos y hablando con otras personas que lo habían hecho, y simplemente me enamoré de este trabajo”, dijo.

ispanic Heritage Month, which runs from Sept. 15 to Oct. 15 of each year, celebrates communities that have roots in Mexico, Central America, parts of the Caribbean, South America, and Spain.

An entire month is dedicated to exalting the contributions made by Latinos to culture, science, economics, sports and politics in the land of the free.

The Latino community is a major, growing multiracial group in the general population of the United States, which reached the significant figure of 62.1 million inhabitants in the 2020 census. That is now 18% of the total U.S. population. It is one of the fastest growing demographics in the United States, increasing by 23% from 2010.

To get an idea of the exponential leap for Hispanics, it is suffice to say

ENGLISH that the other groups only grew by 4.3% according to demographics. Likewise, between 2010 and 2020, 51.1%, a little more than half of the population growth in the United States, was due to gains in the Hispanic community.

A NOD TO INDEPENDENCE

Why is it not celebrated at the beginning of the month? The answer is thanks to a nod the United States makes to the numerous independence anniversaries that several Latin American countries celebrate on the eve of Sept.

The tradition, which began in 1968 when President Lyndon B. Johnson signed a law supporting the celebration of a “National Hispanic Heritage Week,” is a way of recognizing the legacy of the Latino community and, as stated in the opening statement, highlights the “great contribution to our national heritage made by our people of Hispanic descent, not only in the fields of culture, business and science, but also through their courage in battle.”

This effort, which called for greater inclusion and political representation for the Hispanic community, as well as greater cultural and social recognition, led to a month-long celebration thanks to the declaration of Hispanic Heritage Month during Ronald Reagan’s administration.

“We want the public to know that we share a legacy with the rest of the country, a legacy that includes artists, writers, Olympic champions, and leaders in business, government, film, and science,” said Esteban Torres, a California congressman, at the time, who introduced the bill to get the entire month in honor of the Latino communities that have settled in the United States.

Red Bull Batalla is a global freestyle rap competition that started in 2005, making 2021 the belated fifteenth anniversary of the competition.

Batalla’s origin is deeply rooted in hip-hop.

Aside from its much-noted influence, the competition has evolved into a style distinct from Western hip-hop and battle rap scenes.

The competition’s recent National Finals saw the sixteen MCs — decided by Red Bull Batalla qualifier days — come face-to-face to determine who will brace the world finals From around the North American region, three MCs came from the East Coast including Eckonn and Reverse, both of Orlando, Florida, and OG Frases and Klaze of Miami.

New York and Texas had a massive presence at the U.S. Nationals, comprising about a third of the competitor’s home states.

REVERSE’S TRIUMPH

Eckonn was determined as the third place winner after a match against Cuban, ensuring Reverse, McBetho and Eckonn automatically advance to the 2022 U.S. Finals without having to participate in a qualifier round next year.

As for the 2021 U.S. Finals, it was a back-and-forth battle between McBetho and Reverse for the rest of the night.

Having gotten his start in Tijuana, competing in battles across North, Central and South America, McBetho was the competitor to watch at the start of the battle.

He and Reverse kicked off with a true test of their improv abilities, and moved onto their final back-and-forth trading blows with the vigor Batalla is known for.

After their final round, the judges voted for a rematch — and then once again for a second rematch — before voting Reverse as the 2021 Red Bull Batalla U.S. National champion.

Reverse will advance to the 2021 Red Bull Batalla World Final in Chile, where MCs from 10 countries will meet and battle.

The 19-year-old MC, whose real name is Marcos, is a rapper and musician of Cuban descent.

“I inspire myself… I listen to a lot of rock… a lot of trap, Juice WRLD, Nirvana, Metallica,” he told AL DÍA. Reverse cited music as the “love of his life,” and as the songwriter and creator spoke more about his win and connection to music, it became clearer he wasn’t exaggerating.

Immediately after, Reverse spoke directly to the viewers and audience members: “Everyone’s energy from the crowd and competitors will stay with me forever. I am so, so happy.” .z

EL TRIUNFO DE REVERSE

n the middle of the 20th century, even earlier, New York became a destination for musicians from different latitudes on the continent. Puerto Ricans, Dominicans, Cubans, Panamanians, Venezuelans, Colombians... some arrived with the expectation of playing for a record label. Others, with dreams under their arms.

That migration was not free. The conditions in their countries of origin were not the best and the United States offered at least the dream of having a better life. In New York, emerging neighborhoods brought communities together from different nationalities.

For some, Mexico had been an obligatory stopover for the music industry, barely comparable to the United States.

MARIO BAUZA AND BEYOND

Perhaps the one who opened the way in the United States was the Cuban Mario Bauzá, who after learning about the musical scene in New York, decided to stay forever in 1930. In 1940, with his brother-in-law Machito, also Cuban, they created the Afro-Cubans, and he was its musical director.

They achieved a sound of son montuno with swing and it was the birth of Latin jazz. Bauzá and Machito’s audiences were primarily Puerto Ricans from Harlem, but they also reached the white clubs of Manhattan.

ith owning a home either beyond the reach or not within the plans of many Americans, the alternative option of “accessory dwelling units” has started to take hold – but in a number of locations around the country, they remain a somewhat difficult proposition.

Accessory dwelling units, or ADUs, are not exactly new. The idea is to add onto or renovate part of an existing property to create a smaller independent living space – with its own kitchen, bathroom(s) and bedroom(s) – that is either attached to or detached from a primary home but still within the same property lines.

ADUs certainly make sense from a financial perspective. They can help keep housing costs down for both homeowners and tenants while generating rental income to help homeowners cover mortgage payments. Because ADUs are almost by definition smaller than the primary dwellings, they invariably rent for less than other homes in the same neighborhood.

Recently, however, organizations like AARP Pennsylvania have begun to push back; the group is encouraging residents to join a campaign to expand access to what it calls “age-friendly housing” in Philadelphia. And smaller outfits have also emerged to encourage and assist would-be ADU owners and residents with tips on evaluating sites for suitability, financing construction, navigating local ordinances and more to homeowners nationwide.

The battle by ADU proponents is far from over, but there’s reason for them to take heart. z

Martinez was born in Aguascalientes, Mexico, but his family moved to the Pilsen neighborhood in Chicago when he was five.

A product of the Chicago Public School system, Martinez is a graduate of the University of Illinois at Urbana-Champaign — the first in his family to graduate from a university.

In a 2015 essay published in the San Antonio Report, Martinez wrote, “I know firsthand the power that education has in changing the trajectory of someone’s life.”

The oldest of 10 children, Martinez has three sisters who teach within Chicago Public Schools and many nieces and nephews who are current students across the city.

When talking about his decision to return to Chi-Town to take on his new role as CEO of Public Schools, Martinez said: “It’s where I grew up; it’s where I went to school... It really launched my pathway to becoming a superintendent.”

“It’s very personal to me… because it is my hometown, it was something I needed to explore,” he added. z

Amid the situation, the administration began deporting immigrants in the area back to their countries, causing various reactions, taking into account the difficult situation of the country after the earthquake of Aug. 14, where at least 2,000 people died, and the political and social crisis unleashed by the assassination of President Jovenel Moïse a few months ago.

Many also do not come directly from Haiti, but left their country years ago and come after a long journey from South America, where they were trapped by the closure of the borders during the COVID-19 pandemic.

In the south of the continent, the Haitian diaspora grew considerably after 2010, when an earthquake destroyed the country.

Thousands of people arrived in countries such as Chile, either to settle in precarious conditions or as part of a route along the Pacific to the north that passes through the Darien jungle in Colombia — a point that has become critical for those who want to illegally reach the United States from South America, and even Africa.

A group of 50 Democratic senators sent a letter to Biden criticizing the deportations.

Representative Ayanna Presley, one of the signers, said in a statement that “the Biden administration cannot claim it is doing everything it can to support the Haitian community while continuing to unjustly deport Haitians as the island weathers its worst political, public health and economic crises yet.”

A REPUBLICAN POLITICAL CHIP

On the other side, the 26 Republican governors requested a meeting with the president to review the situation at the border.

“The months-long surge in illegal crossings has instigated an international humanitarian crisis, spurred a spike in international criminal activity, and opened the floodgates to human traffickers and drug smugglers endangering public health and safety in our states,” the Republican Governors Association letter states, “a crisis that began at our southern border now extends beyond to every state and requires immediate action before the situation worsens.” z

T

he Covid-19 pandemic transformed, among others, the reality of education in many countries around the world, leaving very long-range challenges and tasks that will surely transform the development plans of governments and institutions.

Despite the deficiencies inherent to inequality and inequity in Latin America, educational institutions, teachers and students quickly adjusted to the new circumstances. According to the World Bank, before the pandemic, only 19% of the portfolio of higher education programs in the region were offered virtually and only 16% used hybrid modalities.

The gaps in aspects such as Internet access, the very poor conditions of many populations, the notorious lack of computers, the neglect in the training process, among others, were in evidence surprising many leaders of the education sector who, under normal conditions, would have never been faced with such stark reality.

Among those who managed to continue studying during the pandemic, according to a UN survey on youth in Latin America and the Caribbean, 38% claimed to have a poor connection or not have it in their homes, 28% must share the computer with other members of the family and 11% do not have a computer, which of course has impacted the learning processes and increased attrition.

ENGLISH As a balm for these horrible figures, the pandemic also gave us hope with multiple examples of solidarity among young people who organize themselves including everyone, because diversity is part of their daily lives and without formalities, but with great effectiveness.

We will return to the classrooms vaccinated against indifference and strengthened to work to close the gaps because now more than ever, and despite everything, we know we are connected.

a pandemia del Covid-19 transformó, entre otros, la realidad de la educación en muchos países alrededor del mundo, dejando retos y tareas de muy largo alcance que seguramente transformarán los planes de desarrollo de gobiernos e instituciones.

A pesar de las carencias propias de la desigualdad y la inequidad en América Latina, instituciones educativas, maestros y estudiantes se ajustaron rápidamente a las nuevas circunstancias. Según el Banco Mundial, antes de la pandemia apenas el 19% del portafolio de programas de educación superior de la región se ofrecían virtualmente y solo el 16% utilizaba modalidades híbridas.

computadores, el descuido en el proceso de formación, entre otros, quedaron en evidencia sorprendiendo a muchos lideres del sector educación que, en condiciones normales, jamás se habrían visto enfrentados a tan cruda realidad.

Entre quienes lograron seguir estudiando durante la pandemia, según una encuesta de la ONU sobre juventud de América Latina y del Caribe, el 38% afirmó tener mala conexión o no contar con ella en sus hogares, el 28% debe compartir el computador con otros miembros de la familia y el 11% no cuenta con un computador, lo que por supuesto ha impactado los procesos de aprendizaje y aumentado la deserción.

Como un bálsamo para el terror de las cifras, la pandemia también nos devolvió la esperanza con múltiples ejemplos de solidaridad entre los jóvenes que se organizan incluyendo a todos, porque la diversidad hace parte de su cotidianidad y sin formalismos, pero con mucha efectividad. A las aulas regresaremos vacunados contra la indiferencia y fortalecidos para trabajar por el cierre de las brechas porque ahora más que nunca, y a pesar de todo, nos sabemos conectados.

Los gobiernos y las instituciones regresan a la normalidad habiendo vivido en la carne propia de los seres humanos que las conforman la importancia de lo mínimo, de lo básico, de la salud mental y de las familias como verdaderos soldados en las reales contingencias. z (*)Doctora en Pedagogía. he story of the quintessential American traitor was recently released on Amazon.

Although American Traitor: The Trial of Axis Sally features Al Pacino, who saves the film, it is too weak a showing and falls short of the true story.

Mildred Gillars was born in Maine in 1900, in a well-to-do home. She dropped out of her senior year of college because she dreamed of being an actress.

“She lived on apples and crackers to get by,” said Richard Lucas, who took five years writing her biography. According to the writer, “Mildred collapsed in the middle of rehearsals because she was just emaciated.”

When she got to Broadway and her dream seemed fulfilled, she quit.

She then met a British diplomat and left for Algeria, and then left with her mother to Berlin around the time the Nazis came to power. Gillars became fascinated with the enthusiastic and well-heeled uniformed men, and although her mother told her they should return, she stayed.

Through new contacts, she began reviewing films and dubbing them into English. Around this time, Goebbles took control of the cultural scene.

The idea was to use media in the service of Nazi propaganda. In 1939, the German Foreign Language Service had 500 employees and the Reich radio broadcast in 14 languages, 24/7.

He joined as an anchor and became a powerful figure. ‘Sally’ played swing and jazz to American soldiers and their wives at home, and would also chide them.

“Really, guys, do you really want to die in Germany? Women, do you want your husbands to be murderers? Because that’s what they’re becoming,” were some of the jabs.

When the war ended, she traded her antiques for food. Intelligence services found her in 1946 in the basement of her home along with her tapes, which would be used at her trial.

Proving the charge of treason under American law was almost impossible, and of the 10 charges she faced, Gillars was only convicted on one: Threatening the troops before Normandy. She was sentenced from 10 to 30 years in prison.

She spent 12 years in jail, converted to Catholicism and became a spiritual guide for prostitutes and addicts. Upon her release, Gillars worked as a music and language teacher in a Catholic school.

The great American traitor died at the age of 88, in Columbus, Ohio. Hers is a story that deserves books, movies and a miniseries.z

Mildred Gillars nació en Maine en 1900 en un hogar acomodado. Dejó su último año del College porque soñaba ser actriz. “Vivía de manzanas y galletas”, cuenta Richard Lucas, que tardó cinco años escribiendo su biografía. Cuando la guerra acabó, cambiaba sus antigüedades por comida. Los servicios de inteligencia la encontraron en 1946 en el sótano de su casa junto a sus cintas, que serían usadas en su juicio.

Probar el cargo de traición bajo la ley americana era casi imposible, y de los 10 cargos fue condenada por uno: amenazar a las tropas antes de Normandía. Fue condenada de 10 a 30 años de prisión.

Pasó 12 años en prisión, se convirtió al catolicismo y en guía espiritual para prostitutas y adictas. Al salir, trabajó como maestra de música e idiomas en una escuela católica.

LATINO HISTORY IS NO JOKE

Comedians started the job that is now for all of us to complete: The Encyclopedia Americana that must include all of us together. Yes, All In! ENGLISH

can American and Puerto Rican.

I see Leguizamo’s, Lopez’s and Miranda’s as the classic witty comedian expression of what is yet to be wrritten, the reality still undocumented that we first can try as a joke.

They are in reality the current manifestations of our community’s current, desperate struggle to articulate our Hispanic story to the rest of America, still indifferent to, or ignorant of, this flip side of the coin.

What I call the yet to be documented side of our History, the Latino History of the United States, the missing chapter of the Great American History.

Leguizamo, Lopez and Miranda made America laugh today when they tried to tell their individual stories, or recast the history of the U.S., the comedian’s way, as each one of them have done in their own masterful way.

omedians take first as their job the very subject that is gathering us here tonight.

The writing of History, especially the one that is not yet crafted and can be fictionalized to make people laugh.

Take comedian, writer and actor John Leguizamo, for example, who jumped head first and wrote his recent Broadway play “Latino History for Morons”.

Or George Lopez, screaming on top of his lungs, exactly as John Leguizamo does, on the stage, and he does on the screen, on his show “We Will Do It For Half”, also available on Netflix.

Screaming that bitter, dark humor about growing up Latino in North America...

Leguizamo, raised in New York by Colombian immigrant parents, Lopez in California, an orphan child raised by his grandmother. East Coast or West Coast, it is the same for a Latino kid growing up in the U.S. I am sorry to say Leguízamo and López stories sound to me predictable and rather the result of child abuse at home and in school.

Now they are vengeful venting out their frustrations, doing their own therapeutic screaming to fix through histrionic arts their childhood traumas, the result of passive abuse by adults following the curricula of a public education system for which the Hispanic culture didn’t exist.

A system that indirectly told them they were inferior because their last name was Leguízamo or López.

Growing up ashamed of their own culture, ashamed of their native language they barely spoke with an English accent, or ashamed of their own last name they have to spell out every time…

Ashamed of their own parents because their heavy accent in their English sounded as the very evidence of their family and their culture inadequacies, must have been traumatizing enough.

Take Lin Manuel Miranda, another great American comedian, writer and actor of Puerto Rican descent turning into art his personal drama in “In the Heights” and now in “Hamilton”.

So much a comedian himself he wickedly attempted to make Alexander Hamilton, and the rest of the Founding Fathers, look and sound Afri-

We are here together today to accomplish one thing, a very simple thing: To remind ourselves that our great American history is INCOMPLETE. When I say our history, I don’t mean exclusively Latino History.

Rather, the American History that no one wrote, mainly because we lacked the able writers to write it and the publisher to publish it.

I honestly believe no one was out there going around suppressing. After all, who would have had the time to do such a complete job...

In this honest confrontation with our past we are doing during this Hispanic Heritage Month, some facts we know we should face.

Please don’t be offended by them because I certainly didn’t make them up.

History, first of all, is written by the victors.

So my final question to you all of today is this: Why do you think Latino History is told only by comedians today, and we, Latinos in the U.S., are more often a laughing stock told by the jesters in society?

How about their creativity, their entrepreneurship and their work ethics that are NO laughing stock (U.S. Latino GDP grew up to almost $2.6 Trillion dollars in 2018), but can certainly impact the U.S. stock market and help maintain the American economy’s predominance in the world in the 21st century.

I am grateful to the comedians that have started the job: López, Miranda, Leguízamo, being the most notorious.
