1. Introduction

SardarSwaranSinghNationalInstituteofBio-Energy(SSS-NIBE),anautonomousInstituteofthe MinistryofNewandRenewableEnergyinitiated“SSS-NIBEBio-EnergyPromotionFellowship”to promoteresearchactivitiesinBio-Energyandtoattractcompetentresearchersinthisfieldunder JRF/SRF/PDFprogrammeinthefieldofBio-Energy.ThebroadspectrumofBio-EnergycoversBiomass assessment&management,biomasscharacterization,Biomassconversiontechnologies(gasification, combustion,pyrolysis,)Solidwaste/statebiomethanation,Liquidbiofuels(biodiesel,bioethanol,biooils,greendiesel),Algalbiomassproduction,Biohydrogenproduction,Solidwastetreatment& management,Lifecycleanalysis/assessmentofbioenergysystem,1 st,2nd and3rd generationbiofuels etc.

2. General

2.1.SSS-NIBEunderBio-EnergyPromotionFellowshipschemeprovideResearchFellowshipstobright andenthusiasticyoungmenandwomenforresearchundertheexpertguidanceofscientistsworking atSSS-NIBEinthevariousfieldsofBio-Energy.

2.2.TheSSS-NIBEBio-EnergyPromotionFellowshipsaretenableinIndia.OnlybonafideIndiancitizens, residinginIndiaareeligiblefortheawardofresearchFellowship.TheprogrammeisaimedatNational HumanResourceDevelopmentintheareaofBio-Energy.

2.3TheawardofSSS-NIBEBio-EnergyPromotionFellowshipistemporaryforafixedtenureanddoes notimplyanyassuranceorguaranteeforsubsequentemploymentbySSS-NIBEtothebeneficiary.The authoritytoaward/terminateFellowshipandrelaxanyoftheconditionsvestswiththeDirector General,SSS-NIBE.TheawardeesshallnotlayclaimtopermanentabsorptioninSSS-NIBE,afterthe expiryofFellowship.

2.4.Theselectionrules,amountoffellowship,etc.willbegovernedasperDSTguidelines(adoptedby MNRE)andguidelinesasamendedfromtimetotime.

4. JuniorResearchFellowship(JRF)underSSS-NIBEBio-EnergyPromotionFellowship

4.1EssentialQualifications:

Candidatesmusteitherhave60%marksorequivalentCGPAinB.E./B.Tech.(DegreeinChem.Engg., Mech.Engg.,Agri.Engg.,CivilEngg.,Biochem.Engg.,EnergyEngg.,Environmentalandallied engineeringsubjectsormusthave60%marksinM.Sc.(Chemistry,Biochemistry,Biotechnology, microbiologyandalliedsciencesubjects)andGATE/NETqualificationasapplicable.

4.2AgeLimit:

TheupperagelimitforJRFshallbe28years,whichisrelaxedupto5yearsinthecaseofcandidates belongingtoScheduleCastes/ScheduleTribes,PhysicallyHandicappedandOBC(NCL)applicantsasper Govt.ofIndiarules&regulations.

4.3Tenure:

JRFwillbetenableinitiallyforaperiodoftwoyears.Thetermisextendableforonemoreyearonthe basisofassessmentoftheprogressmadethroughpublicationandifnotawardedtheSRF.The combinedtenureofJRF&SRFwillnotexceedmorethanfiveyearsinanycase.Oncompletionoftwo yearsasJRFandifthefellowisregisteredforPhD,thefellowshipwillbeupgradedtoSRFandstipend willbeincreasedforthe3 rd andsubsequentyearsonthebasisofassessmentthroughinterviewbya reviewcommitteeconsistingofscientistsconcerned,HeadofDivisionandExpertmemberinthe relevantfield.Extensionoftenurewillbepurelyonthebasisofprogressreportandrecommendation ofthereviewcommittee.

GeneralConditions-SSS-NIBEBio-energyPromotionFellowship.

He/Shehastobeafull-timeresearcherandsubmithimself/herselftothedisciplinaryregulationsof theInstitute.Regularattendanceofthefellowmaybeensuredbythedepartmentbykeepingan attendanceregister.Incasefellowdecidedtoappearforcompetitiveexamination,he/shewould invariablyseekpermissionfromtheguideandcompetentauthority.Fellowisnottotakeany assignmentotherthanrelatedtohis/herapprovedresearchprogramme,paidorunpaid.However,if required,thefellowmaybeaskedtoassisttheinstituteinotheractivitiesasassignedbythecompetent authority.However,itshouldbeensuredthattheseassignmentsshouldnothampertheprogressof researchworkofthefellow.Nofellowshalldiscontinuehis/herfellowshipwithoutpriorapprovalof DirectorGeneral,SSS-NIBE.Incasehe/shewishestodiscontinuethefellowshippriortocompletionof thetenureonattainmentoforiginalobjectivesofresearch,he/shemustsubmittheresignationto DirectorGeneral,SSS-NIBEthroughtheguideonemonthinadvanceindicatingspecificreasonsfornot continuingthefellowship.TheresearchfellowshallkeepinformDirectorGeneral,SSS-NIBEabout his/hergettingthehigherdegreeifany,submission/acceptance/publicationofanyresearchpaper arisingoutoftheresearchworkdoneduringthetenureofthefellowship.He/Shemustacknowledge thesupportofSSS-NIBEinthepublication(s).Onecopyofeachofalltheresearchpaperspublished mustbesenttoSSS-NIBEateachstageofmanuscript/publication/reprint.

8. ServiceConditions:

8.1 Selection: Selectionofthefellowswouldbestrictlybasedonmeritandthroughopen advertisement.Bothonlineandhardcopyapplicationwillbeconsideredandreviewedfrom timetotimeasperrequirementoftheInstitute.AcommitteeundertheChairmanshipof DirectorGeneral,SSS-NIBEhavingsubjectexpertwillassesstheapplicantsthroughpersonal interview.Successfulapplicantswillbecommunicatedasperprocedure.NOTA/DAwillbe paidforattendingforinterview.

8.2 Tenure: Theperformanceofthefellowwillbereviewedthroughanappropriatereview committee(threemembers)constitutedbytheDirectorGeneraloftheInstitutionbefore extendingthetenureintermsoffellowshiptenure.ResearchFellowtosubmitannualprogress reporttoGuide/ProjectIncharge/Scientist.

8.2. DA&CCA: JRFswillnotbeentitledtotheseallowances.

8.3. HouseRentAllowance(HRA): Allresearchfellowsmaybeprovidedhostelaccommodation whereveravailableandthoseresidinginaccommodationprovidedbytheInstitutewillnotbe eligiblefordrawingHRA.Whereverprovisionofhostelaccommodationisnotpossible,HRA maybeallowedasperCentralGovernmentnormsapplicableforKapurthala.Thefellowship amountmaybetakenasbasicforcalculatingtheHRA.

8.4.

Leaveandotherentitlementbenefits: TheJRFareeligibleonlyforcasualleave.TheLeavewith stipendnotexceeding30daysforeachcompletedcalendaryear.Theleavewillbetreatedas partoftheFellow’stenure.DuringthefirstyearofFellowshiporanyuncompletedyear,leave maybegrantedonpro-ratabasis.IncaseFellowproceedsonleavebeforeterminationof Fellowship,he/shemustjoinbackbeforetheexpiryoftenure;failingwhichthetenurewillbe deemedtohaveterminatedwitheffectfromthedatehe/sheproceededonleave.Thefactof joiningbackfromleaveshouldbecommunicatedtoSSS-NIBEimmediately.

ParticipationofJRFsinanyscientificevent/workshopsinIndiaorabroadwillbetreated as“onduty”andsubjecttopriorapprovalofcompetentauthoritywellinadvance.Thetravel entitlementforFellowsforparticipationinscientificevents/workshopsinIndiawillbe2ndAC byrail.MaternityleavesasperGovt.ofIndiainstructionsissuedfromtimetotimewouldbe availabletofemalecandidates.

8.5. Bonus&LeaveTravelConcession: JRFwillnotbeentitledtotheseallowances.

8.6. RetirementBenefits: JRFwillnotbeentitledtothesebenefits.

8.7. Publication/Patent: TheresultsofJRF’sresearchworkmaybepublishedinstandardrefereed journalsatthediscretionoftheFelloworhisGuidewithpriorapprovaloftheInstitute.Itshould beensuredbythefellowthattheassistanceprovidedbytheFundingAgency/Institutionof GovernmentofIndiaisacknowledgedinallsuchpublicationsandonecopyofthepublished researchpapersshouldbesenttoSSS-NIBE.

Patent: Thecommercialexploitationoftheresultsandownershipofpatentrightspertaining toinvestigationsconcerningtheintellectualworkoftheSSS-NIBEresearchfellows/associates willbeasfollows:-

(i)SSS-NIBEatitsowncostmayseekthepatentrightsand/orcommercial exploitationoftheresultsoftheintellectualworkofthefellowandallright wouldvestexclusivelywithSSS-NIBE.

(ii)AllmattersconcerningownershipofIPanditslicensing/exploitationwouldbe governedbytheIPpolicydefinedbytheMNRE/SSS-NIBE.

9. Encouragementforpursuinghigherdegree. StudentsselectedasJRFmaybeencouragedto registerforPh.D.
