Pension Reform – Protecting Vulnerable People As of the 6th of April, new pension regulation have come into force giving people over 55 the choice of spending, saving or investing their pensions however they want. Although for many this may come as a blessing for others it puts them at risk of exploitation or falling victim to scammers or fraudsters. Previously having savings tied up in a pension offered some protection as neither the pension holder, nor the fraudsters were unable to access the funds. However the new reform changes mean fraudsters know a vulnerable person can release their reserves. The Pensions Regulator has already stated“ the people behind pension’s scams are

often agile, sophisticated and organised. Whatever the law is, they will seek to exploit it, so we expect the scams we see to continue to evolve” (The Financial Times 16 January 2015) In fact an investigation is currently underway by the Information Commissions Office (ICO) to establish if highly sensitive personal pension details have already been sold to cold calling firms. The ICO have previously warned that “the pension reforms could

result in a flood of scams on the scale of the next PPI scandal’. (The Guardian 30th March) It is also worth recognising risks do not only come from fraudulent or illegal activity but also legitimate businesses that use very aggressive sales techniques to pressurise people into purchases they don’t want. It is even more important for third sector organisations and volunteers working with older or vulnerable people to help inform them of potential risks and to safe guard where possible against those risks. Trading Standards and East Renfrewshire Adult Protection Team can offer help on how to minimise the risk and keep vulnerable people and their savings safe.

Water Water Everywhere Charities and sports clubs across Scotland are set to be able to keep more of the money they raise in 2015 and pay less on bills. Applications opened on 1st April 2015 for a new scheme to assist eligible organisations with the payment of water and sewerage charges. The Scottish Government scheme means that charities registered with the Scottish Charity Regulator (OSCR) and Community Amateur Sports Clubs, which meet the scheme requirements and have an income of less than £200,000 will no longer need to pay water and sewerage charges – and those with incomes between £200,000 and £300,000, will pay a reduced rate. Beneficiaries of the current scheme that ends on 31 March 2015 are automatically enrolled in the new scheme. They will receive a letter shortly from their Licensed Providers to confirm. All charities and Community Amateur Sports Clubs which are currently responsible for paying water and/or sewerage charges must apply for the new Scheme, but have till March 2016 to be included for help with their 2015-16 bills. Further information on the new Scheme and the transitional measures for those that have benefited from the Scheme that ends on the 31 March 2015 is available at: http://www.scotland.gov.uk/Topics/Business-Industry/waterindustryscot/ watercharges Alternatively charities and Community Amateur Sports Clubs can contact their Licensed Provider.

Wellbeing for Young Scots The Scottish Government have launched a new website for young people. Wellbeing for Young Scots (www.wellbeingforyoungscots.org) is designed to enable young people to better understand the policies and practises used by schools, agencies and organisations involved in delivering the Getting it Right for Every Child (GIRFEC) strategy. Although GIRFEC and the Shanarri wellbeing wheel are commonplace with professionals, teachers and support workers this is really the first resource aimed at ensuring young people themselves understand what it is all about. In addition to explaining ‘well-being’, the website also has easy to read information on the new Named Person law and how it will affect children and young people as well as information on what extra support is available in times of difficulty, upset or stress. The website is simple to navigate and suitable for any young person aged 12 and above and includes short video and audio clips of young people using their own words to describe how GIRFEC and the Named Person will work.

East Renfrewshire Small Grants Trust The East Renfrewshire Small Grants Trust is a newly established charitable trust whose objective is to promote health and well-being for all East Renfrewshire’s residents. VA Digital – Digital Lunch We are pleased to announce that Voluntary Action East Renfrewshire have recently been awarded funding from the Big Lottery ‘Investing in Ideas’ grant fund for our ‘VA Digital’ project. Digital technology is something that has increased dramatically over the years, both within and out-with our personal lives. The VA Digital project will investigate the use of technology in the local third sector. This will examine what third sector groups think about using technology to interact with service users, communicate with one another and measure success. From the information gathered during the research; we hope to identify if VAER, as an organisation, could provide a digital support service for local third sector groups to help them make effective use of the free technology available to them. During the course of the project, we plan to run events where participants will find out how to make effective use of the web and how they can access free tools for their group or organisation. Our first event is a focus group/awareness-raising lunch that will run from 1pm to 2.30pm on Tuesday 19th of May at: underCOVER, Voluntary Action, Barrhead, 56 Kelburn Street, G78 1LR. We hope that by joining us for lunch you will discover new ways on how digital technology can assist in the smooth operation and administration of your group or organisation; increase communication with your service users and find out about free and low cost software. Places are limited, so booking is essential. To book your place please contact: Julie Kirkwood E-mail: admin@va-er.org.uk or Call: 0141 876 9555.
