he Khartoum government declined an invitation from the African Union (AU) panel to attend a new round of negotiations aimed at resolving post-secession issues with South Sudan. South Sudan’s investment minister Deng Garang told the press in Juba that his government received notification from Khartoum that talks on the outstanding items are suspended. Issues that are yet to be discussed include issues such as border demarcation, Abyei, splitting up national debt and oil transit fees charged on South Sudan. However the foreign ministry Undersecretary Rahmatalla Osman speaking to al-Intibaha dismissed Garang’s remarks saying no notification was sent to Juba on suspending talks. President Kiir said South Sudan is not fighting the Khartoum government either directly or by proxy. The following statement was posted on the government of South Sudan website shortly after the President had addressed the press. The Khartoum government has been engaged in fights with the rebels opposed to it in the three areas of Darfur, South Kordufan and Southern Blue Nile with Khartoum accusing Sudan People’s Liberation Movement (SPLM) of supporting the armed groups in these areas. President Kiir noted that the allegations that his government is moving forces and arms from Yafta to Wadaga are totally untrue. He cited the reason of no infrastructure in these areas therefore making it hard to move from one area to another especially during the rainy season. “President Bashir has been president of the Sudan for very many years, how many roads did he build in these areas to allow easy movement”, he asked. He noted that the claims that the opposition forces that fled Sali area in Blue Nile have been received and are being hosted by the Republic of South Sudan were also totally unfounded. “the persons who fled the scene of the fighting in the areas bordering the Republic of South Sudan and reached Renk safely are legitimate civilians about 1000 in number” he noted.

President Kiir addressing the journalists Further urging the international community to go there and verify the facts. He also appealed for humanitarian assistance for these needy people. President Kiir explained that the Republic of Sudan is a member of the United Nations but is threatening the sovereignty of South Sudan through military invasion. He said this is a grave concern and contradicts the spirit of the Comprehensive Peace Agreement (CPA). He called on the UNMISS and the Security Council to take note of this fact. President Kiir said the claims Khartoum is leveling against South Sudan are nothing but an attempt to invade the Republic of South Sudan. “The accusations by Khartoum against South Sudan are to mask their own activities in support of the armed dissident groups that are fighting its proxy wars against the Republic of South Sudan”, said President Kiir. He further asserted that Khartoum’s proxy wars against South Sudan started way back in 2006 when militia generals like Gabriel Tanginya, Mabor Dhoul and others supported by Khartoum attacked and devastated Malakal. He said this was followed by the subsequent attacks in Northern Bahr el Ghazal State and again on the 24th February 2009 Gabriel Tanginya attacked Malakal leaving scores dead. President Kiir said that Khartoum

remains opposed to any attempts to demarcate the borders between the two states. He mentioned that this act of Khartoum is justified by their illegal occupation of Abyei since May and subsequently refusing to withdraw its troops as required by the UN Security Council. He said this attitude by Khartoum represents a potential threat to international peace and security in the region. He further said President Bashir’s remarks after capturing Kurmuk town from the SPLM/A Northern Sector was offensive against the government of the Republic of South Sudan. He said the President was quoted as saying that “it was a mistake to hand over South Sudan, that is, an Arab land, to Africans and that he will recapture and reunite it with Sudan for good”. President Kiir also said that President Bashir was quoted to have asserted that there will be no other “Naivasaha”. President Kiir said that his position is always the same and clear that the Republic of South Sudan under his leadership will not accept the option of war as a means of solving disputes. He said he believes in the viability of the two states economically and security wise, living side by side as sister countries in peace and prosperity and in the spirit of the CPA. He, however, asserted that any attempt by the government of the Sudan to destabilize the Republic of South Sudan will not be tolerated.

Khartoum Declined new AU negotiations with S.Sudan says Minister Khartoum and Juba since two years ago but his efforts have yielded not so much. Deng Garang noted that South Sudan will not engage in bilateral talks on oil should Mbeki fail to come up with new proposals. breakup last July. Sudan accuses South Sudan of supporting rebels fighting its army in Blue Nile and South Kordofan and has gone ahead to lodge complaints with the United Nations Security Council (UNSC). he President of the Republic H.E Gen. Salva Kiir Mayardit last week received credentials of three ambassadors accredited to the Republic of South Sudan, in a special accreditation ceremony organized at the Presidential Guest House in Juba. The Ambassadors are: Amb. Li Zhiguo from China Amb. Cleland Leshore from Kenya, and Amb. Peter Felten from Germany By this the total number of ambassadors accredited to the Republic of South Sudan is five; the first two delivered their credentials to the President in Sep. 16th, 2011 and they were Mr. Alaster Mcphail Ambassador of United Kingdom and Mrs. Ingrid Osfstad, Ambassador of Kingdom of Norway to South Sudan. Shortly after the accreditation ceremony, the Deputy Minister for foreign Affairs and International Cooperation Hon.

Grace Datiro congratulated the three ambassadors and wished them success in their assigned jobs in the new state of South Sudan. Hon Datiro said the Republic of South Sudan will closely work with the ambassadors to strengthen bilateral relations in all fields, and foster cooperation and mutual benefit between their countries and the Republic of South Sudan. The Chinese official accredited ambassador to South Sudan Mr. Li Zhguo after presenting his credentials to the President of the Republic said in a press statement that he is honored to be appointed as the first Chinese Ambassador to the new state of South Sudan. Amb. Zhguo congratulated the people of South Sudan for the rapid growth South Sudan is witnessing under the leadership of H.E Kiir Mayardit. He said the relationship between China and South Sudan started

since 1970s in the fields of health and described the visit of President Kiir to China in 2007 as historic. He said the visit laid a solid foundation for the bilateral relations between Juba and Beijing, especially after the establishment of diplomatic relations. “I will do my best to enhance develop and deepen this relations”, said Mr. Zhiguo. On his part, Kenyan accredited Ambassador to the Republic of South Sudan Mr. Cleland Leshore expressed his appreciation to the President of the Republic of South Sudan for accepting his credentials as the Ambassador of Kenya to South Sudan, which indicates, he said, a clear friendship between Kenya and South Sudan. Ambassador Leshore told the Press that Kenyan Government is committed to pursue a more dynamic and mutual beneficial relationship with South Sudan. He emphasized that at the regional level Kenya will continue to work with its neighbors to enhance peace and Security in the Horn of Africa. The German accredited Ambassador to South Sudan Mr. Peter Felten said the mission of Federal Republic of Germany Embassy to the Republic of South Sudan is to promote and facilitate cooperation, partnership and friendship with South Sudan. He assured that Germany will cooperate with South Sudan at political, decentralization and development levels. He added that is interested to help south Sudan in water sanitation, Police services, DDR and establish cooperation with National legislative Assembly in international Human rights laws and others.

South Sudan Unity state bombing: UN calls for inquiry

U

N human rights chief Navi Pillay has called for an investigation into the bombing of a refugee camp in South Sudan, which became independent in July. The UN has accused Sudan of carrying out the attack in oil-rich Unity state, just south of the border. Khartoum, which is fighting pro-southern rebels on its side of the frontier, denies the allegation. South Sudanese officials say at least 12 people were killed in the air raid. Ms Pillay said there needed to be an independent and credible investigation into Thursday’s bombing of the Yida camp. “If indeed it is established that an international crime or serious human rights violation has been committed, then those responsible should be brought to justice,” she is quoted by Reuters as saying. However, Sudan Armed Forces spokesman Sawarmi Khaled Saad vehemently denied any links to the raid. “This information is completely false. We didn’t bomb any camps or any areas inside the borders of South Sudan,” he told the AFP news agency. Thousands of people have fled fighting in Sudan’s South Kordofan region and crossed the border to take refuge at the Yida camp. Sudan’s army has often been accused of bombing South Kordofan, where it is facing a rebellion from pro-southern groups.

The South Sudan Liberation Army rebel group is also active in Unity State - it denies claims that it is working for Khartoum in order to destabilise its neighbour. Miabek Lang, the commissioner of Pariang county in Unity state, said at least 12 people had been killed and 20 wounded in the bombing. The BBC’s James Copnall in Unity state says he arrived at the camp at about 12:00 GMT on Thursday as a second round of bombs hit. He says that just as a UN helicopter, carrying food aid, settled on to a makeshift landing zone at the camp, there was a deep and terrifying thud of a nearby explosion. A large plane was spotted heading to the north, our reporter says. Several residents of the refugee camp told him it was an Antonov plane, often used by the Sudanese government as a makeshift bomber. The refugees said the plane had circled before launching two bombing raids. Five bombs were dropped, of which four exploded, they told our correspondent. Incidents like this, and both sides’ belief that the other is sponsoring rebels on their territory, are contributing to a rapidly deteriorating relationship between Sudan and South Sudan, he says. South Sudan’s independence in July was the culmination of a peace deal that ended a decades-long north-south civil war.

Health director: 3 million children vaccinated By: Madingdit

O

ver three million children have been vaccinated in the national polio immunization exercise, the Director General for Community and Public Health in the national Health Ministry Riek Lul confirmed. The latest four day phase of the campaign was completed on last week. Lul says the house to house polio immunization “dubbed vaccinate all children from zero to five years against polio now” has covered 90% of South Sudan. “So far we have covered more than 90% of the geographical area that we

targeted with exception of Renk County in Upper Nile and Mayom County of Unity State, the areas where there is active bombardment taking place. This has interrupted the vaccinators from reaching the houses,” said Lul. Lul reiterated the need for parents to avail their children for the two drops of polio vaccine in order to kick the illness out of South Sudan. According to Lul, the next round of Polio Immunization will be between 13th and 16th of December 2011. Polio mostly affects children, spreading through

contact with infected mucus or faeces, or through contaminated food or water. 5%-10% of patients who develop paralytic polio often die from respiratory failure, since they are unable to breathe on their own. Experts cite immunization as the best prevention of polio. At the launch of the national immunization campaign on Tuesday, national Health Minister Hussein Michael Milli said 20,000 health workers had been deployed across the country to immunize 3.2 million children less than five years of age.

EU Donates 200 Million Euros to South Sudan

he European Commissioner for development Andris Piebags revealed last week that the European Commission has granted two hundred millions Euro to south Sudan for developmental projects. He made the remarks the while addressing a press conference at EU head office in Juba, the capital of South Sudan. The 200 million Euros are meant to boost the Education,Health,rule of law and rural development in South Sudan.. Piebags who was on his second visit to South Sudan said that his team of delegates were all keen to help South Sudan strengthen its development. “South Sudan has a huge potential in agriculture field and this is why

we are encouraging developmental program in the country to meet the needs of local population”, said the Commissioner. He further stated that roads’ improvement in rural areas in terms of feeder roads is crucial to enhance transportation means especially to the local farmers so as to have easy access to markets, said Piebags. He strongly pushed for agricultural strategic plans that will relieve the total dependency on oil and will diversify the economy. He noted that the 200 million Euros that was pledged by the commissioner towards social development in the country will not be the end of their support but they will work with the government to support

other areas of need. “We are working hard to engage all the members’ states commissions to give support to South Sudan” adding that would like the President to pay a visit to Brussels. The recommended hundred day program declared by the President was an important initiative that had mobilized all ministries to render services delivery to the citizens. He admitted that fighting corruption is very complex, but yet he is optimistic because the government is determined to fight it. South Sudan has changed to the better in comparison to the early days, and we are keen to assist the country in taking development to the rural areas, he added.

SS replaces Anti-Corruption Commission Chief By: Madingdit

outh Sudan appointed a senior judge to head its anti-corruption commission at the weekend, in a possible bid to revitalize the organization which has failed to produce a single conviction since it was set up in 2006. The African country depends largely on donor money and oil revenues and has been under pressure to tackle graft allegations since it seceded from Sudan in July.Justice John Gatwich Lul became the chairman of South Sudan’s anti-corruption commission, taking over from Pauline Riak on Saturday, a statement on the government’s website

said. The government did not give an explanation for the change, but President Salva Kiir has often repeated pledges to wipe out corruption in the state whose oil production accounts for 98 percent of government revenues. Three corruption cases have gone to court since the commission was established five years ago, but none have been concluded. Five others are before the justice ministry. Officials say it is difficult to prove corruption through existing criminal law. The country does not yet have a financial crimes act. The heads of 19 other government

ood price inflation in Jonglei state and south Sudan at large is hampering the standard of living of the new nation citizens at all levels. The remarks were made by the chairman of chamber of commerce in Jonglei state-Bor Mr. Majok KuurKueer . Mr. Majok revealed this during an interview with Active Nation at his office in the state capital-Bor the interview was aimed at finding out the causes of rising food prices and the steps that are being worked on to solve the

problem of the food shortage . Majok revealed that one of the causes was the increased rate of foreign currencies especially the (US Dollar) in the Republic of south Sudan mainly in what he referred to as the “black market”. “In black market now 100US$ has risen up to 400SSP which is causing the increase in food prices at large”. He added. He further pointed out poor roads, fuel shortage and uncountable

taxation at the check points as the main issue causing prices to rise to a level where a barrel of fuel has risen up to 1700SSP and food prices are; 50kgs of sugar has risen to 370SSP, 50kgs of maize floor is 150SSP, 20 litters jerry cane of cooking oil has risen to 200SSP, 500millitres bottle of local milk is 5SSP and small cup of milk tea has risen from 1SSP to 2SSP. “ How can I blame the trade when the transportation of the commodities from Uganda and other

countries to Jonglei-Bor costs almost more than 14,000SSP”. Majok cited. Majok revealed that the only solution to such problems is for the state to bring in more food supply investors through market competition and reduce on the on foreign exchange rate in the Central Bank. He further noted that construction of roads, supply of fuel and affordable exchange rate of US Dollar as the only solution to increasing food prices

53 child soldiers released in Unity State D

ivision four of the South Sudanese army (SPLA) handed over the underage soldiers to the South Sudan Disarmament Demobilization and Reintegration Programme (SSDDR), George Gatloi Koang, the organisations Unity state director revealed The children who had been forced by local chiefs to join the SPLA in March, were mainly from Payinjiar county. It was in March that the South Sudan Liberation Army (SSLA) rebel group declared it was at war with the government. Koang said that the SSDDR and the SPLA child protection desk “strongly condemned” the presence of children in the army. An optional protocol to the UN’s Convention on the Rights of the Child children under 18 cannot be used in combat or in roles supporting soldiers. Child soldiers were widely used in Sudan’s two-decade north-south civil war, which killed around two million people. “It took us one month together with SPLA division four of

The Sudan medical care program coordinator Mr. john Kok during a brief interview with Active Nation at the closure revealed that the workshops are aimed at making women more aware of the sexually transmitted infections especially H.I.V, Syhilis,Gornorhea. Health personal Mrs. Rachael Aluel said that the workshop is not for women only but for both female and male infertility which is caused by sexual transmitted diseases like syphilis. She revealed that syphilis was a major cause of infertility especially when it affects ovaries. Aluel said that this had made her understand that infertility was not for women only but also men since an STD like syphilis affects both men and women. In our culture “if I am fertile and my husband is infertile he will pretend to be the safe party and blame the wife for infertility”. So now we have

Commentary Now is the time for women to be heard, as they lobby for 25% Affirmative Action by, Lobuga Joseph L

African governments were urged to stop forced evictions at the just-concluded NGO forum of the African Commission on Human and People’s Rights that was held in Banjul, Gambia. Forced evictions are unacceptable — most of those who are evicted are left homeless. This inhumane act is not only a violation of the rights of adequate housing, but also leads to violations of other economic, social and cultural rights as people may no longer be able to access clean water, food, sanitation, work, health and education. They have catastrophic consequences on people’s lives, and drive people deeper into poverty. Many governments across Africa continue to act in violation of regional and international human rights standards, including the African Charter on Human and Peoples’ Rights. Governments must end such evictions and adopt legislation setting out safeguards that must be complied with, based on international and regional human rights standards. We must call on governments to take immediate measures to confer a minimum degree of security of tenure to all people currently lacking such protection, in genuine consultation with the affected people and communities. Amnesty International would like to urge governments to ensure that any alternative housing provided to people meets international and regional standards on adequacy of housing, ensures that all victims of forced evictions have access to effective remedies and reparations, which include restitution, rehabilitation, compensation, satisfaction and guarantees of nonrepetition. African governments should ensure active participation of residents of informal settlements in initiatives such as slum upgrading, planning and budgeting processes and also ensure that they have equal access to water, sanitation, health care, housing, education and fair and effective policing.

iger has decided to grant Muammar Gaddafi’s son Saadi asylum for humanitarian reasons, President Mahamadou Issoufou said Friday, adding that his brother Seif al-Islam is not in the country. “We have agreed on granting asylum to Saadi Gaddafi for humanitarian reasons,” Issoufou told a news conference at the end of a two-day visit to South Africa. “Seif al-Islam is not in Niger. everal days of fighting between rival factions near the Libyan coastal city of Zawiya have left at least seven people dead, reports say. Libya rival communities have been fighting for an area previously controlled by Gaddafi loyalists. The interim government said the fighting had been resolved. However analysts say the violence raises questions about stability in postGaddafi Libya. The country is still awash with weapons and armed groups following the rebellion that led to the collapse of Col Muammar Gaddafi’s rule. Interim Libyan leader

omalia’s Islamist rebels have resorted to setting explosives and moving in small groups in a change of strategy against Kenyan forces battling them since last month, Nairobi officials said Saturday. Nearly one month after Kenya deployed forces into the Shebab-controlled southern Somalia, Nairobi has also been rallying regional and international backing for the operation and moved to bolster security at home. “Initially when this operation began, Al Shebab was concentrating in large groups, but in the last two to three weeks we have seen them changing from large groups to small groups of between two and five,” military information and operations officer Colonel Cyrus Oguna told reporters in Nairobi. “We have also seen them moving away from using major weapons. They are getting into using small weapons like IEDs (improvised explosive devices) and landmines,” he added. Last month, one person was killed and several wounded in two grenade blasts that rocked Nairobi, and which the police blamed on the Shebab. At least six people have also died in grenade attacks and ambushes in regions near the porous Kenya-Somalia border in recent weeks. The attacks have also been blamed on the Al-Qaeda-inspired Somali rebels. Kenya launched the offensive on October 14 following

We have the support of all IGAD member states,” said Lindsay Kiptiness, referring to the six-member East Africa bloc, the InterGovernmental Authority on Development. “We are working on strategies to ensure that we have the support of the Arab League as

Asmara has denied it is backing the rebels. “Although the state of Eritrea has denied giving support to Al Shebab ... It may not be sufficient for the state of Eritrea just to deny these allegations, it is important that they go a step further and even denounce the activities of Al Shebab,” he said.

For the study, psychologists asked research participants to record their thoughts throughout the day. They found that men pondered sex 18 times a day to a woman’s 10 times a day, but men also thought about food and sleep proportionately more than women. That suggests sex doesn’t hold as vaunted a position for men as you might expect. Studies also suggest that men do experience more orgasms than women, but

igger and better have long been buzzwords in the United Arab Emirates (UAE), and nowhere more so than at the international airport where the Dubai Airshow is held this week. Vast, glass-fronted terminal buildings are fronted by palm trees and manicured lawns, their facades punctuated by massive cranes that bring testimony to the continued expansion of capacity here. The existing

international airport, with its huge, airconditioned terminal buildings, has proved that it is capable of processing a monthly throughput of between four and five million people. In July, a record 4.7 million people travelled through the airport, marking a 9.7% rise over July 2010. Then, in September, Dubai Duty Free proudly declared that its sales had topped $1bn (£625m) since 1

January and could reach almost $1.5bn by the end of the year. Those may be big figures, but the traffic at the existing international airport is set to be dwarfed by the new Al Maktoum International Airport, constructed half an hour’s drive outside the city. The new airport is an integral part of a 140 square kilometre transport hub, and thus essential to Dubai’s grand ambition of

President Giorgio Napolitano tapped Monti on Sunday to create a government capable of implementing economic reforms aimed at reviving stagnant growth to bring down public debt, stuck near 120 percent of GDP. Monti pledged to act “with a sense of urgency” to identify ministers in the new government but said he would also take the time necessary to secure a strong team. He was meeting various political parties throughout the day ahead of a confidence vote in Parliament later this week, possibly by Friday. Some parties were looking to extract concessions in exchange for support to Monti’s government. That risks slowing the process of forming a government, after days in which Italy’s political machinery — under pressure from markets — had moved with rare efficiency. Both houses passed fresh austerity and reform measures within two days, paving the way for Berlusconi’s resignation. Improving market confidence in Italy is crucial to the future of the eurozone as the country would be too expensive to rescue. A default on its euro1.9 trillion ($2.6 trillion) in debt would cause massive chaos in financial markets and shake the global economy. Napolitano encouraged all sides to join forces to rescue Italy from its financial woes. It is time to “unleash a collective effort which, unfortunately, has been lacking lately,” he said in a speech, appealing for “maximum cohesion” so the country can rebound. Protesters hope to shut down Wall Street on Thursday home to the New York Stock Exchange by holding a street carnival to mark the two-month anniversary of their campaign against economic inequality.

rotest organizers acknowledged that the “day of action” could be the group’s most provocative yet, and could lead to mass arrests and further strain relations with city authorities. “I think we’re certainly going into this with our eyes wide open, but (the march is) to provoke ideas and discussion, not to provoke any violent reactions,” said Occupy Wall Street spokesman Ed Needham. “I think it is very difficult to do a day of action and not expect some sort of reaction from the (authorities),” he said.

Perhaps the most famous effort in the hunt for alien life is the Search for Extraterrestrial Intelligence (Seti), once funded in part by US space agency Nasa, which continues to listen to and look around the cosmos for signs of intelligent civilisations elsewhere.

Yemen hostages: Freed French aid workers return home

hree French aid workers kidnapped in Yemen in May have arrived back in France after being released. They had been seized by suspected al-Qaeda militants in the town of Seyun, 600km (375 miles) east of Sanaa. The two women and a man, who worked for French charity Triangle Generation Humanitaire, arrived at a military airport outside Paris on Monday. It was not immediately clear if a ransom was paid. A French official said it was not government policy to do so. However, according to the Associated Press, a senior Yemeni tribal mediator said the Omani government and a Yemeni businessman paid a sum to have the trio freed. He said the three aid workers had been carried by helicopter from the southern Yemeni city of Shabwa to Oman late on Sunday.

The three had appeared in an online video in September, saying the demands of their abductors had not been met. The agency projects diabetes deaths will double by 2030 and said the International Diabetes Federation’s prediction was possible. “It’s a credible figure,” said Gojka Roglic, head of WHO’s diabetes unit. “But whether or not it’s correct, we can’t say.” Roglic said the projected future rise in diabetes cases was because of aging rather than the obesity epidemic. Most cases of diabetes are Type 2, the kind that mainly hits people in middle age, and is linked to weight gain and a sedentary lifestyle. Roglic said a substantial number of future diabetes cases were preventable.

The celebration, often called the “gay Mardi Gras,” draws homosexuals from around the country each Labor Day weekend. Storms -- who would frequently arm his followers with bullhorns, protest signs and Bibles to take to the streets of the French Quarter--was arrested recently for masturbating in public at a children’s playground. Neymar signs for Santos to cancel Madrid and Barcelona Bid

eymar has signed a contract extension with Santos - ending months of speculation he was set for a January move to either Real Madrid or Barcelona. Contradicting reports that the 19-year-old was set to opt for a move to Spain in 2012, it was revealed that Neymar has negotiated a lucrative new deal with the Copa Libertadores holders. “I’m very happy. It’s another decision that I took in my

life, along with my dad and brother,” Neymar said. “I want to think the love that the fans have showed me. I’m very happy to stay here until 2014.” The contract duration, which currently runs until 2015, is not affected, but the Brazil international will receive a substantial pay rise as well as an increase in the buyout clause. The Brazilian is expected to earn around 1.2 million euros per month in wages and his

buyout clause, believed to be around 45 million euros, is set to increase. Santos announced the move on Tuesday and presented Neymar with a shirt that had ‘2014’ on the back. When asked if the shirt meant he was staying until 2014, Neymar responded: “This shirt shows this. I always told you that I wouldn’t leave. Every player will receive offers. There’s a person that filters everything for me, which is my dad. I just play football.”

Barcelona and Real Madrid had been linked with the youngster heavily in the summer, but Neymar says there were not any concrete offers. “My dad didn’t let me know about anything. I just focused in playing football,” Neymar said. “I always said that I wanted to stay here and I’m very happy to be representing Santos and Brazil. The happiness is in everyone, in my family”.
