Message from the Mayor

As Mayor of Westmount, I am delighted to announce the upcoming summer celebrations marking our City’s 150th anniversary.

This significant milestone calls for a series of fun festivities for everyone that will resonate deeply within our community. From interesting lectures to culturally enriching exhibitions, family-friendly events, and many more surprises, there will be something for all to enjoy.

As we take a moment to reflect on Westmount’s rich history and the strides we’ve made over the past century and a half, I extend a warm invitation to all residents to join us in honouring this milestone and embracing the strong sense of community that characterizes our beloved City.

Here’s to 150 years of resilience, growth, and prosperity in Westmount!

As spring brings warmer weather, we’re gearing up for a busy construction season in Westmount, with a series of major projects planned for 2024.

This season’s biggest project will showcase an extensive reconstruction of Upper Lansdowne, with a focus on improving safety for pedestrians and schoolchildren. We’re also scheduled to rehabilitate underground water mains and services on Belmont Crescent, Murray Ave, Braeside Place, and Mountain Ave as we continue to renew our aged water network.

We understand that street improvements can’t always wait for underground work. Accordingly, expect to see sidewalks being repaired and targeted roads being resurfaced. To prepare for major road reconstruction projects on Claremont Avenue and the Forden circle planned for 2025, we’ll have public meetings this year to hear your ideas and work together before these projects are designed and tendered.

Don’t miss the new maker’s space coming to the Westmount Public Library, an exciting place designed for creativity, discovery, and innovation.

With any construction, some disruptions are inevitable. Rest assured; our team is committed to reducing the impact of the work. We’re counting on your support and understanding as we make these vital improvements to our public infrastructure.

Engineering Summer Projects

The return of warm weather means the beginning of the construction season. Below are some of the projects that the Engineering Department will be working on this summer; for more details as they become available, visit westmount.org/roadwork.

Creation of a maker space at the Westmount Public Library

• Currently underway and expected to be complete in June.

• Includes creation of new universally accessible entrance with direct access to the children’s section.

Reconstruction of Upper Lansdowne, from Lansdowne Ridge to Edgehill

• 26-week project to begin this summer.

• Complete reconstruction of the road sub-surface, base, and asphalt surface; reconstruction of all sidewalks.

• Replacement of the public water network, including the public portion of each home’s water service.

• Reconstruction of the street lighting network, including 20 new Washington-style lamp standards.

• Reconstruction of Hydro Westmount’s electrical distribution and installation of two new prefabricated Hydro Westmount chambers.

Partial reconstruction of Dorchester, from Ste. Catherine to Greene in the eastbound lanes

• 13-week project to tentatively begin mid to late June.

• Repairs to the concrete road base, paving of the entire asphalt surface, and reconstruction of portions of the sidewalks.

• Reconstruction of Hydro Westmount’s electrical distribution network and two underground electrical chambers.

Reconstruction of Claremont and Forden

• First round of public consultations.

Structural lining of water mains and replacement of the public portion of the water services on various streets

• Scheduled to be executed between May and October 2024 at various locations.

• Replacement of the public portion of the water services, installation of temporary water networks, replacement of sections of the water main and water valves, replacement of three fire hydrants and two other fire hydrant connections and valves.

• Work will take place on Belmont Crescent, Murray, Braeside, Mountain, and in King George Park.

Update of Westmount Park playground

• Scheduled to begin in late May.

• Installation of new play structures and updating of surrounding paths.

Imagine Westmount Southeast

The City is pleased to launch the process to design a Special Planning Programme (SPP) aimed at shaping a cohesive vision for Westmount’s southeast sector. Local stakeholders and community members are invited to share their ideas during a participatory phase this spring. Follow the project online at engage.westmount.org/ westmountsoutheast.

PROPERTY TAXES

The deadline for the final installment of property taxes is Wednesday, May 22. Residents who miss the deadline will incur penalties and interest.

GARDEN WASTE

The Belvedere Road depot opens to residents and contractors with a permit, and curbside garden waste collection begins on Monday, April 15. For a list of accepted materials and for the collection schedule in your sector, visit westmount.org/greenwaste.

SPORTS AND RECREATION

SUMMER REGISTRATION

Registration for recreational programmes and summer camp begins on Tuesday, April 16. Registration for tennis and swimming lessons begins on Tuesday, April 23 (online as of 8 a.m. or at the office as of 8:30 a.m.)

FAMILY DAY

The City’s 47th annual Family Day is taking place on Saturday, May 25. Details will be available on the website in early May. westmount.org

Public Works Update

Here are a few of the projects that are keeping the Public Works Department busy this season! To get more information about these programmes as they become available, visit westmount.org

TREE DISTRIBUTION

This spring, residents may obtain one tree free of charge for planting on private property in Westmount. This year’s selection is entirely made up of native species to benefit the local urban ecosystem. Until quantities last.

GREEN PATROL

This summer, the Westmount Green Patrol is back to raise positive awareness on best practices for recycling and composting. Find them in your neighbourhood during weekly green and blue bin inspections!

KING GEORGE PARK

The City will continue to invest in the trees of King George Park, and some pathways will be updated.

GREEN GRANTS

The City is now offering grants for a variety of sustainable purchases. Zero waste products, wildlife installations, reusable diapers and electric scooters are just a few examples of eligible expenses!

COMPOST DISTRIBUTION

Compost made from the yard waste collection will be available to Westmount residents starting mid-May for as long as supplies last. Dates will be announced on the City website.

ELECTRIC VEHICLES

The City’s new electric Madvac is now out on the road helping with spring cleaning. It’s one of Westmount’s growing fleet of electric vehicles and equipment, which includes a mix of hybrid and 100% electric vehicles.

MEMORIAL GARDEN

This spring, landscaping work will begin on the Douglas Firstbrook Ellis Memorial Garden. It will be located in Westmount Park, near the Westmount Recreation Centre.

COLLECTION CALENDAR

DECEMBER

Changes as of May 1, 2024

• Buildings with 8 units or less and single-family homes will have landfill (garbage) collection every week from May to September, and every two weeks from October to April.

• Composting will be mandatory for buildings with 9 to 29 units.

• All materials will be collected streetside or along accessible lanes only (no collection in inaccessible lanes)

• Recycling should be put out no later than 7 a.m. on Wednesday mornings (if using a bin, recycling can be put out as of 8 p.m. Tuesday evening).

• Prior registration online is now required for Bulky Item collections; they take place the first week of the month, from May to October.
