Flying kayak owners thankful I just wanted to give a big thank you to the WYDOT road assistance crew that monitors I-80 between Cheyenne and Laramie.

We were traveling westbound when one of our kayaks blew off our car landing on the grassy shoulder. Thankfully, we were all okay and the boat did not hit any other vehicles and landed clear of the highway.

The two-man crew, and later their supervisor, were a tremendous help to us as we figured out how to reattach the kayak to our car, as our carrier was wrecked, for a safe journey back to the Denver area to regroup. We solved our kayak transport problem while back in Colorado and safely traveled to Salt Lake City the following day.

Thanks so much to a great crew!

Radio help for Wyoming Game and Fish Jack (Herman), I wanted to thank you for your work on setting up the lights and radios for game and fish vehicle GF220.

I really appreciate your taking the time to coordinate the location and setup for the radios and lights. As it seems like we practically live in these vehicles, it is really helpful to set them up so they function well for our individual needs.

Also, your attention to detail in clean hook-ups and solid attachments speaks well of your quality of work. Your willingness to put up with me in the shop, and schedule with me to complete the work in Cokeville was very much appreciated.

District Briefs Lack of seat-belt use continues to highlight fatal crashes

WHP stays busy over the Independence Day holiday weekend

Cheyenne – Lack of seat-belt use continues to contribute to fatal crashes in Wyoming through the midpoint of 2016.

With half of 2016 in our rearview mirror, the statistics from fatal crashes on Wyoming highways are once again showing that lack of seat- belt use is playing a huge factor in these tragic crashes.

Wyoming experienced 39 fatal crashes resulting in 42 fatalities in the first six months of 2016. Single-vehicle rollover crashes accounted for 18 fatalities, 11 were multivehicle crashes, seven were from motorcycle crashes, three were with a fixed object, two involved pedestrians and one involved an ATV. Of these crashes, 30 involved a vehicle equipped with seat-belt or child-restraint capability. Of the same 30 crashes, 23 involved a fatality not using a restraint when a restraint was an option.

Alcohol is also a factor in 2016 fatal crashes with nine fatalities being alcoholrelated deaths.

Through the end of June, 29 of the 42 deaths were Wyoming residents.

Seat belts do save lives. Through the first six months of 2016, 676 rollover crashes have been investigated in Wyoming involving 878 restrained occupants that did not result in a fatality.

So far, Wyoming is experiencing fewer fatalities in 2016 when compared with 2015. The 42 fatalities through June is a significant reduction when compared with the 66 fatalities through June of 2015.

If something is predictable, it is preventable. If you wear your seat belt and place your children in child seats, you are reducing the chances of sustaining injury or death if involved in a crash. Buckle up Wyoming!

Cheyenne – Troopers were busy over the Independence Day holiday weekend throughout the state. From July 1 through July 4, troopers conducted 2,380 traffic stops. From those stops, 18 impaired drivers were arrested.

There was one fatal crash resulting in two deaths out of the 110 total crashes investigated. Twenty-five of the crashes involved injuries and 84 were property damage only. Troopers assisted 290 motorists needing help.

Troopers were focused on identifying impaired drivers and other violations that impact highway safety – nonuse of child and occupant restraints, speeding and other moving violations.

Dispatchers with the Wyoming Highway Patrol were also very busy dispatching 3,697 events over the extended holiday weekend.

Casper – The Wyoming Highway Patrol coordinated with the JW Morgan Trucking Co. on July 7 at the Casper Port of Entry to present a commercial vehicle safety presentation.

Troopers presented what commercial vehicle inspectors look for on a truck during an inspection, and an actual Level 1 truck inspection took place.

The goal of the presentation was to emphasize commercial vehicle safety and how truck operators can stay in compliance while helping to maintain the well-being of traffic when operating a commercial vehicle.

In 2015, the Wyoming Highway Patrol conducted 14,102 commercial vehicle inspections statewide.

Repairs cause bridge lane closures near Saratoga Saratoga – Workers made repairs to a bridge north of Saratoga on WYO 130 starting the last week of June. The work channeled traffic into one lane.

One lane alternating traffic was allowed to cross the bridge while crews worked June 30 and July 1. Mountain Construction of Lovell was the prime contractor on the project.

The work was originally to take place in May, but was postponed due to area flooding, which occurred from above average snow pack rates melting at a faster rate due to the warmer weather.

The work is part of a 12-mile long overlay project between Walcott Junction and Saratoga. Crews completed the majority of the work in 2015, but needed to finish the minor bridge repairs this spring.

Trooper injured responding to shots fired call Glenrock – A Wyoming state trooper was injured after being involved in a two-vehicle crash while responding to a shots fired call. The crash occurred the afternoon of June 30 on US 20-26 near the eastern city limits of Glenrock.

Trooper Joel Eldred, a 12-year WHP veteran, was responding to a call in Douglas when the crash occurred. While passing eastbound traffic on US 20-26, a 2002 Jeep SUV traveling eastbound turned left into a commercial business driveway in front of the passing patrol car. The Jeep

was driven by 49-year-old Jamestown, La. resident Robin Belgard.

Eldred applied emergency braking and steered his patrol car into the north ditch to avoid the Jeep. Despite his efforts to avoid a crash, the two vehicles collided as the patrol car entered the ditch. After entering the ditch, the patrol car rolled a minimum of four times. The Jeep spun around on the highway and came to rest facing west in the westbound lane of US 20-26.

Eldred was airlifted to Wyoming Medical Center in Casper. The driver of the SUV was transported by ground ambulance to Wyoming Medical Center.

Investigators are crediting Eldred’s seat-belt use, ballistic vest use, vehicle safety design (including airbags) and the patrol car’s prisoner transport safety cage for minimizing the injuries Eldred sustained from the crash.

Belgard was treated for her injuries and was released from the hospital June 30.

Eldred was discharged from the hospital July 1.

Eldred had attended a WHP sponsored training the day before this crash occurred titled Below 100. The Below 100 program is a nationwide training initiative being given to troopers and other law enforcement agencies in Wyoming to minimize the amount of officer involved deaths across the United States. Wearing a seat belt, wearing a ballistic vest and preparing for traffic to turn left in front of officers during emergency response are three main points emphasized in the Below 100 program.

Rock Springs – WYDOT wrapped up work on the bridge over the Union Pacific Railroad tracks next to Rock Springs High School on the WYO 376 Belt Loop and moved to the bridges that connect Dewar Drive and Blairtown Road in early July.

The work was initially scheduled to taper off in June, but crews encountered more damage to the bridge than expected, pushing the bridge opening to July.

WYDOT and contract crews opened the bridge to traffic July 7. Work on the two bridges that connect Dewar Drive and Blair Avenue followed the opening of the high school bridge. These bridges closed July 8.

The contract was awarded to Reiman Corp. and Subsidiary of Cheyenne, in September 2015, for $1.5 million.

WYDOT has set a completion date for the project at the end of October.

As the rider entered the city limits of Gillette, the pursuit was terminated for the safety of the public, the rider and the pursuing law enforcement officers.

The motorcycle crashed at Echeta Road and Burma Avenue in Gillette. The rider left the scene of the crash and was located by Campbell County Sheriff ’s Office deputies on foot a couple of blocks from the crash scene. Law enforcement was pursuing at the time of the crash. The motorcycle was crashed when a corner was taken too fast and the rider lost control. The rider was wearing a helmet at the time of the crash.

The rider was treated on scene for minor injuries and did not require transport to the hospital. He was arrested by troopers and booked into the Campbell County Detention Center in Gillette. He has been charged with misdemeanor marijuana possession, eluding, reckless driving, driving while under the influence, driving on a suspended driver’s license, speeding and expired registration. He was also booked in on a warrant from Campbell County for failing to appear for previous charges of driving while suspended and speeding.

The Campbell County Sheriff ’s Office and the Gillette Police Department assisted.

Gillette – A Moorcroft man is in custody after leading law enforcement on a 25-mile long pursuit along I-90 on July 3.

The 23-year old resident of Moorcroft, was arrested within the city limits of Gillette after eluding law enforcement on a 2007 Kawasaki motorcycle. The pursuit began after a trooper attempted to stop the rider for a registration violation near milepost 150 on westbound I-90. The rider did not stop, reaching speeds of 140 mph while

Tanker crash east of Wright Wright – Several thousand gallons of crude oil leaked from two tanker trailers after a crash on WYO 450 on June 26.

A commercial truck hauling a trailer and a pup trailer containing crude oil traveled off the road into the south ditch and rolled while traveling east on WYO 450, 15 miles east of Wright.

The driver, 39-year-old Douglas resident Nathan Gibson attempted to steer the truck back onto the highway but was unsuccessful and the vehicle tripped and rolled.

The pup trailer breached and leaked crude oil while the main trailer leaked from a hatch on top of the tank. Several thousand gallons of oil are believed to have escaped from the tanks.

The Campbell County Fire Department Hazmat Unit was dispatched to the scene and was able to stop the leaks.

Traffic control allowed the highway to remain open during the investigation and cleanup.

Gibson was wearing his seat belt and sustained only minor injuries. He was taken to a medical facility in Gillette where he was treated and released. He was cited for failing to maintain a single lane of travel along with several violations discovered after a Level 1 truck inspection was conducted.

A tanker crashed and rolled on WYO 450.

Wildfire closes a portion of I-90 Sundance – I-90 was closed both directions from Moorcroft to Sundance due to a wildfire in the area on June 25.

The section of interstate was closed for nearly three hours while emergency crews worked to put out the blaze.

Traffic was detoured on WYO 585 south, WYO 116 south and US 14 west.

Drunk drivers arrested during July 4 weekend; no fatalities recorded Riverton – As part of the countywide, multi-agency seat belt and DWUI enforcement operation “Zero Deaths, Zero DUIs” this past Independence Day weekend, Fremont County law enforcement arrested 11 drunk drivers July 1-4.

During the four-day operation, area law enforcement made 674 traffic stops, issued 218 speeding citations, 11 seat-belt citations,

one child restraint citation, 109 other citations, and issued 413 warnings. There were no traffic fatalities reported over the weekend. There were 16 crashes reported.

Lander Police Sgt. Alan L. McOmie said, “Overall, it was a pretty good Fourth of July weekend. Our stats are down, and people are being a lot more responsible with alcohol consumption. We are seeing more and more marijuana, with more visitors coming from Colorado.”

Lander police arrested three people for marijuana possession, and McOmie said there were five minor-in-possession of alcohol arrests in Lander over the long weekend.

Fremont County law enforcement agencies were working together July 1-4 as part of a county-wide, multi-agency seat belt and DWUI enforcement operation, “Zero Deaths, Zero DUIs.” The purpose of the enhanced enforcement operation is to educate drivers about DUI laws and to remind people it’s never safe to drive impaired. Law enforcement looks to reinforce the importance of wearing seat belts and to enforce the state’s zero-tolerance stance toward impaired driving.

Agencies staffing the Fremont County operation included the Wyoming Highway Patrol, Lander Police Department, Fremont County Sheriff ’s Office, Riverton Police Department, Shoshoni Police Department, Wyoming State Park Rangers and the Wind River Police Department.

Partners in the Zero Deaths, Zero DUIs campaign include Injury Prevention Resources and WYDOT. According to the Wyoming Highway Patrol, there were 42 fatalities on Wyoming roads as of June 30. There were 66 fatalities in this same six months of 2015.

Along with the ongoing enhanced enforcement effort, the Wyoming Highway Patrol urges drivers to help keep Wyoming’s roadways safe by calling the Report Every Drunk Driver Immediately (REDDI) hotline number at 1-800-4429090 to report suspected drunk drivers.

Callers should be prepared to provide the dispatcher with a description of the vehicle, its location, and direction of travel.

Funding for the impaired driving, seat belt campaign is possible through a federal grant secured by WYDOT’s Highway Safety office.

Lander WYDOT office closed; repairs continue Lander – Lander’s WYDOT office was closed through the remainder of July as repairs continued.

The WYDOT office/shop was damaged March 6 when a vehicle slammed into the side of the building. Repair work began May 23 on the structure.

SDI Construction of Lander is the prime contractor on the office repair project.

“Asbestos removal is under way, as well as replacement of flooring,” said WYDOT Maintenance Engineer Peter Hallsten of Basin. “We appreciate everyone’s patience as the contractor works toward completion of this repair project.”

Chip sealing continues in District 5 Riverton – A WYDOT chip sealing crew continued summer work July 11 on WYO 37 near Lovell.

About 2.5 miles of work is scheduled on WYO 37. The crew moved the chip sealing operation to 13.79 miles of WYO 30 between Burlington and Basin on July 12, and to 3.66 miles of WYO 433 (West River Road) between Basin and Worland on July 18.

On Aug. 1, WYDOT planned to chip seal 15.47 miles of US 26-287 in the town of Dubois and west to the Shoshone National Forest boundary, according to WYDOT Chip Sealing Foreman Shane Wilson of Thermopolis.

Following the work in the Dubois area, chip sealing is scheduled on 11.99 miles of US 26 between Riverton and Kinnear beginning Aug. 9.

Fatal crashes remind us to slow down and move over

Riverton – WYDOT officials offer orange “livestock on road” signs for use to citizens driving livestock within state rights of way in central and northwest Wyoming.

Safety signs are available from WYDOT maintenance offices on South Pass and in Lander, Riverton, Dubois, Shoshoni, Thermopolis, Worland, Ten Sleep, Basin, Lovell, Cody and Meeteetse.

“These signs are designed to enhance safety for ranchers and other folks driving livestock within the rights of way, and proper use should help provide plenty of notice for people as they travel our state’s highways,” said Shawn Franzen, WYDOT maintenance foreman in Worland.

Franzen said the signs tie in well with WYDOT’s mission of “providing a safe, high quality and efficient transportation system” to the citizens of Wyoming. n

by Sgt. David Wagener Two crashes in two separate parts of Wyoming on July 11 remind us of the importance of moving over and slowing down when approaching stopped emergency vehicles or broken down vehicles on the side of the road.

A fatal crash involving motorists changing a tire north of Kaycee and a non-fatal crash involving a traffic stop with a Wyoming State trooper west of Rock Springs both resulted as oncoming traffic did not merge away from the stopped vehicles.

The crash north of Kaycee resulted in the death of 66-year-old Lamar, Colo. resident Clifford VanCampen. The crash occurred on northbound I-25 approximately 16 miles north of Kaycee.

At the time of the crash, VanCampen was outside his vehicle changing a tire on the car dolly loaded with a passenger car, towed by a motorhome. The motorhome, car dolly and the passenger car were all parked off the travel lanes of I-25 on the east emergency shoulder. Brenda VanCampen, a 65-year-old Lamar resident, was also out of the vehicle assisting with the tire change.

As the VanCampens were changing the tire on the driver's side of the car dolly, they were both struck by a northbound 2014 Freightliner commercial truck towing a trailer. The commercial truck was being driven by 56-year-old Creal Springs, Ill. resident Tammera Simmons.

Clifford VanCampen sustained fatal injuries on scene. Brenda VanCampen was transported by ground ambulance to the Johnson County Healthcare Center in Buffalo before being airlifted to Wyoming Regional Medical Center in Casper.

The driver of the commercial truck was not physically injured.

Potential charges in this crash are pending as the case has been referred to the Johnson County Attorney's Office for review. This crash marked the 45th highway fatality in Wyoming for 2016. There were 70 fatalities during this same time period in 2015.

The second crash occurred on July 11 on eastbound I-80 just west of Rock Springs. A Wyoming State trooper had

stopped a pickup truck for speeding and was filling out paperwork when an eastbound commercial truck missed the parked patrol car and crashed into the stopped pickup truck.

The driver of the stopped pickup, 35-year-old Shiela Jasso, and her passenger, 27-year-old Raul Hernandez, both from Northglenn, Colo., were not seriously injured. Shiela Jasso had minor injuries, was checked out by emergency medical technicians on scene and required no further treatment.

The driver of the commercial truck, 52-year-old Brian Puffpaff, of Layton, Utah, was not injured. Puffpaff stated that he was reaching for a bottle of water when he struck the pickup.

Puffpaff was cited for failing to maintain a single lane and for not moving over for a parked emergency vehicle.

Both of these incidents remind us of the importance of merging away from stopped emergency vehicles on an interstate and slowing down on a two-lane highway. Wyoming Statute 31-5-224, commonly known as the “Move Over Law,” states that when drivers are approaching a parked emergency vehicle using any visual signals they are to merge into the farthest lane from the emergency vehicle when driving on an interstate highway or other highway with two or more lanes of travel in the same direction.

When approaching an emergency vehicle using any visual signals and parked on the shoulder of a two lane road, drivers are expected to slow to at least 20 mph under the posted speed limit.

Although it is not listed in the law, it is also common courtesy and common sense to apply these same rules when encountering a broken down motorist or anyone stopped on the side of the road. n

Gray, who spoke on behalf of Mead, who was unable to attend because of adverse weather conditions, said the governor feels proud of the collaborative effort between city, county, state and federal entities.

“This is a great day and this is no ordinary ribbon cutting,” Gray read from Mead’s speech. “It symbolizes a town with a spirit to recover from deep losses and to go forward.”

The dignitaries also spoke about what the community endured, and of the importance of the bridge to the community’s economy.

“The volume of water that went through this community was phenomenal and was 10-feet deep in some places,” Frederick said. “When we look at what that volume represents, that’s 9,300

The event was a culmination of the eastern Wyoming town’s recovery from last year’s flood, which sent a wall of water through town, flooding businesses and homes and washing away the bridge crossing over the railroad tracks.

“There were citizens of the county and town working tirelessly trying to put the town back together again,” said Lusk Mayor Patricia Smith. “I want to thank them for that. That’s why we’re Niobrara strong.”

Smith also thanked WYDOT, Gov. Matt Mead, county officials, state and federal officials and the people of Lusk for all the work that went into rebuilding the bridge, which opened to traffic on July 9.

buildings from Manville to Lusk and taking the bridge over the tracks with it. Up to 10 feet of water was reported in the downtown area and few of the structures near the Niobrara were left dry. Several feet of water found its way into the WYDOT Lusk facility, which lies just north of the river.

The early morning flood was quick. The water receded within a couple days from most areas, but the damage done was even quicker. By midday, the US 85 bridge had collapsed, while a second bridge spanning the old highway and a box culvert over the river, were undamaged. A section of US 18/20 was closed near Manville due to a washed out culvert and section of road. Even while the water was flowing, crews began to address the section of highway near Manville and how to get traffic through Lusk back to as normal as possible.

Detours were quickly established and WYDOT crews went to work erecting its Acrow Corporation of America portable bridge over the tracks. Work began around July 8. That bridge served as a temporary alternative as plans for the permanent replacement emerged. The temporary bridge opened to traffic July 31. It took about a week to fully reopen US 18/20. n

cubic feet per second. That’s about 70,000 gallons of water a second. That will fill up an Olympic size swimming pool in 10 seconds.”

Ladwig said he appreciates all the work that WYDOT, Mead and other officials did to keep Lusk open since the flood.

“They’ve managed a bridge job that’s absolutely fantastic,” Ladwig said.

“The work we’ve seen here has been truly phenomenal, but the work continues for Lusk Mayor Patricia Smith speaking us and the people in this on behalf of the town of Lusk at the reopening. community. But we sure appreciate the support we’ve received.”

Gov. Matt Mead joined WYDOT Director Bill Panos and Wyoming Highway Patrol Col. Kebin Haller in promoting motorcycle safety on July 6 at High Country Motorsports in Cheyenne.

Panos told the crowd at the Harley-Davidson dealership that motorcycle safety is a cornerstone of WYDOT’s safety efforts, and its motorcycle safety classes trained more than 850 riders last year.

“In Wyoming, motorcycle training programs are funded by the state’s motorcycle riders themselves through a portion of the motorcycle registration and the license renewals,” Panos said.

“The program works really well to generate safety awareness and to teach practical skills for all riders.”

The classes are offered in Casper, Cheyenne, Cody, Gillette, Rock Springs and Sheridan.

Mead said his love of motorcycles began when he was a boy riding a Honda 50 around the family ranch.

“Summer is prime time to be on our motorcycles, and we urge today that drivers of cars and trucks watch for motorcycles,” he said. “All too often cars just fail to see motorcycles. We urge those who ride motorcycles to watch out for cars and trucks.”

Noting that motorcycles make up less than 1 percent of the vehicles registered in Wyoming, but riders accounted for 18 percent of traffic fatalities in the state last year, he urged motorcyclists to wear helmets, and drive defensively.

“Sadly, we lost 24 lives in motorcycle crashes last year,” Mead said. “Those lives represent lost kids, siblings, parents, grandparents. Our hearts go out to their families and we wish we could turn back the clock and change the outcome, but we cannot. We can only look ahead and try to prevent more tragedy.”

Haller said he too grew up on a motorcycle, and loves the freedom that comes with riding, but motorcyclists must recognize that freedom comes with the responsibility to understand the rules of the road, the risks involved and the importance of personal protective equipment.

“If a crash does occur between a motorcycle and a motor vehicle, no matter whose fault it is, the motorcyclist is likely to be seriously injured or possibly killed,” he said. “Crashes involving motorcycles are 80 percent likely to end in injury or death.”

High performance wearing course applied to I-80 near Arlington

A two-man contract crew and the NovaChip® paver they operate are from New York. The duo travel nationwide applying the NovaChip® formula, or as in WYDOT’s case, the in-house formula designed for I-80.

by Carlie Van Winkle A high-performance wearing course developed by the WYDOT Materials Program is being applied to short sections of I-80. Most recently, the wearing course was applied to 17 miles of eastbound I-80 near Arlington.

An ultrathin, high-performance wearing course formula was originally developed by NovaChip® and has been used nationwide in high traffic areas. WYDOT’s Materials Program adjusted the formula’s mix to adhere to I-80, withstand weather and hold up to the heavy volume of traffic the interstate handles on a daily basis.

“This wearing course is different in the fact that it can be applied over concrete or asphalt without milling first,” said Construction Engineer Lawrence Packard of Rawlins. “This wearing course is a harder material to help with skid resistance.”

The new 1-inch thick wearing course was placed directly over the original I-80 road surface without any milling, potentially saving money on the project. Minor crack sealing to prevent defects from reflecting through to the new road surface was the only preparation done between mileposts 258.5 and 275.5 on I-80 prior to application of the new wearing course.

“We place the new material directly on top of the original surface after we have sealed all cracks and removed all striping,” said Packard.

“The new material will not adhere to the striping, so it needs to be removed.”

Wearing courses are made to aid skid resistance and help water drain from road surfaces. The hope for this high-performance material is that it will last longer than the normal 0.75-inch overlay.

Two sections of I-80 have received this high-performance wearing course in the near past. Telephone Canyon from Laramie to Cheyenne and a section near Evanston have both benefitted from the application of this high-performance wearing course.

A higher grade of oil was used in the hot mix on this section of road, as compared to the sections done previously along I-80. The oil mixture used on this section of road was changed from 70/28, which was used on Telephone Canyon and near Evanston, to a 76/28 mix on the section just east of Arlington. n August 2016

Four interpretive signs were unveiled at an overlook point on WYO 257 on June 20. WYDOT cultural resource staffers Julie Francis and Jason Bogstie organized a celebration with cake and sparkling water for the partners after installation of the signs as thank you for their input and guidance throughout the project.

When WYO 257 was being built, the new highway destroyed a section of the Oregon Trail. The concept and development of the pullout and four interpretive signs would serve to mitigate the adverse effects of construction.

A cooperative effort was formed – The Oregon California Trails Association (OCTA), Fort Caspar Museum, Alliance for Historic Wyoming, Natrona County Historic Preservation Commission, the National Historic Trails Center Foundation partnered with WYDOT, the State Historic Preservation Office (SHPO), and FHWA to develop the interpretation.

The four interpretive signs focus on the westward immigration, the preludes to the 1865 Indian war and the Battle of Red Buttes, the historical debates and modern investigations to locate the Red Buttes battle site, and where to go to learn more information about emigrant trails in the Casper area. The last sign features a QR code for visitors to link directly to Wyoming history Web pages.

Annual awards banquet celebrates the best of Patrol

David Wagener The annual WHP-Wyoming Highway Patrol Association awards banquet was held June 24 near Dayton to recognize members of Patrol for individual and group achievements and actions in 2015. Recognition given at the banquet consisted of awards from both the Wyoming Highway Patrol and the Wyoming Highway Patrol Association.

WHP district captains were asked to review and evaluate the performance of their respective employees and to nominate a trooper to be considered for the “Trooper of the Year” award.

In doing so, the captains were asked to consider the individual’s leadership qualities, activities, Sawdon professionalism during the performance of his or her duties, reputation within the agency, the public’s perception of the trooper and how well the trooper reflects the eight core values of the Wyoming Highway Patrol.

Trooper Jason Sawdon from Division B – Casper was nominated and awarded the 2015 WHP Trooper of the Year.

An excerpt from the nomination for Trooper Sawdon reads as follows: “This Trooper views their position as a State Trooper as a position of a true public servant. They maintain a positive outlook, even through difficult situations, and are a credit to the agency.

They maintain a strong work ethic and contribute in a wide variety of activities. This Trooper has initiated public speaking and safety events within their division, they set a positive example for their peers, and actively strives to increase highway safety. They actively seek ways to help the division meet goals by voluntarily adjusting their shift in order to provide enforcement during times and areas of concern. Not only is this Trooper productive in terms of quantity, their quality is surpassed by none.

They strive to always “do the right thing for the right reason.”

They successfully and aggressively enforce state statute while maintaining the respect of the community they strive to protect

and serve; as well as the respect of all who know and work with them. They remain actively involved in teaching and participating in academy classes and regularly pushes themselves and their peers toward success. This Trooper demonstrates great courage, humility, and maturity as they fulfill their obligations. They are a strong example of a Wyoming Highway Patrol Trooper, in their actions, appearance, values, and character.

They are a leader amongst their peers and a great asset to the division, the district, and the Patrol.”

At the same awards banquet, a patrol dispatcher was also awarded top honors. The dispatcher award is based upon consideration of the individual’s leadership qualities, the ability to exhibit professionalism during the performance of his or her duties, reputation within the agency, the public’s perception of the dispatcher, their quality of work and how well they reflect the eight core values of the Wyoming Highway Patrol.

Dispatcher Monica Navidad was nominated and awarded the 2015 WHP Dispatcher of the Navidad Year.

An excerpt from the nomination for Dispatcher Navidad reads as follows: “This dispatcher goes above and beyond to assist the Wyoming Highway Patrol Communications Center, the troopers and those we serve. She was extremely dependable during 2015 and only called in sick one time, since she understands the hardship that it creates on her fellow co-workers. She has been willing to adjust her schedule to ensure that the Dispatch Center is fully staffed whenever it is needed. This dispatcher is professional when assisting callers and strives to get all the information needed on each call to ensure the proper resources are sent. When dealing with troopers, she is efficient and quick to get all information given by the troopers and rarely asks for the information to be repeated. She is always willing to pull up other radios, whether it’s to give a co-worker a break, to assist a co-worker who has heavy radio traffic, or to cover a vacant position on the roster due to sick leave. She strives everyday to do her job and do it well. She cares about law enforcement and the people we serve.” n

TechNotes QR code magic

by Mike Kelley, FMP, Skilled Trades Manager In this high tech world, smart devices have become seemingly indispensable and travel with us wherever we go. There appears to be a never-ending supply of new application software available for download and no matter how frustrated we occasionally get with the latest upgrade, we just aren’t able to detach ourselves from these powerful communication marvels. The possibilities seem endless, and just when we think we’ve seen it all, a new “app” comes along that makes our favorite technological companion even more versatile. One popular application is the ability to read the ubiquitous QR codes we find pasted in our favorite magazines linking us with lightning speed to the websites of those who choose to advertize in these periodicals. The ability to make that connection leverages their advertizing dollar, improving their efficiency and their bottom line.

While thumbing through a magazine in the boarding area at DIA, the thought occurred to me that we could use the same technology to gain rapid, mobile access to archived data, improving both the efficiency and “bottom line” of our Facilities Management (FM) operations. The need had long been apparent with frequent forays to the FM archives ending, at times, in frustration. Physical filing systems have remained largely unchanged since the invention of papyrus and remain only as searchable as the logic of the filer allows. The advent of digital storage systems dramatically changed the way we store important information and more importantly the way we access it. Volumes of information now fit on a thumb drive and that same information can equally reside in the cloud allowing access anywhere internet connectivity is available.

It’s that accessibility, along with the proliferation of smart devices, which really caught my imagination. What if I could incorporate QR codes on building equipment labels that would hyperlink a smart device to the documentation needed to service the equipment? What if the complete equipment history was

stored in the same file structure, including operation and maintenance manuals, invoices, specifications, vendor contact information, etc., making it a one stop shop, accessible by mobile device through a QR code? After making a few phone calls and some experimentation with Google Drive, I set up some test files and, using QR code creation software, successfully hyperlinked a label to data files on Google Drive. It was simple to set up, and gave quick easy access to the necessary files from miles away if needed. The files remained searchable through the conventional file structure, and were still accessible without using the QR hyperlink. The potential for improved efficiency and cost savings is apparent and, in this time of reduced funding, cannot be overlooked as a way to stretch our budget while improving customer service through quick access to data critical to our daily processes.

The QR code is simply an efficient means of access to data and is very easy to implement. The most important piece of the puzzle is developing a reliable file structure to contain the information. Development of proper file structure is critical and must be maintained, or the QR hyperlink will be broken. Facilities Management, with the cooperation of Office Services, is in the process of converting archived drawings of WYDOT facilities to digital format then storing them on Google Drive, allowing access wherever an internet connection exists. We have established a file structure that is easy to search (District/City/Site/Building/ Document), allowing employees easy access to the information.

It is important to note that once a QR code and its associated hyperlink have been created, the file structure must not change or the hyperlink will not function. For this reason the file structure must be designed correctly from the beginning, and integrity of the file structure must be maintained. Once the file structure has been established, QR hyperlinks can be created, and additional folders added as long as existing structure is not changed.

The technology is already in place for WYDOT to lead with innovative ideas that can improve our efficiency. It is only limited by our willingness to be creative and adapt new technologies to our processes. In the not too distant future, WYDOT FM technicians will access information using smart devices through QR hyperlinks to better serve our customers. n

QR codes can be found on many printed items, allowing for easy access to specific Web pages without entering in a long-sequence URL. The Public Affairs Office uses the QR codes on Interchange, the state highway map, various other brochures and handouts.

by Todd DePorter, Training Services Recently, Training Services has received inquiries regarding the WeLL and end of the fiscal year learning.

The WeLL is WYDOT’s e-learning platform and offers more than 1,000 courses for employees to take without having to travel, take a WYDOT-University or a TLN class. The subjects found at the WeLL pertain to customer service, leadership, management, Microsoft Office (Excel, Word, PowerPoint), communication, decision making and problem solving.

Employees planning to take a course found in the WeLL for work-related reasons (i.e., PMI goal), should check with their supervisor to ensure the course will meet their expectation or other development goals. For time and payroll purposes, an employee will need to code the time spent taking an online course in the WeLL to the behavioral competency that most closely matches the course. The system will send you a new temporary password to your email address.

Marty Roedel retires with 40 years of vice to the state. Roedel began her career in 1976 at the Gillette Port Of Entry. She then transferred to the Casper POE in 1977 and then the Frannie POE in 1978.

Passings Jack Abbott

Jack G. Abbott, 77, died June 16 in Cheyenne.

Abbott, a Cheyenne native, began his career with the state in Nov. 1975. He retired as a Cheyenne I-25 Port Of Entry officer in June 2001 with nearly 26 years of Abbott service to the state.

Our condolences go out to the Abbott family, especially Shirley Abbott, a retired WHP secretary, and Cheyenne Maintenance Foreman Tony Avila, Abbott’s son-in-law. Condolences also for Jack’s daughter, Missie Avila, who is a former Materials Lab employee.

Retiree Bill Harris, 75, died June 25 in Fort Collins, Colo. after a short battle with cancer.

Harris was born May 3, 1941, in Rock Springs. He graduated from Saint Mary’s High School in Cheyenne in 1959.

Harris Harris began his career with the Wyoming Department of Revenue in September 1970 with a career change, retired from the WHP Port Of Entry as a zone manager after 32 years of service.

Services for Harris were held July 12.

Homer Small Homer R. Small, 73, retired WHP, of Riverton, died June 16 in Casper.

Small served with the WHP from June 4, 1969 until his retirement Feb. 10, 1993.

Small was born Nov. 5, 1942 in Worland and grew up in Small Greybull, graduating from Greybull High School in 1961. Following high school, he served in the U.S. Navy during the Vietnam War. He started as a patrolman in Lander, then became the Patrol sergeant in Casper for two years before moving up to lieutenant in Rock Springs.

Small was a pilot for the Highway Patrol in the 1970’s, when airplanes were used to enforce speed limits. He graduated from the FBI Academy at Quantico, Va., in 1988, as well as other law enforcement schools. He concluded his career working for WYDOT Driver Services.

A graveside service was held on June 24 with Masonic Rights and Military Honors.

Ted Wilson Ted M. Wilson, who served as a state trooper for nine years, died on June 20 at the age of 51.

The Chicago native joined the Patrol in 2004 after graduating from the Wyoming Law Enforcement Academy. He served in Riverton and Worland.

In addition to his Small time with the Patrol, Wilson’s law enforcement career included service with the Teton County Sheriff ’s Office, Fremont County Sheriff ’s Office and the Wyoming Department of Corrections.

Before coming to Wyoming he graduated from Palatine (Ill.) High School and Southern Illinois University.

A memorial service for Wilson was conducted on July 10 at the Rendezvous Center in Torrington. n
