New developer on the cards for Quays THE long-awaited, €500m North Quays project hopes to get off the ground with a new developer, after the long-touted Saudi Arabian investment failed to proceed. A preferred developer has now been identified for the North Quays development after Falcon Real Estate said it was unable to meet the funding timetable. The Saudi-backed firm said it had secured €400m for the ambitious project — but did not meet funding pre-conditions set by Waterford City and County Council. Now, Waterford has identified a preferred developer for the project. The North Quays project involved the greatest urban regeneration ever attempted in Waterford and included a 15-storey hotel and conference centre, twin blocks of office space rising to seven storeys, 300 apartments in five structures varying between seven to 17 storeys in height as well as a major open public amenity space. Councillor Adam Wyse said if there was no action taken in the short-to-medium term with the North Quays, other Waterford projects should be prioritised. Cllr Wyse said some hard decisions needed to be taken over the project. “We’re here now in 2022 five years later and we still don’t have anybody – obviously it was really disappointing when Falcon Real Estate let us down, as far as I’m concerned,” he told WLRFM. “That’s as far as I think a lot of people in Waterford are concerned. “I said then in June 2021 that if we’re here in 12 months’ time – that we need to think about reinvesting those funds back into the existing city centre. “I’ve had conversations in private with the executive of Waterford Council. They have confirmed that we are now down to one developer.” Continued on next page

SOUTH-East Technological University (SETU) has secured €9.9m in funding for over 2,000 places on 27 upskilling and reskilling courses for adult learners under the Government’s Springboard+ programme over the next three years. Springboard+ offers free or 90% funded courses in areas of high skills needs including business, computing, engineering, science and hospitality and range from level 6 to postgraduate level. Courses are typically up to one year and are open to employees, selfemployed and previously selfemployed people, jobseekers and people returning to the workforce. 20 years of rescue Minister of State at the Department of Transport Hildegarde Naughton, attended an event recently at Waterford Airport to recognise 20 years of Helicopter Search and Rescue services out of Waterford. The event acknowledges the people and the crew who have been so diligently providing this invaluable service to the southeast over the last two decades.

Megan’s work was described by Final Adjudicator, Professor Gary Granville as “a wonderful rich portrait that achieves a strong effect through the absence of colour.” In addition, two Waterford winners each won Special Merit Awards for artworks that Professor Granville said, “displayed high levels of skill and creativity.”

Developer for North Quays

Continued from previous page “We’re in discussions to try and actually bring the North Quays along,” Cllr Wyse continued. “The larger contractors that we are looking to develop this (just) cannot get the sub-contractors. This is something that has been happening all over the world. “I’ve been given assurances that within the next three months we will start to see some sort of an announcement as to what will be developed at the North Quays — and an announcement could come in terms of naming a developer.” It is understood infrastructural work around the North Quays will proceed and this will include 1.3km of urban dual carriageway, local Ferrybank road upgrades with improvements for pedestrians, cyclists and motorists. There will be a new train station, transport interchange and public works directly north of the strategic development zone as well as a 207-metrelong pedestrian, cycle and public transport bridge across the River Suir, with an opening span to accommodate river traffic.

Schools hosting 211 pupils from Ukraine

ALMOST 6,000 Ukrainian pupils are now enrolled in Irish schools, with more than two thirds taking their places in primary schools, as refugees from the war-torn country settle into Irish life. The Department of Education said that as of the end of May, some 5,843 Ukrainian pupils are in schools across the country, with 3,968 in primary schools and 1,875 pupils in post-primary. In Waterford, there are 139 pupils in primary and 72 in secondary schools. Specialist teams have been set up across the country’s education and training boards to assist in the transition, the department has said. The Regional Education and Language Teams (REALT) will primarily “build on existing regional education support structures”, it said. The initial focus will be on assisting families in securing school places. Dublin, as expected, has by far the most Ukrainian children now in primary and secondary schools, with 731 and 369 respectively.

That is followed by Cork and Kerry, who both have accommodated similar numbers to each other. “REALT is also supporting schools in the area to meet the needs of these children as they emerge, advising and supporting the department in developing new capacity, where required,” a department spokesperson said. For prospective students, information for parents is available in both Ukrainian and Russian on accessing school places at the Government’s website. Further and Higher Education Minister Simon Harris said last week that under current plans being put together by the Government, Ukrainian third-level students would not be obliged to pay international fees for entry onto courses, while they will also be eligible for State grants. The number of Ukrainian students seeking places on third-level courses is not yet known. The department will continue to publish figures on the enrolment of Ukrainian children each month.

Woman held in UK for burglary

A WATERFORD woman was one of two people arrested for stealing power tools in a series of burglaries in England, in April. The woman (24), teamed up with a 65-year-old local man to carry out a string of eight break-ins in Fordingbridge, Hampshire on the night of April 2. The pair targeted garages and sheds across several locations, including Newgrounds and Southampton Road in Godshill, and Moot Lane in

Hale. An investigation was subsequently launched and local police identified the two suspects a month later. Following a search of the vehicle, police discovered a haul of power tools including an angle grinder, a chainsaw, and a leaf blower, along with general tools and a toolbox. Both the man and woman were arrested on suspicion of burglary and handling stolen goods. They were later released under investigation pending further enquiries.

Henry the Eighth at the Royal

THE University Hospital Waterford Theatre Group has announced a June fundraiser, when they will be treading the boards to put on a fine performance of Henry The Eighth, His Wives, and His Crown Jewels. The event takes place at Theatre Royal Waterford, on Friday June 10 and Saturday June 1. Tickets €23 and all proceeds will go to Oasis House Refuge Waterford Helping Hands Support Group for The Homeless Waterford. Henry the Eighth and all his works and pomps is the subject of this group’s merciless scrutiny this time around. This production is described as being a little bit ‘Carry on …a little bit ‘Ello ‘Ello, and a lot of Dangerous Liaisons. Prepare to be entertained with this hilarious, intoxicating journey through Tudor history, courtesy of this mischievous group of thespians. This unique group of players is the only one of its type in Ireland. These talented performers, health professionals and well known members of the wider community, have raised €41,000 for charity since they began in 2010.

Into the blue for our beaches with five flags

A TOTAL of 95 Irish beaches and marinas have been awarded Blue Flags this year, marking an all-time record for Ireland — and Waterford will be flying five Blue Flags on its beaches, making a great summer for 2022. The five beaches in Waterford which have been classified as excellent this year are: Ardmore Beach; Clonea Beach; Counsellors’ Strand; Dunmore Strand, Dunmore East and Tramore Beach. It wasn’t such good news for some of the country’s other beaches however. Five well-known beaches have lost their ‘blue flag’ status, including the popular Bray South Promenade, in County Wicklow. An Taisce, the national trust for Ireland, revealed the upgrades and downgrades in its International Blue Flag and Green Coast Award competition for 2022. Along with the Wicklow beach, those awarded the ‘blue flag’ in 2021 but not this year were Warren, Cregane Strand,

Lucy Vaughan, Lucy Hayden, Anna Mackey, Caitlin Lowry, Aine O’Toole and Ruby Fanning who received Excellence in Academic Achievement Awards at the Ardscoil na Mara awards. None of these beaches achieved the ‘excellent’ water quality classification necessary to be awarded the blue flag. a blue flag in 2021 have been awarded one for the coming bathing season. These were: Trá Inis Oírr main beach in Co Galway, Fountainstown and Youghal Front Strand in Co Cork; Balcarrick, Donabate and Rush, South Beach in Fingal; Ballybunion North Beach in

Kerry and Ballymoney North Beach, in Co Wexford. For Trá Inis Oírr, it was the first time it has received the blue flag. The Blue Flag Programme has been in operation since 1987 with the first awards presented for the 1988 bathing season, when just 21 flags were awarded.

€80k fund for Crough Wood

MINISTER for Rural and Community Development, Heather Humphreys, has announced €15m in funding as part of a new five-year strategic partnership with Coillte designed to boost rural tourism, with Waterford standing to gain €80,000 in funding to develop Crough Wood, as well as open a new trail for walkers. Announcing the funding, Minister Humphreys said: “Our forest parks, walking and cycling trails and upland areas are what makes Rural Ireland stand out. “Right across the country,

people of all ages reap the benefits of these unique natural amenities on a daily basis. “This €15m partnership between the Department of Rural and Community Development and Coillte will further enhance our great outdoors – benefitting hundreds of thousands of people for years to come. “As Minister, investing in our great outdoors has been a major priority of mine. “We all know the benefits that our forest parks and outdoor trails provide in terms of both our physical and mental wellbeing,” she added.

Waterford Film Festival

THE Waterford International Film Festival, Waterford’s premiere film festival that showcases the works of national and international filmmakers, is now seeking submissions. In 2022 the festival will be celebrating its 16th annual event and will be a blend of cinema and online screenings. Cinema screenings will take place in the Odeon Cinema in Waterford City.

The festival welcomes all forms of short films: live-action, animation, documentaries and music videos. The festival also runs a movie-themed Photography Competition to support and encourage new and emerging talent in the areas of photography and art. Pride of Deise parade

THIS June, Waterford will see its first Pride march in over a decade as part of the Pride of the Déise festival. Taking place over the June bank holiday weekend, the fourday festival promises an eventpacked lineup with music, film, workshops, and, of course, glitzy cabaret! “For years, many of us had to venture to a lot of the bigger cities since there wasn’t something on here, now we have a full Pride weekend here in Waterford and that’s fantastic,” said Sasha Terfous, Pride of the Déise secretary. “Having Pride on our own doorstep is incredibly positive”. The parade itself takes place on Saturday, June 4, when proud members of LGBTQ+ community and allies will meet at Cathedral Square in the Viking Triangle before striding along the Quay to Hanover Street, followed by speeches and entertainment. Sara to treasure Gardens top post

Mount Congreve Gardens and Waterford Treasures Museums have announced the appointment of Sara Dolan as its new Commercial Director. In this new position, Sara will play a pivotal role in delivering on the tourism attractions’ growth agenda, ensuring the continued delivery of worldclass visitor experiences while working alongside the attractions management teams to further elevate Waterford’s position on the domestic and global tourism map. House prices set to fall but here’s the bad news ...

F

irst the good news: house prices in Ireland will soon start to fall and sky-high rents will be rolled back. Service industries will be able to fill their job vacancies and it will be possible to find an electrician or plumber to work on your home. Now the bad: these developments will be caused by an international recession which will hit Ireland harder than most. House prices will fall because few people will want to buy them; the same process will drive down rents. Unemployment will rise and employers will find it easy to fill vacancies, even at lower levels of pay. The recession will be caused by the phenomenon known as stagflation, where workers are awarded pay increases to compensate for inflationary price hikes. The inflationary cycle, if not broken at an early stage, becomes impossible to control;

industrial output falls and the economy stagnates, savings are eroded and anyone on a fixed income is faced with the prospect of penury. Am I certain about these harrowing predictions? Not entirely certain, to be honest. But, unlike almost everyone in Government or Opposition, I have seen it all before. Ireland went down this rocky road in the 1970s and 80s. We are on that

path again and I don’t hear anyone shouting ‘stop!’. In the early 1970s Ireland was enjoying a phase of relative prosperity. Industrial output was up, along with exports and wages. Our position was enhanced by impending membership of the then European Economic Community, which we joined in 1973. As a country we were earning more, but also borrowing more. The prospect of European membership made borrowing easier and Irish governments began to provide better services for our citizens on a ‘live now, pay later’ basis. The economy worked like one of those centrifugal wheels you see at funfairs where everyone sticks to the wall so long as it keeps spinning. When it slows down they all slide off. In 1974 international trade stopped spinning. OPEC, the organisation of Gulf states that supplied most of the West’s oil, imposed an

embargo on the US because of its support for Israel in a war with Egypt. The ban extended, in a patchy fashion, to much of Europe, including Ireland. The price of oil doubled , then quadrupled, pushing the cost of almost everything else through the roof. Workers demanded commensurate pay increases, but they were worthless because prices kept rising and even the money they were paid with was losing its value. Because that country does not go in for collective bargaining and has relatively few public service employees, America suffered badly at the time but recovered quickly. In Ireland, where powerful public service unions set the pace, the problem went on for years. Pay demands followed price hikes and were usually conceded only after costly, disruptive strikes. Before Ireland had escaped the cycle, the world was plunged into a new one, when the Iranian Revolution of 1978

caused another oil shortage. The rate of inflation in Ireland had fallen that year to 7.71% (about what it is now) but leapt to 13.3% the following year and hit 18.15% in 1980. I was then half of a young couple who had just bought a house and our mortgage repayment rate at one stage topped 20%. Many of these factors are in play today. EU backing has allowed our heavily-indebted exchequer to borrow at will and exceptionally low interest rates encouraged the Government to splash the cash in response to the many problems thrown up by the Covid pandemic. True, the Irish economy is much stronger than in 1974 - nevertheless, we are living wildly beyond our means, as we were then. The war in Ukraine has, like the OPEC embargo, led to a fuel shortage and pushed up the price of everything. Unions are responding with inflationary wage demands. Public sector

unions are leading the charge and the Government is showing no will to resist them. Irish governments could not resolve the inflation crisis of the 1970s and 80s, that depended on factors beyond our borders. But a lot of the things they did made matters worse. What we need now is a collective will to ride out this crisis. There should be pay rises, of course, but not across-the board rises aimed at matching price hikes. Government aid should be targeted at those who suffer most: people in very low -paid jobs and on social welfare and other fixed incomes. To pay for that, the Government should cut back on every other form of spending that is not immediately necessary. We will all suffer but a short shock is better than a lingering malaise. For Ireland, the inflation crisis of 1974 lasted more than a decade. We should learn from our mistakes, not repeat them.

Humble Hawthorn – Magnificent Mayflower

My favourite Hawthorn tree near Newcastle (Photo: JC Ivory) Over the last couple of weeks the countryside has become adorned and lit up with an exuberance of snowy white blossoms. Hedgerows, field boundaries and trees seem to be dressed as for a wedding or a communion. What is responsible for this resplendent erumpent display? It is the Hawthorn (Crataegus monogyna). This native, deciduous tree, which in winter looks so stark, bleak, gnarly and tough with vicious thorns, in May breaks into wonderous blossom. The timing of its’ flowering gives rise to its more common name the Mayflower. It is the white blossom of the Hawthorn that Shakespeare refers to as “the darling buds of May” in one of his most famous sonnets – Sonnet No. 18: Shall I compare thee to a summer’s day? Thou art more lovely and more temperate: Rough winds do shake the darling buds of May,

TEMPORARY CLOSING OF ROADS SECTION 75 ROADS ACT 1993 Notice is hereby given that Waterford City and County Council, in exercise of its powers pursuant to Section 75 Roads Act 1993, will close the following public road to through traffic from 3pm to 6pm each Saturday from 11th June to 27th August, 2022 (Excluding Spraoi weekend 28th to 31st July, 2022) to facilitate Summer in the City Festival. Road to be closed: • Jenkins Lane, Waterford. Fergus Galvin, Director of Services, Roads, Water and Environment.
