Dear Mr. McOmie, I just wanted to express my sincere thanks to everyone at WYDOT who played a role in the Yellowstone snow plowing effort. The Cody community is very thankful and appreciative of all of the work WYDOT did in such a timely and professional manner!

I am writing this message to express our thanks for two of your employees. We were traveling during the storm on April 9 and made a stop at the Dwyer Junction rest area. It was 24 degrees, snowing and the wind was blowing extremely hard.

Two snow plow trucks happened to show up and began clearing the parking and exit areas of snow. As we were exiting, we ran into a drift and were immediately stuck and unable to move our vehicle at all.

Your drivers, only known to us as Darren (Allbright) and Pete (Herman), stopped and immediately began to work to get us out. They were both very pleasant and also suggested we find a room in the next town because the Interstate was about to be closed for the night due to high winds.

We ended up spending that night in the National Guard Armory in Wheatland because all of the hotels were completely booked due to the Interstate closure and workers being in town for the maintenance on the power plant nearby.

Had it not been for their actions and efforts, there is no telling what could have happened to us. I had recently had surgery on both hands and would not have been able to get us unstuck. These men were guardian angels in our time of need and we felt the need to make sure they and their supervisors should know how appreciative we are.

Is it possible that you can forward this information to Darren, Pete and their management? And, possibly, since this is an example of going above and beyond, place a copy of this letter in their HR folder?

District Briefs Contracts totaling $35.7 million for highway projects awarded in May Cheyenne – Oftedal Construction of Casper submitted the low bid of $12.3 million for reconstruction of 3.5 miles of US 14A on the eastern edge of Cody.

The highway will be widened to five lanes to include a continuous turn lane and 8-foot shoulders. It is the final section in a long-term series of projects to widen the entire 24-miles of the highway between Cody and Powell.

The contract completion date is Oct. 31, 2014.

Pavement overlayment projects can be found in many Districts during the summer.

Oftedal also was the low bidder at $10.8 million for pavement overlays on sections of I-25 and WYO 319 north of Wheatland. The work on the threemile section of I-25 17 miles north of the North Wheatland Interchange will include resurfacing the northbound lanes, rehabilitating five bridges and grading to improve safety by making the slopes along the side of the highway less steep.

Deteriorating pavement also will be milled off a 3.5-mile section of WYO 319 and replaced with a new layer of pavement. The work is expected to be done by Oct. 31, 2014.

Nearly seven miles of WYO 410 (Robertson Road) south of Mountain View will get a full-depth reclamation under a $5.9 million contract won by LeGrand Johnson Construction of Logan, Utah.

serve as the base for new pavement. The contract completion date is Nov. 30, 2014.

McGarvin-Moberly Construction of Worland submitted the low bid of $4.4 million for milling off deteriorating pavement and adding two new layers of pavement on 4.6 miles of US 287 about 13 miles northwest of Sweetwater Station.

The work is scheduled to be done by June 30, 2014.

Gale Lim Holdings, of Blackfoot, Idaho, was the low bidder at $2 million for construction of wetlands at four locations along US 26-287 to replace wetlands affected by the reconstruction of the highway between Dubois and Moran Junction.

The project will create about 50 acres of new wetlands, more than double the acreage of wetlands affected by the highway construction. The contract completion date is June 30, 2014.

S&L Industrial of Cowley won a $175,000 contract for bridge rail and guardrail upgrades at two locations on WYO 32 between Lovell and Emblem by Oct. 31.

S&L also was the low bidder at $75,000 for installation of watercraft check station signs on highways at various locations in Crook, Laramie, Sheridan and Uinta counties by Sept. 30.

SCI Inc. of Lyman won a $55,000 contract for erosion repairs on WYO 411 (Millburne Road) about one mile east of Millburne by Oct. 31.

Troopers mobilized for Memorial Day Weekend Cheyenne – WHP participated in the nationwide May Mobilization Seat Belt Enforcement campaign, which starts May 20 and ends June 2.

The campaign focuses on “High Visibility Enforcement” during the Memorial Day Holiday period. Law Enforcement officers across the State of Wyoming and the United States, will unite their efforts in an attempt to reduce the number of unrestrained fatalities and injuries associated with vehicle crashes.

“The best way for us to accomplish this task, is to take a “Zero Tolerance” stance towards those drivers and passengers who fail to buckle up while operating or rid-

ing in a vehicle”, says Wyoming Highway Patrol Lt. Col. Shannon Ratliff.

Beginning this week, all Troopers in the State have been issued new decals to install on their patrol vehicle. The decals represent our partnership with the Wyoming Seat Belt Coalition, and our mutual commitment to reducing fatalities through education and enforcement of seat belt/child restraint statutes, and our zero tolerance stance on non-compliance.

You can help protect your friends and family when you lead by example and remind others to buckle up. It turns out 9 out of 10 people fasten their seat belt when asked to do so. So speak up and buckle up, every time on every trip.

Snowy Range open for summer Laramie – WYDOT crews broke through on WYO 130 May 23 opening Snowy Range Road in southeast Wyoming for the season.

Manpower and equipment focus moved west to WYO 70 which then was opened on May 24.

Travelers are advised that high country conditions are still wet with cold nights. Motorcyclists and bikers should watch for patches of frozen run-off before the morning sun warms the road surface. All travelers and hikers should be prepared for possible closures due to winter-like weather on both roadways even after they open.

Both WYO 130 over the range and WYO 70 over Battle Pass close annually in late autumn when relatively low traffic and deep snow accumulations render plowing operations impractical.

Lovell – The annual spring opening of U.S. 14A from Burgess Junction to Lovell came a day later than scheduled due to a late season spring snowstorm, but the good news is that it officially opened for the summer at noon on May 21.

The road was scheduled to open May 20 at noon, but due to inclement weather on the mountain, the opening was delayed until May 21.

“We’ve been battling snow drifts on the mountain, and we had a plow truck stuck in the snow this morning,” said Jim Thomas late Tuesday morning.

Thomas is WYDOT’s maintenance foreman in Lovell.

“Several vehicles drove around the road-closed gates and got stuck in the snow, too,” Thomas added. “But things are mostly clear now, and depending on favorable weather, we should be able to stay open for the summer.”

The annual winter closure of U.S. 14A, west of Burgess Junction, is at milepost 76.04 on the Lovell side of the Big Horn Mountains. The seasonal road closure at Burgess Junction is just east of milepost 98.1. WYDOT annually closes this 22mile stretch of scenic mountain road in the Big Horn Mountains of north-central Wyoming about Nov. 30 at the conclusion of the fall hunting season. It usually opens for the summer by Memorial Day weekend.

Plows on the initial day of plowing efforts to ready U.S. 14A for summer travelers.

Delays for motorists on Thermopolis project Thermopolis – Twenty-minute traffic delays are under way on the $6.67 million highway improvement project directly northwest of Thermopolis.

Motorists should expect 20-minute delays, reduced speed limits, and pilot car operations during working hours according to Todd Frost, WYDOT resident engineer in Cody.

“We are working on maintaining the roadway’s driving surface 24 hours a day.

Put an end to distracted driving.

It was a wet April, and the wet weather has slowed progress with highway improvements,” said Frost.

“Paving may be delayed into June, especially with the wet April weather.

Motorists can expect crushed gravel base surfacing on the project until we pave the new roadway. Traffic is currently running on about eight inches of crushed gravel base. We are working to minimize soft spots in the highway, and we appreciate the patience of motorists.”

Citizens should continue to expect “temporary detours at various project locations as the contractor replaces roadway pipes.”

McGarvin-Moberly Construction Co., of Worland is the prime contractor on the 3.28-mile project between mileposts .94 (the northwest edge of Thermopolis) and 4.21. They were awarded the contract last June.

The scope of work on this project includes grading, draining, milling of asphalt, placing crushed gravel, asphalt paving, chip sealing, installing box culvert extensions and guardrail, signing, fencing and other work on 3.28 miles of Wyoming 120 between Thermopolis and Meeteetse.

Contract completion date for the highway improvements is Sept. 30.

Wet weather delays Nowood River slide repair project to mid-May Ten Sleep – A revised schedule due to April’s wet weather is in place for a $301,000 slide repair project on the Lower Nowood Road (Washakie County Road 47), about 4.75 miles north of U.S. 16 near Ten Sleep.

Slide repairs began in mid-May, with the project scheduled to finish in June, according to Dan McAfee, WYDOT resident engineer in Worland.

“The slide repair project will address a 200-foot section of the county road and guardrail near a bridge that crosses the Nowood River,” McAfee said.

A 10-foot roadway width restriction will be in effect during the project.

Briefs continued from page 5 44 steel “H” pilings in the east lane of County Road 47 to stabilize the roadway.

Each steel piling is about 35 feet in length, and will be driven into the ground with a pile driver.

“The contractor’s schedule calls for most of the project’s work to be completed in June, and all work is dependent upon favorable weather,” McAfee said.

McAfee said about 200 feet of road will be partially reconstructed during the project.

Project work on the slide repair involves installing crushed gravel base, milling asphalt, installation of the 44 steel “H” piling, and other work at reference marker 4.75 on Washakie County Road 47.

Prime contractor is Reiman Corp. and Subsidiaries of Cheyenne. Contract completion date for the highway improvements is Aug. 31.

Highway patching underway in Big Horn County Basin – A $2.6 million northwest Wyoming highway patching operation is underway on U.S. 14A between Oasis Junction and Byron, according to Ben Steed, WYDOT resident engineer in Basin.

After the work between Oasis Junction and Byron, prime contractor Mountain Construction Co., of Lovell is scheduled for other work in Big Horn County.

Highway patching is scheduled on U.S. 14A between Lovell and Byron, U.S. 310/ WYO 789 between Greybull and Lovell, and on WYO 32 between Lovell and Emblem.

“This work is scheduled to take approximately 2-3 weeks, and motorists should expect delays,” Steed said. “The contractor is then scheduled for highway patching on WYO 296 (Chief Joseph Scenic Highway) and WYO 120 between Cody and Meeteetse.”

Steed said the contractor is scheduled for highway patching in Washakie and Fremont counties “later in the summer.”

Runaway truck ramp, guardrail projects in northwest Wyoming Basin – A pair of projects with minimal impacts on traffic flows have started in northwest Wyoming, according to Ben Steed, WYDOT resident engineer in Basin.

Construction of a runaway truck ramp has started on U.S. 14 east of Greybull near the Shell Falls Visitors Center in Shell Canyon.

Steed said the $616,000 runaway truck ramp project is located at milepost 27.1 on U.S. 14, just east of the visitors center.

The prime contractor is Pab Good Trucking LLC, of Greybull.

“Most of the contractor’s work is off the highway, and there will be minimal impacts to traffic,” Steed said.

Completion date for the runaway truck ramp project is Sept. 30.

A second project involves removing and replacing substandard bridge rail and guardrail at various locations throughout northwest Wyoming.

The prime contractor is K’s Construction, Inc., of Otto.

The $1.4 million project includes bridge rail and guardrail improvements at four locations on WYO 290 (Pitchfork Highway) west of Meeteetse in Park County, three locations on WYO 31 in Big Horn County between Manderson and Hyattville, and two locations on WYO 133 between Pavillion and Kinnear in Fremont County. Work is currently under way in Big Horn and Park counties.

Completion date for the bridge rail and guardrail project is Nov. 30.

Paving crew begins summer work west of Riverton Riverton – A WYDOT asphalt paving crew began its spring and summer work at the end of west of Riverton on U.S. 26.

The paving crew is paving more than 1,050 tons of hot-mix asphalt near the Big Wind River bridge on U.S. 26. All work is dependent upon favorable weather.

Hot-mix asphalt patching work is scheduled to continue into early June on WYO 135, southeast of Riverton, and on

U.S. 26/287, east of Dubois. The paving crew will then move on to work for two days on U.S. 287/WYO 789 south of Lander. By mid-June, the paving crew’s schedule calls for work on WYO 28 south of Lander, WYO 134 (Missouri Valley Road), and on U.S. 20/WYO 789 north of Shoshoni.

The WYDOT paving operation consists of a paving crew, a roller operator and numerous WYDOT trucks hauling the hot asphalt.

“Please obey posted speed limits during the paving operation, and obey flaggers and traffic control for safety’s sake. Drivers should expect short delays,” said WYDOT District 5 Paving Foreman Shawn Coggins. “In work zones, pay attention or pay the price.”

May transportation meetings address future projects, pavement preservation Basin – A series of public meetings in May to addressed future highway improvement projects in Central and Northwest Wyoming.

WYDOT planned these meetings in May to receive input and answer questions.

A key part of the State Transportation Improvement Program (STIP) process involves annual meetings with public officials and other individuals who play a key transportation role in Wyoming, according to Shelby G. Carlson, P.E., WYDOT district engineer in Basin.

“These meetings provide an opportunity for local officials and citizens to provide input into WYDOT’s planning process,” Carlson said.

The STIP is a prioritized construction plan for the 1,326 miles of highway in Northwest Wyoming. Projects enter the STIP process based on a complex long range planning and needs analysis process, along with public input on known development issues that impact highway capacity.

“At the meetings, we will summarize and seek your input on projects planned for future construction in Northwest Wyoming, and we’d like information from you on community development and

West River Road public meeting held in Worland Worland – Washakie County residents were invited to attend a May 23 public meeting on the Ten Mile Creek Section of WYO 433 in Worland.

Phase 1 of the WYO 433 (West River Road) project includes the roadway between milepost 0.66 (near the Worland cemetery) and milepost 4.1. The 3.45mile project is scheduled for bid letting in WYDOT Fiscal Year 2014.

Riverton – A $432,300 flood repair project was scheduled to enter the paving phase May 15, west of Riverton on U.S. 26, according to Robert Scheidemantel, WYDOT resident engineer in Riverton.

“This project on U.S. 26 is just east of the Big Wind River bridge in the area where the highway was closed to traffic for several weeks in 2011,” Scheidemantel said. “The prime contractor, 71 Construction, is scheduled to start asphalt pave-

ment grinding and removal of the road shoulder on Thursday, May 15.”

Scheidemantel said a reduced speed limit of 30 mph will be in place through the project.

“After 71 Construction completes its project, Wyoming Department of Transportation maintenance crews will be in the area completing their highway patching work in early June,” Scheidemantel said.

71 Construction’s scope of work includes erosion repair, including pipe repair, grading, milling asphalt, placing crushed gravel base and rock rip rap, fencing and other work beginning at milepost 104.02 on U.S. 26 between Diversion Dam junction and Kinnear near the Big Wind River bridge.

71 Construction of Riverton is the prime contractor on the $432,300 project.

The Wyoming Transportation Commission awarded the project to 71 Construction last September.

Contract completion date for the project was May 31, 2013. n

Worland – A pavement improvement project is underway on WYO 431, also known as Gooseberry Road, between Worland and the Hot Springs county line.

McGarvin-Moberly Construction Co., of Worland is the prime contractor on the $5.06 million project. They were awarded the contract last July by the Wyoming Transportation Commission.

The 19-mile project begins at reference marker 5 (near U.S. 20/WYO 789) and continues west to milepost 24 near WYO 120.

“The contractor will likely finish most work on the Gooseberry project in June. All work is dependent on favorable weather,” said Dan McAfee, WYDOT resident engineer in Worland.

McAfee said motorists should expect delays of up to 20 minutes while the project is under way.

The Headquarters IT Program now has a tablet lending library.

Thirteen tablets and two mini laptops are available for check out.

A supply of 10 iPads, two HP ElitePads, one Dell Latitude 10, one Dell Mini laptop and one HP Surface Pro can be checked out by WYDOT employees who may need one for a conference or meeting away from their home office.

Lending is available statewide. District employees may get a tablet shipped to their closest district computer coordinator (DCC) from Headquarters. The DCC will then be available to help the employee with setup.

Each of the tablets are Wi-fi only, not 4G, and a hotspot connection is required for e-mail or Web browsing.

The iPad 4’s and HP ElitePads that are available do not have

USB ports, so thumb drives cannot be used to save documents.

Utilizing Google Drive on the these mobile devices is the best way to access work done remotely from your office workstation.

The HP and Dell products run Windows 8 software, while the iPad is an iOS device.

In regard to the fuel tax, Gov. Mead commended the WTA in supporting the increase in fuel tax. The WTA’s help made a difference in showing the state Legislature how key the issue is in maintaining our infrastructure.

WYDOT and WHP have a long-standing relationship with the WTA. Through the years, the groups have solved problems together. Director Cox related that the groups could roll up their sleeves and work together in partnership to accomplish tasks.

Safety is the number one issue for WYDOT, not only in maintaining strict standards in highway construction, or enforcing the laws on the highway but also in the business of drivers services and vehicle inspection services.

WYDOT has jurisdiction over more than 6,800 miles of highway needing upkeep to maintain our high safety standards.

The fuel tax measure will help with funding road projects immeasurably, taking care of the growing need of pavement repair.

“The funding levels that we have now with the fuel tax being raised will help us considerably. There is still a shortfall. The tax got us a little less than halfway from where we need to be in order to keep the system in its present condition,” said Cox. “We are in a pavement preservation mode.”

The fuel tax revenues will keep the systems in their current state of repair, per the bill that went through Legislature. All the proceeds of the 10 cent tax are for payouts to contractors only for work that is delivered.

Cox stressed to attendees of the WTA convention that WYDOT is comprised of Wyoming citizens who want see this system succeed using the funding that is being provided by the fuel tax “dime.”

Provisions of MAP-21 federal transportation funding bill are being “hammered out.” It will serve as the template for the next highway bill and those discussions are already beginning to take place Cox said. Communication has been made to the Legislature regarding the magnitude of need for highway funding.

WYDOTs internal mantra is “tell the truth every time, stay on message, don’t give up, because this is going to take awhile,” Cox said.

Speakers who addressed the annual convention of the Wyoming Trucking Association (WTA) last month in Cheyenne covered a range of topics, including the impending increase in the state fuel tax, highway infrastructure needs, and how stakeholders can foster partnerships at the regional, national and even international level.

WTA president Dale Livermore opened the session by introducing keynote speaker Gov. Matt Mead. WYDOT Director John Cox and Highway Patrol Administrator Col. John Butler also addressed the gathering.

Being a landlocked state, Wyoming relies heavily on the trucking industry for shipments into and out of the state. According to Mead, Wyoming was one of a handful of states that had increased its level of international exports by double digits, which is good news for the trucking industry in Wyoming. The 17 percent increase lands this state at seventh best in the nation for international exports.

“And as we think about the $24 billion of goods that come in and out of the state every year, we want you to know that we are continuing in my office to work toward additional good news in terms of international exports,” said Mead. He also hopes to expand international trade relations and expand an already vital part of Wyoming’s economy.

Highway De moving p toward con The Highway Development Program coordinates much of the effort to move a project from an identified need in the State Transportation Improvement Program (STIP) to the final plans and specifications used to let contracts for construction.

The Project Development, Photogrammetry and Surveys, and Engineering Services sections under Highway Development all contribute their own expertise to advance projects to the point that contracts can be awarded and construction can begin.

The field operation districts and Programming Section, with guidance from Executive Staff, select the projects that need to be done and put them into the STIP. Highway Development then takes over to refine the scope of work and begin design.

In May of each year, Laird Project Development reviews the STIP looking for newly added projects or projects that have been moved in the schedule.

New projects that will require a full-blown design are assigned to a design squad and a reconnaissance inspection is begun to define the scope of work to be done.

The process involves input from numerous other WYDOT programs, but on road projects, the Project Development section takes the lead on reconnaissance inspections.

In most cases, the inspections are done by consultants hired by the Engineering Services Section.

Engineering Services handles contracts for design and engineering work and professional services agreements used anywhere in the department. It also issues standard plans designers use for repetitive features included in plan sets.

“These reconnaissance inspections don’t require someone with a great deal of institutional knowledge to do them,” Highway Development Engineer Tony

Laird said. “It’s kind of a straightforward, formulaic way of doing the research and writing the reports, so this was kind of a natural thing to outsource.”

Following the inspection, the consultant meets with representatives of the Highway Development sections, the district in which the project is located, Environmental Services, Materials and any other WYDOT programs needed to discuss the consultant’s findings and what the various programs have in mind for the project.

“Then typically the whole group will drive through the project, stop from time to time and look at things more closely and pick up some things that they didn’t think about in the office,” Laird said.

The consultant will then submit a draft reconnaissance report that is reviewed and commented on by all the WYDOT personnel who have been involved in the process. Once those comments are incorporated, a final reconnaissance report is sent to the Highway Development engineer and district engineer for approval.

The process for getting projects to reconstruct or upgrade an existing highway to the reconnaissance report stage is fairly straightforward, but building new roads or major projects in urban or environmentally sensitive areas are considerably more complex and time consuming.

“There are so many things involved with building a new road, a lot of public involvement, a lot of local politics, a lot of environmental issues,” Laird said.

“The reconnaissance report waits for the environmental decision-making process through NEPA (National Environmental Policy Act). It can take three or four years before a preferred alignment is final and Project Development gets involved with the reconnaissance report. But those projects are fairly rare these days.”

Following the reconnaissance inspection, if no environmental study is needed, survey work can begin.

“Photogrammetry and Surveys produces mapping to show all the physical characteristics of what’s in the project location,” Laird said. “They do terrain, which is what you don’t see when you look at the

evelopment: projects nstruction plans, but the designers see in a three-dimensional world with the precise elevations of the ground every place that we’re working. They need that terrain data to set their slopes and grade lines.”

While the survey work is ongoing, a draft reconnaissance inspection report is written with input from Project Development, the district engineer, Traffic, other WYDOT programs and other agencies.

If any special engineering reports are necessary for projects they would begin at this point. If not, the design squad can begin developing preliminary plans.

A design alternative is selected and a cost estimate is made based on preliminary surfacing thickness and other factors.

“From here we work our way through the several intermediate sets of plans that get issued,” Laird explained. “The design becomes more refined with each successive set of plans. More of the details are finalized. “ Environmental Services assesses the project site, provides clearances and determines if there are any features that should be avoided, such as wetlands.

Geology investigates roadway materials and bridge foundations and Hydraulics determines drainage areas and a preliminary storm drain layout About a year’s work and investigations go into advancing from the preliminary plans to grading plans that show the horizontal alignment of the road and surfacing thickness, with a preliminary grade line showing the vertical alignment.

The Right-of-Way Program can now begin determining if any additional right of way is needed and acquiring it, and getting construction permits for work that will temporarily affect land adjacent to the project.

Following the issuance of right of way and engineering inspection reports, the Utilities group can begin contacting utility companies to schedule any utility moves the project will require. Right of Way and Utility plans are then issued.

If there is a utility line in WYDOT right of way that will be affected by a project, the utility is generally required to move it at its own expense. If the line is outside the right of way, WYDOT pays to have it

moved.

The design team with the Utilities group also includes a four-person design software support group to support the use of the Microstation CADD software and Geopak design software throughout the department.

Once all needed data are defined, final design plans are issued and checked and the plans and specifications are completed. At this point Highway Development hands the project off to Contracts and Estimates, which prepares the construction estimate and makes preparations for bidding by contractors and for the Transportation Commission to award a construction contract.

The time required to advance a project from the reconnaissance inspection to the bid opening for a reconstruction or upgrade on an existing highway, is usually about four years.

However, about 75 percent of WYDOT’s projects are now smaller, such as pavement overlays and chip seals, which take a fraction of the planning and design work.

Pavement overlays and other smaller projects are usually handled through field designs completed by resident engineers. Those designs accompanied by engineer’s recommendations and a summary of materials required must be submitted to Highway Development by May 1 for lettings beginning Oct. 1.

Project Development reviews those plans and Materials designs the pavement structure needed to properly repair the road with an overlay. Traffic and Bridge contribute temporary traffic control and bridge rehabilitation plans.

“Project Development is sort of the hub of putting together road projects, but they don’t produce all the content in a set of plans,” Laird said. “Their real technical expertise is the geometric design and the earthwork design, so they look at that vertical grade line, horizontal alignment and the cross slope on top of the road. Then they assemble all the plans with input from all the other programs.”

The lega of mari Legality of marijuana in Colorado doesn’t affect WYDOT drug screening As Colorado works out the details of implementing last November’s vote legalizing marijuana use by adults, WYDOT is reminding employees subject to drug screenings that a positive test for marijuana will continue to have the same consequences.

Regardless of whether the marijuana was legally obtained and used in Colorado, if the drug turns up in a WYDOT drug test, the penalty can range from a one-day suspension to termination, depending on the level found and whether there has been a previous positive test, Employee Safety Manager Ron Chavez said.

He also cautioned that marijuana stays in the system longer than alcohol and other drugs for which WYDOT tests.

About a third of WYDOT’s employees are subject to random drug tests, primarily as a condition of holding a commercial driver license that allows them to operate vehicles weighing more than 26,000 pounds or combination vehicles.

WYDOT contracts with a drug testing company to screen half of the department’s crews each year. If the company’s computer program randomly selects a crew for screening, all members and the supervisor are required to take the test. Refusing to take a test carries the same penalties as testing positive.

In addition to the random screenings, tests are also done if a crash occurs, there is reasonable suspicion of drug or alcohol use or an employee is returning to duty after a positive test.

The penalties for a positive test for marijuana are the same as for alcohol or any of the other five classes of drugs for which CDL holders are screened.

A positive test showing a level of marijuana less than half of what is considered impaired results in a one-day suspension without pay. If the level of marijuana detected is more than half of the impaired level, the penalty is a five-day unpaid suspension.

A second positive test at either level results in termination.

“You get one strike,” Chavez said. “Second one, you’re done.

Most places don’t even give you the one strike. You test positive and you’re done. If you get in an accident and are ticketed for being impaired, you’re going to lose your license for a year. At that point, they’re done with us.”

WYDOT’s Drug and Alcohol Testing Program and Policy and Procedures Manual says marijuana is detectable in the body for up to seven days after occasional use.

“Marijuana can stay in your system longer than alcohol, so they need to beware, Chavez said.

The consequences for testing positive for alcohol or marijuana are separate and less severe than the penalties for actually driving impaired.

“If you are found by law enforcement to have violated the law you lose your CDL for a year,” Chavez said. “If you have a CDL you’re risking your livelihood. You’re going to lose your job if you lose CDL privileges.”

Testing positive for prescription drugs can carry the same consequences as a positive test for alcohol or marijuana.

Employees in safety-sensitive jobs are required to tell their supervisor about any over-the-counter or prescription drugs they are taking. The Employee Safety Office then determines if the employee can safely carry out their duties while taking that medication.

Anyone testing positive for a legal but impairing drug that they haven’t told their supervisor about, would be subject to the same suspension as for a positive test for marijuana or alcohol, Chavez said.

Patrol sees increase in marijuana coming into the state Highway Patrol troopers are seeing an increase in misdemeanor amounts of marijuana coming into Wyoming from Colorado since voters in that state made marijuana use legal for adults.

“It is people from Wyoming who have gone to Colorado and gotten it and people from Colorado bringing it into Wyoming,” Patrol Col. John Butler said. “That’s what (troopers) are finding out. So it is impacting us.”

There were 94 seizures of misdemeanor amounts of controlled substances and paraphernalia on US 287 between the Colorado border and Laramie during the first four and half months of this year, compared to 98 during all of 2012. The 2012 total was more than twice the number recorded during any of the previous six years.

Butler cautioned Wyoming residents the legal status of marijuana in Colorado is irrelevant in Wyoming.

“The thing I would remind them of is it is illegal in the state of Wyoming to be in possession of marijuana,” he said. “It’s not allowed for medicinal purposes and obviously not for personal use. So you may have friends who live in Colorado or Montana, where it is also legal for medicinal use, who either have a prescription to have it or can get it for personal consumption. Have your friends be mindful that it is not legal in Wyoming.”

Butler said drivers suspected of marijuana impairment on Wyoming highways will be tested through procedures recommended in the Advanced Roadside Impaired Driving Enforcement system (ARIDE).

“We have tests, field maneuvers if you will, that we can put you through, and we’re training all our officers in what’s called the ARIDE system,” Butler said. “There’s a difference in identifying alcohol impairment and the impairment we’re seeing with marijuana and other drugs, so we’re going to get more of the drug recognition training for our officers.”

Driving under the influence of marijuana is subject to the same impaired driving charge and penalties as driving under the influence of alcohol.

Conviction for a first offense results in a driver license suspension of 90 days, with the potential for a fine of up to $750 and six months in jail.

A second offense within a 10-year period results in a license suspension of one year, and at least seven days in jail and a $200 fine. The jail term can be as high as six months and the fine up to $750.

Commercial driver license holders automatically lose their CDL for a year for a first offense, even if the violation occurs in their personal passenger vehicle on personal time.

The seat belt is not a new invention. It’s been around for over 100 years; in fact, it was in 1885 when the first version of the “safety belt” was patented in the United States. For a device that’s been around so long and proven so effective at saving lives, it’s a wonder controversy still exists over its use.

From 1975 through 2010, the Guide to Community Preventive Services estimates that over 255,000 lives may have been saved in automobile crashes if seat belts had been used. That’s about half the population of Wyoming, which continues to have one of the worst rates of seat-belt use among motorists. Of the 120 fatalities on Wyoming’s roads in 2011, 64 percent were not restrained while 79 percent of those involved in rollover crashes were killed.

It’s the state’s record of low seat-belt use combined with the fact seat belts do save lives in a crash, which drives the Wyoming Seat Belt Coalition in its efforts. On May 13 the coalition, along with Wyoming Medical Center, Natrona County law enforcement, and other community groups, kicked off its May Mobilization enforcement campaign with a news conference in Casper and a proclamation of support by the City of Casper. The effort ran from May 20 through June 2.

“You wear your seat belt, odds are greater your chances of injury are lessened,” said Casper Police Capt. Mark Trimble.

His agency has joined forces with other law enforcement agencies in Natrona County, including Highway Patrol, in targeting those who aren’t wearing their seat belts. For a state without a primary law, that means a driver would have to be pulled over for another reason.

“You can get a seat-belt violation ticket by getting pulled over for anything, even if you’re given a warning for the initial violation,” said Wyoming Highway Patrol Lt. Terry Vincent. “So buckle up and save yourself a ticket.”

Wyoming seat-belt use has traditionally lagged behind the national average. In 2011, just over 82 percent of people used their

seat belt, compared with 84 percent for the nation. As recently as 2008, Wyoming’s reported seat-belt use was at 68 percent, according to the National Highway Traffic Safety Administration.

Opinions as to why vary, but some allege Wyoming’s freedomloving nature is at least part of the answer.

“The decision to not wear your seat belt is not a protection of your civil liberties,” said Jen Zettl, trauma coordinator at Wyoming Medical Center. “Whose liberty is denied when a family learns a loved one is permanently injured or dead?”

That sentiment was echoed by Wyoming Sen. Charles Scott, who was on hand to support the mobilization effort, and received recognition by the coalition for his efforts to promote seat-belt use. It was a crash involving his wife that changed his view on the issue. Though not wearing a seat belt, she survived without lasting injury, and Scott said the experience was a lesson.

“It convinced me I should wear one,” he said, adding he doesn’t buy the argument that seat-belt laws deny people of personal liberty. “The consequences of not wearing one; you could end up in Natrona County Coroner Connie Jacobson’s morgue.”

Scott has introduced legislation to make the wearing of seat belts a primary law in Wyoming – one that can warrant being pulled over by law enforcement. He’s also worked to increase the fine for non compliance from $25 to $75. Neither has become law, but that doesn’t deter Scott, or the Wyoming Seat Belt Coalition.

“Eventually, we need a primary seat belt law,” Scott said. “We’ll continue the effort until the last person gets the message.”

With 100 extra hours to devote to traffic enforcement during the campaign for the Casper Police Department alone, more drivers are sure to be made aware of the message.

May 13 was proclaimed as a statewide day to recognize the importance of seat belts in saving lives. In Cheyenne, Mayor Richard Kaysen gave the keynote speech at the proclamation ceremony held at the Lion’s Park Amphitheater.

“I am pleased to issue this proclamation today: Seat belts save lives. Buckle up,” said Kaysen. “We should not wait until personal tragedy strikes one of our family before we become seat belt advocates. Every hour someone dies in this nation because they fail to take two seconds to buckle up.”

Nationwide, there are more people buckling up, but there is a higher percentage of young men and pickup drivers who don’t buckle up.

Whipple appointed to National Guard post

Williams appointed to Board by Governor

Bill Whipple has left Contracts and Estimates in Cheyenne to serve on the Wyoming adjutant general’s staff as the National Guard’s state command chief master sergeant.

The appointment will make Whipple Whipple the top noncommissioned officer in the Wyoming Air National Guard.

He will be responsible for all affairs concerning enlisted personnel in the WYANG, and serve as an advocate for the airmen to make sure their well-being and concerns are considered at the state level.

The official change of command ceremony at which his appointment will take effect is scheduled Aug. 4 in the Wyoming Military Department’s Joint Force Headquarters auditorium in Cheyenne.

Whipple retired from WYDOT on May 1 after a 32-year career that began in 1981 as an electronics technician in Planning’s traffic counting office. He later moved to Contracts and Estimates, where he served as an estimator.

The Pipestone, Minn., native joined the National Guard in 1979 after serving three years in the Air Force, completing electronics training at Lowry Air Force base in Denver.

Calvin Williams of Jackson construction has recently been appointed to the Wyoming Board of Geographic Names by Gov. Matt Mead.

Williams had expressed an interest in sitting on the Wyoming Board of Geographic Names. He received a letter of recommendation from the Chairman of the House Judiciary Committee, a prominent local attorney.

Williams will serve a five year term.

The board meets biannually in Cheyenne with the possibility of additional meetings throughout the year.

The Wyoming Board of Geographic Names is charged with maintaining uniform geographic name usage.

“If someone wants to name a geographic feature in Wyoming, that person contacts this board and it goes through a process,” said Williams.

The board helps the general public in understanding and preparing applications for submission to the U.S. Board on Geographic Names.

Uniformity in geographical name usage is crucial to surveyors, map makers and scientists.

The U.S. Board on Geographic Names was founded in 1890 to combat the inconsistencies and contradictions among names and spellings in the surge of exploration and settlement in postCivil War America. Currently 50 nations in the world use a form of standardized naming. n

A statewide REACH award, from the Wyoming Office of Tourism, was presented today to the WYDOT’s District 5 public relations specialist in Riverton.

The Industry Partner of the Year Award was presented to Cody Beers of WYDOT in Riverton. State Tourism Director Diane Shober noted that construction season is hard on travelers and the businesses in and around the construction zone.

“And when the construction project lasts seven years, the impacts can be devastating,” she said, referring to the Togwotee Pass construction project that finally ended this past year.

Shober said the commitment made by WYDOT toward tourism marketing and public relations, and Beers’ individual contributions, kept traffic flowing over Fremont County’s lifeline highway.

“Cody was instrumental in the concepts of utilizing the Togwotee Trail ambassadors, building of the Web site, and development of related CDs and brochures that promoted the history and scenery of the Togwotee Trail to Yellowstone,” Shober said.

Beers was credited with a direct link to the region’s positive economic impact during the construction “because of his influence and involve- Cody Beers of Riverton and WYDOT were honored with the Industry Partner of the Year Award. Beers posed with the Northern Arapaho Experience Dancers.

The WYDOT plows rounded out the complement of equipment found in the library’s parking lot. Cheyenne city vehicles, fire trucks, police cars and rescue vehicles were also on hand to see and touch. n

Casper Ride of Silence successful for third year Casper area bicyclists joined bicyclists around the world on May 15 for the second annual Ride of Silence.

Casper’s Ride of Silence was first held in 2010. It is hosted locally by WYDOT and organized by Jeff Goetz, District 2 public relations specialist. 2013 marked Casper’s third year participating in the annual event, which topped 380 locations worldwide.

Last year, just over 70 people joined the event. It was the highest number of participants in Wyoming. The only other confirmed Ride of Silence event this year is in Lander.

This short ride of no more than five miles honors those who have been killed or injured while riding their bicycles and helps raise awareness of cyclists’ presence on our roadways and trails.

Wyoming averages one to two bicycle fatalities per year, with two deaths as recently as 2009. Fortunately last year, there were no deaths involving people riding bikes.

Helmets are required; bright clothing and lights are highly recommended for the ride home. There are no fees charged

WYDOT’s Utility Section presented their Plans Reading Course and Utility Procedures Course to a total of 109 participants on separate dates throughout April at the Laramie County Library, the Wyoming Fire Academy in Riverton, and the WYDOT U classroom.

Attendees received copies of the WYDOT Utility Accommodation Regulation, Operating Policy 19-7, WYDOT Rules and Regulations Chapter 28, Code of Federal Regulations, and Buy America policies. They were trained on licensing, relocation, and road plan notification procedures.

The utility section uses the opportunity to put faces with names and with these personal contacts have improved customer relations, which in turn has improved determining utility company impacts with road projects, getting adjustment and service agreements executed, and resolving conflicts during construction.

Donate Life America presented WYDOT Driver Services employees with its Gold Medal Award on May 14 in recognition of the high percentage of Wyoming residents who have pledged to be organ, eye and tissue donors.

“Fifty-nine percent of Wyoming residents say yes to organ donation when renewing or obtaining their driver license or state ID card,” said Andrea Smith, director of communications and public relations for the Donor Alliance. “That puts Wyoming at the ninth-highest rate in the nation.”

Without the cooperation and dedication of driver license examiners who make applicants aware of the donor option, that high rate wouldn’t be possible,” Smith said.

Driver Services Manager Don Edington accepted the award on behalf of his program and the people of Wyoming who are volunteering to be donors.

“I commend everyone in the room and I hope you’ll go back and commend all your employees,” Edington told Driver Services supervisors gathered in Cheyenne for training. “I also want to express my gratitude and thanks to the citizens of Wyoming. They’re the ones that make this happen.”

Cody man leads state Elks Looking back at more than 10 years of service with the Elks Lodge, incoming state president Larry Christy of Cody says the rewards of charitable work are infectious.

“You can put a little in – just your time – and get a whole lot back,” he said. “If it’s just one kid we help, that’s worth it. Think about how many people that kid will go on to help when they are Christy older.”

A streetlight technician for WYDOT, Christy relocated from Iowa to Cody with wife Michelle and their three children 11 years ago.

Describing his life as “blessed with healthy children, a good job and wonderful wife,” Christy said when he learned about the Elks Lodge charitable programs for youth and veterans, “it seemed like a way to give a little back.”

Upon joining, he said, “I was able to get involved right away.”

The Wyoming Elks State Trust “Needy Youth” program, which provides assistance to families for everything from school supplies to medical expenses, is especially inspiring, Christy said.

“I remember a letter a kid wrote us,” Christy said. “He was 12 or 13 years old at the time and we had given assistance to his family for clothes and other things. He had never had a brand new package of socks,” Christy added. “He wrote this letter to thank us for the new package of socks.

Donor Alliance honors WYDOT

Janos recalled how Driver Service’s Laura Whalen-Steege was helping Tyler get his commercial driver license when his son asked him if he was an organ donor. “I said, ‘Yeah,’ and he said, ‘Wouldn’t that be strange.’ I said, ‘Well, what are you going to do with them?’. He said, ‘Oh,’ and checked the box. Two years later he died.”

Knowing Tyler wanted to be an organ donor, and that his decision would save the lives of others made getting through the loss of his son easier,” Janos said.

“We’ve been in contact with every one of the organ recipients, and we’ve made great friends,” he said. “The other good thing was, when all of this was happening, the last thing you want to have to do is make critical decisions. Knowing in advance made all the difference in the world.”

There are about 200 Wyoming residents currently waiting for a life-saving organ transplant. Residents can register to be donors at www.donatelifewyoming.org. n what makes us keep working hard to help the community.”

Encouraged by the value of services the Elks provide, Christy began looking for ways to serve at the state level five years ago and in 2010 was elected as third vice president.

He then rotated through the second and first vice president positions and was sworn in as president May 18 during the state convention, to serve a one-year term.

“As leader with the Elks there has been a lot to learn,” he said.

“I’ve learned self-confidence and to keep an open and charitable mind. Now I’ve got great people with huge hearts who do a lot of work putting their confidence in me to represent them for a year – that’s very humbling,” he said. “But becoming president is also exciting. I’m excited for the challenges.”

As president, Christy will travel monthly to lodges throughout the state to check-in on projects and fundraisers. He expects his biggest challenge will be gaining new membership.

“We are past that old club idea,” he said. “We want to focus more on family and community so we need to get youth and families involved.

“My kids have loved helping out with events,” he added. “If we can get younger people and families involved, they will bring new perspectives and ideas for service we can help with.”

So for anyone looking to get involved, Christy says a good first step is visiting the local Elks Lodge.

“There’s plenty to get involved with. All you have to do is walk in the front door the first time.”

Price state board vice president for 2013 Jason Price has been a WYDOT maintenance technician in Lovell for nearly seven years. He’s a good guy, always willing to help his fellow employee, and a dedicated employee of WYDOT District 5.

The Chesaning, Michigan, native has been a WTDEA member for six years.

He proudly serves as a state WTDEA officer. He is a Chesaning High School graduate.

Price refers to the WTDEA mission statement when talking about the importance of the organization to WYDOT employees. WTDEA “provides direct communication for all WYDOT employees. WTDEA promotes a safe, efficient working environment with positive changes for the future.”

“I believe WTDEA does a lot for everyone who joins,” Price said. “From being a member, there are membership cards, meetings held at all 12 of our district shops, raffles, WTDEA hats, grants for kids, picnics, 50/50 drawings, and state board scholarships for college students.”

WTDEA state board of directors 2013-2014 scholarships awarded The WTDEA state board proudly announces the 2013-2014 recipients of the WTDEA State Board of Directors College Education Awards. This year’s scholarships have been awarded to four young people who are looking to further their education after high school.

Congratulations to Shelby Baumgartner of Sheridan, Michael Beasley of Cheyenne, Tasha McMillion of Cheyenne, and Jessica Nyffler of Cheyenne.

The four $400 one-year scholarships were awarded to the most qualified applicants seeking full-time undergraduate study at any accredited college, university or technical school. The selections were based upon high school GPAs, tuition costs and a handful of other criteria.

Award winners will receive half the scholarship prior to the fall semester. The

recipients must maintain at least a “C” average, or equivalent, to receive the second half of the scholarship. Should a recipient fall below the “C” average requirement, the money would then be awarded to one of the four alternates that have already been selected.

This year, the WTDEA received three times the amount of applications than they have in years past.

The applicant must be the member, spouse, unmarried son, unmarried daughter, or dependent of a WTDEA member in good standing with at least two years consecutive membership.

The scholarships were chosen during the May WTDEA state board meeting in Cheyenne and letters of congratulations sent out to recipients and alternates within a week of the meeting.

Congratulations to this year’s recipients on their past achievements and their ongoing pursuits. n

Headquarters WTDEA chapter awards 20132014 scholarships The WTDEA Headquarters chapter proudly announces the recipients of the Headquarters Scholarship for the 20132014 school year.

This year, there were eight applicants for the two scholarships.

Congratulations to Kaylee Alles daughter of Robert Alles, Photogrammetry and Survey; and Chase Ketterling son of Kent Ketterling, state maintenance engineer.

The two $500 one-year scholarships were awarded to applicants seeking full-time undergraduate study at any accredited college, university or technical school. The selections were based upon high school scholarship ability (grades versus the difficulty of classes), economic necessity, citizenship and their extracurricular activities.

Award recipients will receive one half the scholarship at the beginning of each semester or one-third at the beginning of each quarter.

The recipients must provide proof of registration and previous quarter or semester grades before receiving the next installment from the headquarters chapter treasurer.

Should the recipients be unable to attend school as planned, the money would then be awarded to the alternate that has already been selected.

The applicant must be the unmarried son, unmarried daughter, spouse or unmarried legal dependent of a WTDEA member in good standing with at least two years continuous membership.

The scholarships were chosen by the scholarship committee. The committee judges were Judy Williams, Right of Way; Bill Whipple, Contracts and Estimates; Tina Thomas, Highway Development; and Becky Savastano, Fuel Tax. Congratulations to this year’s recipients on their achievements and their future educational endeavors. n

New Grant Assistance Program approved grant moneys for second quarter Cheyenne – The WTDEA Headquarters chapter Grant Assistance Program (GAP) awarded a total of $450 to approved applicants for the second quarter of 2013.

The grants were awarded for the following activities: soccer, t-ball, student ambassador, Future Business Leaders of America (FBLA), college supplies, basketball club, and a pistol safety course.

The deadline for third quarter applications is June 28.

The amount awarded to each applicant is $75, or the cost of the event if that amount is less than $75. The GAP Rules and Application may be found on the intranet. n

Passings Retiree Terry Wiechert dies Terry Wiechert, 66, retired Sundance maintenance crew worker, died May 17 at Crook County Memorial Hospital.

Wiechert began work with the old Wyoming Highway Department, WYDOT’s predecessor agency, in August 1971. He spent many years plowing snow, operating transport trucks and running heavy equipment for road maintenance and construction projects.

Terry retired from WYDOT in June 2012 after 41 years of service. Wiechert Wiechert was born in East St. Louis, Ill., but was raised in Washington state. He graduated from

Port Townsend High in 1964. Wiechert held jobs as a fisherman, salmon troller and log hauler immediately following high school.

In 1967, Wiechert was drafted into the U.S. Army where he served in Vietnam and Germany. He was honorably discharged in 1969.

Wiechert had a love for the outdoors, where fishing and hunting were top on the list. He was an avid firearm collector and a gunsmith. He made a lifelong hobby of gunsmithing out of his passion. Terry was also very fond of vehicles and mechanics, particularly if it could be made into a “hot rod.” He continued to purchase and trade hot rod cars throughout his life.

Terry served as a commander of the Devils Tower VFW Post 4311.

Wiechert’s funeral service was conducted May 22 in the old high school gym. Burial was at Mt. Moriah cemetery following the service. n
