Guideline For Pursuing PhD in State Universities of India There are 251 State Universities including both public and private Universities of which, the UGC has been making budgetary plan allocation for 123 state universities facilitating creation, augmentation and up-gradation of infrastructural facilities.

Yes. Hostel facility is available for both men and women in almost all State Universities except a few like Anna University, Chennai. Based on the availability of rooms, hostel accommodation shall be provided to the PhD scholars.

6. How is a Guide and Co-Guide decided?

• The allocation of Research Supervisor for a selected research scholar shall be decided by the Department concerned. It depends on the research interests of the scholars, number of scholars per Research Supervisor and the available specialization among the Supervisors.

• In case of topics which are of interdisciplinary nature, the concerned Department may appoint a Research Supervisor from outside the Department as Co-Guide with the approval of Institutional Research Board.

In general, a PhD follows master’s degree and takes four to five years for completion in many State Universities. Students who plan their PhD studies in State Universities can perform their doctoral research in the well-sophisticated research environment and meet researchers with high expertise in nearly all scientific disciplines. Here are certain Guideline For Pursuing PhD in State Universities of India

• Relieving certificate from the employer – to relieve the candidate to complete his/her residential requirement • Experience certificate from the employer to state the number of years a candidate is working with the employer.

1. Who must submit a NOC (No Objection Certificate)?

As per UGC regulations, all the State Universities, deemed to be Universities and affiliated colleges shall conduct an Entrance test followed by interview for the admission of PhD programme.

Entrance test pattern and selection criteria can be decided by the individual University.

There shall be two broad categories of candidates who are expected to submit NOC during PhD application Full-time PhD programme: In case of candidates who are applying for Full-time PhD application and have passed their qualifying examination from other Boards / Universities, they need to obtain eligibility certificate from the Registrar of the proposed University, before granting admission to them.

Part-time PhD programme (External): Candidates working in reputed industry/organization having R & D facilities and Government Research Laboratories where the research work of the candidate can be officially sponsored by the employer are considered under this category. At the time of PhD admission, such candidates should provide NOC from the employer expressing their willingness • to pay full salary to the candidate • to relieve the candidate to complete the PhD research requirement

2. In the PhD entrance test, what subject will I be tested in and what is the difficulty level?

• The entrance test which will be conducted by the respective Department and the syllabus for the written test differs for various specializations based on the department the candidate is applying for.

• The Syllabus of the Entrance Test will consist of 50% of research methodology and 50% shall be on subject specific to the Department to which the candidate is applying.

• In certain State Universities, for candidates applying for interdisciplinary research, the Entrance Test will be a common Entrance test with general paper and its syllabus will be framed by the interdisciplinary Board of Studies.

• A minimum cumulative mark of 50% is fixed for selection based on the candidate’s performance in the Entrance test, Qualifying exam and Interview.

• There shall be a slight change in the minimum qualifying mark in the entrance test where it is 55% in the University of Mysore.

• Some universities follow the ranking system and many other criteria to evaluate the performance in the entrance examination. For example, Pondicherry University considers candidates who score more positive marks with less negative marks in the entrance examination.

3. I have completed M. Phil. Will I be exempted from the Entrance Test?

As per the UGC regulations, the particular University may decide separate terms and conditions for those students who qualify CSIR/UGC JRF/ NET/SLET/ GATE examinations or have passed M.Phil programme with respect to the entrance test. In general, candidates who qualify examinations or have M.Phil degree are exempted from entrance test in many State Universities.

There are different terms and conditions in various Universities.

• No exemption for candidates with M Phil degree and exemption only for candidates who have qualified UGC, UGC-NET (including JRF)/ UGC-CSIR NET (including JRF)/SLET/teacher fellowship • The exemption only from written test and not from the interview for candidates with M. Phil and who have qualified competitive exams – University of North Bengal • Exemption for candidates who have obtained M.Phil from the same University and not for candidates who have obtained a M.Phil degree from other Universities.

4. How is a research topic/ preliminary research idea decided?

• A Research Advisory Committee (Doctoral Committee), for each Ph.D. scholar, will be formed comprising of Supervisor, Head of the Department, Co-Supervisors in case of interdisciplinary research and subject experts to review the research proposal and finalize the topic of research.

• This committee will guide the research scholar to develop the study design and methodology of research.

• This committee will periodically review and monitor the progress of the research work of the research scholar.

5. Does University provide any Hostel facility to a PhD scholar?

• Note – It is recommended to get the acceptance from a Research supervisor prior to the official processes.

7. How many Guides am I allowed to work with?

You are allowed to work with only one guide.

In case of interdisciplinary research and if the Supervisor retires from the service, a Joint-Supervisor/Co-Guide who is a subject expert can also be included.

8. Do I need to approach the potential supervisor myself?

Yes, that is the preliminary step. Based on your research interest, you have to approach a supervisor. Consent from a recognized supervisor from a recognized department is mandatory to consider the application for admission to Ph.D. programmes. PhD application without the consent of the Supervisor shall be summarily rejected.

9. What are the criteria for Exemption from the Course work?

As per UGC regulation, the coursework shall be treated as pre-PhD preparation and a PhD student after admission should undertake a coursework for a minimum period of one semester. A course must include a course on Research Methodology which may involve quantitative methods and computer applications. A coursework includes • Research Methodology – quantitative methods, computer applications, research ethics and review of published research in the relevant field, training, field work, etc.

• Advanced level courses in the subject concerned • Background paper relating to candidates’PhD work • Special electives – specific to the area of research recommended by the Doctoral Committee In relevance to Exemption criteria from coursework, • Candidates already holding M. Phil. Degree from the same University is permitted to proceed to the Ph.D. without coursework.

• Scholars with M.Phil. Degree in the Faculty of Science and Humanities have been exempted from course works only when the M.Phil. A

degree is related to the proposed Ph.D. research work and when it is recommended by the Doctoral Committee.

• Candidates having M.Phil degree from a different institution and in an interdisciplinary subject may need to undergo the coursework.

• M.Phil. Degree obtained through Distance/Correspondence/ Open University System is not considered for exemption of course works.

• In integrated PG and PhD Degree, Candidates may be exempted by the Department from the PhD coursework.

• All other candidates admitted to the PhD programme shall be required to complete the Ph.D. coursework prescribed by the Department.

10. Is a transfer to/ from another University possible during the course of PhD program?

• The candidates pursuing their Ph.D. with one University can transfer their registration to certain State Technical Universities like Anna University of Technology (Madurai) for which the candidate’s existing status regarding the coursework, confirmation of registration and duration of study shall be considered and suitably upheld at the discretion of Vice-Chancellor.

• Transfer of Ph.D. candidate from one Supervisor to another Supervisor can be accomplished with mutual willingness granted by both the present and proposed Supervisors.

• For a change of supervisors, documents including No Objection Certificate from the present supervisor, Willingness certificate from the proposed supervisor and the details of scholars currently pursuing research under the proposed supervisor are necessary.

• As per UGC announcement on 2016, women PhD candidates are allowed to transfer the research data to the University where she relocates from the parent University because of marriage without any hurdle. In such a case, it is mandatory to give credit to both the parent University as well as the University where the female candidate relocates.

11. Is it mandatory to publish a research paper before submitting the thesis for award of PhD degree from this Institute/University?

Yes, it is mandatory to publish at least one research paper in a refereed journal before the sub-

mission of the thesis as per UGC guidelines. In certain Universities like the University of Madras, it is mandatory to publish two research papers in case of Science discipline in a refereed journal.

12. Am I expected to teach while pursuing PhD at this Institute/University?

Not mandatory. However many Universities will support the PhD scholars involving in teaching with Teaching Research Fellowship.

13. Will I be selected for the written test/ interview if I meet the eligibility criteria?

16. I have done my M.Sc in botany, but I have a research project proposal in Microbiology, will I be eligible?

Yes, you can apply. If both the subjects of the candidate’s post-graduate degree and the discipline of the department in which the candidate is applying for his/her doctoral research are different, then their PhD degree will be mentioned as “interdisciplinary”.

To conclude, by joining in a State University, PhD Students can work with highly educated and experienced faculty advisors who exten-

sively help them navigate a problem, provide training in research methods and ultimately guide in writing research results. The primary output of any PhD student is to publish research papers that disclose new results and discoveries made by the students during the course of their PhD research. Since it is mandatory to publish research papers, PhD in State Universities can improve the chance of wider recognition and contribution to the scientific community for any PhD research Scholar. Also, India has a growing demand for researchers who are necessary to drive the country to the forefront of innovation and excellence.

• The admission is entirely based on merit basis.

• The research board shall screen the applications as per the eligibility norms and the candidates who meet the eligibility criteria will be called for entrance test followed by an interview.

• 50%-55% of marks from the qualifying examination, i.e. PG Degree and another 50% based on entrance examination comprising of both written test and interview shall be considered for the selection of candidates for PhD candidates.

14. How many seats are there for PhD admission this year?

It depends on the number of PhD students under an individual Research Supervisor.

• A Professor can guide a maximum of eight (8) Ph.D. scholars.

• An Associate Professor can guide up to a maximum of six (6) Ph.D. scholars • An Assistant Professor can guide up to a maximum of four (4) Ph.D. scholars.

15. What do I need to do other than filling up the online form? Do I need to post a print out of the application form? Do I need to post a copy of my certificates, mark sheets, etc.?

Application form can be downloaded from the University website and filled-in form should be sent to the University administration along with certificates and mark sheets.

In some Universities, an online application needs to be duly filled in, to be printed, and to be duly signed by the concerned Scholar, Supervisor, HOD of Supervisor and Joint Supervisor if any and to be sent to the University along with the photocopies of certificates and mark statements

Along with carrying out research, students take a combination of required and elective courses. The majority of courses are held on-campus and taught by the Centre’s faculty members. However, students may also opt to attend a few courses at other scientific institutes in the Bangalore area. Along with regular academic courses, additionally, there are seminar courses, and we’ve introduced a course on scientific writing. After finishing two years in their Ph. D. programmes, pupils must pass an oral comprehensive examination, in which they are present and so are quizzed about their research, in addition to the material covered in their coursework. Since 2002, the Centre is recognized as a”Deemed to be University” by the University Grants Commission, and students’ degrees are awarded directly by JNCASR. Since the inception of the Centre, 324 degrees are given; these include 178Ph. D.’s, 87 M. S. degrees (Integrated Ph. D.), 55 M. S. (Engg.)And 4 M. Sc. (by research – Biological Sciences). Pupils that are alumni of the Centre have gone on to enjoy successful academic careers, and are spread out throughout the world.

Research Programmes: Evolutionary and Integrative Biology Unit 1. How do animals know what time of day it is?

2. How can neuronal inter-connectivity from the brain affect the everyday rhythms of animals?

3. Why does a particular mortality rate stabilize some populations while destabilizing others?

4. How can patterns of resource accessibility and genetic relatedness affect the nature of animal social groups?

5. How can genetics and ecology interact to impact the path of evolutionary change?

These are some of the questions we’re addressing, employing a combination of approaches (lab experiments, computer simulations, field studies) and a range of techniques from qualitative genetics, reverse genomics, phenomics, behaviour studies, physiology, molecular biology, ecology, math and statistics. Our experimental work requires the use of both insect (fruit flies, ants) and

mammalian (mouse) model systems, and our lab facilities include the world’s largest locomotor activity monitoring setup. The S. N. Bose National Centre for Basic Sciences, a premier autonomous research institute Entirely aided by the Department of Science and Technology, Government of India invites applications with consistently good academic record (First Division/Class) to apply for midterm admission into the PhD Programme in Physical, Chemical & Biological Sciences for the Academic Year 2018-19. The programme is fully residential and the students are offered on-campus accommodation and boarding facilities.

The Centre charges no fee for the programme. All students joining the centre get contingency grants to meet research contingency expenses which include expenses for attending conferences and training programs in India. The students also get generous support to attend International Conferences outside India from the Centre. The Centre has extensive collaborative research programs together with other premier International & National institutions through bi-lateral exchanges in which the PhD research scholars take an active part. The Program: Research-based learning is the hallmark of RCB academic program. The PhD (Integrated) degree program (MSc-PhD in Biotechnology) is provided to students who have graduate degree in any discipline of science, engineering or medicine. The program in its first year (1st and 2nd semester) provides extensive learning opportunities in the broad field of life sciences and biotechnology though rigorous classroom teaching and hands-on lab experiments.

In the second year, the student is mostly required to work at a research laboratory under the supervision of a research guide in an area of mutual scientific interest, and submit a Master’s dissertation at the end of their 4th semester. Depending on the performance review of the student, he can be advised to exit the program with a Master’s degree (provided all academic and other requirements are fulfilled) or permitted to continue in the program for pursuing the PhD thesis research at the exact same lab.

At this phase, the pupil may also exercise his decision to leave the program with a Master’s degree on satisfactory completion of this course and dissertation requirements.

The PhD (Integrated) program is governed by the RCB ordinances and regulations. The course curriculum has a very substantial emphasis on lab training, and after the conclusion of this course work the student is required to work for a Master’s dissertation followed by a PhD thesis.

Admission: Indian students Eligibility criteria Students with 60% aggregate marks (or an equivalent grade point average) in Bachelor’s degree in any branch of Science, Engineering, or Medicine are eligible to be apply for admission.

Students from the SC, ST, OBC (noncreamy layer), and PWD categories shall be given a relaxation of 5% marks.

Students in the last year of their qualifying degree program are also eligible to apply provided they produce a proof of having secured the necessary marks in their undergraduate degree program at the time of admission to the PhD (Integrated) program. Eligible students are required to appear for the Joint Graduate Entrance Examination for Biolo-

gy and Interdisciplinary Life Sciences (JGEEBILS) Last date for applying for JGEEBILS: 15 November 2018. Shortlisted students, based on their performance in the JGEEBILS, will be invited to appear for interview for their final selection to the PhD (Integrated) program. The interview will be to assess the student for his science aptitude and interest in a career in scientific research and development.

Up to 20 students, who meet the desired criteria for selection, may be admitted. There will Be reservation of seats for students from the SC, ST, OBC and PWD categories in accordance with the orders of the Govt. Of India in this respect.

Foreign students Students with 60% aggregate marks (or an equivalent grade point average) in Bachelor’s degree in any branch of Science, Engineering, or Medicine are eligible to apply for admission. Students in the final year of their qualifying degree program are also eligible to apply provided they produce a proof of having secured the required marks in their undergraduate degree program at the time of admission to the PhD (Integrated) program.

Eligible students are required to apply online for admission and fellowship to the app. Shortlisted students shall be invited to appear for a Skype-based interview due to their selection to the PhD (Integrated) program. The interview is to assess the student for his science aptitude and interest in a career in scientific research and development.

Up to five students, that meet with the desirable criteria for selection, might be admitted. Admission of foreign students is subject to them getting the student visa from the Govt. of India.

Fellowships:

The Indian and foreign students admitted to the program shall receive the RCB-Ramachandran-DBT fellowship Rs. 16000 a month for the first 2 years of this program, after which the Indian students shall have to qualify for the junior/senior research fellowships offered by CSIR, ICMR, DBT, or other such funding agencies. The performance of the foreign students, after completion of their MSc component of the program, shall be assessed by the Student Advisory Committee and according to its positive recommendation the student will be awarded the RCBDBT International Doctoral fellowship equivalent to the fellowships offered to Indian students from different funding agencies according to the relevant DST guidelines. Currently, the amount of the junior research fellowship is Rs. 25000 a month and it’s Rs. 28000 per month for the senior research fellowship.

Caution money (Rs. 5000) is payable at the time of admission.

PhD thesis examination fee (Rs. 10,000) is payable at the time of PhD thesis submission. Hostel electricity charges are as per the installed meter, and the cooperative mess charges are to be paid as per the actuals.

The fees may be revised during the course as per the provisions in the RCB ordinance in this regard.

Duration of the Program: The duration of this PhD (Integrated) program is a minimum of five years and a maximum of 7 years. HOSTEL FACILITIES On campus shared lodging and boarding facilities are available for admitted students on payment of prescribed fees.

NOTIFICATION ICAR-NATIONAL ELIGIBILITY TEST (NET-II) – 2018 1. The Agricultural Scientists Recruitment Board (ASRB) will hold ICAR-NET (II)- 2018 Examination during 27.12.2018 to 31.12.2018 (which may be extended to January 2019 depending on the number of candidates) in Online mode at 34 Centres across India in a staggered slot-wise examination format as per the Rules and Scheme of Examination indicated in this notification. Online registration for the examination shall start from 10.00 hrs on 09.11.2018 till 17.00 hrs on 29.11.2018. Candidates are advised to read the notification carefully before filling the Online Application Form.

2. National Eligibility Test (NET) is a qualifying examination for determining eligibility for the position of Lecturer/Assistant Professor in the State Agricultural Universities (SAUs) and other Agricultural Universities (AUs). Candidates clearing the National Eligibility Test will be eligible to apply for the post of Lecturers or Assistant Professors in the SAUs/AUs. NET certificates will be issued by the ASRB to the qualified candidates to enable them to apply against vacancies to be notified or advertised by the State Agricultural Universities/Agricultural Universities.

SAUs/AUs will satisfy themselves with regard to the fulfilment of prescribed eligibility condition/criterion for requisite posts of Lecturers/ Assistant Professors including authenticity of the NET Certificate in the possession of the candidates.

CENTRES: The centres of ICAR-NET (II) – 2018 Examination where the examination will be conducted in Online Computer Based Test (CBT) mode are mentioned in APPENDIX­-I. Candidates may select two (02) centres in order of their preference. The ASRB will make all efforts to allot preferred centre of the first choice. However, the Centres of Examination could be changed at the discretion of ASRB. Candidates must select the centre of examination carefully. No request for change of centre would be entertained at a later stage. There may be more than one venue at any/ all centres depending upon the number of candidates.

PRESCRIBED EDUCATIONAL QUALIFICATIONS A candidate must possess a Master’s degree or equivalent in the concerned Discipline and specialization completed on or before 31.12.2018 from any Indian University incorporated by an Act of Central or State Legislature in India or other educational institution established by an Act of Parliament or declared to be deemed University under Section 3 of the University Grants Commission Act, 1956 or he/she must have qualification from a foreign University recognized as equivalent by the Government of India (Gol). The list of Disciplines and its prescribed educational qualifications are as given in APPENDIX – II. AGE LIMIT: A candidate must have attained the age of 21 years as on 01.07.2018. There is no upper age limit for the National Eligibility Test.

APPLICATION FEE: OBC candidates whose caste is not enlisted in Central List (as available on National Commission for Backward Classes website www.ncbc. nic.in) and who are not covered under the provisions as applicable to OBC-Non Creamy Layer (NCL) candidates, shall be treated as General Category candidates for all purposes. Accordingly, OBC Candidates belonging to Creamy Layer shall indicate their category as ‘General’.

Transaction charges for Debit Card/Credit Card/ NEFI’/ payment, as the case may be, will have to be borne by the candidate.

Eco-Friendly Green Crackers Developed By CSIR Lab In an initiative to curb pollution during festive seasons like Diwali, Scientists at CSIR Lab have developed Environment-Friendly Crackers “Green Crackers”. The announcement for the same was made by Harsh Vardhan, Minister for Science and Technology. The Green Crackers are claimed to extremely less polluting.

Researchers from two renowned National CSIR Labs namely Central Electrochemical Research Institute (CECRI) Karaikudi & Tamil Nadu and National Environmental Engineering Research Institute (NEERI) in Nagpur have collaborated to work on this project. CSIR Scientists not only have developed these Green Crackers by modifying the chemical composition of flower pots “Anar” burst in Diwali but they were also successful in building & setting up Country’s first emission testing facility for firecrackers.

CSIR – CECRI work involved around developing modified chemicals used in firecrackers at a firm based in Sivakasi. A commonly used component in firecracker is aluminum powder. Scientists noticed that by replacing it with magnesium and magnesium-based compounds crackers like flower pots released 25-30 percent less particulate matter (PM) compared to the traditional flower pots

with the base as aluminum powder. Whereas the NEERI Scientists have The researchers at NEERI have developed an improvised eco-friendly version of what are called `bijli’ crackers.SWAS (safe water releaser), SAFAL (safe minimum aluminum) and STAR (safe thermite cracker)n are the three prototypes developed which showed at least 30 – 35 percent reduction in particulate matter.

As per Harsh Vardhan, a demonstration of these novel eco friendly firecrackers was given to the manufacturers of traditional

firecrackers and they received a positive response. Further Petroleum and Explosives Safety Organisation (PESO) has to give a green signal for the same.

Advance research for the development of better versions of green crackers and also electronic-based crackers is being conducted at 6 different CSIR labs namely Central Mechanical Engineering Research Institute, Central Leather Research Institute, Indian Institute of Chemical Technology, National Chemical Laboratory, Industrial Toxicologi-

cal Research Institute, and National Botanical Research Institute.

However, there are no updates on commercialization of these crackers, as to when it will in the markets. Hopefully, by Next Diwali these Green Crackers will on the shelves in the market. It would be a major change brought in by the government to curb the immense pollution caused by bursting crackers especially on festivals like Diwali.

New Cell Structure In Humans Discovered By Scientists The Karolinska Institute is a medical university in Solna within the Stockholm urban area of Sweden. It is recognised as Sweden’s best university and one of the largest, most prestigious medical universities in the world.

Staffan Strömblad, Principal investigator – professor at Karolinska Institutet in a statement showed us how excited the team was on the discovery of such a novel structure. He says its indeed surprising to know that such kind of structures was still unknown to us.

These reticular adhesions can open up answers to questions on how during cell division process the cell remains to its extracellular matrix. As per current theory, the adhesion complex dissolves during cell division allowing the cell to divide. But the current discovery falsifies this statement.

Scientists at Karolinska Institutet, Sweden with UK teammates have discovered a novel cell structure in Humans. As per the research paper published in Nature Cell Biology, this new structure is a protein complex used by the cells to attach to its surrounding. It is believed the novel protein complex plays a key role in cell division.

The cells surface as receptor molecules that

look over the assembly of large protein complexes inside them. These receptors connect outside matrix with cell interiors which enables the cell to analyze its environment and hence it responds accordingly.

These novel structures named as reticular adhesions has a unique molecular composition unlike the current adhesion receptors already known.

In an experiment done by the researchers on human cell lines using confocal microscopy, the adhesion complex was blocked which resulted in the disruption of its memory function. Hence they concluded that these new cell structures oversee the capacity of daughter cell to take up the right position after cell division takes place.

Studies will now be done to examine how this new protein complex behaves in living organisms. It will be interesting to see how it behaves in other environments. This novel discovery may open doors to an exploration of areas of human cell still unexplored.

FSSAI is responsible for protecting and promoting public health through the regulation and supervision of food safety.

Dals & Pulses are a staple food in India. As per government figures, 50.8 Lakh tonnes of pulses worth Rs 17,280 crore has been imported by India in the April to December period of the financial year.

In the past few days, there are have been reports in the media, which warned people against eating ’poisonous’ dals, particularly masoor and moong dals.

The reports were motivated by an order which taught its import branch to test imported dals for the presence of the herbicide glyphosate.

The order came after the FSSAI noted that India currently doesn’t have any food safety regulations related to levels of glyphosate in pulses.

Glyphosate is an ingredient found from where India imports pulses in a specific brand of herbicide or weed killer, which is used.

There have been claims in the current times that glyphosate might be carcinogenic. In order to deal with these concerns of alleged toxicity of dals, FSSAI published a circular dated Oc-

tober 12, 2018, which says, “There is a possibility of higher levels of residues of herbicide “glyphosate” in pulses, thereby negatively impacting the health of the consumers.” However, FSSAI insists that there is no concern of any kind.
