Pakkret
Municipality offers many services to residents in the area, as an agency that has a close affinity with the people and whose administrators are selected by the community. Various services are provided and there are also income-earning activities that Pakkret Municipality carries out in accordance with its mandate. There are programs focused on making Pakkret a highly livable city, as well as to ensure that there are all the utilities needed, education management, community development, peace and security, and orderly management so that the people can live together happily and in harmony in Pakkret, the city of services.

ปั ญหาทอ้ งถิน่ ...แกด้ ว้ ยนโยบายทอ้ งถิน่
การอยู่ในเขตชุมชนท้องถิ่น นอกจากผู้อยู่จะต้องเลือกผู้แทน ในระดับรัฐบาลแล้ว ยังจะต้องเลือกผู้แทนในระดับท้องถิ่น เพื่อเลือก ผู้บริหารและสมาชิกสภาท้องถิ่น หรือในเขตเทศบาล เรียกว่า นายก เทศมนตรี และสมาชิ ก เทศบาล ซึ่ ง เทศบาลนครปากเกร็ ด สามารถ เลือกตัวแทนมาดูแลเมืองได้รวมทั้งสิ้น 25 คน นายกเทศมนตรี 1 คน สมาชิกสภาเทศบาล 24 คน การเลือกผูแ้ ทนที่ดีนั้นต้องดูที่นโยบายของผู้ทเี่ สนอตัวให้พลเมือง ชุมชนนัน้ เลือก นโยบายท้องถิน่ ทีด่ จี ะต้องเป็นนโยบายทีส่ ามารถแก้ปญ ั หา ของท้องถิ่นได้จริงๆ ในเวลาอันเหมาะสม มีความเป็นไปได้ และคุ้มค่า กับงบประมาณที่สูญเสียไป ท้องถิ่นนครปากเกร็ด บริหารโดยใช้กฎหมายการเลือกตั้งนายก เทศมนตรีโดยตรงตั้งแต่ปี 2543 เป็นต้นมา ปัจจุบันพัฒนาเมืองภายใต้ วิสัยทัศน์ “แหล่งการศึกษาชั้นดี ที่อยู่อาศัยชั้นน�ำ ถิ่นวัฒนธรรมดั้งเดิม ประชาชนร่วมเสริมการพัฒนา” เทศบาลมีแผนงานโครงการรองรับ วิสัยทัศน์ดังกล่าว ปีละกว่า 200 โครงการ โดยงบประมาณโครงการด้าน สิง่ แวดล้อมมีสดั ส่วนสูงสุด การพัฒนาเมืองจะมีประสิทธิภาพ หากพลเมือง ของเมื อ งร่ ว มกั น ตรวจสอบติ ด ตามและร่ ว มกั น ในการแก้ ป ั ญ หาเมื อ ง ทั้งทางตรงและทางอ้อม 4

Local problems……solve with local policies For people who live in local communities, apart from the duty to elect leaders at the national level, there is also a duty to elect local representatives, including administrators and members of local administrative council which are called Mayors and members of the Municipality Council. Pakkret Municipality is entitled to have 25 representatives, comprising of 1 Mayor and 24 members of the Municipality Council. In electing a good representative, one must look at the policy platform presented to the community. A good policy well-suited for the local community must be able to effectively address the problems in the local community in a timely manner. It must also be feasible and be worth the investment and achieve value-for-money. The local administration of Pakkret is elected through the election law for municipal mayors since 2000, which mandates for direct elections. At present, the local administration works under the vision “Source of quality education, superb residential areas, land of traditional culture and where the community joins hands for development”. The Municipality has over 200 projects to implement such vision. Among these, the budget for environmental projects receives the highest portion. The Municipality believes that development will be efficient if the citizens help in monitoring and following-up measures to solve the problems, both directly and indirectly. 5

The development of education…..must be in line with local culture Education management, the preservation of art, culture and tradition, local wisdom and local cultures are all services which should be instilled and developed continuously. Quality service must also be developed to be in line with the social environment and local cultures. Pakkret Municipality is an area with a touch of Mon culture, although not to an outstanding level. It is quite a challenge to build upon such identity in a short period of time. The Municipality has therefore focused on holding traditional events in a continuous frequency, with local educational institutions that have potential take part in the events. It has also developed education from the primary age (young children) up to elementary and high school to enhance the skills of children to the level that they are able to study in local high schools and not have to travel into Bangkok to further their education. This is aimed at developing Pakkret Municipality to become a center of excellence for education as stated in the preamble of the vision statement of Pakkret Municipality. Participation of the community and social services Providing social welfare, development of the quality of life of children, women and the elderly, and the marginalized are all tasks that were transferred to Pakkret Municipality, as an organization that implements national policy for the service of the people. The Division of Social Welfare is an agency that is responsible for such tasks, providing services on social welfare to the elderly, the disabled, and AIDS patients in areas according to the mandate and government policy. The work related to welfare must go through the joint deliberations of the Municipality and the community before consideration of details. The representatives of the community are selected by the Municipality for each area to help convey issues of concern to the Municipality. Currently, in Pakkret there are a total of 66 communities where interested residents work with the Municipality through becoming community representatives. This is one way in which the community can take part in the development work in an informal way, but nevertheless significantly help strengthen relationships in the community. Damrongtham Center….receiving complaints and listening....solving issues Living together in a city naturally creates issues among the residents. Most of the problems arise from the breach of rules of the society and the lack of understanding of the plight of others, as well as the lack of communication. The total number of complaints as compiled by the Municipality on the lack of efficiency of services provided by the government, as well as on cases of taking advantages, was 80 cases per month, since it started receiving complaints until the present time. This number is likely to increase. As the main agency responsible for servicing the local community, the Municipality oversees the provision of services to solve complaints. Damrogntham Center of Pakkret receives complaints through email (www.pakkretcity.go.th), telephone ( 0 2960 9704 ext. 606,607) and letters, as well as through complaint forms. The Municipality verifies the facts regarding every case before proceeding. All complaints will be remedied so that we can all live together under an atmosphere of mutual understanding. Developing the city…infrastructure and facilities The development of the city and streets in the community is one such task of Pakkret Municipality to provide services to the community. Although the main roads in Pakkret, Chang Wattana route, Tiwanond route, and Leang Muang roads, as well as electricity and water, are under the responsibility of various agencies, the Municipality is the coordinator for services to ensure that traffic, utilities, sewage systems are managed in the most efficient manner. Currently, in areas that fall under the urban plan and is covered by laws that apply to a large number of people, development must be carried out under such framework and law. Persons involved in the construction of all types of buildings, including those who have issues with buildings and permission to use buildings, can inquire and verify information with the Municipality. The objective of this is to maintain order amongst the community under the rules and regulations of the city. The Municipality Act mandates that the Municipality is responsible for the maintenance of infrastructure on land, water, sewage and lighting in the community, construction, boat docks, and various utilities. The Public Works Bureau is the office providing such services. This is a service management task for the local community’s benefit and safety in living and working in areas in Pakkret. Public Health services and community health People know the Municipality mostly because of the garbage collection services provided. This service has been provided by the Municipality for a long time. The garage problem is increasing daily in the city, so the Municipality must address the issue continuously. An increasing amount of garbage correspondingly affects the health of the community. The Division of Public Health and Enviralment is responsible for health and community sanitation, together with garbage collection. Although there are also government agencies that are responsible, but the agency that is able to work on this issue closely with the community are the Public Health Volunteers. The task of Pakkret Municipality include pro-active public health services and dental services in the community, as well as sanitation centers in factories and retail shops and inspecting complaints and public nuisance. Citizens services such as National ID Cards and transfer of house registration One important task of the Municipality is services to the individual, issuing National ID Cards and Civil Registration. These services are provided everyday (Monday-Friday) with no lunch break. They are also provided for those who live in the Municipality or residents from other areas, who must study the handbook on regulations and prepare the required documents. Apart from this, from 2016 onwards, Pakrret Municipality will arrange Mobile Registration services in densely populated communities so that residents will not have to travel to the Municipality. The Municipality will provide services for National IDs for children and youths who are of age in various communities, by providing modern and convenient services. This is one of the services provided by the government sector that focuses on convenience and consuming the least amount of time. Environment, clean canals and energy conservation Part of the task of the Municipality is to provide environmental services, including for monitoring, prevention and problem solving. This task is also a collaborative effort between the Municipality, the government, the public, educational institutions, the community and private sector. The objective is to jointly campaign for energy conservation and to monitor and not produce pollution. The Pakkret area is included in a pollution-controlled area, and the efforts to solve environmental problems must go through many agencies. At present, the Municipality has conducted a study of the system on the part of that it is responsible for, with the focus on creating a sewage system that uses minimal space and minimally affects the city structure. Apart from this, there was a study on the adapting of alternative energy for use and to apply the concept of Klong Suay Nam Sai (Beautiful Canal, Clear Water) project in the area. โครงการอนุรกั ษส์ วนทุเรียนนนท์ สวนสมเด็จพระศรีนครินทร์ นนทบุรี สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี องค์นายิกา กิตติมศักดิ์ของมูลนิธิสวนสมเด็จพระศรีนครินทร์ ทรงห่วงใยในสถานการณ์ อุกทภัยเมือ่ ปีพทุ ธศักราช 2554 ได้ทรงมีพระราชด�ำริให้ผวู้ า่ ราชการจังหวัด นนทบุ รี พิ จ ารณาในการอนุ รั ก ษ์ พั น ธุ ์ ทุ เ รี ย นของจั ง หวั ด นนทบุ รี ที่ ถู ก น�ำ้ ท่วม และในสวนสมเด็จพระศรีนครินทร์ นนทบุรี ควรปลูกทุเรียนเพือ่ เป็น ศูนย์เรียนรูแ้ ละอนุรกั ษ์สวนทุเรียนนนท์ดว้ ย จังหวัดนนทบุรี ได้ดำ� เนินการสนอง พระราชด�ำริโดยจัดท�ำโครงการอนุรกั ษ์สวนทุเรียนนนท์ขนึ้ ในพืน้ ที่ 7 ไร่ บริเวณ สวนสมเด็จพระศรีนครินทร์ นนทบุรี จากความร่วมมือของทุกภาคส่วน ในจังหวัดนนทบุรจี งึ เกิดขึน้ เมือ่ เดือนมิถนุ ายน 2555 โดยสมเด็จพระเทพรัตน ราชสุดาฯ สยามบรมราชกุมารี เสด็จพระราชด�ำเนินทรงเปิดโครงการเมือ่ วันที่ 30 กันยายน 2558

การพัฒนาโครงการได้กำ� หนดพืน้ ทีอ่ อกเป็น 3 ส่วนคือ ส่วนที่ 1 ส่วนลานทรงปลูก ได้ด�ำเนินการปรับปรุงพื้นที่เป็น สวนทุเรียนนนท์จำ� ลอง ปลูกไม้แซมทองหลาง มังคุดและอนุบาลทุเรียนพันธุ์ เมืองนนท์ จ�ำนวน 3 พันธุ์ ได้แก่ พันธุ์ก้านยาว กระเทยเนื้อขาว และพันธุ์ กลีบสมุทร โดยสมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี ทรงปลูก ทุเรียนพันธุก์ ระเทยเนือ้ ขาว ส่วนที่ 2 ส่วนพิพธิ ภัณฑ์พนื้ บ้าน ได้ดำ� เนินการก่อสร้างเป็นอาคาร เรือนไทย พืน้ ทีป่ ระมาณ 300 ตรม. และจัดท�ำเป็น “พิพธิ ภัณฑ์แห่งการเรียน รู้ทุเรียนนนทบุรี” เพื่อจัดแสดงพระราชประวัติสมเด็จพระศรีนครินทรา บรมราชธานี ข้อมูลต้นไม้ประจ�ำสวนสมเด็จพระศรีนครินทร์ 12 สวน ทัว่ ประเทศ ข้อมูลการอนุรกั ษ์พนั ธุกรรมทุเรียนนนท์ และภูมปิ ญ ั ญาชาวนนท์ จากค�ำบอกเล่า โดยจัดท�ำเป็นส่วนจัดแสดงสือ่ เสมือนจริง รวมทัง้ การน�ำเสนอ สภาพพืน้ ทีส่ วนทุเรียนจังหวัดนนทบุรตี งั้ แต่อดีตจนถึงปัจจุบนั และแนวโน้ม ทีจ่ ะส่งผลกระทบให้วถิ ชี าวนนท์เปลีย่ นแปลงไป การอนุรกั ษ์พนั ธุกรรมทุเรียน นนท์ วิธกี ารปลูกตามภูมปิ ญ ั ญาแต่ละอ�ำเภอ และถ่ายทอดความรูล้ งในกลุม่ เด็ก และเยาวชนและชุมชน ซึ่งศูนย์เรียนรู้พร้อมที่จะเปิดให้บริการได้ประมาณ ปีพทุ ธศักราช 2560

ส่วนที่ 3 ส่วนสวนทุเรียน ได้ดำ� เนินการปรับสภาพพืน้ ที่ พัฒนา คุณภาพดิน โดยใช้ดนิ จากสวนทุเรียน จังหวัดนนทบุรี และด�ำเนินการจัดท�ำ เป็นร่องสวนตามวิถชี าวสวนนนท์ จ�ำนวน 6 ร่อง และสืบเสาะหากล้าพันธุท์ เุ รียน จ�ำนวน 60 สายพันธุ์ ปลูกลงในพื้นที่ตามภูมิปัญญาของแต่ละพื้นที่ที่มี ความแตกต่างกัน โดยก�ำหนดการปลูกทุเรียนนนท์พนั ธุต์ า่ งๆ สลับกับการปลูก ทองหลาง มังคุด กล้วย จัดท�ำระบบนิเวศน์ระบายน�้ำ และเพาะเลี้ยงปลา ในร่องสวน เพือ่ ตรวจวัดคุณภาพน�ำ้ ด้วยวิธธี รรมชาติปลูกหญ้าแฝก เพือ่ ป้องกัน การทรุดตัวของดินร่องน�ำ้ สวนโดยรอบ
จังหวัดนนทบุรีได้ด�ำเนินการปลูกทุเรียนนนท์ระยะแรก จ�ำนวน 26 สายพันธุ์ เมื่อเดือนพฤษภาคม 2557 และระยะที่ 2 อีกจ�ำนวน 24 สายพันธุใ์ นช่วงเดือนพฤษภาคม 2558 ซึง่ เป็นช่วงเวลาทีเ่ หมาะสมในการปลูก ทุเรียนของจังหวัดนนทบุรี ทุเรียนนนท์ 60 สายพันธุป์ จั จุบนั ทุเรียนเจริญเติบโต ความสูงของต้นประมาณ 1-2 เมตร ดินน�ำ้ ในร่องสวนมีคณ ุ ภาพเหมาะสมและ ได้รบั การดูแลโดยปราชญ์ทเุ รียนนนท์อย่างต่อเนือ่ ง เพือ่ ให้โครงการอนุรกั ษ์สวนทุเรียนนนท์มคี วามยัง่ ยืน เป็นศูนย์เรียน รูใ้ นการอนุรกั ษ์สวนทุเรียนนนท์ ตามวิถชี าวนนท์จากค�ำบอกเล่าจังหวัดนนทบุรี องค์การบริหารส่วนจังหวัด และเทศบาลนครปากเกร็ด จะได้จดั ให้มกี จิ กรรม ให้เด็กและเยาวชน ชุมชนได้รแู้ ละเห็นถึงคุณค่าของทุเรียนนนท์สบื ไป การน�ำ ทุเรียนนนท์มาอนุรกั ษ์ทสี่ วนสมเด็จพระศรีนรินทร์ นนทบุรี นอกจากจะเป็นที่ รวบรวมข้อมูลพันธุท์ เุ รียนนท์ เกษตรกรและภูมปิ ญ ั ญาชาวสวนนนท์ทอี่ าจเลือน หายไปแล้ว ยังเป็นการแสดงให้เห็นถึงการส่งเสริมและมีส่วนร่วมของภาค ส่วนต่างๆ ในจังหวัดนนทบุรี ในการทีจ่ ะร่วมกันอนุรกั ษ์และพัฒนาพันธุท์ เุ รียน ให้คงอยู่ และช่วยส่งเสริมศักยภาพให้สวนสมเด็จพระศรีนครินทร์ นนทบุรี เป็น สวนทีม่ เี อกลักษณ์สง่ เสริมให้เกิดแหล่งเรียนรูท้ ที่ รงคุณค่าในสวนได้ตอ่ ไปด้วย

Project on the Conservation of Durians, Suan Somdech Phra Srinagarindra Park, Nonthaburi
of Durians in a land area of 7 rai near the park in Nonthabur. The project began in June 2012 following the close cooperation between all sectors involved. Her Royal Highness Princess Maha Chakri Sirindhorn graciously inaugurated the project on 30 September 2015.
Her Royal Highness Princess Maha Chakri Sirindhorn, Honorary The development of the project is divided into 3 areas : Patron of the Suan Somdech Phra Srinagarindra Foundation, was First Area : Durian orchard planted by HRH. The area was concerned about the flooding situation in 2011. HRH instructed the Governor of Nonthaburi to consider conserving durians o Nonthaburi that were affected by the floods. HRH noted that durians should be grown in Suan Somdech Phra Srinagarindra Park to become a center for learning. Nonthaburi Province has taken such guidance and created the Project on the Conservation

developed into a model durian orchard, with Samtonglang trees, mangosteen, and 3 varieties of durians planted, namely, Long stem, White Kratoey, and Kleabsamut. HRH planted a White Kratoey durian tree on this occasion. Second Area : Local traditions museum. A Thai style house was built in an area of 300 sq.meters and set up as a “Museum of Learning for

Durians of Nonthaburi” which included exhibitions of the life history of The Princess Mother Somdech Phra Srinagarindra, information on the plants in the park, plants in 12 affiliated parks around the country, information of preservation of the genetic breed of durians, and local wisdom of the people of Nonthaburi. The exhibitions are presented in life-like images and also included the condition of areas in Nonthaburi that planted durians from the past to the present, as well as how the plantations can possibly affect the lives of the people of Nonthaburi. It also showcases the preservation of genetic breeds, methods in planting according to the local wisdom of each district, and the dissemination of knowledge to children and the youth in the community. The Museum will open to the public in 2017. Third Area : The Durian Orchard. The land area was developed in terms of the quality of soil brought in from provincial land. The orchard was plowed into 6 lanes according to the methods used by locals. Sixty breeds of durian were selected and planted in different areas using local wisdom. The durians were planted alternately with mangosteens and bananas and an ecological water sewage system and fish breeding areas were built. The purpose
was to check on the quality of water through the natural method of planting grass to prevent the receding of soil in the orchard. Nonthaburi Province planted 26 breeds in the initial phase in May 2014 and in the second phase in May 2015, planted 24 breeds. The timing was most suitable for the planting. Of the 60 breeds, today the durians have grown into trees as high as 1-2 meters. The soil in the orchard are of high quality and suitable for continued durian planting. To ensure the sustainability of the project as a learning center according to the local wisdom of the people of Nonthaburi, the Provincial Administrative Organization and Pakkret Municipality held activities for children and youth so that the community will recognize the value of durians in the future. Preserving durians at the park will not only serve as a source of information on the local wisdom of orchard farmers and the community which may otherwise be lost, it is also a proof of the cooperation of various sectors in Nonthaburi on joint preservation efforts of durian breeds, as well as a promotion of the Suan Somdech Phra Srinagarindra Park as a unique park and valuable source of information and learning in the years to come.
