n associa on of FTA channels appealed to Ministry of Informa on and Broadcas ng to place their channels on Prasar Bhara 's DTH Pla orm DD Free Dish. As the adver sing revenue has dipped to 80% the FTA channels have been struggling to stay afloat. A le er has been wri en to the Union Minister of Informa on & Broadcas ng Prakash Javadekar sta ng, Commercial adver sements are the sole revenue stream for Free-to-Air channels to support all its costs of Content, Opera ons, Carriage, Marke ng, Transmission & in the current scenario, we have been struggling to deal with a steep degrowth & the biggest impact is on adver sing revenues that is likely to see a 70-80% pullback. The request has been made by the consor um to take commercial viability & sustainability of FTA channels into considera on, especially at this me when it is made freely available to all the sec ons of society. The le er thanked the Ministry for making the 'Electronic Media' one of the “Essen al Services” during the lock down period. The consor um also said that, as early as end of March, we all in our individual capaci es had reached out to DD Free Dish with a certain request of waving carriage fees for a quarter (April, May & June) owed by us to them in the wake of COVID-19 pandemic. In response of which we were in receipt of le er dated April 7, 2020 offering a deferred payment schedule in lieu of the waiver of 3 months' outstanding payments sought for, and that too with a provision for furnishing a bank guarantee (valid upto 31.07.2020) of equivalent amount. Availing the said relief has been subjected to interest levy at 5.7% per annum and GST on the interest amount. The aforesaid relief would not serve the purpose at this juncture, but instead put addi onal hardships on the Company in terms of bank guarantee charges, interest payments and GST amounts with effec vely no relief on the total carriage fee payments. In light of the current adverse business environment, our request requires a lot more sympathe c considera on, considering our revenues have been eroded. There are few channels which have been recently launched on 01.04.2020 and they are facing the brunt with no revenues at all. As responsible corporate ci zens of this na on, upon the request of our Hon'ble Prime Minister it has become our foremost duty to pay all our salaries on me which in turn will ensure that livelihood of hundreds of people. We wish to draw your a en on once again to the fact that with business coming down to 10-15% of normal monthly business, we will be only in a posi on to disburse salaries and any more expense burden in the current & coming months will affect our salary paying capacity in such marginalised incomes. We, therefore, humbly place our request in front of your kind self which is a waiver of 100% Carriage Fees due to Prasar Bhara for first quarter (April, May & June) and 50% for second quarter i.e. (July, August & Sept.) for Channels who have secured MPEG-2 slots on Prasar Bhara 's Free Dish Pla orm during the recently held 44th E-auc on.

The general public is maintaining social-distancing, taking precautions sincerely. But there is no stoppage to the 'Corona War'. The Central Government, the Chief Ministers of all States and Union Territories and the governing bodies are working effortlessly towards to counter the spread of novel corona virus. From setting up of Fact Check Unit portal by Press Information Bureau to the Technical Group to clear the public's doubts on the technical aspect of COVID-19 which is set up by Ministry of Health, imposing Disaster Management Act, 2005 and Epidemic Diseases Act of 1897 during the Ministry of Health and Family Welfare- To tackle the corona disease the Health Ministry claimed that the around 601 dedicated COVID-19 hospitals are ready to treat COVID-19 patients consisting of 1.05 lakh beds. Social-distancing and lockdown is the only effective tool to combat the virus chain. The Health Ministry noted that these two are the 'social vaccines' to fight against the pandemic. Ministry of Finance- The Finance Ministry is working tirelessly to mitigate the hardships faced by citizens, poor people and vulnerable sections of the society. Last month the ministry announced a Rs1.70 lakh crore relief package in the form of food grains and cash transfers for the poor. In view of the lockdown corona virus outbreak the ministry has extended deadline to deposit Public Provident Fund (PPF) and Sukanya Samriddhi Account (SSA) for 2019-20 up to June 30. Telecom Regulatory Authority of India- The Authority issued recommendations on reserve price for auction of FM Radio channels. The Authority fixed at 80 per cent for 273 new cities. "The reserve price for FM radio channels for each of the 273 new cities has been fixed at 80 per cent of the valuation for each city except for the cities situated in North East (NE) region, Jammu and Kashmir for which reserve price has been fixed at 40 per cent of the valuation for each city", TRAI said. For 10 cities of 'others' category, having a population less than 1 lakh in the border areas of Jammu and Kashmir and the northeast region, the reserve price is kept as Rs 5 lakh for each channel of each city, the TRAI said.

There has been formation of Eleven Empowered Groups to deal with the corona outbreak and to ensure a comprehensive and integrated response to pandemic crisis. These groups have been set up under Disaster Management Act. To coordinate absolute coordination each group holds senior representative from official Prime Minister's Office (PMO) & Cabinet Secretariat. The empowered groups are responsible for medical emergency management, availability of hospitals, isolation & quarantine facilities and necessary medical equipments. The Modi-led Government too launched Aarogya Setu App- a bluetooth based COVID-19 tracker. The app connects the health services with people informing the users when they are at risks of COVID-19. The app uses inbuilt technologies and Artificial Intelligence helping users to analyse the dangers. Civil Aviations Ministry, Consumer Affairs and Railways Ministry are dealing with logistics problems. Had the government not imposed a complete lockdown and containment measures the cases in the country would have been around two lakh, reported Health Ministry. As Mumbai came out as one of the hotspots for the transmission of the virus the Health Ministry drafted a complete 'Containment Plan' for Jughi-Jhopdi (JJ) & slums to tackle the transmission of novel corona virus. The Health Ministry strictly directed the residents of JJ clusters to maintain social-distancing, not to form mass-groups or gathering, no out-door activities should be done and also instructed senior citizens to stay inside their homes. TRAI also recommends that all Set Top Boxes must support interoperability urging Ministry of Information and Broadcasting to make it compulsory. Ministry of Tourism- launches a portal for foreign tourists who are stuck in India. The portal 'Stranded in India' will be used by foreign tourists who are stranded in India to enable a safe stay. The Ministry's statement read as "The world is facing an unprecedented situation. The Ministry of Tourism is with you in these difficult times.” It further read that the Ministry is truly committed towards the safety of each of them. "If you are a foreign traveller stranded anywhere in India due to the COVID-19 pandemic, we can help you get in touch with the concerned authorities". Not only this, the portal also helps to curb fake news. Ministry of Information and Broadcasting– In the difficult times of COVID-19 to ensure safety and social-distancing the Ministry requested all the DTH providers, MSOs, Cable Operators to continue provide uninterrupted services to their subscribers. It also appealed all States and Union Territories to ensure operational continuity of print & electronic media. A m i d s t o f l o c kd o w n t h e Ministry also brought back the epic shows on Doordarshan. It also advised for the carriage of all Doordarshan channels, Rajya Sabha and Lok Sabha TV Channels.

Thus, people from all walks of life are conserving cash in their hands and delaying payments to service providers. Due to this COVID -19, lockdown, many of Cable TV subscribers too are not paying Cable Operators for postpaid monthly subscriptions. Further collection boys from Cable Operators have been restricted from visiting subscriber residences for monthly collections, besides apprehension of getting infected. We as Cable Operators have to pay MSOs who provide content to us to show to subscribers. These charges are pre-paid. Video watching is now the main occupation of locked down residents. Hence, we are providing essential infotainment in such confinement.

It is further brought to your notice that there are over 60,000+ Cable Operators in our country. We are putting all our efforts in ensuring uninterrupted services to our valued customers & communication; we are serving our subscribers with pre-paid monthly subscription charge basis as per the policy of TRAI, since there is no postpaid facility as per the norms. It is further brought to your kind notice that in spite of taking all measures, our operators are facing troubles from subscribers, since the MSO’s are claiming that there were no instructions from their head office about liberalized concession in renewing the accounts due to LOCKDOWN on
