House prices rise by 13% in Waterford City HOUSE prices in Waterford City in the second quarter of 2022 were 13% higher than a year previously, new figures show. The average price of a home in the city is now €227,000, 116% above its lowest point. In the rest of Waterford, prices in the second quarter of 2022 were 12% higher than a year previously, compared to a rise of 21% seen a year ago. The average price of a home in the county is now €298,000, 107% above its lowest point. National housing prices rose by 3.8% on average between March and June, the largest three-month gain in nearly two years, according to the latest Daft.ie Sales Report. The average listed price nationwide in the second quarter of 2022 was €311,874, up 9.5% on the same period in 2021 and just 16% below the Celtic Tiger peak. The rural-urban gap in housing inflation continues to narrow, although rural areas are still seeing the largest increases. Outside the cities, prices rose by 11.4% in the year to June, down

3.4% at the end of 2021. The other cities have seen larger increases in prices in the same period, however: in

Cork, prices were 9.4% higher than a year previously, while in Limerick city, prices were up 11.1%. The biggest increases in urban housing prices were in Galway (13%) and Waterford cities (13.5%). Meanwhile, the number of homes available to buy on June 1st stood at just over 12,400, up from an all-time low of just 10,000 three months earlier. There are now slightly more homes available to buy in Ireland than a year ago, the first time since mid-2019 that this has been the case. As in 2019, improved availability is being driven by Dublin (where stock for sale is up 4.5% year-onyear) and the rest of Leinster (where it is up 10.8%). Commenting on the report, its author Ronan Lyons, economist at Trinity College Dublin, said: “Ireland’s housing market has been characterized for a number of years by strong demand, boosted recently by unexpected savings, but supply that has been steadily weakening.” Continued on next page

04 | news in brief 9.9kg of waste recycled per person AN average of 9.9kg of e-waste was recycled per person in Waterford last year, according to WEEE Ireland. This falls short of the county’s 2020 collection rate of 10.5kg. The 2021 national average is 10.9kg per person. Some 1,145 tonnes of electrical waste were collected in Waterford in 2021 by the country’s largest recycling scheme. “People in Waterford have contributed greatly to e-waste recycling every year, and we want to encourage that trend,” said WEEE Ireland CEO Leo Donovan.

Students from Bunscoil na Toirbhirte, Mitchelstown, in Cork had a grand day out when they took part in a beach exploration workshop hosted by Green-Schools at Tramore beach recently. The group was one of 80 classes from 38 primary schools to take part in the SeaKeepers Project, and were the lucky winners of this

year’s field trip to the beach. The SeaKeepers Project is an initiative of the GreenSchools Marine Environment theme, which provides primary school teachers with resources and lesson plans focusing on the ecology of six native Irish marine species. Green-Schools National Manager Cathy Baxter welcomed the students to the

seashore: “We’re delighted to provide an opportunity for these students to get out of the classroom and experience the coastline first-hand. We hope that the SeaKeepers Project and the Green-Schools Programme will encourage children to enjoy the wonders of our shores with their friends and families this summer.”

House prices rise 13% in City

Expected inflation is one of the key drivers of immediate housing demand, so if prospective buyers feel they have more time to choose, they may take that opportunity, Mr Lyons believes. “On the demand side, the rise in interest rates, prompted by inflation, will feed through to housing demand in due course. “At the same time, sentiment among those active in the housing market has eased back, with expected inflation in housing prices over the next year below 1%, compared to over 5% three months ago,” he said. Meanwhile, a new report from MyHome.ie has shown the average salary needed to purchase a home in each county. For new homebuyers in Waterford, they will need a deposit of €20,000 and be earning a salary of €51,429. There are now slightly more homes available to buy in Ireland than a year ago, the first time since the middle of 2019 that this has been the case.

Struggling homes in line for €127 cut to fuel bills

HARD-PRESSED consumers are in line for a €127 saving in their electricity bills later this year, under new legislation agreed by the Government. The Cabinet has signed off on plans to allow the Commission for Regulation of Utilities (CRU) to set the Public Service Obligation (PSO) levy on bills to a negative rate. It was originally believed the rate would be set to zero, meaning a saving of around €52 a year. However, the new legislation will allow the CRU to set the levy at a minus rate leading to an expected €75 saving for electricity customers. The PSO levy is charged to all bills and supports the generation of electricity from sustainable and renewable local sources of energy such as wind and solar power. The rate is calculated annually by the CRU and energy suppliers are required to collect this levy from customers through bills. Levy payments are calculated on the basis of estimated generation and wholesale electricity prices for the year ahead. The payments are then corrected for actual generation and prices. The CRU estimated the funding to be raised from the levy will decrease from €263m

for the 2021/2022 winter period to a figure of minus €408m for the forthcoming year. This equates to an ‘indicative’ annual saving of €75 — excluding Vat for householders and consumers. Including the saving of €52 from the PSO going to zero, customers are potentially in line to save €127 on their bills for the coming winter. The CRU will issue a final decision at the end of July on the exact PSO levy that will apply from October 2022 to September 2023. It comes after the ESRI reported that the number of households in energy poverty in the State is estimated to be 29%. This level exceeds the highest previous recorded level of energy poverty, which reached 23% in 1995. If energy costs increase at the rate they have, households face paying as much as €2,000 a year more — or over €3,500 when the cost of petrol and diesel is included. A new report from the European statistics agency meanwhile, shows overall prices are 40% higher in this country compared with the average in the EU. Combined housing costs such as rents, mortgage rates, gas and electricity, are the most expensive at 89%.

No more red tape for solar panels

Rooftop solar panels on homes and other buildings could soon be exempt from planning permission. This means that homeowners — regardless of their location — will soon be able to install solar panels on their roofs without all the red tape. Solar installations will be able to cover the entire roof of a house, subject to minor setback distances from the edge of the roof. The exemptions would include rooftops of homes and

buildings like community and educational buildings, places of worship, health buildings, as well as libraries and farms. There will also be exemptions for certain wallmounted and free-standing solar panel installations, proposed to be increased to 60 square metres. Welcoming the proposal, Green Party senator and Minister of State Pippa Hackett said: “We know we need to transition from fossil fuels and solar is part of the solution.”

The difference between depression and just feeling sorry for yourself

wake full of the joys. Met Eireann has promised a glorious day and I have plans for walking and gardening and meeting friends for an outdoor lunch. When I pull the blinds my hopes are dashed. It’s grey and misty and I can see there has been rain. I am depressed. But Irish weather is always an adventure and within the hour Met Eireann is proved right. The sun is up, the sky is blue, and I am happy. So, my emotions went from high to low and back to high again. But at no time was I suffering from depression or experiencing exhilaration. I was just reflecting the normal ups and downs of everyday life. Clinical depression is a different matter altogether. It is a serious illness that tends to come in periodic bursts which render sufferers helpless.

Sometimes these bursts are followed by spells of manic hyper-activity. Samuel Johnson called it his ‘black dog’ and Winston Churchill, who was diagnosed with manic-depression, gave it the same label. When the illness struck, the great wartime leader would be paralysed by despair. He would stay in bed and he barely functioned when he did get up; unable to concentrate, unwilling to eat, with little intellectual or physical energy. Clinical depression is not remotely similar to feeling a bit down because the sun hasn’t come up. But we seem to be blurring the lines between the medical problem and a simple mood swing. I often hear people described as ‘depressed’ when a better word would be ‘sad’. Research, produced by the ESRI for the Department of Children, has classified 40% of 22-year-old men and 55%

of 22-year-old women as depressed. The report appears to be referring to clinical depression, although few, if any, of those surveyed could have been diagnosed with the illness. That would mean more than half the young women in Ireland are suffering from depression and we don’t need a survey to tell us that is nonsense. This survey was conducted two years ago, when Covid was doing its worst. The things that depressed these young adults included remote learning, not having good broadband, having less face-toface contact with their friends and missing out on “the normal rites of passages, social interactions and transitions “ – not being able to go clubbing, in other words. Insofar as these things applied to me, I found them depressing too. I was also depressed by not being able to go to the pub, the theatre, or the gym.

I was saddened, annoyed, pissed off. But I don’t think I am in any danger of suffering “a longer-term scarring effect” which the report fears for “some groups of young adults”. And I don’t think this blurring of the lines between clinical depression and feeling a bit under the weather is doing the real sufferers any favours. We are too quick to talk about “mental health issues” when we just mean that people are reacting in a normal way to normal developments - worrying when there is something to worry about, feeling under stress when a situation is stressful. These aren’t mental health issues, they’re life. The actress Joanna Lumley has seen a bit of life. She is 76, although she appears to have some sort of Peter Pan gene that keeps her looking half that age. In her twenties she was diagnosed with a serious psychotic breakdown. She recovered and “now I just experience normal

emotions such as grief”. “I think the mental health thing is being overplayed at the moment,” she told a podcast interviewer. “Anybody who is even remotely sad says they have got mental health problems ... (but) it is what is called being human.” Ms Lumley thinks this tendency to make a health crisis out of every worry “is awful for people who really are mentally ill or are properly clinically depressed.” I agree. You can’t tackle a problem if you don’t recognise it and promoting ordinary sorrow to serious depression makes recognition more difficult. I’ll leave the last word to the peerless Ms Lumley. “Of course some of you are going to feel bloody awful and some of you may well be suicidal or mentally depressed, that’s a different thing. But anybody who just goes ‘Oh burr’ ... I think, ‘Get over it’.

Bringing in the Harvest

THE team behind the awardwinning GIY brand and GROW HQ are set to organise the 2022 Harvest Festival in September, with funding support from Waterford Council. The multi-award-winning GIY was founded in Waterford by Michael Kelly in 2008. It places food and food provenance at the centre of its activities and has been recognised the world over for its authenticity, growth and success. The Harvest Festival will take place from September 10th to 11th, with a focus on family events, food talks and sustainability, food demos and an emphasis on Waterford’s finest foods and drinks producers, with the Harvest Market set to take place on the Saturday and Sunday of the festival weekend in John Robert’s Square and Arundel Square. There will also be lots of fun celebratory events with live music, suppers, entertainment, workshops and even a mobile farm. A walk on the wild side at Comeragh Festival

IF you are pondering a festival outing this summer and are tired of the myriad events in fields and forests offering the usual run-of-the-mill band lineups and well-being tents, then look no further than the nearby Comeragh Mountains. Next month sees the welcome return of the wildlife-themed festival, The Comeraghs Wild Festival, which will run from 7-10 July and should appeal to thrill-seekers, hikers, surfers, yoga enthusiasts, and families alike as well as the musiclovers. Festival spokesperson Mary Flynn said the unique selling point is the rugged landscape which offers many natural experiences and the fourday event showcases all that is special about the Comeragh Mountains region. “We’ve new venues, new events, new attractions and many of our most popular crowd-pullers are back. This is a fabulous and varied terrain with fantastic natural amenities and it’s only fitting that this year’s festival has a very strong green theme and focuses on

appreciating and protecting our wildlife and our countryside.” The festival’s headline concert in the mountains features blues, jazz and soul singer, Mary Coughlan. This concert has been moved to Crotty’s Lake which has improved parking, toilet and catering facilities, making

the venue accessible for all. Meanwhile, for the hikers, broadcaster, author and ecologist, Eanna Ní Lamhna, will join local man Stephen McCarthy of StepsBackThruTime walking tours for an eco walk close to part of the Waterford Greenway in Kilmacthomas on the Saturday.

Also new to this year’s programme are music, singing, dancing and storytelling at The Nook, Gateway Eco Camping Park and a Comeragh Mountain Lamb Feast at Cooney’s Yard. And (vegans look away now), for the carnivores, there will be a full hog roast to fill the bellies. Wild indeed.

Searle’s winning start

THE new Waterford FC Head Coach Danny Searle got off to a winning start in his first two games in charge of the Blues, with a win over Bray Wanderers last Friday, June 24 and with a consecutive victory against Athlone on Monday, the Blues now sit in third place. The 44-year-old Englishman was most recently manager of Aldershot Town in England’s National League. Searle previously worked within the underage structures of Chelsea, Charlton Athletic and West Ham before becoming assistant manager at National League Braintree Town ahead of the 2018/19 season. Upon his recent appointment as Waterford boss, Searle said: “I’m delighted to be here and can’t wait to get on the grass with the players. I’ve met the staff and we are looking forward to building on the good work that’s already been put in place. Waterford are a big club and the mission is clear: we want to be back in the Premier Division.”

€1.1m for Mount Ava sets Congreve Estate new goal

FUNDING worth a total of €1,125,135 will be made available for the redevelopment and restoration of Mount Congreve Estate, in addition to €3,726,00 granted in 2019 under the Rural Regeneration & Development Fund (RRDF) and Project Ireland 2040. Upon completion, the project will deliver a tourism destination attracting 150,000 visitors annually, with an enhanced visitor experience to the gardens and planted woodlands. Investment in the underdeveloped assets on the estate will generate additional

employment and revenue opportunities, along with increased visitor numbers, and ensure the long-term viability of this enormously important visitor attraction. To maximise the benefit of the 18th Century mansion house, a new purpose-built visitor hub is also in development in the existing courtyard and stables adjacent the eastern wing of the house. Substantial completion of the project is expected to be achieved by the end of summer, with a soft opening planned for early autumn 2022.

Bausch and Lomb ballot

Staff at Bausch and Lomb are to vote on a new pay deal in a bid to avert strikes. Terms of the agreement include pay increases of almost 10% and restoration of bonuses. Siptu members recently staged work stoppages at the contact lens maker, after talks broke down at the Workplace Relations Commission (WRC). Both sides agreed to return to the

WRC and received a proposal from the commission, which the union’s thousand-strong workforce will now be balloted on. Voting will conclude on Saturday, July 2nd. Counting is expected to start on the same day. The new deal contains annual pay increases over three years of 3%, then 3.5% and finally 3.25%. If accepted, it will also see the return of bonuses.

Ava Kelly, a fourth-year Fashion and Textiles student, has been selected to receive a sports scholarship for Rowing. President of TUS Professor Vincent Cunnane said, “We are committed to supporting young athletic talent here at TUS and it is fantastic to see such a variety of disciplines among our scholarship recipients which is something we very much encourage. “Despite the challenges posed by the pandemic over the past couple of years, these young athletes have not let it deter them, demonstrating such resilience and ambition to achieve their goals,” he added. A Good Year for the Roses

Rose-coloured Starling on June 3 (Photo Justin Ivory) We are not talking flowers here but birds that are even more stunning than the bloom. Over the last two weeks Ireland has seen an invasion of Rose-coloured Starlings (Pastor roseus) with sightings of birds in 11 counties so far. I was delighted to catch up with a group of three at my local patch in Kilcoole on June 3. The same size and shape as our Common Starling (Sturnus vulgaris), Rose-coloured Starlings have a pink body with glossy black head, wings and tail, pinkish beak, and pale orange legs. These birds breed in easternmost Europe and south Asia, and winter in India and tropical Asia. They are prone to periodic irruptions where relatively large numbers migrate well beyond their normal range and end-up in western Europe, the UK and Ireland. It is believed these irruptions are linked to changes in the populations of their favourite food-source locusts and grasshoppers. These irruptions are happening more regularly and appear to be linked with warmer, calmer, more settled late-spring conditions across the continent, conditions that are become more regular because of climate change. There were irruptions in 2018 and again in 2020 and now 2021 is seeing another such irruption. The other change that is being seen is that typically these birds usually show up singly, but there are more occurrences of multi-individual sightings starting to come through such as the three birds seen at Kilcoole, Wicklow and Donegal this June, and several sightings of two birds together. The record number of Rose-coloured Starlings seen together in Ireland was five back in 2002. The species has also slowly been expanding its range and has started colonising parts of Bulgaria and Romania since 2000. In 2020 Rose-coloured Starlings bred in France for the first time after 20 pairs settled in a colony in the Alpes-deHaute-Provence region, with 15 pairs having active nests. Maybe in the future if they start visiting Ireland in larger groups the same could happen here.

Citywide community notes Thomas Francis Meagher Tricolour Celebrations Friday, July 1st from 7-8pm: The Thomas Francis Meagher Tricolour Celebration is a cultural and historical event, which commemorates the flying of the Irish National Flag for the first time by Waterford man Thomas Francis Meagher in his native city at the Wolf Tone Confederate Club at 33 The Mall, Waterford on March 7th 1848. The event is runs from 1st to 3rd July and will include a book launch, historical lecture series, Gala Dinner and Flag Raising Ceremony. Freddie White at The Coastguard Station On Friday July 1st we welcome Freddie White back to the Coastguard Cultural Centre following his sell-out shows in 2017 and 2019. As the cost of living crisis worsens in Ireland, workers will need to organise to fight for pay claims. However, social partnership, anti-union legislation, and a refusal by successive governments to legislate for

union recognition have all weakened trade unions in Ireland. Dr. Daryl D’Art, researcher and lecturer in Industrial Relations and author of two recent Workers’ Party pamphlets on trade unions, will look at some of the obstacles to trade union organising and collective action in the Republic and examine how workers and unions can rebuild the trade union movement. Culture Night / Oíche Chultúir 2022, the all island celebration of culture in Ireland, will take place on Friday, 23rd September. Organisers have launched an ‘Open Call’ inviting organisations and individuals interested in participating to log onto culturenight.ie/get-involved/ and share their ‘Expressions of Interest’ with their Local Authority Arts Office. Culture Night / Oíche Chultúir is one night for us all to come together for a shared experience celebrating the richness and diversity of culture, creativity and the arts from town to town, city

to city and coast to coast. Culture Night encompasses the growing eclectic diversity of arts, culture and creativity right across Ireland. Culture Night / Oíche Chultúir spans a sectoral range of culture, arts, heritage, education, hospitality, tourism, health and commercial and corporate enterprise. It is made possible each year through the hard work and support of thousands of people, organisations, venues and institutions - from artists and performing groups to craft workers, studios and workshops; from galleries, museums and theatres

to schools, sports clubs and libraries; arts centres, local authorities and community groups to government departments, state agencies, public bodies, transport companies, universities and many more. All participants must be registered through their relevant arts office/local authority or the National Coordinator and uploaded to the national programme/website.
