NHSRC is seeking applications from eligible candidates for the position of Consultant, Quality & PatientSafetyforitsbranchoffice–RegionalResourceCentreforNorth-EasternStates(RRC-NE) atGuwahati,Assam.
1. Background
NationalHealthMission(NHM)istheumbrellaprogramoftheMinistryofHealthandFamily Welfare(MoH&FW),GovernmentofIndiatoensureprovisioningofuniversalhealth coverageforprovidingaccesstoequitable,affordableandqualityhealthcareserviceswhich isaccountableandatthesametimeresponsivetotheneedsofthepeople.TheMissionalso aimsforreductionofchildrenandmaternalmortalityaswellaspopulationstabilization, genderanddemographicbalance.
NationalHealthSystemsResourceCentre(NHSRC)isatechnicalsupportorganization undertheNationalHealthMission,MinistryofHealth&FamilyWelfare.NHSRCchannelizes requiredtechnicalassistancefortheMoH&FWandtheStatesforvarioustasks.Such requirementsaredynamicinnature.FormeetingthespecificneedsofeightNEStates, RegionalResourceCentreforNE(RRC-NE)atGuwahatifunctionsasbranchofficeof NHSRC.TheteamatRRC-NEisheadedbytheDirectorwithtechnicalteamsforeacharea.
WorkattheRRC-NEisorganizedaroundsevendivisions,namely–CommunityProcesses &ComprehensivePrimaryCare,HealthcareFinancing,HealthcareTechnology,Human ResourcesforHealth,PublicHealthPlanning&Evidence,KnowledgeManagementDivision andQuality&PatientSafety.
ForimprovingQualityofcareofservices,deliveredatthepublichealthfacilities,National QualityAssurance(QA)StandardsweredevelopedundertheNationalHealthMission.For thisinitiative,NHSRCperformstaskofthesecretariatonbehalfoftheMinistryofHealth& FamilyWelfare.Intheyear2013,QAOperationalGuidelinesandQualityStandardsfor DistrictHospitalswerelaunchedbytheMinistryofHealth&FamilyWelfare.Thiswas followedbydevelopmentandlaunchofQualityStandardsforCommunityHealthCentres (CHCs)andPrimaryHealthCentres(PHCs),followedbyQualityStandardsforUrbanPHCs andHWC-SCsinthesubsequentyears.Thereisanexplicitsystemofmeasurementof extentofcomplianceagainsteachoftheNationalQualityAssuranceStandard(NQAS). EachQualitystandardhasmeasurableelementsandcheckpoints.
ForimplementationoftheNQAS,substantialeffortsareundertakenforbuildingcapacityof thestatestounderstandthenuancesofeachqualitystandards,followedbyhand-holding supportthroughStateQualityAssuranceUnitandDistrictQualityAssuranceUnit.
TheQ&PSdivisionatRRCNEalsosupportstheNEstatesinimplementationofMera-
Forsupportingabovementionedtasks,RRCNEintendstoinductaConsultant(Quality& PatientSafety)atitsGuwahatioffice.Theincumbentisexpectedtohavegoodhealth-quality backgroundandexcellentcommunicationskills.
SupporttotheNEStates,attimesdifficultlocations,requireextensivetraveltothe states,whichmaybeabouthalfofthetotaltime.

2. Objective
AsConsultant,Quality&PatientSafetyatregionallevel,theobjectiveistostrengthenandsupport theQuality&PatientSafetyactivitiesintheNorth-EasternStates.
a. ToprovidetechnicalassistanceandcapacitybuildingsupporttotheNEStatesfor strengtheningthePublicHealthSystem.
b. TosupporttheimplementationofNationalQualityAssuranceProgram(NQAP)at differentlevelsofPublichealthfacilities.
c. LiaisoningwiththeStates/UTsforimprovingQualityofCareinPublicHealthSystem andimprovedPatientSafetyandSatisfaction.
3. Scope of Work
a. Key Responsibilities
The incumbent will be responsible for roll out of ‘Operational Guidelines for Quality Assurance in PublicHealthFacilities.S/hehastotakeactionsatvariouslevels–Advocacy,customisationofthe checklists for meeting needs of states in adapting the Quality Standards & itsmeasurement system, conduct of workshops & seminars, assisting the health facilities with gap closureaction andfacilitatingthecertificationprocessatidentifiedpublichealthfacilitiesinstates.
Expectedroleoftheincumbentismulti-dimensionalandaresummarisedbelow–
i. S/heshouldbeateamplayer.
ii. Oneofthemajorresponsibilitiesoftheincumbentwillbetotraveltostatesanddistricts and impart QA trainings. Thus, the candidate should possess the skills for imparting trainings, including excellent command over language (Hindi & English) – spoken & writtenboth.
iii. Willingness to travel to states, districts, and health facilities, which may be located in ‘hardtoreach’areas.
iv. Development&reviewofresourcematerialfortrainings
v. Technical Assistance to states & districts in Operationalization of States and Districts QualityAssuranceUnits
vi. Follow up with NE States for various updates related to National Quality Assurance Program. Facilitate conducting of the Internal and External Assessments of health facilitiesandmentoringofthesameforcertificationunderNQAP.
vii. Reviewofdrugs&logisticsprocurementsystem,etc.
viii. AppraisalofStatePIP&variousdocumentssharedbyMinistry.
ix. Drafting&Reportwriting
x. Anyotherfunction,asallottedbyDirector–RRC-NE&Sr.Consultant-Q&PS
Timelyaccomplishmentoftaskandresponsibilitiesandregularreportingtothe Director,RRC-NEattheendofeverymonth.
5.Qualificationsandexperience
A.Essential:
a.MBBS/BDS/BachelorsinanystreamofAYUSH/Bachelor’sinpharmacy/B.Sc. Nursingdegreefromarecognisedinstitutewithpostgraduatedegree/diploma(2-3 yearsregularfull-timecourse)inCommunityMedicine,PublicHealth,Community Nursing,HospitalManagement/Administrationfromarecognisedinstitute.
b.Atleast2(Two)years’experienceafterpost-graduationofworkinginQuality Assurance/HealthSystem/PublicHealth.
c.Excellentcommunicationskills–writingandverbal.
d.ProficiencyinMSOfficepackage,anycomputeriseddataanalyticalpackageishighly desirable.
B.Desirable:
a.Preferencemaybegiventothoseapplicants,whohavedirectlyworkedonthe assignments,resultingintocertification/accreditationofhospitalstoarecognised qualitysystemsuchasNQAS,LaQshya,ISO9001/NABH/JCI/NABL.Etc.and/or CertifiedExternalNQAS/InternalNQAS/NABH/NABLAssessors
b.RecognisedQualificationinaQualitySystem,whichmaybewaivedoffincaseof deservingcandidates,whohaverobustfieldexperiences
c.Experienceofworkinginhospitaladministrationdepartmentofacertifiedfacilities, mentionedunderparaB(a)above.
6.Travelandsubsistence–AsperNHSRC/RRC-NEnorms
TheConsultantshouldbereadytotravelextensivelytoState/District/Block/village levels.AlltravelsmustbeauthorizedinadvancebyDirector,RRC-NE.The ConsultantshallbereimbursedfortravelasperNHSRCrules.
7.ReportingRequirements
TheConsultantwillsubmitmonthly/applicableupdatedreporttotheDirector,RRC-NE throughSeniorConsultant-Q&PS.
8.Workstation:
TheworkstationofConsultantisatRRC,NE,Guwahati.However,S/hemaybe requiredtoberelocatedatanyofthestationsinanyNEStatesonrequirementof organization.
Initially,itwillbetill31stMarch,2025.Thefirst3monthswillbeonprobation.Subject tosatisfactoryperformance,theconsultancywillcontinueforthefulltenure.The consultancycanbeterminatedbyeitherpartgivinganoticeofonemonthinwriting.
TheConsultantwillbepaidaconsolidatedmonthlyfeeasperNHSRCHRpolicy (rangingfromRs.60,000/-toRs.1,20,000/-).TheConsultantshallnotbeentitledto anyotherbenefits,payments,subsidy,compensation,orpensionexceptasexpressly providedintheconsultancyagreement.Theconsultantshallnotbeexemptedfrom taxationandshallnotbeentitledtoreimbursementofanytaxeswhichmaybelevied asperexistingrulesontheremunerationreceived.
*Feeofferedwithinthebandwillbecommensuratetoqualificationandexperience.
10.Otherbenefits:

AgeLimit:Notabove45years(asonlastdateofreceivingofapplications).
