Multiple factors have made access of education challenging in Pakistan where estimated population has now reached above 207.77 million out of which more than half are university age youth. Multidimensional Poverty Index (MPI) of the country suggests 38% of population is deprived to the access of quality education, health facilities and decent living standards. As education is one of the key dimension of human development and multidimensional poverty indices, therefore, there is a dire need to invest in it. Developing countries need trained and skilled human resource for robust and sustained socioeconomic development. One of the possible way of reducing generation to generation poverty is by increasing accessibility towards higher education which enhances employability factors, improve civic engagement and better health. Since 2004 USAID has invested $36.23 million in Phase I & II of Merit and Needs based Scholarship Program (MNBSP) in partnership with Higher Education Commission, (HEC) Government of Pakistan. The flagship Program is consistent with the HEC's objectives to support financially deserving meritorious students, widen access to quality education and encourage academic interest in fields vital to Pakistan's economic development .The Program has enabled talented youth from more than 5300 households with monthly income less than $300 to get quality higher education from top thirty Pakistani institutions. Many of them are the first in their families to reach university. Given the gravity of affordability constraints and the fact that cultural practices prioritize education of males, females especially from the rural areas are least likely to attend higher education unless specifically targeted for participation. To promote girl's education, 50% of the scholarships are reserved for the females, whereas for wider coverage four female universities have also been included in Phase II of the Program. Another component of the Program is the Capacity Building for the scholarship beneficiaries and administrators of partner institutions and Higher Education Commission. Learning by experience and sharing of knowledge through the platform of the workshops have been widely cherished by students as well as the partner universities.

Today more than 3500 scholarship beneficiaries have completed their higher education with the support of the Program and serving in various job sectors of Pakistan contributing towards their families and communities.

“I am thankful to USAID which has given me an opportunity to continue my higher studies. My aim is to do PhD and join academia,” says Sameela Kumari who has completed Masters in Agronomy from Sindh Agriculture University, Tandojam with the financial support of USAID Merit and Needs based Scholarship Program.


“I believe when women work, economies grow. No nation can progress if women are not given a prominent opportunities in professional fields,” says Anum Naseem who is working as a Project Manager in IT sector and trains young professionals in business management skills. Anum has completed Masters in Business Administration from IBA-Karachi, which is one of the leading business school of Pakistan with the assistance of USAID Merit and Needs Based Scholarship Program.


“Current health services are not sufficient for the population of Pakistan. Although nursing is a noble profession, but our gender prejudices and neglect have made the profession as a secondary choice of career. I want to change this perception,” says Waleed Hussain who is working as a trainee nurse in a government hospital in Peshawar, Khyber Pakhtunkhwa. Waleed has completed BS in Nursing from Khyber Medical University Peshawar with the support of USAID Merit and Needs Based Scholarship Program.


“In rural areas, generation after generation girls are locked out of education due to poverty and ignorance. Many dreams of girls are crushed by being unable to study. I was born and raised in a conservative environment of a village in South Punjab. I have convinced my parents to trust my decision to complete my education,” says Fizza Ali who is working at a leading position in Careem, a ride-hailing company in Pakistan. Fizza has completed Bachelors in Business Administration from IBA-Karachi with the assistance of USAID Merit and Needs Based Scholarship Program.


“My job is to work on research for provision of cheaper quality seeds of wheat, maize and barley for poor farming communities of Khyber Pakhtunkhwa. With the improved quality of seeds, local farmers will benefit and produce low cost yield,” says Murad Ali who is working as an Agricultural Research officer at Directorate of Cereal Crop Research Institute at Nowshera, Khyber Pakhtunkhwa. Murad was awarded USAID Merit and Needs Based Scholarship to complete Masters in Soil Sciences from the University of Agriculture, Peshawar.


“My father has always stood by my side during my journey to get higher education. Today, he is proud of my transformation from a little dreamer to a professional teacher. Teaching is my passion and I want to see girls to excel in education so that they can become independent, ” says Suman Zehra who is qualified teacher at a girls' college in Gilgit-Baltistan. Suman has completed Bachelors in Economics from Karakorum International University, Gilgit with the assistance of USAID Merit and Needs Based Scholarship Program.


“I was keen to study Doctor of Veterinary Medicine. In our country there is a dire need to provide training and consultancy services to poor farmers in villages, as well as awareness for taking measures and treatment of sick animals,” says Shahid Ullah who was awarded USAID Merit and Needs Based Scholarship to complete Masters in Livestock Management from the University of Agriculture, Peshawar. Today, Shahid Ullah is working as a government Veterinary Officer in district Charsadda, Khyber Pakhtunkhwa.


“Graduating from the university with distinction was one of the proudest moment of my life,” says Jennifer Andleeb who is working as an Assistant Food Safety Officer at Sindh Food Authority in Hyderabad. Being passionate about her work, Jennifer works on developing standards, procedures, processes and guidelines in relation to any aspect of food. Andleeb has completed Bachelors in Food Science and Technology from Sindh Agriculture University Tandojam with the support of USAID Merit and Needs Based Scholarship Program.


“After my father died, it was very difficult for me to continue my higher education as he was the only earning member of our family. It gave me a sigh of relief when I got selected for scholarship. Thank you USAID for giving me a life changing opportunity," says Mian Usman, an alumnus of University of Engineering & Technology (UET) Lahore. Usman currently works as a trainee engineer at textile fibers dyeing unit in Lahore.


“Public service is a dream job for me. From very beginning, I have decided that I will join a profession through which I can contribute positively in a society. My journey was challenging, but thanks to my parents and teachers I have achieved my goal,” says Rubab Khatoon who was awarded USAID Merit and Needs Based Scholarship to pursue Masters in Business Administration from the Institute of Management Sciences, Peshawar. Rubab belongs to Parachinar city in district Kurram( former FATA) and currently serving as Inspector Inland Revenue at Federal Board of Revenue, Government of Pakistan.


“Dream deep, for every dream precedes the goal. My dream is to help poor people of my community as I belong to a small village of Muzaffargarh, a district in South Punjab. Medical facilities in my village are still insufficient. People have to travel to bigger cities for a simple medical treatment,” says Muhamamd Riaz. Riaz is the only member of his family to get education. Today he has completed his degree in Medicine from Allama Iqbal Medical College Lahore with the assistance of USAID Merit and Needs Based Scholarship Program and working in a government hospital in Lahore, Punjab.


“Mughal architecture in Lahore has always inspired me since my childhood. It is my love for the historical buildings that inspired me to study Architecture,” says Azka Afzal, who has completed her degree in Architectural Engineering with the support of USAID Merit and Needs Based Scholarship Program from University of Engineering and Technology (UET), Lahore. Azka is working as a trainee architect in a private firm and fondly drafts sketches of buildings by amalgamating historical and modern building designs.


“Our family is settled in Bahawalpur, a district in South Punjab. My father owns a small agricultural land therefore, it was expected from me that I would also study Agriculture. But I chose to study Business education. Thanks to USAID’s scholarship support, I have completed my Bachelors in Business Administration from Lahore University of Management Sciences,” says Muhammad Mamoon Malik. Mamoon is currently associated with an IT company and working as a Business Development Executive.


“My father had a small shop in main bazar of Quetta. In 2012 due to terrorist attacks in the city, he had to close his shop. It was very difficult phase for our family. Despite hardships, I didn't give up on my studies. Today, I am working as an officer at the leading bank of Pakistan. Thanks to the USAID's support for creating scholarship opportunities for females,” says Sahira Machid who has completed her degree in Business Administration from Quaid-e-Azam University, Islamabad.


“Getting certificate of merit for an academic excellence was one of the happiest moment of my life. I was offered job in Pakistan Navy, but due to my interest in research I chose to get enrolled in a research degree program. My ambition is to do PhD and join academia,” said Hafiz Mujahid Farooq. Mujahid has completed Engineering degree with distinction from Pakistan Institute Engineering and Applied Sciences Islamabad with the financial support of USAID Merit and Needs Based Scholarship Program.


“Getting education for a girl is really hard in our community. When I got admission in the university, my father had to sell his goats in order to pay my admission fee. My happiness knew no bounds when I was selected for a scholarship. From that day I have never looked back,“ says Farzana Zahid. Farzana completed her Bachelors in Agriculture Sciences with the financial support of USAID Merit and Needs Based Scholarship from Lasbela University of Agriculture, Water and Marine Sciences, Uthal Balochistan. She has topped in her batch in 2019.


“I consider myself blessed as I have an opportunity to teach in one of the most prestigious engineering university of Pakistan. It's a dream come true,” says Dr. Kashif Ullah Khan who is an Assistant Professor at Ghulam Ishaq Khan Institute of Engineering Sciences and Technology, Topi in Khyber Pakhtunkhwa. Dr. Kashif Ullah got USAID Merit and Needs Based Scholarship to complete Masters in Business Administration from Quaid-e-Azam University Islamabad.


“My father is my inspiration as he has worked very hard to ensure that I could get best education. Today, I am working as an officer at the leading bank. I am thankful to USAID and my parents to make me feel privileged. I want to see other girls from rural Sindh to get education, so that they can uplift their families. I have already started to save some money to create a fund which will contribute for girls' education at my village," says Amna Khan. Amna got USAID Merit and Needs Based scholarship to complete Masters in Business Administration from Sukkur-IBA.


“After completing my higher education with the support of USAID, my objective was to contribute in the education sector. I wanted to give back to my community by encouraging parents to send their children to school. I am happy to contribute by teaching at the Government Higher Secondary School in Shahbaz Garhi, a village located in Mardan, Khyber Pakhtunkhwa,” says Rashid Mabood. Rashid was awarded USAID Merit and Needs Based Scholarship to complete Masters in Biotechnology from the University of Agriculture, Peshawar.


“Agriculture is a livelihood of major population of rural Sindh. Even today many farmers rely on the outdated farming practices. They are unable to manage massive outbreak of pests. I give free consultancy to the farmers about pest management and usage of pesticides for a safer environment,” says Kelash Ram who runs a small business of pesticides in Hyderabad, Sindh. Kelash completed Masters in Agriculture Sciences from Sindh Agriculture University, Tandojam with the support of USAID Merit and Needs Based Scholarship Program.


“When I got admission in Nursing program my happiness knew no bounds. It's a profession which is humane and gives an opportunity to serve most distressed and sick,” says Nousheen Nazar who is working as a trainee nurse in a government hospital in Peshawar, Khyber Pakhtunkhwa. Nousheen belongs to district Jamrud (former FATA). Despite limited financial resources, she worked hard to achieve her dream. She has completed Nursing degree from Khyber Medical University, Peshawar.


“I was one of the lucky student who was awarded USAID Merit and Needs Based Scholarship to pursue Masters in Sociology from University of Karachi. Our household income was limited, but the scholarship provided me consistent relieve to concentrate on my studies," says Hafiz Muhammad Raheed. Raheed in currently doing PhD in Criminology from University of Karachi. He also teaches in the university. After completing his PhD, he wants to contribute in a forensic sciences, which is one of emerging field for criminal investigation in Pakistan.


“I have seen many ups and downs in my life, but I didn't give up on my studies despite financial hardships. My brother was the only earning member of our household. Today, I have completed my higher education thanks to USAID. I want my students to be strong and encourage them to follow their dreams despite challenges of life,” says Neelam Riaz who has completed Masters in Economics from Sardar Bahadur Khan Women University, Quetta. She currently teaches in a private school in Quetta, Balochistan.


“Applying academic knowledge practically in a field gives me a chance to engage with the community farmers, learn from their experiences and give best solutions to their problems. I am thankful to USAID which has provided me an opportunity to get university education in a field of my choice,” says Mukesh Kumar who has established small veterinary clinic in Khipro, Sindh. Mukesh was awarded USAID Merit and Needs Based Scholarship to complete degree program of Veterinary Sciences from Sindh Agriculture University, Tandojam. Today, he is running a vet clinic which gives support to the farmers and cattle breeders of local community.


“Education has always been an important aspect of my life. I was lucky to get USAID’s scholarship to study degree in Plant Breeding and Genetics from University of Arid Agriculture, Rawalpindi. I got first position in the faculty of Crop & Food Sciences and received gold medal. After completion of degree, I joined National Agricultural Research Centre, Pakistan as a Scientific Officer in Wheat Breeding Program While furthering my educational career, I secured international funding from the Government of Turkey in 2015. I have recently completed PhD in Molecular Biology, Genetics and Bioengineering Program from Sabanci University Istanbul, Turkey and returned Pakistan,” says Dr. Raheela Rehman.


“My parents were obsessed on giving best education possible for me and my siblings. Studying in Lahore University of Management Sciences with the support of USAID has helped my parents fulfill their passion,” says Syed Ahmad Raza Tirmizi who is working in the marketing analytics team of an international telecom company. Ahmad has completed Masters in Business Administration from Lahore University of Management Sciences with the support of USAID Merit and Needs Based Scholarship Program.


USAID Merit and Needs Based Scholarship Program works with 30 partner institutions across Pakistan to provide assistance to the talented yet marginalized youth for an increased access towards the quality education. To develop relationships with key stakeholders, build credibility and promote the image of the Program, range of activities are jointly executed by Higher Education Commission and USAID. Beneficiaries are the ambassadors of the Program. In past 15 years, they have played pivotal role in evolving name of the Program among partner institutions by voluntarily participating in outreach activities, interactive sessions, TV & radio shows and promotional documentaries of the Program. Alumni of the program gather every year to celebrate their academic and professional achievements, share their inspirational success stories as well as distinctive objectives of the program which help to attract larger pool of qualified students. Comprehensive outreach and communication activities have helped to select most deserving students, especially from less developed regions of Pakistan.

Young people are more energetic, dynamic and outshine if economic opportunities are provided to them and challenges towards the path of employment attainment are addressed. USAID Merit and Needs Based Scholarship Program organizes career path workshops for its scholarship beneficiaries during their initial as well as final year of degree programs. Organization of these workshops is important, as most scholarship beneficiaries have studied from government public schools and colleges which do not have the set up for an academic and career counseling. These workshops emphasize on professional and personal grooming, create right environment to build soft skills, educate students about new trends of job market and give guidelines to bridge gap with future employers.

“These workshops provide an enabling environment to voice our experiences and explore our niche in a career development,” says scholarship recipient from University of Health Sciences, Lahore.


“The objective of these workshops is to build our self-confidence and improve our soft skills. We appreciate USAID's efforts for for providing us an excellent platform,” says scholarship recipients from University of Agriculture, Faisalabad.


From 2008-2012,USAID's Higher Education Commission Financial Aid Development Program(HEC-FAD) has provided technical assistance to strengthen the financial aid capacity of 11 public and private partner universities and assisted Higher Education Commission to design financial aid system including enhanced management systems, improved accessibility and service to the public, and greater transparency and accountability. One goal of the HEC-FAD team was to ensure sustainability of program initiatives through the creation of a collaborative environment between HEC and partner universities. In Phase II of the Program, capacity building component is also incorporated to implement merit and needs based scholarship program efficiently in additional 19 partner universities, to encourage university administrators to learn the emerging innovative models of financial aid and university advancement. The component finances activities to address both policy design, implementation as well as capacity constraints to support targeted changes of the higher education sector in Pakistan.

USAID Merit and Needs Based Scholarship Program has adopted online stipend disbursement mechanism to address the complaints of students about delayed disbursements of scholarship funds. Under the new mechanism, funds are directly transferred to the bank accounts of the students within one week after receipt of funds at HEC.

“I am thankful to USAID for supporting female education and also providing us with the facility to keep track of our scholarship funds easily,” says Saman Gul, who is studying degree in Physical Therapy at Khyber Medical University, Peshawar.

“With the facility of debit cards, we can easily withdraw our stipend from the ATM facility located in our university,” says scholarship beneficiaries of Fatima Jinnah Women University, Rawalpindi.


“No need to stand in queues to collect scholarship funds. I can check status of my scholarship funds online and withdraw cash from any ATM facility,” says Syed Taha Aqeel, scholarship recipient from SZABIST, Islamabad. Fariha Zahid, BBA student at SZABIST, Islamabad opines, “The online mechanism has ensured hassle free receipt of stipend through my bank account. I can access my funds online without any effort.”


Convocation is more than just a formal ceremony for the conferral of degrees; It's the recognition of a longstanding tradition whereby the university community and faculty applaud the achievements of students. Graduating students look forward to begin the newer chapter in their journey, celebrate their hard work and success with their family, friends and class fellows.
