Territorial Acknowledgement
Waterloo Region Community Foundation (WRCF) is situated on the lands within the Haldimand Treaty of 1784, a formally ratified agreement acknowledging six miles on either side of the Grand River as treaty territory belonging to Six Nations of the Grand River. WRCF serves a region that is located within the traditional territories of the Anishinaabe, Chonnonton, and Haudenosaunee peoples. This territory is within the lands protected by the Dish with One Spoon wampum. We acknowledge the enduring presence, knowledges, and philosophies of Indigenous Peoples. We acknowledge the continuing accomplishments and contributions Indigenous Peoples make in shaping Waterloo Region. We are committed to understanding the impact of settler colonialism on the Indigenous experience in order to envision and co-create collaborative, respectful paths together in mutuality and reciprocity.

A message from Elizabeth Kim, Board Chair & Eric Avner, President & CEO
As we look back on 2024, we are reminded of the extraordinary power of community. At Waterloo Region Community Foundation (WRCF), we are inspired by the resilience, strength, and collective spirit of the people who call this region home. Our Annual Impact Report celebrates the partnerships, initiatives, and innovations that are reweaving our communities’ social fabric.
This year, we made significant progress in advancing our new strategic focus on social infrastructure. When we talk to people, we are hearing that our commitment to building a system of organizations, spaces, and experiences that connect people across our three cities and four townships is resonating as we grow to a region of one million neighbours. The success of our “On the Table” event reinforced the need for social investment and social engagement. When 1,300 residents participated in 54 conversations across our region, it was clear that there is a deep desire for meaningful opportunities to reconnect in person. And, we gathered ideas for actions to grow and improve social infrastructure locally.

While WRCF works to serve the entire region, we often focus on programs that have local impact. Understanding the balance between regional needs and local distinctions is crucial as we think about the meaning of social infrastructure. What does it mean for urban, suburban, and rural communities? For young people and older adults? For newcomers and long-timers? And for those who face physical, financial, or racial barriers? Hearing from your voices over a year of conversations and collaborations and convenings have demonstrated the complexity and opportunity ahead.
Speaking of voices, every three years, we conduct a satisfaction survey with our Board, volunteers, Fundholders, team members, and all organizations that have applied for funding. Once again, our community shared valuable feedback on where we
are excelling and where we can improve. We are using this feedback to guide our work in 2025 and beyond, and we’re grateful for the constructive input that helps us grow into a stronger, more responsive organization.
In 2024, we are proud to report that WRCF distributed $7.6 million in grants to 422 organizations, supporting initiatives aligned with our mission. Thanks to a 15.7% rate of return on our investments and over $6 million in new donations, total assets grew to $162 million, positioning us well for the future. Even amid global challenges and market volatility, our strong financial performance—bolstered by our new Outsourced Chief Investment Officer, RockCreek Canada— ensures that we will continue to provide stability and resources for grantmaking and additional impact investments in the years to come.
We know the road ahead will be challenging. As funding becomes scarcer and community needs grow, WRCF is grateful to tackle our community’s needs alongside our partners, inspired by their passion and informed by their knowledge. Together, we will continue to build a stronger, more connected Waterloo Region and face the big issues ahead as we always do — together.

Walter Bean WRCF Community Volunteer Award
This award was created in memory of the founder of Kitchener Waterloo Community Foundation. It has been updated to recognize individuals who best exemplify and reinforce WRCF’s vision of ensuring our communities are equitable, connected, and sustainable; and people are thriving; someone who has made a continued, long-term volunteer commitment to WRCF.

Ken Murray WRCF Community Catalyst Award
The Ken Murray WRCF Community Catalyst Award was created in memory of the first President of Kitchener Waterloo Community Foundation, to recognize individuals who are demonstrating their commitment to Waterloo Region by “doing more good”. The award recognizes a community volunteer or philanthropist who demonstrates character traits evident in Ken Murray’s life, including living a life with purpose and generosity, leadership, mentorship, and the ability to creatively tackle issues of today, with an eye to the future, by utilizing innovative philanthropic approaches and solutions.
2024 Recipient: Teneile Warren

David Borges WRCF Organizational Goodness Award
The David Borges WRCF Organizational Goodness Award was created in memory of the former Chair of the Cambridge & North Dumfries Community Foundation. This award recognizes businesses or organizations located in Waterloo Region that are committed to building and supporting our community through “doing more good”. This support could be demonstrated through corporate philanthropic giving, the encouragement and motivation of employees to become involved in community, and/or community leadership in local projects and initiatives.

WRCF Social Infrastructure Champion Award
This award recognizes individuals or organizations in the community who are demonstrating innovation, excellence, and/or ongoing commitment to advancing social infrastructure in Waterloo Region. In 2024, the WRCF Social Infrastructure Champion Award was presented to an organization that is actively focused on social infrastructure, someone who is already leading the way by making a noticeable impact in Waterloo Region.

Social Infrastructure: Listening, Learning, and Leading
Did you know that Waterloo Region’s population is one of the most transient in the nation? We didn’t either, and once we saw that data emerge from Waterloo Region’s 2023 Vital Signs® Report, Waterloo Region Community Foundation (WRCF) was inspired to adopt Social Infrastructure as our new strategic focus. For the past year, we have been busy expanding knowledge and awareness about social infrastructure, cultivating thought-provoking conversations, and supporting innovative initiatives.
We spotlighted bold international movements such as “Reimagining the Civic Commons” and “Weave: The Social Fabric Project” during our Townhall events, and celebrated how local organizations are already reimagining public spaces and weaving tighter bonds within our neighbourhoods. We facilitated a screening and discussion for the documentary, “Join or Die”, sparking heartfelt conversations about the importance of participating in community life.
The ”On the Table” weekend brought our community’s voices to life, as 1,300 residents across the region shared personal stories, ideas, and hopes for the future. These meaningful dialogues sharpened our focus on which types of opportunities hold the greatest promise as we invest in social infrastructure.
We continue to publish our learnings through blogs, newsletters, and social media posts, sharing stories of local initiatives, new perspectives, and calls to action. The past year has been one of laying the groundwork and broadening our collective understanding of social infrastructure. But the work is just getting started. Together, we’ll continue learning, growing, and investing in spaces and experiences where social connections can flourish.

In 2024, we asked attendees at our fall events to participate in a weaving activity that illustrates the many ways we are interwoven in Waterloo Region’s social fabric. It takes 2-3 minutes to answer 42 yes/no questions and the result is a piece of art.

WRCF’s commitment to social infrastructure is gaining momentum, driven by a shared vision of fostering connections that create stronger, more trusting communities. As we look ahead, our focus remains on harnessing innovative ideas, supporting impactful initiatives, and collaborating with local changemakers, including individuals, collectives, organizations, and municipalities.
One framework that inspires our approach is Gehl Studio’s concept of Hubs, Havens, and Hangouts, describing the diversity of spaces needed for social connection to thrive. Hubs bring people together across varied backgrounds for shared activities and collaboration, fostering belonging and vibrancy. Havens provide a welcoming sense of safety and belonging, rooted in shared identities or experiences. Meanwhile, Hangouts encourage informal, organic interactions through flexible and accessible spaces where people can naturally connect. By embracing this framework, we aim to nurture and activate even more spaces that reflect the varied ways our community gathers and bonds.
We also understand the vital role shared experiences play in fostering meaningful connections. Whether it’s participating in festivals, attending neighbourhood events, or joining grassroots initiatives, these moments together—in person— spark conversations, build trust, and create a deeper sense of belonging. Social infrastructure, at its heart, is about providing opportunities for us to grow community as our community grows.
Encouragingly, this vision is gaining support. Local municipalities and organizations are integrating social infrastructure into their strategic plans, creating exciting opportunities for collaboration and amplifying the impact of collective efforts.
WRCF is ready to take more bold steps. In 2025, WRCF is aligning our largest grant streams to directly fund social infrastructure projects and programs, amplifying their impact. We’re expanding the use of community media to share inspiring stories highlighting the power of these efforts. A new Vital Signs® research study will provide valuable data to deepen our understanding of social infrastructure’s role. We anticipate introducing an AI-powered tool to help residents discover spaces for gathering and connection. And more.
Our path forward is ambitious yet focused: investing in initiatives that bring people closer together, sharing data and stories that inspire change, and delivering tools to make connection more accessible for all. These efforts are a testament to what’s possible when we work together toward a common vision. The journey is just beginning, and we’re excited to partner with others for what lies ahead.

We track our impact by gathering and sharing numbers and stories. We hope this snapshot gives you an idea of the breadth of work we are doing and the range of organizations we are supporting in an effort to ensure our communities are equitable, connected, and sustainable; and people are thriving.
Community Grants
Annually, WRCF distributes Community Grants to organizations that are located in Waterloo Region, providing support to our local residents. In 2024, the funds supported initiatives linked to improving social infrastructure. $1 million was distributed to 43 charitable organizations, which included support from several WRCF Fundholders and donors, as well as a partnership with Trinity United Church Legacy Fund.

In 2024, WRCF partnered with the Region of Waterloo to provide funding totalling $747,000 to support the arts in Waterloo Region.
• $502,000 to 37 small and mid-sized arts organizations and arts initiatives at community organizations through funding provided by WRCF’s Arts Grants Fund and several Fundholders, as well as $100,000 from the Region of Waterloo
• $15,000 through WRCF’s Arts Grants Fund, as part of a collaboration with the City of Waterloo, which donated another $10,000 to provide a total of $25,000 to support individual artists in our region through the Microgrant Program facilitated by Pat the Dog Theatre Creation
• $230,000 to 36 individual artists and arts collectives, through funding provided by the Region of Waterloo

A Continued Commitment to Equity through the Racial Equity Fund
WRCF is committed to using our resources to advance racial equity in our community. WRCF’s Racial Equity Fund is one component of that work. The fund supports organizations that are led-by and serve people across Waterloo Region who are Indigenous, Black, and people of colour.
In 2024, $437,000 was provided to 31 local organizations to support their programs and initiatives linked to social infrastructure, which included support from several WRCF Fundholders and donors.

Spotlight: A Journey from Isolation to Community Engagement supported
by WRCF’s
Racial Equity Fund
Mr. and Mrs. Gao, elderly immigrants from China, felt isolated in Waterloo due to language barriers and limited tech skills. They depended entirely on their daughter for basic tasks like using public transit or making phone calls.
Thanks to a program offered through the Waterloo Region Chinese Canadian Association that provides essential skills training to seniors, their lives have changed. Mr. and Mrs. Gao learned how to use social media apps to connect with relatives in China and local friends.
Mr. and Mrs. Gao have built friendships with peers in the programs and have become mentors to others experiencing similar situations. Their story underscores how accessible, empathetic support can turn vulnerability into strength and isolation into belonging.

Before, we felt lost. Now, we shop, chat with friends and family, and help others. We finally feel part of Canada.

On the Table Waterloo Region
Over the weekend of June 7-9, 2024, WRCF organized On the Table to encourage community members across our region to participate in hosted discussions. We invited people to bring together their friends, colleagues, neighbours, or people in the community over food and drink to talk about what matters to them.
We asked hosts to collect feedback from participants in their discussions and share it with us after the conversations. Using that information, we created an On the Table Report, to provide a snapshot of what’s on people’s minds about what’s happening in Waterloo Region right now.
Seven themes emerged across the different table discussions:
• A readiness to connect and demand for community involvement
• Harnessing community assets and celebrating what is already here
• Ways to enrich our existing social infrastructure
• How to fill the social infrastructure gaps amid rapid growth
• Overcoming information gaps in social infrastructure
• Ensuring equitable access to social infrastructure
• Creating and maintaining thriving neighbourhoods
My major takeaway: I was surprised by how easy it was for people to strike up and continue a conversation about community throughout the time we had put aside. There was passion and interest and energy.

Reweaving Our Social Fabric
One component of effective social infrastructure is a robust social fabric. These are the networks of trusted connections across the community. But who facilitates these connections? Where do these connections take place? How do these connections happen?
On September 12, 2024, WRCF invited people from across our communities to attend a Do More Good Dialogue event: Reweaving Our Social Fabric, where we welcomed keynote speaker Kristyn Feldman, Director of Weave: The Social Fabric Project. Her presentation was followed by a panel discussion with local weavers Olabukonla Mise, and Diego Almaraz De La Garza.
WRCF also presented community awards at this event, which were designed by artist Fatima Garzan, details of which you can find on pages 6-7 in this report. The event also included the launch of an original spoken word performance by Donnique Williams of the poem “The Reason”.

WRCF reimagines decision-making
process for granting program focused on the townships
Neighbourhoods have the power to connect people to one another, and to the community they live in. WRCF is in year two of testing a five-year pilot program in neighbourhoods across Waterloo Region, with funding through the Lyle S. Hallman Fund, which uses participatory granting – putting funding decisions in the hands of the groups directly involved.
In 2024, WRCF partnered with the Engage Rural collaborative, which consists of eight health and social service agencies across the region: Community Care Concepts, Interfaith Counselling Services, North Dumfries Community Health Centre, Porchlight Counselling Services, Wilmot Family Resource Centre, Woolwich Community Health Centre, Woolwich Community Services, and Woolwich Counselling Services.

Langs, our participants, and communities in both Cambridge and North Dumfries have benefited immensely from the capital grants received from WRCF. With the funds, Langs was able to increase community participation, build capacity and leadership skills in our youth council, and create new spaces for older rural youth to gather in a safe space.

In an effort to make things easier for organizations looking for grants, WR Apply was launched in early 2024. This new initiative is a collaborative effort led by five local funders to have a centralized place to find funding opportunities for nonprofit organizations located in Waterloo Region.

Join or Die
On April 10, 2024, WRCF hosted a screening of the film Join or Die at the Princess Twin Cinemas, followed by a panel discussion. The film has a strong message about the importance of engaging in our communities and the importance of connections for people and society overall. The event was filled with community members looking to learn more about the power of joining.

Supporting the SDGs
In 2015, the United Nations (UN) member countries, including Canada, agreed to focus on 17 Sustainable Development Goals (SDGs) – with targeted results achieved by 2030. The targets for the SDGs seek to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity by promoting inclusive, equitable, safe, and sustainable societies.
The global goals can only be met if we work together, which starts at the local level. Here are three examples of how Waterloo Region Community Foundation (WRCF)’s work aligned with the SDGs in 2024:
SDG 5: Gender Equality
WRCF is one of 21 community foundations across Canada that participated in the Fund for Gender Equality, which provided funding to women and gender-diverse led and serving organizations in 2023. In 2024, we received an additional $200,000 from the fund to top up many of the local organizations that received funding. This initiative is a collaboration between Community Foundations of Canada and the Equality Fund, which is supported by the Government of Canada.

WRCF also provided an impact investment to Windmill Microlending with a focus on gender-lens investing to help internationally trained newcomers restart their careers in Canada.

SDG 13: Climate Action
In partnership with the Foundation of Greater Montreal, Oakville Community Foundation, and Toronto Foundation, WRCF hosted a Climate Centred Peer Gathering for Ontario community foundations.
As place-based foundations deeply rooted in communities, and as managers of investments and funds, climate has an important intersection with the work community foundations do, and how they operate. Through a panel of experts, including many Waterloo Region based climate champions, participating community foundations learned how they can integrate climate action into their everyday work while sharing climate-related research, tools, and ideas.

WRCF primarily works on SDG 17: Partnerships for the Goals. We partner with our donors, Fundholders, other funders, and investors, as well as individuals and organizations across Waterloo Region to support a broad range of charitable causes within our communities. We also make connections between our nonprofit partners, companies, organizations, and individuals who are working on similar goals.

GIVING PEOPLE A CHANCE: Ted Paling Legacy Fund aims to help vulnerable youth and families
Ted Paling was a family man, against all odds, and spent his life helping vulnerable people in his community. A stay-at-home dad for many years, Ted volunteered his free time at many Cambridge and North Dumfries organizations.
When he passed unexpectedly in March 2024, his family established the Ted Paling Legacy Fund, which will honour his life and continue his work of supporting youth and families in need.

Public Library puts ‘money where our mouth is’ in quest for representation
Kitchener Public Library (KPL)’s Access to Education Fund was launched in 2022 to invest in a robust library future – with more diverse leadership that represents the communities it serves. The fund, which was supported through a community-wide fundraising campaign, aims to reduce educational barriers for equity-seeking KPL staff who are pursuing education needed for roles in libraries.

Waterloo couple’s lifetime of giving back comes naturally
Stephen Swatridge and Mary Flatt’s lives have been blessed and enriched by their children, rewarding careers, great friends, and a degree of financial security. Those blessings are not lost on the Waterloo husband and wife who have made it a priority to give back to the community they’ve called home for 40 years.
In 2024, they established the Swatridge Flatt Family Fund so their giving could continue into the future, long after they’re gone.

2024 Funds
Your giving should be as individual as you are.
Waterloo Region Community Foundation (WRCF) offers a variety of fund types to support our Fundholders based on their philanthropic interests, the level of involvement they want in annual granting decisions, the amount of money they want to distribute, and the legacy they want to leave.
WRCF works with individuals, families, companies, other charitable organizations, groups, and municipalities to establish and operate funds customized to suit their unique philanthropic goals. We are ready to talk to you about a personalized plan for how you want to support the community now and in the future.
Fund Types Include:
Charitable Organization Endowment Fund: As a registered charity, your fund provides a sustainable source of revenue back to your organization through annual grants. Your focus is on building the endowment through donations and we take care of the rest.
Community Fund (unrestricted): Grants from your fund are determined by our grants committee to support the most pressing needs of our community, including future needs that often can’t be anticipated at the time a fund is established.
Designated Fund: You choose the charities you want your fund to support upfront, and annual grants are made to them, forever.
Donor Advised Fund: Operating similar to a private foundation (but without having to do any of the administrative work!), you choose annually which charities you want to support, and you can also lean on our expertise to help with your granting decisions along the way. We will also work with you to discuss succession options for your fund.
Field of Interest Fund: You identify community issues you care the most about, such as children and youth, affordable housing, arts and culture, or the environment, and we make grants on your behalf. You can also update your areas of interest as they evolve.
Student Financial Assistance Fund: You direct grants from your fund to support students directly in their educational pursuits. We can help you determine eligibility criteria to meet your desired outcomes.

While most funds are established as permanent endowments, it is possible to establish a non-permanent fund, such as a spend-down fund where the capital is still invested but with the intention to grant it all out over a period of time until the fund is fully depleted. This option would benefit those donors who want to disburse only during their lifetimes.

2024 Grants
In partnership with our Fundholders and donors, Waterloo Region Community Foundation (WRCF) helps community organizations make a difference by providing them with grants for programs and initiatives, capital needs, student financial assistance, and more.
In 2024, WRCF distributed $7.6 million, including $6.6 million into communities across Waterloo Region and $1.0 million into other communities within Canada, of which $1.6 million of the total was granted via flow through.*
WRCF continues to allocate a portion of investment earnings to Stabilization Reserves for each of our funds, which allows us to grant in years when markets are challenging. 2024 resulted in another positive year for our investments, which has set WRCF’s funds up well in case of a future market downturn.

WRCF Investments
In 2024, WRCF’s return on pooled investment funds was 15.7% versus the benchmark return of 14.7%. (The 2024 benchmark combines performance results from the S&P/TSX Composite Index, the MSCI World (Net) Index, and the FTSE Canada Universe Bond Index). Our Investment Committee is working with RockCreek Canada to monitor the portfolio with an overall goal to maximize returns while protecting the capital of our investments over the long term.
2024 Financial Results and Investments
We acknowledge the stewardship responsibility and related accountability that has been entrusted to us. We make an unwavering pledge to meet our community’s expectations for ethical, trustworthy, accountable, and professional behaviour.
As of December 31, 2024, Waterloo Region Community Foundation (WRCF) managed an investment portfolio of approximately $144 million, including WRCF’s owned assets of approximately $116 million and an additional $28 million that we manage on behalf of 14 charities.
We are pleased to report that over the past 10 years, our portfolio has averaged 8.4%, and since inception in 1984, WRCF’s investment return has averaged 9.5%.

Additional Financial Background
The key to successful endowment funds is investment.
In December 2022, WRCF’s Board of Directors approved an updated Responsible Investment Policy that is 100% mission-aligned. What that means is we have extended our commitment to investing and growing our assets, but have consciously made the decision that we will do so in a way that is socially responsible without compromising financial returns. Over the past year, our Investment Committee and team have been working with RockCreek Canada, WRCF’s Outsourced Chief Investment Officer (OCIO), to modify our strategic approach to managing WRCF’s investments.
As part of that process, the Investment Committee closely monitors the OCIO’s activities and performance as we begin to transition our portfolio toward the long-term allocation targets outlined below.

The Investment Committee reviews the target investment portfolio mix regularly and controls allocations to each asset class using the following asset-mix benchmarks:

Operating costs for WRCF are funded primarily by fees levied on assets under management. The average fee that supports our operations is 1.8%, which includes Investment Management fees.

2024 Investment Reflection
In January 2024, Waterloo Region Community Foundation (WRCF) partnered with RockCreek Canada as their Outsourced Chief Investment Officer (OCIO) to manage WRCF’s investment portfolio. RockCreek supports nonprofit clients by delivering strong risk-adjusted returns and providing extensive experience in socially responsible investing.
As WRCF’s OCIO, RockCreek oversees the foundation’s portfolio management, ensuring that generated income supports both current and future grantmaking initiatives. Working in close collaboration with WRCF’s Investment Committee and Finance team, RockCreek has developed a long-term investment strategy that aligns with WRCF’s mission and priorities. They leverage a diverse range of investment opportunities to target strong performance while adhering to the guidelines in WRCF’s Investment Policy Statement (IPS).
Over the past year, RockCreek collaborated with WRCF to define clear investment objectives and goals. This process involved updating the foundation’s IPS and implementing a strategic asset allocation based on several key factors including: return and risk objectives, liquidity needs, annual distributions, and impact priorities. This partnership aims to optimize WRCF’s investment approach, ensuring efficient management of assets and alignment with the foundation’s overall mission.
At the end of 2024, WRCF established a missionaligned investment strategy which RockCreek will implement across the portfolio. A key component of this strategy was adopting a framework centered on three priorities: Equitable Communities, Connected Communities, and Sustainable Communities. These priorities will allow investment both locally in Waterloo Region – and globally. To achieve mission alignment, WRCF is adopting a multi-faceted approach including: (i) negative and positive screening
for alcohol, tobacco, firearms, and fossil fuels (ii) intentional public market investments (iii) thematic private market strategies and companies, and (iv) catalytic program-related investments.
WRCF has already made progress in implementing this strategy and has invested:
• $12 million in intentional public market strategies
• $2 million in thematic private strategies focused on bridging the digital divide
• Over $8 million in catalytic program-related investments
One notable investment provides high-speed fiber optic broadband access to urban, rural, and Indigenous communities across North America. This aligns with WRCF’s key focus areas and has led to the development of state-of-the-art digital infrastructure in Ontario and the Canadian Arctic, enhancing social mobility and promoting economic growth. The projects, which include a Tier III data center and ~400 miles of fiber optic systems, are expected to create new jobs, attract businesses, stimulate innovation, and improve education and health care for the local community.
Despite global uncertainties, investment opportunities with positive community impact remain robust across various sectors and themes. Investors and markets are increasingly recognizing the transformative potential of AI in areas such as healthtech, edtech,
energy efficiency, and social mobility. RockCreek has identified growing opportunities in these sectors as well as in affordable housing, digital connectivity, financial access, and inclusion. These sectors are expected to yield strong, long-term returns and will be explored as part of WRCF’s investment portfolio.
In 2025, a key focus for WRCF’s investment portfolio will be expanding private markets exposure to enhance diversification and mitigate downside risk across market cycles. In an uncertain and volatile market environment, maintaining flexibility and a long-term perspective will be essential for sustained success.
As a result of all of this work, WRCF’s investment portfolio is well-positioned for 2025, supported by updates to its long-term investment strategy and a newly aligned mission framework.

2024 Impact Investments
Impact investing occurs when investments are made into companies, organizations, or funds, with the intention to generate social and/or environmental impact alongside a financial return. Investments can be made across asset classes, including but not limited to loans, fixed income, venture capital, and public or private equity.
Organizations receiving investment must measure and report the social and/or environmental performance of the impact investment.

TRANSFORMATIVE: Affordable housing project pushes forward with major assist from WRCF impact investment
With the support of two impact investments from WRCF, Mike Maxwell and his brother, Peter, are working on their latest affordable housing project. The completed development will consist of four six-storey buildings with each building containing 60 apartments, for a total of 240 residential units, with 50% of the units at or below the median market rate.
