United States Olympic Committee The United States Olympic Committee Board of Direc tors met in Philadelphia, February 15-16, with the Executive Committee preceding the Board m eeting on February 13-14. Items of significance to USA Gymnastics at the Board m eeting include:

Appointment of Standing Committee and Task Force Members Sandy Knapp, as a m ember of the USOC Executive Committee was tireless in her efforts to get USA Gymnastics' representative~ appointed to the various committees for this quadrennium. This year we have six people appoin ted to USOC Committees, including: Michelle Dusserre Farrell and Nancy Marshall on the Sports Medicine Committee; Peter Vidmar on the Athlete Identification and Development Committee; Kathy Scanlan on the International Relations Committee; Ron Galimore on the Minorities in Sports Task Force; and Sandy Knapp, as Execu tive Committee liaison to the Athlete Support Committee.

Passage of the NCAA/ USOC Conference Grant Program This program will provide $2 million per year for grants to conferences to support Olympic sports, with particular emphasis on endangered sports, such as men's gymnastics, and em erging women's sports. USA Gymnastics plans to work with other National Governing Bodies to apply for funding under this program. Grants are to be awarded in the fa ll of 1997.

Rhythmic In February, I attended the Rhythmic Challenge in Downers Grove, Ill., which gave me an opportunity to meet with some of the top rhythmic coaches to discuss how we could improve our international performance in rhythmic gymnastics. I believe we have identified ways to improve, starting with an emphasis on increased athlete and coach fu nding to permit the extra expenses of specialized training. It also served as a reminder to me of the potential for this program. I h ope you are all familiar with the Get It Going program the rhythmic program initiated at the 1995 National Congress. Under this program your club can receive a grant to start a rhythmic program. Please watch in future editions of Technique for more information about this program.

Athlete's Gymnastics Corps This month I also attended some FIG meetings which gave me an opportunity, among other items of business, to discuss our proposed Athlete's Gymnastics Corps wi th the President of the African Gymnas tics Union. This is a program initiated by the Athlete' s Advisory Council to provide international experience for recently retired college-age athletes . We will be looking for six

coaches (three for women and three for men) who would be interested in going to Africa this summer for three months to assist these nations with athlete development. We will provide airfare, and the host countries will provide room, board, and a small per diem. No salary will be offered. Please contac t Becky Riti, International Relations Coordinator, in our office if you would be interested in this opportunity and/ or watch for further notifications in Technique.

Sponsorship We have been hard at work with our sponsorship proposals for USA Gymnastics. To date, we have signed Hershey's for support of the Reese's Cup. (I hope many of you were able to see the broadcast of this event on NBC. I really enjoyed it!) VISA is the new sponsor of the American Cup, which was broadcast live on March 3. There were 22 Olympians in the VISA American Cup this year. The 3 x 3 Gymnastics Championships was held March 2, wi th Olympians Sha!U10n Miller, Amy Chow, John Rothlisberger, and Ch ainey Umphrey participating. John Hancock has agreed to sponsor the U.s. Gymnastics Championships and our elite menos and wo men's development programs, including TOPs, Future Stars, and the provision of direct support to clubs that are a part of the elite program. We will keep you up-to-date on the John Hancock program as it develops because it represents an exciting new ap proach to sponsorship that will include direct club involvement.

USA Gymnastics Membership Membership continu es to boom, w ith approximately 400 clubs taking advantage of the new member Club program, 12,000 professio nal members, 67,000 Team members, and 500 members of the new instructor program. We have also registered 3,500 general members. Implementation of the 1995 Membership Task Force recommendations w ill include the creation of a Central Member Services unit. By this fall you will be able to call one 800 number to reach membership, merchandise, and sanctioning. More to follow in future editions of Technique.

xp erience a gym meet like never before: in cyberspace! The Internet has grown so much that many now refer to it as another form of "Mass media." On USA Gymnastics Online (USAGO), visitors dropping in for a gymnastics event will be able to play fantas y gymnastics games, view photos of the competition, chat with famous gymnasts, and get the latest press releases, scores, and highlights.

SimGym: Fantasy Gymnastics Would you like to coach a team of gymnastics stars in head-tohead competition? You can enter a team in our "SimGym" game against other online "coaches." A SimGym game is held in conjunction with a "real" gymnastics competition, with the scores from the actual meet being used to calculate the team scores of the fantasy gymnastics teams. Football, basketball, and other sports are common to the world of fantasy sports. Now it's time for gymnastics to get in on the fun-not to mention, win some prizes! Registration for a SimGym game is typically open four to seven days prior the start of the actual event.

How to ploy SimGym: Before a USA Gymnastics event, visit the USA Gymnastics homepage. A SimGym link will be prominently displayed in our Spotlight area w hile the registration period is open. Read the additional instructions for that Game, if any. Scoring differs from game to game, depending on the format of the competition. Click on the link for the entry form. Enter your basic Team information at the top of the entry form. Set your private key. The key is your way to update your team rosters, if necessary . Choose the gymnasts for yo ur team. Choose which gymnast will be the alternate on each apparatus. Estimate your final team score.

American Cup final SimGym scores were calculated by adding together not only the team scores from prelims and finals, but also by adding the scores from the men's and women's sessions of competition. The first tiebreaker is to calculate your team score without dropping the lowest score on each apparatus, i.e., 6-5-5 scoring. If teams are still tied at this point, the team who guessed the most accurate final score wins the second tiebreaker.

Other Questions Do I need special software to play SimGym? No. Team lineups are submitted using a standard web browser that supports forms (most do). How many teams can I enter? We accept only one team per email address. If more than one person at an email address wants to play SimGym, please sign-up as one team with assistant coaches. Can I play SimGym with friends? Currently, we put all players into one league. You can compare final scores with your friends if you like! Or, yo u and your friends can choose a lineup and enter a team together, under one of your email addresses. Can I change my team roster after I send it in? Yes. Simply send in the team lineup again, using the same email address and the same "key" that you used in yo ur first team lineup for that particular SimGym game. Any changes to the roster or lineups must be submitted before the stated deadline for that event. What if one of the gymnasts on my SimGym team ends up withdrawing from the competition? Like real competition, SimGym not only tests your coaching skill and strategy, but maybe also a little bit of luck! If one of your gymnasts withdraws from competition, the alternate' s score on the affected a pparatus lineups w ill be used for your team.

Scoring of your SimGym team As a general rule, the team score is calculated using the "6-5-4" rule: six athletes on a team, five athletes in the lineup on each apparatus, and top four scores counting . The ac tual scores earned by the athletes in the competition are used to calculate your team score in each session. As mentioned, the scoring of each SimGym game will differ depending on the format of competition. For example, the Visa

In addition to games and interaction w ith top names in the sport, the website offers detailed, fast information from the competition. USA Gymnastics Online " Quick Hits" (QH) are the fas test way to get results and highlights fro m a gymnastics event. QH p ages, which are frequently updated throughout each session of competition, serve one simple purpose: to deliver the information that you want in an efficient manner.

Common Qui(k Hit Questions How do I find the Quick Hits pages?

we do not put pictures on those pages, in con sideration of users with slower modems. You haven't updated your Quick Hits page in an hour??! Why? Our Quick Hit pages are updated many times within an hour. If you do not see updates to the page, then your software is probably mistakenly displaying the older p age. You can usually fix this problem by simply hitting the " reload" button. If that does not work, then try emptying yo ur cach e (consult your software help fo r information on h ow to do this) . If you still d o not see the updated p age, then the problem is probably not yo ur browser, but an Internet server in between you and our server. Some servers w ill also cache documents, and instead of giving you the latest QH p age from our server, they will simply give yo u the QH p age that is stored in their cache. If you experience this problem, contac t your Internet Service Provider.

QH pages are indexed by event. Find the pages for that gym event (usually in the USA Gymnastics Online spotlight, or in the Events home page star), and then look fo r a link to the QH page. QH pages are not available until just prior to the competition!... so if you can 't find the page, the competition hasn't ye t started. While the competition is "in progress," we usu ally place a spotlight on the USA Gymnastics homepage to give you a d irect link to the most recently updated information. How quickly are the Quick Hits pages really updated? QH p ages are updated at least once a rotation, but sometimes as often as once per routine. A lot of this depends on the format of the competition. For example, at the 1996 U.s. Olympic Trials-Gymnastics, the athletes competed on e at a time, so we were able to provide scores and routine highlights after each competitor. With competitions that run four or six a pparatus simultaneously, upd ating our QH p age with scores and highlights w ith each ro utine is logistically more complex, so we provide information usually on a rotation basis. Sometimes, situations beyond our control will create a delay in delivering a score. For example, the judges m ay conference about an athlete's routine. While our Quick Hits are fast, we h ave not ye t been a ble to deliver a score faster than the judges do. : ) Please keep in mind that the scores delivered on our QH pages are not official. In occasional situations, scores may be later changed; for example, a coach m ight choose to petition the score of his or h er gymnast, resul ting in an extra two tenths. You should always check the final score sheet for the official results. (The final score sheet is always linked on event pages, or may also be fo und in the results area. Which events will have Quick Hits coverage? Our QH calendar is listed in the TV and Web Schedule, and also on the pages for each event w ith QH coverage. We always hope to provide QH pages for the m ajor elite gymnas tics competitions h osted by our organization, USA Gymnastics. We do not provide QH p ages for regional USAG events, or for international events outside the United States. Why aren't the rotations listed in order on a Quick Hits page? We put the newest information at the top of the page so that users can always see the most current scores w ithin the first one or two screen s. For this reason, ro tations are listed in reverse ord er. Why aren't there any pictures on a Quick Hits page? QH pages are meant to deliver scores and highlights; n othing more, nothing less. We want our QH pages to be quick-to-load, so

overnor Frank Keating of Oklahoma issued a proclamation on January 15, 1997 on behalf of the International Gymnastics Hall of Fame (IGHOF) to welcome it to a temporary facility in downtown Oklahoma City. The citizens of this state should be congratulated for the boost they are giving to the last of the great Olympic sports to have a permanent home and museum.

Yes, there are several other gymnastics-related Halls of Fame in the United States but none has a physical location to display the amazing variety of objects and art that may be seen at the First National Bank Center in the heart of down town Oklahoma City. Frank L. Bare, who was recruited in 1963 to be the first Director of the present national governing body(1), was summoned again along with his wife Linda, to prepare the temporary location, a former cafeteria offered rent free to the IGHOF. The permanent site on the River Walk sports complex is in the planning stages.

The first of these very successful clinics was held at Daytona Beach (FL) in 1950 and organized by the Clinic's founder, Lyle Welser. Thereafter it was scheduled annually in Sarasota. It is interesting to note that the only honoree selected by this forerunner of the present IGHOF was none other than Olga Korbut! When the Clinic disbanded in the late 70s, the Hall of Fame idea died with it. Olga became the first inductee of the present International Gymnastics Hall of Fame more than a decade later (1988) .'3)

Unknown to most in the gymnastics community, an International Gymnastics Hall of Fame was founded in 1972 under the leadership of Frank Wells(2), long associated with the National Gymnastics Clinic. The Clinic was a "Mecca" for American gym-

The International Gymnastics Hall of Fame's true beginning was in 1986. Gymnastics visionary, Glenn Sundby, one of the most honored men in the field, moved his magazine, the International Gymnast to Oceanside, Calif. Once settled, and noting an abundance of space in the new facility, Sundby proposed an " International Gymnast" (~) Hall of Fame to several friends tying the title to his magazine. He had met literally everyone of prominence in the world of gymnastics in his more than 40 years of publishing. The eternal optimist, he would not be deterred despite the misgivings of some that resources were not available to support such a venture.

The International Gymnastics Hall of Fame was incorporated in the State of California on June 26, 1986 and 501 (c) (3) status was granted by the Internal Revenue Service on the 20th of August, 1987. The Board first met in September of 1987 and included the Founder, Glenn Sundby; the writer; Richard Bertea, CommisTECHNIQUE

sioner for the very successful gymn astics venue at the Los An geles Olympiad; C. Carson "Casey" Conrad, Director of the President's Council on Fitness and Sports; Bruce Hopping, a supporter of the International Swimming Hall of Fame and long time friend of the Founder; and John Vidmar, a re tired business man and fa ther of Peter Vidmar. Peter won the silver all-around medal and helped to win the Team Gold at the 1984 Olympiad in his home town of Los An geles.(5)

In the immediate future, the IGHOF Board will hire a Curator and work with a volunteer group to raise several million dollars. Judging from the upbeat nature of the recent opening in Oklahoma City, this may well be the last leg of the journey. A beautiful representation of Founder Glenn Sundby, himself a Hall of Famer and recipient of USA Gymnastics' A thlete's Council Spirit of the Flame award, h an gs proudly in the new location. It sh ould be an inspiration to others to complete the work that only he could begin a decade ago.

Hopes ran high that the Oceanside city fathers and Ch amber of Commerce would get behind the Hall of Fame featuring it as a shining star in a proposed face lift of the city in "North County" San Diego. A new municip al building was under construction and later completed but as tinle went on the city became even more depressed with businesses closing all around the Hall of Fame building on Brooks St. A Cartwheel-a-thon styled after the very successful "Swim-a-thon" of the International Swimming Hall of Fame(6), although off to an impressive start, fizzled out after a few years. Director Sundby was unable to m arsh al the volunteers which are imperative w hen organizing such events. Contras t this with the wealth of help volunteering in Oklahoma City not to mention the enthusiasm I heard first hand from city residents and a m ember of the City Council. When Sundby sold his magazine to Paul Ziert and Associates, Inc. and it was relocated in Norman, Okla., the Oceanside experiment for an IGHOF began to breathe its last. And so, on to Oklahoma and a ye t another new beginning. Nadia Comaneci Conner and h er husband Bart were there at the opening of the temporary site and spoke to Channel 5 SPORTS w hich covered the proclamation by Governor Keating declaring January 15, 1997 as " International Gymnastics Hall of Fame Day." Jackie Fie, who Cchairs the FIG Women's Technical Committee, related, " I just h ad to be h ere!" Jay Ashmore, newly appointed to the International Gymnastics Federation (FIG) by the national governing body, was there as the official representa ti ve appointed by newly elected FIG President, Bruno Grandi. Seasoned representatives of the gymnastics communi ty could spot Frank Endo, Bill Meade, Bill Sorenson, Dick Bertea, Sam Bailie, Sue Wilson, Paul Ziert, and Don Ohannes among others. Ironically, Founder Glenn Sundby missed the ceremony due to a long d elay of a scheduled flight.

ABOUT THE AUTHOR

1. Then known as the United States Gymnastics Federation.

Dr. Frederick has been a member of the Board of Directors of the International Gymnastics Hall of Fame (IGHOF) for the 10 years of its existence serving as Curator and Historian. He is well known to the American gymnastics community and for 30 years wrote on various topics as Education Editor for the International Gymnast magazine. Hewas elected to the National Gymnastics Hall of Fame in 1990 as a contributor having published and illustrated more than a dozen books for gymnastics, preparing the first comprehensive library resource materials for the field and compiling articles for the first technical journal, the International Gymnast's Teclmical Supplement. H is historical articles first appeared in the late 60s inspired by the writings of Leopold Zwarg of Temple University and others. He is Director of the Roots Project and has produced the widely acclaimed Roots of American Gymnastics, now in a second edition, identifying nearly 1,500 people from the American gymnastics C0I1U11UlUty including all of its Hall of Fame honorees and Olympian s. A companion volume, liVho's Who and Was Who in American Gymnastics and An Illustrated History of American Gymnastics are in preparation. Dr. Frederick chaired the National Gymnastics Hall of Fame Selection Committee for four years and paved the way for USA GYI1U1astics to adopt the program in 1996. The National Gymnastics Hall of Fame, known in the gymnastics community for decades as the "Helms Hall of Fame" has existed for 40 years electing 186 honorees. It has no museum or displays at any specific site. Plans are underway to obtain photographs and sketches of our National Hall of Fame honorees to be displayed at USA Gymnastics headquarters in Indianapolis.

Wells, a former national champion and coach of many local, regional, national and international champions while Director of the Jersey City Deptartment of Recreation, founded an International Gymn astics Hall of Fame in 1972 . The Hall is mentioned in Cumiskey's Who's Who - Gymnastics published in 1973. This original Hall was cited once again in a recent ceremony for Wells at the US Military Academy at West Point, NY (West Point Open, 1997). 3. A.B. Frederick, "Halls of Fame for Gymnastics - A Cluon ology." Technique, Nov.-Dec., 1994. 4. The IRS still lists the corporation as the International Gymnast Hall of Fame. Mr. Steve Kerr, who is preparing materials to reincorporate the Hall in the State of Oklahoma, will correct this continuing error in due course. 5. Vidmar is one of two American men to win a silver in the AA in an open international competition. The other individual is Kurt Thomas. 6. An innovation attributed to Buck Dawson of the ISHOF. Dr. Frederick visited the ISHOF in 1987 and received excellent guidance from Dawson, an honoree of the International Association of Sports Museums and Halls of Fame, and other colleagues who shared the history and evolution of the Bylaws of the organization. Ft. Lauderdale enthusiastically endorsed the Swimming Hall of Fame from the beginning with a similar pattern in evidence in Oklahoma City at the recent opening of the IGHOF.

CATASTROPHIC INJURIES IN HIGH SCHOOL AND COLLEGE SPORTS Authors - Frederick O. Mu eller; Robert C. Cantu, M.D.; and Steven P. Van Camp, M.D . Results of a 10-year study of serious injury to young athletes are discussed in this resource. Catastrophic Injuries in High School and College Sports provides ex tensive recommendations for reducing catastrophic injuries, preventing deaths in yo ung athletes and making sports programs safer and more enjoyable. In the first two chapters, the authors cover Catastrophic Head and Spine Injuries and Sudden Death in Athletes along with pertinent statistics and data. Men's and women's individual and team sports are discussed in detail. In particular, gymnastics is fea tured along with several other individual sports. The statistics in tables for each sport include: Direct Fatalities . Catastrophic Injuries . Serious Injuries Each chapter concludes with helpful references and tables of relevant statistics. How long am I listed as a Referral Network member? Initial appointment is two or three years (length of time is at the discretion of the NHCAB). You may re-apply should you wish to continue.

Can I be removed from the Network? USA Gymnastics has a Code of Ethics as do the individual professional associations that certify health care practitioners . Should it be determined that you have violated any of those Codes, you will be removed from the Referral Network.

Background In November, 1995, the Board of Directors of USA Gymnastics unanimously accepted the recommendations of the Task Force on the USA Gymnastics Response to the Female Athlete Triad. With this ac tion, the Board made a commitment to implement those recommendations by funding the USA Gymnastics Athlete Wellness Program. In creating this program, USA Gymnastics is taking a leading role in d eveloping safeguards to balance some of the stresses elite athletes face.

AWP Coaches Course Description The pilot Athlete Well ness Program Coaches Course was conducted prior to the annual USA Gymnastics Congress and Olympic Trials in Boston, June 27, 1996. The curriculum for this course was developed by Dr. Joan Duda (artistic national team sport psychologist), Dr. Gloria Balague (rhy thmic national team sport psychologist), and Dr. Dan Benardot (national team nutritionist). Over 75 men's, women's and rhythmic National Board m embers, Regional and State Chairmen, and National Safety Certifiers participated in the 1996 course and subsequent evaluation process. Their feedback is critical to the d evelopment of the course which w ill eventually be offered to the general membership through national and regional congresses and regional symposiums.

f yo u have started a Performance Team based on General Gymnastics principals, you know that the sport is based on "Gymnastics for Everyone," but how do you involve adults? Getting started is the hardest part since most adults don' t want to be the guinea pigs in your new experiment. You may need to start with members of yo ur coaching staff so that the adults in your gym see other adults p erforming.

Hint: When you start, moke the odult port fun ond simple. The odult who watches and may want to join your team may not necessarily hove 0 gymnostics background, and difficult stunts moy scare them

we had several inquiries from other adults about joining the team. As you build the base of participating adults, it becomes easier and easier to recruit more. You will be surprised by the energy and enthusiasm adults add to your performances.

Another Rule of Thumb: Mom's don't want to wear leotards ond most adults don't want to flip (with the exception of 0 few old crazy cooches). One of the best ways to get adults involved, is to start a family oriented General Gymnastics class where mom and dad can take a class with their children. Parents always seem to be more committed to their children than to themselves - so make sure you have a class for the w hole family. To keep ad ul ts interested, you need to make the class fun. As the adults master the basics and overcome their natural inhibitions to perform they will want more challenges. You will need to add complexity to the routine, but always keep those simple parts for new ad ults. Parents make great bases ("bottom standel'S") and spotters for pyramid and other partner s tunts. If you get the whole family involved, you can even work on family stunts. Parents love interacting with their children. An added benefit to parents working with their own children is that they will probably be more aware of their own child's safety so they make excellent base for their own child. In order to keep your team focused yo u will need to plan to perform. We try to h ave a performance about every two months. This gives us time to add new elements to the rou tine, bu t still ha ve an event close enough tha t everyone wants to work hard to look good . We try to combine performance w ith fun family activi ties . Last February (1996) we took more than 100 performers (about 20 adults) and 150 spectators to a local amusement park for a p erformance. After the performance we rented a hall and had a private lunch wi th entertainment for all 250 p eople. After lunch everyone enjoyed the park. This was a very popular event. During the lunch

Below is information related to M/W/R Codes and Women' s Compulsories. Note that the Men' s JO. Materials are currently available and RSG JO. materials will be used in the upcoming quadrennium with only minor changes .

They include the values of all elements with illustrations, bonus points, special requirements, combinations, and penalties. In addition , they provide the foundation on which JO. optional routines for the 97-98 through 2000-2001 seasons will be based .

Egle Abruzzini The TC/RSG/FIG wou ld like to thank the judges who took part in the Lahti Intercontinental course and in the first continental courses for their contributions to the definitive version of the 1997 Rhythmic Code of Points. Their work resulted in several changes and add ition of detail. The final version of the Code has not ye t been distributed to all those concerned, but in the meantime the TC would like to make know the following points contained in it. 1. The norms concerning D difficulties are confirmed. The connection between two B jumps or leaps may take place with successive support of the feet, or two feet joined, . w ith a maximum of one or two intermediate steps, or the two feet joined Therefore: The pas chasse may be used as a preparatory element for jump or leap difficulty, but not as a cOlmection to compose a jump or leap D difficulty. 2. The list of body difficulties should be understood as examples only which means that all elements of body movements which respect the criteria given at the begiIU1ing of each fundamental group are valid. Further examples are added in the final version, and some elements are modified.

John Hancock Gymnastics Championships

K. Kelly explained the purpose of the conference call was to consider the motion from the selec tion committee regarding the waiving of the current national team members to the 1997 John Hancock Gymnastics Cham pionships. The joint committees (Elite International Program and the Elite Progra m Committees) were called to encompass a large number of the elite coaches for broad based representation. The task is to appreciate the n ew era of gy mnastics and our partner, Jefferson Pilot Sports, as well as our contractual obliga tion for our televised events. All of these changes will add to the burdens of the athletes/coaches in reaching the requirements of the new code. After lengthy in-depth discussion the following recommendations were made. Recommendation that current Junior and Senior International Team members be waived to the 1997 John Hancock U.S. Gymnastics Championships. Mo tion - D. McCreary Second - K. Hill PASSED

This recom/llendation was made to luake it easier on the national team members to upgrnde to tile new code and represent our country at intel'l7ational competition s this spring. Several different options were considered including alternate year national and regional events, multi-year host loca tions, and special consideration for events held in the year of the World Gymnaes trada. Review of GymFesl 1996 Discussion began with a review of the 1996 Na tional GymFes t, which had just concluded. A variety of issues were discussed regarding any changes w hich might be recommended for the GymFest program. Particular attention was given to the event staff chain of command as it related to va rious issues dealing with club's questions and schedule changes. It was agreed that for the purpose of the ational GymFest each group would be guaranteed a 10-minute," clean-stage to clean-stage" performance period . It was agreed that for the purpose of logistic management a group leader and event staff meeting be conducted prior to the first day of Na tional GymFest performances/ prac tice sessions. In addition, all published schedules would be written as a list of" order of performance (rehearsal)" w ith only the start time indicating the beginning of each session. Discussion follo wed regarding specific observations of the performances at the 1996 National GymFest. > GGAP members and other observers are to for-ward written observations to Laznovsky as soon as possible.

GGAP Goals

Moskovitz asked the panel to review the written document on GGAP goals, which was distributed prior to the meeting. Discussion followed the proposed goals point-by-point. The following was approved as GGAP Goals: Short-tenn Goals (first half of 1997) 1. Take the necessary steps to elevate the GGAP to Committee Status. 2. Ensure that the USA has 3-4 representatives at the WG Information Meeting #2 in June, 1997. 3. Create a proposal for a USA Gymnastics Membership Ca tegory for GG. 4. Initial discussion concerned the development of World Gymnaestrada qualifying procedures. Previous Minutes

Moskovitz asked for approval of the previous mee ting minutes. Gavron asked that an addition to the minutes be considered : wording to include the substantial increase in participation and its positive influence on GG development. The minutes were approved w ith the ad dition. A brief discussion followed regarding GG terminology. It was agreed tha t all current terminology be used and reinforced in order to gain recognition and consistency.

Moskovitz asked for a financial report on the 1996 National GymFest. Whitlock and Capelotti reported that all income and expenses were w ithin the budged parameters. Whitlock continued to report that not all hotel bills and proper credits had been received by USA Gymnastics.

The Pan el reviewed the GGAP Goals as approved at the last meeting. The discu ssion focused on the immediate goals w hich are to be acco mplished during the first two quarters of 1997. GG Membership and Committee Status - Whitlock has attempted to schedule meetings wi th Lisa Kem1edy, USA Gymnastics Membership Director. Work in this area w ill need to proceed quickly. > Whitlock is to meet w ith Kathy Scanlan, USA Gymnastics President, regarding full committee status for the GGAP.

1997 Gym Fest, Orlando

Whitlock reported on developments with Disney World, Disney's Wide Wo rld of Sports. Several " packages" wi ll be available to the 1997 National GymFest participants. Disa ppointingly, several key questions remain unanswered due in part to the facility' s upcoming completion da te. Transportation to/ from the venue, as well as the airport, is still open for negotiation/ discussion. Special rates w ill also be avai lable to participants in the FIG "Group Performance" cou rse. > Whitlock w ill prepare a tentative daily schedule. Discussion fo llowed regarding the need for clinics and promotional ac tivity for the GymFest. Whitlock stated that Disney is to assist with promotions.

Winter Cup

A second set of equipment turns out to be not available, so warm-u p on meet equipment is necessary. There are 84 entrants. First session warm-up runs 9:30-10:50 a.m., wi th competition at 11:00 a.m. Second session warm-up is 1:30-2:50 p.m. w ith competition at 3:00 p.m. This is a slight adjustment to the time line. MPC meeting is tentatively scheduled for 8:00-10:00 a.m. Saturday, but may be moved later to have Elite Coaches meeting before the MPC meeting to get input for our use.

NAL/TA

R. Galimore has done a lot of conferencing w ith NGJA. Some adjustments

have been suggested as outlined in the NAL paper distributed to the MPC. The proposal allows our top rated (Olympic level) judges to see more events than just one (as a NAL). Also allows more judges work as TAs and thus get experience and opportunity to provide input. This allows top judges to mentor others in all areas of judging, technical, and otherwise. Allows an evaluation system to be developed. [C. There are more than 40 judges on the NGJA " International Judge" rating list. Motion to accept the change to the T A program to include 24 men in the pool and reduce the term to one year. Motion - T. WC Training Camp

1997-2000 Men's National Team Program

Many changes have occurred. The reporting requirements for athletes have been removed . The national coach position has been replaced with a national coaching coordinator position. Funding section was revamped - a grant program information inserted in its place. Further changes were suggested, most minor. USOTC program w ill be included as section X and Grants moved to sec tion XI. MPC must be apprised of applicants to this program. MPC must be able to make comments on app lications. Once probationary period is passed, the MPC will deal with request for residency. [G. Beckstead joined the call.] Motion to change application and acceptance procedures to USOTC as discussed. Due to the BC contract, we must bring two of the top six athle tes. Therefore, we may have to assign gymnasts not on national team after Winter Cup. In the event that our Olympians do not participate and therefore are not on National Team it is requested that our Olympians be placed on the National Team. Due to time running out, this item was tabled and will be dealt with at the Winter Cup meeting. We will select gymnasts and coaches for the interna tional team meet at the Winter Cup.

IV. Removal An athlete or coach may be removed from the World Championships Team if he violates the terms of the USA Gymnastics National Team Agreement or the USA Gymnastics Code of Ethics. An athlete may also be removed from the World Championships Team in the event of injury or illness w hich inhibits peak performance at the World Championships. Verification of inj ury or illness will be by two neutral doctors selected by USA Gymnas tics. Removal may only occur by action of the President of USA Gymnastics after consultation wi th the MPC, USA Gymnastics Men's staff and an interview with the athlete or coach. Any decision to remove an athlete or coach is su bject to review through USA Gymnastics grievance procedures.

I. Overview The process for qualifying for the Men's 1997 World Championships Team involves the follo wing: qualifying for the Senior Division of the 1997 John Hancock U.s. Gymnastics Championships, and finishing am ong the top six athletes in the Senior Division at the Jolm Hancock U.s. Gymnastics Championships based on the final All-Around score. II.

1997 John Hancock U.S. Gymnastics Championships

A. Qualification to participate in the Championships

An athlete may qualify to participate in the Senior Division at the National Championships through Men's Program Committee (MPC) approved qualifying competitions to be held July 12, 1997. Ranked members of the National Team from the 1997 Winter Cu p Challenge will a utomatically qualify to the 1997 U.s. Championships. B. Time and place The 1997 John Hancock U.s. Gymnastics Championships wi ll be conducted August 13-16 in Denver, Colorado. C. Peti tions Petitions to en ter the U.s. Championships, other than through the competitive process described, w ill be considered by the MPC. In order to be considered by the MPC, petitions to participate in the U.s. Championships, must be submitted in wri ting to USA Gymnastics ational Office at the time the athlete becomes a ware of his ina bili ty to partici pa te in the qualification competition. The petition must state the specific injury, illness or unusual circumstance which prohibited the athlete from participating in the competitive process. In the case of a petition based upon injury or illness, the petition must be accompanied by a physician's statement, and the nature and extent of that injury or illness is subject to verifica tion by a neutral doctor selec ted by USA Gynmastics. Under no circumstances will an athlete w ho does not compete at the U.s. Championships be petitioned onto the World Championships Team. D. Selection to the Wo rld Championships Team The top six athletes in rank order, using the Final All-Around score, w ill represent the United States at the 1997 World Championships unless removed under the provisions stated in Section IV. Ties w ill be broken by the following: 1. All Around score from the All-Around Finals 2. Total of five best scores from the All-Around Finals 3. Total of four best scores from the All-Around Finals

III.

Selection of the World Championships Team Coaches

A. Head Coach

The Men's Program Direc tor w ill submit up to three candidates for the World Championships Team Coach, along wi th his recommendations, to the Men's Program Commi ttee for review and approval. The ''''orld Champi onships Head Coach will be named a minimum of six months in ad vance of the World Championships in accordance w ith the 1997-2000 National Team Program document. B. Assistant Coach Assistant Coach selection will be made by the Head Coach following MPC review and wi th USA Gymnastics President's approva l. Vision 2000 Report from the National Team Coaches Meeting Lashoff and Yakimovich summarized the Na tional Team Coaches meeting that was held w ith USA Gymnas tics President Kathy Scanlan. The thrust of the meeting was "Vision 2000-2004", w ith the main topic centering around w hat USA Gymnastics can do to help improve rhythmic international ranking and to insure that USA athletes w ill qualify to the 2000 and 2004 Olympic Games. As a result of the discussion the follo w ing was proposed : A new direct athlete funding proposal would be develop to increase funding to athletes based upon a grant system that would be tied to training expenses. Athlete grants would be approved by USA Gymnas tics only when a signed contract is made between coach and parents (of athletes under the age of 18) stipul ating how the money w ill be used. This plan would also involve reduction in direc t funding to coaches. The exac t dollar amount to be determined by K. Scanlan, in consultation with N . Campbell. Motion to accept the new athlete grant funding proposal for the top six senior and top four junior athletes to begin following the 1997 National Championships. 1997 World Championships

A three day training camp will be held 4-5 weeks prior to World Championshi ps. All senior athletes who represented the USA at the Four Continents and the PAGU Senior Championships wi ll be invited plus others as determined by the RPC. Athletes selected to represent the USA at the World Championships will be determined by an evaluation process conducted during a controlled training. The evaluation team w ill be comprised of selected individuals who have major international experience.

XI.

World University Games

In place of funding attendance to the World University Games, the USOC has given to each National Governing Body a sum of money to be used for the international program. If a NGB determines that participation in the WUG is important for their international program they can send a delegation at their own expense.
