From the first uncertain moment a service member and their family arrive in the Kaiserslautern Military Community to the day they pack up their bags and head to their next duty station, the 86th Civil Engineer Group is
hard at work ensuring their home, workplace and facilities are ready to support them.
By maintaining mission critical systems, building infrastructures, and providing emergency response services, the Airmen of the 86th CEG form the foundation of Ramstein’s readiness.

The Military Leaders Economic Security Toolkit, located on the Military OneSource website, offers information and support. The site is updated regularly to reflect challenges and policy changes related to economic security.
Furloughed employees are eligible to apply for unemployment benefits, but excepted employees working on a full-time basis are generally not eligible. Employees who wish to file should do so with the Unemployment Office for the state where the employee worked (i.e., last official duty station prior to furlough). Please be advised that when employees receive retroactive pay they will be required to pay back any unemployment benefits received in accordance with State law. For more information, see OPM guidance and the U.S. Department of Labor’s Unemployment Compensation for Federal Employees.
The Military and Family Readiness Center personal financial readiness program sustains and improves financial literacy and readiness by offering information, education, training and free personal financial counseling to Airmen, Guardians and their families. The DAF has also increased the
number of Personal Financial Managers available to assist and enhance financial readiness and money management skills for members and their families.
The Air Force Aid Society continues to support emergent needs such as basic living expenses (e.g., food, rent/mortgage, utilities), vehicle expenses (e.g., payments, repairs, insurance) and childcare costs. Airmen and Guardians can submit requests through local Military and Family Readiness Centers and Airman and Family Readiness Centers.
If Airmen, Guardians or their families are not near an aid organization, they may seek financial assistance from the Red Cross.
Several banking institutions, such as USAA, Navy Federal Credit Union and Marine Federal Credit Union, have been known to advance military pay to their customers during government shutdowns. Contact your bank to inquire about their policies for situations like these.
Food Insecurity:
First sergeants and Military and Family Readiness Centers assist Airmen, Guardians and their families in need of food security-related grants and loans with referrals to programs such as U.S. Department of Agriculture’s Supplemental Nutrition Assistance Program, the Federal Subsistence Supplemental Allowance program and the Air Force Aid Society.
The FY22 National Defense Authorization Act established a Basic Needs Allowance. The BNA Program provides supplemental income for military members and dependents whose gross household income falls below 200 percent of federal poverty guidelines.

ment shutdown, the Defense Health Agency has authorized its TRICARE contractors to continue delivering health care to the 9.4 million beneficiaries of TRICARE. TRICARE beneficiaries seeking medical care from private providers should feel no significant effects. Care at military hospitals and clinics would remain largely unaffected. The TRICARE website includes cur-
rent information about the impact of the shutdown on TRICARE health plans and military hospitals and clinics.

Check status of local commissaries to determine the status of your local store. During a shutdown some non-appropriated fund services may con -
tinue to operate. Check with your local installation’s website to determine which services will remain open in your area. If able, plan ahead and minimize its impact on day-to-day routine.

Laying the groundwork for mission success
The 86th CEG sustains a wide range of infrastructure that powers daily operations across base and multiple installations within the KMC.
Airmen maintain heating, ventilation and air conditioning systems during the hottest days of summer, as well as ensure on-base facilities, both new and old alike, are sustained. Their diligent work keeps every part of the base functional and ready to respond when called upon.
Supporting Airmen and Families at Home
Quality of life starts with the place personnel and their families call home, which the 86th CEG plays a pivotal role in. For Airmen and their families arriving in Germany, it can take weeks before household goods are delivered. To bridge that gap, the furnishings management section provides 90-day loaned furniture sets for both on and off-base housing.
“Housing and furnishings management are always working with us, and it makes the transition here much easier for families,” said Senior Airman Gavin McCloud, 721st Aerial Port Squadron air transportation specialist.
Other appliances such as washers, dryers,
and refrigerators, adapted to European voltage, are offered for the remainder of their stay, helping households feel complete from day one.
Dorm residents also benefit from ongoing quality-of-life upgrades, such as fan installations, maintenance support and open lines of communication with dorm Airmen. Together, these efforts allow Airmen to live comfortably and focus on the mission.
“Having the essentials ready when you arrive such as beds, washers and dryers removes so much stress,” said McCloud. “It really feels like a home away from home.”
When Airmen have their home lives in check, it leaves them responsive and reliable, ready to excel in their work and training, which is also a cornerstone of the 86th CEG’s impact. Prepared to fight: Prime BEEF training

“Prime BEEF ensures Airmen are ready to deploy and execute wartime tasks,” said U.S. Air Force Master Sgt. You don’t want the first time you build a base or react under fire to be in combat. Training builds speed, confidence and readiness.”

Behind the scenes, the 86th Civil Engineer Squadron Fire Department safeguards the community through prevention programs, emergency response and readiness training. With seven fire stations supporting 16 installations, their mission is to protect lives and property while educating residents on how to react under pressure.
“Most people aren’t prepared for emergencies,” said Kenneth Helgerson, KMC fire chief. “Our role is to give them training and confidence so they can respond effectively when it matters most.”
The fire department conducts fire inspections, ensures alarms work and verifies evacuation plans which gives residents confidence and certainty that where they live and work is safe. With this confidence, it enables them to make sure the mission can be accomplished both at the home base and abroad.

Their efforts not only keep the KMC running smoothly, but also ensures U.S. Air Forces Europe-Air Forces Africa can deliver combat power whenever and wherever it is needed.

On Oct. 15, 13 Allies (Canada, Czechia, Denmark, Finland, France, Germany, Greece, Italy, Netherlands, Norway, Spain, Türkiye and the United Kingdom) agreed to initiate the development of a multinational simulated training capability.
The Distributed Synthetic Training High Visibility Project aims to respond to the
ever-growing demand for multinational military training in a cost-effective way. The project will leverage existing national simulated training capabilities to create a secure network of advanced and immersive virtual training for multinational purposes. Once available, the capability will make multinational cross-domain training more accessible and less expensive, and significantly reduce the lead time to plan and execute exercises.
At a signing ceremony held at NATO Headquarters on the margins of the NATO Defence Ministers’ meeting, Deputy Secretary General Radmila Shekerinska noted that “the project will prepare our troops for the dynamic and dangerous environment that we find ourselves in” and that “it will help ensure we have the forces and warfighting readiness needed to defend the Alliance.”
Multinational initiatives like the
Distributed Synthetic Training High-Visibility Project also help maximise the use of capabilities available across the Alliance and beyond. The project is open to participation from NATO’s Indo-Pacific Partners. Participating Allies and partner countries will work together with the NATO Support and Procurement Agency on the implementation of the project, including the establishment of a market place to match nations’ training needs and opportunities.

U.S. Army Veterinary Readiness Activity, Rheinland-Pfalz Fitness Test

A 2014 graduate of Texas A&M University, U.S. Army Maj. Chris Powell, a Medical Service Corps officer, currently serves in the Federal Republic of Germany as the Executive Officer to the Commanding General at Medical Readiness Command, Europe. His journey began far from Germany, steeped in Aggie traditions and a legacy of service.
Born in December 1991 at Walter Reed Army Hospital in Washington, D.C., Powell’s connection to the military and Texas A&M University is strong. A 2014 graduate of Texas A&M, Powell followed in the footsteps of his father, retired U.S. Army Col. Robert Anthony Powell, a 1984 graduate of Texas A&M.
“With my father being a graduate of Texas A&M, I was drawn to the traditions upon my first visit to the College Station campus,” Powell said.
The Corps of Cadets proved a strong draw for Powell. “The Corps of Cadets was a perfect combination of a premier, senior military college experience while still being immersed in a vibrant university atmosphere,” Powell explained. “It also offered a sense of connection to my father, who passed away while I was in high school. I ultimately chose between attending the United States Military Academy at West Point and Texas A&M. I couldn’t have gone wrong with either decision. However, my father’s legacy was the key factor that influenced my decision to start a new chapter in Texas.”
Powell also cited his upbringing as an “Army brat” as influencing his decision to join the military. “Growing up as an Army brat, I don’t recall a specific moment when I decided to pursue a military career,” he said. “I was just drawn to a career of service and being a part of something bigger than oneself, and a career in the military fulfilled those professional and personal aspirations.”
Powell’s father, an Army Ordnance officer, transitioned out of mainstream Army to academia and eventually became a permanent professor in the Department of Systems Engineering at West Point. Powell and his siblings moved frequently. “Growing up as an Army brat, I had a wonderful childhood, thanks to the numerous sacrifices my parents made to give my siblings and me the best possible start in life,” Powell said. “As a child, we lived in the National Capital

At Texas A&M, Powell distinguished himself as a Yell Leader, a revered tradition. “A Yell Leader is a cherished tradition at Texas A&M, but also a position with immense responsibility to give to others and manifest the traditions and values of the university,” said Powell. “It is a competitive process where I had to gain advocacy and nomination from the Corps of Cadets before gaining a plurality of the student body’s vote in annually held student government elections. It was incredibly humbling to gain the support of my peers and the university, and it provided me with a solemn charge to commit to service

throughout the tenure that I was afforded.”
Powell’s duties as a Yell Leader were extensive. “As one of five ambassadors for the university, you are incredibly busy,” he said. “You travel to ‘Aggie Mom’s Clubs’ throughout the summer, along with Coaches Nights, ‘Fish Camps,’ and many other events that are unique to the university. I had the privilege of speaking to tens of thousands of current and former students and traveling to all home and away football games along with several other sports.”
The Corps of Cadets laid a firm foundation for Powell’s Army career.
“The Corps of Cadets provided structure, instilled discipline, and was the formative catalyst for my personal and professional development as a young man,” Powell said. “The sense of purpose and duty that it fosters at an early age sets the foundation for seeking a principled life of service to others. Day-to-day life – namely, freshman year – is difficult, yet I learned some of the best life lessons and still maintain some of my closest relationships because of those shared experiences.”
Powell’s Army career has taken him around the world, including to the Republic of Korea, where he met his wife, Laura, also an Army officer. At the time they met, she was serving in the 65th Medical Brigade, and he was a
company commander in the 168th Multifunctional Medical Battalion.
Powell wryly recalls that their first interaction was her (Laura) scolding him for some Defense Travel System (DTS) infractions made by one of his soldiers. “And as they say, the rest is history... and we were eventually married in December 2021,” Powell added.
“After navigating a long-distance relationship for a couple of years, we were finally reunited back together in Germany in the sum-
mer of 2022.”
Now at Medical Readiness Command, Europe, Powell sees his current assignment as a “full-circle moment,” having previously served as an aide-de-camp to retired U.S. Army Maj. Gen. Dennis LeMaster at Regional Health Command Europe in 2017.
Above all, Powell emphasized his role as a husband and father. “Foremost, I am a husband and a father, and I seek to live a life that is worthy of my children’s imitation.”

When Army Sgt. James Mestrovitch moved to the U.S. from Europe, he didn’t expect to return as an interpreter or warrior; however, serving as the former inspired him to achieve the latter. During World War I, he helped save the life of his commanding officer, which led to his Medal of Honor.
Mestrovitch was born May 22, 1894, in a part of Yugoslavia now known as Montenegro. He had two brothers, both of whom also served in World War I, but for different countries.
Mestrovitch immigrated to the U.S. in the early 1910s when he was still a teenager. He lived in Fresno, California, for a time with his uncle and his brother Peter, before moving to Pittsburgh, where he worked as a bookkeeper at a hotel.
In late 1914, a typhus epidemic broke out in Serbia, near where Mestrovitch grew up, so he joined a delegation of American doctors and nurses who went to help. Typhus is an infectious disease spread by fleas, lice and chiggers.
Mestrovitch worked as an interpreter during the humanitarian effort and later said that the compassion he witnessed during that time from the Americans led him to join the Pennsylvania National Guard, which he did when he returned to the U.S. in June 1916. He was initially assigned to the 18th Pennsylvania Infantry and served along the U.S.-Mexico border. But by late April 1917, the U.S. had officially joined World War I, so the 18th was absorbed into the regular Army’s 28th Infantry Division. Mestrovitch was assigned to the 111th Infantry Regiment.
In May 1918, Mestrovitch’s division was deployed with the American Expeditionary Forces to join the fighting in Europe.
On Aug. 10, 1918, Mestrovitch was with Company C in Fismette, France, when they were attacked by enemy forces. As his company withdrew to a sheltered position behind a stone wall, Mestrovitch looked back and realized that his company commander was lying wounded about 30 yards away. Mestrovitch refused to leave the officer, so he crawled back into exposed territory.
Through heavy machine-gun fire and shelling, Mestrovitch pitched the officer onto his back and crawled back toward the wall. The young sergeant was hit by gunfire during the move, but he still managed to get to safety and perform first aid on the wounded officer, who survived thanks to Mestrovitch’s brave actions.
According to Pennsylvania National Guard records, Mestrovitch was erroneously reported as killed in action in that incident. He later wrote to his uncle about what had happened while he was recovering in a hospital.
“They operated twice on me,” Mestrovitch told his uncle. “In another month, I think I will be just as good as I was and ready for the front again.”
The sergeant did return to the battlefield, rejoining his unit in time to take part in the Meuse-Argonne Offensive, the last major campaign of the war and one of the deadliest offensives in American history.
Sadly, government records show Mestrovitch was killed in action Nov. 4, 1918, when his battalion came under fire from a concealed machine-gun position during a reconnaissance patrol.
One week later, on Nov. 11, 1918, an armistice was signed. The war was over.
Mestrovitch was initially buried in a temporary cemetery in France, but in 1925, his remains were returned to his mother. He was reburied in a cemetery at St. John Serbian Orthodox Church in Durasevici, Montenegro.
Later that year, during a U.S. mission to the city of Split in current-day Croatia, sailors sought out Mestrovitch’s mother, Mary. Reports say she was invited aboard a Navy ship, where she received a posthumous Medal of Honor on her son’s behalf in the presence of a full honor guard.

Cybersecurity Awareness Month (October) is a national initiative that highlights essential actions to reduce cybersecurity risks. This year’s theme is Building a Cyber Strong America, highlighting the need to strengthen the country’s infrastructure against cyber threats, ensuring resilience and security.
Cybersecurity is more than just an IT concern — it’s a cornerstone of national security and organizational resilience. Critical infrastructure spans everything from utilities and transportation to hospitals, schools, and emergency services. Small and medium-sized businesses also play a vital role — whether as suppliers, contractors, vendors, or manufacturers, they help sustain these essential systems. Disruptions to these networks have immediate and widespread consequences. Safeguarding them begins with the daily online actions of every individual.
What is the CIA Triad? How does this apply to me?
Cybersecurity has three core goals: Confidentiality, integrity, and availability. These goals are signified by a model called the CIA Triad. This model is used to guide an organization’s security principles and practices. Each element, each goal, and each best practice, is essential to achieving a high degree of security certainty.
• Confidentiality: Confidentiality prevents unauthorized disclosure of information. It keeps sensitive information secret.
• Integrity: Integrity prevents the unauthorized alteration or modification of information systems. It keeps information safe from intentional or accidental changes.
• Availability: Availability ensures authorized users can access information and systems when they need them.
When it comes to end-user security, these core goals work together
to protect sensitive data, ensure its accuracy, and secure the systems that enable access — achieved through a comprehensive strategy that includes strong passwords, multi-factor authentication (MFA), scam detection and reporting tools, and a resilient defense against everevolving cyber threats.
The reason why all of this matters: In today’s world, threats to confidentiality, integrity and availability are ever present. Currently, the rise of artificial intelligence, sophisticated ransomware operations, and evolving geopolitical tensions are dramatically reshaping the cybersecurity landscape in 2025. AI-driven attacks have increased by 67 percent compared to 2024. Threat actors leverage machine learning algorithms to bypass traditional security measures, automate reconnaissance, and craft convincingly personalized phishing campaigns. Ransomware will likely remain a dominant threat in 2025, with attacks across North America increasing by 8 percent over the last year. The most concerning development is the proliferation of models, which drastically lower the technical barrier for wouldbe attackers and researchers have identified a troubling trend in RaaS operations, noting that many groups now employ double and triple extortion tactics (CISO Advisory, 2025).
Credential theft has reached staggering levels, with billions of items stolen during 2024, a significant increase year-over-year. More alarming still, most of these credentials were taken through malware attacks. This trend has accelerated in 2025 as threat actors employ multiple malwares installed through single instances, maximizing their harvest from each successful breach. The stolen information enables subsequent attacks, particularly by ransomware operators who use harvested credentials to gain initial access. With cybercrime expected to cost over $10 trillion globally in 2025, the stakes are extremely high for public and public and private organizations to adapt their security postures to this rapidly changing threat landscape.
What can I do?
Reducing risk is also known as risk mitigation. Risk mitigation reduces the chances that a threat will exploit a vulnerability or the impact that the risk will have on the organization if it does occur. You reduce risks by taking the initiative to actively exercise best
security practices. A comprehensive security management strategy combines strong passwords, password managers, multi-factor authentication, tools for recognizing and reporting scams, and creating a resilient defense against ever-evolving cyber threats.

Multi-Factor Authentication:
MFA provides an extra layer of security to protect organizations’ sensitive data and systems. The implementation of MFA requires users to authenticate their identity using distinct authentication methods. Those authentication methods can include something you know (password), something you have (smart card), and/or something you are (fingerprints). By requiring at least two of these categories, MFA makes it more challenging for attackers to access data and systems.
• Something you know: A password and pin (these two put together are still ONLY one MFA)
• Something you have: A phone, hardware token, or smart card, CAC
• Something you are: Biometrics like a fingerprint
For example, before I can gain access to my computer to operate on the government’s network I need something I know and something I have (PIN + CAC).
Use MFA as often as possible as it combines all principles of the CIA triad to ensure security.
Strong passwords:
Creating a strong password that you can easily remember sounds simple enough, however is often easier said than done. While newer technologies emerge and passkeys become more commonplace, most of us still use passwords for a multitude of accounts and profiles. When generating a new password, if you
just used upper case and lowercase letters, there are 53 trillion possible combinations. Mix in digits to the password such as (0-9) now there are 218 trillion combinations. Add special characters which are 32 symbols such as (!@#$%^&*()_=+ etc.) now you have 6.1 quadrillion combinations. The more complex your password is, the more difficult it becomes to crack. The trouble with stronger passwords is that they are also more difficult to remember as security and convenience are two concepts consistently at odds. As a rule of thumb, a 16-character password with 2 uppercase, two lowercase, and 2 special characters will ensure a password that is significantly more difficult to crack.
A strong alternative to this is to generate a passphrase. A passphrase is a longer sequence of words, characters, or numbers used to authenticate a user. Unlike a password, which is typically a short string of letters, numbers, and symbols, a passphrase is often a longer string-usually a series of words or a sentence-that forms a more complex and secure piece of information for access control. A passphrase is typically longer than a password and if randomized, can introduce a much stronger barrier to cracking (CISO Advisory, 2025).
If using a traditional password, completely randomizing your passwords while also changing your password every 6-12 months will keep hackers at bay.
Using a password manager
One method to track and manage passwords is the use of a password manager.
To put it simply a password manager is a secure digital tool that stores and organizes your passwords in an encrypted digital vault. You only need to remember one master password to access your digital vault. The password manager automatically fills in login credentials for website and apps, making your online experience both safer and more convenient.
Recognizing and reporting scams:
Scams take many forms — emails, text messages, phone calls, websites, and even social media. Here are some key red flags to watch for:
• Urgency or fear tactics:
Messages that say, “ACT NOW!!!” “Your account will be closed” etc.
• Too good to be true: Promises of free money, prizes, or miracle cures.
• Unusual requests: Ask for gift cards, wire transfers, or cryptocurrency payments.
• Suspicious links or attach-
ments: Hover over links to see the URL. IF ODD, DON’T CLICK!
• Poor grammar or generic greetings: Broken English and vague intros like, “Dear Customer”
The Federal Trade Commission provides a central hub for reporting fraud, scams, and deceptive business practices. This platform is called ReportFraud.ftc.gov. It allows individuals to submit complaints and helps authorities track and respond to emerging threats. USA. gov (Scams and Fraud) can help you find the right agency based on the type of scam and where it happened. FBI.gov is the go-to place for reporting cyber-enabled crimes like phishing, ransomware, and online fraud. Here in Germany, U.S. citizens can go through the U.S. Embassy & Consulates in Germany to report foreign scammers. Remember, do not try to confront the scammer, tell them that you have found them out, or investigate them yourself. Replying may only encourage more scam messages.
Software updates:
Software updates matter! They uphold a resilient defense against ever-evolving cyber threats. When software is updated, it often includes a patch for newly discovered security flaws. With that in mind, it is also always best practice to verify where you are getting your software updates from.
Sophisticated scams can introduce what appear to be legitimate updates which are installing backdoors into your system or device. To combat this, you can take the following steps.
• Ensure all client devices — regardless of operating system — are updated with the latest security patches and configurations.
• Enable automatic updates on all systems and devices.
• Never download updates from emails, pop-ups, or unofficial websites.

The 86th Healthcare Operations Squadron is conducting its annual two-week influenza point of distribution, or POD, at the En-route Patient Staging facility at Ramstein Air Base, Oct. 20 - 31.
The purpose of the event was to vaccinate the Kaiserslautern Military Community and maintain medical readiness.
The first week of the event is open Monday to Friday from 6 a.m. to 6 p.m. for active duty service members and first responders, and Monday to Friday from 6 a.m. to 5 p.m. the following week for beneficiaries such as retirees, dependents, civilian employees and contractors covered by TRICARE.
Children, ages four and below, may also receive their vaccines at the immunizations clinic, which offers a fast-track station for families.
“The vaccine we give is trivalent, meaning
it protects against three different flu strains,” said U.S. Air Force Staff Sgt. Hernan Jaco Araujo, 86th HCOS noncommissioned officer in charge of the immunizations clinic.
“Vaccines are one of the top medical advances in human history, second only to clean water.”
The POD setup allows the medical team to streamline vaccinations for the entire base population, a capability that is tested annually to ensure preparedness in case of a large-scale immunization event in response to a virus outbreak.
“It’s our proof of concept,” said U.S. Air Force Maj. Debra Burden, 86th HCOS primary care flight commander. “The goal is to vaccinate the entire installation within 96 hours if needed. This ensures that if a real-world scenario happens, then we can protect everyone quickly.”
Ramstein’s Department of Defense Education Activity schools continue to require influenza vaccinations for students, making the POD event all the more necessary.
“Here in the KMC, it remains mandatory,” Burden said. “Children must be vaccinated to attend school or participate in child and youth services programs.”
For active duty members, the vaccine is a readiness requirement. Failure to receive it results in an Individual Medical Readiness item flag, which can delay permanent change of station moves and deployments.
The immunization process at the POD is designed for efficiency. Patients complete a short health questionnaire, check in, receive their vaccination and check out all within minutes.
Burden emphasized the importance of basic hygiene and responsible behavior to prevent the spread of the flu.
“We encourage frequent handwashing, coughing into your elbow instead of your hands and staying at home if you’re sick,” Burden said. “If you’re ill, don’t try to tough it out at work or school, you’ll only spread it further.”

The Historic Beer Cellar was built in the 19th century to store and keep cool the beer of the two local breweries throughout the summer months. With over 45,000 pumpkins of various kinds, unique works of art were created at this year’s pumpkin exhibition under the theme of “Fire.” In addition to lionfish, fire salamanders, and jellyfish, a volcanic landscape can be admired in pumpkin garb. Younger fans are sure to enjoy “Fireman Sam,” Jim Button with his steam engine Emma, and Fred Flintstone. The eightperson assembly team attached each individual pumpkin to wooden and wire frames. To give the figures their colorful appearance, a variety of pumpkins were used. The colors ranged from white to classic orange decorative pumpkins to blue pumpkins.

The day is not a public holiday and all offices and stores are open for business, but you may encounter people in silly costumes.

Ghosts and goblins, spiders and witches, trick-or-treating, jack-o-lanterns, and spooky parties? We are all familiar with typical Halloween scenes and activities. But, have you ever wondered where the tradition originated and how it was brought across the Atlantic Ocean and then back to Europe in the last century?
The celebration on the last day of October has a rich history that dates back over 2,000 years to the ancient Celtic festival of Samhain (pronounced “sow-win”). The festival marked the end of the harvest season and the beginning of winter, a time often associated with death. The Celts, who lived in what is now Ireland, the United Kingdom, and northern France, believed that on the night of Oct. 31, the boundary between the living and the dead became blurred, allowing spirits to return to earth. During Samhain, Celts would extinguish their hearth fires and gather to light a communal bonfire, which was believed to ward off evil spirits. They wore costumes, typically made from animal heads and skins, to disguise themselves from the spirits. Offerings of food and drink were left outside to appease the wandering spirits and ensure a good harvest for the coming year.
Ancient Celts marked Samhain as the most significant of the four quarterly fire festivals, taking place at the midpoint
between the fall equinox and the winter solstice. During this time of year, hearth fires in family homes were left to burn out while the harvest was gathered.
After the harvest work was complete, celebrants joined with Druid priests to light a community fire using a wheel that would cause friction and spark flames. The wheel was considered a representation of the sun and used along with prayers. Cattle were sacrificed, and participants took a flame from the communal bonfire back to their home to relight the hearth.
It is also noted that in some areas Samhain was a mandatory celebration lasting three days and three nights where the community was required to show themselves to local kings or chieftains. Failure to participate was believed to result in punishment from the gods, usually illness or death.
There may have also been a military aspect to Samhain in Ireland, with holiday thrones prepared for commanders of soldiers. Anyone who committed a crime or used their weapons during the celebration faced a death sentence.
As the Roman Empire expanded into Celtic territories, Samhain traditions began to merge with Roman festivals. By the 9th century, the influence of Christianity had spread into Celtic lands. Pope Gregory III designated Nov. 1 as All Saints’ Day, a time to honor saints and martyrs. The evening before became known as All Hallows’ Eve, eventually shortened to Halloween.
Halloween was brought to the United States by Irish and Scottish immigrants in
the 19th century. These immigrants carried with them the traditions of Samhain and All Hallows’ Eve. In America, Halloween evolved into a community-centered holiday, with activities such as trick-or-treating, costume parties, and pumpkin carving becoming popular. Although Samhain, or Halloween, originated in Europe, it was reintroduced to many European countries from the United States in the late 20th century.
Today, Halloween in Ireland is celebrated with a mix of traditional and modern festivities. Some of the highlights include the Púca Festival in County Meath, which celebrates the mythological Púca, a shapeshifting creature from Celtic folklore. The event features music, myth, food, folklore, and fire. The Macnas Parade in Galway along the West Coast is a spectacular event with giant puppets, performers and musicians taking to the streets. The Bram Stoker Festival in Dublin celebrates the legacy of the author of “Dracula’ with gothic-themed events, performances and installations.
Halloween celebrations have become very popular in Germany, and you may experience children trick-or-treating in costume in your village. Traditions such as costume parties, haunted houses and even parades are gaining popularity among adolescents and young adults, in particular, in view of the German holiday the following day.
A few special events to let your blood run cold: Europa Park invites visitors to Horror Nights – Traumatica, a festival of fear. The event will provide plenty of shock
effects and nasty nightmares. Cruel creatures, monsters and dark figures will spread fear and terror.
Or, spend Halloween at Castle Satzvey: Ghostly creatures will crawl out of every corner of the extensive castle grounds and terrify anyone who approaches. The zoo in Siegelbach has a special “spooky night” for younger visitors on Oct. 31 and the Celtic village at Donnersberg will again host its annual Samhain festival with bonfires, Celtic arts and crafts and a torch walk to the circle of statues in its Celtic Garden in the evening. Also see a listing of Halloween events in “Unterwegs.” Whatever you decide to do, whether it’s carving pumpkins with your kids, spending a blood-chilling time at a haunted house or castle, watching a scary movie, or just rushing to the door every few minutes to cater to trick-or-treaters, make sure to have a spooky weekend and an eerie Halloween night! It might come as a surprise to U.S. citizens, but it is true: Tesla’s Cybertrucks are currently not allowed to be imported or registered in Germany (or the EU).
The Cybertruck has no typeapproval from the European Union (EU) due to significant passive safety concerns. Several specifications of the Cybertruck, particularly the sharp-edged, stiff stainless-steel body, violate EU safety standards, primarily for the protection of vulnerable road users.
EU safety standards do not only focus on the safety of the vehicle occupants but also on the safety of other road users and in particular of vulnerable road users such as pedes-
trians, bicyclists, and motorcyclists. These standards require, for example, passive safety features such as impact protection zones prohibiting sharp edges on the vehicle body and speed limiters on vehicles weighing over 3.5 tons – requirements clearly violated by the Cybertruck.
Nevertheless, the U.S. Forces submitted an inquiry to the German Federal Ministry of Transport (FMoT) about the possibility for members of the U.S. forces to import and register Cybertrucks in the USAREUR-AF system.
After a legal review, the German Ministry of Transport denied the request, because the Tesla Cybertruck not only fails to meet the EU legal requirements but deviates significantly from them. This means that a Cybertruck could also not receive national individual vehicle approval. According
to the FMoT, a safe operation in German public road traffic, which is a prerequisite for registration of a privately owned vehicle by the U.S. Forces in accordance with the Supplementary Agreement to the NATO SOFA, is not ensured.
Another concern is that the Cybertruck would attract a lot of attention when operated in public traffic. This would defeat the purpose of issuing USAREUR-AF cover plates for force protection. It is commonly known that the Cybertruck cannot be registered and operated in Germany.
For the above reasons, U.S. Army Customs Agency will not issue import certificates for Tesla Cybertrucks. Personnel who nevertheless decide to import a Cybertruck, risk having to ship the vehicle back to the US at their own expense.

• Proof of income (Einkommensnachweis). Submitting copies of your retirement pay is usually sufficient.
• Proof of health insurance (Krankenversicherung). If you remain covered through the U.S. system, then submit proof of this. Otherwise, you will have to acquire health insurance on the German economy.
• Passports and photos of you and each family member.
If you are married and your spouse is not German, the above items are also required of your spouse. You will also need to submit a marriage certificate, regardless of your spouse’s nationality. It is advisable to start early on these things, however, as long as you have
SOFA status, you cannot start this process. When you lose your status, you will be considered a U.S. tourist who just entered the country. After this, you can stay in Germany for 90 days without needing a status. As soon as you lose the SOFA status, you should begin the process of applying for a residence permit. Make an appointment at the Foreigners’ Registration Office (Ausländerbehörde). Call 0631365-2245/2584 for the Kaiserslautern City Administration or 0631-7105-201/401 for the County Administration. Take the above items to the appropriate office. Your documents will be reviewed. There is no fixed time for the process. It can be a matter of two weeks or longer. Therefore, it is highly recommended you begin the process as soon as you lose your SOFA status. Usually, a residence permit must be renewed annually. Also, you will not receive German health benefits if you do not pay into the German health care system through employment. Therefore, you will only receive a residence permit if you already have your own health care. If you do end up working on the economy, you will then pay for German health insurance, which entitles you to receive German health benefits. There is no specific job you will need to acquire in order to stay in Germany. Most retirees have suffi cient income through their pension.

Patty Berg, a founder and the first president of the Ladies Professional Golf Association, won 15 major titles and set a record that still stands for the most major wins by a female golfer. She was also a first lieutenant in the Marine Corps Reserve during World War II.
Berg was born in Minneapolis on Feb. 13, 1918. Her father, Herman Berg Sr., was a grain merchant and member of the Chicago Board of Trade and Minneapolis Board of Trade. Both he and Berg’s mother, Theresa Berg, supported their daughter’s athletic aspirations.
During her teen years, Berg played quarterback on the 50th Street Tigers football team in Minneapolis. She was the only girl on a team that included Bud Wilkinson, who went on to become a football coach for the University of Oklahoma.
Also during her teen years, she played amateur golf and then professional golf. In 1934
she began her amateur golf career and won the Minneapolis City Championship and by 1938 was the Associated Press Woman Athlete of the Year – the first of three times she was awarded that honor.
Berg joined the Marine Corps at age 25, serving from 1943 to 1945. Already a worldfamous golfer, the news media was interested in learning why she signed up.
In an interview with a reporter from The Pittsburgh Press newspaper, Berg said she chose the Marine Corps because her childhood heroes, Bernie Bierman and Paul Kennedy, were Marines serving during World War II. Bierman had been the head football coach at the University of Minnesota, and Kennedy was Berg’s cousin.
During the war, Berg played benefit golf matches to raise money and awareness for the war effort. In 1944, she purportedly raised $3 million for the war, a large sum of money in those days.
She was also a Marine Corps procurement officer in the
Eastern Procurement Division in Philadelphia.
During her career, Berg won 15 major championships: the U.S. Women’s Open (1946); the Western Open (1941, 1943, 1948, 1951, 1955, 1957, 1958); and Titleholders (1937, 1938, 1939, 1948, 1953, 1955, 1957).
She shared a tip with golf enthusiasts: “Don’t rush. Play one shot at a time just like you live one day at a time. And don’t think beyond the ball. The minute you think beyond the ball, that’s when you see all the trouble.”
When Berg was inducted into the LPGA Hall of Fame, she quipped: “I’m very happy I gave up football.”
The association now gives the annual Patty Berg Award to the person who makes the greatest contribution to women’s golf.
Berg died in 2006 at the age of 88 in Fort Myers, Florida.

According to the Federal Statistical Office, each person in Germany generates
an average of 10.8 kilograms of electronic waste per year. In Kaiserslautern, this corresponds to around 1,100 tons. That is a huge mountain that needs to
be disposed of properly. However, small electrical appliances such as cables, LED lamps, chargers, and USB sticks often end up in the residual trash due to ignorance or convenience. For this reason, we want to raise awareness among citizens about the proper disposal of their electrical appliances on International E-Waste Day.
Old household appliances that require power from a socket, battery, or solar cell and can no longer be given away or repaired are considered e-waste. These include small household appliances, electric toys and tools, lamps, entertainment and information technology devices, furniture and clothing with built-in electrical components, and large household appliances.
These electrical appliances must be collected separately because they contain valuable raw materials that can be recovered and reused through proper recycling. Improper disposal not only wastes resources, but can also cause damage to
the environment and health through pollutants such as mercury or lead.
The city of Kaiserslautern offers various free options for conveniently disposing of electronic waste. These include dropping it off at recycling centers or having large electrical appliances picked up from your doorstep. Appointments can be made by phone at 0631 3 65 35 21, by email at abholservice@stadtbildpflege-kl. de, or via the Stadtbildpflege app.
If you live in the county of Kaiserslautern, you can take your electrical waste to their recycling centers or schedule a pickup service by phone at 0631 7105250 or by email at elektroschrott@kaiserslautern-kreis.de or via the Abfallratgeber Landkreis Kaiserslautern app.
As an alternative to these services, many electronics stores and hardware stores take back e-waste up to a certain size free of charge — even without a new purchase. This drop-off option also applies to larger supermarkets and discount stores.

Begin in the Marktplatz
The Bremer Markplatz is the ideal spot to commence any Bremen exploration. It’s a vibrant, massive, sprawling, cobblestoned plaza that is surrounded by gorgeous buildings. One of those buildings is the legendary Rathaus, or City Hall. A UNESCO World Heritage Site, the Rathaus is an architectural marvel. The best part? The Rathaus hosts an amazing restaurant – the Bremer Ratskeller – in the basement. It’s more than six centuries old, contains hundreds of types of German wine, has vaulted ceilings and ornate wood carvings, and the food is good.
St. Peter’s Cathedral also anchors the Marktplatz. Host to hundreds of thousands of visitors each year, this is no ordinary church. Visitors can climb the huge towers (be forewarned: steps are involved) or visit the cathedral museum. A cool (and simultaneously haunting and touching) experience involves the special ‘mummies’ on display in the cathedral’s basement. Each of the eight mummies – which are centuries old and were mummified naturally – has its own story to tell, which is made all the more special because none of them were kings or queens.
No visit to the Marktplatz would be complete without a quick look at the statue of the Bremen Town Musicians, the famous characters from the Grimm Brothers’ tale. Legend has it that gripping the donkey’s two front legs brings good luck!
Quarters and more
If you leave the Marktplatz and wander toward the Weser River, you will find yourself smack-dab in the middle of the Schnoor quarter. It’s like walking back in time. Schnoor is packed with winding, narrow cobblestone lanes, beautiful shops with hanging signs that seem straight from a Harry Potter movie, and incredible halftimbered houses. Even in a country where medieval chic seems commonplace, the Schnoor quarter will amaze you.
While you’re there, don’t miss the Böttcherstrasse. Derived from the German name for cooper (böttcher, or one who makes barrels), it’s one of the best little streets in Bremen, and is home to many crafts shops and art studios.
The Viertel (which literally means ‘the Quarter’) is also outstanding, and has a completely different feel than the old city center. This is where the modern city comes alive – all with a very ‘Bremen’ feel. The Viertel has restaurants, pubs, coffee shops, and a large variety of independent stores. And there is music. So much music. Because, after all, music is one of the things that makes Bremen famous.
While in the Viertel, visitors can find all the culture they want. The city’s Kunsthalle is a smashing art museum, and very accessible. It contains works from modern artists like Munch and Picasso, classic paintings from Dürer and Rubens, and many, many others.
The Gerhard Marcks House is also well worth a visit. It’s a sculpture museum, and a very beautiful one at that. The museum takes its name from Marcks, who was a famous 20th century German sculptor, and it houses hundreds of his works. But it also contains other fascinating pieces from across the world.
Location, location, location
Bremen was once a member of the famous Hanseatic League, and its maritime past (and past wealth) is evident even today. Bremen’s location also means that visitors are just a short trip away from the North Sea coast, which can be particularly lovely during spring, summer, and autumn.
The city is also ideally located for a number of other attractions – including amusement parks. For families, Bremen is close to both Magic Park Verden (ideal for younger children) and the Heide Park Resort (which is awesome for thrill seekers of all ages).
By car, Bremen is approximately 5 hours from Kaiserslautern or Wiesbaden, and 6.5 hours from Stuttgart. Please check with Deutsche Bahn for train options.
