Spring Has Sprung! Well here we are in the Spring of 2012 after experiencing an incredible Summer Like Winter. Perhaps that is why Real Estate has improved so much in last few months. The Weather? Not sure the experts would agree with that but our beautiful conditions always are a plus to attract out of area buyers. The truth is we are selling more homes and have been since the last quarter of 2011. California pending sales have climbed since the beginning of year with higher number of sales from December and last year at this time. Nationally it is reported that the economy grew faster in the final months of last year and continues on a positive path. The number of sales nationally is also on the rise. Recently (2-27-12) on CNBC Warren Buffet, CEO of Birkshire Hathaway said, "that buying single family homes is such a great investment right now, if it were practical, he'd buy a couple hundred thousand of them." Santa Barbara County is keeping pace with many other beach cities in California with many more sales in all price ranges. This has changed the mood of Buyers and Sellers. Buyers are making quicker decisions and Sellers are not having to wait months for a Buyer to show up. Price, condition of the property and location are still important factors but the inventory in many prices ranges is much lower than a year ago. This inventory condition can be described as moving into a rough balance, not favoring buyers or sellers. Economic Outlook 2012 While the housing market has had its challenges in recent years, there could be reason for optimism in 2012. Top housing economists believe that the worst of the downturn may be over, and are predicting to see gradual improvement in home sales and prices this year. Yet, a strong housing recovery will require higher consumer confidence, improvement in the job market, and an overall increase in the health of the national and global economy. If these factors see improvement, it is quite possible to see a gradual rebound.

On a national level, the economy is slowly gaining poststimulus momentum. In 2011 the GDP was at 1.8%, and it is expected to be at 2.6% in 2012, which is still historically low, but it’s a definite improvement over where we have been, assuming the forecast is correct. These numbers are much better than our GDP from 2009, when we hit a low of -3.3%, the largest annual drop since 1938.

Leslie Appleton-Young, Senior Vice President and Chief Economist for the California Association of Realtors, spoke recently here in Santa Barbara. She stated there are wild cards that could impact housing in 2012, including federal monetary and housing policies, a contentious political climate in an election year, the happenings in Europe, and the unknown strength of the U.S. economic recovery. She does, however, believe the California housing market in particular will improve this year. Appleton-Young sees a dichotomy between the number of people who are in distressed situations with their homes, verses the number of people out shopping, traveling, and buying cars. She thinks this disparity can be explained by the number of individuals who are living in homes without paying their mortgages, thereby allowing them to spend money on other things. She referred to this additional wild card as the “squatter economy.”

As always, it is important to remember that real estate is impacted by global and national events, yet it is inherently LOCAL. The data varies widely from one part of California to the next (i.e. Santa Barbara and Malibu), and we have to go even deeper than that. In Santa Barbara, we are divided by North and South County. Then we must consider individual neighborhoods and break that data apart by condos, homes/ estates, land, and investment properties. And, these days we have to consider the type of sale. We have three very unique types of sales in the market today. These include: Equity Sales (normal sales), Short Sales, and REO Sales (bank-owned), which can be looked upon as their own sub-markets. Typically, both Short Sales and REO Sales indicate that a property is distressed, and has been or is currently “underwater,” meaning the loans on the property are higher than the value of the property.


In California, 46.8% of sales are either REO or Short Sales, and this number appears to be dropping (pre-foreclosure and auction properties are down roughly 20% from one year ago). In Santa Barbara, 30.6% of our sales were distressed in 2011. We have a much more traditional housing market when compared to many other parts of California, where distressed sales are a much higher percentage of overall sales.

Housing sales were up 1.1% in 2011, compared to 2010. Housing permits were up 5%. Statewide, the median sales price was down 6.2%. Between the peak of California’s median home price in 2007 at $594,530 to the trough in 2009 at $245,230, we saw a 59% drop, which was unprecedented percentage to fall. The median has risen slightly since then, but it has been hovering nearby. Currently California as a whole has 4.2 months of unsold housing inventory. A 6-month supply is considered to be a balanced market. In Appleton-Young’s opinion, “The most likely scenario is for the modest recovery to continue, and this should push sales up slightly next year and maintain levels that are significantly higher than those recorded during the depths of the housing downturn.”

On the local front, the Santa Barbara South County median sales price was down 11.6% to $655,000, comparing 2011 to 2010, yet the number of sales went up 39.7%. December of 2011 reflected the highest number of sales in any month since May of 2007. This is suggested to be the result of low interest rates and the increase in affordability. The median price of detached homes (not including condos) was $790,000 in 2011, down 7.1% compared to 2010. To continue reading this article, see page 69

Using data provided through the Santa Ynez Valley Multiple Listing Service the number of residential sales dropped significantly in 2007 and again in 2008, with the later being the lowest in decades. Since then respective residential sale gains have taken place each year, with 2009 (20%), 2010 (13%) and 2011 (11%) or 53% over the three year period. All the gain in the number of sales has been in the under one million dollar price range, the one to two million dollar range has increased some and remained steady for the past two years and sadly the above two million dollar market has not shown much if any recovery since the 2008 low point. Whether prices remain flat, decrease or increase depends upon the Economics 101 supply and demand theory. In the Santa Ynez Valley area there is a very limited supply of residential homes in the under one million dollar range so it is almost certain that at least a leveling in pricing will take place and most likely an increase in prices will be experienced by years end. The one to two million dollar range inventory is fairly high, but it will not take many such sales before there is a flattening in those prices because of demand and there are so many very good under replacement cost buys in this category. The jury is still out on the above two million dollar market. This market could turn rather fast because of the cash buyers lurking to take advantage of the bargains with some properties available close to 50% of replacement costs. Or we may see the more conservative wait and see approach during this election year. Regardless of the price range we are experiencing a change; 2012 is looking much better than anticipated and we could see the recovery projected for 2013 taking place in 2012. The Santa Ynez Valley real estate market could be described as “The Perfect Storm”: below replacement cost prices, low interest rates, in many cases a good selection to choose from and a very desirable place to live. A Look Back

Remembering Santa Barbara By Elizabeth Wagner

W

hen I was a little girl, growing up here in Santa Barbara, I spent lots of time as a passenger in cars usually driven by my parents. Every time my Dad would drive us past the Dolphin Fountain, we would call out; "Hi guys!" and wave at the fountain. Now years later, driving myself and quite often, my son, I still call that out or at least think it as I drive by. As I show clients around Santa Barbara and educate them about real estate, neighborhoods, school districts and prices, I also am rattling off insider information that only a local Santa Barbara can divulge.

Speaking of our harbor...I used to take sailing lessons and once sailed a boat with two other 6th and 7th graders. Well we were pretty little and we capsized and we were too light to re-right our boat and had to get rescued by the harbor patrol so we didn't get tangled up in the pier pilings...yeah, not the best day...but later we spotted Kevin Costner at the dock and he was quite popular then from his Dances With Wolves movie so we forgot about our near disaster...

Or those of us who were too young to drive, came up with all sorts of car games to pass the time...'I see something blue'...'No, Dad it's not the sky'...quick think of another blue thing... One time my Dad and I walked out to the end of the breakwater and then walked all the way across the harbor entrance, on sand to the beach. That was when the "dredge" wasn't here and the sand piled up that much!

I remember my Dad telling me that this would be the only time in my life that I would most likely be able to do this.

..and sure enough, now the dredge is a permanent fixture in our harbor and keeps the passageway deep enough for all the boats to get in and out.

estled in the neighborhood of Ellwood/Santa Barbara Shores in Goleta is the entrance to the Coronado Butterfly Preserve. This nine acre preserve and surrounding protected open spaces offer an abundance of beauty and nature. A meandering trail leads you through meadows, woodlands, and over a creek, to a eucalyptus forest. During the months of November through March (peak season is December and January), Monarch butterflies “winter” in this forest. 1000’s of butterflies hang from the trees in huge clusters and on warm, sunny days, flutter around the surrounding area and dance on the leaves of the natural brush delighting visitors young and old. Beyond the forest, the trail joins other trails providing access to the coastal bluffs and the beach below. This is

an ideal place to visit whether you have as little time as a lunch break or as much as an afternoon, whether you want to sit quietly and enjoy the wonder of the butterflies, picnic on a blanket in a meadow, walk, jog, or bicycle on the bluffs or enjoy the beach below. At every turn, the beauty of nature abounds but in the winter months, the enchanted forest of butterflies is the main attraction. The United States is at the forefront of some of the best technologies the world has seen, including the Cloud, smart phones, “apps,” biotech, oil and gas, and IPO’s like Facebook. He said the lesson in these times is not to scour the world for which economist’s view is the “right” view, but to remember that thinking any particular view is “right” can be blinding and is what contributed to our current mess. We thought we were in a good place, when a downturn was right around the corner. Conversely, even though now many analysts lean toward predictions of gloom, we should remember that an upturn might very well be a possibility. Is the worst over? It looks like it. Are there wild cards? Yes. But sales are up, interest rates are low, inventory is level, and Santa Barbara is an exceptional community. We all need housing, and we are nearing spring, one of the more robust times for our real estate market. Per Appleton-Young, it’s going to take time to come out of this downturn, but we are improving one transaction at a time. While no one knows for sure what will happen to the housing market in the coming year, many analysts agree that things are getting better. If you have been holding off buying a home, this may be the year to jump back into the market while prices, interest rates, and overall affordability are highly in your favor.

On a final note, I appreciated a commentary made recently by Adam Davidson of Planet Money. He gave a number of reasons for why there is room for growth, stating that when everyone is gloom and doom, there is room to boom. He mentioned numerous factors: There are 92 out of 100 people working. We have been through a suppressed housing market where a number of people are in smaller homes or living situations than what they feel comfortable with, and as soon as they feel wiggle room, we will experience those people requiring housing, and this will be based on real need.
