By Jordan Achs Governor Mark Gordon visited WYDOT Headquarters in mid-July to take a quick tour of operations, meet some of the force and to learn about the department’s recent challenges and accomplishments.

The brisk tour included visits to Accounts Payable, Budget and grants, WyoLink, the Materials Lab, the Rigging Shop, Mechanics, and wrapped up with the I-80 and I-25 maintenance crews. Along the way he tried to meet as many employees as possible.

“Unfortunately he was on a very tight schedule and couldn’t meet everyone or stop by every department,” said WYDOT Director Luke Reiner. “He did repeatedly express his gratitude for the hard work WYDOT employees do every day in every sector.”

Part of the tour also included demonstrations by the Materials Lab and a chance to sit in a plow and talk plow strikes with the Rigging Shop crews. He also discussed challenges, goals, accomplishments and more with executive staff.

We appreciate the Governor’s time and the chance to highlight the important work the people of WYDOT accomplish each day. n

Commission awards almost $73 million in contracts in July CHEYENNE – The Wyoming Transportation Commission awarded almost $73 million in contracts for nine Wyoming Department of Transportation construction projects during its July 21 business meeting.

The commission awarded a $21.1 million bid to Lewis & Lewis, Inc., out of Rock Springs for a project that involves paving, milling, a plant mix wearing course and other work on almost 12 miles of eastbound and westbound Interstate 80 in Sweetwater County.

A $16.2 million bid was awarded to Knife River out of Cheyenne for a project involving paving, structure work, milling, a plant mix wearing course, grading, fencing and other work on more than 15 miles of northbound Interstate 25 in Converse County.

Casper Electric, Inc., out of Casper, was awarded a $2.1 million bid for a project involving electrical work, sidewalk work, curb and gutter, signing, concrete work, grading, striping and other work at various intersections within the town of Green River in Sweetwater County.

The contracted completion date for the above projects is October 2023.

Also based out of Casper, 71 Construction was awarded a $1.7 million bid for a project involving paving, milling, chip seal, drainage work and other work on more than 2 miles of Wyoming Highway 132 in Fremont County. The contracted completion date is August 2023.

The commission awarded a $1.8 million bid to High Country Construction, Inc., out of Lander for a project involving paving, grading, drainage work and other work at various locations along Interstate 90 in Sheridan County.

Also in Sheridan County, Advanced Electrical Contracting, Inc., based out of Sheridan, was awarded a $647,000 bid for a project involving electrical work, sidewalk work, curb and gutter, grading and other work in the city of Sheridan.

The contracted completion date for the

above two projects is June 2023.

The commission awarded a $319,000 bid to Cheyenne-based Reiman Corp. for a project involving drainage, grading, paving and other work on US Highway 85 in the city of Cheyenne in Laramie County. The contracted completion date is November 2022.

Two projects were awarded to out-ofstate contractors: • Montana-based Riverside Contracting, Inc., was awarded a $22.2 million bid for a project involving paving, grading, structure work and other work on just over 8 miles of both northbound and southbound I-25 in Natrona County. The contracted completion date is June 2024.

Idaho-based Avail Valley Construction-ID, LLC, was awarded a $6.8 million bid for a project involving paving, fencing, milling, chip seal, bridge deck repair and other work on almost 9 miles of US Highway 189/191 in Sublette County. The contracted completion date is September 2023.

All of the projects awarded this month are funded primarily with federal dollars.

Almost all WYDOT projects are awarded to the lowest bidder. July’s meeting saw an average of about two and a half bids per project.

District 1

Season paving operations have begun in Carbon County RAWLINS – Maintenance crews with the Wyoming Department of Transportation began seasonal paving operations in Carbon County.

Work began on Wyoming Highway 487, north of Medicine Bow between mileposts 20-21.25 before moving paving operations to Interstate 80 at mileposts 261-262 in the east-bound lane by Elk Mountain.

Crews moved to Rawlins following the paving near Elk Mountain where they paved I-80 at mile post 225, and Wyoming Highway 71 between mileposts 0-1.

Paving operations concluded for Carbon County in Saratoga on Wyoming Highway 130. Various sections were addressed.

District-wide chip seal project caused delays LARAMIE – Motorists around southeast Wyoming encountered delays as the Wyoming Department of Transportation’s District 1 began its annual chip sealing project on July 27th.

Chip sealing helps preserve the pavement and improves pavement traction.

Crews with Intermountain Slurry Seal, Inc. began the project in Carbon County on Wyoming Highway 487 near Medicine Bow, between mileposts 0-9. This work will likely be done in two phases.

Next, crews addressed sections on Wyoming Highway 76, east and west, at mileposts 215.6-222.19 near Rawlins. As well as a portion on Wyoming Highway 789 at mileposts 40-50 in Baggs, and in Savery on Wyoming Highway 70 at mileposts 24.9-31.5.

Crews moved to Albany County to chip seal Wyoming Highway 11 from mileposts 0-10.94 by Centennial.

Finally, crews wrapped up work in Laramie County on Wyoming Highway 212 from mileposts 6-8.12 in Cheyenne.

Pilot cars were in place for traffic control on all 2-lane highways.

Pavement work began on WYO 230 in Laramie LARAMIE – Crews with the Wyoming Department of Transportation and Knife River Corporation began work on Wyoming Highway 230 outside of Laramie.

The work occurred between mileposts 2.5-11.5 on WYO 230 southwest of Laramie.

The project consists of widening lanes, milling and pavement work. A left turning lane was added near milepost 4.1,

by The Martha Hansen Teaching Arena (Hansen Arena).

During paving, traffic was restricted to alternating lane closures and a pilot car was used to keep traffic moving by the construction operations.

Bridge rehab projects underway in Carbon County ARLINGTON – Crews with the Wyoming Department of Transportation and S&S Builders, LLC began bridge rehabilitation work on Wyoming Highway 13 near Arlington on July 6 and Wyoming Highway 130 by Walcott Junction following.

The structure work began at milepost 14 on WYO 13 and at milepost 2.11 on WYO 130.

The projects included rehabilitation on the bridge decks, a few minor deck repairs and an epoxy overlay. Erosion areas were also addressed by including rip rap construction on the bridges and along the road.

Bridge rehabilitation work required lane closures and traffic signals with delays up to two minutes. There was also a 14-foot width restriction in effect on both projects.

Motorists encountered delays. Both projects were expected to be complete by this fall.

STIP meetings in Laramie, Albany, Carbon Counties LARAMIE – The Wyoming Department of Transportation held its annual State Transportation Improvement Program (STIP) meetings this summer.

District 1, which encompasses parts of Laramie, Albany and Carbon Counties, had meetings in July and a few in August.

The STIP outlines WYDOT’s construction project schedule over the next six years. A dynamic plan, the STIP is updated every year to make sure it addresses both current and future needs.

District 1’s STIP was presented in Albany County July 12 and Carbon County on July 20. The meeting is to be held in Laramie County on Aug. 2.

began a signalization project at the intersection of US Highway 287/3rd Street and Flint Street on July 5.

The project included removing concrete corners at the intersection, boring, installing conduit, installing traffic signals, restriping the intersection, and other miscellaneous work.

Delays at the intersection were expected due to lane closures while work is being conducted.

Drivers are encouraged to slow down through the intersection and watch for workers close to the road. When crews are striping, watch for wet paint and slow-moving equipment.

This project is expected to be complete

by September 2022.

The driver of the Dodge fled north on US 85 towards Torrington. As the trooper pursued the truck, he observed items being tossed out of the vehicle. Goshen County Sheriff ’s Deputies and the Torrington Police Department were notified of the pursuit and successfully deployed tire deflation devices around milepost 92 on US 85 with the truck being stopped around milepost 93. The occupants were taken into custody without further incident.

The occupants have been identified as 27-year-old South Dakota resident Levi R. Anderson and 27-year-old South Dakota resident Alice Oldson. Anderson was booked into the Goshen County Detention Center on charges of driving while under the influence, controlled substance, fleeing/eluding, speed, no proof of insurance, driving without a license, two counts of felony possession of a controlled substance, and interference with a peace officer. The passenger, Oldson, was charged with interference with a peace officer and two counts of felony possession of a controlled substance. The driver and passenger were also booked on outstanding warrants for their arrest.

The WHP would like to thank the Goshen County Sheriff ’s Department and Torrington Police Department, who helped with this incident.

District 2

Walsh Drive bridge project on schedule CASPER – The replacement project for the I-25 bridge over Walsh Drive in Casper continues to be on schedule for its 2023 completion.

“There have been a few delays with materials deliveries but overall, the project is on-time,” said Casper Resident Engineer Brooke Allen.

She noted if work continues to progress at this rate, there’s a good chance traffic could be driving on the bridge by the end of this year.

Pursuit ends in Torrington TORRINGTON – Two South Dakota residents are in custody following a pursuit on July 8.

The pursuit started shortly after 9:40 p.m. after Wyoming Highway Patrol troopers attempted to stop a Dodge Ram on US 85 in the town of Hawk Springs for speeding. The driver of the Dodge accelerated to speeds of over 100 mph in an attempt to elude law enforcement.

CASPER – Two Casper area projects began at the beginning of July and caused some traffic congestion. Both projects were deemed short-term, with one project expected to be complete within two days of start.

On July 12, Casper maintenance crews began asphalt paving a section of WYO 258 (Wyoming Boulevard) from Poplar Street east about halfway to WYO 251 (Casper Mountain Road). Paving was in the eastbound lanes before switching to the westbound lanes. Traffic control was in place and speeds were reduced to 30 mph. Traffic will be reduced to one lane, either direction.

During this project, turning access to the shopping center and car wash was be restricted from Wyoming Boulevard. Access from Poplar Street south of Wyoming Boulevard was not affected. The paving

operation lasted two days.

The second project is expected to last up to six months and affects the bridge over Casper Creek on Salt Creek Highway just north of Yellowstone.

On July 18, the project to replace the bridge deck began and necessitated the closure of Salt Creek Highway to through traffic for the duration.

The bridge crosses Casper Creek just to the north of US 20/26 (Yellowstone Highway) and just to the south of the railroad tracks. Though short in length, the deck replacement closed the highway at the intersection with Yellowstone Highway for 112 days, according to the project contract. Access to this portion of Salt Creek Highway was from the north at the junction of the Shoshoni Bypass and Salt Creek Highway. No business access will be affected.

Reiman Corp. is the general contractor. The project is part of a multi-year effort to rehabilitate bridges around the state.

District 3

Girder installation at I-80 Baxter Interchange ROCK SPRINGS – The Wyoming Department of Transportation and contract crews from IHC SCOTT Inc. began installing girders on the eastbound structure at Baxter Interchange at Exit 111 which required the closure of the crossroad underneath. The crossroad closure was in effect during the daytime hours of 7am to 5pm from July 27 to July 30 each day.

Both the east- and westbound ramps at Baxter Interchange were open but those traveling to or from the airport may be required to take the South Belt Loop to WYO 430 to Middle Baxter Road route or by using the Superior Exit 122 to the service road route depending on the direction of travel.

The project encompasses work on roughly 13 miles of Interstate 80 beginning at milepost 107 on the east side of Rock Springs. Work will include grading, milling existing asphalt, concrete paving and bridge replacement and rehabilitation.

The completion date for this project is set for July 31, 2023.

Interstate 80 saw brief nighttime closures for overhead sign work ROCK SPRINGS – The Wyoming Department of Transportation and contract crews from Reiman & High Country Construction worked on the final stages of the overhead signs at three different locations near milepost 101 for the Interchange Road project in Rock Springs on the nights of July 18-20.

WYDOT and contract crews worked all three nights between the hours of 12 a.m. and 4 a.m. from Exit 99, Cruel Jack’s Interchange, to Exit 102, Dewar Drive Interchange. Closure of the interstate lasted roughly one hour starting at 12 a.m. before reopening the area to traffic. WYDOT is partnering with the city of Rock Springs, as well as Sweetwater County to complete the project. The completion date for this project is set for June 30, 2023.

WYDOT received a $14 million federal Infrastructure for Rebuilding America (INFRA) grant to construct a new interchange and reconstruct and expand Interchange Road from Foothill Boulevard south to Blairtown Road. The $14 million grant WYDOT received is part of the $1.5 billion INFRA grant program, which is part of the federal Fixing America’s Surface Transportation Act. Although WYDOT will receive $14 million, the total cost of the project is just under $30 million.

Bridges in Rock Springs, Green River will see rehabilitation Rock Springs – WYDOT and contract crews from DeBernardi Construction Company, Inc., began working on the College Hill bridge over Interstate 80 on College Drive July 11. During the work, traffic was reduced to a single lane in each direction with reduced speeds. No delays were expected for interstate travel. There was a width restriction of 16 feet in place through the work area for both directions of travel.

Work also began on the Interstate 80 bridge west of Green River at milepost 86.38 westbound. Westbound traffic was reduced to one lane with minimal delays.

Speeds were reduced to 65 mph, and then to 45 mph during working hours. A width restriction of 15 feet through the work area was in effect.

The work is scheduled to last roughly eight weeks. The work is part of a district-wide bridge rehabilitation project.

The completion date for the entire project, including other locations, is Oct. 31.

Work kicks up on project north of Hoback Junction JACKSON – Work is underway again on the second half of WYDOT’s Jackson South reconstruction project, just north of Hoback Junction. Crews milled pavement in isolated areas and worked on finishing the retaining wall. Traffic was limited to one lane through some work areas. Delays were expected.

“The contractor will work to maintain a smooth surface and keep dust controlled as best as possible. While rain helps keep the dust down, it typically causes more potholing,” WYDOT resident engineer Bob Hammond said.

The project is the second half of a broader corridor improvement project between the Hoback Junction and Jackson on US 26/89/189/191. The scope of work for this job includes grading, draining, full depth reclamation, paving and a bridge replacement, placing post-tensioned precast concrete retaining walls, as well as miscellaneous work on approximately 3 and a half miles of roadway. The contract was awarded to Oftedal Construction, Inc. this past May for about $67.5 million.

Interstate 80 saw brief nighttime rolling closures for overhead sign project ROCK SPRINGS – The Wyoming Department of Transportation and contract crews from Reiman and High Country Construction finalized work on the overhead signs at three different locations near milepost 101 for the Interchange Road project in Rock Springs.

Chip seal projects in northeast Wyoming, delays expected SHERIDAN – WYDOT District 4 began the annual chip sealing projects in Northeast Wyoming.

WYDOT and its contractor, Bituminous Paving Inc., began chip sealing more than thirty locations and approximately 75 miles of highway throughout northeast Wyoming into mid-August. These locations include highways in Sheridan, Johnson, Campbell, Crook and Weston counties.

Short delays are expected. Pilot cars escorted motorists through work zones at reduced speeds so as not to kick up gravel which could potentially result in broken windshields.

WYDOT, Sheridan County Commission discussed upcoming projects, funding opportunities SHERIDAN – The Wyoming Department of Transportation District 4 met with the Sheridan County Commission on July 11 to present the annual State Transportation Improvement Plan. The presentation included information on local projects and discussed future project funding.

proved by the transportation commission.

It provides a snapshot of existing and expected projects and their schedules, and is continually updated. The current STIP is for the years 2023-2028 and represents the planned construction, preliminary engineering, and right-of-way costs of each project. The program indicates the share of federal funding, state funding and other funding sources for each project.

Pavement improvements, isolated reconstruction on WYO 135 southeast of Riverton

RIVERTON – A $3.41 million pavement rehabilitation project began on WYO 135 southeast of Riverton.

The project starts at milepost 24.15 near the community of Sand Draw and extends south 10.44 miles to milepost 34.59 at Sweetwater Station Rest Area (WYO 135’s junction with US 287).

Project work includes four reconstruction areas between mileposts 24.45 and 27.05 on top of Beaver Rim, which are the current focus of work by prime contractor McGarvin-Moberly Construction Co., of Worland and its subcontractors.

When the reconstruction work is complete, pavement improvements will consist of rotomilling 1 inch of asphalt pavement through the project work zone, a 2-inch pavement overlay, chip sealing, minor slope flattening and other items.

All work, with the exception of reclamation, is required to be complete by Aug. 31. Contract completion date is Oct. 31.

This project represents the third of three sections of roadway improvements between Riverton and Sweetwater Station.

The second project between Riverton and Sand Draw was completed in 2019.

Pavement improvement project resumes north of Meeteetse

MEETEETSE – Work resumed July 11 on a $2.66 million pavement improvement project on WYO 120 north of Meeteetse.

The project began at milepost 51.75 at the north town limits of Meeteetse and extends north 6.2 miles to milepost 57.93 at Lower Greybull River Road.

Project work consists of rotomilling 1-inch of asphalt pavement, paving an inch of asphalt pavement leveling and a 2-inch pavement overlay, chip sealing, minor slope flattening and other items.

Prime contractor is McGarvin-Moberly Construction Co., of Worland.

All work, with the exception of reclamation, is required to be complete by Aug. 31. Contract completion date is Oct. 31.

This project represents the final section of roadway improvements between Meeteetse and Cody. Rehabilitation of WYO 120 between Cody and Meeteetse started in 2018.

BASIN – A Wyoming Department of Transportation chip sealing crew continued its summer work on WYO 37 northeast of Lovell in July between mileposts 3-9.

The crew’s revised summer schedule had the chip sealing operation moving to the south half of WYDOT District 5 and WYO 136 east of Riverton mid-July 18. Between July 18-25, 24.75 miles of WYO 136 (mileposts 31.50 to 6.75) was chip sealed.

Public meetings address northwest Wyoming highway projects BASIN – A series of annual public meetings were held in July and scheduled into August addressing future highway improvement projects in northwest Wyoming.

A key part of the State Transportation Improvement Program (STIP) process involves annual meetings with public officials and other individuals who play key transportation partnership roles in Wyoming, said Wyoming Department of Transportation District Engineer Pete Hallsten, P.E., of Basin.

“These in-person meetings provide an opportunity for local officials and citizens to provide input into WYDOT’s planning process and to maintain and improve our excellent partnerships with counties, and cities and towns. Please plan to attend,” Hallsten said. “The STIP is a 6-year program approved by the Wyoming Transportation Commission. It provides a snapshot of existing and expected projects and their schedules, and it is continually updated.”

Public involvement is a crucial component of WYDOT’s mission to provide a safe, high-quality and efficient transportation system.

The STIP is a prioritized construction plan for the 1,326 miles of highway in northwest Wyoming.

Projects enter the STIP process based on a complex long range planning and needs analysis process, along with public input on known development issues that impact highway capacity.

WYDOT has held in-person public meetings in July and planned for them in August, as part of regular county commission meetings, to

receive input and answer questions: In July, it was held in Washakie County at the Washakie County Courthouse, Worland. The August meetings will be held in Hot Springs County, Thermopolis; Fremont County, Lander; Park County, Cody; and Big Horn County, Basin.

Yellowstone National Park’s south loop reopened to the public JACKSON – On June 22, Yellowstone National Park began allowing visitors to access the south loop of the park. The south loop is accessed from the east at Cody, west at West Yellowstone and south at Grand Teton/Jackson. Areas accessible include Madison, Old Faithful, Grant Village, Lake Village, Canyon Village and Norris.

As part of reopening planning, park staff have engaged over 1,000 business owners, park partners, commercial operators and residents in surrounding gateway communities to determine how to manage summer visitation while the north loop remains closed due to flood damage.

Chip sealing avoids roads near Yellowstone following floods; new emphasis areas revealed

of the park may be reopened prior to roads closing Nov. 1 for winter. Decisions depend on extent of damage and the ability of park managers to safely open additional sections as the year progresses.

Park managers were evaluating plans to reopen roads connecting Canyon Village, Tower Junction, Mammoth Hot Spring and Norris, but not initially. The park was also working to reconnect Mammoth Hot Springs to Gardiner and Cooke City/Silver Gate as soon as possible with temporary solutions, while long-term reconstruction is planned. n

economic interests of the communities, the park will institute an interim visitor access plan. The interim plan, referred to as the Alternating License Plate System (ALPS), was suggested as a solution by gateway communities during major public engagement with the park this past week. Park managers and partners agreed this system is the best interim solution to ensuring the south loop does not become overwhelmed by visitors. The National Park Service will actively monitor the license plate system and is concurrently building a new reservation system that would be ready for implementation if needed.

of Yellowstone. It is impossible to reopen only one loop in the summer without implementing some type of system to manage visitation. My thanks to our gateway partners and others for helping us work out an acceptable temporary solution for the south loop while we continue our efforts to reopen the north loop. As we go through the reopening process, we will monitor the system’s effectiveness and work together to make adjustments that may be necessary. We will also reopen new sections of the park as repairs continue to be made. It is critical for visitors to stay informed about this interim system as we evaluate its effectiveness. They should plan ahead and be patient with us as we are still managing significant recovery while moving into this operational phase.”

An underpass fit for a horse

By Jordan Achs The city of Cheyenne hosted a ribbon cutting ceremony in July to celebrate the opening of a pedestrian underpass under College Drive that connects Laramie County Community College’s campus to the new Sweetgrass housing development area.

The new path connects area greenways, providing a safer route for users to cross College Drive.

Funding for the project was made possible through a WYDOT Transportation Alternatives Program (TAP) grant and sixth penny sales tax funds. Other partners on the project include Laramie County and private developers. WYDOT frequently partners with local entities to bring needed projects to communities via pass-through funding or other Federal grant opportunities.

Speakers at the ceremony included Cheyenne Mayor Patrick Collins, Laramie County Commission Chair Troy Thompson and other stakeholders, who commented on the great partnership between agencies and the benefits the structure will bring as the city grows.

The path is “large enough to fit a horse and rider,” according to Collins, who added the structure is now the largest concrete underpass for non-motorized vehicles in Cheyenne. n

Update on Dry Piney wildlife project expended close to $2.5 million of the $15 million budget.

The project was let in 2021 to McMillen Jacobs Associates out of Idaho and work began on May 2, 2022. Work is expected to be complete at the end of October 2023. n

By Jordan Achs The Dry Piney wildlife crossing project is making steady progress so far this summer.

The scope of the project includes nearly 33.5 miles of 8-ft. tall wildlife fence, nine wildlife underpass structures (including an arch culvert), almost 2 miles of roadway reconstruction and other work on US Highway 189 between La Barge and Big Piney.

In early June, the first box culvert was placed, the northernmost structure near mile marker 102. Two most box culverts were also placed in June at mile markers 99.4 and 99.9.

Toward the end of June, the precast arch structure was placed near mile marker 97.4. The larger arch structure was specifically designed to allow for easier passage of pronghorn. Work on the arch culvert will continue into July.

Fence installation remains ongoing; crews started on the northern side of the project and are working south.

According to a June 30 report from Resident Engineer Jennifer Hoffman, the project is about 16% completed and has

WHP K-9 trained to find Fentanyl The Wyoming Highway Patrol is at the forefront of taking this deadly drug off the streets and out of our communities and is proud to be one of only a few agencies in the country to have a Fentanyl trained K-9. n

By Sgt. Jeremy Beck Last week the Wyoming Highway Patrol trained their first Narcotic Detection K-9 to detect the odor of Fentanyl. Fentanyl has been widely reported in the news lately as one of the most potent and deadly drugs on the streets of America. Fentanyl has been linked to a significant increase in fatal overdoses throughout the United States. The Wyoming Highway Patrol knew something needed to be done to help combat this dangerous drug, so we trained one of our Narcotic Detection K-9s to detect this odor.

The Wyoming Highway Patrol partnered with MAKOR K-9 and Precision Explosives to conduct this training safely and effectively for the handler, Trooper J.T. Dellos, and black Labrador K-9, Reno. The K-9 was trained on the “trace odor” of Fentanyl and pure Fentanyl. The training aid containing Fentanyl is in a device that only releases vapor of the odor, and no particles can be released. There were no issues or safety concerns that arose during the training. The Highway Patrol is committed to the safety of the handler and K-9 through all aspects of training and searching for Fentanyl.

By the Wyoming Office of Tourism Summer news wouldn’t be complete without coverage of 4th of July happenings and Wyoming was featured in several Independence Day roundups. Cody made both Reader’s Digest list of “35 Best Getaways for 4th of July Weekend,” and Fifty Grande’s “Where to Go this Fourth of July,” with each outlet giving special mention to the famed Cody Stampede Rodeo and its epic parade and fireworks.

Museums were a hot topic in June with Lonely Planet dedicating an entire story to the best of Wyoming’s museums in “From the Wild West to Dinosaur Fossils, Here are 7 Wild Museums in Wyoming.” From the Museum of the Mountain Man in Pinedale and the Museum of the American West in Lander to The Wyoming Dinosaur Center in Thermopolis and The National Museum of Military Vehicles in Dubois, the piece highlighted the distinctive qualities of each institution and explained how Wyo-

Finally, news about Yellowstone National Park’s reopening flooded the pages of various publications, as recovery efforts drew national attention. The Wyoming Office of Tourism and Percepture worked in response to the event, alerting media and providing continuous updates on the park’s reopening and alternative travel itineraries. Among the multitude of stories, Conde Nast Traveler featured a piece about “How Yellowstone’s Historic Flooding will Impact Summer Visitors,” while RV.com provided “8 Alternatives to Yellowstone National Park” and Fox News interviewed Diane Shober for the story “Wyoming Tourism Exec Urges Yellowstone Park Visitors ‘Don’t Cancel.’” n

By Ellen Fike, Cowboy State Daily Originally published July 25, 2022, reprinted with permission Tiny animal rescues usually include cats being stuck in trees or a raccoon making a home inside of someone’s roof.

But on July 14, a crew of three Wyoming Department of Transportation employees became heroes for a group of eight ducklings when they rescued the tiny birds from a cattle guard near Wapiti.

Jim Berry was one of the three employees who rescued the birds and told Cowboy State Daily on Monday that this is one of the more rare calls he has been on.

“We hear about broken fences and cattle, sheep or goats getting out and you have to wrangle them back in and fix the fence,” Berry said. “But very rarely do you hear of anything getting trapped in a cattle guard.”

WYDOT was brought in after other ways to save the baby mallards did not pan out, according to Susan Ahalt, the owner of Ironside Bird Rescue in Cody.

Ahalt was called early that morning of July 14 by a woman in Wapiti, who heard the ducklings cheeping under her cattle guard.

Ahalt attempted to rescue the birds, but due to the weeds and depths of the cattle guard, she could not reach them.

About an hour later, WYDOT was contacted to see if any of its employees could aid in the ducklings’ rescue.

Berry, Shaun Emmett and Joe Klein arrived on scene about an hour later with a front-end loader to raise the cattle guard out of the ground enough to get the ducklings out.

“There’s a pond across the street from where they were in the cattle guard and ducks hang out over there, so I figure their mother was around there,” Berry said.

Berry believes that the ducklings walked away from their mother and when one fell into the cattle guard, the rest of them followed.

A three-man crew from WYDOT rescued eight ducklings from a cattle guard near Wapiti.

In addition to using the front-end loader to reach the ducklings, the WYDOT crew also had to use a blow torch to open the guard and get the ducklings out.

One by one, the men lifted the (likely, according to Ahalt) twoday old ducklings out of the guard and up to the ground above, where they ran around, slipping through everyone’s fingers.

Ahalt and the WYDOT crew finally gathered the baby mallards up and Ahalt took them to her bird rescue, where they have been getting regular food and water.

Once they are older, Ahalt will release them into a friend’s pond, Berry said.

“They seemed happy and healthy when we got to the ducks,” Berry said. “This is one of those times where you get a call and you might have other things to do, but there are eight little ducklings and people are concerned about them. So you get out there and help them and everybody’s happy. Life is good at the end of the day.” n

Cheyenne Boys and Girls Club visit WYDOT

By Mark Horan Six students with the Cheyenne Boys and Girls Club paid a visit to HQ on Thursday, July 8.

The students, ranging between 13 and 16 years old, got a tour of the WYDOT campus and spoke to representatives from Public Affairs, HR, Patrol, Materials and the Maintenance Division to learn more about post high school job opportunities.

Highlights of the tour included opportunities to sit in the front of a squad car, climb into a snow plow, and watch some rebar get ripped apart in the Materials Lab. Whether any of these young people join the WYDOT workforce one day remains to be seen. Nonetheless, a good time was

had by all.

More tours might be scheduled in the future now that a partnership between the Boys & Girls Clubs and WYDOT has been established.

Economic Summary Report for Q1 2022 A new edition of the Wyoming Economic Summary Report is now available. This quarterly publication highlights the state’s economic conditions. The economic indicators discussed and graphically illustrated include: employment by industry, income, housing, taxable sales, tourism, agriculture, and selected revenue.

The current report highlights data for the first quarter of 2022 (1Q22).

On the whole, Wyoming recorded approximately 9,000 or 3.3% more payroll jobs in the first quarter of 2022 compared to the prior year. Leisure and hospitality (mostly restaurant & lodging) led this growth with 3,100 (9.4%) more jobs.

As the Omicron wave of the pandemic faded, Wyoming’s economy continued to rebound in the first quarter, and the pace has accelerated. “With the surge in energy prices, particularly for petroleum, employment in the mining industry (including oil & gas extraction) showed a year-over-year increase of 8.4 percent, due to increased activities,” said Dr. Wenlin Liu, Chief Economist with Wyoming Division of Economic Analysis. Compared to the first quarter of 2020, the state’s total employment still lagged behind by 5,600 or 2.0%, mostly dragged down by the mining industry job loss (-4,200 or -21.3%). However, employment in retail trade and professional & business services had already surpassed the pre-COVID level by approximately 1,500 jobs, respectively.

Leisure & hospitality, the largest private sector employer, also recovered to the pre-COVID level.

Total taxable sales grew 17.8 percent in the first quarter of 2022 compared to the prior year. This strong performance was mostly attributed to continued expansions in retail sales, leisure & hospitality services, and the robust rebound in mining. “Compared to the pre-COVID level of the first quarter of 2020, the mining industry was still down by 21 percent, but the state’s total taxable sales were 12 percent higher, attributed mainly to about a 28 percent expansion in retail trade and a 38 percent boost in leisure & hospitality.” “Heightened inflation has also played a

significant role for the strong growth.”

Mineral severance taxes generated in the first quarter were substantially (46.4%) higher than a year ago, the first quarter amount was the largest since the third quarter of 2014. “The petroleum prices in the first quarter of 2022 were the highest since the second quarter of 2014, while natural gas prices were the highest since the third quarter of 2008.”

“Though slightly slower than the U.S. average, Wyoming’s single-family home values continue to trend upward (16.8%) in the first quarter compared to a year ago and outperform expectations, supported by resilient demand (mostly driven by buyer urgency due to the expected rising mortgage rates) and continued supply constraint.”

Wyoming’s population continues to age fast The elderly population (age 65 and over) in the state grew 3.6 percent between July 2020 and July 2021, according to U.S. Census Bureau estimates. In comparison, Wyoming’s total population only grew 0.3 percent during the same period. The median age (half of the population is younger, and the other half older) rose 0.3 to 38.9 years, while it increased from 38.5 to 38.8 from 2020 to 2021 for the U.S. The figure indicates that the aging of both the U.S. and Wyoming’s population has been speedy. “Though the impact from Baby Boomers (born between 1946 and 1964) aging was the main reason, outmigration of young people and decline in fertility rate also played roles,” said Dr. Wenlin Liu, Chief Economist with the State of Wyoming, Economic Analysis Division. “Ever since the first Baby Boomers turned 65 years old in 2011, there has been a rapid increase in the size of the older population.” Even with the fast aging, Wyoming’s median age still ranked in the middle compared to other states in 2021.

Boom (age 57-75 in 2021) population, and one of the lowest proportion of Generation X (age 41 to 56 in 2021) in the country.

For example, the number of residents age 45-54 was about 13,000 (or 16.8%) less than age 60-69 group. “Wyoming does not have sufficient resident workers to replace retiring Boomers in normal economic conditions,” Liu said. “Wyoming’s demographic transition and labor market environment provides excellent opportunity and encouragement for unemployed residents who are looking for jobs within the state as many Baby Boomers are exiting the labor force,” Liu commented. Wyoming’s population age 65 and older increased from 70,090 in 2010 to 103,877 in 2021, or 48.2 percent, higher than the U.S. growth rate of 38.7 percent during the same period. The share of the State’s elderly population (65 and over) was 17.9 percent in 2021, higher than the U.S. level of 16.8 percent. The elderly population in Wyoming is projected to reach 135,000, or well over one-fifth of the state’s total residents by 2030 when all Baby Boomers will be in this age group.

Since 2020, the population under 18 years decreased 1.0 percent where pre-school children (under 5 years) declined 3.3 percent.

The age 18-64 group dropped slightly, -0.2 percent during the year. Wyoming’s total minority population reached 96,483 in July 2021. Minority is defined as any group other than single-race, Non-Hispanic White. The growth of minorities was 1,179 persons, or 1.2 percent, compared with 0.3 percent increase for the State’s total population. In fact, it’s the addition of the minority population that contributes to all the state’s population growth since 2010. Hispanic was the largest minority group with 61,087 in July 2021, an annual increase of 1.5 percent. The Black or African-American population remained the same as in July 2020, at 6,016. Other minority races, such as American Indian and Asian declined slightly, while Two-or-More Races recorded 3.1 percent growth. The majority, Non-Hispanic White, grew only 0.1 percent.

With 16.7 percent of the State’s total population, the proportion of minorities in Wyoming was still ranked the 8th lowest in the nation, while 40.7 percent of U.S. residents are minorities. “Both the nation and Wyoming’s population continue to grow in racial and ethnic diversity,” said Dr. Liu. The U.S. Census Bureau also released 2021 county population estimates by age, sex, race, and Hispanic origin. Here are some highlights: • The Black or African-American population in Hot Springs County in 2021 was 31.0 percent higher than a year ago. Big Horn, Platte, and Washakie counties also experienced growth rates of over 7.0 percent, each, during the year.

The Hispanic population increased the fastest in Crook County, at 10.4 percent between 2020 and 2021, followed by Weston and Sheridan counties at 9.9 and 8.7 percent, respectively.

•

Fremont County had the highest percentage minority population in 2021 at 30.9 percent, dominated by American Indian population, followed by Carbon (23.9%), Laramie (22.2%), and Sweetwater (20.9%) counties where most of the minority population was Hispanic.

•

The largest county, Laramie, also had the largest minority population in 2021, including 15,638 Hispanic, 2,168 African-American, 1,215 Asian, and 2,600 Two or More Races.

They comprise 25.6 percent, 36.0 percent, 21.0 percent, and 23.5 percent of the state’s total Hispanic, Black, Asian, and Two or More Races population, respectively.

•

Counties with the smallest proportion of minority population in 2021 were Crook (6.2%), followed by Lincoln (8.3%).

•

The State’s oldest county was Hot Springs, with median age of 48.7, and 28.1 percent of its population was 65 and over in 2021. Other counties with a higher proportion of elderly population (65 and over) were Johnson (26.6%), Platte (26.5%), and Park (24.9%). These counties tend to have the smallest proportion of children population and their median ages were all higher than 45.0 years.

•

The youngest county was Albany, with median age of 28.9 in 2021, followed by Campbell (36.0), Sweetwater (37.1), and Uinta (37.5). The median age in the state’s two largest counties, Laramie and Natrona, was 37.9 and 38.1 years each.

•

Crook and Campbell counties had the highest percentage of preschool (under 5 years) population (6.9% and 6.6% each) in 2021, followed by Fremont (6.2%), and Uinta (6.1%). The proportion was 5.6 percent Statewide in 2021.

•

Campbell County had the lowest percentage of population age 65 or older, at 12.2 percent, followed by Albany (13.0%) and Sweetwater (14.1%) counties.

Highway Safety Motorcycle involved crashes Motorcycles are a popular mode of transportation in Wyoming, and while they are the most fuel-efficient class of highway vehicle, they are also the most hazardous. According to industry data sources, motorcycle sales have significantly increased nationally and are at the highest level in over 15 years. While motorcycles are a small percentage of all registered vehicles in Wyoming (around 26,000, less than 4%), they are over-represented in critical crashes. Over the last five years, approximately 16% of critical crashes and 15% of fatal crashes were motorcycle involved crashes.

In Wyoming, during the most recent five-year period (2017-2021), 1,138 crashes involved a motorcycle, which accounts for approximately 1.6% of all crashes.

These motorcycle involved crashes included 353 critical crashes, 593 serious crashes, and 192 damage crashes and resulted in 86 fatal injuries, 311 suspected serious injuries, 545 suspected minor injuries, and 159 possible injuries.

Around 20% of all motorcycle involved crashes were speed related, however this increases to 30.6% for critical crashes.

Similarly, around 11.9% of all crashes involved impairment, but this increased to 22.9% for critical crashes.

In addition to Wyoming motorcycle riders, scenic routes such as Wind River Canyon and regional events such as the Sturgis Rally (begins the first Friday in August annually) attract motorcycle enthusiasts from across the country and the world. This significantly increases the number of motorcyclists on the roadways and can make certain times of the year more dangerous for both motorcyclists and motorists alike. Over the last five

years nearly half (48.2%) of motorcycle involved crashes occurred in the months of July and August, which are popular months for tourism and regional events.

The most common crash category for motorcycle involved crashes was non-collision (motorcycle loss of control) at 43.8%, followed by collision with nonfixed object (i.e. motor vehicle, person) at 39.1%, animal collision (9%), and collision with fixed object (8.1%). While there was a relatively even distribution of motorcycle involved crashes between urban (51.6%) and rural (48.4%) locations, urban or rural crash location influenced the most common crash category.

Around half of rural motorcycle involved crashes were non-collision crashes.

Non-collision crashes only accounted for about a third of urban crashes.

The top three first harmful events for rural motorcycle involved crashes were loss of control (47.5%), motor vehicle (21.1%), and deer (11.8%). The top three first harmful events for urban motorcycle involved crashes were motor vehicle (46.2%), loss of control (35.9%), and parked motor vehicle (7.5%).

Wyoming does not have a helmet use law for operators over 18 years of age.

Over the last five years, there were 84 motorcyclist fatalities and 982 motorcyclist injuries. When looking at critical injuries, nearly 62% of motorcyclist fatalities and around 54% of suspected serious injuries were not wearing a helmet at the time of the crash.

WYDOT, through the Highway Safety Motorcycle Safety Program, offers beginning rider training at locations across the state. Classes are taught by Motorcycle Safety Foundation certified instructors with a focus on Motorcycle Involved Crashes by month (2017-2021) common factors found to cause crashes and teaches riders skills and techniques that may help prevent crashes.

Motorcycle Safety promotes safe riding practices, wearing protective gear while riding, and driver awareness of motorcyclists. n

Do not try to examine the pads’ gel prior to patient use. It is not possible to know if your pads are affected by the problem prior to use because the pads are protected by a foil seal. The foil seal on the pads’ cartridge should be opened only for patient use in an emergency because the pads will quickly dry out if the foil seal is broken.

By Alexander Barrett - Senior Safety Specialist PAD GEL SEPARATING FROM LINER: The OnSite AED from Philips has issued an URGENT medical device alert. They outline an issue with the gel pads separating from the liner. This can cause reduced effectiveness, or lack of connection to the patient’s skin and can render the device non-effective. Also, the lack of gel can cause burns to the skin when the device is used.

WYDOT employee actions: When AED pad gel is suspected to be ineffective. M5071A (Adult) and M5072A (Infant) models only.

• During use, ensure the majority of the pad surface is covered with the gel and apply the pads to the patient. If you notice the gel beginning to separate from the foam backing as you peel, try to prevent the gel from folding onto itself if possible.

Do not hesitate to apply the pads to the patient unless the gel has almost completely separated from the backing. In case of trouble, install spare pads if available and continue the rescue. No matter the state of the pads, call 9-1-1 and follow the voice prompts because the AED will step you through the necessary actions.

The only AEDs affected by this defect contains pads that look like the one above. Do not open the pad cartridge unless it is an emergency.

Fire ban issued on Game and Fish lands in Albany County LARAMIE – The Wyoming Game and Fish Department has issued a fire ban on all Game and Fish Commission-owned and managed lands in Albany County effective immediately.

The fire ban is due to extremely dry conditions caused by the ongoing drought in southeast Wyoming. “A wildfire at this time would result in the complete loss of mixed mountain shrub and grassland communities on these properties that wildlife need to prepare for winter,” said Jerry Cowles, Habitat and Access Supervisor for the Laramie Region. “Carless campers have left numerous campfires unattended on these properties, resulting in dangerous situations for other recreationalist and loss of habitat for wildlife.”

Game and Fish concerned about zebra mussel discovery in South Dakota

By Sara DiRienzo, Wyoming Game and Fish The threat of zebra and quagga mussels to Wyoming’s waters is closer than ever before. Last week zebra mussels were discovered in Pactola Reservoir, located 13 miles west of Rapid City, South Dakota, in the Black Hills. The reservoir is only 27 miles from the Wyoming border and is a popular boating destination for Wyoming and South Dakota residents.

The westward expansion of invasive mussels is significant as Wyoming remains one of the few states yet to have the destructive species. The Wyoming Game and Fish Department is concerned about the potential impacts the nearby zebra mussels could have on Wyoming, especially the inadvertent movement of invasive mussels into the state.

“We’re confronting this threat head-on. said Josh Leonard, Game and Fish AIS coordinator. “Game and Fish is increasing our diligence to inspect watercraft for mussels and other AIS in northeast Wyoming. We urge boaters to take extra time to practice good Clean, Drain, Dry protocols and stop at checkstations to keep Wyoming – and the waters they like to visit – safe.”

This is the first time zebra mussels have been found in a natural water body this close to Wyoming’s border. The discovery is especially concerning as many boaters frequent waters on both sides of the state line.

“Many boaters from South Dakota pop over to Wyoming for the day and vice-versa,” Leonard said. “The risk mussels could spread is the highest it’s ever been.”

Mussels can spread easily, even in their microscopic state, from just a little water left standing on a boat. If AIS – or the possibility – is found on watercraft, Game and Fish will decon-

taminate the boat and educate boaters on how to reduce transmission of these threats themselves to make the next inspection quicker.

It’s state law that all boaters must stop WGF personnel check boats coming into the state for Zebra and Quagga mussels. when coming upon an AIS inspection station – even if they stopped at one prior.

Any watercraft transported into Wyoming from March 1-Nov. 30 must undergo a mandatory inspection by an authorized inspector prior to launching on any Wyoming waterway. A list of inspection locations is available online.

If boaters entering Wyoming do not encounter an open AIS check station on their route of travel, it is the boater’s responsibility to seek out an inspection. Further, if the watercraft was used on a water suspect or positive for invasive mussels in the last 30 days, it must be inspected prior to launching year-round and may require decontamination. Full rules are available online.

Game and Fish will be closely monitoring the impacts of zebra mussels in Pactola Reservoir and make adjustments to Wyoming’s boater requirements, if needed, to stave off mussels.

“The threat is real – and it is here. It’s our top priority to keep mussels out of Wyoming – for our natural resources, recreation and livelihoods,” Leonard said. “We need your help so please help us protect our state by stopping at our watercraft checkstations.” n

WHP detoured traffic off of US 26 just west of Lingle. An irrigation canal burst and water ran across the road. Cleanup took about five hours to get the water shut off so the road could be cleaned off. The canal is about a half-mile from US 26 and severe damage was not expected to be found.

Passings Charles E. Mallory Charles Earl Mallory, 48, died June 22, in Torrington. He was born on Sept.

19, 1973, in Beloit, Kansas, to Donald and Betty (Taylor) Mallory.

Mallory was raised in Kansas before enlisting in the U.S. Army. He served with the 425th Transportation Company while Mallory stationed in Iraq.

Mallory also served with the Army Fire Department while stationed in Texas. While in the Army, he received the Rifle Marksman medal and the Army Achievement medal for the Rail Load Operation.

Following his time in the Army, Mallory worked as a truck driver for the Clay Center Street Department and worked for WYDOT as a Highway Maintenance Technician. He worked in District 3 for nearly five years before moving to Torrington in District 2 in October 2018.

Mallory had eight years of service with the state at the time of his death.

He was considered to be highly self-motivated and a great person to work with. He was admired by his co-workers for his friendliness and positive energy.

Somewhat a perfectionist, Mallory took accountability for his actions and was quick to apologize if something went wrong. He was a generous and kind person who would have given you the shirt off his back, if you needed it.

Outside of work, Mallory had a great love for fencing. His dog “Sweetie Pie” was his best friend and the center of his life. He was a proud member of the American Legion.

Wherever he went, he made friends and they became family to him.

Kenneth L. McHenry Kenneth Leroy McHenry, 82, died July 10, 2022, at his home outside Sheridan. He was born on Sept. 23, 1939 in Gillette to Laura Mae and Kenneth Clifton McHenry

Family legend says, when his mother, Laura, went into labor with McHenry on the family homestead south of Gillette, they couldn’t get her up and out to the truck. They ended up taking out the window and moving her, bed and all. The family lived north of Gillette, but moved into town after the McHenry’s father left the family.

As a boy, McHenry sold newspapers to many businesses in town. After he sold out of papers he would go to the cafe where his mother cooked to help her and then would get a nice cafe meal. His mother died in 1950, leaving Ken, age 11, and his younger brother, Timothy, orphaned. Luckily they only had to live in foster care for a short time before their eldest brother Charles, who lived in Montana, gained custody of both boys. The boys both moved to Billings and went to school there through Jr. High. McHenry spent his summers living and working in Sheridan, at first for his brother and eventually on the John Wallop ranch. He stayed with his brother Holland. When McHenry was in Sr. High he wanted to stay in Big Horn, on the ranch, during school and John Wallop let him live there year round and the Schraders and Mr. Wallop watched out for him. During high school, he delivered prescriptions and loved to tell stories of delivering to the brothels in town where he said the madams were always kind to him. McHenry graduated from Big Horn High School in 1958.

From 1959 through 1964, he served in the Army Reserves in the Corps of Engineers. He worked several jobs besides ranch hand. He worked for brother, Holland, at Mac’s Delivery, and in Gillette as a Sheriff ’s deputy before he began with the old Wyoming Highway Department in Sheridan in March 1963. He retired in December 1995 with more than 32 years of service to the state.

Hunting was a big part of Ken’s early years. He was able to not only feed his family but made and enjoyed lifelong friends. He even “starred” in several hunting movies for Gruko films. Later in life he gave up hunting because he said he didn’t have the heart for it anymore.

Another loved pastime was playing cards and games with family. Many hours

after family dinner were spent laughing, teasing and having fun and game nights were highlights for him, as for all his family. When his nephew, Charlie, moved to town there were also weekend cribbage games and marathon card nights.

McHenry married Jacqueline Lee Manning in 1961. They had two children, Heather and Kenny. Ken and Jackie later divorced in 1975.

McHenry was Uncle Kenny, Unc, Gramps and Grandpa the Great not only to members of his family but also to many family friends and always to small children who loved their Gramp.

Sheridan/Dietz Port of Entry Inspector Davyd Mortensen is one of McHenry’s grandsons.

Sharon A. Van Court Sharon A. Van Court, 82, formerly of Cheyenne, passed away on July 8, 2022, in Loveland, Colorado.

Van Court was born in Indianapolis, Indiana on Jan. 30, 1940. She grew up in a military family and lived all over the United States. She graduated from Cheyenne Van Court High School and continued on to receive a Bachelor of Arts Degree (1962) from The University of Wyoming. Van Court never married.

She worked as a commercial artist for the federal government, various publishing houses and before coming to the Wyoming Department of Transportation.

She worked in the Management Services program until her retirement in March 2010.

In her retirement, she wrote and published the short story The Star Sentinel, published in November 2010. She also enjoyed softball, golf, fishing and following her favorite professional sports teams.

A private funeral service was held at Cheyenne Memorial Gardens on July 14.
