Many of you have complimented the Town for the way we are sharing information about the good work being accomplished here in Faro. I’m sure much of this is a result of the articles shared through the Focused on Faro monthly newsletter. Of course, there are things being accomplished which can’t be shared because of their being either of a legal, land or personnel nature. Much of these accomplishments are a result of the team we now have in place, being led by our CAO Larry Baran. Larry recently successfully completed his six-month probationary requirement and Council were pleased to inform him so. We look forward to now together achieving our strategic goals over the next two years.

The Town is about to begin the development of our Official Community Plan (OCP). In itself, it is a long and expensive process, the last one was completed in 2013. Such a plan will involve input from the community, as well as Ross River Dene Council, Yukon Government, and the Faro mine. A community’s OCP set the course for how the community is to move forward over the next several years. Typically, the community’s Zoning Bylaw will also require changing as well to comply with the new OCP. Stay tuned as we begin the public input process either this fall or early next year.

Finally, I am asking for your forgiveness for not more carefully choosing my words. Recently I was made aware that I had in my June report referred to the Town developing a “Crown Corporation” to manage the redeveloped Solar Complex, should it so happen. In correcting this, our municipal advisor did say that under the Municipal Act the Town could in fact form a “Development Corporation” to manage the Solar Complex at arm’s length from the Town’s business with a separate management board reporting to the Town. More research will be needed before we could move in this direction.

I also should not have said Faro’s population is 500, I should have said approximately 500. As recently as December 31, 2021, the Yukon Government stated our population as 479, up from the Canadian Census of 440. I personally believe that we’ve grown since then. This number is important as a recognized higher population means more money coming to Faro through our block grant.
As your Mayor I am prepared to make a commitment to you to put the Town’s interests first in any decision I support.

Speaking of fires, Kieth Austin has been appointed the Deputy Fire Chief and we are developing a Memorandum of Understanding with the Yukon Fire Marshal’s Office to address a few things with the Faro Volunteer Fire Department. One issue that the Fire Department has asked that the Town address is the Fire Siren system, so that is now on my list.

Preparation for the two Plebiscites in September is proceeding. The bylaws are in place and the plans for the formal voting process are underway. I am happy about the process because long-delayed decisions will be made, and the Town can move forward.
I have been contacting some property owners about the poor condition of their property and reminding them to clear brush and trees from their yards if that growth presents a wildfire hazard. So far this year, the Yukon has experienced about 300 wildfires and it would be devastating if a wildfire started in one of these unkempt properties only to spread to other homes. Some of these properties have absentee owners, which only increases the risk.

The Town will commence the process to review and update the Official Community Plan this August. This is not an easy project because it also involves the Zoning Bylaw update and, due to the extensive consultation process (including a review by the Minister), will take about a year to complete. It will be good to have community involvement on the long-term growth plans for the Town of Faro.

The Town of Faro completed a draft of a ten-year Solid Waste Management Plan for Yukon Environment. The details of future operation have increased to meet new environmental regulations, which means the costs for future operations will also increase.

Council is moving forward on the subdivision and sale of a number of Faro properties, including the Old Fire Hall, the Old Legion Building, Ogilvie Crescent Duplexes, as well as undeveloped residential lots on Dawson. All properties, when ready for sale will be listed so that all public has ability to bid on the properties. In many cases, Council will call for Requests for Proposals where money will not be the sole determinant, but also what the developer proposes to do with the property and how it would benefit the community.

The RCMP have asked that the Town Office remind all residents who like to walk their pets to be more careful about their time off-leash.
This was Annie Blake’s first visit to Faro, and she appreciated the warm welcome that she received. Lots of smiles were showing by these MLAs as they took selfies with residents and served lots of juicy burgers.

How is a Plebiscite different then a Referendum?
What is a plebiscite?
According to the Yukon Municipal Act:
No. Any summary written could potentially hold the bias of the author. In order to get an unbiased vote, the information available needs to be presented in a full and unbiased manner.
A referendum “referendum” is definitive and binding in nature and is a means to secure the public’s approval or rejection of a specific issue.
Unless otherwise disqualified, every person shall be qualified to vote who is a Canadian Citizen; is the age 18 years or older on the day on which the poll was taken; and is a resident of the municipality and has resided in the municipality for a period of six months preceding the day the poll is taken.

A plebiscite “plebiscite” is advisory and non-binding in nature and is a means to secure an expression of the public’s opinion on a particular issue.
What if I am not in Faro on Voting Day?
Council wants to know what the majourity of residents want to do with both plebiscite topics. The only way for an unbiased vote is for residents to read and review the information in the Reports and vote on the facts. As a result Council has directed that official background information be posted on the Town’s website, so that the public can review that information and make their own decision based on the same information that Council has read and reviewed.

Where can I get information on the Plebiscite topics?

First used in 1860 Merriam-Webster defines plebiscite as a “vote by which the people of an entire country or district express an opinion for or against a proposal especially on a choice of government or ruler.”
Referendums are votes on bylaws. Because no bylaw has been introduced regarding either the Solar Complex or the Gravel Quarry, and because Council is looking for input from the residents before proposing a bylaw, a plebiscite is the correct procedure according to Yukon’s Municipal Act
Who is Qualified to Vote?
The Town has gathered all known reports and information. This information is available on the Town’s website under the Town Hall Section at: http://faro.ca/p/municipal-election.

The composition of this Council is very representative of the community because there is no consensus on either plebiscite. Each Councillor has their own perspectives and beliefs, just like other members of the community, so that was why these plebiscite questions were worded the way they were.

How were the Plebiscite Questions Developed ?
Council wants feedback from the community so that they (Council) can work toward a consensus amongst themselves. Yes, they realize that whatever the decision is, someone is going to be unhappy, but decisions have to be made and that is what they were elected to do.
Council realizes that decisions MUST be made. However, rather 5 people make these decisions without consultation, Council is prepared to ask the community for guidance.

Town Council has developed plebiscite questions based on the feedback from the public meetings, and Council has directed that official background information be posted on the Town’s website, so that the public can review that information and make their own decision based on the same information that Council has read and reviewed.

We had another excellent swimming pool season! The last swim of the season will be on August 27th. Faro swimming pool was one of the few pools opened in the Yukon this season. Thanks to the funding we secured in 2020, we were able to upgrade the pool according to the Yukon guidelines. In addition, we are grateful for our pool staff knowledge/skills that kept us open during the season. I want to take this opportunity to thank my pool staff for all their hard work.

Youth Employment We secured the CPRA funding to hire youth to assist in the recreation department. This is an excellent opportunity for a youth mentorship program. Preference will be given to youth with disabilities. The job opportunity will be posted in August for a start date in September.

New PA system in the Rec Centre Gymnasium. The Rec Centre has been in need of a new PA (public address) system. We have secured funding from the Yukon Government for this project. The project is expected to happen in August. The new PA system will enable excellent quality sound for events, weddings, and parties.

Dena Cho Trail Improvements – CDF Grant – brushing trail to Swim Lakes, detour around switchback, brushing trail to Ross River and some small bridge construction. Material has been moved up the river to various sites and work is underway now.

The Public Works & Fire Hall Building is going through its’ final clean and inspections. In next few weeks, we should be starting to move in.
Phase 2 (Yates and Douglass reconstruction) with Norcope – some major water service shutdowns to replace critical infrastructure. Some older underground infrastructure isn’t working, so the shutdowns cover larger areas than hoped. We appreciate everyone’s patience with the construction.

Public Works Crew is busy with Fall Preparations, some of the on-going projects, Include: Lagoon Desludging - Profile Bottom of Cells 1 & 2 (again in Sept.) Landfill Clean-up & Improvement Plans Graveyard Clean-up (and much needed repair) Park Improvements (including the Ball Diamonds) Hydrant Maintenance & Winterizing. On-going Water Service Repairs & Curb-Stop Installations Finishing up Some Road Work Prior to Winter - Including hauling crush into town to fill some swales, temporarily, until we’re able to do a proper job next year. Preparing for Winter Snow Clearing Preparing and hauling in road sand for this winter We’ve ordered a small plow and sander for one of our trucks, which will help considerably with snow removal. This equipment should be arriving late September or early October.

The Town of Faro has to deal with change all of the time. Because we were unable to reliably connect all of our buildings together for data communication, we weren’t able to fully introduce new technology everywhere. Because of that, we didn’t have a proper inventory system, and the Public Works shop has a box of oil filters for Toyota trucks, but the Town hasn’t had a Toyota truck for years.
I’m happy how staff are working on the implementation of an AMS for the Town of Faro. Hopefully, it will help us so that we won’t have 2 or 3 pieces of snow removal equipment break down over winter, and, if we need certain parts, we’ll have them in stock right here in Faro.

No one born after 1970 has probably ever heard of a TELEX, so I’ll let them research that on Google. The reason that I mention it, however, is that we don’t always realize how quickly the world changes and how fast we need to adapt.
Speaking as an old data processing manager, I’ve learned that technology costs, but it also pays off. By maintaining ‘one version of the truth’, so to speak, and sharing that information, it doesn’t matter where the staff are because they will be able access that information, add to it, change it, and everyone gets to see the most current version of that information.

This year, the Town Office is getting a new file server and a new link between all of the buildings. The Campbell Regional Interpretive Center (CRIC), the new Community Services Building, the Recreation Centre, and the Town Office will all be linked together, and we will be able to share the same information instead of having separate copies of the same information that eventually becomes different from one another.
Asset Management System



One challenge that we have in the Town Office this year is to get our Asset Management System (AMS) functioning. If you work in a construction company, or with equipment, you understand the true value of that effort. If you don’t understand how Asset Management Systems work, it may seem like just another accounting exercise. The reality is that, when the Town’s assets are maintained properly, and serviced in a timely manner, those assets last longer and are more reliable, and we don’t end up with a box of oil filters for a vehicle we sold 10 years ago.

The Faro Volunteer Fire Department has 50% of the ideal number of Fire Fighters needed for the size of community. Because of our low numbers, we are not always able to respond to calls outside of the municipal boundaries.
On September 8th, the Town of Faro will be hosting a Grand Opening celebration of the new Community Services Building. Located on McQuesten Road, this new building will house the Faro Public Works Department, the Faro Volunteer Fire Department, and the EMS Ambulance Service.
If you are an able bodied individual, we urge you to consider joining the Fire Department and Protecting our Community. Training is provided every Wednesday at 7p.m. There is no need to pre register, just show up and the Fire Chief will help get you set up. More details about the Grand Opening Celebration will be published and promoted closer to the date, after many of the invited guests have been able to provide confirmation and Council can confirm the numbers expected to be attending.

While Council will be welcoming dignitaries to the community, Council also wants to acknowledge the initial contribution of the previous Council (Mayor Leonard Faber, Councillor Cheryl Stubbs, Councillor Tina Freake, Councillor Lisa Snyder, and the late Councillor Patrick McCracken). During their term, they shepherded this important community project through many obstacles, moving it forward to become a reality in 2022. Thank You.

To celebrate the event, Mayor & Council have extended invitations to a wide range of representatives from the construction companies, territorial and federal governments who supported the project, as well as a variety of community leaders from Carmacks and Ross River. Council also wants to invite everyone in the community to enjoy a BBQ burger, compliments of Council, and to have an opportunity to walk through the new building to see how well it is constructed.

Faro Vandalism
It is really great to see the commitment from so many people and groups to keep the Dena Cho Trail active, useful, safe and able to accommodate so many visitors and users.
We appreciate the hard work and commitment of these people to help make the Dene Cho Trail an internationally recognized Yukon trail. Whether hiking on foot in the summer, or exploring on a snowmobile in the winter, the Dena Cho Trail is enjoyed year-round and we have so many people to thank for their efforts.

Public Works Crews had to replace three skylights on the Ball Diamond Building because someone thought it was smart to damage a building that everyone uses. The repair cost total, time & materials, works out to about $1,600 which could have been spent on something more useful.

Various funding partners, most recently the Community Development Fund, have provided funding support for the Dene Cho Trail. Currently, there is a crew of workers on the trail, removing over-growth, widening some spots, and rebuilding some bridges to make the trail more accessible, including better access to the Swim Lakes.

With resources already stretched to complete the work that we need to accomplish each year to just to maintain our existing infrastructure, vandalism repairs only add to staff workloads, creates additional costs, and uses up your tax dol-
It is always disappointing when Public Works crews have to repair vandalism. It means that, instead of spending money to create new things, the Town spends time and money just to fix things that are needlessly damaged.
