Pioneer reunion

Descendants of a pioneering couple who settled on the West Coast in 1868, gathered in Greymouth at Easter Weekend for a family reunion. Michael Phillips, from County Galway, and Margaret Flanagan, from County Laois, migrated from Ireland during the goldrushes. They were married at Greymouth in 1868 and settled at Maori Gully, where they ran a hotel. The couple eventually moved into Greymouth, living in Tainui Street, and Michael Phillips became the county clerk. About 70 family members from Auckland to Christchurch, and even some from the United Kingdom, started their reunion with a meet and greet and afternoon tea at Shantytown on Good Friday, followed by the reunion dinner the following night.

New recruits for brigade

T

he Waimangaroa Volunteer Fire Brigade now has 13 members boosted by new recruits completing their qualifications.

Syd O’Connor and Victor Tagestad recently attended a course in Christchurch and are now fully fledged volunteer firefighters.

Marty Syron and Tereice Hope are now qualified pump and emergency response drivers. Mr Hope is already a firefighter.

“We have definitely been boosted by Tag and Syd joining, along with Tereice and Marty. It’s the key to keeping the numbers on board,” chief fire officer Lynn Brooks said.

“We are always looking for new members.

It is a lot of fun. There is work too but the skills you learn are really worth it. We try to fit the training in around people’s work commitments so it can be completed quickly or over a longer time. We’re flexible,” Mrs Brooks said.

“Everyone is equally as important as each other which is the key in our tight knit community,” she said. Anyone interested was welcome to talk to a member or attend the Monday night session at 6.30pm.

The Waimangaroa brigade also has an active youth cadet programme for 10 to 16-yearolds. It currently has about eight regular members. It is runs on Mondays from 5.30pm and is open to those living in the wider local area.

As well as learning firefighting skills, the cadets are also involved in community service.

They recently completed a beach clean-up following the cyclones.

“We even do baking,” Mrs Brooks said.

The Waimangaroa brigade also celebrated its 65th anniversary last September.

“Since then, we have had a lot of interest regarding the history of the brigade from members,” she said.

The station is traditionally open following the Waimangaroa Anzac Day service and will be again this year for Anzac biscuits and a hot drink.

Operatunity ‘Rat Pack’ entertains YOUNG and old turned up for the Operatunity ‘Rat Pack’ tribute show at the Regent Theatre Greymouth last Thursday.

It was a walk down memory lane for many as the entertainers, led by Bonaventure Allan-Moetaua and accompanied by a full band, paid tribute

to three of the greatest contemporary artists of the 20th century – Dean Martin, Frank Sinatra and Sammy Davis junior.

All-time favourites like My Way, Fly me to the Moon, New York, New York, Amore and Everybody Loves Somebody were just some of the popular songs performed in the show.

R

esidents from South Canterbury recently rallied around those in Buller whose homes were red and yellow stickered after February’s cyclone.

Jenny Smith, who lived at Little Wanganui for over 30 years, and moved to Cave five years ago, said friends and family where she now lives were moved by the devastation experienced by Buller residents whose homes were flooded on February 1 by Cyclone Fehi.

Over a three week period, a small group in South Canterbury promoted an appeal via radio and newspaper, receiving donations of food and goods.

“Our ‘gesture’ meant so much but it was such a small thing compared to the people’s plight. It was completely voluntary — impulsive really,” Mrs Smith said.

“Mostly through word of mouth we ended up with around 70 fruit cakes, baby quilts, preserves and biscuits.” A three week old baby received one of the quilts.

Mrs Smith and her husband Warwick

recently delivered the donated goods to Buller Red Cross secretary Carol Keoghan.

Mrs Keoghan shared video footage and photographs of the flooding with the couple which had not been in the media.

“It drove home to us even more how devastating it was and how far reaching the consequences,” Mrs Smith said.

She could personally relate to it having previously lived in the district.

The Red Cross could make personal contact with affected homeowners to pass on the donated goods from South Canterbury.

Mrs Keoghan said that they were very grateful to the Timaru and South Canterbury community and they were glad that they could deliver the goods on their behalf.

“The feedback from the recipients has been great. We know that we haven’t reached everyone but we did what we could with the information we had available,” she said.

Mrs Smith said the felt priviliged to help.

“Overall, it has been an amazing experience for us all to have been able to help in a small way.”

Cape Fear 2018

unning, cycling, stumbling through mud and sand, rock climbing and abseilling may not be every 10 to 18 year olds preferred way to spend a Saturday.

However, for a record number of 100 competitors — the 2018 Cape Fear — Adventure Race of a Lifetime has once again proved successful.

Run by the Buller Cycle Club, it attracted a full field of 100 in teams of two, that the consent for the event allowed.

Organiser Glenn Irving said that 60% of competitors came from outside the area including Wanaka, Nelson and Blenheim.

Entry was by the date of registration so unfortunately many teams missed out this year, he said.

After a pre-race briefing, competitors sprinted up Okari Beach to their awaiting bikes for a short stretch along the tame Okari Road, followed by a gruelling ride through the sandhills and across undulating farmland to Wilsons Lead Road.

From a refreshment station at Omau Reserve competitors raced below to the sand before eventually weaving their way across country to the Cape Foulwind Walkway.

the muddy, scrubby drains nestled behind the paddocks and under the old quarry.

Just when the idea of an ending was in sight, a cargo net obstacle saw competitors a crawl through the mud. If by some miracle the entrants had avoided getting wet, there was no way to emerge from that net either clean or dry.

More beach running saw the ‘challenge’ task of hitting a golf ball towards a target with the closest receiving $50.

Competitors then raced across the rocky pennisula where teams split for the only time during the race. One member was required to rock climb as high as possible during a given time earning points towards their final race time while the other abseiled in a similar type of time challenge.

Reunited teams then rock climbed through a hole followed by a race around the rocky end of the bay.

Another climb on a track more suited to a goat ensued before a short run down a formed road then some bouder hopping and short sprint across the sand to the finishing line.

It was all over — the adventure race of a lifetime with the winners once again Laurie and McKay Watson from Wanaka, whose proud local grandparents Ross and Pam Cocker were on hand for support.

Mr Irving said it was another successful event.

“It is a huge effort from the Westport Community and one we are very grateful for.”

New head takes on St John

he ‘new boy’ on the St John Grey District Area Committee stepped into the chairman’s role after only six months with the committee.

Chris Blanchfield replaced the previous chairwoman Therese Gibbens, who stepped aside after many years’ involvement.

Mrs Gibbens leaves a legacy, among them driving the fundraising and building project for the new St John headquarters which opened on Water Walk Road in 2009, costing about $2 million.

Mr Blanchfield said he was still finding his feet in the role and understanding the St John organisation, while work continued to raise St John subscriptions across the district and fundraising to ensure important St John initiatives such as the youth division.

Mr Blanchfield said he was shoulder tapped last year during efforts to renew the area committee, and three new members had also

come on to the existing committee of seven.

Being a St John member for a small annual fee could be seen in the context of paying an insurance levy, and the benefits were obvious when people had to call on St John services for which they would otherwise have to pay, he said. “I just think it’s such an important part of the community to be part of.�

Currently the Grey District Council helps offset some of the costs for St John due to the ground lease at its Water Walk Road base, to the tune of $6500 this financial year.

Immediate past chairman Mrs Gibbens told the council during the annual plan process last year the area committee was in “a very precarious financial position�.

It had struggled to meet its obligations since building the new headquarters and had been hit with a large increase in the annual levy to the national St John organisation, which had ballooned from $17,000 a year to over $67,000 annually.

reymouth Operatic Inc in collaboration with Greymouth High School, has started a rigorous rehearsal schedule for a June production of The Addams Family Musical.

It is a show packed with dance, song, and comedy that will appeal to people of all ages.

Directors Cary Lancaster and Jamie Mosher say they have been impressed with the calibre of the cast, who from the first read through have continued to impress.

“This show has potential to be one of the greats,” Lancaster says.

With a cast and crew consisting of a mix of the community’s most experienced theatre people and up and coming stars in their fields of expertise, The Addams Family Musical promises to be a hit.

The Addams Family Musical runs from June 20 to 23. Tickets go on sale at the Regent Theatre in a few weeks.

Westport Competitions next week

he Westport Performing Arts Competition Society’s 77th annual event has attracted close to record entries this year.

President Margaret Grant said an additional day has had to be added to the programme to cater for around 250 competitors entering

nearly 1100 items.

Nearly 50 groups had entered which would be spread throughout the evenings but which showed great support from dance schools, she said.

The competitions kick off this Monday, April 16, with the Irish dancing, vocal, instrumental and speech and drama sections. Dancing will start the following day with the competitive classes finishing on the afternoon of Sunday,

April 22. The traditional exhibition concert concluding the festival will be that night.

Mrs Grant said the 77th competitions was shaping up as a great event with pleasing numbers particularly in the senior ballet.

“It is great to see these numbers in ballet at that level. There will be some great classes.

The tap classes have very good numbers over a wide range of age groups,” she said.

Westport could nominate up to four dancers

for the National Performer of the Year event being held in Palmerston North in October.

“Two can be nominated for tap and two for ballet but it is up to the adjudicator to decide,” Mrs Grant said.

The dance adjudicator is Auckland-based Michelle Heath who is highly experienced in teaching tap, ballet and jazz as well as the British Ballet Organisation Dance and Royal Academy Dance syllabis.

TENANTS who rent through a property management company are significantly more likely to experience problems, a Consumer NZ survey has found.

Consumer NZ head of research Jessica Wilson said tenants who dealt with a property manager were much more likely to report their home lacked adequate heating and had persistent mould.

“Compared with private landlords, property managers were also more likely to delay getting repairs done.

Forty-two percent of those who dealt with a property manager said they’d made requests for repairs but were kept waiting for a response,” Ms Wilson said.

Just 35% rated their property manager’s service highly.

In comparison, 54% of those with a private landlord were happy with the service they received.

Ms Wilson said tenants dealing with a property manager were also more likely to worry about the repercussions of making a complaint, fearing they’d be evicted or their rent would increase.

“Our survey shows the experience of tenants in today’s rental market varies hugely. But there’s a much higher chance you’ll get a bad deal if you rent through a property management company,” she said.

Overall, 29% of tenants said their rental didn’t have good heating or insulation. Twenty-six per cent said the property had mould that was difficult to remove or reappeared.

Nearly one in four reported their landlord would turn up unannounced, a breach of tenancy legislation. Eight per cent said they’d been charged unexpected fees during the tenancy and 6%

hadn’t been given required notice of a rent increase.

Consumer NZ is calling for changes to tenancy law to improve protection for renters. Ms Wilson said regulation of property managers needed to be included in law reforms signalled by the government.

“We’ve previously reported on problems in this industry, which has attracted complaints from both renters and landlords. Our survey provides further evidence voluntary self-regulation of property managers isn’t working,” Ms Wilson said.

Consumer NZ also wants changes to tenancy law to improve security of tenure and is calling for a blacklist of unfair terms and fees.

“Close to one in 10 renters report being charged extra fees by their landlord or property manager. These fees are often not disclosed upfront and are charged unfairly. We want legislation to include a blacklist of unfair terms and fees to make the rules clear,” she said.

Consumer NZ is inviting anyone who has had a problem with a landlord or property manager to contact it at hometruths@consumer.org.nz.

Additional 21 West Coast areas to get ultra-fast broadband

horus has released details for the rollout over the next four years of work in the extended ultra-fast broadband programme for West Coast towns.

In August, Chorus announced it had reached an agreement with Crown Infrastructure Partners to extend its UFB rollout to about 60,000 more customers beyond more than about 1.3 million customers already planned for existing planned UFB 1 and 2 rollout areas.

All up, an additional 21 areas are now included in the programme on the West Coast, Chorus communications manager Nathan Beaumont said.

“As with the original ultra-fast broadband programme, Chorus is the main player in this initiative and we’re very proud of the work we’re doing to bring New Zealand better broadband,” he said.

The Hokitika build is already under way with dates when work on the fibre network extensions area expected to start as follows: • Runanga April 2018, Reefton May 2018 • Westport January 2019, Karamea December 2019 • Granity January 2020, Waimangaroa May 2020, Carters Beach June 2020 • Ahaura September 2020, Punakaiki September 2020, Blackball October 2020 • Taylorville January 2021, Dobson February 2021, Moana April 2021 • Kumara August 2021, Kaniere October 2021 • Ross January 2022, Hari Hari March 2022, Whataroa April 2022 • Franz Josef/Waiau May 2022, Fox Glacier June 2022 Mr Beaumont said the extended programme was a massive step forward.

“Following work with the Government, Crown Infrastructure Partners and our build service companies, we have been able to bring the programme completion forward by a massive two years from 2024 to 2022.

“This is great news for the West Coast towns included in the programme, as it means a number of places will get fibre much faster than previously thought.”

All up, Chorus was building the fibre network to more than 1.3 million homes, businesses, schools and medical centres across New Zealand.

The latest figures show that the first stage of the UFB build is 70% complete, with about 800,000 premises now able to connect to fibre. Fibre uptake in Chorus areas across the country is currently at 42%, well ahead of the initial 2020 target of 20%, Mr Beaumont said.

“The fibre network being built provides more reliable and faster broadband than ever before, with speeds of up to 1Gbps (1Gig) currently available on our network, but there is still more to come.”

Chorus was currently planning the next upgrade to the fibre network a whopping 10Gbps connection, with the obvious economic and social advantages through even better connectivity.

Reefton Armistice convoy connection T

he Armistice 100 Convoy, that commemorates the centenary of the signing of the WW1 armistice, rolled into Reefton on a sunny day recently.

It brought 28 Military Vehicles, among them eight World War One jeeps, a World War Two Harley Davidson with sidecar, a 1943 Dodge command car and an Austin Champ fitted with a 4-cylinder Rolls Royce B40 engine.

The convoy started at Rotorua before making its way through the central North Island and south including stops at Reefton, Greymouth, Hokitika, Fox Glacier and Haast before heading on to

Warbirds over Wanaka.

The convoy had a direct and fascinating connection to Reefton.

For over 20 years, a Chev field artillery tractor (CMP FAT) sat on the hill overlooking Reefton where the old NZ Broadcasting Corporation (NZBC) tower was.

It is now owned by convoy commander Peter Yates, of Tauranga.

The FAT60 was manufactured in Canada in 1941 and used by the NZ Army until 1949.

It was then bought by the NZBC and taken to Reefton in 1949 where the vehicle’s rear section was cut out to enable an emergency diesel generator for the NZBC repeater to be fitted.

Bruce Cameron, a Canterbury

farmer and enthusiast, saved the Chev gun tractor in 1974 by driving it off the hill very carefully as it had no brakes, before taking it to Auckland and partially restoring it.

Enter Mr Yates. He bought the FAT 60 off Bruce five years ago and spent three years fully restoring it.

Mr Yates did not bring the gun tractor on the convoy to Reefton as it is noisy with a prodigal thirst for fuel at 40 litres per 100km.

However another vehicle owned by Mr Yates, a 1943 Dodge command car, was the leading vehicle of the convoy.

This vehicle was left in France by the US Army after World War Two and restored there before being purchased by Mr Yates.

The restored Chev field artillery tractor which sat above Reefton for years.

Arts and Dance festival in New Plymouth last month described a set with edge “It’s the pervading sense of fun together with a respect for antique jazz, blues, plantation work songs, doo-wop and funk that gives Hopetoun Brown their edge,” the Metro review said.

At that performance their new recordings sold out and reserves had to be couriered in.

In the meantime on Friday April 20 they will be playing and talking about their AOT tour on Radio New Zealand’s Friday Live with Jesse Mulligan.

LOCAL GOVERNMENT COMMISSION MANA KĀWANATANGA Ā ROHE Draft Proposal for transfer of West Coast district plan obligations: call for public submissions The Local Government Commission is calling for submissions on a Draft Proposal to change the district plan obligations on the West Coast.

The Draft Proposal would see the establishment of a joint committee, comprising Buller, Grey and Westland district councils, West Coast Regional Council, and local iwi, to be responsible for preparing and approving a new combined district plan covering all of the West Coast. This would follow the transfer of the legal obligations of the three district councils to prepare and maintain a plan under the Resource Management Act 1991 to West Coast Regional Council, with delegated power to prepare and approve the plan then given to the joint committee.

If progressed to a final proposal, the transfer would: • keep in place the three district councils and the West Coast Regional Council, as currently constituted, operating as they do now in respect of all their other functions and responsibilities • result in one set of district planning rules for the West Coast by bringing together the current separate Buller, Grey and Westland district plans • recognise the distinct character of different areas by allowing for local variations in the combined plan • result in the district councils continuing to be responsible for administering the new plan once it was adopted.

Copies of the draft proposal are being distributed to letter boxes across the West Coast on 10-11 April, 2018. It will also be available at West Coast council offices and at libraries in the region; or it can be viewed at www.lgc.govt.nz Submissions are invited, with a deadline of 4pm, 25 May 2018. An online submission can be made via the Commission’s website, or written submissions can be made in a format of the submitter’s choice. (Once received by the Commission, these are considered public documents and may be published or released, minus any personal information such as addresses and contact numbers.)

PUBLIC NOTICES Possum Control (Inangahua/New Creek) Poison Warning Vector Control Services (VCS) wishes to advise that a ground based possum control operation will be taking place to keep possum numbers under control to prevent spread of bovine tuberculosis.

This operation will be conducted as a part of the TBfree New Zealand programme.

Areas covered: Inangahua: Located around Berlins, Walkers and Three Channel Flat and along the Buller River to below the Iron Bridge on the true left, then encompassing the lower end of the Inangahua Valley and side tributaries through to Larry's Creek.

New Creek: The New Creek block is situated to the north of the Inangahua block, around the dairy farming area of New Creek along the northern side of the Buller River and extending up the Buller River to the lime works.

Where access is required, landowners will be approached for written permission for acceptable control methods on their property.

Operation date: April 14, 2018 to June 30, 2018 (approximate).

Poisoning methods, poison used and nature of poison: 1080 poison in the form of pellets or paste.

Cyanide paste and Feratox pellets in green feed paste.

All poison baits will be dyed green.

The public is warned not to enter these area and not to remove carcases or baits. Baits are dangerous to people and dogs.

General warning: • Do not touch poison baits, bait stations or traps.

• Do not touch poisoned possum carcases.

• Keep pets under supervision; do not let dogs eat poisoned carcases.

• Do not leave children unattended.

• Follow the advice on the poison warning signage.

T

he West Coast is set to benefit from several new projects.

Regional Economic Development Minister Shane Jones has boosted our tourism sector with a $1 million investment towards the construction of the West Coast Wilderness Trail and the Old Ghost Road trail plus a $100,000 grant to help Punakaiki develop a much-needed master plan to future proof the township.

The West Coast is well

deserving of the boost given its considerable contribution to the economy by way of tourism and the primary sector.

With nearly half of us living outside the main cities — if the country is to do well, our provinces must thrive. There are many further opportunities for the Provincial Growth Fund to enhance economic opportunities on the West Coast in future.

An announcement of boosted mobile coverage in Haast last month was very well received — and long overdue. The township will have mobile coverage by the end of May as we speed up progress to solve the area’s connectivity crisis.

There will also be mobile coverage on sections of State highway 6 between Fox Glacier and Lake Hawea by the end of this year as several small roadside mobile sites are placed on NZ Transport Authority land, rest areas and private land where available. It has been a black spot for far too long.

I acknowledge those still recovering from the devastation caused by the cyclone Gita, as I

continue to make my way around these areas whenever I can.

I hope the Government support package including the activation of Enhanced Taskforce Green and a $100,000 relief fund for Golden Bay residents and businesses adversely affected by the ongoing disruption to State highway 60 and Takaka Hill Road is going some way to relieving the pressures.

I thank the Rural Support Trust who continue to help our farmers and growers after I classified the cyclone as a medium scale adverse event.

Over the next couple of weeks I would encourage you to have a say on the proposed new health facility in Buller. It has been a long road to get to this point but we are headed in the right direction now.

So please ask questions of everyone and I hope we can focus on solutions and a way forward.

Finally if we haven’t caught up recently, come and spot me at the Canterbury Hub of Apiculture New Zealand Westland Field Day at Atarau on April 22. It will be a great event, catch you there.

Beat the cold snap WINTER is coming with the first cold snap hitting the country but you can make your home cosier with some simple, quick DIY. Energy Efficiency and Conservation Authority Enerywise advises prioritising cleaning the filters on your heat pump or dehumidifier so it runs properly.

Technical expert Christian Hoerning says heat pump filters should ideally be cleaned every few weeks during winter because they can get clogged.

If you own a dehumidifier, run it while you are heating the room.

“Dehumidifiers work best in warm rooms and all the electricity they use gets released as heat — so your heater needs to do less work.”

If the cold draughts are whistling through your home, Mr Hoerning suggests putting low-cost draught stopping tape around windows or doors and tightening up the hinges on doors and windows.

He says it is important to avoid lots of moisture in the home over winter because it increases the risk of mould. Air your home by opening windows and doors a

few times a day, even in winter.

Other top tips: Dry clothes outside or in a clothes dryer that is vented to the outside — avoid indoor airing racks or clothes dryers that vent into your house. The moisture in the clothes will end up in your home, making it damp.

Avoid unflued gas heaters which release toxic fumes and make your house damp. Cheap portable electric heaters are safer and cost less to run.

Check your insulation to make sure it is up to scratch and hasn’t moved over the summer.
