The Boy Scouts of the Philippines (BSP) has partnered with the World Scout Bureau Asia-Pacific Region (WSB/ APSC) to promote and to strengthen its implementation of the different programmes under the Better World Framework, including World Scouting’s newest initiative, Scouts for SDGs. As a result of this partnership, WSB/APSC thru Regional Director J. Rizal C. Pangilinan has committed to assist BSP in conducting series of Seminar-Workshops on the Sustainable Development Goals and the Better World Framework throughout the country.

The first two legs of the workshop were conducted separately in BSP’s Eastern Visayas Region – the first one was in Catarman, Northern Samar on 15-17

The seminar-workshop series will run throughout the country on several legs, targeting participation from programme implementers and unit leaders directly handling Scout units and troops. WSB/APSC and BSP is yet to identify the remaining locations for the remaining legs of the workshop.

Meet your new MoP

Regional Decision Committee Paul Dudley Parkinson, a native of Australia, is currently a consultant to the Asia-Pacific Regional Scout Committee. Prior to his appoint, he served in the same committee for six years - the first three years as member (2012-2015) and the remaining three years as its Chairman (2015-2018).

He also received various diplomas such as Diploma of Teaching, Diploma of Business and Diploma of Leadership. He is married with his wife Lois Parkinson and is blessed with 2 children.

He was former Mayor of Cabadbaran City, Agusan del Norte in southern Philippines from 2007 to 2016. He holds a bachelor’s degree in business administration, and master’s degree in public administration.

Dale has been very active in Scouting and held several positions in various capacities. He served as the Unit Leader (Scoutmaster) of Urios High School in 1976. He was a Field Scout Executive of BSP Agusan Council from 1981 to 1993.

He became the Council Chairman of BSP Agusan Council from 2001 until present and was soon elected as a regular member of BSP’s highest

international Scouting events. He was a troop leader, a chaplain, a contingent leader, camping leader, director and sub-camp leader in Australian Scout Jamborees since 1979 until 2010. He also served as activities director, presenter and observer in world events such as World Scout Jamboree and World Scout Conference and constantly volunteers as trainer and/or staff for different trainings (e.g Course for Leader Trainers, Asia-Pacific Regional seminars and workshops) and forums.

Paul was also a member of the APR Adult Resources Sub-Committee from 2007 until 2012. He first joined a member in 2007-2009 and as vice chairman in 2009-2012. He also served as a member of the working group of Educational Methods and 21st Century Leadership.

He started serving WOSM’s Asia-Pacific Region in 2006 as member of the APR Adult Support Sub-Committee until 2012. He then became Vice Chairman of the APR Youth Programme Sub-Committee in 2012-2015 and eventually became the Chairman of the APR Adult Support Sub-Committee in 2015-2018.

In October 2018, during the 26th Asia-Pacific Regional Scout Conference, he won a seat as a member of the Asia-Pacific Regional Scout Committee for 2018-2023.

J. Rizal C. Pangilinan is currently the Regional Director of WOSM’s Asia-Pacific Region since 2013, directing the day-to-day operations of the World Scout Bureau Asia-Pacific Support Centre. JR, as he is fondly called, finished his educational decree in Agricultural Education as a scholar in University of Life, and subsequently a master’s degree in Arts, majoring in Administration and Supervision.

He is married to Marilyn Sta. Catalina Garovillas, and blessed with three lovely daughters.

J. Rizal C. Pangilinan

Scouting played an important role in JR’s life. He was the Field Scout Executive of BSP Rizal Council in 1989, while he was employed with the Department of Education. After three years, he became its Council Scout Executive, making it one of the best council’s in the Boy Scouts of the Philippines in terms of administration and operation.

His exemplary performance as a Scout professional merited him for a 3-year assignment as Director for Programme and Community Development of the World Scout Bureau Asia-Pacific Support Centre (then the World Scout Bureau/Asia-Pacific Region) where he studied and analysed the Scouting programme of every country, implement community development projects and strengthen Scouting co-operation among the 23 NSOs in the region. After his 3-year assignment, he served as Operations Executive at the National Office of the Boy Scouts of the Philippines in 1997, and after 3 years, he was promoted as Director for Field Services and consequently became the Assistant Secretary General for Operations.

Upcoming Events Strengthening the Implementation of the Better World Framework in the Philippines This new project seeks to provide a new learning opportunity and platform for local leaders that will enhance their understanding and knowledge in the implementation of WOSM’s world programmes under the Better World Framework, including its newest initiative, Scouts for SDGs. The project will directly be implemented by the World Scout Bureau Asia-Pacific Support Centre in partnership with the Boy Scouts of the Philippines thru a series of seminar-workshops about the Better World Framework and the Sustainable Development Goals throughout the country from March 2019 until February 2020.

Through seminar-workshop, it is expected that a strong network among Scout Leaders and a pool of trainers in the country will be created that will cascade the programme down the line towards contributing to the attainment of the Sustainable Development Goals and WOSM’s Vision 2023.

Better World Village: 3rd Nepal Scouts National Jamboree (Rover Moot) In celebration of the 100 Years of Rover Scouting, the Nepal Scouts is organising its 1st National Rover Moot at Basundhara Park and Komegani Park, Pokhara, Nepal on 31 May to 4 June 2019.

During the Moot, there will be a Better World Village that will showcase all world programmes, including the flagship Messengers of Peace Programme. The village will provide local MoP co-ordinators the opportunity to learn how to manage and operate the Better World Village for Scouting and non-Scouting events.

Messengers of Peace Training for Leaders in Afghanistan A Messengers of Peace training for Scout Leaders of the Afghanistan National Scout Organization is scheduled to be conducted on 17-21 April 2019 at Kabul. The training will capacitate local leaders in the country about the technical aspect of the Messengers of Peace (MoP) Programme.

5th APR Messenger of Peace NSO Coordinators Meet The Messengers of Peace NSO Co-ordinators from the Asia-Pacific Region will gather on 9-13 June 2019 in Bangkok, Thailand to share information and experiences on MoP Initiatives, and to acquire knowledge and skills in the promotion of MoP Network and Project Management towards effective implementation of the MoP Programme in their respective National Scout Organization.

International Day of Peace 2019 Each year the International Day of Peace is observed around the world on 21 September. The United Nations has declared this as a day devoted to strengthening the ideals of peace, both within and among all nations.

In the Asia-Pacific Region, this special day has been celebrated with various peace initiatives and activities, including regional and national campaigns over the past five years.

For this year, we are once again looking at creating awareness about peace and about the impact of Scouting in communities where it exists. Below are some suggested activities which NSOs could implement at national or sub-national levels: Simultaneous Run for Peace (Run4Peace).

The Run4Peace is a friendship run for international solidarity and understanding. The goal is to gather and involve Scouts and non-Scouts in different NSOs for a simultaneous run and spread the message of peace.

Tree Planting. This is a mass and individual tree planting activity. The goal is to plant more than 30 million saplings in one day, representing each Scout in the Asia-Pacific Region.

The following activities may be done locally by Scout groups and units: Trees for Peace (Tree4Peace). This is an activity that complement the sustainable development goals

and encourage young people to be environment friendly.

Youth for Peace (Youth4Peace). A local community gathering that engages young people to share how they could contribute to peace and share success stories from their Messengers of Peace experiences or projects.

Peace Pledge. This is a commitment campaign where Scouts are encouraged to be the prime movers of peace. This may include taking selfies with peace statements (e.g. “Peace Starts with Me”) or other similar placards that are posted in social media.

Good Turns for Peace (GoodTurns4Peace).

This is an encouragement to do good turns not for a day but throughout the year. The goal is to set a world record of the largest number of young people doing good work for others.

Community Service. Finding opportunities to help others, such as short or long-term community service or projects.

One-day Peace Gathering. This is a training organised to explore the importance and use of dialogue and mediation as a way of promoting peace.

Monthly Statistics This monthly statistical report shows the current progress of our National Scout Organizations in the implementation of the Messengers of Peace Programme through the data populated at WOSM’s Global Network of Service – www.scout.org.
