Teachers Committee Oppose Exemption Of PhD Holders From NET/SET Many teachers, members of the National Forum for Quality Education and All India NET/SET Teachers Organisation submitted their request for making the National Eligibility Test (NET) and State Eligibility Test (SET) as the recruitment exam to the Kasturirangan Committee, tasked with drafting National Education Policy (NEP).

Ramesh N Zade, president of the National Forum for Quality Education, stated that the introduction of these courses on Misconduct and Publication ethics is just a farce to legalize the exemption of PhD holders from the NET/SET examinations.

Kushal M Mude, the convener of all India NET SET organization, says if PhD is removed from the eligibility for teaching positions and promotions, its quality, ethics, and standard will definitely improve.

Both the bodies have noted the importance of NET/SET upheld by different committees between 1983 and 2016 in their feedback and suggestions to the NEP draft committee.

Appointment will be at the beginning of the pay scale with OCES TSOs getting two or three increments depending on their performance during the OCES program and the DGFS Fellows getting three or four increments depending on their performance in M. Tech. / M. Chem. Engg. and four-month Orientation Course for DGFS Fellows (OCDF).

DGFS Fellows whose performance in the M.Tech. / M.Chem.Engg. and OCDF programs is below a specified threshold will get zero increments.

Monthly emoluments (with three increments) at the time of joining including Dearness Allowance, House Rent Allowance and Transport Allowance at the present Mumbai rate, will be approximately ₹94,000.

In addition, other Allowances such as Leave Travel Concession by air, every year up to first eight years (subject to conditions) and once in two years thereafter, Children’s Education Allowance and Professional Update Allowance are also payable.

through ‘Apply Online’ link by providing essential information like name, mother’s name, date of birth, e-mail id and a preferred login id. It may be noted that the details provided at this stage cannot be modified later on, and hence the candidates are advised to be careful in entering the details.

Upon successful registration, the candidates can activate their account either through the OTP sent to their registered mobile number or through the Activation link sent to the candidates’ registered email id.

Once the candidate’s account is activated, he/she can subsequently log in multiple times through ‘Candidate’s Login’ link to fill in the Online Application form.

While filling the form, the candidates are required to upload their recent passport sized photograph (4.5×3.5cm) in JPG format (of size not more than 50 kb) and a scanned copy of their signature (2×4.5cm, in JPG format with size not exceeding 20 kb).

After filling in all the required details, the candidates who are required to pay the Application Fee (₹500 plus applicable bank charges) may make Online payment using netbanking / debit card / credit card. On clicking on the “Make Payment” button in the payment page, the candidate is taken to the SBI Payment Gateway through which they can pay the application fee using any of the payment modes listed above. If the payment is successful, the candidates can proceed to final submission stage and complete their application. The candidates must make the payment of Application Fee only once and no requests for refund of Application Fee will be entertained from any candidate.

Finally, the candidates need to submit the filled form. Please note that no modifications/alterations would be permitted in the application form after final submission. Hence the candidates are advised to verify the correctness and adequacy of the information filled by them before the final submission. The candidates who wish to apply for screening on the basis of GATE-2020 Score are required to fill in their GATE details after declaration of the GATE results, whereas those wishing to apply on the basis of a GATE2019 Score must upload their GATE Score during the Application Process. Applicants with a GATE-2020 Score must register and fill in all details relevant to the admission process, prior to the declaration of GATE-2020 results, and before the last date (February 4, 2020) for the same.

No new applications, on the basis of a GATE-2020 score or otherwise will be accepted after February 4, 2020. Once the GATE-2020 results are declared, these candidates are allowed to upload their GATE score and GATE marks on this portal for a limited period of time. PROCESS & INSTRUCTIONS FOR BARC OCES/DGFS-2020: Application Procedure: 7 Simple Steps (Primary Stage, Activation, Personal Information, Academic Information, Screening information, Payment Stage, Final Submission) to be followed to apply online

Primary stage: In this first stage of registration, the candidates need to choose the Applied Discipline (ie. Examination Discipline) and Qualifying Degree.

The candidate also must enter other primary details like: Name, Mother’s Name, DOB, Email ID, Mobile number, etc. The candidate should create a Unique Login Id and Password (These credentials will be used to proceed to the next stage).Note : Candidates must note that the details entered in the Primary stage cannot be altered later on and that all communication will be sent only to the registered email address and mobile number.

Activation: After completion of Primary stage, an OTP will be sent to candidate’s registered mobile number and an Activation link will be sent to the registered E-mail id. Candidate can activate his/her application either by clicking that link or by using the “Activate through OTP” option in the portal. The candidate can proceed further after the activation of application.

Personal Information: After activation of application, the candidate can login through ‘Candidate Login’ with the registered User id and password. After logging in, the candidate should fill his/her Personal details like: Category, Address, etc and also do Photo & Signature Upload.

Academic Information : In this section, the candidate has to enter his/her Academic details like: 10th, 12th, relevant degree details and Additional Qualifications (if applicable).

Screening Information: After completion of Academic Information, the candidate can proceed to the next stage where he/she can choose the channel through which he/she would prefer to be considered, ie. Online examination or GATE. A candidate can opt for both channels also.In this stage, the candidate also can furnish his Examination centre choices. If the candidate has chosen GATE as the screening channel, he has to enter the GATE score and upload his Score card while applying in the case of candidates applying with a GATE-2019 score and by April 1, 2020 in the case of candidates applying on the basis of a GATE-2020 score.Note: If the candidate enters his/her GATE score wrongly, he/she may not be shortlisted based on GATE screening channel. In GATE score column, the candidate has to enter his/her score out of 1000.

Payment: Candidates who are required to make an Application Fee Payment can pay the fees through the URL given in the Payment Stage. Payment can be done only through SBI Payment Gateway. There is no refund for candidates who make multiple payment.Candidates, who are exempted from paying fees can directly proceed to the Final Submission.

Final Submission: Once all the other stages are completed, the candidate should make the Final Submission to complete the Registration. The candidate should make sure that all the information entered in the previous stages are correct, as no modification in application can be made after making Final Submission. After this stage, a Registration Number will be generated for the candidate. Candidates will be able to view and print their application also.

Indian Scientists Decode Complete Genome Of Indian Cobra

A team of Indian scientists and their collaborators abroad have successfully sequenced the genome of the highly poisonous Indian Cobra, in a step taken to reduce the disability and mortality caused by snake bites.

We will be able to generate antibodies (antivenom) to the other three venomous snakes and develop an anti-venom quickly if we get one good antivenom against the Indian cobra and genome sequences from the other three.

Researchers from US firm Genentech, MedGonome Labs and SGRF’s AgriGenome Labs, Wayanad Wildlife Sanctuary in Kerala and their peers from many universities in the US and Singapore participated in the study, along with Seshagiri’s team.

Using this genomic blueprint for venom toxins to make recombinant proteins, to generate neutralizing antibodies and test them in the clinic would be the next step, said the scientists. Eventually, a universal antivenom can be developed by further sequencing other snake genomes and the information on additional toxins from these snakes that need to be tar-

geted will be provided by the venom glands.

They said, “In less than 2-3 years and by testing in trials rapidly, we believe we can produce a synthetic humanized antivenom.”

A researcher with the Indian Institute of Science, Bengaluru, Karthik Sunagar said “With the state-of-theart sequencing technologies, this is the first genome of Indian snake to be sequenced. Such a high-quality genome will be a great resource for understanding the evolution of this medically important snake and its venom repertoire and it could also be very beneficial for the next-generation recombinant antivenoms’ innovation.”

Google’s Deepmind’s AI Tool To Detect Breast Cancer – Efficient As A Human Radiologist?

According to the new paper published in Nature on Wednesday, the new AI tool created by Google Health and Deepmind is capable of spotting breast cancer as efficient as a human radiologist.

NASA Finds Alien Planets- In Search Of Oxygen Now NASA researchers hope that the new technique could allow them to spot the same signal coming from other planets, and in so doing, perhaps detect planets that might be home to alien life.

The breakthrough research would now allow NASA’s telescope to detect one of the signals that come from oxygen molecules when the oxygen molecules collide with each other. As

they do, they block out a specific part of the infrared spectrum, and the new telescope will be able to see that and give scientists a clue to the distant worlds’ atmosphere.

Technology like the James Webb Space Telescope is the best hope for examining such distant planets since they are too far away ever to visit or even to see in much detail. Still, it requires incredibly advanced technology because of the weakness of the

signals.

Over two decades, forest growth was monitored in this study and it shows that the regrowth in the Amazon could be hampered due to the widespread loss of forests and the increasing climate change.

An important tool in combatting human-caused climate change was thought to be the forests regrowing after clear-felling(commonly called as secondary forests), by taking huge amounts of carbon from the atmosphere.

A study by a group of Brazilian and British researchers showed that only 40% of the carbon in forests that had not been disturbed by humans was held by the studied secondary forests even after 60 years of regrowth. It can take up to a century for the forests to recover fully if the current trends continue which means that their ability to help fight climate change might have been overestimated vastly.

The journal Ecology published this study. The study showed that during droughts, the secondary forests took less carbon from the atmosphere and yet the number of drought-years in the Amazon has increased due to climate change.

From the Federal University of Pará, Fernando Elias, the study’s first author explained: “An increase in temperature of 0.1 C per decade was seen in the region we studied and during periods of droughts, the tree growth was lower. To mitigate climate change by secondary forests, with predictions of more drought in the future, we must be cautious about their ability in helping. The urgent need for the need for international agreements to minimize climate change impacts is highlighted in our study.

Secondary forests also serve as an important habitat for threatened species beyond helping combat climate change. It was however found that only 56% of biodiversity level was seen in the secondary forests when compared to the local undisturbed forests, having no increase in species diversity during monitoring for 20 years.

In recent years, many nations have made large reforestation pledges and under the Paris climate agreement, Brazil committed to restoring 12 million ha of forest. Altogether, these results suggest that these large forest restoration pledges should be accompanied by firmer action against

deforestation of primary forests, and cautious consideration about how and where to reforest.

In the Amazon, the oldest deforestation frontier region that has lost almost all of its original forest cover, Bragança, Brazil, is where the research was undertaken.

At the Brazilian Agricultural Research Corporation, a researcher, Biologist Joice Ferreira, said: ” To overcome the lack of seed sources and seed-dispersing animals, our study shows that forest recovery needs additional support and investment in heavily deforested areas. This is different from the other areas we have

studied where without any human intervention, the historic deforestation is much lower and secondary forests recover much faster.”

In the United Kingdom, Professor of Conservation Science at Lancaster University, Jos Barlow, stressed the need for more long-term studies.

He said: ” In the Amazon, secondary forests are increasingly widespread and they are of global importance as they can mitigate climate change. To better understand secondary forest resilience, more long-term studies like ours are needed so that restoration can be targeted to the areas that can preserve biodiversity and do the most to combat climate change.”

The First Blood Clot In Space Treated On Ground It is not easy for a doctor to make a house call when the patient is an astronaut 250 miles up from the earth’s surface on the International Space Station.

NASA RESEARCHERS HAD TO ACT QUICKLY TO TREAT WHEN ONE OF THEIR ASTRONAUTS WAS UNEXPECTEDLY SUSPECTED WITH A BLOOD CLOT DURING A LONG-DURATION STAY ON THE SPACE STATION LAST YEAR.

Researchers were studying the effect of space on the internal jugular vein of 11 astronauts when they detected the blood clot. The blood and tissue fluids of astronauts shift towards the head in zero gravity.

The identities of the astronauts are not revealed in the study in which nine men and two women astronauts of around 46 age were involved.

New England Journal of Medicine published the new assessment of the blood clot on Thursday.

Among the 11 astronauts, stagnant or reverse flow affected six, one had a blood clot and another experienced a potential partial blood clot. None of the astronauts exhibited any symptoms. Without the study, the findings wouldn’t have been evident.

An ultrasound of one of the astronauts during the second month of six months’ mission revealed a blood clot. The scientists and radiologists on the ground confirmed the findings through a second ultrasound in real-time. The results of the ultrasound were interpreted by the radiologists immediately.

This risk has not been detected in an astronaut before, so scientists considered the possibility of blood clotting and the possibility of a blood vessel being blocked in the absence of gravity. They also evaluated how the treatment would affect the astronaut in this environment.

Dr. Stephen Moll was the only outside physician NASA approached to help the astronaut in real-time. He is a professor at the University of North Carolina at Chapel Hill’s School of Medicine. When NASA approached Dr. Moll, his first reaction was if he could visit the International Space Station to treat the astronaut himself.

But he began with the treatment process from the Chapel Hill as NASA informed that they couldn’t get him up to space so quickly. Dr. Moll is an

expert in blood clots and a member of UNC’s Blood Research Center.

The treatment for deep vein thrombosis usually starts with the use of blood thinners for three months so that the clot doesn’t get bigger and the harms it could cause if moved to different parts of the body such as lungs can be reduced. But there are some risks behind taking blood thinners.

It could cause internal bleeding and emergency medical attention could be needed in that case. As there are no emergency rooms in space, they had to weigh their options carefully. Moll spoke with the astronaut in space just like his other patients.

The astronaut was instructed to use the injectable blood thinner from the 20 vials with 300 milligrams each available at the space station on a dai-

ly basis until the anticoagulant drug could be sent up to the space station on a resupply mission. Injections are challenging in space as syringes are limited in space and the zero gravity has an effect on the liquids while drawn from the vials. For 33 days he took a strong dose of enoxaparin, an injectable blood thinner to reduce the risk of the blood clot. After 33 days, the dose was lowered as he waited for the drug apixaban.

The clot shrank over a period of time. After 47 days, blood flow was induced through the vein. But even after 90 days of treatment, the spontaneous flow was not achieved. But the blood clot disappeared after 24 hours of landing. There wasn’t any family history of blood clotting with the astronaut.

Dr. Serena Auñón-Chancellor, the author of the study, NASA astronaut and professor at Louisiana State University’s Health New Orleans School of Medicine said, “These new findings demonstrate that the human body still surprises us in space, we still haven’t learned everything about Aerospace Medicine or Space Physiology”.

But the stagnant blood flow and the first blood clot in space treated have made NASA aware of this potential risk, especially when considering future long-duration missions to the moon or Mars.

Further research is required to understand the blood clot formation in zero gravity and possible countermeasures.

University Of Minnesota Researchers Find New Molecular Interaction Study Techniques Researchers at the University of Minnesota have carried out a first-of-a-kind study on molecular interaction.

The research resulted in a mathematical framework that simulates the effects of the critical parameters that control interactions between molecules that have multiple binding sites, as is the case for many medicines.

Scientists at the University of Minnesota plan to use this computational model to develop a web-based application that other scientists can use to escalate the development of new therapies for diseases.

Molecular Interaction Study For New Medicines- The New Methodology Casim Sarkar, a University of Minnesota biomedical engineering associate professor as well as the senior author of the study, said that this is the first time a mathematical model has been used for this kind of research instead of the conventional trial and error experimental method.

This computational model will make research highly efficient & could accelerate the creation of new therapies for many kinds of diseases.

The team of scientists studied three main parameters of molecular interactions—binding strength of each site, the rigidity of the linkages between the sites, as well as the size of the linkage arrays.

The scientists looked at how these three parameters can be “dialed up” or “dialed down” to control how molecule chains with two or three binding sites interact with one another. The research team then confirmed their model predictions in lab experiments.

Molecular Interaction Study For New Medicines- Maths For Medicine The researchers highlight the need for a mathematical framework to de-

code this programming language. The study notes that even when the interacting molecule chains have just three binding sites each, there are a total of 78 unique binding configurations.

These binding configurations cannot be experimentally observed.

By dialing the parameters in this new mathematical model, scientists can quickly understand how these different binding configurations are affected & tune them for a wide range of biological and medical applications.

Wesley Errington, a University of Minnesota biomedical engineering postdoctoral researcher & lead author of the study, said that this new mathematical model could be applied to more complex molecule interaction.
