I am sending this letter in appreciation for the donations that you collected for me when my dad was at the Denver hospital. Even though he passed away May 9, 2011, it was a blessing to receive your gift. It allowed me to be there for my dad when he needed family the most.

Thankful Snake River Canyon driver Just wanted to say THANK YOU for all you do to keep the Snake River Canyon open between Alpine and Jackson. I left Jackson tonight around 8:50 pm and it was so nice to not have to deal with the water on the roadway that was there this morning, along with trying to drive in the wind and snow all the way to Alpine.

Looks like you pushed snow banks to allow the water to drain and it helped 100 percent, since I couldn’t see too well if there would’ve been huge puddles. Your plow drivers deserve a huge pat on the back and THANK YOU for the hours they spend keeping us safe on the roads.

I usually commute on the Start Bus so it’s great that the roads are managed so well and we can make it through. Your entire team is greatly appreciated!

I sincerely appreciate the time you spent opening up the facilities for our team to use the restrooms. Your kindness was very much appreciated.

I especially appreciate your offer of food and warmth to some unexpected guests that were in need. Although they did not take you up on the offer, it was one of the most considerate and kind gestures I have heard in quite some time.

From what I understand, you were not on duty, supposed to be resting, and only wanted to help us – for that I thank you.

District briefs Facility Management now part of Field Operations

Cheyenne – A reorganization has resulted in a change in management responsibilities for the Facilities Management Section at WYDOT headquarters.

Facilities Management, headed

by Ray Vigil, is now within the Field Operations Program.

Previously, it was within the Operations Division.

The reorganization has resulted in no changes in procedures for WYDOT employees to request and obtain assistance from Facilities Management personnel. The recommended way to do so is through the use of the “Grouplink” function available from most employees’ computer desktop.

The change was undertaken primarily to increase efficiency and integrate the various trade speciality skills with Facility Management into the overall Field Operations function, according to Chief Engineer Del McOmie.

“For example, Headquarters Facilities Management has a wide variety of trade skill experience which can benefit the District field offices.” McOmie said. “Conversely, the Construction and Maintenance staffs can provide engineering expertise to Ray’s operations. Annual budgeting of capital building requests will also be streamlined by considering all building work together rather than District requests separate from Headquarters requests. We believe the move will provide added value to the department facilities functions without added costs or manpower.”

Laramie – A Wyoming Highway Patrol Trooper stationed in Laramie was hospitalized with non-life threatening head, neck and hand injuries sustained when the Trooper’s patrol vehicle rolled March 3.

The Trooper was injured and remained in the patrol vehicle during the rollover maneuver due to properly wearing the vehicle’s seat belt and shoulder harness.

WYDOT will add VSLs, upgrade communication system

Rock Springs – Although spring isn’t quite in the air yet, WYDOT will be taking advantage of warmer temperatures and commencing some of their 2012 projects.

Casper Electric, Inc. with direction from WYDOT engineers and intelligent transportation systems (ITS) specialists, will be assembling new variable speed limit (VSL) signs at two locations in Sweetwater County.

The first location will be several miles east of Green River at milepost 94.2. The VSL signs at this location will be posted on both the eastbound and westbound lanes.

“The VSL signs are a great way to help control the speed of traffic when circumstances necessitate a lower speed limit for the safety of the traveling public,” WYDOT Project Engineer Emiliano Martinez said.

The second location for the new VSL signs will be on the eastbound on-ramp near Exit 91 heading to Rock Springs from Green River. This VSL sign will inform motorists of the current speed

patch Center in Cheyenne received a cell phone call from a passerby just after midnight on March 3 reporting that a patrol car had rolled into the median divider east of Laramie. The crash occurred approximately 7 miles east of Laramie in a section known locally as Telephone Canyon.

The trooper, who was westbound and negotiating a downhill left hand curve in the roadway, was attempting to catch up to a vehicle when a patch of black ice was encountered on the roadway. The black ice caused the trooper to lose control of the vehicle as it went off the road into the median and struck the cement divider.

The vehicle then rolled one complete time coming to rest in the roadway.

limits on I-80 eastbound as they enter the interstate.

In addition to the new VSL signs, Casper Electric, Inc. will also be performing various communication upgrades throughout the I-80 corridor near Green River and Rock Springs over the summer.

“The upgrades will allow us to provide even more reliable communication with the Transportation Management Center in Cheyenne,” Resident Engineer Clint Lockman said.

WYDOT requests that local traffic drive cautiously and be alert in these areas, as WYDOT engineers, ITS specialists, and workers from Casper Electric, Inc. will be working on the shoulder of the road. Whenever possible, motorists are asked to reduce speeds and move to the other lane to accommodate highway workers on the shoulder.

Spring weather hinders road and bridge conditions Jackson – WYDOT maintenance crews in Jackson are stretched thin this spring season, balancing snow removal and plowing with pothole repairs across the county.

Residents of Jackson and passing motorists have noticed the development of severe cases of potholes on WYO 26/89/191 just south of Jackson, especially on the bridge over the Snake River at milepost 142.8. WYDOT maintenance crews are working tirelessly to keep pace with the rising number of potholes and still maintain their snow removal efforts.

“We are out there trying to plow snow and patch potholes every day, but there is not much we can do until the roads dry up a bit,” Maintenance foreman Ed Smith said.

“It’s going to be a battle,” he added.

The alarming number of potholes can be attributed to the recent accumulation of moisture and the freeze-thaw cycles of the area.

“High traffic volumes in the area, which are some of the highest in the state, combined with the constant freeze thaw cycles this time of year, causes the annual damage,” District Maintenance Engineer Tory Thomas said.

With high moisture accumulation in the area and dipping temperatures, potholes are multiplying at a startling rate.

“The roadside snow banks are so high and water is not running off the road, instead, it’s pooling up. We are trying to get things draining,” Smith commented.

“When it’s really wet like that, we can’t get into the potholes and if we patch it, it pops right out the next day,” Smith added.

To combat the pothole problem, WYDOT has issued a temporary speed reduction to 35 MPH on the bridge.

In addition, the bridge will also be seeing some improvements this summer, including new pavement. In the meantime, WYDOT crews will be attempting to patch as many potholes as possible to protect motor vehicles from damage and prevent any accidents until the bridge can be repaired.

WYDOT urges motorists to be aware of the dangers of potholes and to drive cautiously and reduce vehicle speed in areas known to have damage to the road.

Traveler friendly rest stops in Wyoming We travel thru your state every 4-6 weeks, driving from Minot, N.D. to Denver. We look forward to reaching Wyoming every time and can’t get through South Dakota or Montana (depending on which route we take leaving N.D.). Those states are not friendly to travelers, which is obvious due to the lack of rest stops.

The frequent rest areas in Wyoming make us want to stop often and linger.

I’m sure they are costly to maintain.

TIPS FOR DRIVING THROUGH WORK ZONES

• Calm down. Work zones aren’t there to personally inconvenience you. They’re necessary to improve the roads for everyone.

• In any work zone along any road, major or minor, expect the unexpected! Normal speed limits may be reduced, traffic lanes may be changed and people and vehicles may be working on or near the road.

• Diamond-shaped orange warning signs are generally posted in advance of road construction projects. Slow down, be alert and pay attention to the signs.

• In addition to other warning signs, a “flagger ahead” warning sign may be posted in the work zone. When you see this, stay alert and be prepared to obey the flagger’s directions. In a work zone, a flagger has the same authority as a regulatory sign, so you can be cited for disobeying his or her directions.

• You may see flashing arrow panels or “lane closed ahead” warning signs. Merge as soon as possible.

Don’t zoom right up to the lane closure, then try to barge in - if everyone cooperates, traffic moves more efficiently. Motorists can help maintain traffic flow and posted speeds by moving to the appropriate lane at first notice of an approaching work zone.

• Slow down when the signs say to. A car traveling at 60 mph travels 88 feet per second. If you’re going 60 mph and you pass a sign that says “Road Work 1500 feet,” you’ll be in that zone in 17 seconds.

• The most common crash in a highway work zone is the rear-end collision, so remember to leave two seconds of braking distance between you and the car in front of you. The amount of space required to provide two seconds of stopping time will increase the faster you’re driving.

• Keep a safe distance between your vehicle and traffic barriers, trucks, construction equipment and workers. Just like you, highway workers want to return home safely after each day’s work.

• Some work zones- like line painting, road patching, and mowing are mobile - moving down the road as the work is finished. Just because you don’t see the workers immediately after you see the signs, doesn’t mean they’re not out there. Observe the posted signs until you see the one that says you’ve left the work zone.

• Expect delays; plan for them and leave early to reach your destination on time. Highway agencies use many different ways to inform motorists about the location and duration of major work zones.

WYDOT begins work on I-80, east of Rock Springs Rock Springs – WYDOT will get jump on the spring construction season, beginning with work on sections of I-80 east of Rock Springs. Construction operations were tentatively scheduled to begin in March near the Tipton Interchange between milepost 154 and 162.

The $17 million dollar project was awarded to McMurray Ready-Mix Co. of Casper, last October. The project will affect interstate traffic in the area for the next two years and will include new pavement on both lanes.

Sections like this near the Tipton Interchange will see some much-needed new pavement this year.

“The project includes grading and drainage work at the Tipton interchange area, roto-milling the existing pavement surface, bridge rehabilitation, and placing multiple layers of new pavement throughout the project,” Resident Engineer Leslie Ranta said.

Contractors will be working in the median at several locations in preparation for single-lane traffic as they work on the eastbound lane. The westbound lanes will see work next season in 2013. The eastbound lane is scheduled for closure on April 13, tentatively and weather permitting. The traveling public will then be moved into two-way traffic on the westbound lanes.

Motorists I-80 east of Rock Springs near the Tipton Interchange should expect to see single-lane roadways with slower speed limits during the daytime hours.

bound lane reopened to traffic by the end of August this year and work will resume on the westbound lanes next spring.

WYDOT reminds drivers to slow down in work zones, be alert and cautious of roadside workers.

“I’m looking forward to working with citizens in the Lander Valley area,” Sanders said.

Sanders replaces Jon Steinke of Hudson, who retired in Matt Sanders January.

Sanders started his WYDOT career as a temporary employee on Shirley Rim in 1982. He worked as an equipment operator in Casper (1982-86), and as an equipment operator in Jackson (1986-92). He was promoted to heavy equipment operator on Shirley Rim in 1992, and in 1996, he transferred to Lander as heavy equipment operator.

Sanders is a 1980 graduate of BowBasin High School in Medicine Bow, and he studied welding in Casper.

“I enjoy hunting, fishing and following my kids in sports,” Sanders said.

Sanders and his wife, Lisa, have two sons (Mark and Zach) and a granddaughter.

FMLA is a Federal law that was enacted in 1993.

The FMLA requires employers to provide eligible employees up to 12 weeks (480 Hours) of unpaid, job-protected leave in a 12 month period for certain family and medical reasons.

Employee must be employed by employer for 12 months, which does not need to be continuous service (previous service counts).

Employee must have worked 1,250 hours in the preceding 12 month period and must be actual hours worked (leave does not count).

The benefits to the employee are: 1. No adverse employment action for use.

2. Leave cannot be interfered with or discouraged.

3. Receive state insurance contribution even if employee reports less than 80 hours worked or leave time used.

Employee notice requirements: 1. 30 days advance notice if leave is foreseeable, otherwise, as soon as practicable.

2. Does not need to use the term “FMLA” when requesting leave.

3. Must provide physician Certification WH-380-E (for employee) or Form WH-380-F (for family member) within 15 days after employer request.

4. Required to present a fitness-for-duty certification (work release) before being restored to his/her job if leave was for employee’s own illness/injury.

FMLA leave allowed for: 1. Birth and care of a newborn child.

2. Adoption or foster care of a child.

3. Employee’s serious health condition.

4. Care of a spouse, child or parent with a serious health condition.

5. Leave does not have to be taken all at once.

6. Blocks of time less than 12 weeks.

7. Where medically necessary, leave can be taken intermittently or on a reduced schedule.

8. Intermittent leave not available for birth or adoption except by agreement.

With Earth Day quickly

approaching, many may start thinking a little more in depth about recycling and sustainability. Here at WYDOT, research is being conducted to make our highways last longer and be more “green.”

When meeting with Rick Harvey, state materials engineer, his question to me was, “What is the most recycled material in the United States?” I responded with what was on the tip of my tongue – aluminum cans. Suffice it to say, I was wrong. It was a trick question. The correct answer – asphalt. “When you look at the quantity of pavement, it is the most recycled of the materials recycled today,” says Harvey. The volume of recycled asphalt pavement is 89 times greater than recycling of aluminum cans, just for those of you wanting an edge for your next trivia match.

WYDOT currently uses reclaimed asphalt pavement (RAP) in many applications around the state. RAP can be used strictly as a road base material, or it can be added to an aggregate and emulsion mix to make new asphalt. The newly mixed asphalt has more strength than the previous road’s asphalt had before it had been reclaimed. Used as a road base, RAP gives the roadway a strong foundation on which to add pavement.

“Road funds are dwindling and we have to save,” says Harvey. Recycling road materials can reduce costs, and conserve materials. High-quality aggregates are unavailable or harder to find, and milled aggregates have a high disposal cost. If the materials get reused on our roadways, the landfill space is spared. Energy costs associated with the transport of new aggregate materials are also saved.

On rural roads throughout the state, RAP has been used in a 50/50 blend with dirt to create a stronger, more durable and dust-controlled gravel roadway. The state offers RAP road base material to counties for a nominal fee.

Another recycling method is full-

depth reclamation (FDR), which reclaims all material down to the dirt. The roadway is removed by the miller and then mixed with an aggregate-emulsion mix and then put back down on the roadway, making a stronger, more durable roadway surface. This method of recycling is quick and has less impact on surrounding businesses. In-place recycling is cost effective because no materials have to be transported. The materials come up off of the road, only to be put right back in place. This method saves fuel, and wear and tear on the trucks. WYDOT’s most recent in-place asphalt-recycling project was completed in Laramie.

The month-long Laramie project was started in June 2011 and affected traffic between 21st and 30th Streets on Grand Ave. The FDR process was used and 100 percent of the reclaimed materials were used as a sub grade base. The reclaimed materials were stabilized with 3 to 4 percent of the emulsion mix. The six inches, up to a foot, of sub base were then topped with three inches of hot plant mix asphalt.

RAP and FDR are not the only recycling methods that have been used on Wyoming roads. Ground up tires and tire bundles are being used in projects to replace fill dirt for ground stabilization. Tire shreds and tire bundles weigh about onethird of what fill dirt weighs, lessening the costs and energy expense of transport.

Tire bundles were used in the engineered design to repair the Double Nickel slide west of Lander to lessen further slides.

More recently, the Beaver Creek slide area used tire bales in 2008. Tire shreds and tire bundles are considered a lightweight fill that add stability to a slope, incline, or when used as a rock fall barrier.

By preserving our roads, we are taking strides to make Wyoming “greener.”

A 2012 compressed natural gas (CNG) GMC Savana cargo van has been added to the fleet at WYDOT headquarters.

This van meets stringent environmental standards by producing, on average, 70 percent less carbon monoxide than a standard gasoline engine. Wyoming isn’t currently cracking down on vehicle emissions like other states. California, Colorado, Oregon, and Washington require that a great number of their fleet vehicles run on CNG. “We’re trying to be proactive,” says Bernie Kushnir, state equipment manager.

In the 2011 legislative session, both WYDOT and the Department of Administration & Information received a $100,000 appropriation for natural gas technology. The original intent was to use the money to retrofit five fleet vehicles with CNG kits. When WYDOT found out

that the kits needed to be backordered, Kushnir chose to purchase an original equipment manufacturer (OEM) van and backorder four natural gas conversion kits for current pickup trucks. The van is stationed at headquarters; two of the conversion kits will be put on trucks in Rock Springs and the other two on trucks in Green River.

With the cost of gasoline rising, using CNG seems to be a cost effective alternative for fleet vehicles. While the national average for gasoline was $3.80 per gallon in March 2012, CNG was, at press time, $1.38 per gallon. The new WYDOT cargo van gets roughly 10 miles per gallon and was about $10,000 more than a standard gasoline engine van. Because CNG is the cleanest burning alternative transportation fuel available today, it is best suited for fleets of vehicles that drive many miles per day. “We’re

helping the environment, by reducing our carbon footprint,” said Kushnir. The newly purchased cargo van is used by the Office Services Program to deliver mail to many buildings in the Cheyenne area.

Currently, the mail van drives roughly 60 miles per day.

The closest fueling station for the mail services GMC Savana is at Cheyenne Light, Fuel and Power near Missile Drive in Cheyenne. Other CNG fueling stations can currently be found along the I-80 corridor in Rawlins, Rock Springs, and Evanston. Riverton also has a CNG fueling station and one is being constructed in Laramie.

Perhaps this new generation of CNG vehicle will open the door to getting more vehicles like it. WYDOT will need to weigh the costs associated with fueling and maintenance of the CNG vehicles against the purchase price of the vehicles before possibly acquiring more.

Previously the 5 percent funding match requirement was met with 3 percent state funds and 2 percent local funds.

The Wyoming Aeronautics Commission will have to decide how the additional match requirement will be shared.

Any increase in the state match will result in airport improvement projects being delayed, and any increase in the local match will mean local governments will struggle to meet the requirement, Bean said. The end result will be fewer improvement projects will be possible at Wyoming airports.

Another challenge facing a majority of Wyoming’s commercial airports is the looming need for the airlines serving them to replace their aging fleets of small turboprop aircraft.

The four-year Federal Aviation Administration funding bill approved by Congress in February will provide less money for airport improvement projects in Wyoming than the previous long-term program, and the required state-local funding match required for projects will increase.

Federal funds have accounted for about 68 percent of the money available for airport improvements in Wyoming in recent years, so the reduction in funding will have a significant impact on the state’s airports at a time when they already face $21 million in unfunded needs and rising construction costs.

The required state-local funding match for projects using federal funds will double from the previous 5 percent to 10 percent. Each 1 percent match requirement costs about $250,000, said Cheryl

YDOT is building a new type of interchange at College Drive and I-25 in Cheyenne.

The Diverging Diamond Interchange (DDI) will be the first of its kind in Wyoming. Intended to significantly reduce delay for vehicles entering and exiting the freeway, the project begins in spring 2013 and is scheduled to be completed in fall 2013.

The public was invited to an open house meeting in Cheyenne on March 21 to discuss the innovative structure that will increase safety and significantly reduce delay for vehicles entering and exiting the freeway. At the meeting people learned about driving the unique route through the DDI. WYDOT officials were on hand to answer questions and address concerns.

Existing interchange proximity to I-25 & I-80 generates heavy left turns at this interchange, as trucks access refueling stations.

Existing interchange doesn’t adequately accommodate current traffic volumes, particularly long-distance truck traffic.

Proposed developments will put additional strain on the existing interchange.

Project Benefits

DDI will significantly reduce delay for vehicles entering and exiting the highway at this interchange.

DDI will provide capacity for projected traffic and planned developments, until at least 2035 without costly modifications to the existing bridge.

When traffic volumes increase beyond the projections, the current design can be modified to accommodate 2 additional travel lanes without having to build a new bridge.

Passings Harold S. Kennedy Harold Skipper Kennedy, 59, of Gillette, passed away in his home on Feb. 18.

Kennedy was born in Superior on Aug. 17, 1952 and was adopted by Lois and JW Kennedy of Sundance. It was at the family ranch that he fell in love with horses and ranching.

Harold graduated from Sundance High School in 1971 and went on to college.

While attending Sheridan College, he met Nellie Jo Batinovich, and they were later married on Aug. 17, 1974, in Sundance.

Kennedy continued college at the University of Wyoming and studied Agriculture Business, he graduated with a bachelor’s of science degree.

In 1987, the Kennedys were able to adopt their son, Benjamin Kennedy. The family enjoyed mountain pack trips and participating in wagon trains together where Harold was an experienced horseman and teamster. They attended the Wyoming Centennial Wagon Train in 1990.

Services for Kennedy were Feb. 27, in Gillette at St. Matthew’s Catholic Church.

Retirees Jim Wallace and Don Herman die Two WYDOT retirees, Jim Wallace and Don Herman, passed away in late February.

Wallace, 74 , died Feb. 24 in Cheyenne.

Herman, 77, died the next day in Torrington.

Wallace, a long-term Cheyenne resident, started with agency in 1961 and chalked up 38 years of service with the Traffic Program. Previously, he had worked for LandAir Inc., which later became Dynaelectron.

Survivors include his wife Carol and three sons, Mike, Glenn and James. Funeral services were conducted Feb. 29 in Cheyenne.

Herman worked for the Torrington engineering crew between 1964 and 1992.

He was a native of southeast Wyoming

Brad Izatt Brad Izatt, a veteran of the WYDOT maintenance crew based in Afton, died suddenly March 12. He was 58.

Izatt started with the old Wyoming Highway Department, WYDOT’s predecessor agency, in June 1976 and continuing working in and around Star Valley until taking retirement in December 2007.

He returned to WYDOT in May 2011 as part of a striping crew and since September 2011 had served as rural striping supervisor.

Funeral services for Izatt were conducted Mar. 17 at the Auburn Ward of The Church of Jesus Christ of Latter-day Saints in Grover.

Henry L. Fleming Henry L. Fleming Sr., 76, died Thursday, March 8, at his home. A lifetime Rock Springs resident, he died following an 11-month battle with cancer.

He was born Sept. 3, 1935, in Rock Springs, the son of William and Verna Drummond Fleming. He attended schools in Rock Springs and he was a 1953 graduate. He served in the US Army from January 1955 to February 1957. He married Doris Kilgore Fleming on Dec.

sister, Roberta Hendricks of Bar Nunn; six grandchildren, one great grandchild and several nieces and nephews.

He was preceded in death by his parents; wife, Doris Ann Fleming; daughter, Floelle R. Corazza in 2005; and son, Paul E. Fleming in 2011.

A memorial was held March 3 at Vase Funeral Chapel in Rock Springs. Inurnment will be in the Rock Springs Municipal Cemetery.

WTDEA happenings Annual snowplow painting contest showcases area teen talent

WTDEA Store

The annual snowplow painting contest was held in November and was sponsored

by WTDEA. John Beasley of WHP/Overweight Loads spearheaded the snowplow committee.

The 2011 theme The 12 days of Christmas was chosen by the Cheyenne Parade Committee. High schools from Laramie County District 1 and 2 sponsored each of the three snowplow blades. The painted blades were viewed by the public and aired on News Channel 5, Cheyenne.

Each school’s art department received a check to help defray the cost of art supplies.

The 2011 participating schools were Burns High School, Cheyenne East High School and Cheyenne South High School.

East High School was the 2011 winner. Second place was Burns High School, and third place was South High.
