Kings Mountain celebrates nation’s Independence Day By Loretta Cozart Citizens celebrated the nation’s 246th birthday on Saturday, July 2 at Patriot’s Park, and Deal Park Walking Track in Kings Mountain, participating in a variety of activities throughout the day and enjoying music, fun, and fellowship together.

Thousands gathered in Patriots Park to enjoy inflatables, activities, and a variety of food and beverages during the daylong celebration. At 6:30 p.m., the Voltage Brothers played as both young and old danced to the music. At 9:45 p.m., a patriotic light show filled the skies above the Patriots Park as Lady

Liberty and Uncle Sam danced with the crowd. The largest fireworks show between Charlotte and Asheville began at Deal Park Walking Track at 9:45 p.m. Throughout city, fireworks could be seen and heard, as the community celebrated the nation’s independence together.

Liberty Mountain drama celebrates faith and freedom By Loretta Cozart Liberty Mountain: The Revolutionary Drama has returned to the Joy Performance Center at 202 S. Railroad Avenue for its seventh season. And for one actor, Liberty Mountain is more than a play. It is a family tradition. Jeremy Trent Homesley of Cherryville has been cast in roles of Liberty Mountain since the first season, “I was drawn to the play for a combination of reasons: the opportunity to do theater and my love of history. I was working in Kings Mountain at a fabric company and Director Caleb Sigmon, and his wife Katy, came in to purchase fabric for the costumes that first year.” He went on to say, “I had been thinking about auditioning and when Caleb and Katy See LIBERTY, Page 8A

KM Rescue Squad closes, marking the end of an era By Loretta Cozart

City of Kings Mountain celebrated the 30-year career of Police Chief Lisa Proctor in a ceremony in her honor on Thursday, June 30 at Patrick Senior Center. Among the crowd were city officials, members of many law enforcement agencies, friends, colleagues, and family members who gathered to honor the first woman police chief in the City of Kings Mountain. Chief Proctor was also the first woman to become a police chief whose husband once held the same position with the city. Assistant Chief Chris Moore welcomed the crowd gathered. After the posting of the colors, City Chaplain/ Pastor John Howze lead the invocation before the meal. Various speakers spoke during the program, including Past Mayor Rick Murhprey, Pastor John Howze, and friends Alan Propst and Suzette Ross. As is customary at retirement, officers showered the chief with gifts that included a throw pillow and blanket, a fishing rod, and a glass plaque and shadowbox with memorabilia from Chief Proctor’s career. The chief then addressed the crowd sharing her faith and appreciation for the support of her officers throughout her career.

Herald covered the event with a special article acknowledging the rescue squad for saving lives and serving the people. Then Captain John Harris said, “Mayor Neisler attended the celebration, along with Fire Chief Frank Burns. We had three former Captains: Jonie Blanton, Johnnie Hutchins, and Preston Leonard. Many prior EMTs and their families joined us, too. “For the last 60 years, the Kings Mountain Rescue Squad has served its citizens

when their need is the most. The dedication of its members is second to none. Kings Mountain is lucky to have this service,” said Mayor Neisler. According to Captain Harris, the Kings Mountain Rescue Squad was the first in Cleveland County and the second in the State of North Carolina. When the squad went into service, it was known as the Cleveland County Life Saving and First Aid Crew, Inc. No matter the official See RESCUE, Page 4A

The City of Kings Mountain’s Natural Gas Division, as part of their Capital Improvement Plan, has installed 3.1 miles of 8” steel natural gas pipeline. This latest expansion will connect the city’s two natural gas gate stations, from York Rd. to Gage Rd. This expansion also extended underneath I-85 to what will become the city’s eleventh natural gas regulator station. Once the new Gage Rd. gate station goes online which is anticipated to be the Fall of 2022, the city will then have another way to supply natural gas into the existing system should something happen to the station or feed at either place. This new expansion greatly improves the city’s already safe and reliable natural gas distribution system. The final expansion stage of a complete natural gas loop around the city will take natural gas up Kings Mountain Blvd to Shelby Road, once this future expansion is completed the city will have completed their second utility to have a distribution

Chris Moore steps in as KMPD’s Interim Chief By Loretta Cozart

Betty Ruth Roark KINGS MOUNTAIN, NC – Betty Upchurch Roark, 70, of Kings Mountain, NC, passed away on June 26, 2022. She was born in Cleveland County, NC, daughter of the late Marvin Upchurch and Doris Upchurch, 92, of Kings Mountain. She was a member of Faith Baptist Church in Kings Mountain. Betty spent most of her years working at White Oak Manor Kings Mountain where she loved and cared for many people in her community. She was a very loving, caring, and thoughtful mother, grandmother “Nanna”, and friend to so many. Betty loved spending time loving and spoiling her children and grandchildren. Her love and kindness will never be forgotten. Betty was preceded in death by father: Marvin Upchurch, and sister, Shirley Wright, both of Kings Mountain, NC. Betty is survived by her husband: William Lawrence “Billy” Roark Jr., Kings Mountain, NC; mother: Doris Upchurch, Kings Mountain, NC; daughter: Holly York and husband Travis York, Cherryville NC; son: William Lawrence “Tripp” Roark III and Melissa Roark, Kings Mountain, NC; sisters: Barbara Biddix, Kings Mountain, NC and Dale Wright and husband Luther Wright, Kings Mountain, NC. Janice Gregory Henke COATS, NC – Mrs. Janice Faye Gregory Henke, age 81, passed away July 3, 2022 at 7:02 am at Wendover Hospice House in Shelby, NC surrounded by her loving family. Mrs. Henke was born on October 17, 1940, in Harnett County to the late Ira Hinton and Eloise Turlington Gregory. She was preceded in death by her husband, Major William “Bill” Clifford Henke, son, William Gregory Henke, and brothers, Gene Wayne Gregory and Eastwood William Gregory. Mrs. Henke worked for Sears before her retirement and was a member of Erwin Chapel Church. Survivors include: her son, Clifford William Henke, and wife, Sam; daughter, Tara Rhom and husband, Eric; grandchildren, Ashley Rhom, Cameron Rhom, Matthew Rhom, and Casey Goodall and husband, Blake; great-grandchildren, Grayson Goodall and Lilly Goodall; brother, Lee “Butch” Andrew Gregory, and wife, Liz; sister, Pat Gregory, and husband, Wayne; and several nieces and nephews. When Chief Proctor retired as KMPD’s Chief of Police last Thursday, Assistant Chief Chris Moore to the role of interim chief. In April 2019, Moore was promoted by Chief Proctor as her Assistant Chief/Captain of Kings Mountain Police Department and has served in that capacity for over three years. Moore has been a member of KMPD since being hired by Chief Bob Hayes in October 1996. He was sworn in March of 1997 and promoted to Corporal/Su-

In March 2002, Moore was promoted to sergeant, assigned to Detective Division investigating crimes and serving in that capacity for 14 years, when he was promoted and transferred as Lieutenant over the Patrol Division in October 2016. RESCUE From Page 1A name, when citizens need help, they depend upon the Kings Mountain Rescue Squad. Their very first call was to a drowning. “During July 1958, we responded to a call of a drowning on Lake James in Nebo, near Morganton,” Harris said. “We had 14 members, a panel truck, and a boat. We logged 1,000-man hours, but the victim was never recovered.” “For most folks I’ve worked with here, this job is a labor of love. EMTs see things that pull hard at your heart strings. Most of us have two jobs; we don’t do this for the money. We do it because we love what we do and do our best to help the community,” said Harris. Crews worked 12-hour shifts and had two EMTs on every truck. “We often had a third EMT in-training on a ‘ride along’ to sharpen the skills they learned in class. Folks trained with us from all over. Most recently we’ve had trainees from Cleveland Community College and from Gaston, Rutherford, and Cherokee counties,” Harris said. “Originally, the Kings Mountain Rescue Squad was located on Parker Street, with only two bays and cramped quarters. That location was their home for 50 years.” Harris said. EMTs spend a lot of time together during their 12-hour shifts. Harris said, “Former Captain Jonie Blanton described it best when he said, “We spent more time here than we did with our own families.” For 60 years, the Kings Mountain Rescue Squad has helped every family in the Kings Mountain in one way or another. They have spent

countless hours serving the citizens and saving many, many lives. Sadly, they could not save everyone. Harris commented, “When we lose someone, those days are the hardest. But when we do save someone’s life, that is a good day. And when their family members thank us, it makes us love the job even more. It doesn’t get any better than that!” Cleveland County Board of Commissioners voted to centrally administer Emergency Medical Services (EMS) in Cleveland County during this year’s February 24-25 work session. The county commissioners were presented with recommendations with respect to emergency medical services. The county’s third- party consultant and medical director both recommended moving to a centrally administered EMS. Based on those recommendations. the Board of Commissioners decided that centrally administering the County’s EMS providers would be the most effective and efficient way to serve the citizens while meeting the increasing demand for services. The decision resulted in the closing of Kings Mountain Rescue Squad. Shelby Rescue, and Upper Cleveland Rescue. The County had granted these nonprofits franchises to operate within the County. At their website, the county stated that these service enhancements, as well as closest unit dispatch, will lead to reductions in response time and a higher level of patient care. Donna Rose, Former Director of Operations for Kings Mountain Rescue Squad, pointed out in the March interview that ambulance times would not be any faster because all calls are dispatched through 911. And the change will not enhance patient care

either. “All staff receive the same training, no matter if they work for the Rescue Squad or Cleveland County EMS.” Employees once on the crew of Kings Mountain Rescue Squad were invited to apply for work with County EMS. Jonie Blanton, whose career with Kings Mountain Rescue Squad spanned 20-plus years, pointed out an interview with the Herald, “The rescue squad does far more than just provide ambulance service to the community. We also provide services for a variety of activities in Kings Mountain including concerts and festivals, the annual YMCA Jingle Bell Rockin’ Run, and Murphy’s Toy Run benefiting the Shriner’s Burn Center, Oxford Home for Children, King’s Mountain Police Department’s Toy Drive, and Cleveland County Sheriff’s Department.” “We provide classes in first aid and CPR. We have supported local COYID vaccination events and are here for the citizens whenever the need arises. The service citizens chose to take on for themselves, are slowly being gobbled up by county government. It remains to be seen if response times will be better. If response times are slower, more will need to be done by the county to improve those times. It is the responsibility, and the duty of citizens to hold their elected officials accountable to see that their interests are taken into consideration.

Since opening a year ago in a temporary facility, the Catawba Two Kings Casino has had a significant beneficial impact on Catawba Nation citizens, Kings Mountain and Cleveland County businesses and residents, and the State of North Carolina. The casino opened July 1, 2021, with 500 gaming machines and expanded in December to 1,000 gaming machines, including electronic table games. The casino now counts more than 100,000 members in its loyalty club. An on-property sportsbook is planned to open before football season, bringing sports wagering to the Charlotte region, and an easily accessed food truck will be added soon to expand dining choices. The Catawba Compact with the State of North Carolina also allows the possibility of adding video poker, which the casino is considering. “As we celebrate the first anniversary of the casino, we are grateful for the support we have received and proud of what we have been able to do for the Cleveland County and Kings Mountain community,” said Trent Troxel, vice president of the Catawba Nation Gaming Authority and a Catawba citizen. “The casino has provided jobs and is doing very well, and we are continuing to add amenities for our guests.” The casino is celebrating the anniversary beginning Friday and running through the weekend with live DJs, musical entertainment outside the casino and free-play promotions for patrons. There will be daily drawings to give away three new Jeeps, and the bands playing throughout the weekend include Next Level of Charlotte, which

Full Casino Resort Update: Infrastructure work is also well underway on two key projects needed for development of the permanent casino resort and thus being funded by the Catawba Nation: Doubling the size of the Dixon School Road Bridge over I-85 near the casino entrance and new sewer lines. “Plans for the full casino resort are being finalized and necessary agreements are undergoing a thorough review by the National Indian Gaming Commission,” Troxel said. “A timetable for construction is anticipated to be announced later this year. It’s a large and complex development project, and we are continuing to work through it.” The full casino resort project is expected to create thousands of construction jobs in the region and 2,600 permanent jobs at full buildout.

Career coaching now available for state employees on autism spectrum State employees with autism spectrum disorder (ASD) have a new ally GOV. ROY COOPER. in preparing for career advancement or change at their current job. The NC Career Advancement Resources for Employees on the Spectrum (NCCARES) pilot program is accepting requests from employees with ASD who need support in achieving workplace goals. Governor Roy Cooper announced the NCCARES initiative in April, when he also proclaimed World Autism Month in North Carolina. Crediting state employees with ASD for offering valuable skills and perspective at state government workplaces, Governor Cooper said the innovative program will help agencies “support and retain these employees and better serve our

state.” NCCARES reflects an expansion of support services available to state employees through Governor Cooper’s Executive Order 92: Employment First for North Carolinians with Disabilities, which recently marked its third anniversary in March. Interested employees may request support by completing an online request form for NCCARES, which is featured on the NC Office of State Human Resources website. State Talent Acquisition Manager Kristin Siemek will refer eligible employees to the coaching to be provided by UNC TEACCH Autism Center and the Autism Society of North Carolina. NCCARES career counselors will work in individualized sessions supporting efforts to hone management and interpersonal skills to be more effective with supervisors and colleagues, establish new and obtainable career goals, discover solutions to current employment

obstacles, develop an employment action plan, provide support to make any changes needed, create a more equitable culture, advocate for the resources needed to succeed, empower the individual to work with current management and future teams and facilitate change and understanding. NCCARES was developed in partnership with the NC Department of Health and Human Services, which will fund the year-long pilot program. The initiative grew from Linking North Carolina with Innovative Talent (LiNC-IT), a collaborative program of the NC Business Committee for Education (NCBCE). LiNC-IT provides internships for early career individuals with ASD and helps employers develop neurodiversity programs.

More information on the process, schedule and opportunities for public input are available here: www. ncuc.net/Consumer/carbonplan.html Advocating for a just, equitable and science-based carbon plan is central to MountainTrue and CCA’s green energy and climate change-focused work. “Everyone has the right to clean and affordable energy with the assurance of equitable energy production, transmission, distribution and consumption that won’t harm our health, the health of non-human creatures or the climate,” says CCA Director Sarah Ogletree, “we invite all who are interested to attend this webinar, and we look forward to working together to shape North Carolina’s clean energy future.” HB 951 charges NCUC with developing a Carbon Plan that takes reasonable steps toward achieving our state’s clean energy future and addresses the threats posed by climate change. The bill directs state regulators to cut carbon emissions from energy plants owned and/or operated by Duke Energy by 70% from 2005 levels by 2030 and reach carbon neutrality by 2050. Last November, NCUC ordered Duke Energy to file a draft Carbon Plan by May 16, 2022. Duke Energy is proposing four different portfolios to achieve carbon neutrality by 2050, and they are requesting that NCUC approve all four options, essentially asking for blanket approval for whatever strategies and infrastructure the company wants to employ. Only one of the portfolios achieves HB 951’s interim goal of 70% carbon reduction by 2030, and that portfolio is the most costly of the four, according to Duke’s analysis. All four portfolios achieve the 2050 carbon neutrality goal, though the means used to achieve said goal are starkly different from one another, and each portfolio includes new gas-powered generation. “Duke Energy’s draft Carbon Plan makes significant advances in the development of solar and wind energy resources and battery storage. However,” explains MountainTrue’s Gray Jernigan, “Duke’s draft plan falls short because it relies too heavily on unproven technologies like small

modular nuclear reactors. Additionally, it proposes new natural gas plants and fails to use cost assumptions that reflect market realities of the affordability of renewable energy generation compared to gas.” You can review Duke Energy’s entire draft Carbon Plan and its summaries on their website: www.duke-energy.com/our-company/ about-us/carolinas-carbon-plan NCUC has the ultimate authority to adopt the best Carbon Plan for the state — not necessarily one of the portfolios proposed by Duke Energy. Creativity, community and emergence: Book artists finding hope in isolation The Cleveland County Arts Council is excited to present a new exhibit that includes work from more than 25 artists from North Carolina’s Triangle Book Arts (TBA) created to communicate and express hope during the isolation of the Covid 19 pandemic. These artists will share work shown last summer in a group exhibit at Duke Hospital, which was open only to caregivers, patients, and their families; art they sent to each other in the U.S. Mail (“Mail Art”); and works they have made more recently during this uncertain time of emergence. The artwork ranges from charming and playful to the serious, beautiful, disturbing, and thought provoking. The public is invited to attend the opening reception on Thursday, July 7, 5:00 – 7:00, at the Arts Council, 111 S. Washington St., Shelby. Several of the artists will be there to answer questions about their artwork. The exhibit will remain up through August 11. Josh Hockensmith, a book artist living in Pittsboro, NC and working as a librarian at UNC-Chapel Hill will be the guest speaker at the reception. Hockensmith is the cofounder of Triangle Book Arts and

Sarkar, Bolin united in marriage Soma Sarkar and Andrew Bolin celebrated marriage on December 1, 2021, at Radhe Krishna Banquets in Kolkata, India. The traditional Bengali wedding was delayed by the pandemic until India reopened to international visitors. The bride is the daughter of Lakshman and Sandhya Sarkar of Kolkata. She is the grand-daughter of the late Harendranath and Radharani Sarkar of Kolkata and of the late Sunil and Biva Dutta of Kolkata. She graduated from Jadavpur University where she earned a B.E. degree in Instrumentation and Electronics Engineering. She relocated to Charlotte, NC in June 2017 for her work with Cognizant. Soma is currently employed by Bank of America in Charlotte. The groom is the son of Dennis and Leslie Bolin of Kings Mountain. He is the grandson of the late JV and Rene Bolin of Kings Mountain and the late Lester and Doris Dixon of

Gastonia. Drew, a homeschool student, graduated from Appalachian State University with a Bachelor of Science degree in Chemistry. He is employed at Reagents, Inc. in Charlotte. The bride treated the groom’s family to a beautiful and eventful trip to the Itachuna Rajbari on November 26 and 27 in where they enjoyed a traditional, delicious thali dinner and explored the Heritage Homestay site. On November 28, the bride’s parents hosted a Sangeet (family party) at their home. The roof was beautifully decorated with fabric and flowers and lights. Family members and friends sang and danced in an extremely joyous and fun celebration. The groom’s parents treated the bride’s family to a tasty dinner at Barbecue Nation. The wedding rituals filled December 1 from the morning to night. The morning included gift presentations and water pour-

ing (Jol Bhora), turmeric smearing (Gaye Holud), and prayers for blessings for the couple (Vridhi). In early evening, the wedding guests began to arrive. The colors and styles of their outfits were truly gorgeous. The ceremony included exchanging vows (Yagna), an exchange of garlands (Mala Badal), the couple walking around the fire (Saptapadi), and ended with the groom applying vermilion to the bride’s forehead. Family and guests then shared a buffet meal. The bride wore red Benarasi Saree, and the groom wore beige Sherwani with maroon Dhoti. The next evening, the bride’s family hosted an amazing reception and meal at their home. The roof had been redecorated and a colorful tent erected in the neighborhood. After a honeymoon in Darjeeling, the couple resides in Charlotte, NC.

PORK CHOPS SUPREME Dot Gantt 6 or 8 pork chops 3 medium potatoes 1 medium onion 1-quart tomatoes ¾ tsp. crushed basil Brown pork chops. Peel and slice potatoes and onions. Boil about 5 minutes. Drain. Place tomatoes and basil in bottom of pan. Layer potatoes and onions. Place pork chops on top. Cover and bake at 350 degrees about 45 minutes or until potatoes are done. PRIZE-WINNING MEAT LOAF Jean Kirby 1 cup tomato juice ¾ cup Quaker oats (quick or old-fashioned, uncooked 1 egg or egg white ¼ cup chopped onion ½ tsp. salt ¼ tsp. pepper 1 ½ lb. lean ground beef Heat oven to 350 degrees. Combine all ingredients,

except ground beef. Mix well. Add ground beef, mix lightly but thoroughly. Press into 8x4-inch loaf pan. Bake 1 hour. Drain. Let stand 5 minutes. ROAST AND GRAVY Mary Wilson 3 to 4 lbs. beef roast 1 Tbsp. oil 1 Tbsp. salt 1 Tbsp. sugar 1 can cream of mushroom soup 1 onion Pepper to taste 2 cups water Brown roast in oil in electric frypan. Add salt, pepper, and sugar. Turn heat to low and add small amount of water. Cook for 2 hours and do not let it boil dry. Add soup, dice onion and 2 cups water. Cook for 30 or 40 more minutes. CHOCOLATE PUDDING Jill Guyton 1 large chocolate pudding

pie mix 2 cups sweet milk 1 cup canned milk 1 egg, well beaten Dash of butter 1 box vanilla wafers Pour over vanilla wafers in oblong Pyrex dish. Serve very hot. Delicious. APPLE DUMPLINGS Jean Moore 1 can Hungry Jack flaky biscuits 5 Medium cooking apples 1 cup sugar 1 cup water 1 stick butter Pull biscuits apart, making 2 thinner biscuits out of each. Wrap apple quarters in biscuit dough, pinching dough shut around edges. Place dumplings in 9x13inch dish. Melt butter and sugar; dissolve. Stir in water. Pour mixture over dumplings. Bake 20 minutes at 350 degrees or until apples are tender and tops of dumplings are golden brown.

My wife Ashley says that I originated the role in the world premiere!” He reprised his role for three more seasons before taking a hiatus with another role. This year he has taken up the role of Ferguson once again. One might wonder why Jeremy decided to play Ferguson. He explains, “You must do the role justice, with honor and respect for the human who existed and was well-known. If you are going to embrace the story, you have to embrace all parts of it. And what an interesting person he was! He is a vital part of this story.” “Ferguson was Scottish, and people living here weren’t a lot different,” Jeremy says, referring to the Scots Irish who were Ulster Protestants who come to America from Ulster in Northern Ireland in search

of land and religious freedom. “Many settlers here had Scottish and Irish accents,” Jeremy said. “And Ferguson, I think, represented the old world to them. I’m sure it was tempting to choose to side with him and stay loyal to the King.” Many who chose to oppose the crown had come to America with a chip on their shoulders, victims of poverty and hardship in Ireland and blaming their British landowners. They came to the colonies seeking both land and freedom to worship as they pleased. When the war moved south, both violently and suddenly, settlers were forced to choose sides. And that was not an easy task because their very lives, and the lives of their families, depended upon which side they chose. But a choice had to be made. This dilemma is key to understanding how civil war came to the Carolina backcountry in 1780. The story is real for many whose family members included both Loyalists and Patriots, whose ancestors

founded this region, and the descendants who continue to live in Kings Mountain today. For many, the battled pitted brother against brother. To them this story is a part of their family history and Liberty Mountain brings their story to life. Over the years, the play has evolved. Jeremy says, “With Bob’s writing at the heart, the story has stayed true and has driven everything in a very consistent way. What has changed is this: what started as a traditional theater experience has now been combined with an outdoor theater experience. Over time, those two experiences have met in the middle.” He explains, “You can see how open the stage is because of our combat and choreography. The use of projection allows us to free up our stage. In the first two years, we had traditional set pieces and the stage was very cluttered. The fight scenes were limited because of space and access. By meeting in the middle and using a few moving set pieces, we keep the stage open like a traditional

outdoor drama.” Jeremy Homesley, a native of Cherryville, is married to Ashley DeMar and together they have a son, Roan, named for Roan Mountain that is mentioned in the play. “We met during Liberty Mountain, and I proposed to her on the stage after one of the shows.” Jeremy says, “To us, Liberty Mountain is a family tradition.” His parents are Scott and Robin Homesley, also of Cherryville. This year’s performance features 21 actors, who share the story of people who lived in the backcountry of North and South Carolina, including the Martin family, who faced many tragedies in Scotland, Ireland, and America that led them to support the Patriot cause. At times, the realities of their lives are too much to bear. Speaking of the actors, novelist, screenwriter, and playwright Bob Inman says, “I am so proud of this year’s cast. They are, youngest to oldest, professional, not just for Liberty Mountain, but for any play I’ve ever run. They are really,

The second week was just cleaning up,” he added. “They were able to run the whole play on the Friday night of the first week of rehearsal.” Liberty Mountain is an exciting, immersive story that keeps guests on the edge of their seats. Action on stage spills out into the audience as they become part of Continental Congress, hearing debates between colony delegates who determine the nation’s path toward independence. AARP expands tool to help veterans access health care In June, AARP launched the updated Veterans and Military Families Health Benefits Navigator to bring together valuable information and resources to help veterans, military families and their caregivers navigate their health care options. The tool provides North Carolina’s veterans with critical information about what is required to qualify for health care benefits

from the U.S. Department of Veterans Affairs (VA) or Department of Defense (DoD). “Veterans and military families faced many difficulties serving our country; accessing health care benefits they earned shouldn’t be as challenging,” said AARP volunteer Ret. Colonel Shirley Gerrior. “This free, one-stop resource will help make the process less confusing

and overwhelming for veterans and military families as they navigate the best path for their health care needs.” The AARP Veterans and Military Families Health Benefits Navigator has just been expanded to help veterans and their families access VA Specialty Care Programs and Services in the following areas: • Women Veterans

Health Care Program • Specialty Emotional and Mental Health Services • Specialty Dental, Oral, Hearing and Vision Services • Family Caregiver Assistance Program Nearly 60% of all veterans are eligible for VA health care services, yet less than half of those eligible veterans use VA health benefits, according

to a RAND study. And a survey conducted by the VA Center for Women Veterans found women veterans aged 50-plus are the least likely group to use their earned benefits. In addition, of the approximately 724,250 veterans living in North Carolina, only 29% have utilized their earned benefits at VA health care, according to the U.S. Census Bureau. Yet quality of care de-

livered by the VA is generally equal to or better than care delivered in the private sector, according to a RAND study. Frustration with the application process and confusion about qualification requirements keeps many veterans from receiving their health benefits. When the fighting began, the Tories who were guarding the Pattersons joined in the battle, forgetting their charges; the two cooks Virginia Paul and Virginia Sal helped the Patterson boys escape. Arthur, Sr., may well have been looking for them at Ferguson’s supply wagons near

the spring at the east end of the promontory. He was likely in the thick of the fighting. His wife Elizabeth came to the battlefield that afternoon to help with die wounded, perhaps her own husband.” “The Tories had killed Patterson’s cow, of course, and that was prominently noted in later accounts of the battle which circulated: “the Tories killed Arthur Patterson’s cow.” Indeed, the Patterson boys were quite vindictive against the Tories following the capture and escape. On October 8, the day after the battle, two of the Patterson brothers hanged a Tory forager for holding them

prisoner, for killing their cow, for both, or for some other reason.” “After some time, the accounts that others had heard got muddled and what got passed along as family history was that the Tories had killed Arthur Patterson. In 1785/86 Arthur Patterson, Sr., and Frederick Hambright purchased 100 acres to be used for a public meeting house at Shiloh. Chief Proctor became DARE Officer.” “In June 1997, she was promoted to Sergeant and remained Patrol Sergeant until the following year when she transferred to the Detective Division as Sergeant over Narcotics,” Mayor Neisler said. “In October of 2016, she was promoted to Lieutenant over the Detective Division and then in October of 2017 was promoted to Assistant Chief. On January 25, 2019, Chief Proctor was promoted to Chief of Police and has been serving in that capacity since.” The mayor continued, “Chief Proctor has served 30 years and 3 months in full-time service as a law enforcement officer and is set to retire on June 30, 2022, at

Police Chief Lisa Proctor retired after 30 years and 3 months of service to the people of Kings Mountain. During the city council meeting on Tuesday, June 28, Chief Proctor was awarded her badge and service weapon, as is customary for an officer with 20 years or more of service to the city. In a proclamation read by Mayor Scott Neisler, the city noted that “Chief Lisa Proctor began her career in law enforcement working at Shelby Police Department as a reserve Patrol Officer in October 1991. She was hired by Kings Mountain Police Department as a full time Patrol Officer on March 30,1992. In August of 1995,

which time she is planning to answer her call from the Lord to continue her ministry on a full-time basis. First and foremost, as Chief of Police, Lisa commits each day in prayer asking the Lord to cover the officers and staff that serve under her leadership, as well as for the protection of the City of Kings Mountain as a whole. She is a dedicated public servant having conducted herself in a professional manner, earning the respect of those with whom she served, and those she was entrusted to serve, contributing to the betterment of her department and the community as a whole.” Mayor Neisler and the city council thanked her service and for being an outstanding City employee.
