Waterloo Region Community Foundation (WRCF) is situated on the lands within the Haldimand Treaty of 1784, a formally ratified agreement acknowledging six miles on either side of the Grand River as treaty territory belonging to Six Nations of the Grand River. WRCF serves a region that is located within the traditional territories of the Anishinaabe, Chonnonton, and Haudenosaunee peoples. This territory is within the lands protected by the Dish with One Spoon wampum. We acknowledge the enduring presence, knowledges, and philosophies of Indigenous Peoples. We acknowledge the continuing accomplishments and contributions Indigenous Peoples make in shaping Waterloo Region. We are committed to understanding the impact of settler colonialism on the Indigenous experience in order to envision and co-create collaborative, respectful paths together in mutuality and reciprocity. We are all at different places on this learning journey but we have to start with Truth to reach Reconciliation. For seven years, I’ve had the opportunity to be part of the board of a local community foundation. First as a member, and then Chair of the Board of the Cambridge & North Dumfries Community Foundation; then Vice Chair, and now Chair of the newly unified Waterloo Region Community Foundation (WRCF).
As I reflect back, I am struck by the unique role community foundations have played and continue to play in over 200 communities across Canada. As a leading community-building organization, WRCF has the ability—and the responsibility—to connect regionally and locally to advance equity and support individuals and organizations across Waterloo Region.
2023 was the first full year for WRCF—and what a formative year it has been. After receiving input from members of our community, our Board came together in partnership with the Leadership Team and developed the first strategic plan for the unified organization, focusing on social infrastructure between 2024 and 2027. We also updated our mission and vision to more closely align with the impact we are striving to achieve.
For several years, WRCF’s Board and team have been on a journey to transition to a responsible investing portfolio that is 100% mission-aligned. In 2023, we took another step in that journey with the appointment of RockCreek as WRCF’s outsourced Chief Investment Officer.
Once again, WRCF was fortunate to receive funding to distribute locally thanks to our partnership with Community Foundations of Canada and support through the Government of Canada. The Fund for Gender Equality,
Investment Readiness Program, and Community Services Recovery Fund provided over $1.8 million to organizations located in and supporting people in Waterloo Region.
This year we welcomed Melissa Ireland, Mehrunnisa Kharodia, and Laura Mae Lindo to our Board of Directors. I want to thank them and the rest of the Board for their commitment and tremendous amount of volunteer time as we worked through the final stages of unification and did the heavy lifting to put a new strategy, framework, and updated governance framework in place. Their dedication and contributions will help position WRCF for future opportunities. I wish to extend a special thank you to Lori Payne, whose term on the Board will be ending.
Lori has been an exceptional community leader helping to lead the unification process, holding the positions of the inaugural Chair and now Past Chair of WRCF. We wish Lori all the best in her continued work in the community.
As we look ahead, we’re at such an exciting time. We are joining other foundations across Canada and the world in considering how we can put our assets— which are the Community’s assets—to work. How can we—and our Fundholders and donors—generate more value and make more impact? How can we catalyze and enable others? How can we leverage our expertise to lessen the burden of organizations doing impactful work in support of people across our region?
2023 was an important year to strengthen and reinforce the foundation of our Foundation. We look forward in the coming years to build on that foundation and to continue to partner with others to ensure communities across our region are equitable, connected, sustainable, and people are thriving.
It’s exciting to represent and lead this community’s community foundation. While Waterloo Region Community Foundation (WRCF) is designed for the long term, it’s exhilarating that we still don’t know exactly what the year (or day) ahead holds. It’s part of life in this rapidly changing, rapidly growing region.
Each year, we take the time to assemble this report to take a look back to share a snapshot of what we’ve learned and what we’ve accomplished together over the past twelve months. It never ceases to amaze me.
To summarize 2023, it was a year of relocation, reflection, and celebration.
In 2023, WRCF relocated our main office to become one of the founding tenants of the City of Kitchener’s new SDG Idea Factory. We now share space with a growing roster of other community organizations focused on the local implementation of the United Nations Sustainable Development Goals (SDGs). We have reported on our alignment with the SDGs for several years, and we’re enjoying the additional
opportunities for partnerships and learning that our new working environment provides. The location at the bustling intersection of King and Queen in Downtown Kitchener gives us added perspective of the complexities facing our communities.
In 2023, we reflected on the role of WRCF to help grow community as our community grows. As we proceed towards one million residents, we want to ensure Waterloo Region can realize our collective potential by growing into a place where everyone is valued, feels they belong, and can be part of helping to create something bigger. WRCF’s new strategic plan challenges us to explore and invest in a system of social infrastructure across the region. We will attempt to reverse the larger societal trends of polarization, isolation, and loneliness by focusing investment on organizations, places, and experiences that enable people to connect with each other. We will be looking at ways to create meaningful interactions between different communities, different neighbourhoods, different groups, and different generations.
We also reflected on the diversity of who was making decisions on behalf of WRCF. We conducted a demographic survey of our team, our Board, and our committees and were encouraged to learn that across our entire organization, we are as (if not more) diverse as the community we serve. We will continue to improve by incorporating diverse voices into our decision-making, and I’m gratified that we’re seeing tangible results from our efforts to be an equitycentred funder.
Last but not least, in 2023, we celebrated some remarkable financial results. This year we were proud to have distributed $8.2 million into the community— our highest amount ever!—through grants to 429 organizations. This brings our total to more than $81 million in grants distributed since inception. We were also grateful to have received over $9.35 million in new donations, which increased our year-end total significantly to approximately $137 million of investments under management. We were also pleased to see the financial markets rebound, resulting in an 11.8% rate of return on our investments.
By my unscientific calculations, 94.2% of annual report letters start— or end—with statements like “it’s been a momentous year” or “it’s been another year of unprecedented change” or “we couldn’t have predicted what this year was going to bring.” Instead of that, I’d prefer to conclude with my sincere thanks. Thanks to our talented and committed team. Thanks to our dedicated and supportive Board of Directors and all our volunteers. Thanks to our generous and passionate Fundholders and donors.
Moreover, thanks to everyone who has welcomed me into the community, who has introduced me to someone making a difference, and who has passed along a note of encouragement. I’ve noticed. It mattered. Waterloo Region is a special community and I’m proud to call it home. It’s what makes this work so rewarding and I’m looking forward to doing more good with you in the months and years to come.

In November 2023, Waterloo Region Community Foundation (WRCF) recognized three individuals and one company whose exemplary volunteerism and contributions to local communities has been making a positive change in Waterloo Region. We are pleased to share the background on the awards and the names of the award recipients.
This award was created in memory of the founder of Kitchener Waterloo Community Foundation. It has been updated to recognize individuals who best exemplify and reinforce WRCF’s vision of ensuring our communities are equitable, connected, and sustainable; and people are thriving; someone who has made a continued, long-term volunteer commitment to WRCF.
2023 Recipients: Allan Cayenne and Sharon Livingstone
The Ken Murray WRCF Community Catalyst Award was created in memory of the first President of Kitchener Waterloo Community Foundation, to recognize individuals who are demonstrating their commitment to Waterloo Region by “doing more good”. The award recognizes a community volunteer or philanthropist who demonstrates character traits evident in Ken Murray’s life, including living a life with purpose and generosity, leadership, mentorship, and the ability to creatively tackle issues of today, with an eye to the future, by utilizing innovative philanthropic approaches and solutions.
2023 Recipient: Marcia Smellie
This award was created in memory of the former Board Chair of the Cambridge & North Dumfries Community Foundation. This award recognizes businesses or organizations located in Waterloo Region that are committed to building and supporting our community through “doing more good”. This support could be demonstrated through corporate philanthropic giving, the encouragement and motivation of employees to become involved in community, and/or community leadership in local projects and initiatives.

We thought it would be helpful to share some of the data we collect to help you know what types of funds are held at Waterloo Region Community Foundation (WRCF), where we’ve made impact investments as part of our portfolio—and information about the types of grants we’ve supported, and their linkage to our areas of focus and the United Nations Sustainable Development Goals.
Impact investing occurs when investments are made into companies, organizations, or funds with the intention to generate social and/or environmental impact alongside a financial return. Investments can be made across asset classes, including but not limited to loans, fixed income, venture capital, and public or private equity. Organizations receiving investment must measure and report the social and/or environmental performance of the impact investment.

93 % of WRCF’s impact investments focused on Affordable Housing initiatives
When you donate to Waterloo Region Community Foundation (WRCF), you have the option of donating to any of the funds, including a Community Fund. The funds in our Community Funds are “unrestricted,” which means that WRCF is able to respond to grant requests from charities across Waterloo Region. A volunteer committee comprised of local residents reviews the grant applications to recommend how these funds are distributed. The applications are then approved by WRCF’s President & CEO and Board of Directors.
Commitment to direct at least 10% to impact investments, as part of WRCF’s 100% mission-aligned portfolio
We analyze our granting based on the United Nations Sustainable Development Goals (SDGs). In 2015, the United Nations (UN) member countries, including Canada, agreed to focus on 17 SDGs—with targeted results achieved by 2030. The targets for the SDGs seek to end poverty, protect the planet, and ensure that all people enjoy peace and prosperity by promoting inclusive, equitable, safe and sustainable societies.
The SDGs provide an important lens to analyze WRCF’s work locally and connect it to the broader Canadian and global agenda. We asked organizations that receive funding through the Community Funds held at WRCF, or through the Ontario Endowment for Youth in Recreation Fund to indicate which of the 17 SDGs their project/initiative primarily aligns with.
The chart below highlights what percentage of those projects were linked with each of the UN SDGs in 2022 and 2023.
In 2023, Affordable Housing remained a focus area for WRCF. We also worked to ensure that we incorporated an equity mindset in everything we do (equity includes issues supporting members of our community who identify as Indigenous, Black, people of colour, 2SLGBTQIA+, women and girls, individuals with physical or developmental disabilities, or those living in poverty). We looked at our unrestricted funding (money available through the Community Funds held at WRCF) to understand the link between these two issues and what our funding supported. Here’s what we found:

We track our impact by gathering and sharing numbers and stories. We hope this snapshot gives you an idea of the breadth of work we are doing and the range of organizations we are supporting in an effort to ensure our communities are equitable, connected, and sustainable; and people are thriving.

WRCF’s Community Grants support the most pressing needs of our community and are distributed to organizations across Waterloo Region that offer programs and services for local residents. In 2023, these grants were focused primarily on projects linked to Affordable Housing as well as those that impacted Climate Change.
Alongside several WRCF Fundholders and donors, WRCF provided $1 million to 40 local organizations. This funding included support from the Trinity United Church Legacy Fund and additional assistance through Equitable.

There were few local funding options for individual artists prior to the Waterloo Region Microgrant Program. This initiative has assisted in “kick-starting” 92 new works by local creators. In a few short years, this program has become a critical part of the local arts funding ecology, allowing our artists to take the risks necessary for new ideas, innovations, and imaginings in their art. Both impactful and successful, this program has become a model for other communities, and was awarded the “Stand Up for Culture Award” from the Creative Cities Network in 2023.

Now more than ever, charities and non-profits are playing a key role in addressing persistent and complex social problems faced by all Canadians. The Community Services Recovery Fund was a $400 million investment from the Government of Canada to support charities and non-profits as they focus on how to adapt their organizations for pandemic recovery. Funding was disbursed across the country through a partnership with Community Foundations of Canada, United Way Centraide Canada, and the Canadian Red Cross.
WRCF is part of a national movement of over 200 community foundations across Canada. In 2023, we participated in several opportunities that were made available through our partnership with Community Foundations of Canada, with funding provided to local organizations through the Government of Canada.

Locally, WRCF partnered with United Way Waterloo Region Communities to provide $3 million in funding to 64 local projects across Waterloo Region; investing in Systems and Processes as well as Program and Service Innovation and Redesign.

My experience in the program so far has been a positive and insightful journey. The program has taught me things and given me resources a school classroom is unable to give.
I appreciated the contacts and relationships formed. I liked that everyone, including myself, was pushed out of our comfort zones to grow and put ourselves out there.

Thanks to the funding from the Community Services Recovery Fund, we have been able to create a collaborative community approach to improving gender affirming care. It has allowed us to bring the community together to evaluate the full scope of the need, identify who is interested/able to be part of the work, and collectively work towards a community response. It has enhanced our partnerships and supported us to engage others in ways we have not typically had the capacity to.

As a Regional Partner for the Investment Readiness Program, WRCF worked with Community Foundations of Canada and the Government of Canada to lead the distribution of funding through the Central South-Western Ontario Region HUB, in partnership with three other Community Foundations and five local organizations driving social change.

To create communities of true belonging, we need to advance gender equality across the country. The Fund for Gender Equality is a partnership with Community Foundations of Canada and the Equality Fund, which is supported through the Government of Canada. WRCF was pleased to be one of 21 participating community foundations.
In 2023, with additional support from WRCF Fundholders, $296,000 was provided to 12 local organizations leading initiatives to support women, girls, Two-Spirit, and gender-diverse individuals working towards a future grounded in equity, inclusion, and justice.

How can we build more community as we build more housing? Can we reimagine our public parks, libraries, recreation centers, and trails to connect people of all backgrounds, to cultivate trust and to create more resilient communities? Can we transform shared civic assets to foster engagement, equity, sustainability, and joy?
On November 16, 2023, WRCF invited people from across our communities to attend a Do More Good Dialogue event—Building Community: It’s More than Housing—to discuss just that. The room was filled with community members, nonprofit partners, housing developers, elected officials, sponsors, and Fundholders, along with WRCF’s Board and team.
We also heard about the challenges many of our community members face, and that people are experiencing “community” in vastly different ways—depending on their circumstances. While we don’t define community in the same ways, it was clear we all crave more of it, especially as our region grows and changes.

Following a keynote address and a panel discussion with local speakers, attendees participated in table discussions where we asked everyone to answer three questions. Here are a few examples of what we heard…
Question 1: Over the coming decades, Waterloo Region is expected to grow the equivalent of another city. With that influx of population, how can we continue to grow community as the community grows?
• We need more places for people to come together, make connections, and participate, that are walkable, accessible, and free
• Cross-cultural events that include food, music, and art
• All people need to feel valued and have basic needs met: housing, food, basic income
• Use existing under-utilized spaces and repurpose them, in communities for communities
• Promote sharing things amongst each other, like with the KW Library of Things
Question 2: If you could have 4-6 people around your table to help advocate for your community, who would you invite, and what issue would you be advocating for?
• The next generation (youth) and older adults —both have great input and perspectives!
• Newcomers; grass roots organizations; accessibility advocates
• All levels of government
• Urban Dreamers
• People experiencing the issue
Question 3: If we could collectively invest in one thing (space, place, program, initiative, etc.) to build community, what could that be?
• Parks and outdoor venues where folks feel welcome and able to participate
• Invest in communication; build trust between people and communities, invest in belonging
• Growth needs transportation—make it easy for people to get around without cars
• Community centres or neighbourhood hubs that are community-run with community kitchens and showcase community art
This discussion in community—with members of our community—was an important input to WRCF’s 2024 to 2027 strategic plan. It highlighted the importance of growing community as the community grows.

The Children and Youth Planning Table of Waterloo Region continues to gauge the wellbeing of youth across our communities. The 2023 Youth Impact Survey resulted in a new series of Data Briefs and Snapshots, which include insights into how young people are doing post-pandemic in Waterloo Region. Similar to 2021, WRCF supported this initiative with a grant and helped amplify results.

BUILD NOW: Waterloo Region is an ambitious plan to create 10,000 “half-priced homes” across the region, 7,000 attainable homes for purchase, and 3,000 attainable homes for rent by 2030.
Drawing on Habitat for Humanity Waterloo Region’s expertise of screening and placing deserving families in attainable housing, every one of these homes will go to a buyer or renter who needs a place to live – and none of them will be available as investment properties. Moving more people into affordable homeownership will help alleviate the pressure on our rental housing market and shelter systems. WRCF committed to support the initiative’s operations with up to $100,000.

On June 8, 2023, WRCF partnered with Reep Green Solutions to host a Do More Good Dialogue focused on Addressing Energy Poverty in Waterloo Region. Speakers included Steven Ayer, President and Founder at Common Good Strategies, Mary Jane Patterson, Former Executive Director at Reep Green Solutions, and Lee Ann Hundt, Executive Director at KW Urban Native Wigwam Project. They were also joined by Mike Morrice, Member of Parliament for Kitchener Centre.

I was thrilled to see the enthusiasm and dedication of our participants in addressing such a critical issue in our community. After the workshop, we formed a small working group to explore funding opportunities and advocating for increased renewable energy production. Kindred’s Affordable Housing GIC and Loan has attracted $7.3 million in deposits in its first 18 months. Over half of that amount has resulted in affordable housing loans that support diverse solutions from community partners. Two examples: funding was directed towards affordable housing (1) in a rural area and (2) for seniors.

Affordable Housing continues to be a critical issue for Waterloo Region. As a result, WRCF researched and created the 2023 Waterloo Region’s Vital Signs® Report focused specifically on affordable housing to provide more information about this issue that matters to our community; and to help people and organizations across our region turn that knowledge into action.
Released in October 2023, the report illustrates how the housing crisis continues to hit our most vulnerable hardest—the young, non-homeowner older adults, newcomers and refugees, those who identify as Indigenous, Black or as a person of colour, those with disabilities, and individuals exiting the child welfare system. This uneven impact deepens social disparities, threatening the cohesion and diversity that makes our community strong.

Now that we’ve done a number of presentations across the community on the data from our report, three things continue to resonate; the scale and complexity of the housing crisis, the implications of a rapidly changing community, and the diversity of organizations engaged in creating solutions.

The data shows us:
• Home price to income ratios for Waterloo Region continue to be comparable with some of the most expensive cities in the world
• New home and rental unit builds are not keeping pace with population growth
• There is a mismatch in the housing that is available—with expanding households and shrinking spaces
• Extended households, including multi-generational households, roommates, and other shared households, grew faster in Waterloo Region than any other community in Canada
• Affordable units to buy or rent are disappearing
• Waterloo Region has the second highest in-migration and out-migration rate in the country
• And it is more than just housing. Waterloo Region residents’ sense of belonging and satisfaction with their neighbourhoods is below the national average

Following the release of Waterloo Region’s 2023 Vital Signs® Report, WRCF pulled together a summary document that highlights the key findings of the report in one quick summary and hopefully provides a useful reference tool.
In January 2024, WRCF released an article that explores a variety of themes and impacts across different communities in Waterloo Region. The article highlights variation in Affordable Housing across the three cities and four townships, and then discusses trends over the past year, underscoring how recent declines in home prices are not improving affordability for housing.

Waterloo Region is growing quickly, predominantly through immigration. That growth is bringing increased diversity, and different ways of living and housing preferences. It is coupled with housing supply, affordability issues and other factors affecting everyone, and these changes continue. A completely transformed environment requires new approaches to planning and building, with diverse types of housing and communal spaces and amenities for an evolving regional community now and in the future.

Housing is one of the fundamental social determinants of health. Without it, you can’t settle, you often can’t work, and you often can’t feel like you belong. The bricks and mortar of a house are not the same as a home, it’s not the same as a community, and it’s not the same as belonging. It’s just the starting foundation. We need a community where everyone has affordable housing and access to other community services to ensure that people feel like they can settle, work, and belong.

ENGINEERING GENEROSITY: Start-up success gives young family chance to help community for years to come with WRCF fund
Pat and Jessica Martinson share a passion for giving, so when their lives changed after the sale of Clearpath Robotics, they knew supporting the community would continue to be part of their philanthropic plan moving forward.
After a recommendation from a friend, they reached out to WRCF to set up the Martinson Family Fund, to support organizations that are dear to their hearts, as well as assist with key community needs.

PERSON’: WRCF fund honours spirit of Waterloo South Asian community ‘pioneer’
Laxmi Kesavan
Laxmi Kesavan dedicated her life to helping others. She was an early member of Waterloo Region’s East Indian Ladies Club, worked in local schools as a cafeteria aide, supported various community organizations, and opened her home to many, all while raising three daughters and continuing to provide regular support to family members back home.
When Laxmi passed away in 2022, her family established the Laxmi Kesavan Memorial Fund at WRCF to ensure her legacy of giving back will live on.

It was important to us that my grandmother’s spirit… she was a pioneer in the community… that part of her legacy lives on in Waterloo. This permanent fund through WRCF was a way to honour that legacy.

‘WE’VE BEEN VERY FORTUNATE’: Mike Stork says ‘the privilege to give back’ is what drives his philanthropy, including a new fund established through WRCF
Mike Stork is known across Waterloo Region for his investments, his mentoring, and his philanthropy. In 2007, prior to WRCF’s unification, Mike served as a Board member of the Cambridge & North Dumfries Community Foundation, where his family established a fund designated to support Cambridge Shelter Corporation.
In 2023, he and his wife, Hennie, set up a second “Stork Family Fund”—this time Donor Advised—to support additional organizations they care about.

Waterloo Region Community Foundation (WRCF) offers a variety of fund types to support our Fundholders based on their philanthropic interests, the level of involvement they want in annual granting decisions, the amount of money they want to distribute, and the legacy they want to leave.
WRCF works with individuals, families, companies, other charitable organizations, groups, and municipalities to establish and operate funds customized to suit their unique philanthropic goals. We are ready to talk to you about a personalized plan for how you want to support the community now and in the future.
While most funds are established as permanent endowments, it is possible to establish a non permanent fund, such as a spend-down fund, where the capital is still invested in our investment pool, but with the intention to grant it all out over a period of time until the fund is fully depleted. This option would benefit those donors who want to disburse only during their lifetime.
Charitable Organization Endowment Fund: As a registered charity, your fund provides a sustainable source of revenue back to your organization through annual grants. Your focus is on building the endowment through donations and we take care of the rest.
Community Fund (unrestricted): Grants from your fund are determined by our grants committee to support the most pressing needs of our community, including future needs that often can’t be anticipated at the time a fund is established.
Designated Fund: You choose the charities you want your fund to support upfront, and annual grants are made to them, forever.
Donor Advised Fund: Operating similar to a private foundation (but without having to do any of the administrative work!), you choose annually which charities you want to support, and you can also lean on our expertise to help with your granting decisions along the way.
Donor Advised Fund – Invested for Impact: Similar to a traditional Donor Advised Fund (see previous), except your fund is part of a separate investment pool, which is invested 100% for social and/or environmental impact and used to make impact investments.
Field of Interest Fund: You identify community issues you care the most about, such as children & youth, affordable housing, arts & culture, or the environment, and we make grants on your behalf. You can also update your areas of interest as they evolve.
Student Financial Assistance Fund: You direct grants from your fund to support students directly in their educational pursuits. We can help you determine eligibility criteria to meet your desired outcomes.

Waterloo Region Community Foundation (WRCF) is committed to strengthening local organizations, spaces, and experiences to increase connection with communities across Waterloo Region. Building on our connections and knowledge of the non-profit sector, in partnership with our Fundholders and donors, we provide grants throughout the year. Together, we help organizations across Waterloo Region make a difference by providing them with funds for programs, capital needs, student financial assistance, and much more.
In 2023, WRCF distributed $8.2 million, including $7.1 million into communities across Waterloo Region and $1.1 million into other communities, of which $2.4 million of the total was granted via flow through.
WRCF continues to allocate a portion of investment earnings to Stabilization Reserves for each of our funds, which allows us to grant in years when markets are challenging. 2023 resulted in a positive year for our investments, which will help us start to replenish balances that were needed last year.

As of December 31, 2023, Waterloo Region Community Foundation (WRCF) managed an investment portfolio of approximately $137 million, including WRCF’s owned assets of approximately $115 million and an additional $22 million that we manage on behalf of 13 charities.
In 2023, WRCF’s return on pooled investment funds was 11.8% versus the benchmark return of 12.3%. (The benchmark combines performance results from the S&P/TSX Composite Index, the MSCI World (Net) Index, and the FTSE Canada Universe Bond Index). Our Investment Committee continues to monitor the portfolio with an overall goal to maximize returns while protecting the capital of our investments over the long term.
We are pleased to report that over the past 10 years our portfolio has averaged 8.0%, and since inception in 1984, WRCF’s investment return has averaged 9.3%.
The key to successful endowment funds is investment. Our experienced Investment Committee works closely with WRCF’s Investment Managers and Consultants to assess returns, risks, and long-term investment goals, while protecting the capital investments.
In December 2022, WRCF’s Board of Directors approved an updated Responsible Investment Policy that is 100% mission-aligned. What that means is we have extended our commitment to investing and
growing our assets, but have consciously made the decision that we will do so in a way that is socially responsible without compromising financial returns. As we continue on our journey to ensure mission aligned investment, we are strategically reviewing our investment approach and portfolio. In 2023, we took another step in that journey with the appointment of RockCreek as WRCF’s outsourced Chief Investment Officer. In 2024, with the assistance of RockCreek, our team and Investment Committee will continue
to make smart and calculated choices in partnership with our investment managers, and, over time, ensuring we are consistently providing both a financial and social return how and where we invest.
As part of that process, the Investment Committee reviews the target investment portfolio mix regularly and controls allocations to each asset class using the following asset-mix targets:
WRCF has committed 10% of its current investment portfolio to impact investments.

Operating costs for WRCF are funded primarily by fees levied on assets under management. The average fee that supports our operations is 1.8%, which includes Investment Management fees.

WRCF holds certain securities for custody and management on the behalf of other charities. These assets, as well as investment income and gains or losses on disposition of investments, are on account of these organizations and, accordingly, are not reflected in the financial statements of WRCF.
