In Community and Gratitude,
Fran Gallati President and CEO
Chair, Board of Directors
The YMCA of the East Bay has served young children and families for generations. Our Y has been a Head Start Grantee since 1972, and a California Department of Education state subsidized child care provider since 1982. In 2023-24, we served approximately 1,000 children in Head Start/Early Head Start and state funded child development programs. Over 10% of enrollment included children with diagnosed disabilities. The challenges and instabilities of the post-pandemic environment continued throughout 2023-24, and our programs have been impacted in terms of enrollment, attendance, and critical gaps in staffing. However, enrolled families received high quality, comprehensive services from the dedicated staff team, who is always ready to pivot and make changes to meet the most current community needs.

YMCA Early Childhood Impact (ECI) serves children birth to 5, in responsive programs, across 4 counties. We provide comprehensive services in the core areas of early education, health, mental health and wellness, and family engagement. Services are delivered in licensed centers. The Y partners and collaborates with early learning programs such as Berkeley Unified School District, Contra Costa County Community Services Bureau and Kidango, Inc. to provide needed services to eligible families.
Our centers offer full-day, full-year options to meet the needs of families that are working, are in school
or job training, or are seeking employment. Every child receives health, developmental, behavioral and nutrition screenings and physical examinations. Families work with staff to set and meet individual goals for the year. Support services are available for children and families including mental health/ wellness, early intervention/special education for eligible children, referrals to community agencies, and transition supports when a child/family moves from one program to another or into kindergarten/TK.
YMCA ECI programs prepare children of all ages for Kindergarten by individualizing the curriculum and classroom environments to meet children’s unique needs in all developmental areas. Staff work closely with families to ensure that children get a quality education, with future school readiness in mind.
The YMCA uses the Classroom Assessment Scoring System© (CLASS), a research-based tool that assesses the quality of classroom interactions. There is a focus on positive classroom climate, and practices that develop children’s higher-level thinking and communication skills. In addition to CLASS, every child is assessed three times a year using the Desired Results Developmental Profile (DRDP). This assessment tool measures all areas of child development, including school readiness skills. DRDP assessments measure progress towards specific school readiness goals and inform curriculum planning for individuals and groups of children. The YMCA also uses a scale that rates the quality of our classrooms and the children’s physical environment. The Environmental Rating Scale (ERS) measures health and safety, indoor and outdoor space, materials, interactions, and the structure of the program. The teachers use the information from the scale to improve their classrooms to ensure the highest quality space for the children while entrusted in our care.
During the post-pandemic challenges of 2023-2024, the YMCA worked closely with families in creative and responsive ways to achieve kindergarten readiness. Qualified support teams in the areas of Disabilities and Mental Health provided services and referrals to ensure all families felt included and received needed resources.
School Readiness Goals, based on the Head Start Early Learning Outcomes Framework and the CA Preschool Foundations and Frameworks, are designed and implemented annually for all children, with set targets informed by the results of previous DRDP assessments. Child outcomes, including the specific school readiness targets, are analyzed three times per year, and the data is used to determine how students are progressing, which areas of development need additional attention, and what types of professional development staff can benefit from the most.
From Fall 2023 to Spring 2024, there were developmental gains in all areas for 4 and 5 year-olds, depicted in the below chart. The domain with the largest amount of growth was Cognition. In the Fall, 19% of children were at or above age expectations and ended in the Spring at 70% of children, growing significantly with an increase of 51%.
School Readiness outcomes from Fall 2023 to Spring 2024 indicate that 4 and 5 year olds met or exceeded the majority of the 80% targets set, prior to heading to TK or Kindergarten. Interest in Literacy will continue to be a focus for 2024-2025.
Training to support new Teachers and veteran Teachers in DRDP assessment implementation, lesson planning, and intentional child observations.
• During the 2023-2024 school year, an agency-wide pilot program began for our teaching staff. Professional Learning Communities (PLC) were implemented weekly as a virtual option for teachers to participate in different trainings around quality education. The PLC’s focused on things like DRDP implementation, curriculum fidelity, observations, the importance of interactions, and much more. During the 2023-2024 school year, the PLC’s continued, but now in a more individualized area based on teacher request and need for specific trainings.
Training and coaching for teacher-child interactions and high-quality classroom practices.
• The training and implementation of Practice-Based Coaching took place during the 2023-2024 school year. Practice-Based Coaching is a research-based approach used to support and build the skills of our teachers to prepare the children to be school ready.
• CLASS scores were used as coaching opportunities to ensure that high-quality interactions were taking place.
The program delivers caring services to children, offering a range of experiences to typically developing children, children who are neurodiverse, and children with exceptional needs Classroom strategies and environments are individualized to meet children’s needs, and qualified staff provide on-going supports to families and teachers to ensure success.
School districts in areas where the YMCA centers are located, lead the way in providing special education services. They offer a range of supports such as speech therapy or specialized academic instruction at our centers, have offered additional consultation to our staff, and in some cases have provided transportation services enabling children to receive the benefits of both special education and YMCA programs.
In 2023-2024, the YMCA continued to expand mobile-dental clinics and center-based dental screenings, after many of these programs were put on pause during the pandemic. The YMCA partnered with La Clinica and Lifelong Dental to provide mobile dental clinics at centers from Rodeo to Pittsburg and beyond. The Alameda County Dental Society partnered with the YMCA for classroom education and dental screenings that served over 50 children.
The YMCA partnered with Kerry Kid’s Mobile Pediatric Health Clinic at centers in Oakland, Berkley, Hayward. Over 30 families participated at the first ever Hayward event, where children received free healthcare services.
In 2023-2024 the YMCA partnered UCSF Benioff Children’s Hospital Oakland, Safe Kids Alameda County, Alameda County EMS, and the Childhood Prevention Network-Bay Area to provide a Car Seat Check-Up Event. 17 families were assisted to make their vehicles safer by getting education on proper installation and safety regulations. Old seats were replaced with new up to date car seats and booster seats. Two members of the Health Specialist team have now received certification as a Child Passenger Safety Technicians.
In 2023-2024 school year the YMCA continued to build a partnership working with Berkeley Food Pantry and Chef Alex Aguirre to provide 6 sessions of cooking classes for families from Antioch, to Hayward and beyond. Families who attend these small-
session, hands on cooking classes have received groceries to take home as well as kitchen tools such as food scales, measuring spoons, and reusable grocery bags.
The YMCA was also awarded with a Public Health Institute and Centers for Wellness and Nutrition grant, and expanded Harvest of the Month. A Nutrition Specialist visited preschool classrooms to promote seasonal eating and encourage increased fruit and vegetable consumption by sharing stories and food with children. Harvest of the Month allowed children to sample fruits and vegetables they may not have tried before.
The YMCA began partnering with UCSF Benioff Children’s Hospital–Oakland for Pediatric Residents to visit local communities, and gain first-hand experience with children in their natural setting. The Residents visited preschool classrooms to complete hands-on activities on topics like handwashing, tooth brushing, and what to expect when you visit the doctor.
The YMCA’s continued partnership with Samuel Merritt University allowed Registered Nurses to gain community health experience, volunteering directly with YMCA children and staff in classrooms across the East Bay. The RN’s will go on to earn their Bachelors of Science in Nursing. This partnership allows Children and families direct contact with medical professionals who supports and give health education resources to families.
The program goal of improving health outcomes for enrolled children and their families, focused on wellness is demonstrated by:
Trauma-informed approaches and training throughout the program
Trained behavioral aides who provide individualized supports to children in need
Parent and staff workshops that address Self-Care/Wellness
Weekly Healthy Me! nutrition, wellness, music and movement activities
Vision, hearing and developmental/behavioral screenings for all children
Samuel Merritt School of Nursing Registered Nurses stationed at centers to support health
Financial Literacy classes for parents
Family Wellness Days
Fatherhood Engagement
Parent Nutrition Meetings
The Head Start Policy Council (PC) continued to meet virtually in 2023-2024. The active engagement and oversight from parents and community members strengthens the program. PC members review and approve program and fiscal reports, grant applications and provide input into program operations, and major decisions about the program direction.
Family engagement and leadership is demonstrated by:
Workshops, training, and events that are of interest and benefit to families.
Conducting monthly parent meetings virtually and in-person so all can join.
Collecting data to inform ourselves about family outcomes, needs and interests.
Continuing partnership with Family Paths to facilitate Abriendo Puertas/Opening doors parenting curriculum
Implementing parent teacher conference and home visits
Holding drive-through dental clinics with Alameda County Dental Society
The YMCA Early Educator Apprentice program continues to expand opportunities for parents, staff and community members to become early childhood teachers, earning Associate teacher permits issued by the CA Commission on Teacher Credentialing as well as AA and BA degrees. Intensive support services are provided to ensure a positive outcome. Continued thanks to our funders from Alameda County First 5 and Social Services Agency (CalWORKs), ECEPTS, Contra Costa Office Of Education, Alameda City Workforce Oakland PIC, James Irving Foundation, YMCA Board of Directors Tipping Point, Sunlight Giving and Witkin Foundations. A new cohort of apprentices began with Chabot College this year thanks to a California Apprenticeship Initiative (CAI) grant from the California Community Colleges.

Since 1914, Camp Loma Mar has provided unforgettable outdoor experiences on 100+ acres of pristine mountainland near Pescadero Creek. Offering Summer Camps, Family Camps, and Retreats fosters confidence, independence, and lifelong friendships.
With activities like zip lining, rock climbing, archery, and hiking, campers embrace adventure while developing leadership and teamwork. Bobcat Village encourages decision-making and independence under the guidance of trained staff.
Nestled among the redwoods at the foot of the Santa Cruz Mountains, Camp Loma Mar is more than just a camp—it’s a place where fun, growth, and community come together.
The Vaden family of nine has faced challenges, with Mr. Vaden, a Marine veteran, living with PTSD and an injured ankle. Though their seven children didn’t grow up in military life, they learned to support their dad through PTSD and anxiety.
The kids always dreamed of going to camp, inspired by ads and movies. Their chance came when they discovered Camp Loma Mar and its partnership with Camp Corral, a nonprofit that provides camp experiences for children of wounded, ill, and fallen military heroes.
“With a family of nine, sending all my kids to camp seemed impossible. How do you choose just one or two? Thanks to camperships, they all got to go. They gained confidence, made friends, and connected with people from other states and countries,” said Mrs. Vaden.

“Joining the Berkeley Y was a game-changer for me. The Group Ex classes not only kept me fit but brought me an immense sense of community and joy. The dedication of the Y’s is inspiring and through Y ID fitness coaching they carved out a program that worked for me and helped me develop a discipline that will last a lifetime!” — Shruti
The free weight room of a gym can be an intimidating space for anyone. The “Women on Weights” program is designed to introduce and guide women in weightlifting, fostering strength, confidence, and community. Coach Lulu leads this group every Tuesday and Thursday, 12:15-1:15 pm for a women’s only workout at the Berkeley Y. The emphasis is on proper technique, individualized progressions, and a supportive environment.
Each week she’ll provide a full body workout of the day that encompasses our 6 key movement patterns proven to increase strength, mobility, and functionality throughout life! Participants are exposed to a variety of equipment each week and connect with other women with similar goals.
Dear Friends, Partners, and Supporters,
At the YMCA of the East Bay, we believe that Community is Everything —and you, our donors, volunteers, and partners, are at the heart of that belief. Your generosity fuels programs that strengthen our communities, empower young people, and ensure access to essential services for all.
Your collective impact has been extraordinary over the past fiscal year, from July 1, 2023, to June 30, 2024. Through 2,264 gifts, you contributed $2,102,423. Thanks to your efforts, we provided over 3,835 scholarships and financial assistance totaling over $487,839—opening doors for children, families, and individuals who rely on the Y for education, wellness, and community support.
We are especially grateful to our corporate and foundation partners who help us expand our reach. Organizations such as the PwC Charitable Foundation, Ross Stores Foundation, and Wells Fargo Foundation played a vital role in sustaining our work. Thanks to the Bernard E. & Alba Witkin Charitable Foundation, we are preparing the next generation of early educators. With the support of Kaiser Permanente, we are equipping after-school educators through professional development training. Additionally, through the generosity of the Barrios Trust, we empower young leaders in Oakland’s Youth & Government delegation.
Your support does more than fund programs; it transforms lives. Every donation, every hour of volunteering, and every act of advocacy makes a significant impact. As we look to the future, we remain dedicated to ensuring access and opportunities for everyone. Thank you for standing with us and participating in this incredible journey.
In community,
Manny Nungaray Chief Development Officer

Building a Bigger Picture with Bob Dixon, Berkeley YMCA Branch Board of Advisors
“If it’s important, it needs to be
supported.”
Bob first connected with the Y in the early 1990s, taking a temporary role at the Berkeley YMCA. Seventeen years later, he was still there, helping set up camps and programs.
“The more I worked with Y programs, the more I saw what was meaningful to me.”
Bob has witnessed the Y’s lasting impact, from preparing kids for college to shaping future leaders. He highlights the legacy of Grace Keachie, whose swim lessons touched lives across generations.
Looking ahead, he believes in embracing change to meet evolving community needs. His advice?
“If you believe in an organization and can support it, you should.”

Support from donors like you make it possible to continue our mission to provide programs and services that thousands of families, seniors, children, parents, and youth depend on at YMCA of the East Bay. We have many options for making your gift:
Join the President’s Club with a gift of $1,500
Join the Y365 Club by making a monthly contribution of any amount
Include the YMCA of the East Bay in your Planned Giving, Estate, and Trusts as a beneficiary. You’ll be recognized as part of the Heritage Club
Have a car to donate? Contact us.
Gifts of appreciated securities, stocks, and bonds can provide considerable tax advantages when transferred to the YMCA of the East Bay before they are sold — creating an income tax dedication and avoiding the capital gains tax that would have been due upon their sale if held more than a year.
To learn more on ways to give, visit ymcaeastbay.org/donate OR contact development@ymcaeastbay.org.
May satisfy your annual required minimum distribution, or RMD, up to the amount of your gift
Allows you to give from pre-tax assets and your distribution is excluded from taxable income
Helps avoid limits on charitable deductions and prevents you from being pushed into a higher tax bracket
Simplifies the giving process. It’s easy to do — just notify your IRA custodian
Minimizes the effect your giving has on your cash flow. The gift is from your assets, not your checkbook
• 70 ½ or older
• Direct up to $100,000
This information is not intended as tax, legal or financial advice. Gift results may vary. Consult your personal financial advisor for information specific to your situation.
Do you own an IRA or other qualified retirement plan? Are you looking for a tax-wise strategy to make gifts to support our mission? If so, consider making an IRA CHARITABLE ROLLOVER GIFT.
At your direction, the custodian or trustee of your IRA can transfer money from your IRA directly to a qualified public charity, like ours, so that you can support the causes that matter most to you. This gift is a qualified charitable distribution (QCD), also called an IRA charitable rollover gift.
An IRA rollover has several significant tax advantages. It allows you to give from pre-tax assets. If you do not itemize or are subject to charitable deduction limits, theIRA rollover still allows you to give while receiving tax benefits. An IRA rollover gift could also help you avoid income that could push you into a higher tax bracket.
Call or email us for a complimentary no-obligation look at the tools and strategies we have to help you reach your goals.
