The Department of Biotechnology invites applications for the post of Scientist ‘C’, Group ‘A’ Gazetted Post (Non-Ministerial and Scientific) to be filled on direct recruitment basis.

The details are as under: 1. NO. OF POSTS : 27(UR-15; OBC-7; SC-04; ST-01) (Note: The number of posts to be filled may vary. The Department reserves the right to fill vacancies arising subsequent to this advertisement under this recruitment process till the validity date of the panel of recommended candidates in the main list or waiting list. The Department also reserves the right to cancel the recruitment without assigning any reason)

2. PAY LEVEL – 11 (Rs.67700-208700/-)(erstwhile Pay Band -3, Grade Pay-6600/-) 3. HOW TO APPLY: Candidates are required to apply online by using the following link http://www.dbtindia.nic.in/vacancies/. Detailed instructions for filling up online applications are available on the said link. Brief Instructions for filling up the "Online Application Form" are given in Appendix-I. The applicants in Government/Semi Government Organisation/Public Sector Undertakings/Autonomous Organisations must also upload NOC of their employers. The applications received without the recommendations/NOC of their Employers shall be treated as invalid/ineligible.

4. E-Admission certificates: The eligible candidates shall be issued an e-admission certificate two weeks before the commencement of the exam. The e-admission certificate will be made available in the Department’s website, which the candidates should use to download their admission certificates for appearing in the examination.

In the examination centre entry of only those candidates shall be allowed who have valid downloaded e-admission certificate along with valid a photo id proof. (Note: No admission certificate shall be sent by post.)

MOBILE PHONES BANNED: (a) The use of any mobile phone (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or blue tooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination is strictly prohibited. Any infringement of these instructions shall entail disciplinary action including ban from future examinations. (b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safe-keeping cannot be assured.

8. ELIGIBILITY CONDITIONS: a. NATIONALITY: The applicant must be a citizen of India. The date for determining the age limit shall be 01.03.2019. b. AGE LIMITS: A candidate should not have exceeded the age of 40 years as on 01.03.2019 i.e. he/she must have not been born not earlier than 01.03.1979. i. The upper age limit prescribed above will be relaxable by a maximum of 03 (three) years in case of candidates belonging to other backward classes who are eligible to avail of reservation applicable to such candidates; ii. The upper age limit prescribed above will be relaxable by a maximum of 05 (five) years in case of candidates belonging to scheduled castes/scheduled tribes; Note I:- Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also coming under the category of Persons with Benchmark Disability will be eligible for grant of cumulative age-relaxation under both the categories as per the Government of India instructions.

Note II:- Notwithstanding the provision of age relaxation, candidates of Persons with Benchmark Disability will be considered to be eligible for appointment only if he/she (after such physical examination as the Government or appointing authority, as the case may be, may prescribe) is found to satisfy the requirements of physical and medical standards for the concerned Services/Posts to be allocated to the Persons with Benchmark Disability by the Government.

Save as provided above, the age-limits prescribed can in no case be relaxed.

Note III:- The date of birth, accepted by the Department is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognized by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate. These certificates are required to be submitted only at the time of applying for the post. No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Government Corporation, Service records and the like will be accepted.

The expression Matriculation/Higher Secondary Examination Certificate in this part of the Instruction include the alternative certificates mentioned above.

Note IV:—Candidate should note that only the date of birth as recorded in the Matriculation/Secondary Examination certificate or an equivalent certificate on the date of submission of application will be accepted by the Department, and no subsequent request for its change will be considered or granted.

-3Note V:—Candidates should also note that once a date of birth has been claimed by them and entered in the records of the Department for the purpose of admission to an Examination, no change will be allowed subsequently or at any other Examination of the Commission on any grounds whatsoever.

Note VI:-The candidate should exercise due care while entering their date of birth in the online Application Form for the post. If on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their matriculation or equivalent Examination certificate, disciplinary action will be taken against them by the Department as per the Rules.

c. MINIMUM EDUCATIONAL QUALIFICATIONS: Following qualifications are prescribed for all candidates: i. ESSENTIAL: Master of Science in Life Sciences or Bachelor of Veterinary Science or Bachelor of Medicine and Bachelor of Surgery or Bachelor of Engineering or Bachelor of Technology in the field of Biotechnology from a recognized University. ii. DESIRABLE: Doctor of Philosophy in Life Sciences or MD or Master of Veterinary Science or Master of Technology in the field of Biotechnology from a recognized University Note: 1.

The candidate must hold a valid degree of any of Universities incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, or possess an equivalent qualification as on 01.03.2019.(In case, the final degree has not been issued, candidates may submit provisional degree from the University/Institute) Candidates possessing professional and technical qualifications which are recognized by the Government as equivalent to professional and technical degree would also be eligible for admission to the examination.

d. EXPERIENCE: (after acquiring essential qualifications, except for departmental candidates) FIVE years 9. FEES: All candidates (except female/SC/ST/Persons with Benchmark Disability) are required to pay a (non-refundable) fees of Rs.1500/-(One thousand fifteen hundred only). They should mention the voucher details/transaction details while filling their online applications.

Note: (i) Applications without the prescribed Fee (Unless remission of Fee is claimed) shall be summarily rejected. (ii) Fee once paid shall not be refunded under any circumstances nor can the fee be held in reserve for any other examination or selection. (iii) Candidates would be required to bear the cost of online payment of fees (through netbanking/debit card-credit card, etc.)

10. A candidate will be eligible to get the benefit of community reservation only in case the particular caste to which the candidates belong is included in the list of reserved communities issued by the Central Government. If a candidate indicates in his/her application form for the post that he/she belongs to General category but subsequently

-4writes to the Department to change his/her category to a reserved one, such request shall not be entertained by the Department. Similar principle will be followed for candidates of Persons with Benchmark Disabilities categories also.

11. CERTIFICATES IN PRESCRIBED FORMAT: Candidates seeking reservation/ relaxation benefits available for SC/ST/ OBC/Persons with Benchmark Disability/Exservicemen must ensure that they are entitled to such reservation/ relaxation as per eligibility prescribed in the relevant Rules. They should also be in possession of all the requisite certificates in the prescribed format in support of their claim as stipulated in the Rules for such benefits, and these certificates should be dated earlier than 01.03.2019.

12. WITHDRAWAL OF APPLICATIONS: No request for withdrawal of candidature received from a candidate after he/she has submitted his/her application will be entertained under any circumstances.

13. DETAILED PLAN OF EXAMINATION: The selection process for the selection to the post of ‘Scientist-C’ in the Department of Biotechnology will be a two stage process consisting of a written test and interview test. Details of which are as below: A. WRITTEN TEST: shall consist of two papers namely PAPER-I and PAPER-II. Paper will be bilingual in English and Hindi only. a. PAPER-I: (100 questions) maximum marks 200: Duration: 120 minutes (160 minutes for blind candidates accompanied by scribe and cerebral palsy candidates with locomotor disability where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) and shall be compulsory for all candidates and shall consist of objective type multiple choice questions in the field of general knowledge including current affairs, elementary maths (class X level), comprehension, Reasoning, analytical ability and general sciences. b. PAPER-II: (100 Questions) maximum marks 200: Duration: 120 minutes (160 minutes for blind candidates accompanied by scribe and cerebral palsy candidates with locomotor disability where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) and shall consist of objective type multiple choice questions. The paper will consist of Three parts namely PART-A (Life Sciences); PART - B (Medical and Veterinary Sciences); PART – C (Engineering). Candidates will be required to attempt only one part which must be relevant to their subject field. The questions will be of Graduate level of Universities in India.

Note: (i) There shall be negative marking for attempting wrong questions. (ii) There are four alternatives for the answers to every question. For each question for which a wrong answer has been given by the candidate, one-third (0.33) of the marks assigned to that question will be deducted as penalty. (iii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happen to be correct and there will be same

-5penalty as above for that question. (iv) If a question is left blank i.e. no answer is given by the candidate, there will be no penalty for that question.

c. Persons who are visually handicapped: shall be allowed to avail the facility of scribe who shall not be more than 21 yrs. of age and less than 17 yrs. of age possessing educational qualifications not above 12th standard, details of which would be required to be provided at the time of filling the online application B. INTERVIEW: maximum marks 100 (Qualifying criteria: 20%) (Only five times the number of vacancies in a particular category will be called for interview on the basis of order of merit formed on the basis of total number of marks obtained in written examination subject to clearing the qualifying criteria.

C. Grand Total: maximum marks: 500 (Selection will be done in order of merit based on the marks obtained in the written test and interview. However, the department will have the discretion to fix qualifying marks in any or all (Written and Interview).

14. GENERAL CONDITIONS: a. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION: The

Candidates applying for the examination should ensure that they fulfill all eligibility conditions for admission to examination. Their admission to all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions. Mere issue of admission certificate to the candidate will not imply that his/her candidature has been finally cleared by the Department of Biotechnology All documents to be uploaded along with application form should be self-attested.

CANDIDATURE PURELY PROVISIONAL: The mere fact that a certificate of admission to the Examination has been issued to a candidate, will not imply that his/her candidature has been finally cleared by the Department or that entries made by the candidate in his/her application have been accepted by the Department as true and correct. Candidates may note that the Department takes up the verification of eligibility conditions of a candidate, with reference to original documents, only after the candidate has qualified for the Interview. Unless candidature is formally confirmed by the Department, it continues to be provisional.

MEDICAL EXAMINATION and POLICE VERIFICATION: All selected candidates who qualify the Interview, shall be compulsorily required to clear prescribed medical examination and police verification before actual appointment.

Failure to undergo medical examination or in due event of not qualifying medical examination and police verification, the selected candidates may not be recommended for final appointment.

PROBATION: Selected candidates shall be on probation of one year from the date of appointment and may be required to undergo any training as deemed fit by Government of India. All finally appointed Scientists would be compulsorily required to qualify language proficiency test in English & Hindi during the period of probation.

LIABILITY TO SERVE– i. The Scientists appointed under this notification shall be liable to serve anywhere in India. ii. The Scientists appointed shall be liable to undergo such training and be detailed

-6on such courses of instruction in India or abroad as the Central Government may decide from time to time. iii. A Scientist detailed for training or course, the duration of which is six months or more or a Scientist detailed for training outside India or with private firms or factories in India, irrespective of the duration of the training, shall be required to execute a Bond to serve the Central Government for a minimum period of three years and shall be liable to refund in full the cost of the training, if, for any reason, during the training or within a period of three years after the completion of such training, he/she chooses to discontinue his service from the Department.

g. APPOINTMENT GUARANTEE: The notification in no way guarantee’s appointment to the notified posts and the Department reserves the sole rights for appointments to notified posts as per approved norms.

h. COMMUNICATIONS WITH THE DEPARTMENT: shall not be normally entertained. Results of all eligible candidates in various stages of selection procedure shall be available on Department’s website and also notified in leading newspapers and through SMS. A help desk shall be operational 10 days prior to every stage of selection procedure, details of which shall be available on the Department’s website.

Candidates are advised not to ask about their results from the helpdesk and keep checking the Department’s website regularly.

i. DISQUALIFICATION: i. All candidates are strictly advised to adhere to norms prescribed in the notification/Appendix-II/e-admission certificate. They are also advised to keep minimal communication with the Department in this regard.

Candidature of any candidate is liable to be cancelled if it is found that the candidate has used unlawful means/sources/impersonation/gratification at any stage of the selection procedure to secure his appointment and the decision of the Department in the matter shall be final. ii. In the event of candidate submitting fabricated documents or documents which have been tampered with, or making statements which are incorrect or false or suppressing material information or resorting to the following means in connection with his/her candidature for the examination, namely obtaining copy of the question paper through improper means, finding out the particulars of the persons connected with secret work relating to the examination and influencing the examiners or writing obscene matter or drawing obscene sketches in the scripts or passing lewd remarks against any staff deployed by the Department in the selection procedure or using unfair means during the selection procedure or misbehaving in the examination hall or creating a disorderly scene/ruckus or harassing or doing bodily harm to the staff employed by the Department for the conduct of examination, being in possession of mobile phones or any banned item not allowed in the examination hall or violating any instructions mentioned

-7in the admission certificate, taking photographs/videos of venues of selection process or attempting to commit or as the case may be abetting the Department of all or any of the acts as specified in foregoing paras, may in addition to rendering himself/herself liable to criminal prosecution, be liable a) to be disqualified by the Department from the examination for which he/she is a candidate and/or b) debarred either permanently or for a specified period i. by the Department from any selection held by the Department ii. by the Central government from any employment under them, and, iii. if he/she is already in service under Government to disciplinary action under the appropriate Rules. iii. No person, a) who has entered into or contracted a marriage with a person having a spouse living, or b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts; provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this Rule. iv. During the course of selection or after appointment it is found that any candidate/scientist has a criminal record/indulged in anti national activities then the same shall automatically disqualify him from appearing in subsequent stages of selection procedure/render the scientist unfit for appointment and the decision of the Department in the matter shall be final.

APPENDIX-I Instructions for filling up the "Online Application Form" 1. Candidates

are

apply online using the website http://www.dbtindia.nic.in/vacancies/ Detailed instructions for filling up online applications are available on the above mentioned website. The applicants are advised to submit only single application in online mode; 2. The candidates are required to pay a (non-refundable) fee of Rs.1500 (Rupees one thousand five hundred only) (except female/SC/ST/Persons with Benchmark Disability who are exempted from payment of fee) by online mode.

3. Before start filling up of Online Application, a candidate must have his/ her photograph and signature duly scanned in the jpg format in such a manner that each file should not exceed 40 KB and must not be less than 3 KB in size for the photograph and 1 KB for the signature. The required file size for other documents to be uploaded is as follows

4. While filling in his/ her Application Form, the candidate should carefully decide about his/ her choice of centre for the Examination. If any candidate appears at a centre other than the one indicated by the Department in his/ her Admission Certificate, the papers of such a candidate will not be evaluated and his/ her candidature will be liable to cancellation.

5. Applicants should avoid submitting multiple applications.

6. The applicants must ensure that while filling their Application Form, they are providing their valid and active E-Mail Ids as the Department may use electronic mode of communication while contacting them at different stages of examination process.

7. The applicants are advised to check their emails at regular intervals and ensure that the email addresses ending with recruitment.dbt@nic.in are directed to their inbox folder and to the SPAM folder or any other folder.

8. Suitable provisions for information regarding use of scribes by the blind candidates and candidates with Locomotor Disability and Cerebral Palsy where dominant (writing) extremity is affected to the extent of slowing the performance of function (minimum of 40% impairment) have been made in the online application at the time of the initial online application itself at Column 7.

9. No candidate will ordinarily be allowed to take the examination unless he/ she holds a certificate of admission for the examination. On downloading of e- Admission Certificate, check it carefully and bring discrepancies/errors, if any, to the notice of the Department immediately.

10. The candidates should note that their admission to the examination will be purely provisional based on the information given by them in the Application Form. This will be subject to verification of all the eligibility conditions by the Department.

11. For Visually Handicapped candidates: Suitable provisions for information regarding use of scribes by the blind candidates should be made in the online application at the time of filling online application form.
