The Office of Commissioner Food Safety, Andaman & Nicobar Administration, Port Blair invites ONLINE APPLICATION from eligible candidates for recruitment to the Group ‘B’ Non Gazetted/Non Ministerial post of Food Safety Officer. The details of vacant posts, scale of Pay and eligibility conditions are given below:-

6. SCHEME OF EXAMINATION : ONLINE EXAMINATION

The online examination will consist “Objective Type Multiple Choice with 4 option” questions on the subject as shown below:-

Note : The question will be set in English only.

6.1 There will be negative marking of 0.25% for each wrong answer, meaning thereby 0.25 marks will be deducted for each wrong answer.

INDICATIVE SYLLABUS

FOR ONLINE EXAMINATION:

A General Awareness & General Knowledge :- Questions in this test will aim at measuring knowledge of current events besides knowledge of General Science/Social Science and their application to the society. This test will also include questions on sports, culture, history, geography, general polity etc. These questions will be such that they do not require a special study of any discipline.

B English Language:- Questions in the test will be based on error recognition, fill in the blanks (using verbs, prepositions, articles etc.) vocabulary, spelling, sequence of sentences in a paragraph, sequence of words in a sentence, closed passage and comprehension passage etc. synonyms and antonyms will be asked in the context of the given passage

C Numerical Aptitude:- The questions will be designed to test the ability of appropriate use of numbers and number sense of the candidate. The scope of the test will be the computation of whole numbers, decimals and fractions and relationships between numbers. It will test sense of order among numbers, ability to translate from one name to another, sense or order of magnitude, estimation or prediction of the outcome of computation, selection of an appropriate operation for the solution of real life problems and knowledge of alternative computation procedures to find answers. The questions would also be based on arithmetical concepts and relationship between numbers and not on complicated arithmetical computation.

8.1 The Examination will be held at PORT BLAIR.

8.2 The candidates are advised to make suitable arrangement at their own for appearing the above tests on the scheduled date and time which will be communicated well in time through website/the local daily newspapers and through other media.

9. FEE PAYABLE : NO FEE

10. RESERVATION OF OBC/EWS CATEGORY:

10.1 Only those candidates of A & N Islands who belongs to OBC category in terms of the A & N Administration’s Notification No. 343/2005/F.No.83/2003-TW dated.16-12-2005 and subsequent Circular No.8-3/2003TW/295 dated 26-04-2006 are eligible to apply against vacancies reserved for OBCs. The candidates should furnish OBC certificate duly issued by the Revenue Authorities concerned of A & N Admn. in terms of Admn’s Circular No. 8-3/2003-TW/ 242 dated 30th March, 2006. The Validity period of OBC certificate in respect of ‘creamy layer’ status of the candidates shall be governed by the GoI, Ministry of Personnel, Public Grievances & Pensions, DoP&T’s OM No. 36036/2/2013Estt.(Res-I) dated 31.03.2016.

10.2 The eligibility under Economically Weaker Section (EWS) category shall be governed by GoI, Ministry of P,PG&P, DoP&T’s OM No.36039/1/2019-Estt (Res) dated 31.01.2019. The persons belonging to EWSs who are not covered under the scheme of reservation for STs and OBCs are eligible to get 10% reservation in direct recruitment in civil posts and services. The benefit of reservation under EWS category can be availed upon production of an Income and Asset Certificate issued by a Competent Authority as prescribed in the OM dated 31.01.2019. The crucial date for submitting income and asset certificate by the candidate shall be the closing date for receipt of application for the post.

Note: The Income and asset certificate is subject to verification and if the verification reveals that the claim belong to EWS is fake/false the services will be terminated forthwith without assigning any further reasons and without prejudice to such further action as may be taken under the provisions of the Indian Penal Code for production of fake/false certificate.

11 SELECTION OF CANDIDATES :

11.1 Candidates should qualify online examination. Normalized scores of candidates will be used to determine merit and for final selection.

11.2 Final selection for appointment of candidates to the post of Food Safety Officer will be done on the basis of merit list of said post which shall be prepared on the basis of marks obtained by the candidate subject to the condition that candidate must score minimum qualifying marks.

12. ELIGIBILITY CONDITIONS :

12.1 Applicant must be an Indian Citizen.

12.2 Candidates shall be ready to work in remote/hard areas of Andaman & Nicobar Islands wherever the Food Safety Department is having its establishment.

13. GENERAL CONDITIONS :

13.1 While applying, the applicant should ensure that he/she fulfills the eligibility norms and that the particulars furnished by him/her are correct in all respect.

13.2 In the event of any information being false or incorrect or ineligibility being detected before or after selection, his/her candidature/appointment is liable to be cancelled.

13.3 Date of Birth filled by candidate in the online application form and the same recorded in the Matriculation/Secondary Examination Certificate will be accepted and no subsequent request for change will be considered.

13.4 If at any stage of recruitment or thereafter, it is found that any information furnished by the candidate in his/her ONLINE application is false/incorrect or candidate has suppressed any relevant information or the candidate otherwise does not satisfy the eligibility criteria for the posts his/her candidature will be cancelled forthwith.

14 PROCESS OF CERTIFICATION AND FORMAT OF CERTIFICATES :

14.1 Candidates who wish to be considered against vacancies reserved or seek age relaxation must possess requisite certificate from the competent authority issued on or before the closing date of application. Otherwise, their claim for ST/OBC/PH/EWS status will not be entertained and their candidature/applications will be rejected.

a. A candidates seeking appointment on the basis of reservation to OBC’s must ensure that he/she possesses the caste/community certificate and does not fall in creamy layer on the crucial date.

b. Candidates seeking age relaxation in terms of Circular bearing No.45/96PW dated 06.06.2001 and 45/19980PW dated 19.09.2011 should possess supporting documents as proof.

15. HOW TO APPLY:

15.1 The Applications must be submitted in only ONLINE mode at the website (https://erectruitment.andaman.gov.in/crap) or www.andaman.gov.in from 09.05.2023 at 1100 hrs to 05.06.2023 at 12.00 midnight of closing date. No physical copy of application is required. The candidates should provide all the mandatory details in the online portal failing which the application will not be accepted.

Note :- As proof of identity of the candidate in the personal information identity cards viz Islander Card, Employment Registration Card, Pan Card, Driving license or any other IDs issued by Govt. can be submitted. Cont.6

15.3 Only those applications which are complete with all the above sections will be treated as complete. However, applications that are submitted partially, due to reasons such as network issues, can be resumed and completed at later point of time through appropriate options in the recruitment portal. All such applications are to be completed before the last date of online application.

15.4 Filling up the information like personal Mobile number of the candidate is compulsory.

15.6 Candidates are required to upload the scanned colour passport size photograph in JPEG format (20 KB to 50 KB). The photograph should not be more than three months old from the date of publication of the Notice of Examination, and the photograph should be clearly visible and legible. Image dimension of the photograph should be about 3.5 cm (width) x 4.5 cm (height). Uploading of wrong photographs or photographs with poor visibility may lead to debarring of candidates from appearing in the examination. Signature should be between 10 kb to 20 kb and the resolution is 140x60 (width x height) in jpeg format.

15.7 Candidates are advised in their own interest to submit online applications much before the closing date and not to wait till the last date to avoid the possibility of disconnection/ inability or failure to login to the website on account of heavy load on the website during the closing days.

15.8 Before submission of the online application, candidates must check that they have filled correct details in each field of the form. After submission of the online application form, no change/ correction/ modification will be allowed under any circumstances. Requests received in this regard in any form like Post, Fax, Email, by hand, etc. shall not be entertained.

15.9 The eligibility of age and qualifications of the candidate will be determined as on the last date of the submission of online application i.e. on 05.06.2023

15.10 Apart from the ONLINE application, no other documents are needed to be furnished at the time of application.

15.11 Visually Handicapped (VH) candidates with visual disabilities of forty percent and above and candidates suffering from Cerebral Palsy can avail the assistance of a SCRIBE in the Online Examination subject to such requests being made in the ONLINE application form. Question Papers and Answer Sheets will not be provided in BRAILLE. No other attendant will be allowed with VH/Cerebral Palsy candidates inside the examination premises.

Note: Persons with Visual disability of less than forty percent will not be considered as visually handicapped persons. One eyed candidates and partially blind candidates who are able to read the normal question paper set or all the candidates with or without magnifying glass and who wish to write/indicate the answer with the help of magnifying glass will be allowed to use the Magnifying Glass in the Examination Hall and will not be entitled to a scribe. Such candidates will have to bring their own magnifying glass to the examination hall. Similarly, other persons with less than forty percent (40%) disability will not be considered as OBH/HH category as the case applicable.

15.12 Instructions regarding filling of the online application form are mentioned on the website (https://erectruitment.andaman.gov.in/crap) and should be followed scrupulously failing which the candidature shall be rejected.

15.13

Date/Time/Venue of the online examination and other information will be intimated through website/News paper.

15.14 The Commissioner Food Safety, A&N Administration will not be responsible for the candidates not being able to submit their applications within the last date on account of the aforesaid reasons or for any other reason.

16 ADMISSION TO THE EXAMINATION :

16.1 All candidates who apply in response to the above advertisement before the CLOSING DATE through ONLINE will be eligible for appearing in Online Examination and they will be assigned Roll Numbers. In case, a candidate does not find his/her name in the above uploaded list, he/she must immediately contact to the Assistant Director (Admn.), District Office, South Andaman, Port Blair, with proof of having submitted his/her application, for consideration. Failure to do so will deprive him/her of any claim for consideration later.

16.2 A candidate in whose case a certificate of eligibility is necessary may be admitted to the Examination but the offer of appointment will be given only after, the necessary eligibility certificate has been issued to him/her by the Government of India.

16.3 Admission Certificates for the Examination will be uploaded on the website (https://erectruitment.andaman.gov.in/crap) Admission Certificate will not be issued by post for any stage of examination.

16.4 The candidates applying for the examination should ensure that they fulfill all the eligibility conditions for admission to the examination. Their admission at all stages of the examination will be purely provisional, subject to their satisfying the prescribed eligibility conditions. If, on verification, at any time before or after the online examination, it is found that they do not fulfill any of the eligibility conditions, their candidature for the examination will be cancelled.

16.5

In addition to the Admission Certificate, it is mandatory to carry at least two passport size recent colour photographs, Original valid Photo-ID proof having the Date of Birth as printed on the Admission Certificate, such as :

(i) Aadhaar Card/ Printout of E-Aadhaar,

(ii) Islander Card

(iii) Employment Registration Card

(iv) Voter’s ID Card,

(v) Driving License,

(vi) PAN Card,

(vii) Passport,

(viii)ID Card issued by University/ College/ School,

(ix) Employer ID Card (Govt./ PSU),

17 GENERAL INSTRUCTIONS TO BE COMPLIED BY THE CANDIDATES IN THE ONLINE EXAMINATION :

17.1 Candidates must bring alteast one photo bearing Identity proof (in original) such as Driving License, Aadhaar Card, Voter Card, Islander Identity Card, Passport, College/University ID Card, PAN Card and Hall Ticket downloaded from the website, while attending the examination failing which they shall not be allowed to appear to the Examination.

17.2 Candidates are not permitted to use calculators and other electronic gadgets except as specified in the Notice. They should not, therefore, bring the same inside the Examination Premises/Venue

17.3 If any candidate is found to possess mobile phones or any other means of wireless communication in the working or switched off mode, his/her candidature shall be cancelled forthwith.

17.4 Candidates may also note that in respect of the above, their candidature will remain provisional till the veracity of the concerned document is verified by the Appointing Authority. Candidates are cautioned that they will be debarred from the examination conducted by the Commission in case they fraudulently claim OBC/ EWS/ST status or avail any other benefit

18. RESOLUTION OF TIE CASES : In cases where more than one candidates secure the equal aggregate marks, tie will be resolved by applying the following methods one after another :

18.1 Date of Birth with older candidates placed higher.

18.2 Alphabetical order in which names of candidates appear.

19. ACTION AGAINST CANDIDATES FOUND GUILTY OF MISCONDUCT:

Candidates are warned that they should not furnish any particulars that are false or suppress any material information while filling in the application form. Candidates are also warned that they should in no case attempt to alter or otherwise tamper with any entry in a document or the attested certified copy submitted by them nor should they submit a tampered/fabricated document.

20. A CANDIDATE WHO IS OR HAS BEEN DECLARED BY THE ADMINISTRATION TO BE GUILTY OF

(i) Obtaining support for his/her candidature by any means, or

(ii) Impersonating, or

(iii)Procuring impersonation by any person, or

(iv)Submitting fabricated documents or documents which have been tampered with, or

(v) Making statements which are incorrect or false or suppressing material information, or

(vi)Resorting to any other irregular or improper means in connection with his/her candidature for the examination/selection, or

(vii) Writing irrelevant matters including obscene languages or pornographic matter in the script, or

(viii) Misbehaving in any other manner in the examination hall, or

(ix)Using unfair means in the examination hall, or

(x) Possessing Mobile Phones/Cellular Phones/Pagers/communication devices or any other unauthorized electronic gadget after commencement of the Examination inside the Examination premises/Hall, whether in use or not (Candidates by mere possession of any of these items will be deemed to have been using unfair means and would accordingly be liable to disciplinary action as deemed fit, including ban from future examination conducted by the Administration), or

(xi) Taking away the Question Booklet/Answer Sheet with him from the examination hall, or passing it on to unauthorized persons during the conduct of the examination, or

(xii) Harassing or doing bodily harm to the staff employed by the Administration for the conduct of these examination, or

(xiii) Violation of any of the instructions issued to candidates along with their Admission Certificates permitting them to take examination, or

(xiv) Attempting to commit, or as the case may be abetting the commission of all or any of the acts specified in the foregoing clauses, may, in addition to rendering himself liable to criminal prosecution, will be liable:-

(a) to be disqualified by the Administration from the examination for which he is a candidate as also from any other examination/selection of the Administration in which he/she might have appeared but the final result/selection has not yet been declared/made, and/or

(b) to be debarred either permanently or for a specified period which may extend up to 10 years:-

(i) by the Administration from any examination or selection held by them;

(ii) by the Andaman and Nicobar Administration/Central Government from any employment under them; and

(c) to disciplinary action under appropriate rules if he is already in service under Government, or

(d) to any other appropriate legal action.

21. COMMISSIONER FOOD SAFETY, A&N ADMINISTRATION DECISION IS FINAL :

21.1 The decision of the Commissioner Food Safety, A&N Administration in all matters relating to eligibility, acceptance or rejection of the applications, penalty for false information, mode of selection, conduct of examination(s) allotment of examination centers, etc. will be final and binding on the candidates and no enquiry/correspondence will be entertained in this regard.

21.2 The Commissioner Food Safety, A&N Administration has the right to cancel or postpone the recruitment at anytime on any administrative grounds. The department shall not be responsible for any type of losses or damages which may be suffered by the candidates due to such cancellation.

22. DOCUMENT VERIFICATION (DV) :

22.1 All the candidates qualified for Document Verification (DV) are required to appear for DV along with the photocopies and original documents as mentioned at below Para no: 23 3

22.2 Candidates have to bring two passport size recent colour photographs and one original valid Photo ID Proof as listed at Para 17.1 above while appearing for the Document Verification.

22.3 Candidates will have to submit copies of various documents like:

22.3.1 Matriculation/ Secondary Certificate.

22.3.2 Educational Qualification Certificate.

22.3.3 Candidates who wish to be considered against vacancies reserved or seek age relaxation must submit requisite certificate from the competent authority, in the prescribed format, whenever such certificates are sought by this Office at the time of Document Verification. Otherwise, their claim for OBC/ EWS/ST status will not be entertained and their candidature will be considered under Unreserved (UR)/ relevant category. Certificates in any other format are liable to be rejected.

22.3.4 All candidates in Govt. Service whether permanent or temporary capacity or work charged employees, or those serving under public enterprises will be required to submit a No-Objection certificate from their employers at the time of verification of certificates/ documents.

22.3.5 A candidate who claims change in name after matriculation on marriage or remarriage or divorce, etc. the following documents shall be submitted:

 In case of Marriage : Photocopy of Husband’s Passport or copy of marriage certificate issued by the Registrar of Marriage or an Affidavit from husband and wife along with a joint photograph duly sworn before the Oath Commissioner;

 In case of re-marriage of women: Divorce Deed/ Death certificate as the case may be in respect of first spouse; and photocopy of present husband’s passport showing names of spouse or an attested copy of marriage certificate issued by the Registrar of Marriage or an Affidavit from the husband and wife along with joint photograph duly sworn before the Oath Commissioner.

 In case of divorce of women: Certified copy of Divorce Decree and Deed Poll/Affidavit duly sworn before the Oath Commissioner.

 In other circumstances for change of name for both male and female: Deed Poll/Affidavit duly sworn before the Oath Commissioner and paper cuttings of two leading daily newspaper in original (One daily newspaper should be of the area of applicant’s permanent and present address or nearby area) and Gazette Notification.

22.4 Any other document specified in the Admission Certificate for DV

23. MODE OF SELECTION:

23.1 The reserved vacancies will be filled-up separately from amongst the eligible OBCs, EWS and ST candidates which will, thus, comprise of OBC, EWS and ST candidates who are lower in merit than the last general candidate in merit list of unreserved category but otherwise found suitable for appointment even by relaxed standard.

24. INVALID APPLICATION:

The applications having any of the following deficiencies or irregularities will be summarily rejected (the List is only illustrative & not exhaustive).

(i) Under aged/over aged candidates.

(ii) Not having the requisite Educational Qualification on the specified date.

(iii) Any other irregularity.

25 IMPORTANT INSTRUCTIONS TO CANDIDATES :

25.1 Office of Commissioner Food Safety, A&N Administration will not undertake detailed scrutiny of applications for the eligibility and other aspects at the time of online examination and therefore, the candidature is accepted only provisionally. The candidates are advised to go through the requirements of educational qualification, age etc. and satisfy themselves that they are eligible before applying. When scrutiny is undertaken, at any stage, if any claim made in the application is not found substantiated, the candidature will be cancelled and the Food Safety Department, A&N Administration, decision shall be final.

25.2 Candidates are advised to go through the detailed instructions contained in the notice uploaded in website before applying.

25.3 Candidate must fill their name, date of birth, father’s name and mother’s name strictly as given in the matriculation certificate otherwise their candidature will summarily be cancelled at the time of document verification or as and when comes into the notice of the department.

26. The Commissioner Food Safety, A&N Administration reserves the right to accept/reject any application without assigning any reason thereof.

27. COURTS JURISDICTION

Any dispute in regard to this recruitment will be subject to Courts/ Tribunals having jurisdiction over A & N Islands, Port Blair.

28. PROBATION PERIOD:

Probation period shall be of two years. Successful completion of training as specified by the Food Authority (FSSAI) in recognized Institute or Institution approved for the purpose is a pre-requisite for completion of probation.
