ABOUT IAWF The International Association of Wildland Fire (IAWF) is a nonprofit, professional association representing members of the global wildland fire community. The purpose of the association is to facilitate communication and provide leadership for the wildland fire community.

The IAWF is uniquely positioned as an independent organization whose membership includes experts in all aspects of wildland fire management. IAWF’s independence and breadth of global membership expertise allows it to offer a neutral forum for the consideration of important and at times controversial, wildland fire issues. Our unique membership base and organizational structure allow the IAWF to creatively apply a full range of wildland fire knowledge to accomplishing its stated mission.

Vision: To be an acknowledged resource, from the local to global scale, of scientific and technical knowledge, education, networking and professional development that is depended on by members and partners in the international wildland fire community.

There are so many reasons to become a member of the International Association of Wildland Fire but most importantly, the opportunity to be a member of a professional association that is committed to facilitating communication and providing leadership for the wildland fire community.

International Journal of Wildland Fire Our official fire science journal, published on our behalf by CSIRO, is dedicated to the advancement of basic and applied research covering wildland fire. IAWF members have access to this leading scientific journal online, as a members benefit. For those members who want to receive the hard copy version of the journal, they may receive it at the IAWF discounted rate of US $250.

WILDFIRE Magazine All IAWF members receive WILDFIRE magazine, official publication of the IAWF. PRINCIPLES OF CONDUC T Living Our Values – Leading by Example Statement of Values and Intention: The International Association of Wildland Fire (IAWF) is a professional association established to facilitate global communication about wildland fire and provide leadership through a neutral forum that considers and addresses all important, and at times controversial, wildland fire issues. IAWF is the acknowledged professional resource for local to global scale scientific and technical knowledge, education, networking and professional development for the international wildland fire community.

We have a wide-ranging mission built on a foundation of both current and future ecological, social, economic, and political considerations that affect wildland fire management. We are passionately interested in promoting a better understanding of wildland fire, improved research and information transfer, advanced operational implementation methods and standards, increased attention, consideration, and commitment to firefighter safety, and improvements in professional development. We fervently seek to promote that understanding wildland fire is vital for natural resource management, firefighter safety, and harmonious interaction between people and their environment.

In the conduct of personal and professional matters, IAWF places high importance on the values of integrity, responsibility and reputation. We are committed to maintaining high standards both within the organization and in our dealings with others in our daily lives. Our leadership has developed these Principles of Conduct to define our accepted and unacceptable ethical behaviours. It is important that our standards are defined, available, and understandable. This document establishes guidelines for all members at all times and non-members who may be participating at any IAWF conducted activities. It helps ensure that IAWF promotes, achieves, and maintains high standards of practice and it provides a benchmark for members and non-members participating in IAWF activities to use for self-evaluation.

IAWF views these Principles of Conduct as mandatory and expects all members and other participants at our professional activities to abide by them at all times. As such, these Principles are regulatory and will be used to guide management in ethical situations (see Enforcement later in this document).

Compliance with these standards demonstrates our individual and collective respect for our profession, our professional and personal relationships with others, and our respect and commitment to the long-term vision, goals, and values of IAWF. Members of IAWF at all times and registrants, speakers, and other participants at IAWF professional activities assume a personal responsibility to the profession and to all others by promising to uphold and abide by these Principles. If we as individuals and as an association embed the right behaviours and build a truly diverse and inclusive culture, we will lead our discipline by example.

Expected Behaviour: Based on our core values of leadership, trust, and integrity; diversity and inclusivity; wildland fire advocacy; personal safety; promotion of science and operational principles; global communication; and personal and professional growth, IAWF expects that all members at all times and non-members who may be participating at any IAWF conducted activities will: 1. Base all professional and civic behaviour on honesty, fairness, good will, and respect for the law.

2. Provide opportunities for others to learn and develop in ways that are in keeping with the IAWF commitment to diversity, equity, and inclusion.

3. Be considerate and respectful to all others. a. Refrain from demeaning, discriminatory, or harassing behaviour, materials, and speech.

b. Refrain from harassment of or any form of discrimination against another participant, staff member, volunteer or others. c. Carry out our actions in a civil and dignified manner; act professionally and respectfully toward one another; respect the needs, contributions, and viewpoints of others; and give due credit to others for their methods, ideas, or assistance. d. Never consider or exhibit any actual or threatened violence toward any individual or group. e. Speak up if observing anything at an event that conflicts with these Principles of Conduct. f. Never engage in any conduct endangering the life, safety, health or well-being of others. g. Always present, to the best of our ability, accurate and complete information. h. Always indicate on whose behalf any public statements are made. i. Always fully disclose and resolve any existing or potential conflicts of interest. j. Always keep proprietary information confidential unless the appropriate person authorizes its disclosure. k. Exhibit professional behaviour at meetings, conferences, seminars, etc., including but not limited to: l. Treat all participants, attendees, staff, volunteers, and vendors with respect and consideration, valuing a diversity of views and opinions. m. Be considerate, respectful, and collaborative. n. Communicate openly with respect for others, critiquing ideas rather than individuals. o. Avoid personal attacks directed toward other attendees, participants, staff, volunteers, and suppliers/vendors.

Respect the rules and policies of the meeting venue.

Unacceptable Behaviour Unacceptable behaviour from any member and from non-member participants while at IAWF activities will not be tolerated. Unacceptable behaviour includes, but is not limited to: 1. Unprofessional or civic behaviour involving dishonesty, unfairness, discrimination, harassment, fraud, confidentiality, or disrespect for the law.

2. Any inconsiderate, disrespectable, or abusive behaviour toward others. a. Intimidating, harassing, abusive, discriminatory, derogatory, or demeaning speech, materials, or conduct by any member. b. Violence, threats of violence, or violent language directed against another person. c. Sexist, racist, homophobic, transphobic, or otherwise discriminatory jokes and language. d. Personal insults, particularly those related to gender, sexual orientation, race, religion, or disability. e. Any boisterous, lewd, or offensive behaviour or language, including but not limited to using sexually explicit or offensive language, materials or conduct, or any language, behaviour, or content that contains profanity, obscene gestures, or racial, religious, or ethnic slurs. f. Misuse of personal contact details associated with members. g. Wilful disregard to laws, policies, and other rules in regard to ethical behaviour. h. Any unprofessional behaviour while at meetings or other venues as a representative of IAWF, including but not limited to: i. Harassment, intimidation, or discrimination in any form. j. Physical or verbal abuse of any attendee, speaker, volunteer, exhibitor, staff member, volunteer, service provider, or other meeting guest. k. Verbal comments related to gender, sexual orientation, disability, physical appearance, body size, race, religion, national origin, inappropriate use of nudity and/or sexual images in public spaces or in presentations, or threatening or stalking any attendee, speaker, volunteer, exhibitor, staff member, service provider, or other meeting guest.

Disruption of talks at oral or poster sessions, in banquets or exhibit halls, or at other events organized by IAWF at the meeting venue, hotels, or other contracted facilities.

If You Witness or are Subjected to Unacceptable Behaviour

If you are subjected to unacceptable behaviour, notice that someone else is being subjected to unacceptable behaviour, or have any other concerns, please notify an IAWF representative immediately. Any IAWF officer, Board Member, or Diversity and Inclusivity Committee are appropriate individuals to notify at any time - https:// www.iawfonline.org/board-of-directors/. During an IAWF sponsored event, any of these individuals or designated IAWF representatives announced at the event are appropriate. All reports will remain completely confidential.

Anyone experiencing or witnessing behavior that constitutes an immediate or serious threat to personal or public safety is advised to contact the appropriate police or emergency contact phone number for the specific locality they are in. Appropriate numbers will be stated and posted during every IAWF event and individuals can reference the following figure (Figure 1) or go to https://travel.state.gov/content/dam/students-abroad/ pdfs/911_ABROAD.pdf to find appropriate numbers.

Enforcement of Principles of Conduct Unacceptable behaviour will not be tolerated. Anyone asked to stop unacceptable behaviour is expected to comply immediately.

The IAWF Bylaws specify processes through which a member's violation of these standards may lead to administrative actions. Any individual, whether or not IAWF members, may charge a member or participant at IAWF activity with violation of the Principles of Conduct. All charges must be made to an IAWF representative and must specify the specific actions that have occurred. IAWF believes all perspectives and feelings are important and as such, will receive, listen to, and review every complaint once received. All such charges will remain completely confidential.

Once a charge of misconduct has been received, IAWF will follow a documented process (included as Attachment A to the Bylaws) that includes a number of steps to document and review the complaint, define options with complainant, conduct a thorough examination, and take action commensurate with severity, in accordance with the IAWF Administrative Action Guidelines.

Administration actions that the IAWF Board may take include discussion with the Board, reprimand, revocation of membership and expulsion from the Association, ban from conference speaking and/or attendance; or other disciplinary action. Guidelines to assess the severity and type of unethical action and appropriate administrative action are included as Attachment B to the Bylaws.

FEATURED PRESENTERS KEYNOTE PRESENTATION Michael Kodas, Author, Photojournalist, Editor and Educator Michael Kodas is a Pulitzer Prize-winning photojournalist, author, editor and educator and a Senior Editor at InsideClimate News. He won the 2018 Colorado Book Award for General Nonfiction for his book, Megafire: The Race to Extinguish a Deadly Epidemic of Flame, which was also named one of the 20 best nonfiction books of 2017 by Amazon. He is also the author of High Crimes: The Fate of Everest in an Age of Greed, which was named Best Non-Fiction in USA Book News’ National Best Books Awards of 2008 and was the subject of a question on the game show Jeopardy. His photography was featured in the Ken Burns/Lynn Novick documentary The Vietnam War and he has appeared on the HBO program Last Week Tonight with John Oliver, in the American Experience documentary The Big Burn on PBS and in the Emmy Awardwinning documentary The Fire Line. His stories have appeared in the New York Times, The Washington Post, Newsweek, and dozens of other publications. He was part of the team at The Hartford Courant awarded The Pulitzer Prize for breaking news coverage in 1999 and has been honored with awards from many other professional organizations.

KEYNOTE PANEL: Federal Leadership on Wildland Fire Smoke Moderator: Peter Lahm, Air Resource Specialist, USDA Forest Service Patrick Breysse, PhD, Director, National Center for Environmental Health, U.S. Centers for Disease Control and Prevention Susan Combs, Assistant Secretary of Policy, Management and Budget, U.S. Department of the Interior Anne Idsal, Principal Deputy Assistant Administrator, Office of Air and Radiation, U.S. Environmental Protection Agency James Hubbard, Under Secretary, Natural Resources and the Environment, U.S. Department of Agriculture Peter Lahm is the Air Resource Specialist for the USDA Forest Service, State and Private Forestry, Fire and Aviation Management, in Washington, DC. He leads the Wildland Fire Air Quality Response Program which provides personnel, technical specialists called Air Resource Advisors, smoke modeling and monitoring capabilities to develop forecasts for areas adversely affected by smoke. Starting in 2004, Pete has led the Forest Service’s national smoke management efforts developing technical approaches and policies related to smoke impacts from prescribed fire and wildfires. Since 2006 he has chaired the National Wildfire Coordinating Group’s Smoke Committee.

James E. Hubbard Jim Hubbard was sworn into office as Under Secretary for Natural Resources and Environment at the U.S. Department of Agriculture, September 6, 2018. In this role, he oversees the work of the USDA Forest Service.

In 2016 he retired from the U.S. Forest Service as Deputy Chief for State and Private Forestry, with responsibility for Fire and Aviation Management, National Fire Plan, Cooperative Forestry Programs, Forest Health Protection, Conservation Education, Urban and Community Forestry, and the Office of Tribal Relations.

Between November 2004 and October 2005, Hubbard served as the Director of the Office of Wildland Fire Coordination with the Department of the Interior. In this position he had

FEATURED PRESENTERS oversight for the implementation of the National Fire Plan and activities of the five land managing bureaus for forest fire prevention, mitigation, and partnerships with communities, tribes, and stakeholders.

Hubbard was a member of the Colorado Forest Service for over 34 years before coming to Federal Service in 2004.

He served as Colorado State Forester from 1984-2004. Jim was a leader in the National Association of State Foresters (NASF) and Chaired the Council of Western State Foresters. He provided national leadership in the NASF through his many committee assignments, including the Chairman of the Legislative Committee. Jim served as Liaison to the Western Governor’s Association during the development of the implementation strategy for the National Fire Plan.

He holds a Bachelor of Science degree in Forest Management from Colorado State University and is an Honor Alum of the College of Natural Resources. Jim grew up in Neodesha, rural Kansas where he enjoyed being in the woods, exploring new territory, and working the land. He and his wife Cindy have three grown daughters.

Susan Combs, Assistant Secretary for Policy, Management and Budget, oversees budget, policy development, human resources, information technology, acquisition, emergency response and a variety of other mission essential functions at the Department of the Interior. In this role, she leads the Department of the Interior’s modernization and reorganization initiatives to better align bureau efforts, and improve stewardship of DOI’s fiscal resources. In her role as Assistant Secretary for Policy, Management and Budget, she also serves as DOI’s Chief Financial Officer, Chief Acquisition Officer and Chief Performance Officer.

Ms. Combs has an extensive public service career. She previously served in the Texas Legislature, writing and passing the state’s private property legislation, and working to ensure greater transparency in government spending. In her 16 years as a statewide elected official, she served as the state’s first female Agriculture Commissioner and then as the Texas Comptroller of Public Accounts/Treasurer and Chief Financial Officer. In these positions, she provided strategic and innovative management, efficient fiscal and operational oversight, successful implementation of practical publicprivate partnerships, and delivered efficient and effective services to the public, which earned her numerous awards.

Patrick Breysse, PhD, joined CDC in December 2014 as the Director of NCEH/ATSDR. Dr. Breysse leads CDC’s efforts to investigate the relationship between environmental factors and health. He came to CDC from the Johns Hopkins University where his research focused on the evaluation and control of chemical, biological, and physical factors that can affect health, with a particular concentration on risk and exposure assessment. Under Dr. Breysse’s leadership, the agency has prioritized work on exposure to lead, safe drinking water, initiated new ATSDR actions to address exposure to hazardous chemicals, and has played a critical role in CDC’s emergency preparedness and response to natural disasters and chemical exposures.

Dr. Breysse received his PhD in Environmental Health Engineering from Johns Hopkins University in 1985 and completed postdoctoral training at the British Institute for Occupational Medicine in Edinburgh, Scotland.

Anne Idsal, Principal Deputy Assistant Administrator, OAR, Environmental Protection Agency Anne Idsal is the Principal Deputy Assistant Administrator for the Office of Air and Radiation (OAR). Before leading OAR, she served as EPA’s Region 6 Administrator. Prior to joining EPA, Anne spent her career working for Texas state government and helped shape environmental policy for the state.

Anne’s state experience includes service as the general counsel for the Texas Commission on Environmental Quality. She then served as the first female Chief Clerk and Deputy Land Commissioner for the Texas General Land Office.

KEYNOTE PANEL: COVID-19 and Wildfire Smoke Moderator: Peter Lahm, Air Resource Specialist, USDA Forest Service Sarah B. Henderson, PhD, Associate Professor (Partner), Senior Scientist, Environmental Health Services, BC Centre for Disease Control, Occupational and Environmental Health (OEH), The University of British Columbia Wayne E. Cascio, M.D., FACC, FAHA, Director, Center for Public Health and Environmental Assessment, Office of Research and Development, U.S. Environmental Protection Agency John Balmes, MD, Professor, University of California, San Francisco, School of Medicine George L Geissler, State Forester, Deputy Supervisor of Wildland Fire and Forest Health/Resiliency, Washington Department of Natural Resources Sarah B. Henderson, As the Senior Environmental Health Scientist at the British Columbia Centre for Disease Control (BCCDC), I lead a program of applied research and surveillance to support evidence-based policy for the province.

This role requires me to be a generalist rather than a specialist, and my work spans a wide range of topics including: air pollution from all provincially relevant sources (wildfire smoke, residential woodsmoke, industry, road dust, shipping, and vehicles); extreme weather events; radon gas; food safety; water quality; and exposures managed by the Drug and Poison Information Centre (DPIC). Most of my work requires the collection, processing, integration, analysis, and communication of health and environmental data, for which I am a proficient and enthusiastic R user.

Wayne E. Cascio, Over 24 years in academia at the University of North Carolina at Chapel Hill and East Carolina University, he engaged in clinical, research, teaching, and healthcare administrative activities. Prior to joining the EPA in 2011, Dr. Cascio worked to increase access to cardiovascular health care in underserved rural areas, and served on EPA’s Clean Air Scientific Advisory Committee for Particulate Matter. While at the U.S. EPA Wayne has helped focus research activities of the Office of Research and Development on public health relevant products. He has served as a leader in the Agency’s research and public health guidance on the topic of wildfire smoke and health, and is a co-author of the 2016 Wildfire Smoke: Guide for Public Health Officials. Dr. Cascio has authored or co-authored more than 200 journal articles and book chapters. He is a recipient of a 2013 EPA Gold Medal for Exceptional Service, a 2013 Office of Research and Development Impact Award, APHA’s 2018 Homer N. Calver Award, and numerous Scientific and Technological Achievement Awards. Current research includes the study of the health effects of environmental pollutants informing risk assessment, risk-management decisions, and improvement of public health and quality of life through increased environmental health communication and literacy. Dr. Cascio earned a B.A. from Johns Hopkins University and an M.D. from the University of Maryland. He completed clinical training in internal medicine, and cardiovascular diseases at the University of North Carolina and post-doctoral training in electrophysiology at the Physiologisches

FEATURED PRESENTERS Institut, Universität Bern, Switzerland. Dr. Cascio is a clinician-scientist and is board certified by the American Board of Internal Medicine in Internal Medicine and Cardiovascular Diseases.

Dr. Balmes received his MD degree from Mount Sinai School of Medicine in 1976. After internal medicine training at Mount Sinai and pulmonary subspecialty, occupational medicine, and research training at Yale, he joined the faculty of USC in 1982. He joined the faculty at UCSF in 1986 and is currently Professor in the Divisions of Occupational and Environmental Medicine and Pulmonary and Critical Care Medicine at Zuckerberg San Francisco General Hospital (ZSFG). His major academic activities include several collaborative epidemiological research projects, various advisory and editorial committees, Director of the UC Berkeley-UCSF Joint Medical Program, Director of the Northern California Center for Occupational and Environmental Health (a consortium of programs at UC Berkeley, UC Davis, and UCSF). Since 2008 he has been the Physician Member of the California Air Resources Board.

George L Geissler, State Forester, Deputy Supervisor of Wildland Fire and Forest Health Resiliency, Washington Department of Natural Resources

KEYNOTE PANEL SESSION: Building Coalitions and Enhancing Communication Among Stakeholder Communities Panel Moderator, Beverly Banister, Deputy Regional Administrator, EPA Region 4, Facilitator Marcy Ballman, Division Director, Health Promotions, American Lung Association Darryl Jones, Forest Protection Chief for South Carolina Forestry Commission Jennifer Montgomery, Director, Governor’s Forest Management Task Force Douglas Watson, Chief, Air Monitoring and Planning Section Meteorologist, KDHE-BOA Beverly H. Banister is the Deputy Regional Administrator for the EPA’s Southeast Region (Region 4). In this capacity, she provides leadership on the implementation and direction of Region 4 programs across the eight southeastern states of Alabama, Florida, Georgia, Kentucky, North Carolina, Mississippi, South Carolina and Tennessee, as well as six federally-recognized tribes. Prior to assuming this position, Ms. Banister served as the Director of the Air, Pesticides and Toxics Management Division in Region 4. In this role, she was responsible for planning, coordinating, and implementing all air, pesticides, and toxics programs throughout the region. In her over 36 years of environmental experience, Ms. Banister has provided management and leadership to both the Waste and Water Divisions in Region 4, as well as EPA Headquarters. Ms. Banister is a graduate of Auburn University with a degree in Chemical Engineering. She is an Alabama native and lives in the Atlanta area.

Marcy Ballman, PhD, received her doctorate in Toxicology from the University of Montana working to improve the quality of life of asthmatic children living in homes with wood stoves. This work led to projects around wildfire smoke exposure mitigation for people with lung disease in her current role as Division Director for the American Lung Association.

During the catastrophic 2017 wildfire season in western Montana, she organized and distributed 160 air filter units to 10 elementary schools in the hardest hit communities. The team travelled over 600 miles in 48 hours to provide relief for rural children and clean air in their classrooms. Since then, she has worked to proactively prepare communities for wildfire smoke inundation while still providing disaster relief assistance when needed.

Darryl Jones is the Forest Protection Chief for the South Carolina Forestry Commission. His responsibilities include oversight of wildfire suppression, fire prevention, emergency response, law enforcement, forest health, training & safety, and administration of South Carolina’s Certified Prescribed Fire Manager, Smoke Management, and prescribed burning programs.

Darryl is a Wildland Firefighter, Certified Prescribed Fire Manager, and a Registered Forester, as well as a past president and current steering committee member of the SC Prescribed Fire Council. He holds a B.S. degree in Forest Resource Management from Clemson University.

Jennifer Montgomery has been the Director of the Governor’s Forest Management Task Force since April of 2019. She ran for Placer County Supervisor in 2008 and was elected to three terms.

She attended Mills College from 1979-1983 and graduated with honors and Phi Beta Kappa membership, with a BA in Communications. She has worked at a variety of jobs including at Bank of America, the Sierra Business Council, Sugar Bowl Ski Resort, and ran her own business for 8 years. And she served as a volunteer firefighter for 2 years.

Doug Watson received his degree in Meteorology from the University of Kansas.

Doug has been employed as an Environmental Scientist/Meteorologist in the Bureau of Air of the Kansas Department of Health and Environment since March 1999. He is the Chief of the Air Monitoring and Planning Section. He has been heavily involved in the atmospheric modeling and planning areas of ozone, particulate matter and regional haze in the state of Kansas.

Since 2003, Doug has been working with the agricultural interests in the State of Kansas to educate and inform them of the downwind impacts of the burning in the Flint Hills. He was also heavily involved in the development of the Kansas Flint Hills Smoke Management Plan.

From 2010 she developed and delivered the national Fire Weather Training and Assessment Program for the Australian Bureau of Meteorology. Since 2016 she has worked closely with fire agencies, environmental protection agencies and health departments around Australia to lead improvements to the Bureau's fire weather a nd heatwave services, including the smoke and air quality forecasting capability.

Dr. Martin Cope has worked in the area of air quality modelling and applications for over 30 years. He has been employed by the Australian Commonwealth Science and Industrial Research Organisation as a Principal Research Scientist for the last 20 years. Martin’s research is focused on the atmospheric sources, windborne transport, chemical reaction, and population exposure of fine particles.

Most recently, he has been contributing to the development of a short-term (24-72 hour) smoke forecasting system, which is now run operationally by the Bureau of Meteorology for the Australian region.

Dr. Michael Fromm is a research meteorologist in the Remote Sensing Division of the Naval Research Laboratory. At NRL since 1993, his area of focus is in atmospheric aerosols and clouds in the troposphere and stratosphere. He is the lead NRL researcher in the discovery of biomass burning emissions injected into the stratosphere from super-intense forest fires via pyrocumulonimbus, and is founder/ moderator of an email discussion group on that topic. Dr. Fromm makes synergistic use of groundbased data (such as aerosol lidar and Doppler radar) and satellite nadir/limb measurements for multi-spectral characterization of pyroCbs, volcanic plumes, and various forms of aerosol-polluted ice clouds. Using NASA and NRL satellite limb-sounding data, he created a publically available two-decade climatology and database of polar stratospheric cloud observations. He is lead author of 16 refereed journal articles and co-author of 61. He participated in the International Polar Year, POLARCAT (Polar Study using Aircraft, Remote Sensing, Surface Measurements and Models, of Climate, Chemistry, Aerosols, and Transport), and NASA’s ARCTAS (Arctic Research of the Composition of the Troposphere from Aircraft and Satellites) measurement campaign in boreal summer 2008 studying pollutant transport into the Arctic. He is a member of AGU, AMS, and the Solar Occultation Satellite Science Team.

Prof. Fay Johnston is a physician and environmental epidemiologist working in the government and academic sectors. Her research program focusses on environmental determinants of health and their implications for public health policy and practice, with a major focus on managing the community impacts of smoke from wildfires. In 2016 she led the development a novel pollen, smoke and health monitoring system, AirRater, which was rapidly deployed across the country during Australia’s summer bushfire crisis.

Kathleen Navarro is a research industrial hygienist at the National Institute of Occupational Safety and Health (NIOSH).

Her research focuses on characterizing firefighter’s exposure to chemicals from smoke, understand pathways of exposures, and developing practices to reduce exposure. Previously, she worked for the US Forest Service and conducting research on wildland firefighter exposure to smoke.

Sheryl Magzamen is an Associate Professor of Epidemiology at Colorado State University. Her research focuses on environmental and social determinants of chronic respiratory disease with particular attention to low resource communities. Since arriving at CSU in 2013, she has been fortunate to collaborate with atmospheric scientists, engineers and industrial hygienists to understand health effects of biogenic exposures on respiratory health, including wildfire smoke.

Dr. Ana Rappold is a Statistician with EPA’s Office of Research and Development. She is a scientific lead of the project aimed to integrate public health messaging with environmental models and understanding their effectiveness to reduce burden in population.

She has conducted a number of clinical and epidemiological research studies of health effects from air pollution and has authored a number of studies specific to smoke impacts on health. Dr. Rappold’s major contributions toward advancement of this scientific field have been in adopting and developing innovative statistical methods to demonstrate associations between air pollution and health outcomes, understanding differential impacts of intrinsic and extrinsic risk factors on these associations, and in adopting principles from social science, economics and behavioral economics to provide groundbreaking, solutions-based research.

UC DAVIS WILDFIRE & SMOKE HEALTH SUMMIT The Many Health Effects of Wildfires: The Need for Research-informed Policies and Preparedness Plans Dr Kenneth Kizer, MD, MPH,Chief Healthcare Transformation Officer and Senior Executive Vice President, Atlas Research; Washington, DC Abstract: Large and often prolonged wildfires are expected to be an ongoing occurrence in California and many other parts of the world. This presentation will highlight knowledge gaps that exist for several areas of health concerns related to wildfires and the many environmental and population health effects resulting from them. Research is urgently needed to inform public policies and preparedness efforts for these events.

Bio: Dr. Kizer is an internationally respected health care leader and physician executive who formerly was the founding Director of the UC Davis Institute for Population Health Improvement and a Distinguished Professor in the School of Medicine and the Betty Irene Moore School of Nursing. His former leadership roles have included: Director, California Department of Health Services; Under Secretary for Health, U.S. Department of Veterans Affairs; and founding President and CEO, National Quality Forum.

Wildfires and Health: Assessing the Toll in Northern California Dr Irva Hertz-Picciotto, PhD, MA, MPH, BA, Professor and Vice Chair of the Department of Public Health Sciences and Director of the NIH-funded Environmental Health Sciences Center, representing over a dozen disciplines.

Abstract: Because of rising global temperatures, the frequency, duration, size and destructiveness of wildfires have been increasing. On October 8th, 2017, nearly two dozen fires erupted under exceptionally hot, dry conditions and strong winds across much of northern California. Over 100,000 people evacuated, 185 were hospitalized, and 44 people died—the largest fire death toll in the U.S. since 1918. The following year the Camp Fire brought 85 deaths, incinerated 2/3 of the structures in Paradise and hit several other nearby towns. But deaths and destructiveness were not the only records broken by these fires: air pollution, specifically PM2.5, in both years peaked at unprecedented concentrations in EPA’s monitoring of fine particulates: above 400 ug/m3. PM2.5 above 300ug/m3 dispersed and in 2018 hovered for two weeks, a distance of 100 miles away from the fires themselves, exposing nearly 10 million people.

In response, the UC Davis Environmental Health Sciences Center launched a research program “WHAT-Now-CA?”. Using a household survey on experiences and health impacts from the wildfires, two cohorts were enrolled: one a probability sample of Census blocks oversampled for low SES and proximity to fires; the other a larger convenience sample publicized through social and traditional media. Data were collected from one respondent per household, for ~4000 households, covering 10,000 individuals for both fire periods. Prevalence of six respiratory symptoms were reported: asthma attack, bronchitis, wheezing/whistling in the chest, cough, itchy or irritated eyes, and sneezing or a cold. We analyzed predictors for any of the first three a (‘major’ conditions) and any of the second three (‘mild’). Log-binomial regression models were fit; predictors included sociodemographics, prior health, behaviors, and general fire impacts on them. Due to clustering of individuals within households, models were hierarchical, with exchangeable covariance. Predictors of major conditions.

In the 2017 convenience cohort were age, sex, prior asthma diagnosis, neighborhood SES, damage to the home, and mental health changes. Associations of PM2.5 exposure with symptoms are being evaluated. The primary goal however, is to learn about longevity of respiratory impacts, and what factors facilitate recovery. Hence follow-up is in progress, and clinical examinations will be conducted.

Bio: Dr Hertz-Picciotto is a renowned epidemiologist, her 300+ publications have examined environmental chemicals, social factors, and gene-environment interaction associated with pregnancy outcomes, the newborn, and early child development. She chaired five National Academy of Sciences panels and served as President of two epidemiology societies. She recently launched several health studies of cohorts that experienced the 2017 and 2018 wildfires in northern California to understand short- and long-term impacts on both mental and physical health.

Health Impacts of Wildfires and Airborne Particulates Dr Kent Pinkerton, PhD, MS, BS, Professor in the Department of Pediatrics at UC Davis and the Director of the Center for Health and the Environment Bio: Dr. Pinkerton is a leading expert in air pollution health and tobacco smoke research, with an emphasis in lung development and the fetal basis of adult-onset respiratory diseases (asthma and chronic obstructive pulmonary disease), and infectious lung disease. He serves as the faculty mentor in the CTSC Program to provide comprehensive laboratory and research training in techniques in inhalation toxicology, histology and histopathology, morphometric methods and surgical/biological tissue collection and analysis.

A One Health Perspective on the California Wildfires Dr Tina Palmieri, MD, Director of the Firefighters Burn Institute Burn Center at UC Davis and Assistant Chief of Burns at Shriners Hospital for Children Northern California Abstract: The worldwide incidence of fire disasters has increased in the last 20 years.

The Camp Fire epitomized the interplay between disaster preparedness, community response, and individual injury to both animals and humans. Mitigation of wildfire burn and smoke inhalation injury requires not only an understanding of toxin production and fire characteristics, but also the epidemiology and injury characteristics of humans and animals involved in the wildfires. We collated available data on disaster preparedness efforts, injury patterns, and treatment received by both humans and animals sustaining burn injury in the Camp Fire. Both animals and humans had limited or delayed access to burn treatment due to transportation delays. More than 52000 people were evacuated, with 88 fatalities compared to more than 2700 animals housed in shelters, with >500 receiving treatment for burn or smoke related issues. The UC Davis Burn Center (humans) and Veterinary Hospital (animals) were the major treatment facilities, treating humans, goats, pigs, horses, llama, and cats.

Injury patterns for all species varied by body habitus and ability to escape the fire environment. Common challenges for humans and animals included lack of burn and smoke inhalation treatment training, wound care experience, transportation delays, and an evacuation plan that integrated humans and animals. Burn wound treatment differed markedly for humans (early excision and grafting in a burn center) and animals (dressing changes, no burn centers). Humans and other animals share the environmental exposure during a wildfire. Research can leverage these commonalities to design optimal treatment and prevention strategies.

Bio: Dr Tina Palmieri trained at Northwestern University (medicine), the University of Iowa (surgery), and the University of Missouri (critical care/burns) prior to military service at Keesler AFB as ICU Director and Critical Care Air Transport team leader during Operation Joint Guard. Wildfires: One Firefighters Perspective Edgar Olineka, Firefighter at Penryn Fire Protection District and a Sr Environmental Technician with Doulos Environmental

Abstract: In recent years wildfires each summer have become the norm. Firefighters from several regions join together to combat the fires in various terrains and have to deal with the same adversities together- long shifts, smoke filled air, headaches, physical/mental exhaustion, watery and burning eyes/nose/throat, and much more.

All there with the same goal of putting out the fire while trying to stay as physically/ mentally fit during the fire as well as after. Recovering from these two-week battles can take a long time and can take a toll over the years of repeated exposure.

Effect of Wildfire Smoke Exposure on Pregnancy Outcomes in the Non-Human Primate Dr Bryn Willson, MD, A third-year obstetrics and gynecology resident physician at UC Davis Health Bio: She recently completed a project with the California National Primate Research Center in conjunction with the Center for Health and the Environment to study the effects of wildfire smoke on non-human primate pregnancy.

Smoke exposure on pregnant women and children, impacts, mitigation and messaging Dr Camille Raynes-Greenow, PhD, MPH, Associate Professor at the Sydney School of Public Health, University of Sydney Bio: Dr. Camille is a perinatal epidemiologist, at The Sydney School of Public Health, University of Sydney. Her research aims to reduce the burden of perinatal morbidity and mortality, and improve the health of women and babies particularly in developing countries.

She is leading an large cluster randomised controlled trial in Bangladesh of an intervention to reduce household air pollution to assess the effect on pregnancy outcomes, particularly stillbirth and neonatal mortality.

She is the Director of the Masters of Global Health program, and co-leads a research group that focuses on nutrition and health interventions for women and children.

Gestational Wildfire Exposures in the B-SAFE Pregnancy Wildfire Study Dr Rebecca Schmidt, MD, PhD, BS, Assistant Professor in Public Health Sciences at the NIND Institute at UC David Health Bio: Dr Schmidt’s brings expertise in molecular epidemiology, with nearly 20 years of experience in epidemiological research. She leads as principal investigator several mechanistic pregnancy and autism studies. Her research interests include biologically-relevant gene-environment interactions, epigenetics and developmental programming, and maternal-child health, with emphasis on environmental and nutritional influences on neurodevelopment as they interact with genetic factors and the epigenome. She is currently leading the B-SAFE wildfire pregnancy cohort study that collected biospecimens for measurement of contaminant exposures, mechanistic responses, and health biomarkers, in women and children affected by the 2017, 2018 and 2019 northern California wildfires.

UC DAVIS WILDFIRE & SMOKE HEALTH SUMMIT Health Outcomes of Early-Life Wildfire Smoke Exposure: Lessons Learned from a Nonhuman Primate Cohort Dr Lisa Miller, PhD, BS, Professor in Anatomy, Physiology and Cell Biology at UC Davis Abstract: Lifelong health effects from acute wildfire smoke exposure in pediatric populations is currently unknown. To address this gap in knowledge, we investigated immune and lung function parameters in a cohort of California National Primate Research Center rhesus monkeys exposed to ambient smoke from the Trinity and Humboldt County wildfires in 2008. We have reported that adolescent animals that were acutely exposed to wildfire smoke during infancy showed innate immune dysregulation in peripheral blood and reduced lung volumes, along with lung compliance reduction exclusively in females. In contrast, adult monkeys similarly exposed to infant monkeys showed no evidence of persistent immune effects following wildfire smoke exposure. Follow-up evaluation of 8 year old adult female monkeys acutely exposed to wildfire smoke during infancy resulted in similarly altered immune and lung parameters, with continued reduced of lung volume and altered monocyte cytokine profiles. Peripheral blood analysis of offspring from wildfireexposed female monkeys also showed evidence of immune dysregulation, including a constitutive decrease in serum IL-8. Collectively, our findings in a nonhuman primate model of lung and immune development suggest that pediatric populations are particularly vulnerable to long term health effects from exposure to wildfire smoke.

Bio: Lisa A. Miller, PhD is a Core Scientist, Respiratory Diseases Unit Leader, and Associate Director of Research for the California National Primate Research Center, which is one of seven National Primate Research Centers supported by the Office of the Director, NIH. Dr. Miller conducts research on early life environmental exposures, with an emphasis on understanding the impact of air pollutants, allergens, and infectious disease on childhood respiratory health. With support from the California Air Resources Board, Dr. Miller has been studying the health outcomes of ambient wildfire smoke exposure in outdoor housed rhesus monkeys at the California National Primate Research Center since 2011.

Wildfire Smoke and Innate Immne Cell Activation Dr Angela Haczku, MD, PhD, Professor in the Pulmonary Division of Internal Medicine, Director of the Lung Biology Center and Associate Dean of Translational Research at the UC Davis School of Medicine Abstract: Wildfire smoke inhalation can detrimentally affect the immune system and predispose to susceptibility to respiratory viral infections and chronic airways disease. How our immune cells are affected by prolonged wildfire smoke inhalation is not known. A recently described cell type, innate lymphoid cells (ILC), have been implicated in a number of respiratory conditions. We studied the hypothesis that innate immune cell phenotype and function is affected by wildfire smoke and that we can detect changes in the peripheral blood. To study this hypothesis we recruited healthy subjects from 2018 Nov 21-27 during the time of the Camp Fire smoke exposure (n=7) and 3-6 months post-wildfire season (n=16). We were able to rerecruit 3 of the subjects into the post wildfire cohort. Peripheral blood was collected at recruitment and the recovered cells were stained for cytoplasmic and membrane markers with fluorescent conjugated antibodies. To study cellular compo-

nents of the innate immune system, Innate Lymphoid Cell (ILC), Natural Killer (NK) cell, and Dendritic Cell (DC) multicolor characterization was performed using standard flow cytometric gating strategy. FACS data was analyzed by FlowJo®. Peripheral Blood was also collected for a CBC panel.

While expressing a significantly greater amount of the chemokine receptor CCR4 (p=0.004) on the surface, migratory cDC2 dendritic cells (involved in airway inflammation), but not cDC1, DC4 or plasmacytoid DC showed a decreased count in the peripheral blood during wildfire smoke exposure [P=.022]. Wildfire smoke also significantly increased the counts of ILC that expressed cytoplasmic IL-13 [P=.02], but the total counts of ILC2 were decreased [P=.041], compared to postwildfire subjects. During wildfire smoke, subjects also had decreased NK cell count [P=.047] in the peripheral blood.

The decrease in the DC counts in the peripheral blood and an increase in their expression of the chemokine receptor CCR4 suggest increased migration of these cells to peripheral tissues. The increase in IL-13+ ILCs, together with DC activation in subjects during wildfire season, suggests a pro inflammatory effect of wildfire smoke inhalation on innate immune cells. Our study has implication in host defense, anti-viral immunity and chronic airway disease.

Bio: Dr. Angela Haczku conducts research on environmental exposures including air pollution (ozone),

tobacco smoke, allergen, viral infections and environmental stress, on their impact on innate immunity and airway inflammation. She has published ~90 papers and numerous abstracts on this area. Her lab has been continuously funded by federal and state-sponsored grants. Her current research is aimed at unraveling the role of innate lymphoid cells in asthma and COPD in mouse models, rhesus macaques and asthmatic and COPD patients.

Personalized monitoring approaches during wildfires Dr Nick Kenyon, MD, MAS, Division chief in Pulmonary/ Critical Care and a physician-scientist with a translational research focus in adult severe asthma Abstract: Over the past few years, we have emphasized early environmental exposure detection research that can improve observational epidemiologic studies and interventional human studies. In human studies of environmental health, it is critical to monitor both the indoor and outdoor environments for ambient chemical levels that an individual may be exposed to over time. While a number of different chemical detectors exist, most lack the ability to provide portable monitoring. During funding of the PRISMS (Pediatric Research in Integrated Sensor Monitoring Systems Consortium, NIBIB U01, MPI: C. Davis, N. Kenyon) program, we developed a portable and wearable sampler that collects environmental VOCs in a person’s immediate “exposure envelope” onto custom micro-preconcentrator chips for later benchtop analysis. The system can be programmed to accumulate samples for various times with varying periodicity. Similarly, we developed portable devices for the non-invasive measurement and quantification of breath analytes that could have tremendous promise to advance personalized medicine. Our device ensures portability and future integration with miniature microfluidic analytical modules. This is the first such portable device in the world and will allow for personalized monitoring of breath VOCs and chemical exposures during wildfires. Our novel platform provides a “personalized medicine” platform for researchers and patients; in addition, this device could find wide utility as a research tool to study health conditions related to extreme heat.

Bio: Dr Kenyon's areas of emphasis are asthma therapeutics, the role of nitric oxide in airway inflammation, and environmental triggers of lung disease. He has worked with Professor Cristina Davis for 15 years to develop wearable sensors for adults and children with asthma. He is the Director of the T32 program in Comparative Lung Biology and Medicine and Core Director of the Integrated Health Sciences Facility Core in the Environmental Health Sciences Center at UC Davis.

Department foresters and fire personnel work closely to encourage and implement fuels management projects to reduce the threat of uncontrolled wildfires. CAL FIRE Foresters promote conservation and the importance of our trees and forests to Californians of all ages.

CAL FIRE manages eight Demonstration State Forests that provide for commercial timber production, public recreation, and research and demonstration of good forest management practices. Additional forestry programs include urban forestry, archeology, pest management, etc.

Centers for Disease Control and Prevention (CDC) The Air Pollution and Respiratory Health Branch of the National Center for Environmental Health, Centers for Disease Control and Prevention (CDC) leads CDC’s fight against environmental-related respiratory illnesses, including asthma, and studies indoor and outdoor air pollution.

CDC’s asthma program focuses on three main activities: 1. surveillance: collecting and analyzing data on an ongoing basis to understand when, where, and in whom asthma occurs; 2. implementing scientifically proven interventions: ensuring that scientific information is translated into public health practices and programs to reduce the burden of asthma; and 3. establishing and maintaining partnerships: ensuring that all stakeholders have the opportunity to be involved in developing, implementing, and evaluating local asthma control programs.

This same approach of research-based intervention conducted in partnership with international, national, and local partners is applied to CDC’s work in preventing carbon monoxide poisoning, studying the health effects of exposure to forest fire smoke, and investigating human health effects of poor air quality. CDC works with government and non-governmental agencies and organizations worldwide to conduct research and surveillance and to develop training materials, educational information, and innovative methods to address respiratory health problems associated with air pollution. Through these efforts CDC helps local and state governments and private agencies inform the public about the health effects of air pollution and provides people with accurate and useful information about steps they can take to protect their health.

UC Davis Environmental Health Sciences Center (EHSC) The UC Davis Environmental Health Sciences Center (EHSC) is one of more than 20 National Institute of Environmental Health Sciences Core Centers in the United States. EHSC has experts across a range of disciplines. EHSC fosters interdisciplinary research to understand how environmental factors induce disease or disability and to translate this knowledge into solutions. It provides researchers with opportunities to share cutting-edge technical expertise and laboratories, and with mentoring for faculty at any level who are tackling difficult-to-solve problems in which health is being eroded by environmental exposures. A major goal is to train a new generation of environmental health scientists. The Central Valley, a focus of the EHSC, is home to some 4 million people who carry a disproportionate share of air pollution, contaminated water and pesticide applications, and have the least access to health care. More recently, EHSC’s research has expanded to urban areas in California affected by climate change-related wildfires.

Western Center for Agricultural Health and Safety (WCAHS) The Western Center for Agricultural Health and Safety (WCAHS) is one of 11 agricultural health and safety centers in the U.S established by the Centers for Disease Control and Prevention (CDC) and the National Institute for Occupational Safety and Health (NIOSH). Founded in 1990 and located at the University of California, Davis, WCAHS is a multidisciplinary center with a history of engaging agricultural communities in the Western states of Arizona, California, Hawaii, and Nevada through innovative research and outreach. WCAHS faculty and staff conduct research on high hazard topics, including air quality, ergonomics, dairy pathogens, and heat illness. Through its robust outreach program, WCAHS reaches over 3,000 individuals annually with health and safety trainings, health fairs, and presentations. More recently, WCAHS collaborated with agricultural stakeholders in California to develop rapid response training materials to assist employers with meeting the requirements of the Cal/OSHA emergency wildfire smoke regulation.
