Crucial Education Bills

from the 2019 General Assembly session Reading VEA’s Report Card VEA’s key votes are listed across the top of each chart. A green check mark means the legislator voted with VEA on that bill; a red X means they voted against VEA’s position. If blank, it means they didn’t cast a vote on the bill.

HB2037/SB1397: the VEA-initiated Teacher Diversity Act. Addresses the disparities in pass rates on the professional assessments required for initial and renewable licensure. HB2325: the VEA-initiated Teacher Reprimand Bill. Expands the authority of the Board of Education when disciplining a license holder. Only current options are to suspend or revoke a license; this allows a less punitive written reprimand. HB2609: Mandatory School Resource Officer (SRO) Training Bill. Requires the establishment of training standards for certification and recertification of law-enforcement officers serving as SROs. Such training shall be specific to the role and responsibility of a lawenforcement officer working with students in a school environment. HB1652: School Calendar/Opening Day of School Bill. Eliminates the requirement that school divisions may not start school before Labor Day without a waiver from the Board of Education. SB1236: State Defining an Education Employee Association. Would have established a legal definition of an education employee association and directed local school board interaction with such local associations. This bill was a complete overreach of the General Assembly into school boards’ local control. SB1015: Expansion of Tuition Tax Credit Scholarship Program (Back door vouchers). Would have expanded Virginia’s TCS program by providing overly generous state tax credits for persons or businesses making donations to scholarship foundations at private schools. HB2416: Public Charter Schools. Would have allowed the Virginia Board of Education to override a local school board’s decision to deny a charter school application, a violation of our Constitution.
