Water Issues throughout Scottsdale’s History NOV 2018

It’s feast or famine in Scottsdale when it comes to water. We’ve suffered when there’s too much of it, or when there’s not enough of it. Throughout Scottsdale’s history, however, we’ve found innovative, collaborative ways to ensure we’ve got a handle on various water issues. Here are a few drips of Scottsdale water history: The Hohokam people were the first to attempt control of seasonal flows of the Salt River. Some 2,000 years ago they hand-dug canals from the then-flowing Salt River to channel water to their crops. Some of these Hohokam sites and canals were in southern Scottsdale. Upland Hohokam, living around Pinnacle Peak, got water for their crops from natural springs in the McDowell Mountains. W.J. Murphy was metro-Phoenix’s modern-day canal builder. He, his wife Laura and their construction crew built the Arizona Canal across the Valley in 1883-85. This new access to water paved the way for Scottsdale to be settled as a farming village by Winfield and Helen Scott and others a few years later. In 1903, farmers formed the Salt River Valley Water Users Association (forerunner of SRP) to manage the local and growing canal system. With a boost from the federal government, the SRVWUA build Roosevelt Dam to further ensure a year-round supply of water. Former President Teddy Roosevelt himself dedicated the dam in 1911. A ‘zanjero,’ or water overseer, was a key role in Scottsdale and other neighboring towns.

Scottsdale got its first blacksmith shop when George and Mary Alice Cavalliere finished working on local canals in 1910. They moved their tin shed to Brown Avenue/2nd Street, where a third generation of Cavallieres still operates the shop, now making ornamental ironwork. Canals were multi-purpose in early Scottsdale. Not only did they supply water for crops, livestock and homes, but their banks were picnic sites and their mud-lined ditches were swimming and fishing holes. After World War II, when canals were lined with concrete, they became strictly off-limits to all but SRP maintenance crews. During its first 90 years of settlement, Scottsdale -- residents, businesses and farms/ranches -- received water not only from the SRVWUA, but also by subscription to privately-owned/operated water companies. After Scottsdale incorporated in 1951, the town purchased water from Phoenix or from the private companies. By the 1970s Scottsdale had its own municipal water department and an expanding delivery system, and continued to purchase private water companies, particularly in newly-annexed lands to the north. As Arizona’s population grew during the 20th Century, long-term solutions for adequate water resources were debated. As far back as the 1920s, Western states proposed sharing water from the Colorado River. After nearly 50 years of legislative discussions, on Sept. 30, 1968 President Lyndon B. Johnson signed the Central Arizona Project Act. The primary purpose of the CAP was to help Arizona conserve its groundwater supplies by importing surface water from the Colorado River, the supply of which is renewed yearly by rainfall and snowmelt. It is a 336-mile long system of aqueducts, tunnels, pumping plants and pipelines. In 1985 Scottsdale became one of the first cities in the state to receive its allocation of water from the CAP. The CAP canal also became an important ‘directional landmark’ for Scottsdale.

Through concern about the amount of water used by an increasing number of golf courses, Scottsdale again pioneered a water-saving idea. In 1984 the Gainey Ranch Water Reclamation Facility was dedicated, the first to return non-potable water for golf course irrigation. Torrential rains caused annual flooding in Scottsdale, particularly of the Indian Bend Wash. As Scottsdale grew in population and size in the 1960s, floods of the wash cut the city in half, preventing children from getting to school and employees to work. In August 1964, a citizen committee headed by landscape architect Bill Walton recommended to Scottsdale City Council that the city create a greenbelt of parks Flooding of the Indian Bend Wash was a perennial problem before the Indian Bend Wash Greenbelt Flood Control Project was rather than the concrete box channel recommended by the Army Corps of Engineers for flood control—sigcompleted in 1985. Funded by a bond issue passed in 1973 the 17-mile flood control system of parks and recreation facilities was completed in 1985 and - is a point of pride for Scottsdale’s innovative approach to problems. Between 2000 and 2007-- with partnerships among SRP, the City of Scottsdale and private developers -- the north and south banks of the Arizona Canal in downtown Scottsdale morphed into a retail, restaurant, residential area with pedestrian and special event areas. The canal banks became a public gathering place at what was once the lifeblood for Scottsdale farms. Who says you can’t have a waterfront in the desert?
