How is your scarecrow coming along?

Puma 50 over RAF Halton

Message from the organiser, Alison: "Thanks to all the lovely people that have contacted me to be on the trail this year. More people are very welcome to join so if you live within walking distance of Wendover and you could create something entertaining for the Scarecrow Trail please send me a message, https://www. facebook.com/SummerScarecrowTrail. Last year we had 37 people display scarecrows, this year it would be great to have 50. Let’s make this great fun for children and adults alike!!!"

Wendover residents were treated to a flight of 9 Puma helicopters on the morning of Wednesday 7 July. They flew in from the direction of Chequers (see above), over RAF Halton and departed in the direction of RAF High Wycombe (below). They were celebrating 50 years of service with the RAF and included flypasts of notable locations for the Puma Force over the past 50 years. This flight was part of Leg 1. There were three Legs altogether that day, starting and ending at RAF Benson.

Wendover Football Club – Tearing Up History A young supporter gazes out at the machinery tearing up a part of his family’s history, creating an uncertain future for Wendover Football Club. The John Colet Academy are in the process of siting an expensive artificial pitch on our home of nearly 50 years.

• Increasing the hourly rate • I n t r o d u c i n g charges for preseason friendlies and training sessions • Increasing the length of Saturday hire sessions • Assuming ownership of goals, jointly purchased between WFC and the John Colet, which will be hired out to other parties

As we all try to emerge from the wreckage of the COVID-19 pandemic, it saddens us that this development will have a financial and emotional impact on young, local, working families, jeopardising a club that has provided a sports and social network for our residents since 1895. The above is designed to QUADRUPLE the In relation to this project, WFC has received a annual cost. Our 125 year old Club will be lost proposal to continue using a natural pitch at to the pressure generated on local families’ another area on site, although work to bring finances and the constant fundraising that pitch to standard will not be completed requirement for our volunteers. for another year. Alongside this relocation, the Academy’s current Leadership Team The most galling element of the Academy’s wish to financially hamstring our club by: position is that they are in receipt of • Removing a long-standing “block booking” substantial funding (assumed to be hundreds discount of thousands) from our governing body’s

Football Foundation charity to deliver this vanity project. Football’s charitable funds are being used to make football unviable. WFC has informed the Academy Head that we are now left with no choice but to appeal to our Councillors whilst sharing this with Wendover News. We feel that this attack on our heritage is in direct conflict with their obligations to use our Council’s assets for the betterment of the community. It is a long way removed from the favourable terms that the Council originally gave Wendover FC in order to make football available for all. WFC’s volunteers will continue to protest, but the fight is long and hard and our resources are minuscule in comparison to the vast Government-backed funds of the John Colet. We ask the people of Wendover to continue to support Wendover Football Club and to resist any way they can. Wendover Football Club

As we finally reached Step 4 of the Covid recovery roadmap, many of us had mixed emotions: immense gratitude that the vaccination programme has created a wall of defence that dramatically weakens the link between contracting the virus and severe illness, yet concern that infections are rising and large numbers of people are being required to self-isolate. The stark truth is that Covid-19 is still very much with us, and we all need to play our part as individuals to reduce its impact on our families, friends, neighbours and colleagues. The railway is being built - here come the lorries!

In November 2015, it was promised by Tim Mould in the House of Commons Committee meeting that “there will be no construction traffic in Wendover” so we wait to see if that promise is kept.

There is more…

While we have all been experiencing “enabling works” in the Wendover area for some time, EKFB (the HS2 contractor) is now starting to build the railway.

Other visible w o r k s include the construction of a temporary road at the north end of the bypass to allow diversion of traffic to and from Terrick on Nash Lee Lane. This is to allow the construction of a bridge over the railway which will be in a cutting below the current ground level as it passes towards Stoke Mandeville. Vegetation has already been cleared to allow access to the temporary road from the Nash Lee roundabout.

In the next few months, a local concrete “batching plant” will be installed next to the bypass, which is expected to reduce the number of lorry movements compared to transporting the vast amount of material needed to build the Small Dean and Wendover Dean viaducts long distances on Closer to home… A temporary road is to be constructed behind local roads. the cottages on Ellesborough Road to allow This will still require incoming aggregate traffic to continue to get to Butler’s Cross and cement deliveries and outgoing mixed during the building of the “green tunnel”, concrete traffic on the A413, and a slip lane which involves making a deep cutting is being created northbound on the bypass through the existing road. Work is due to start at the end of the cricket season and will to help matters. take about 12 months including diversion The concrete trucks will go down the A413 of all the utilities, including water, gas, and enter the HS2 land at Small Dean just electricity, sewage, and telecomms services. before the petrol station. assessment area could experience noise above the World Health Organisation limits. Evidence has been presented to HS2 & BC but there is still work to be done to convince both that our modelling is accurate for plans to be changed to remedy this. We have provided proof that HS2 current plans will flood Stoke Mandeville and Aylesbury and their proposed traffic movements will bring the Chilterns to a standstill. We remain hopeful that our mitigation solutions which will prevent it all will remain on the table as the planning permission requests continue to come in over the summer months. We remain vigilant in ensuring that HS2’s environmental strategy is actually put in place and is importantly maintained (planting trees but letting them die of dehydration is unacceptable) this will be an ongoing and long-term effort.

It is up to all of us…

We implore you all not to give up and accept that all is lost, it really is not. Our group, alongside the Parish Councils up and down the line, continue to hold HS2, its contractors and Buckinghamshire Council to account. But we all need to work together – so if you witness poor behaviour from HS2 contractors or see a lorry in Wendover then take a picture and send us the details at enquires@whs2.org and if you can support our group in any way or want to be involved with our mitigation work, please do get in touch www.whs2.org.

Lord Berkeley’s letter and report to the Cabinet Secretary, Simon Case, on the subject of fraud and the misleading of Parliament by HS2 Ltd and Ministers is a shocker. Some of you may have seen it in the broadsheet press. Nobody knows more about UK rail or the HS2 project than Tony Berkeley, and I include HS2 Ltd and the DfT in there, so for him to take such action should act as a wakeup call to government.

attempt at remote engagement. With Covid restrictions lifted there seems to be every opportunity for public meetings to resume. We still won’t like the message but we can look them in the eye as they deliver it.

Challenging Ministerial Claims

The Mined Tunnel Proposal for Wendover still causes turmoil in political circles. On 30 June Lord Berkeley wrote to Andrew Stephenson MP, Minister for HS2 to question assertions made by the minister regarding the consideration that had been given to Wendover’s proposal.

Did HS2 Mislead Parliament?

HS2 and EKFB did put together a 1 to 1 engagement event on 27 July. It was a Microsoft Teams event. I’m quite involved in the HS2 world and I only found out about it by accident, so I can’t give HS2 many points for their advertising. Hopefully this will be the last

The Wendover Parish Council Way Forward on HS2

Having considered a report and recommendation from the HS2 Working Group and a detailed proposal of future works from our Parliamentary Lobbyist, WPC has resolved to carry on with its current campaign strategy on HS2 matters. So we still push for the best mitigation and while we argue for that we scrutinise and challenge the project and we support Buckinghamshire Council and others as they do the same.

HS2 and Bacombe Lane The Yerby Family Two things worth mentioning first: Phil resigned in 2015 as Vice Chair of Aylesbury Conservatives and cabinet member for resources over HS2 and the planned overdevelopment of the Aylesbury area through its [10 year overdue] Local Plan. Secondly, we bought our house in Bacombe Lane knowing that HS2 was coming so, despite being strongly against it, we can’t complain too loudly and are trying to influence as best we can. The HS2 people we have been dealing with are very keen to help within their remit. The biggest challenge is finding out and getting to any actual decision makers. We have the Project Director for the Wendover section of the line on “speed dial” and he is always happy to help (again within his remit). He does listen and has already moved the location of the Bacombe Lane diversion 20 metres, saving a tree. This is not a major victory, just an example of the small things that we can hope to influence. Currently we are discussing the ‘sonic boom’ and sound mitigation for Wendover at the tunnel entrance/exit. We are still struggling to get HS2 to commit in writing to the decibel levels quoted in various Environmental Statements that will be achieved when trains actually run along the line.

Another concern is the urban standards in an AONB Bacombe Lane diversion to where wildlife thrives? Parking Ellesborough Road. Originally restrictions? At one end it will planned to begin in March be a free car park for the station 2021 it is now unlikely to and at the other a parking start this year. HS2 Construction Update HS2 in Wendover

Building up to August sees steady progression around the Wendover area. There will be a change to the road layout on the A413 bypass undertaken where the carriageways will be narrowed to improve the access to the compound and increase safety for all road users. Works around Nash Lee Road are also taking shape, with the preparation for the site access road and tie in points beginning in August. Around the Small Dean area, we will be carrying out some engineering work to form concrete foundations known as ‘test A piling rig piles’. These test piles help us gather valuable information about the ground conditions in the area. The first activity involved has been to form a base known as a ‘piling mat’ formed by crushed stone. The concrete piles are then formed by drilling (also known as boring) a deep hole and filling it with concrete which we can then monitor.

Tel: 07415841299 www.physioandpilatesinbucks.com

We will also be installing some water mains protection off London Road near our compound. To do this there will be traffic management on the road for a number of weeks so there may be a need to factor this into your journey time. We will as always endeavour to complete the works quickly and remove the traffic management when we can. News from the Wendover community recently is that The John Colet School have been successful in their bid for HS2 community funding, securing over £56,000 towards creating a new artificial sports pitch for the school. And finally, If you have been receiving email updates from HS2 or would like to, then we are asking you to register on the new HS2 website which will give you more choice about how you would like to receive information from us. To find out more then visit your community website at www.hs2inbucksandox.co.uk.

Local News Diamond Anniversary!

Tony & Jenny Farmer of Wendover celebrated their Diamond Wedding Anniversary on 22 July 2021. 60 years of wedded bliss. Wonderful parents, grandparents and greatgrandparents who have lived in Wendover for the past 15 years (previously from Gt Missenden), a local Buckinghamshire couple and parishioners of St Mary’s Church.

Freedom of the Parish

May I thank Wendover Parish Council for the singular honour of being awarded the Freedom of the Parish for contributing to the Wendover Neighbourhood Plan, as reported on the back page of the July edition. In that report there is a name missing. Sheila Bulpett was chairman of the Wendover Neighbourhood Plan Steering

Group. Creating the Plan was, in large part, a result of her hard work and commitment. There were many hurdles to overcome, but overcome they were due to Sheila’s determination to see the Plan move forward and become a reality. Indeed, it was Sheila, together with John Currell, who brought all our work together and wrote the Plan. I am sure the Parish Council, in its wisdom, has awarded Sheila the same honour as the rest of the Group. However, this was not clear at the presentation ceremony nor on the back page of Wendover News. Sheila’s great contribution needs to be recorded and made public so that our community have some idea of the qualities of the person who now chairs its Parish Council. Alan Myers

Local Face: Sheila Bulpett I was born at home in Hillingdon 62 years ago, the second daughter in the family. Our parents were both scientific and as such we had an interesting upbringing. Ex-RAF wireless operator Dad was given broken radios, TVs etc and we learnt to solder so that we could help with the fiddly bits. Sundays often involved heading off to help him with various activities, including under the stage of the new Ickenham theatre, pulling cables for the lighting as we were small enough to run about down there. My father gave each of us a camera and we would develop black and white photographs in the shed. At 18 I was the first in the family to go to university. I studied Chemistry at Somerville, Oxford, a subject I found exciting as it never did what it was supposed to, unlike physics. A whole different world where practical classes meant you often couldn’t see across the lab for smoke and you could emerge at the end of the day somewhat befuddled from the fumes and have to push the bike home. I also gained a rowing blade. During

the vacations I used my photographic skills in a laboratory at Brunel University and met my future husband, Bob. We married in 1981 and lived in Aylesbury with Bob’s daughter Melanie. I had a research post and worked on phosphor development. Twins arrived in 1984, identical boys and difficult to tell which was which so I left their labels on for the first 2 weeks! Then we moved to Wendover, where Bob had grown up, and really settled in to village life. Welcoming and friendly, it is a great place to be. Jennifer followed in 1986 and we fell in to the usual round of activities. I was part of the National Childbirth Trust and the local Twins Club, gaining and giving support to other families. Gardening and the allotment have been a lifelong interest for the exercise, produce and in modern terms, the low carbon lifestyle. In 1992 I trained to become a Chemistry and Science Teacher, which I continued for 20 years. Teaching mainly teenagers is an interesting

Sheila and some of the Neighbourhood Plan team

experience, especially when most want to burn things in the labs! The most rewarding part was the excitement in their eyes and seeing them develop into responsible and confident individuals. My time as a Head of Year in the Sixth Form was a highlight. In 2012, I was fortunate to be able to retire and focus on other interests including travelling, painting and music. U3A, has given me new friends and improved some skills, eg ballroom dancing. Throughout my life I have been a volunteer including as a lifeguard at Wendover Pool, helper at the first school then school governor, NCT counsellor, officer of different societies, a Parish Councillor and now Chair.

Matters Arising Wendover Parish Council Page

View from the Chair

As I write this month’s view, we are still in a sort of lockdown, England are playing Denmark at Wembley and Roger Federer is out of Wimbledon! Meanwhile in Wendover, the weather is changeable, and the work of the Parish Council continues. The newly-formed Council is settling in with various working groups and an exciting new group has been convened to look at the Parish 5-year strategic plan, which will set out the aspirations for the Council, looking at areas for improvement, projects etc! Our focus at the moment is to complete a number of works that have been delayed due to Covid-19. These include looking into speeding with a survey in September, and a possible 20mph zone down the High Street, so please make your comments when that is up and running. Parking is on a second informal consultation for South St and Little Hampden Close. Other areas are moving to the statutory consultation when that closes. The canal path has secured an outside grant, so work is now being done to finalise the details and timing for the refurbishment in conjunction with the Canal and Rivers Trust. Our thanks go to Peter Elwin of the Wendover Arm Trust, for his help and perseverance in gaining funding for the project. Maintenance of the Hampden Pond area is also on track to be completed this year.
