As we reflect on this past year and look ahead to the future, we are immensely grateful for the incredible community of our Y-members, donors, and friends who have supported the YMCA of the East Bay. You have stood by us during challenging times, especially throughout the COVID-19 pandemic. Time and time again, you have helped us meet the needs of our fellow community members in the East Bay by volunteering your time, distributing food, mentoring our youth, and contributing food, toys, and hard-earned money.

We deeply thank our generous donors and partners whose ongoing gifts and vital support ensure even more Y programs and services for everyone who walks through our doors. Thanks to our philanthropic supporters, who contributed $1,226,031 from over 1989 gifts in the past fiscal year (July 1, 2022, to June 30, 2023), we have awarded $407,574 in scholarships and financial assistance to more than 1,634 campers, children, teens, and members of all ages. This has provided access at low or no cost to children, families, and teens and allowed us to make significant strides in supporting the three pillars of our work: Early Childhood Impact, Youth Development, and Healthy Communities for all.
Our priority for the upcoming year in Early Childhood Impact is to enhance teaching capacity by training highquality early childhood educators and growing our enrollment. We have plans to broaden our Early Learning Center footprint in Richmond and Antioch, with the capacity to serve more than 1,800 children aged from birth to five years old.
In Youth Development, our after-school programming has expanded with three new locations in Albany. We are broadening our after-school learning programs throughout the East Bay and Tri-Valley areas. This expansion is facilitated through our Expanded Learning Program and Expanded Learning Opportunities Program, which provides low or no-cost access for low-income families. Moreover, we are currently rebranding the programs catering to K-8th grade students as Y-Scholars, recognizing their significant impact on the community. Our goal is to enhance educational opportunities that address our children’s needs and support them in reaching their full potential.
In Healthy Communities, we are dedicated to expanding teen health and well-being efforts, including plans to pilot a model for mental health resources at our Berkeley YMCA. Our commitment remains steadfast in growing with our members to support their health and wellness goals. This involves facility modifications, gym renovations, and expanded health programming to reduce chronic disease in our communities.
With five YMCA branches, 25 Early Learning Centers, and over 25 after-school programs, we are one community, one Y for all — the connections that keep us all healthier, stronger, and able to move forward as we create lasting memories across generations. Together, we can light the way toward a brighter tomorrow through access to safe recreational spaces, programs, learning opportunities, and countless chances to learn, grow, and thrive. Our programs and services aim to offer equitable access and opportunities to children, youth, and families from marginalized and underserved communities. Our focus is on supporting the education, health, and well-being of every individual across three key areas:
The YMCA of the East Bay has served young children and families for generations. Our Y has been a Head Start Grantee since 1972 and a California Department of Education state-subsidized child care provider since 1982.
In 2022-23, we served approximately 1,000 children in Head Start/Early Head Start and state-funded child development programs. Over 10% of enrollment included children with diagnosed disabilities. The challenges of the pandemic and post-pandemic environments cannot be minimized, and our programs have been impacted in terms of enrollment, attendance, obtaining required documentation from families, and providing consistent services. However, the dedicated staff team continues to push forward to redesign and reinvent our program to reach families where they need us most and achieve the best outcomes possible.
Our drive for conscious and equitable practices that honor diversity motivates us to administer quality early learning programs for children and their families in sensitive ways and facilitate the highest levels of success.
• $232,500 grant from Tipping Point Community to provide support for Early Childhood Workforce Development and web design
• $300,000 grant from Kaiser Permanente to implement a trauma-informed system of care and offer mental health education and training for early learning childcare staff and parents

YMCA ECI programs serve the most vulnerable children, birth to 5, across four counties. We provide comprehensive services in early education, health, mental health and wellness, and family engagement. Services are delivered in licensed centers or the family’s home. The Y partners and collaborates with early learning programs such as Berkeley Unified School District, Contra Costa County Community Services Bureau, and Kidango, Inc. to provide needed services to eligible families.
Our centers offer full-day, full-year options to meet the needs of families working, in school, or job training, or seeking employment. Every child receives health, developmental, behavioral, and nutrition screenings and physical examinations. Families work with staff to set and meet individual goals for the year. Support services are available for children and families, including mental health/wellness, early intervention/special education for eligible children, referrals to community agencies, and transition supports when a child/family moves from one program to another or into kindergarten/TK.
YMCA ECI programs prepare children of all ages for Kindergarten by individualizing the curriculum and classroom environments to meet children’s unique needs in all developmental areas. Staff work closely with families to ensure children get a responsive education with future school readiness in mind.
YMCA uses the Classroom Assessment Scoring System© (CLASS), a research-based tool to assess the quality of classroom interactions that develop children’s higher-level thinking and communication skills. In addition to CLASS, every child is assessed three times a year using the Desired Results Developmental Profile (DRDP). This assessment profile measures all areas of child development, including school readiness skills. DRDP assessments measure progress toward specific school readiness goals and inform curriculum planning for individuals and groups of children. The YMCA also uses a scale that rates the quality of the children’s physical environment. The Environmental Rating Scale (ERS) looks at the child’s physical environment from health, safety, indoor and outdoor space, materials, interactions, and the program’s structure. The teachers use the information from the scale to improve their classrooms and ensure the highest quality space for the children while entrusted with our care.
During the post-pandemic challenges of 2022-2023, the YMCA worked creatively with families to achieve kindergarten readiness. Qualified support teams in Inclusion/Disabilities and Mental Health provided services and referrals to ensure all families felt included and supported with needed resources. Resuming full in-person services at centers allowed for providing more meaningful and relationship-based support to families. Home visits and parent-teacher conferences occurred in person, creating a better bridge between teacher and family. There were more hands-on opportunities for families to come into the classroom to participate in their children’s learning.
Based on the Head Start Early Learning Outcomes Framework and the CA Preschool Foundations and Frameworks, School Readiness Goals are designed and implemented annually for all children, with set targets informed by the results of previous DRDP assessments. Child outcomes, including the specific school readiness targets, are analyzed three times per year, and the data is used to determine how students are progressing, which areas of development need additional attention, and what types of professional development staff can benefit from the most.

From Fall 2021 to Spring 2022, there were gains in all areas for 4-year-olds. The above chart depicts the progress of Kindergarten and TK-bound children in 6 developmental areas.
2023, there were gains in all areas for 4-year-olds again, as depicted in the chart above.
During the 2022-2023 school year, teachers intentionally implemented the same school readiness goals from 2021-2022 to create continuity post-COVID-19.
Strategies included:
Loosening classroom restrictions for fuller participation in the classroom environment.
• Classrooms returned to full capacity and enrollment, with the curriculum fully implemented. Special programs, such as “Healthy Me” and “Harvest of the Month,” were resumed in person for our children.
• Behavioral and Mental Health team members were able to be present more consistently in the classroom to build stronger connections with children, especially children with social and emotional challenges.
Training to support new hires and veteran teachers in DRDP assessment implementation, lesson planning, and intentional child observations.
• During the 2022-2023 school year, an agency-wide pilot program began for our teaching staff. Professional Learning Communities (PLC) were implemented weekly as a virtual option for teachers to participate in different trainings around quality education. The PLC’s focused on DRDP implementation, curriculum fidelity, observations, the importance of interactions, and much more.
Training and coaching in teacher-child interactions and high-quality classroom practices.
• The training and implementation of Practice-Based Coaching occurred during the 2022-2023 school year. Practice-based coaching is a research-based tool used to support and build the skills of our teachers to prepare the children to be school-ready.
• CLASS scores were used as coaching opportunities to ensure that high-quality interactions were taking place.
The program strives to deliver high-quality Inclusion services in our Head Start program as regulated by the Federal Office of Head Start, the Federal Department of Education, and the California Department of Education. These Federal and State departments also adopted the 2009 joint statement by the National Association for the Education of Young Children (NAEYC) and the Division of Early Childhood. This statement explains that high-quality early childhood programs offering services to typically developing children, neuro-diverse children, and children with exceptional needs must shift programmatic or classroom barriers, provide additional classroom accommodations or materials, and foster healthy attachments between peers and teachers.
During the program year 2022-2023, California public schools gradually returned to in-person services following the pandemic. Several school districts in Contra Costa County, including West Contra Costa Unified, Brentwood, Pittsburg, and Antioch Unified School Districts, provide such high-quality, inclusive special education services. They offered a range of special education services such as speech therapy or specialized academic instruction at our Head Start sites, additional consultation to our staff, and, in some cases, provided transportation services enabling children to receive both Head Start and special education services. In Alameda County, Berkeley Unified School District returned to offering inclusive classrooms in combination with Head Start Services. By the end of the 2022-2023 school year, Oakland Unified opened an inclusion center with our program at one of their preschool sites. The Emeryville school district shifted to a model of push-in special education services in addition to a small class in the afternoons for children who needed a less stimulating educational setting for their success.
Safety Impact — In 2022-2023, the YMCA partnered with Safe Kids of Alameda County and hosted a car seat safety inspection event. Families that attended were assisted to make their vehicles safer by getting education on proper installation and safety regulations. At that event, old seats were replaced with new, up-to-date car and booster seats. A member of our Health Specialist team then received certification as a Child Passenger Safety Technician and has distributed 12 + seats to families in need since that time.
Nutrition Needs — In the 2022-2023 school year, the YMCA began a new partnership working with Berkeley Food Pantry and Chef Alex Aguirre to provide cooking classes for families from Oakland to Antioch. These small- session, hands-on cooking classes have been attended by well over 50 + staff and families and have made health impacts on families. One parent who participated reflected that her health had improved since using these healthier recipes, and her recent lab work showed marked improvement. Parents who have participated received cookbooks, hands-on instruction, freshly prepared meals, and bags of food pantry items to take home.
Community Engagement — Continued partnership with Samuel Merritt University allowed 19 Registered Nurses to gain community health experience, volunteering directly with YMCA children and staff in our classrooms. The RNs will go on to earn their Bachelor of Science in Nursing. This partnership allows Children and families direct contact with medical professionals who support and give health education resources to families.
The program goal of improving health outcomes for enrolled children and their families, focused on wellness is demonstrated by:
• Trauma-informed approaches and training throughout the program
• Trained behavioral aides who provide individualized supports to children in need
• Parent workshops that address Self-Care/Wellness
• Weekly Healthy ME!, nutrition, wellness, music and movement activities
• Healthy, organic foods provided by Fare Community Kitchen, Semifreddi’s and Berkeley Food Network at various Head Start Centers
• Vision, hearing and developmental/behavioral screenings for all children
• Samuel Merritt School of Nursing Registered Nurses stationed at centers to support health
“ When I bring Xavier to school, I don’t feel like it’s just a daycare or it’s just a preschool. I feel like I’m leaving him with friends, said Victoria, mother of Xavier, a child at our Early Learning Center.”
“As a single parent, you want to do what’s best for your kid. This program greatly eased my anxiety and helped me and Xavier’s relationship grow!”
As a single parent searching for affordable childcare, Victoria was surprised to discover that the YMCA had an early childhood development program. Her three-year-old son Xavier had speech delay issues and was previously attending an expensive, private preschool before she started taking him to day programs at the Y.
While Xavier was not a very verbal child, Victoria noticed a big change in his vocabulary—within weeks of attending the Y, he would come home saying bigger and bigger words, and he could now even say his full name.
The Head Start Policy Council (PC) continued to meet virtually in 2022-2023. The active engagement and oversight from parents and community members strengthens the program. PC members review and approve program and fiscal reports, grant applications and provide input into program operations, and major decisions about the program direction.
Family engagement and leadership is demonstrated by:
• Workshops, training, and events that are of interest and benefit to families, such as COVID-vaccination clinics
• Conducting monthly parent meetings virtually and in-person so all can join
• Collecting data to inform ourselves about family outcomes, needs and interests
• Continuing partnership with Family Paths to facilitate Abriendo Puertas/Opening doors parenting curriculum
• Implementing parent teacher conference and home visits
• Holding drive-through dental clinics with Alameda County Dental Society
The Early Childhood Impact program receives both state and federal funds to provide full-day, full-year and part-day, part-year services based on families’ need for care. Revenue and expenses for 2022-2023 are detailed on the opposite page, along with the previous year’s findings for the fiscal year of 2021-2022.

The YMCA Early Educator Apprentice program continues to expand opportunities for parents, staff, and community members to become early childhood teachers, earning Associate teacher permits issued by the CA Commission on Teacher Credentialing and AA and BA degrees. Intensive support services are provided to ensure a positive outcome. Thanks to our funders from Alameda County First 5 and Social Services Agency (CalWORKs), Tipping Point, Sunlight Giving and Bernard E. & Alba Witkin Charitable Foundations. This year, a new cohort of apprentices began with Chabot College thanks to a California Apprenticeship Initiative (CAI) grant from the California Community Colleges.
• Cultivating equitable and sustainable career pathways into Early Childhood Education
• Establishing a workforce conduit that bridges professional and educational requirements with participants receiving adequately compensated positions
• Supporting Early Childhood Education workers in strengthening their professional skills and competencies, while increasing their earning capacity through on-the-job training, college coursework, and cohort learning experiences
After-school hours are pivotal for youth in low-income neighborhoods when most parents work. Every day after school ends, the Y provides safe spaces for youth to cultivate their social and emotional growth, build healthy relationships, strengthen academic enrichment, and develop leadership skills through program offerings.

Nestled at the foot of the Santa Cruz mountains and among the beautiful redwoods, camper days are packed with fun activities like hiking, swimming, zip lining, scaling the rock wall, leadership development opportunities, and so much more.

Jerry is a fifth-grade student at Murphy Elementary School who has attended the YMCA Expanded Learning Program (YELP) since he was in first grade. When Jerry first joined, he was shy and quiet and struggled to speak up during class activities. The YELP staff worked very hard to make Jerry feel comfortable. It provided a variety of activities to help spark self-motivation and confidence, including chess class and Turf Dance class.
This year, Jerry has become a leader in his classroom by helping other students with their homework and speaking up more. Jerry is now blossoming into his self and finding his own words.

Alfredo Andrade Program ManagerWhen did you first hear about Y&G?
Around three years ago when my brother joined. It was exciting because he went to a conference and had a special time, and the experience sounded cool to me. I did MUN from 6th-8th grade. I enjoyed MUN, so I was excited to do MLC. I didn’t have the opportunity to attend a conference at MUN because of COVID-19, so I wanted to experience the conferences and meet Y&G kids from all over CA.
What inspired you to join?
I knew of other Y&G delegations. I am an Oakland student and was hoping there would be one in Oakland. I wanted other Oakland students to be able to enjoy this experience. Not everyone can drive to Berkeley from Oakland, so accessibility is important. I don’t know how many opportunities there are for students in Oakland to learn about politics and practice those skills. I don’t think there are many because I don’t know anything else like Y&G offered in Oakland.
What do you hope to get out of the program?
For myself, I hope to grow my leadership skills by leading meetings. When I go to conferences, I want to be more comfortable debating and learning how the government functions. There is not as much of an opportunity for me to earn at home because neither of my parents works in politics, so this allows me to learn directly. For other delegates at Oakland, I hope as the delegation grows, we can have more leadership roles like Vice President, Treasurer, Chaplain, etc. I want them to grow their public speaking skills and have a chance to practice and use those skills.
How does the YMCA help your delegation function?
The YMCA offers a lot of financial aid that helps a wide range of students access Y&G. I like that we can use the Oakland YMCA gym because it is in a place that is accessible to many people across Oakland.
We proudly celebrated another major milestone in June as the 2023 class of Y-Scholars graduated from high school and prepared to enter college. “Our 2023 Y-Scholars graduating class worked hard throughout the pandemic, pivoting to remote learning and in-person instruction. They have been incredibly resilient
and focused on their academic success throughout. I’m just so proud of every student,” said Audi Huang, Executive Director of the YMCA of the East Bay Teen Center.

The campfire bowl has been renovated and is open for kids during the summer of 2023. Thousands of individuals will gather together to sing songs now and well into the future. The electrical enhancements to our Campfire Bowl have revitalized this central gathering space, where friendships are forged, stories are shared, and memories are made around the warmth of the fire. With the help and leadership support from Bud Sheble, former Camp Director, we’ve raised over $86,000 to renovate the campfire bowl.

DONOR SPOTLIGHT-Fred Stickney
“It’s all about building relationships.” Fred Stickney has been going to the Y all his life—a legacy of communitybuilding that dates back to his grandfather, a YMCA executive
in Michigan, and his father, who served as a Y Director in Ann Arbor. This family tradition continues today; all of Fred’s children and grandchildren have grown up through the Y, attending camps and programs.
Since Fred’s early days as a child in Michigan, attending YMCA camp at Torch Lake, to a career spanning over 30 years that brought him west to the YMCA of the East Bay, he has been a dedicated advocate for programs that address the local neighborhood and community needs. He is especially proud to have played a key role in piloting after-school Y programs in local public schools, which have since taken off nationwide, continuing to open the door for many parents to work thanks to accessible childcare opportunities.
These days, Fred is still hard at work in service of the Y, helping raise funds to ensure that future generations can experience the joy and magic of experiences like Camp Loma Mar — and the vibrant ecosystem of relationships and connections that make these experiences possible. In the past year, he helped spearhead a fundraising initiative that raised over $75,000 to renovate six cabins, providing future campers with an enhanced experience.
Fred is frequently inspired by all the people he has met throughout his time at the Y, who grew up, learned there, and still want to be a part of giving back — “it’s really a big organization of caring,” he notes, woven from a rich tapestry of relationships that he has taken fully to heart.
The Y aims to improve East Bay’s health by providing programs and activities that promote health, wellness, and fitness, reduce risk, and reverse chronic disease by engaging members of all ages.
Exercise has many benefits, including better quality of rest, mental health, strengthening your muscles and bones, heightened learning and memory functions, reduced health risks, weight management, and increased chances of living longer.
Expanding fitness sessions for teens, offering teen membership and access, and providing support for health and well-being.
Providing a safe place and high-quality programs for over 2,000 teens to get healthy, make friends, and build confidence. The Y has also partnered with Beyond Barriers Athletic Foundation, which will offer water safety and swim lesson financial assistance for low-income families.
The Y offers programs that help prevent chronic disease, like our Y-Diabetes Prevention program, and personalized fitness coaching.

With the ongoing support and partnership of Wells Fargo, we have been able to feed countless local families in Alameda County, where food insecurity affects nearly 200,000 residents. Thanks to the Y-Members who donated canned food and made monetary contributions, as well as the volunteers at Wells Fargo and representatives from Council Member Treva Reid’s office for giving back and helping our community through Our Thanksgiving Meal Drive and Season of Giving volunteer events. These events included bagging and sorting food, distributing holiday meal kits, and providing gift cards to families in need. We also distributed more than 200 gifts to children in Oakland, with the financial support of our corporate partnership with Wells Fargo.
