One hundred and thirty-eight teams will be competing, with two clubs, Glenroy and Bulleen-Templestowe, making their debut in the Victorian Amateur Football Association .

After two pleas by the writer at the end of season 1973 asking clubs to assist us with recruit umpires, only four clubs came to our assistance, each supplying one new umpire .

Caulfield Grammarians, National Bank, Commonwealth Bank and Alphington are the teams to whom we offer our thanks .

The first three clubs named have given us many umpires over the years .

With nearly 140 teams in our competition I felt we may have had a better response . To the clubs which did try and failed, thank you for your efforts .

I know it is not easy to "talk" young chaps into the field of umpiring. The money paid is good, but the personal language handed out is sometimes hard to take .

Every umpire does his best - can we ask more ?

PERSONAL On January 6th PHILIP ROWELL and SUSAN McLEAN were wed at Littlejohn Memorial Chapel, Scotch College, followed by a reception at the M.C.C . dining room .

As both the fathers of the bride and groom were champion players with Melbourne and St . Kilda V .F.L . clubs respectively, we perhaps can expect at least another carnival umpire from this union.

Two umpires were seen racing around Princes Park last week . The following day the police placed an amphometer across their track . Perhaps it was only a coincidence.

They play the game tough in the bush - one amateur club played a country team in a practice match everyone, including players and umpire, had to pay $1 to get into the ground . The "ump" (quite experienced) no doubt added the cost to his fee .

Like all members of the V .A .F.A ., umpires were quite upset to learn of the illness of Mr. Jack Fullarton, who collapsed soon after the finish of last season .

It is pleasing indeed to know that he is again back to health and ALL umpires join with me in wishing him many years of health .

IMPORTANT NOTES CONCERNING PERMITS AND RE-REGISTRATIONS Club Secretaries are reminded that all applications for permits who have played with League or Association first or second XVIIts and certain Country Leagues must appear before the Permit Committee.

The Club Secretary should ring the Chairman of the Permit Committee, Mr F . H . Coldrey, at 92-4797, to ascertain the date and place of Permit Committee meetings .

While on the subject of permits, it might be as well to remind club officials that they should check all permit forms before lodging . them with the V.A .F .A., to ensure that they are fully completed and in order .

Any form which is not complete will be returned to the club concerned . Similarly, any form marked X indicating where the player should sign will also be returned.

If an applicant for a permit has not played' with any club previously, he should write NIL in the space provided .

All applications for permits must be submitted on forms which provide for the applicant to complete a statutory declaration as to his amateur status .

Applications for permits must be in the hands of the Records Secretary of the Association, by TUESD AY, otherwise they will not be dealt with until the following week .

Clubs with Junior teams are advised to register players who are eligible for the Juniors on a Junior permit form . These players will then be automatically registered and eligible to play with the Seniors and Reserves .

RE-REGISTRATIONS Re-registration of players should be mad e on the appropriate form duly completed and signed by the player, or alternatively, lists of players to be re-registered may be submitted on DUPLICATE and in alphabetical order of players' names . Addresses of players must also be Included, together with telephone numbers if available .

Lists must be on club letterheads and signed by the Club Secretary .

Any list not complying with this requirement will be returned for correction or completion .

Re-registration of players in the Junior Section must be on the appropriate form, duly completed and signed by the player .

The slip at the foot of permit forms and re-registration forms, which is detached and returned to the club Secretary on granting of the permit (or re-registration) must be completed before the form is lodged .

Permit forms and re-registration forms must be completed and signed in INK ; forms filled out in pencil are not acceptable .

ALL NEW PERMITS AND RE-REGISTRATIONS are to be forwarded to the RECORDS SECRET4RY, Mr Bruce DeLacy, 67 Charman

Enquiries on Saturday mornings should be made not later than 10 a .m .

TEAM LISTS REQUIRED Clubs which have not yet submitted Team Lists for publication in "The Amateur Footballer" are required to furnish the necessary information immediately so that all lists may be included in the next issue.

CAPTAINS, VICE-CAPTAIN S Clubs whose Team Lists do not show the Captain and Vice-Captain should furnish this information, so that the next issue will be complete.

LITTLE THINGS ALL SHOULD KNOW ABOU T 1 . . The lines in front of goal posts are known as the kick-off lines, not the goal square.

2 . Time added, is time on, not time off.

3 . All clear is the signal, given to the goal umpire - by the field umpire - indicating that the goal umpire is at liberty to decide whether a goal or behind should be recorded .

4 . Goal umpires are the sole judges of scores .

5 . The ball must be completely over the scoring or boundary line, before a goal or behind is scored, or the ball is out of bounds .

6 . When the ball Is kicked out of bounds on the full - the player receiving the free kick may bring the ball Into play - either by kicking or by hand ball .

Channel 2 also provides quarter-by-quarter scores of A Section matches each Saturday afternoon.

TIMEKEEPERS' INSTRUCTIONS REGARDING "TIME-ON " "Time-on" must be added (1) when signalled by the Field Umpire and (2) when a goal or .behind has been scored. In the case of a goal, take the time from the waving of the flags by the Goal Umpire to the bouncing of the ball in the centre by the Field Umpire and, in the case of a behind, take the time from the waving of the flag to the kick-off .

CORRECT SCORES ESSENTIAL Clubs are reminded that correct scores must be phoned to the Herald office, otherwise a fine (one dollar) will be incurred .

And remember, too, that scores are incomplete without the points-offending clubs will be fined .

SECTION - PLEAS E Press Correspondents are requested to comply with ALL INSTRUCTIONS in the Notes to Press Correspondents issued to all clubs prior to the Season - including - CLUB NA ME and SECTION on every, envelope forwarded to The Amateur Footballer .

REPORTS ON UMPIRES GO TO SECRETARY Club secretaries and team managers are advised that the REPORT ON UMPIRE must be forwarded to the secretary of the V.A .F .A . each week, and NOT to the Editor of The Amateur Footballer.

AT ELSTERNWICK PAR K ADMISSION TICKETS Admission tickets issued to clubs for matches at Elsternwick Park are for the use of players and officials only. Any player who cannot produce a ticket will be required to pay for admittance.

CAR PARKIN G Drivers who are not willing to park cars as directed at Elsternwick Park, will be refused admittance to the ground .

SCOREBOARD Clubs are advised that the Scoring Boar d at Elsternwick Park must be operated by responsible club officials at all times .

Children must not be allowed in the Scoring Board .

HOW TO CONTACT EMERGENCY UMPIRES Emergency umpires for all sections will b e located at Elsternwick Park, and will be available to proceed to any ground if required .

The telephone number will be 91-6491 .

Should the appointed umpire fail to appear, it will be necessa ry to phone Elsternwick Park and ask for an emergency umpire to be sent.

Clubs must make themselves familiar with the system, and ring the correct number : 91-6491 .

HERE'S HOW YOU CAN HELP WHEN PHONING SCORE S Club representatives when phoning scores to the Herald can help in three ways .

I . BE PATIENT-There are a large number of calls to handle in a, short time . You may find the phone engaged - and when you get through to the number, you may be asked to "Hold the line please" . The call before yours on the other line has to be attended to and the scores written down TWICE - on the Herald copy paper and on the VAFA result sheet .

2 . ALWAYS INCLUDE THE POINTS For example 5 .6-36 points . Remember the scores' are not complete without the points - and you will be fined for not having phoned the complete scores - and make sure they are correct - or you will also be flned .

3 . DON'T ASK FOR SCORES IN OTHER MATCHES - or ring especially to ask for scores . This takes time and may prevent another club from meeting the "publication deadline".

Your assistance and co-operation in these matters will be appreciated.

PRESS CORRESPONDENT S POST REPORT EACH SUNDAY . - It is absolutely essential that copy be received by the Editor BY,FIRST POST ON MONDAY EACH WEEK . Copy received after this time will not be considered .

UHSOB, also promoted to 'A' section, ran 1963 runners-up, Ormond to 11 points while Caulfield Grammarians, in 'B' section, after many years absence, were 7 goals up on Geelong at the final bell .

ASSOCIATION HONORS EDITO R

George McTaggart, editor of this publication since 1947, has received one of the Victorian Amateur Football Association's highest honours - Life Membership.

This award, together with that of patron, is the Association's most distinguished form of recognition .

Life membership was bestowed on George at the packed Annual, Meeting of the Association . Following this he was presented with his Life Membership Medallion by President, Lou Zachariah during the recent April Delegates Meeting .

Association patron Jack McCann in moving George's Life Membership, spoke in glowing tributes of his wonderful service to the V .A .F .A . over a period of 36 years .

From somewhat humble beginnings as Assistant Secretary of Melbourne High School Old Boys in 1938, he quickly became Secretary by 1939 and served in this capacity until 1946 .

During this period he still found time to be Secretary-Treasurer (19391953) of the Victorian Junior Amateur Football Association which in 1953 joined forces with the V.A.F .A . and is now better known as our Junior Section .

During the years 1947-1955, George continued actively with M .H .S .O .B . as a Vice-Preside'nt becoming a club Life Member.

These aspects of the V .A .F .A. background on one George McTaggart are comparatively unknown . Now to the "well-known" .

After being appointed Editor of the "Amateur Footballer" in 1947 he duplicated his responsibilities by also acting as publisher until 1956 .

That year the A.N .F .C . saw fit to award him its Merit Certificate .

In addition to his "local" commitment with the "Amateur Footballer", he has arranged the special "Carnival" issues of 1951, 1962 and 1973, the years the A .A .F .C. Carnival was held in Melbourne .

The efforts of George McTaggart are synonymous with our publicity cause ; whether it be the "Amateur Footballer", his varied radio- segments or the newspapers, "Sporting Globe", "Age" and "The Herald", he has seen to our needs and done the job well .

His' is a popular Life Membership, thoroughly earned and most certainly deserved.

Congratulations to Ross McKenzie who plays his 50th game for Monash Whites today . Ross started with the Whites in 1971 and was a key player in the 1972 Reserves Premiership and last season played a major role in getting the club into the finals . Well done Ross and we all hope you can go on to attain 100 games .

BALL BRIEFS CENTURY TO OLD XAVERIAN Congratulations to CHRIS "TIPPER" CALLINAN on reaching the 100-game mark with Old Xaverians .

Chris is noted for his dashing style as a defender and for his single goal in 1971 . This season has started well for Chris as he has been appointed club captain, a decision which has been applauded by all club members - maybe this will be "Tipper's" year to win the best and fairest after setting an all-time record as runner-up .

Well done Chris, your play and work around the club is an example to us all .

CENTURY TO OLD BRIGHTON GREAT Congratulations and thanks from al l at Old Brighton go to Richard Thomas on the completion of his first 100 games with the club . Since 1965 "Tommy" has been a constant in-

spiration and example to his teammates with his dedication, skill and extraordinary ability to win kicks .

These attributes have rightly earned him the best and fairest awards for both the O.B .G .F.C . and `D Grade', as well as the honour of captaining the club . Everyone at Old Brighton wishes him well for season 1974, and expect him to turn in another beautiful game to open the season .

Old Brighton also wish to congratulate John Trotter on reaching his 50 games with the club . Johnny has added much-needed life and pace around the packs for both the Junior and Reserve sides in past seasons, and is challenging for a place in the senior side this year with his fine practice match form . Congratulations Johnny, and all the best for 1974 .

All at F .I.T.F .C . would like to congratulate a fine player in the person of Wayne Absalom on playing his 50th game today. Always on the job at training, he is an inspiration to his fellow players. Well done `Abo .'
