Anglers excited for new season
Excitement is building among anglers as October 1 quickly approaches marking the start of the 2022-23 sports fishing season.
Smaller water bodies that are closed over winter to protect spawning trout and salmon will be open once again to fishing.
“The excitement among anglers is not only due to being able to return to their favourite fishing spots, but also due to the great fishing they'll encounter,” West Coast Fish and Game officer Baylee Kersten said.
“Large trout are often cunning but given
the absence of fishing pressure over winter, the odds are tipped in the angler's favour.
“The recent warm weather we have been experiencing has had plenty of anglers out making use of our fisheries that remain open year-round. Their reports have been positive, with many having success fishing the lower reaches of our rivers – always a productive spot in spring.
“The National Institute of Water and Atmospheric Research (Niwa) has forecast the West Coast is likely to have a warm spring with reduced rainfall. With low water temperatures
sometimes limiting trout activity in the early season, the favourable weather will improve the fishing during October.”
Mr Kersten said the start of the season coinciding with the school holidays had also created a great opportunity to get the family out among the excitement.
“With so many great fishing opportunities available across the region, you're best to grab a family licence and get some help with the exploring.
“The start of the fishing season is not only good news for anglers but also for the West
Coast hospitality industry. The return of nonresident anglers to New Zealand will be a great boost to the West Coast economy following their absence during the last two seasons due to border restrictions. Both fishing guides and accommodation providers have confirmed that bookings are coming in thick and fast, with it shaping up to be a busy season.”
West Coast Fish and Game reminds anglers that they will need to purchase their 2022-23 sports fishing licence before heading out in the new season to make the most of the great fishing on offer.

Westland High School students Tiare Mason-Coulston, left, and Jett Tauwhare travelled to Greymouth to join a mau rakau, haka and waiata with pupils from four other schools around the region. The wananga was hosted by Greymouth High School and involved students from Reefton Area School, Westland High, John Paul II High School, Grey High and even Darfield. Run by Paula Iraia and Jerry Pu, students shared kai and then join their respective groups as a means to connect with each other and live Maori culture. The schools hope to hold the gatherings monthly.

West Coast health care and freedom camping
In July this year, New Zealand's 20 District Health Boards were replaced by our new Crown health agency Health New Zealand.
This Government decided that our health system had become too complicated for our small nation. There was initial optimism, but following our health system's biggest shakeup in a very long time the outcomes in this region are less than acceptable.
It was not that long ago that I had a direct line to DHB members: local people who were elected by the communities they understood and they served them well. Now that DHBs have gone, all health decisions are made by this mega agency called Health NZ.
I will continue to lobby for local services, but that will be after I work out where in this huge organisation I need to go. Trust me – it
is not easy. I recently wrote to the Minister of Health on behalf of local people desperate for urgent help, and so far, no response. So, nothing from the minister and no contact person locally.
The stresses on our frontline health professionals are at a point where patients are at risk. Life and death stories are becoming all too common, so what will make a difference here? Relaxing vaccine mandates will relieve some pressure by allowing critically needed workers to rejoin the workforce. Covid testing prior to starting shifts is a simple way to protect both staff and patients, and we need to offer immediate residency to nurses who want to come and work in New Zealand.
Our doctors, nurses and their patients need help now. I will continue to ask questions on
local health issues until I receive the answers and assurances we all deserve.
Like a good cheese, some things take time. So I was pleased to see that my groundwork on tidying up the freedom camping issue was not wasted. The Self-Contained Motor Vehicle Legislation Bill is now going through Parliament and has its basis in my private member's bill of a year ago.
I am pleased, although we could have had practised law in place already had my bill been supported. But finally, we are under way on literally cleaning up a problem that the whole region faces. I live in the hope that we soon have the big numbers of tourists heading our way over summer and that we will have a law in place to manage them.

Waimangaroa water supply upgrade begins
A BULLER District Council contractor has started to replace the main water pipe for the Waimangaroa water supply along Conns Creek Road.
Manager infrastructure delivery Eric de Boer says: “Tru-line Civil Ltd has been contracted for this upgrade and made steady progress since arriving on site. The replacement is expected to take 12 weeks to complete.”
The Conns Creek main water pipe was impacted by several breakages leading to water outages in Waimangaroa. This was mainly due to age and condition of the pipe.
“We know people in Waimangaroa have eagerly been waiting for this upgrade and we are pleased to see the work finally kicking off.”
Tru-Line Civil Ltd will replace the main water pipe up to the road slip during the coming 12 weeks. Once the Department of Conservation has repaired the slip the new pipe will be
extended beyond this point.
Mr de Boer says: “We are working closely with DOC to be in a good position to expand the pipe once DOC has fixed the slip.”
Conns Creek Road is managed by DOC and is currently closed due to large slips caused during the February 2022 weather event.
“The team is working with DOC now on a temporary ford to enable our construction teams' vehicles to access Conns Creek Road beyond the slip.”
The pipe upgrade was endorsed by council in April 2022 as part of the $2.3 million investment into the Waimangaroa water supply to improve its resilience.
“The Conns Creek Road site is of significant heritage value and our contractors are working closely with archaeologists while replacing the pipe.“

Two deserving citizens of Whataroa were recognised last week for their efforts to improve their local community at the final Westland District Council meeting of the 201922 triennium.
“It has been a highlight throughout the last six years as mayor to oversee citizenship ceremonies and present community awards,” said outgoing Mayor Bruce Smith.
“The two awards that I presented today have gone to really deserving individuals. Both Dave Nolan and Sherry Woodside have done so much for the Whataroa community. They can be really proud that their efforts have made the town a better place for everyone who lives there. The children's playground is a great asset and the town has a brilliant community hall.”
Dave Nolan, 'Mayor of Whataroa', was the chairperson of the Whataroa Community Association for nine years. During his time in the role he was involved with the Whataroa Hall upgrade and the playground upgrade at Robinson Park by the new public toilets, and monitored this through to its completion.
Dave was instrumental in getting building maintenance done at the Whataroa Domain building including a repaint and new toilets installed. He has also been involved with the South Westland A and P Show Committee for about 20 years.
Sherry Woodside was the secretary of the Whataroa Community Association for 12 years. She drove the fundraising for the Whataroa Hall upgrade with her

Very Special Tribute to Dame Vera Lynn, the iconic wartime sweetheart, is coming to Greymouth for Remembrance Day Weekend, featuring a two-hour performance by successful New Zealand singer Vicki Lee.

Solo play comes to Coast
A new solo play with Helen Moulder will be on the West Coast next month. The Bicycle and the Butcher's Daughter is a lively and entertaining solo work which addresses themes of women in leadership, the meat industry, veganism, global food issues and family relationships. It is written by Sue Rider and Helen Moulder and directed by Sue Rider, the collaboration that brought Playing Miss Havisham, Gloria's Handbag and Meeting Karpovsky. In the play, Olivia Paterson runs a big meat exporting company and wants to feed the world. Her daughter is a vegan but her father wants things to stay as they are – and her sister is not sure what she wants. Only the mysterious Grace seems certain. The production includes recorded music by pianist Richard Mapp and violinist Juliet Ayre. The play will be at the Old Lodge Theatre in Hotitika on October 14, and the Lyric Theatre in Granity the following night.

It’s important to identify the right type of employee at the start of an employment relationship.
1. Permanent Employees
Permanent employees are the most common type and can be full or part time. They remain employees indefinitely (i.e. until they resign or retire, or lawfully dismissed with consultation for reasons such as redundancy or serious misconduct).
2. Fixed Term Employees
Fixed term employees are employed on a temporary basis and are useful, for example, to cover parental leave or if more people are needed for a work project. They have the same rights as permanent employees, except employment terminates by agreement at the end of the fixed term (i.e. at the close of a specified date, when a specified event occurs, or when a specified project concludes).
Annual leave might be on a pay as you go
basis (i.e. paid at 8% on top of wages or salary) depending on the length of the fixed term.
If the strict rules around fixed term employees are not followed, or the employment period drifts past the fixed term, the employee might be deemed to be permanent.
3. Casual Employees
Casual employees work irregularly and have no expectation of ongoing employment. They do not have to accept work and the employer is not obliged to offer work. It’s often not practical for casual employees to take annual leave and so take 8% on top of their wages or salary instead.
If the employee starts working regular hours and expects ongoing work, they might be deemed to be a permanent employee.
4. Triangular Employment
Triangular employment is where someone is employed by one employer (i.e. an agency) but their work is directed or controlled by another party. This can happen with a recruitment or
employment agency, or when an employee is seconded to work elsewhere.
Recent legislative changes mean it is now easier to raise personal grievances against both the employer (i.e. the agency) and the third party.
5. Contractors
Contactors are not employees. They are selfemployed and engaged by a principal party to provide services under a contract. They don’t receive a wage or salary and instead invoice the principal for their services. They pay their own tax and ACC levies and don’t receive employment entitlements like minimum wage, annual or sick leave.
While it’s important to specify the type of relationship in an agreement - the courts will consider the real nature of the relationship and decide if a worker is an employee or contractor.

When we are talking about mental health, it’s easy and kind of convenient to locate the source of the problem in the individual who is experiencing it. Something wrong with their brain chemistry or genetics, or maybe just some bad quality like laziness. This is not to say that attending to the mental health needs of a person is unimportant. Professional input has its place along with the evidence-based tools and
strategies that have been developed to deal with these things. What is equally important however is attending to the connections that you have in your world that nurture you. We call these protective factors and if they are intact and functional a person is more likely to bounce out of a bad space or recover from loss. These comprise your family, your relationships, your work, your community, your culture, your spirituality, the natural world, your body, and your creativity. Most people will say that one, several, or all of these things are what is most important to them. A no brainer you
might conclude, and yet in the rush of modern life, or maybe the simple struggle to survive, they get shuffled to the bottom our daily to-do lists, often falling right off the end. We can only neglect putting energy into our connections for so long, but if we don’t recharge our batteries some kind of burnout is inevitable. When this occurs, the instinct is to withdraw and isolate even more. So, just like with your automobile, it’s better to do the basic maintenance than face a breakdown on the highway. Connection strengthens resilience. See if you can do something for yourself today.

What am I required to pay my employee for Queen’s Memorial Day – 26th September 2022?
With the passing of Queen Elizabeth II, the Government announced a one-off public holiday, which we observed on Monday, 26th September. Even though this public holiday is a one-off, under employment law we treat it like all other public holidays.
What your employee will be entitled to will depend on whether they worked on the public holiday and whether it is a day they would normally work. Generally speaking, the following will apply:
• If your employee physically worked on Monday and this was a normal day of work for them, they are paid time and a half. That means 1.5 times their normal hourly rate. They are also entitled to a day in lieu, which is an alternative paid day off. The employee is entitled to the day in lieu if they work at any time on the public holiday, even if it is not their normal working hours.
We often see salaried employees work minimal duties/reduced hours on a public holiday, then they are paid 2/3 of their daily rate at time and a half,
which is the equivalent of a normal day’s pay.
• If your employee would normally work on Monday but they didn’t work because it was a public holiday, they were sick or on annual leave, they are entitled to be paid for their Relevant Daily Pay for Monday.
• If you have a casual employee, someone who has no set days or hours, and they worked on Monday, they are to be paid time and a half for the hours they worked. They won’t get an alternative holiday.
Online Legacy for Non-Profits
Running a community organisation can be a full-time job, after your real full-time job! Making sure the organisation has the right systems and procedures in place to ensure any personnel changes won’t materially affect the organisation, is key.
Often community groups use personal email accounts to conduct business or subscribe to online services on behalf of the organisation. Trouble is, if there are a number of people working on behalf of the organisation such as chair, secretary, accounts etc, each using their own email and document storage system, that is a lot of information scattered over many people. Should any number of that group unexpectedly leave the organisation all
the communications, documents, login details to accounts could all be lost or difficult to recover.
How does one solve this?
Microsoft 365 for Non-Profits and Google Workspace for Non-Profits offer organisations a platform for free, to conduct their business online, where the organisation retains ownership of all data created and stored on the platform.
How is Microsoft 365 and Google Workspace, different from a Microsoft or Gmail account?
Microsoft and Gmail accounts are private individual accounts, which typically uses the @ microsoft.com or @gmail.com domain.
Microsoft 365 and Google Workspace allows the use of registered domains or brand eg @
blindearfoundation.co.nz, to create separate accounts such as chair@blindearfoundation. co.nz, secretary@, accounts@ etc under the umbrella of the organisation. The online accounts operate exactly like the personal accounts; however, ownership of all data is retained by the organisation. (Note: to register a domain requires an annual fee. No cost for Microsoft 365 or Google Workspace for Non-Profits).
Any personnel changes, only requires the nominated person to reset the account password and access to all data ie emails and documents, images, files etc is restored. No loss of information.

And while the homes come complete with flooring and carpets, the curtaining choices are
the domain of clients.
Interior paint colours are also up to clients to chose, often with the assistance of Naomi Eyre, Stonewood Hokitika's office manager, colour consultant and quality controller.
“I think most people can be nervous about selecting interior colours. I can give them guidance,” Naomi says.
Life is busy for Stonewood Homes West Coast and its contractors, with more families moving to the Coast to enjoy the lifestyle and make the most of the cheaper land prices.

Framing and trusses – made to order in Greymouth
Greymouth Mitre 10 Mega Griffen and Smith Ltd is reinstating its frame and truss plant, so they no longer have to rely on others for supply.
Mitre 10 Mega operates the truss construction from a specialised building on site.
Gang nails (nail plates) are attached to the truss joints and pressed in place by a large hydraulic press.
With house construction at a premium right now, the availability of the Mitre 10 Mega roof truss product is welcome news for builders, Mr Barber says.

All roof trusses are made to measure using computer generated files, says manager Simon Barber.
“The file of specific trusses are fed to the computer which sets the angles and specifications for the cuts. We have a variety of saws which are set at angles from the computer files. Depending on what specifications are on file, a variety of trusses can be made depending on the builder’s requirements.”
The pre-cut timber is placed on the large truss jig and the camber is set and pucks tightened to hold the truss in place. The timber used is predominantly LVL (laminated veneer lumber), which is straighter, stronger and overall a better product, with less defects than regular framing timber.
“The advantage for builders is we are a local company that they can talk to. We can quite often squeeze jobs in if required and save people a three to four month wait, like there is elsewhere in the country.
Builders can get the trusses made right here on the Coast and save on freight.
“Having our own operation is certainly good for us and our customers.
“We can also supply pre-cut framing packs or pre-nailed frames from our fabrication partners, who we still hold good relationships with. This allows us to provide a full offer to our customers until our modern, automated machinery arrives.
“This will allow us to provide prenailed frames and trusses right here on the Coast.”

Coast royalist mourns the Queen

“I was so sad when I heard she had passed away,” Mrs Stenhouse said. “The whole service was emotional as Queen Elizabeth has been part of my life. The emotion I felt was like I had lost a family member.”
Mrs Stenhouse is also a passionate collector of royal
memorabilia which is displayed in every room of her Karoro home, plus she has over 100 books about the Royal family, numerous cups and saucers, mugs, glasses, plates, soaps, tins, matches photos and stamps.
“It all started on the Queen's New Zealand tour of 1974,” she said. “I was at school and was lucky enough to have been selected to serve in the Queen's tent at the luncheon held at Victoria Park when Queen Elizabeth was in Greymouth.
“I loved the history of the Royal family and have been a loyal supporter ever since.”
She has visited Buckingham Palace, Windsor Castle, Balmoral Castle, Hollyrood in Scotland and has attended the Trooping of the Colour, held in London for the Queen's birthday.
Husband Greg Stenhouse raised the Union Jack flag at halfmast at the front gate, where it flew for 10 days before taking it down after the funeral service.
Soup lunches extended in Hokitika
HOKITIKA Grey Power's 'Winter Warmer' soup lunch has been running throughout the winter, with plans now to extend service into the summer months.
Each Wednesday and Friday from 11.30am to 1pm, elderly members of the community can visit the Grey Power Rooms in Revell Street to enjoy a bowl of soup and a roll for just $4.
Some customers enjoy it so much they bring a container to take another meal home with them.
“There is a huge amount of social isolation in our community, particularly for elderly people,” Westland District Council community development adviser Sarah Brown said.
“One of council's goals in our community outcomes that we adopted in the last long-term plan is to recognise this need and work
to reduce it. If we can work with other organisations to empower them to assist, that's even better.”
They are also working with the South African shop, along with Te Hono Food Bank and Poutini Waiora, to provide the service.
“Now that it is up and running, I am able to step back and let them get on with things, but it is an important part of my work to support the community in this way.”
Hokitika Grey Power president Stephen Foskett said it was a great way to get a cheap and nutritious meal.
“But more importantly they get to socialise and spend time with other people. Some of them arrive at 11.30am and we almost have to turn the lights off to get them out the door! Anything that we can do to make people's lives a bit better is worth doing.“
