Mga progresibong grupo, pahayagan, kinondena ang pag-redtag, pagbulabog ng militar sa medical mission sa Quezon Matapos ang panggugulo sa isinagawang medical mission ng KASAMA-TK noong ika-10 ng Abril, tahasang ni-red-tag ng militar ang UPLB Perspective at mga progresibong grupong nagbalita ng insidente.

Hindi lamang mga mamamahayag ang minamaliit sa lantarang panghaharas ng estado, ipinagkakait din nito ang tapat at totoong impormasyon na kailangan ng mamamayan para sa mapanuri at demokratikong pag-iisip.”

Bahagi ito ng inilabas na opisyal na pahayag ng UPLB Perspective noong ika-15 ng Abril bilang tugon sa pag-red-tag ng 201st Infantry “Kabalikat” Brigade, Philippine Army sa nasabing pahayagan at iba pang mga progresibong grupo.

Kabilang sa mga grupong ito ang Katipunan ng mga Samahang Magbubukid sa Timog Katagalugan (KASAMA-TK), Kabataan Partylist, at Bagong Alyansang Makabayan (BAYAN) Laguna, na binansagan ng 201st Infantry Brigade bilang front organizations ng Communist Party of the Philippines - New People’s Army - National Democratic Front (CPP-NPA-NDF).

Matapos ang akusasyon, naglabas ng opisyal na pahayag ang UPLB University Student Council (USC) noong ika-14 ng Abril, kung saan kinundena nila ang tahasang pagred-tag ng militar sa opisyal na pahayagan ng mga mag-aaral ng UPLB at maging sa iba pang mga progresibong grupo.

“The red-tagging of our official school publication is a clear attempt of the state forces to silence and target the media. Our campus journalists, and most importantly, our constituents are not terrorists,” diin ng UPLB USC. [“Ang pag-red-tag sa aming opisyal na pahayagan ay malinaw na pagtatangka ng mga pwersa ng estado na patahimikin at atakihin ang midya. Ang aming mga mamamahayag, at higit sa lahat, ang aming mga estudyante ay hindi terorista.”]

Ang insidente ng red-tagging na ito ay bunsod ng pagbabalita ng UPLB Perspective tungkol sa isinagawang libreng medical mission ng KASAMA-TK para sa mga magsasaka at mamamayan ng Agdangan, Quezon noong ika-10 ng Abril, kung saan nanggulo ang mga militar ng 85th Infantry Battalion, 2nd Infantry Division ng Armed Forces of the Philippines (AFP).

Ayon sa Kabataan Partylist Southern Tagalog (ST), binulabog ng militar ang aktibidad at ipinagpilitang kaisa sila sa naganap na medical mission.

Naglagay rin ang militar ng tarpaulin na may nakasaad na mga katagang “Joint Medical Mission of Kasama-TK and 85IB, 2ID,PA”, kahit na mariing itinanggi kalaunan ng KASAMA-TK ang kaugnayan ng mga pwersa ng militar sa kanilang proyektong tulong-medikal.

Bagamat tinangkang tanggalin ito ng mga organisador ng medical mission, pinagmatigasan umano ng mga sundalo na ikabit ang nasabing tarpaulin.

Sa isang pahayag na kaniyang ibinahagi sa UPLB Perspective, mariing nilinaw ni Jerry Luna, taga-pangulo ng KASAMA-TK, na hindi kailanman makikipagtulungan ang kanilang organisasyon sa militar para maisagawa ang tulong-medikal.

“Hindi kami makikipagtulungan sa berdugong AFP na pumatay sa isang daan na mga magsasaka, lalo na ang 201st [Infantry] Brigade,” aniya.

Maliban sa pagkakabit ng tarpaulin, kinuhanan din ng mga militar ng bidyo ang mga volunteers at medical personnel, pati na rin ng litrato ang listahang naglalaman ng pribadong impormasyon ng mga pasyenteng kabilang sa tulong-medikal.

Kwento pa ni Luna, pinagtawanan umano ng militar ang isang pasyenteng kinakailangang isugod sa emergency room dahil may malubha itong karamdaman.

“Kung paano ipinagyayabang ang malalaking baril, pinagtatawanan [nila] ang ER patient,” saad niya.

Dagdag pa ng KASAMA-TK, nagkaroon din umano ng checkpoint sa Agdangan, Quezon matapos ang medical mission, kung saan binabantayan ng militar ang mga organisador at mga boluntaryong lumahok sa aktibidad.

Anila, binisita rin ng mga sundalo ang mga bahay ng mga magsasaka upang interogahin sila tungkol sa nangyaring medical mission.

“Ayon sa mga mamamayan, ng Agdangan, Quezon, imbes na magbibigay ng pangunahing serbisyo para sa mga mamamayan ng Agdangan, mga expired na gamot at vitamins ang ipinamahagi ng nasabing grupo,” ani ng 201st Infantry Brigade sa isang Facebook post.

Sa kabila ng pahayag na ito ng militar, makikitang naglabas ng Facebook video ang 85th Infantry Sandiwa Battalion noong ika-10 ng Abril, kung saan makikitang nagpapasalamat ang isang babae dahil “na-check up” ang kaniyang mga anak at nabigyan ng mga

kinakailangang gamot, “sa pamamagitan ng KASAMA [TK] kasama ang Philippine Army”.

Sa kabila ng mga pahayag ng 201st Infantry Brigade ukol sa anila’y mga “expired” na gamot, agad namang inihain ng KASAMA-TK ang mga resibo ng biniling gamot mula ika-9 ng Abril hanggang sa araw na ginanap ang medical mission.

85th IB at 201st IB,” giit ng samahan sa kanilang pahayag noong ika-15 ng Abril.

Dagdag pa ng KASAMA-TK, nakipag-diyalogo rin sila sa mga opisyal ng barangay at munisipyo upang alamin kung ano ang mga pangunahing pangangailangang medikal ng mga mamamayan ng Agdangan.

Sa kabila nito, naglabas naman ang 85th Infantry Sandiwa Battalion ng larawan ng “Pagpapatunay” ng punong barangay na si Kgg. Edilberto Lancion na hindi umano nakipag-ugnayan ang KASAMA-TK sa pamunuang barangay.

Dahil taliwas ito sa naunang Facebook post ng organisasyon ng mga magsasaka, sinubukan ng UPLB Perspective na muling kunan ng pahayag ang KASAMA-TK. Sa kasalukuyan ay hindi pa nakapagbibigay ng tugon ang organisasyon.

Samantala, inakusahan din ng mga militar na hindi mga tunay na doktor ang lumahok sa proyekto.

“Nang hiningan ni Gng. Hernandez [isa sa mga dumalo sa medical mission] ng PRC License Number ang inakala niyang doktor na para doon sa resita, hindi umano ito nakapagbigay sa kadahilanang nakalimutan ang kanyang PRC license number. Agad tinanong ni Gng. Hernandez kung siya ay tunay na doktor, subalit ang sagot ay estudyante pa lamang ito at hindi rin siya makapagpakita ng kanyang school ID,” salaysay ng 201st Infantry Brigade.

Ayon naman kay Luna, “‘Yung Health Aksyon for Human Rights ay magre-release ng sariling statement. Pwede silang hingian ng komento dito.”

Ang Aksyon Health Workers ay isang partidong aktibong nangangampanya para sa kapakanan ng health workers, at para sa pagkakamit ng maayos na kalusugan ng mga Pilipino. Sinubukan ng UPLB Perspective na makuha ang pahayag ng Aksyon Health Workers, ngunit sa kasalukuyan ay wala pa silang tugon.

Samantala, nag-akusa rin ang militar na layunin umano ng KASAMA-TK na linlangin ang mga mamamayan sa Agdangan, Quezon upang makuha ang suporta ng mga ito para sa rebolusyonaryong kilusan.

“Nangagalaiti kayo sa galit dahil natumbok at nasira ang inyong planong gamitin ang medical mission para makakuha ng simpatya sa mga tao na patuloy na suportahan ang teroristang NPA na bumibilang na lang ng dalawampu (20) na nahahati sa 2 grupo,” ani ng 201st Infantry Brigade.

Dagdag pa ng militar, wala umanong nangyaring intimidasyon. Anila, ang pag-iwas ng KASAMA-TK sa “security” ay indikasyon umano na ayaw ng organisasyon na makitang mayroon silang “magandang relasyon sa mga kasundaluhan at kapulisan o sa alin mang ahensya ng gobyerno”.

Kawalan ng seguridad sa matinding militarisasyon

Sa kabila ng “seguridad” na iginigiit na ibigay ng 201st Infantry Brigade, matatandaang ang malalang militarisasyon mismo sa Quezon ang nagbunsod sa panghaharas sa mga magsasaka. Noong 2021, daan-daang magniniyog ang sapilitang pinasuko ng militar bilang mga kasanib umano ng CPP-NPANDF. Ang militarisasyon ding ito ang nagbunsod sa pagkamatay ng ilang mga residente.

“Ang 59th IB na under ng 201st IB ay nambaril noong April 9. Sila rin ang pumatay sa Sampaloc 2. Pinaratangan na NPA para pabanguhin [ang kanilang imahe]. Ang red-tagging, sobrang gasgas na script ‘yan para i-justify ang patuloy na karahasan at pagpatay sa mga

magsasaka,” diin ni Luna.

Ayon sa Anakbayan Quezon, noon lamang ika-9 ng Abril, binaril ng isang lasing na sundalo ng 59th Infantry Battalion ang 20 taong gulang na sibilyan na si Jayr Lasquites sa Mauban, Quezon.

Matatandaan ding nagbunsod ang red-tagging ng mga militar sa pagkamatay ng dalawang sibilyang magsasakang sina Jorge Coronacion at Arnold Buri sa Sampaloc, Quezon noong Nobyembre ng nakaraang taon.

Ayon sa pandaigdigang organisasyon na Human Rights Watch (HRW), ilang dekada nang ginagamit ang red-tagging sa Pilipinas bunga ng pakikipaglaban ng pamahalaan sa NPA. Naging daan din ang Anti-Terror Law at Executive Order No. 70 na nagtatag ng National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) sa ilalim ng administrasyong Duterte upang mapalaganap ang pag-akusa sa mga progresibo bilang kasapi ng kilusan.

Samantala, mariin namang kinokondena ng KASAMA-TK ang pag-red-tag sa kanila ng militar.

“Dahil sinuka sila sa pagpapanggap at pagpapakitang-tao noong medical mission na hindi nila inorganisa, bumaling sila sa pinakagasgas na red-tagging upang siraan na ang ‘katuwang’ nilang organisasyon,” anila.

Kilala ang KASAMA-TK bilang pederasyong binubuo ng iba’t-ibang samahan ng mga magsasaka sa Timog Katagalugan. Itinuturing ito bilang opisyal na regional chapter ng Kilusang Magbubukid ng Pilipinas (KMP) na isang demokratiko at militanteng kilusan ng mga magsasaka.

“Kahit sa pakanang red-tagging, intimidasyon, at pagkaepal ng AFP sa Quezon, mananatili kaming lingkod ng mga magbubukid sa probinsya at sa Timog Katagalugan,” huling mensahe ng samahang magbubukid sa kanilang bukas na liham.

Pagsupil sa panulat

Samantala, mariin namang kinondena ng UPLB Perspective ang pag-red-tag sa kanila ng militar sapagkat anila, direktang pag-atake laban sa malayang pamamahayag ang ginawa ng 201st Infantry Brigade.

“Ilang taon nang nasa peligro ang mga mamamahayag, litratista, at manunulat mula sa kamay ng estado. Ngayon ay lalo pa itong umiigting nang mas pinalakas pa ng kasalukuyang administrasyon ang pulis at militar upang patahimikin ang bawat kumpas ng panulat,” pahayag ng UPLB Perspective.

Ayon sa opisyal na pahayagan ng Kolehiyo ng Agham Panlipunan at Pilosopiya ng UP Diliman na SINAG, hindi ito ang unang beses na naging biktima ng red-tagging ang mga pahayagan. Bukod sa UPLB Perspective, inatake rin ang mga pahayagang SINAG, Philippine Collegian, at mga alternatibong midya kagaya ng Bulatlat at Altermidya, maging ang mga grupong College Editors Guild of the Philippines (CEGP), at National Union of Journalists of the Philippines (NUJP), dahil sa pagiging kritikal ng mga ito sa kasalukuyang rehimen.

Samantala, nakiisa ang CEGP sa panawagang itigil ang pag-atake sa mga pahayagang patuloy na pinipiling magsulat, maglingkod, at magpalaya.

“We challenge the UP system and UPLB

administration, student publications, youth, and freedom-loving Filipinos to denounce this red-baiting on UPLB Perspective as an assault on campus journalism and human rights,” dagdag pa nila. [“Hinahamon namin ang buong UP system at ang administrasyon ng UPLB, pahayagang pang-kampus, mga kabataan, at mga Pilipinong nais ng kalayaan, na tuligsain ang pagred-tag sa UPLB Perspective na isang atake sa mga pahayagan at maging sa karapatang pantao.”]

Ang CEGP ay ang pinakamatanda at pinakamalawak na alyansa ng mga opisyal na pahayagang pang-kolehiyo sa buong Asya-Pasipiko.

Iginiit din ng UPLB Perspective sa kanilang pahayag na tungkulin nilang maghatid ng makabuluhang balita at maging boses sa mga panawagan ng mga mamamayan ng Timog Katagalugan. Bilang alternatibong midya, tungkulin din ng nasabing pahayagan na magbigay-liwanag sa mga inhustisyang nararanasan ng mga mamamayan sa kamay ng estado.

Sa kanilang pangwakas na mensahe, binitawan ng UPLB Perspective ang mga katagang: “Subalit sa kabila ng mga atakeng ito, matapang na ipagpapatuloy ng UPLB Perspective ang makatotohanang pamamahayag, ang kritikal na pagsuri sa makakapangyarihan, ang pagtataguyod ng malayang pamamahayag, at ang pagtindig para sa demokrasya.” [P] ONLINE

Celestial, Olivar elected as USC chair, vicechair in 2022 UPLB USC-CSC elections Candidates shared their platforms in “TAPATAN: UPLB Campus Forum 2022” last April 9, as well as in the Miting de Avance held from April 12 to 13.

BY MARK ANGELO FABREAG STAFF WRITER AND ARON JAN MITCHELL SIERVA, NEWS EDITOR Gean Marie Celestial and Mark Gio Olivar were elected as chairperson and vice-chairperson respectively in the 2022 University Student Council (USC) – College Student Council (CSC) Elections held from April 18 to April 23, 2022.

In the results released Saturday, April 23, the elections concluded with a final turnout of 38.74%, or a total of 5,179 voters. This falls short of the 44.16% voters’ turnout in the 2021 USC-CSC General Elections.

Celestial and her slatemate Olivar accumulated a total of 4,640 votes and 4,536 votes, respectively.

The incoming SAKBAYAN councilors include Carla Ac-ac, Julian Louis Bonza, Gian Arnold Catangay, Anne Margrett Dolar, John Athani Famador, Arvi Charlize Pascual, and Justin Glenn Salayog.

Prior to the 2022 USC-CSC Elections, the USC, UPLB Perspective, and the Office of Student Activities (OSA) commenced “TAPATAN: UPLB Campus Forum 2022” last April 9. It served as the platform for the parties to showcase and state their political stands regarding university and national issues.

Because of the pandemic, the Central Electoral Board (CEB) – the body that oversees the student elections – has adopted the guidelines for the virtual and remote elections. TAPATAN and Miting de Avance (MDA) were restricted to Zoom platforms or through Facebook livestreams.

TAPATAN tackled campus-wide issues about the #LigtasNaBalikEskwela campaign and the retention and enrollment of students.

The political parties agreed on strengthening the calls and organizing plans to initiate and successfully conduct face-to-face classes in the university.

CEAT Alliance for Student Empowerment (CEASE) cites that aside from health and financial concerns, the academic load of students must be considered. They plan to extend the No Fail Policy even in the transition to face-to-face classes.

SAKBAYAN adds that adequate health services must be given to ensure the safe return of students, faculty, and staff to the campus, as well as a consultative roadmap that heeds the interests of the constituents. SAKBAYAN calls for an education system that is nationalist, scientific, and mass-oriented.

Meanwhile, ADLAW CEM (College of Economics and Management) pointed out that the role of the council is to encourage students to raise their concerns to the administrators, especially on academic issues.

A rundown of the MDAs

Besides TAPATAN, the USC and CSC also conducted their own MDAs from April 12 to 13 to present their platforms to the students.

USC. SAKBAYAN delivered their five-point

General Plan of Action (GPOA) to the panelists and students. They focus on forwarding the call for #LigtasNaBalikEskwela, security against state forces’ intervention in the university, and pushing for a just society.

SAKBAYAN-USC also highlighted the fight for education and democratic rights. The slate disputes neoliberal education and pushes for a nationalist, mass-oriented, and scientific education system.

“Ang pinakakinakaharap nating problema ay ang current setup natin na hindi lahat inklusibo sa mga estudyante; tuloy ang online set-up. Sinisigurado po natin na maifo-forward ang panawagan for ligtas na balik-eskwela,” Celestial said.

CASSC. In the MDA of the College of Arts and Sciences Student Council (CASSC), SAKBAYAN-CAS presented their seven-point GPOA focusing on #LigtasNaBalikEskwela, protection of LGBTQIA+ rights, and upholding the welfare of CAS students.

SAKBAYAN-CAS aims to establish CASangga, an online community dedicated to CAS students for a wider reach and connection within the college. The candidates also expressed their aim to combat discrimination and assault against women and the LGBTQIA+ community.

CAFSSC. In the College of Agriculture and Food Science Student Council (CAFSSC) MDA, SAKBAYAN-CAFS presented their three main GPOA centering on the call for a genuine, democratic and high-quality education; in addressing human rights issues in Southern Tagalog; and on the collaborative goal of the council, the student body, and the community.

SAKBAYAN-CAFS also emphasized their opposition to the privatization in the agricultural sector, highlighting their opposition to “golden rice”. The issue on golden rice is a subject of heated debates, being one of the most pressing controversies in agriculture. While some see golden rice as a potential solution to Vitamin A Deficiency (VAD), some progressives say that the golden rice program “would widen the problem of hunger and poverty in the country”.

CFNRSC. SAKBAYAN College of Forestry and Natural Resources (CFNR) focused on the agricultural sector of the country in their fivepoint GPOA, as they navigate other calls about student coordination, participation, and their rights.

SAKBAYAN-CFNR vows to have unity in fighting for more environmental and humane management of natural resources through educational discussions and mobilizations.

“Naniniwala ang SAKBAYAN na hindi sustainable ang mining industry ng Pilipinas; mining in the country is commercial as it only serves private individuals. Lifting the ban on open-pit mining is disadvantageous as this allows private companies to get our resources

without accountability,” CFNR Councilor aspirant Kevin Ryan Guzman said.

CHESC. In the College of Human Ecology Student Council (CHESC) MDA, SAKBAYANCHE highlighted their vision that focuses on an education system where no student would be left behind. They expressed that the rights of students must be included in the decision-making of the council.

“Sa ganitong sitwasyon ng ating bansa, mahalaga na may panghihikayat sa kapwa natin estudyante na may pagtindig [at] paglaban sa dapat nating tinatamasa,” Councilor candidate Arienne Guinto said on active student participation.

CDCSC. Meanwhile, the College of Development Communication Student Council (CDCSC) MDA showcased two parties, which are SAKBAYAN and LETS CDC. LETS CDC presented their GPOA aiming for the safe reopening of the campus, smooth communication between council and students, fact-checking, and upholding LGBTQIA+ rights. They also emphasized the importance of college publications in specifying students’ concerns and amplifying issues centering in a specific college.

Last March 28, Ian Lopez was appointed as the first editor-in-chief of the CDC student publication. This is in line with the 5th Convention of the Student Legislative Chamber’s adoption of SLC Resolution 2022-04, instructing college student councils to “exert all effort to establish and re-establish student publications in the respective colleges of UPLB”.

On the other hand, SAKBAYAN-CDC proposes its GPOA focusing on the advancement of academic freedom, right to information, mental health and financial support, and gender sensitivity programs. They also highlighted the importance of alleviating misinformation through fact-checking.

CEMSC. In the College of Economics and

Management Student Council (CEMSC) MDA, ADLAW starts off with the three main points of their GPOA: Kapit-Bisig, Manaig, and Pagpapalawig. These focus on strengthening student representation, leading the student movement in mobilizations, and nurturing social awareness.

On national issues, ADLAW said that it will remain active in releasing political content.

ADLAW added that educational discussions can be conducted to widen the knowledge regarding issues inside and outside the university.

CEATSC. Meanwhile, the College of Engineering and Agro-Industrial Technology Student Council (CEATSC) political party CEASE presents their GPOA focusing on strengthening student representation, as well as conducting departmental dialogues between the faculty and the student body. They highlighted student involvement in rights and welfare matters, and community participation.

CEASE also expressed their opposition on the Build, Build, Buld Program, which is notorious for displacing urban poor residents and indigenous peoples, while also posing massive threats to the environment.

CVMSC. The Miting de Avance of the College of Veterinary Medicine Student Council (CVMSC) started with the introduction of GPOA of VMSA, which emphasizes student welfare and leadership, as well as social interaction.

On the issue of the conduct of face-to-face classes, VMSA emphasized the importance of student participation. CVM students have long asserted that “veterinary medicine is medicine”, coinciding with the #LigtasNaBalikEskwela campaign. In September 2021, the Commission on Higher Education (CHED) recognized the need for face-to-face classes for Doctor of Veterinary Medicine (DVM) students. [P]

OVERVIEW OF DUTERTE’S TERM

I

t may seem like Rodrigo Duterte has gone quiet these past few months. With elections coming up, headlines have been focused more on his potential successor and other election related issues. This quietness may seem uncharacteristic since people have witnessed him make headlines regularly with his brutal remarks against his critics or questionable policy decisions. His legacy is not a quiet one either. The noise of the victims of the recent extrajudicial killings of the drug war, Bloody Sunday, up to the Bataan 5, the noise of fisherfolk trying to reclaim our territory in the West Philippine Sea, and the noise of thousands of bankrupt farmers and unemployed Filipino workers who lost their jobs due to a botched pandemic response have overwhelmed whatever legacy the Duterte regime wants to achieve.

Duterte, who won in 2016, promoted his flagship programs such as the Build, Build, Build program, as well as his whole of nation approach on insurgency. Along with those platforms, he vowed to end contractualization, increase salaries of police and military personnel, and an overall boost in the economy. Economic development has always been a staple in a candidates platform since it is quantifiable and is an intersectional aspect that can impact other platforms. Seeing economic development in one’s platform may sound promising but execution and the question of who benefits most from this should be kept in mind. With that, we question if the Duterte regime lived up to their promise or did they continue to uphold and normalize neoliberal policies that benefit only a few.

while commodities continue to become more expensive, further disabling them financially.

On top of that, the Philippines also earns the top spot for the biggest increase in super rich wealth with 30.5 percent. This further validates the statement “the poor get poorer and the rich get richer.” This also tells us that this administration’s policies have favored more the wealthy few and the elite.

A few months into the pandemic, unemployment has only worsened. With the on and off lockdowns lacking long term support for daily wage and irregular workers, people are left to fend for themselves. Lockdowns have become detrimental especially without free mass testing and proper compensation. According to IBON, 17.3 million families lost P13,000 to P32,500 in incomes on average in the past 17 months due to lockdowns. Despite the government’s massive borrowing binge, “ayuda” or a cash subsidy of P5,000 is not enough to sustain one’s living especially with crippling restrictions caused by lockdowns.

Agricultural Death Sentence

One of the most notable decisions of this administration for the agricultural sector is the enactment of the Rice Tarrification Law or RTL. The goal of this law is to create a globally competitive agricultural industry especially when it comes to rice production. Yet according to Kilusang Magbubukid ng Pilipinas (KMP), the law “is equivalent to a death sentence for the local rice industry and rice farmers.”

The law liberalizes rice trade by imposing tariffs on imports in lieu of quantitative restrictions. But according to AMIHAN National Federation of Peasant Women, farmers over the country lost around Php 165 billion pesos due to RTL with around 20.2% of circulating rice in the country being imported. Farmers were forced to sell grains of rice for as low as Php 7 per kilo, lower than the cost of production and labor at over Php 17. In Central Luzon, the rice capital of the country, farmgate prices range from Php 9 to 12 while they dropped to Php 7 in Bataan.

It can also be considered that the agricultural sector under the Duterte administration is at a crisis since most policies have been detrimental to the development of the said sector. Aside from the RTL pushing rice farmers to bankruptcy, the average budget share for the entire agricultural sector has been the lowest budget share in 21 years with 3.5 percent in agriculture and agrarian reform in the 2017-2022 budget according to Ibon Foundation.

Employment: Quality and Quantity

The current administration boasts economic development mainly because of the Build, Build, Build program which focuses on infrastructure development to help boost the economy. But according to Ibon Foundation, an independent research think tank, the Duterte administration has had the weakest economy since the post war era since Philippine independence. Manufacturing was collapsing, shared GDP is the smallest since 1950 even before the pandemic began with less than 19%.

Along with its flagship economic program such as the BBB, there’s no doubt that it has created jobs; yet a lot (if not all) of these jobs are contractual, meaning they are not permanent and are unable to sustain the everyday needs of the Filipino. The pandemic has hit the economy the hardest and the majority of unemployment can be attributed to the halting of the economy but the Philippines has already hit record unemployment even before the pandemic hitting its peak in April 2020 with nearly 13 million unemployed reaching a 28% unemployment rate. From 2017 to 2019, the Duterte administration has had the lowest job generation on the average with over 300,000.

According to IBON’s comparison of unemployment numbers from post Marcos administrations with Duterte, it shows a significant difference by the thousands. Under Duterte, unemployment increased by 1.3 million from 2.4 million in 2016 it grew to 3.7 million in 2021. Arroyo (2001-2010) came in second with 632,000 unemployment increase, Estrada (1998-2001) with 611,000, Ramos (1992-1998) with 449,000, Corazon Aquino (1986-1992)

with 68,000, and Benigno Aquino III (20102016) decreased by 261,000.

In the ASEAN, the Philippines has the biggest unemployment increase with 5.3 percent as of 2020, highest unemployment with 6.5 percent as of November 2021. These numbers

may already seem harsh but one can truly see the effects when we also contextualize it with the current inflation rate of 4.5 percent annually which also gives the Philippines a top spot in the ASEAN. This means that as people lose their jobs, their spending capacity is lessened

These are only a few of Duterte’s “achievements” throughout his six year term. In the words of Sonny Africa, “Ang mas malaking challenge is we stop the decay in Philippine politics and economy na nagtuloy under Duterte.” The 2022 elections are not a golden ticket to a new brand of governance. These are all “illusions in our very fragile democracy” according to Rosario Guzman, IBON’s research head. But the 2022 elections are still a window, no matter how small, take the chance to push for a more progressive, pro-development, democratic, and people-centered policies and governance. The last thing we need is continuing a legacy built on disinformation and corruption. [P]

ara sa panig ng lakas-paggawa, batbat ng pangbubusal ng mga panawagan at paninikil ng karapatan ang rehimeng Duterte sa ilalim ng kanyang eksplotatibong polisiya na naglagay lamang sa estado sa pinakalugmok nitong antas ekonomiko. Subalit sa gitna ng opresyon, nananatili pa ring maringal ang tikas ng paninindigan ng mga Pilipinong manggagawa na pinaaalab ng paparating na halalan —isang pagkakataong muling igiit ang karapatan.

Sa lansangan man o espasyo ng birtwal na mundo, walang patid ang laksang manggagawa, sa pangunguna ni Jerome Adonis, kasalukuyang Secretary-General ng Kilusang Mayo Uno (KMU), sa panawagang gawing makatao, nakabubuhay, at mapagkalinga ang kalagayan ng mga Pilipinong manggagawa at lumpuhin ang mapagsamantalang neoliberal na polisiyang nagpapahirap sa lakas-paggawa ng bansa. Itinatag ang KMU noong ika-isa ng Mayo 1980 sa gitna ng Batas Militar na naglalayong palakasin ang pakikibaka ng manggagawa at ibagsak ang Imperyalismong Estados Unidos. Bilang pagtugon sa iba’t ibang isyung kinahaharap ng mga manggagawa, patuloy itong naglulunsad ng welga mula sa siyam na Pederasyon, Dalawang Mass Organization at 13 Regional Chapters na palaging kumakalampag sa mga institusyon at pamahalaan na dinggin ang kanilang mga hinaing.

“Ang pananahimik, ang sumatotal niyan, pumapayag tayong ipagpatuloy ang maling ginagawa nung mga nakatataas”, sambit ni Adonis sa panayam. Aniya, hindi maaaring maging tikom ang kilusan sa mga hakbangin ng pamahalaan kaya isang oportunidad ang Eleksyon upang hamunin ang mga kandidato ukol sa kanilang mga tindig hinggil sa mga isyu ng manggagawa at sa kabilang banda naman, handa ang kilusan na ipakita ang kanilang suporta sa lider na kumikiling sa kanilang ipinaglalaban. Subalit higit sa pagpili ng lider, kinakailangan ring magbalik tanaw sa kasaysayan ng paglaban ng mga uring manggagawa at ugatin ang mga suliraning nagpapahirap sa lakas-paggawa ng bansa.

Salat tungong mulat

Mga magsasaka ang isa sa pinakabulnerableng sektor sa pang aabuso at inhustisya kaya isa ito sa mga pangunahing ipinaglalaban ng KMU lalo pa’t marami pa ring mga

pesante ang walang sariling lupa at biktima ng pandarahas. Malapit sa puso ni Adonis ang sektor ng agrikultura pagkat nagmula rin siya sa maralitang pamilya ng mga magsasaka; magsasaka ang kanyang magulang galing sa Bicol, at sa hirap ng buhay, nakipagsapalaran sila sa Maynila para sa trabaho ngunit huli na para mapagtantong mas malala pa pala ang aabuting kapalaran at mararanasang disparidad sa buhay kalunsuran.

Pumasok si Adonis sa iba’t ibang uri ng trabaho tulad na lamang ng Electronics Factory at pagiging Konduktor sa bus, at dito, danas niya ang mga anyo ng hindi makataong pagturing sa mga manggagawa; mababang sweldo, kontraktwal, lagpas-lagpasang oras sa trabaho at iba pang mga pang aabuso.

Mula sa mga karanasan, sumidhi pa lalo ang kanyang galit sa lagay ng pagtatrabaho sa bansa na naging dahilan sa pagiging mulat sa mapang-abusong sistema. Lumahok ito sa mga welgang manggagawa noong 1992 hanggang sa maging part time organizer ng kilusan taong 2002.

Bagamat maraming napagtagumpayang panawagan, nananatili pa ring mailap sa sektor ang kanilang paglaban hinggil sa karapatan ng mga magsasaka na hawak ng mga naglalakihang korporasyon, panginoong may lupa na pinangangalagaan naman ng mga pansariling interes ng pamahalaan. Kaya, sa paparating na halalan, isang hamon para sa mga kandidato ang kumiling at tugunan ang interes ng mga magsasakang manggagawa at sa panahong mas matimbang ang ‘may nagawa na’ kaysa sa ‘ may gagawin palang’, pipillin ng kilusan ang isang lider na may malalim na karanasang itayo ang laban ng mga marhinalisado.

Patuloy pa ring kinakalampag ng grupo ang pamahalaan sa pagbibigay ng tunay na reporma sa lupa at pananagutan sa mga mapang-abusong kapitalista at mismong kapabayaan ng gobyerno. Ayon kay Adonis, isang malaking kabalintunaan ang pagsasakatuparan ng Comprehensive Agrarian Reform Program (CARP) na naglalayong maipamahagi ang mga lupain sa mga magsasaka gayong nagsisilbi rin itong daluyan ng pangangamkam at pandarahas sa mga magsasaka. Dahil dito, kinakailangan dalumatin na dapat tugma ang paniniwala ng kilusan at ng susunod na pangulo na siyang mahalagang hakbang para sa repormang hinahangad sa sektor ng Agrikultura. Ginamit man

ang CARP bilang protektahan ang interes ng mga panginoong may lupa at korporasyon, nangingibabaw pa rin ang kabutihan at nasa katwiran Isa sa mga tagumpay ng sektor ay ang naipanalong kaso ng mga magsasaka mula sa Sumilao, Bukidnon sa pagbawi sa kanilang 144 ektaryang lupain laban sa higanteng San Miguel Corporation.

Kung gagawin namang prayoridad ng susunod na administrasyon ang repormang panlupa ayon kay Adonis, mabibigyan nitong solusyon ang mga pangunahing suliranin ng bansa tulad na lamang ng Seguridad sa Pagkain kung saan hindi na kinakailangan pang umangkat ng mga produktong agrikultural sa katabing bansa. Mapapalakas rin nito ang Pambansang industriyalisasyon kung saan epektibong magagamit ng bansa ang sarili nitong hilaw na mga materyales at ang huli, mapapaigting nito ang pag unlad ng teknolohiya kung saan mas magagamit nang husto ang husay ng mga Pilipino sa halip na lumabas ng bansa at pakinabangan ng banyaga.

Subalit, magiging posible lamang ito kung mapaparalisa ng pamahalaan ang mga patakarang neoliberal na balakid sa kalinangan at kaunlaran ng mga manggagawa.

Eksplotatibo tungong transpormatibo

Isa sa pinakamalaking balakid sa lakas-paggawa ng bansa ay ang pagpapatupad ng mga neoliberal na polisiyang nakaangkla sa interes ng mga banyaga, burukrata kapitalista at ng pamahalaan sa halip na kalakhang masa. Kinakaharap pa rin ng mamamayang Pilipino ang Kontraktwalisasyon, kilala bilang “ End of Contract” (Endo), bilang pangunahing manipestasyon ng neoliberalismo kung saan temporaryong empleyo lamang ang ibinibigay ng mga employer sa ilalim ng lima o anim na buwan na kontrata. Nagluluwal ito ng mga paibabaw na pang-aabuso tulad na lamang ng murang paggawa, mababang pasahod, kawalang benepisyo at mga anyo ng eksplotasyon sa mga manggagawa habang eksesibong lumalaki ang kita ng mga naglalakihang pabrika at korporasyon at mas malala, protektado ng batas ang ganitong mga atrasadong patakaran.

Sa katunayan, nakasandig sa 1974 Labor Code of the Philippines, Article 106 (Contractor and Subcontractor) ang polisiyang nagpapapayag ng “ Job contracting” na nangangahulugang pagkuha ng isang pangunahing

kompanya ng mga manggagawa sa isang kontraktor o ahensya sa maikling panahon lamang. Sa kabilang banda naman, ang “ Labor-only Contracting” naman ang tawag kung manggagawa lamang ang kayang ibigay ng ahensya sa isang pangunahing kompanya dahil wala itong makinarya, kapital at iba pa. Kinikilala ng batas ang una bilang legal habang ang huli ay ilegal, ngunit para sa hanay ng manggagawa, pareho itong ilegal dahil nagsisilbing gatasan lamang ng ahensya ang kakarampot na kita ng mga manggagawang may maliit na ngang sweldo ay binabawasan pa ng kanilang kontraktor.

“Inooppose namin itong ganitong [kontraktwalisasyon] dahil una, nahihirapan kaming magtayo ng unyon dahil may agency, pangalawa, nahihirapan rin kaming magkaroon ng collective bargaining dahil itong mga agency na ito ay nabubuhay lamang sa mga sweldo namin at pangatlo, walang security of tenure, ibig sabihin, maaari kang matanggal kahit pa matagal ka na sa trabaho ”, mariing pahayag ni Adonis sa paglabang irebisa ang nasabing kontraktwal na palisiya.

Dagdag pa nito, bagamat itinuturing na ilegal ang “ Labor-only contracting”, marami pa ring nakalulusot at nakakatakas sa pananagutang ito dahil walang pangil ang patakaran upang sumugpo ng ganitong pananamantala, at pinipiling itikom na lamang ng mga trabahador ang kanilang karapatan sa takot na mawalan ng trabaho at pagbantaan ng employer. Kaya sa panahon kung saan lubusang pinahina ng pandemya ang sektor ng pangkabuhayan ng bansa, mahalagang magkaroon ng isang lider na may kakayahang buwagin at panagutin ang mga kapitalistang maysala at lider na may praktikal na kaalaman sa larangan ng ekonomiya.

Subalit, unti-unting sumilay ang pag asa para sa pagkakaroon ng dayalogo sa pagitan ng KMU at sinusuportahang pangulo.

Nabanggit ni Adonis ang pangako ng sinusuportahang pangulo na hindi man permanenteng mabubuwag ang kontraktwalisasyon, ngunit may pagtatangkang buksan muli ang diskusyon sa pagrerebisa nito na iaangkop naman base sa tunay na kalagayan at pangangailangan ng mga manggagawa. Pinangunahan rin ng grupo ang panawagan na itaas ang minimum wage mula sa 537 Pesos tungong 750 Pesos bawat araw. Hindi naman ito nalalayo sa programang “ Anti Endo Bill” na susubuking ipatupad sa susunod na

administrasyon na naglalayong pag isahin ang interes ng manggagawa at mga kompanya dahil kinikilala rin nito ang nosyon na binubuo ng Micro, Small and Medium Enterprises (MSMES) ang 99.5 % ng kasalukuyang negosyo sa bansa na nagpapagalaw naman sa ekonomiya.

Malaki ang inaasahan ng masang manggagawa sa pagpapalit pahina ng administrasyon dahil nakikita nilang sa wakas ay papaboran naman ang kanilang matagal na ipinaglalaban, subalit, malaki rin ang hamon sa pamahalaan sa pagsisigurong mapapangalagaan ang karapatang pantao ng mga manggagawa—bagay na nananatiling ilusyon para sa hanay.

Paglabag tungong paglaban

Habang malaon nang kinikilala ang kolektibong paglaban at tagumpay ng KMU sa Isyu ng Empleyo at Politikal na pagtindig, malaon ring naging paksa ng kritisismo ang kilusan dahil sa isteryotipikal na pagtingin ng taumbayan sa kanilang pagwewelga at protesta bilang “ puro reklamo lang”. Mabigat rin ang paratang na ipinupukol sa kanila hinggil sa umano’y pagiging bahagi ng CPP- NPA bilang mga terorista ng bayan kaya nagluluwal ito ng patuloy na pang rered-tag sa grupo at pagpapakalat ng disinpormasyon na nagmumula pa mismo sa panig ng gobyerno, partikular ang National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) na represibong pinatatahimik ang mga kritiko ng pamahalaan sa pamamagitan ng diseminasyon ng mga pekeng balita.

Sa pinakamalamlam naman na larawan ng impunidad, naging target ang grupo ng mga paglabag sa karapatang pantao ng estado.

Ayon sa KMU, 56 ang pinaslang habang 32 naman ang ilegal na inarestong manggagawa sa ilalim lamang ng kasalukuyang rehimeng Duterte. Patunay ito kung paano ituring ng pamahalaan ang pagbalikwas sa administrasyon bilang krimen. Subalit, nalagasan man ang grupo ng mga aktibistang tumindig hanggang sa kanilang huling hininga at pagkakapiit, mas lalo pang pinaningas nito ang alab ng paglaban sa pamamagitan ng pagpapaigting

ng relasyon sa Kongreso at alyansa sa loob at labas ng bansa, laksang pagpapamulat sa mga komunidad sa realidad na kanilang dinaranas at ang pakikibaka sa hustisya para sa kanilang nasawing kapanalig.

Katuwang ng KMU ang MAKABAYAN bloc sa pagsisigurong hindi lamang mapapakinggan ang kanilang mga boses, kundi mapapanagot rin ang mga personalidad sa likod ng mga serye ng paglabag sa kanilang hanay. Sa kabilang banda naman, Ayon rin kay Adonis, bagamat social media ang pangunahing espasyo para sa disimpormasyon, ginamit rin ito ng mga progresibong grupo at mulat na mamamayan upang igupo ang mga maling impormasyon hinggil sa kanilang kilusan.

“Ang kagandahan [ng social media], ay marami ng debunked na mga false information at marami na ring kabataang mulat sa katotohanan, marami na ring mayroong kritikal na kaalaman kaya minsan tinatawanan na lang ng iba yung mga fake news tungkol sa ‘min”, ani Adonis. Dagdag rin dito, ang pagharap sa 11 na kaso ng red tagging ni Lorraine Badoy, Communications Undersecretary at Spokesperson ng NTF ELCAC, ay tagumpay para sa kanila at patunay na kayang panagutin ang pamahalaan sa mga kabuktutan nito sa kabila ng kanilang kapangyarihan.

Ngunit hindi rito nagtatapos ang pagkamit sa katarungan ng kilusan dahil lagi’t lagi, kinailangan pa rin nitong lumabas at igiit ang mga karapatan kasangga ang gobyernong inaasahan nilang magiging kasangkapan sa pagkamit ng ganap na kalayaan at radikal na pagbabago ng lipunan. “Isa sa pinakamahalagang rights natin ay yung freely maexercise yung kalayaan sa pagpapahayag, yung tumindig na hahayaan tayo sa paglulunsad ng mga unyon nang hindi ginagamitan ng dahas ng gobyerno, kaya kailangan talaga kumilos ng gobyerno para sa trabahong nakabubuhay nang matiwasay at malaking hamon ito sa susunod na administrasyon” pagpapaliwanag ni Adonis sa kahalagahan ng kalayaan sa pagpapahayag ng mga kilusan.

Upang mas itaas pa ang antas ng kamalayan ng taumbayan, maglulunsad ang KMU sa paparating na Mayo Uno ng malawakang pagkilos sa iba’t ibang mga rehiyon na may layuning ipanalo ang Leni Robredo-Kiko Pangilinan Tandem sa halalan na siyang kauna-unahang pag eendorso ng kilusan, biguin ang muling nagbabantang rehimen at ipanalo ang karapatan ng mga manggagawa tangan ang mga plakard na nagsasaad ng “sahod–trabaho– karapa-

tan”. “Huwag tayong mahiyang lumabas sa ating mga tahanan at tumindig, at hinahamon ko hindi lang ang mga kandidato, kundi ang mga mamamayan na tumindig rin sa workers’ issue”, panapos na pahayag ni Adonis ukol sa kanyang mensahe para sa mga kandidato at botante.

Mobilisasyon man o kampanya sa halalan, pagtindig man sa karapatang manggagawa o panghahamig para sa kinabukasan ng bansa, patuloy na babaliktarin ng lakas-paggawa ang mga atrasadong konotasyon ng bayan mula sa pagiging salat tungong mulat, eksplotasyon tungong transpormasyon at paglabag tungong paglaban. Subalit higit pa rito, hindi rin hihinto ang masang manggagawa sa paglaban sa karapatang pantao at paglilingkod sa taumbayan anuman ang kinabibilangang sektor sa lipunan bilang paghahangad sa demokrat i k o , makatao, at progresibong mukha ng pamamahala.

People mistake college education as a “great equalizer” for society. Time and again, policies in making public tertiary education truly “public” reinforces our ideal of higher education: to minimize the gaps between the richest and poorest Filipinos. However, the value of college education has increased, and that value reaches those at the top—and we finally have the data for it.

In the recent faculty publication of the UP School of Economics (UPSE), Dr. Sarah Lynne Daway-Ducanes, Dr. Elena Pernia, and Mr. Vincent Jerald Ramos dissect college admissions and the inequalities it lays bare in their article, “On the ‘income advantage’ in course choices and admissions: Evidence from the University of the Philippines”. The paper discusses the accessibility of college education in developing countries like the Philippines, while using admissions data from UP. Prior to the pandemic, the admission process were straightforward but never fully contextualized. Acceptance is not solely determined by the performance in the college admissions test (known as the UPCAT), but it is through the UPG, which combines 60% of the UPCAT scores and 40% of the standardized weighted average of high school grades.

However, to make the UP studentry “more representative of the nation’s population”, as written in the university’s website, “socio-economic and geographic considerations are factored in the selection of campus qualifiers.”

The article sheds light into other significant factors that affect admission into UP: sex, high school region and type (be it specialized, private, or public).

THE UNFAIR ADVANTAGE IN COLLEGE ADMISSIONS

A matter of facts

The free tuition law is spread across various state universities and colleges (SUCs).

Receiving around 100,000 annual applications in its recent years, UP is arguably one of the most sought-after institutions of higher education in the country. However, towering piles of applications and a low acceptance rate of 15-19% was never a sign of prestige, but a system that needs reforming.

Regardless of the institution being locally labelled as a home to the “scholars of the masses”, the numbers say otherwise. According to the study, around 56-66% of the total number of applicants admitted to the university system spring from the top three income classifications, while only 17-23% of the accepted applicants are those who come from the bottom income classification. This also manifested during the admissions process during the academic year 2017, when more than 99% of the UPCAT passers were graduates from private schools.

This stark contrast holds true as the paper depicts that relative to the highest income class, if your household earns P0 to P7465 per annum, you are 13% less likely to pass UP. Consequently, if your family earns P365,746 to P535,838 per annum relative to the highest income class, you are only 5% less likely to pass.

Moreover, applicants that come from the second top income classification only have a 2% lower probability of being admitted to their first-choice course; as opposed to the 5% lower probability of those coming from the lowest income class. It is also important to note that of those admitted to their firstchoice courses, around 59-64% are from the top three highest income classes, while around 17-21% come from the lowest four income classifications.

to do well in the exams, and this demands resources not immediately available to many.

It is no wonder that a great volume of the applicants come from the NCR, CALABARZON, and from Central Luzon, as opposed to underserved regions in the country. Hence, UP’s countermeasure: factoring in the high school average and the school’s standing to cancel out these (dis)advantages, “which would later prove to be a better predictor of the students’ performance in the university, in combination with the UPCAT subtests.”

However, when looking at the study, the applicant’s secondary education is too strong a determining factor. It shows that applicants with better high school performances have a 6% higher probability of ending up in their first-choice cluster. This is underlined for those who come from public science high schools, who have a 15% higher likelihood in being admitted to the system and 8% more likely to be accepted in their first-choice cluster than those who come from private schools.

These determinants were further pronounced when universities decided to not hold any entrance exams for prospective students in 2021.

Even after all these counter-measures, Indigenous people (IP) and those from cultural minorities are still underrepresented. They only make up 1.8% of the population of UP despite accounting for 20% of the population, and the attacks on their schools by the NTFELCAC still continue. In 2020 they closed 75 lumad schools, and state forces still continue to block the operations of these schools, going so far as to attack teachers and kidnap and

harass students.

‘The years that matter’

The students’ fates were sealed even before they applied.

Administering college entrance exams online was out of the question, not just for UP but for other universities as well. Academic institutions had to accommodate thousands of students, all while making sure that the exam’s integrity was still intact and the playing field was leveled. So SUCs resorted to assessing the applicants through their high school performance.

Grades were suddenly the main basis for admission, blindsiding many highschool students hoping to get into their dream school.

The last batch of applicants for UP only had their grades for the last four years to speak for their ability. By the time UP announced its new method of admission, its results were already out of their hands.

Holistic and well-roundedness were now the basis for admission to the institution. A limited study using data from the City University of New York and public colleges in Kentucky found that combining both high school GPA and an admissions test could predict a student’s performance as a freshman more accurately, but it also showed a large gap in performance in tests for low-income and high-income students. The study also highlighted the advantage of preparation that only higher income students could afford.

Multiple studies have shown the advantage of higher household income in grades and college admissions. The problem goes beyond

whether a test or a grades basis is the path for a more inclusive education, since the inclusion of both would not be equitable for everyone involved. Moreso during the pandemic, where the gap between rich and the poor have only widened, and the capital required to pursue an education in the Philippines has only increased with the current set up.

The study of the income advantage in UP only studied pre-K12 batches, and the study from the City University of New York only studied schools in America, but ultimately, the results of their studies show the inequality in college. The inequalities aren’t just in UP’s admission system, or its acceptance rate, but across the entire educational system.

Inequalities go beyond college; a study from 2019 showed that ninety percent of Filipino fifth graders are unable to read. This alone prevents students from entering secondary education, much less college. The worse conditions of blended learning could only lead to an even wider gap and greater losses for all students as long schools remain closed and budgets for education continue to dwindle in favor of corruption riddled military enrichment programs

“Higher” Education

There have been federal policies in place to “maintain” UP’s efforts in making its education more accessible. The Socialized Tuition and Financial Assistance Program (STFAP) was established in 1989, wherein students from upper income households would pay tuition fees, while those who come from the poorest income groups were exempt from paying tuition and even received subsidies. This was replaced by the Socialized Tuition System (STS) in 2014, which “[sped] up the process of [the] tuition bracket applications, adjust income brackets, and increase the monthly allowance of poor students”.

The Free Tuition Law—which was signed into law in August 2017— largely helped students obtain a degree, but those who have the capability to even take the admission tests are only part of the 10% of our student population. Everyone should be able to go to the college they want. The studies show that exams gatekeep students from quality education.

Why? Because there are limited slots. The new method of admission is no different.

These efforts in making our colleges and universities more accessible will remain to be mere subsidies to the richest students until we address the inequality that goes much deeper.

The solution is not just democratizing access to college education, but working towards true public and quality education—where excellence is never at the expense of equity. [P]

Am I doing enough? This is a common question we ask ourselves when we bring up climate action. The damages brought by typhoons, the agricultural loss due to shifts in seasons, and the increasing rise in temperature, make climate change (CC) a phenomenon hard to ignore—it’s a lived experience for Filipinos. And so with a heightened worry about the crisis, more and more are taking action in their own little ways. Recently, climate scientists protesting against the continued funding of the fossil fuel industry made headline news.

People took to social media to spark calls in adopting lifestyle adjustments that would reduce carbon emissions. Actions would range from unplugging appliances left unused to deleting unwanted emails. Countless articles are written online outlining practices on how we can do our part in saving Earth. It’s a repeated phrase that “Protecting Our Planet Starts with You”. As children in the classroom, we have already been taught the 3Rs and conditioned to believe that turning off unused lights makes all the difference. People take issue when someone drinks from a plastic bottle or travels too much in cars or doesn’t bring an eco-bag.

While we recognize that personal responsibility is an important step in addressing the climate crisis, to berate ourselves and others for not doing enough to solve the problem, is a distraction from the fundamental culprit of CC. To recap, the main driver behind climate change is greenhouse gases. Gases released from burning coal, oil, and gas trap the sun’s heat and hinder it from leaking back to space.

So it’s unsurprising that 71% of global emissions are caused by companies from the energy sector and the fossil fuel industry. For this reason, climate actions are usually centered on saving electricity, reducing plastic consumption, and opting to carpool because these activities are energy-intensive.

The problem with the fixation on personal responsibility is that it shifts blame away from these companies who bear the carbon sin and places it on the individual. They blame our overconsumption and wastefulness. As such, the extraction of resources is justified because it is a response to our demands. There’s been a history of fossil fuel companies finding deflection campaigns that are “aimed to divert attention from big polluters and place the burden on individuals”.

But in reality, no matter how drastic your change in lifestyle is— for example, a reduction in the use of plastic, nothing would change without the implementation of a comprehensive plastic ban or mainstreaming alternatives to plastics.

Government leaders also point to the people, citing the ‘lack of discipline’ in relation to waste disposal and segregation. Anti-littering policies penalize up to Php 2,000 for littering.

But such laws are still unfair and ineffective when waste receptacles aren’t made available to us.

To go green is a choice but we have to consider who has the capacity to make that choice. There’s an income difference between people who can buy in bulk vs people buying in sachets. There’s a difference between choosing to grow your own produce in the garden vs having no other source of food or livelihood. There’s even a disability factor to consider when it comes to the usage of plastic straws. People with disabilities and special needs rely on straws to consume food and beverages.

We don’t need to crucify carnivores, we have to make meat climate-friendly. We don’t need

to save up for electrical cars, we need public transportation powered by clean energy.

It is for these reasons that systemic change is necessary for addressing the fundamental problems of climate change. When we say systemic, it means that it can’t just rely on individuals. When climate action is written off as individual choice, it benefits a destructive structure. Systemic means that sectors cannot just work inside their own circles. The academe can’t just share findings among themselves, start-ups can’t just innovate on their own and the government can’t just write policies and impose penalties on petty violators.

Systemic change requires coalition-building because climate justice is also tied to social justice, racial justice, justice for indigenous people, persons with disabilities, etc. Each environmental initiative cannot exist in a vacuum because its effects are felt across different sectors hence, the necessity of cross-sector partnerships aligned under a common agenda and strategy.

Myths behind Sustainability

With the increasing momentum behind the environmental movement and the need for system-wide change, new models of development arise. We encounter words such as sustainable and green growth. It’s a movement that governments and industries don’t ignore, it’s something they preach and pledge to.

This is why we see clothing brands like H&M advocate for garment recycling and oil

industries such as Shell release sustainability reports. Last year, San Miguel Corporation, one of the country’s top polluters, started a mangrove plantation project that was criticized for planting the wrong species.

But when we look into these ‘green initiatives,’ it once again diverts attention away from the destruction caused by these industries. Rather than demanding accountability for climate change, they focus on sustainability. It is centered on opportunity rather than crisis. Investors and companies have taken advantage of the climate crisis to innovate new products and technologies branded as sustainable or energy-efficient. While innovation is vital, these initiatives have allowed the same companies who have destroyed the Earth to stay in power. It enables them to be relevant without radical transformation—attracting so-called “green jobs” that could uplift people from poverty and help the environment simultaneously.

This eco narrative is popular in the development trajectory of the Philippines. Branded as the first “smart, green and disaster-resilient city”, the New Clark City (NCC) has sparked controversy when it was revealed that more than 500 Ayta families would be displaced for the said project. A biodiversity assessment reported that New Clark City will likely result in “reduced quality of habitat, species population, and net primary productivity.”

The proposed construction of the Pasig River Expressway (PAREX) aims to connect the

City of Manila and Rizal province through an elevated highway passing through the Pasig River. In contrast to the envisioned green architecture adopted by PAREX, road systems itself exacerbate pollution and public health.

Various organizations explained that dredging works along the Pasig River would “agitate embedded hazardous substances… and worsen soil erosion.”

Sustainability at its Core

When the Sustainable Development Goals (SDGs) were adopted in 2015, it was rooted in the concept that sustainability meets the needs of the present without compromising the ability of future generations to meet their own needs. It is not framed as a business opportunity, it is a paradigm for the pursuit of quality of life. It’s not just about providing for everyone, it is ensuring that everyone has the capacity to provide for themselves. They are self-sufficient, not dependent on ayuda or outreach programs. Its four dimensions– society, environment, culture, and economy are intertwined hence, the necessity of coalition-building. And while different actors must be involved in the pursuit of sustainable development, it’s the communities and the most vulnerable sectors that need to be at the center of the process. They cannot be reduced to beneficiaries or subjects for research, they must lead and shape the path of improved well-being and self-sufficiency. [P] [P] GRAPHICS BY: KATRINA GONZALES

Sa Pilipinas, ang yaman na hawak ng 20 pinakamayamang indibidwal ay katumbas sa pinagsama-samang yaman ng pinakamahirap na 54 milyong Pilipino. Habang nadadagdagan ang yaman ng bilyonaryo sa Pilipinas, lalo namang naghihirap ang uring manggagawa.

Sentro sa layunin ng pag-uunyon ang malaya at malawak na paglaban para sa makatao at nakabubuhay na kondisyong pangtrabaho ng mga manggagawa. Ang unyon ang siyang kumakatawan sa mga negosasyon sa pagitan ng mga miyembro at ng pinamamasukan.

Kasaysayan ng KMU

Isinilang ang unyonismo sa bansa sa pagwawakas ng pananakop ng Espanya sa Pilipinas noong 1989. Ang Union Obrero Demoratica Filipina ang kauna-unahang unyon sa bansa at sa pangunguna ni Isabelo Delos Reyes, ipinaglaban nila ang makatwirang sahod ng manggagawa sa mga planta ng tobacco.

Noong May 1, 1980, sa kasagsagan ng Martial Law ni Marcos, itinatag naman ang Kilusang Mayo Uno (KMU) upang itaguyod at palaganapin ang karapatan ng mga manggagawa sa buong kapuluan, sa pamamagitan ng “tunay, militante, at anti-imperyalistang unyonismo.”

Ang KMU ay produkto ng masigasig na pagkilos ng progresibong manggagawa upang ipaglaban ang kahirapang dinanas sa Martial Law ni Marcos. Maaalala pa nga noong Mayo Uno 1982, sa Labor Day address ng dating pangulo, sinabi niya na “[to] the elements of the labor movement…hindi kami nasisindak sa inyo…Pananagutin ko kayo sa inyong panlilinlang.” Pagdating ng Agosto ng parehong taon, inaresto ang 79-taong-gulang na lider-manggagawang si Felix Olalia kasama ang 13 na kasama. Ito ang una sa crackdown ng administrasyong Marcos sa kilusang paggawa.

Ang deka-dekadang laban kontra kontraktwalisasyon ay nagsimula rin sa panahon ni Marcos. Pinirmahan ng diktador ang Philippine Labor Code noong 1974, na pinayagan ang anim na buwang “probationary status” para sa mga empleyado. Sa ganitong paraan naiiwasan ng mga empresa ang pagregularisa sa kanilang manggagawa, kaya’t hindi nabibigyan ng sapat na benepisyo, insyurans, paid leave, at sapat na bonus ang mga empleyado.

Nalilimitahan sila sa paulit-ulit na pag-renew ng kanilang anim na buwang kontrata.

Ngunit wala pa ito sa kalingkingan ng pandarahas na sinapit ng mga manggagawa sa ilalim ni Marcos, lalo na sa Timog Katagalugan (TK). Matatandaan ang mga manggagawang martyr mula sa mga probinsya ng TK gaya nina Noel Clarete, Ronilo Evangelio, Aurelio Magpantay, at Ismael Umali, o kilala bilang Lakbayan martyrs, na mga estudyante’t lider-manggagawa mula sa Batangas. Matapos dakipin sa Lakbayan, natagpuan ang kanilang pinira-pirasong katawan sa Cavite noong 1984. Si Florencio Pesquesa naman, isang magsasaka at lider-manggagawa sa Hacienda Inchian sa Laguna, ay dinakip noong 1979 at hindi na muling natagpuan.

Ang mga anti-manggagawang polisiya at crackdown sa kilusan sa ilalim ni Marcos ay hindi nalalayo sa kasalukuyang administrasyon ni Duterte.

Mga panawagan ng PAMANTIK-KMU

Ang Pagkakaisa ng Manggagawa sa Timog Katagalugan – Kilusang Mayo Uno o PAMANTIK KMU ang “militanteng sentro ng paggawa sa Timog Katagalugan” ayon sa kanilang Facebook page. Ipinagmamalaki ng kilusan ang tunay, militante, at anti-imperyalistang unyonismo na matinding pinaglalaban ang kontraktwalisasyon sa bansa. Sa rehiyon ng

Timog Katagalugan (TK), lampas lamang sa 3% ng manggagawa ang unyonado. Gayunpaman, may 2,274 na unyong kumakatawan sa halos 200,000 manggagawa sa rehiyon.

Ngayong Mayo Uno 2022, una sa panawagan ng Pamantik KMU ang pagtutol sa mga repormang nagdudulot ng pagtaas ng presyo ng mga bilihin, regularisasyon at pagsasabatas ng P750 national minimum wage, hustisya para sa mga biktima ng Bloody Sunday, at ang pagbuwag ng NTF-ELCAC. Sa kasalukuyan, may tatlong kinikilalang batas ang kilusan na nagdudulot ng pagsirit ng presyo ng bilhin at pagpapahirap sa manggagawa: ang RA 10963 o Tax Reform for Acceleration and Inclusion (TRAIN Law), ang RA 11213 o Amnestiya sa Buwis ng Lupa, at RA 11346 na nagbibigay dagdag-buwis sa sigarilyo at katulad na produkto. Para sa manggagawa ng TK, hindi kinikilalang tunay na

‘reporma’ ang mga batas na ito, kundi mga oportunidad para sa mga empresa na magpiga ng tubo.

Ang epekto nitong mga batas na nagdagdag presyo sa mga bilihin ay tumutulay sa pang araw-araw na pamumuhay ng maralita. Ang ‘reporma’ na hinahain ng TRAIN law ay hindi reporma para sa karaniwang tao, kundi reporma para pondohan ang Build Build Build program ni Duterte, na negatibong nakaaapekto sa hanapbuhay, lalo na sa uring manggagawa.

Halimbawa na rito ang reclamation projects na nagbabanta sa kabuhayan at komunidad ng mga mangingisda sa Cavite, at ang pagtigil ng operasyon ng mga dyip at pagpapalayas sa manininda sa Batangas Pier para sa isang development project.

Mga banta sa manggagawa ng Timog Katagalugan

Matapang din na tinutulan ang pananakot, panghaharas, at pag-reredtag ng NTF-ELCAC sa mga unyon ng manggagawa. Para sa mga manggagawa sa Laguna, hindi na bago sa kanila ang makatanggap ng “bisita” mula sa mga tauhan ng AFP at NTF-ELCAC. Noong nakaraang taon, sa kalagitnaan ng krisis ng COVID-19, sunod-sunod ang pagbisita ng NTF-ELCAC sa mga bahay ng miyembro ng unyon ng Wyeth Philippine Progressive Workers Union (WPPWU) sa Canlubang at Nexperia Philippines Inc. Workers Union (NPIWU) sa Cabuyao. Pinilit ng NTF-ELCAC ang mga lider-manggagawa na “sumuko” at itinulak silang tumiwalag sa KMU. Paliwanag ng WPPWU, labag sa kanilang karapatan ang pagpupumilit sakanila ng PNP na tumiwalag sa KMU. Dagdag ng unyon, ang KMU ay kakampi nila sa panawagan ng pagpapataas ng sahod at benepisyo sa manggagawa, kaya’t wala silang dahilan upang tumiwalag sa organisayon.

Pahayag din ni Mary Ann Castillo, ang Presidente ng NPIWU, “we were wrong to think that COVID-19 is the biggest threat to our lives right now.” Lalo na’t ang mga bisitang ito ay nangyari ilang buwan lang ang nakalipas matapos ang Bloody Sunday o COPLAN ASVAL, kung saan pinaslang ng PNP ang siyam na lider-manggagawa at aktibista sa rehiyon ng CALABARZON, at kay Dandy Miguel tatlong linggo paglipas ng Bloody Sunday.

Nakakapangilabot, ngunit mahalagang balikan ang marahas na pagpaslang kina Manny Asuncion sa Cavite, sa mag-asawang mangingisda na sina Chai at Ariel Evangelista sa Batangas, maralita at aktibistang sina Melvin Dasigo, Mark Bacasno, Edward Esto at Abner Esto sa Rizal, at sina Puroy at Pulong Dela Cruz na miyembro ng mga Dumagat na matagal nang tinututulan ang pagpapatayo ng Kaliwa Dam. Gaya ng mga banta ni Marcos noong 1982 sa mga manggagawa ng bansa, tinupad din ni Duterte ang utos na nanggaling mismo sa kanyang bibig, “I will kill you.” Ngunit ngayong Mayo Uno 2022, nakita na lalong tumindig ang masang Pilipino upang singilin at panagutin ang presidente sa paglabag sa karapatan ng manggagawa.

Mayo Uno 2022: “Masang anakpawis, biguin ang tambalang Marcos-Duterte”

Kahit na desentralisado ang mga Martsa ng mga Manggagawa sa iba’t ibang probinsya ng Rizal, Laguna, Davao, Cebu, Pampanga, Iloilo, Bacolod, Camarines Sur, at Baguio, makikitang iisa ang kanilang tinig – ang pagwawakas sa tambalang Marcos-Duterte sa papasok na eleksyon.

Nais ng kilusang paggawa na panagutin si Duterte sa mga naturing isyu – ang kahirapan at pang-aapi na dinanas ng sambayanang Pilipino sa ilalim ng kanyang administrasyon, partikular sa mga patakaran na kaninang nabanggit na pabor lamang sa maliit na populasyon ng burgesya at panginoong maylupa, ang napakong pangako ng dagdag sahod, ang patuloy na pag-iral ng kontraktwalisasyon, kawalan ng tunay na repormang agraryo sa bansa, at ang paglaki ng bilang ng extra-judicial killings at red-tagging sa mga indibidwal at mga unyon.

SUSTAINING THE PEOPLE’S CAMPAIGN BEYOND THE ELECTIONS On a sunny Tuesday afternoon last March 15, at a local park in our city, I experienced my first election-related campaign rally of a presidential candidate. With me were hundreds of supporters from different sectors across the province of South Cotabato, bravely defying the current political situation here in our province where the governor is the president of Marcos’ political party Partido Federal ng Pilipinas (PFP). Vice President Leni Robredo also lost in Region 12 at the 2016 vice presidential election.

With this, it did not stop the attendees, including myself, from carrying different creative placards of witty remarks and progressive calls on national issues. And what really struck me was when I saw a “Justice for Chad Booc” placard. It can be recalled that Chad Booc, a Lumad teacher, was brutally murdered by state forces in New Bataan, Davao de Oro last February 25, 2022.

Booc’s death is a manifestation of how impunity remains in the countryside under the current administration, and this is not an isolated case. Several human rights violations have occurred in the Duterte regime especially with the existence of the Anti-Terror Law, just like the illegal arrest of community doctor Natividad Castro.

These people-led rallies have become safe spaces in expressing peoples’ rights of speech and dissent, of how we could air out our frustrations to the current system without any fear of being harassed. It also sends a strong message that people are no longer satisfied with the current status quo that the regime has been implementing. But why do we need to put this year’s elections as a peak priority?

A critical point in recent history

Undoubtedly, the 2022 Philippine Elections is the most defining election in our recent history, one in which the dictator’s son is pursuing the highest position of the land with a grand systemic machinery of perpetuating lies and massive troll farms. What is worse is that he is constantly leading in the polls and surveys, and many influential politicians across the country have formally endorsed their tandem with the presidential daughter.

With this predicament, only an organized and unified masses could disrupt an alliance composed of thieves and corrupt officials to rule over the land. In a historical lens, the collective movement of the Filipino people has proven to be effective in deposing a dictator during the 1986 EDSA People Power. Who’s to say we cannot do it again?

We can see this in the opposition’s people’s campaign whose momentum is continuously sustained by multiple sectors such as the youth, indigenous peoples, farmers, and workers, among others. It can also be recalled that the UP Los Banos student body has formally endorsed the candidacy of Vice President Leni Robredo and Senator Kiko Pangilinan for the positions of President and Vice President. Additionally, the progressive coalition Makabayan bloc has also shown their formal endorsement to the said tandem.

Additionally, for the first time in its history, the Kilusang Mayo Uno (KMU) has also endorsed the same presidential bet.

conducted across the country, plus endorsements from politicians and marginalized sectors, coupled with many house-to-house campaigns, VP Leni’s numbers in the recent Pulse Asia surveys have increased from 16% to 24% with only a month before the actual elections. But amidst this victory lies another challenge - to sustain the momentum.

Realities on the ground

The Philippine bureaucracy has been dominated by the elites for the longest time. It is already ingrained in our history the many instances where the rule of law has been abused for the benefits of those in power, while leaving the masses to fend for their own and be subject to grave abuse. For example, one unforgettable moment was the Ampatuan Massacre, which is considered both the single deadliest attack on journalists and the worst case of election-related violence in Philippine history. This is a symptom of how brutal the political arena is in most parts of the country, where violence is being used to keep the status quo.

Political dynasties are also a stapled reality, where the succession of heirs is the basis of the new elected officials, compromising the chances of those who truly deserve to be voted for. They are mostly landlords and bureaucrat-capitalists like the Villars, Estradas, Garcias, Romualdezes, Mangudadatus, and most especially the frontrunners of this year’s elections - the Marcoses and the Dutertes.

In fact, according to a recent report by the Philippine Center for Investigative Journalism (PCIJ), even the party-list elections have become a back door for politicians to perpetuate themselves in power, said Danilo Arao, a journalism professor and convenor of the election watchdog group Kontra Daya.

With the 2022 elections brewing, some election-related incidents have already surfaced. Just recently, a coordinator of Bayan Muna Partylist in General Santos, Larry Barnuevo Villegas, was wounded in a gun attack in front of his home in a village on March 13. He is the city coordinator of Bayan Muna there and also chairs the Transport Integrated for Restructuring of Economic Services of Tires-Piston. He has been, on several occasions, a victim of red-tagging.

Additionally, Filipina Grace America, mayor of Infanta, Quezon, was seriously injured following a shooting incident last February 27.

Mayor America is known for her opposition to the controversial Kaliwa Dam project as she warned that the community near the dam will be endangered during calamities such as earthquakes.

And in the most recent election-related violence, just 20 days before the elections, the camp of Presidential bet Leody de Guzman reported gunfire shots while they were in consultation with the leaders of Manobo-Pulangiyon – a tribe displaced from their ancestral land in Brgy. Butong, Quezon, Bukidnon Province since 2017. Five people were hurt after gunshots were fired, including members of the said tribe and farmers group organizer Nanie Abela. These cases are just tips of the icebergs of the systemic election-related violence in communities across the country due to the existence of landlordism.

The election system is now revealing of its historical pro-elite character as its COMELEC executives are now full of Duterte appointees, signaling a greater advantage for their side. But with all these, our duty as Filipino citizens to stand with the truth should continue. In times where democracy is at stake of being absolutely controlled by elites and tyrants, an emerging weapon stands above – the multi-sectoral campaign and the people’s movement. There is still hope.

Sustaining radical love

The Robredo peoples’ council, the main campaign arm of the VP Leni which is composed of different organizations and groups nationwide, is known for actively advocating for an honest government that is rooted in radical love. The recent improvements in the peoples’ campaign manifest the people’s resistance against the possible win of the dictator’s son in the highest position of the country.

Just recently, the Manalakaran Pampanga grand rally drew a crowd of 220,000 on the Day of Valor, April 9, just four days after Pampanga’s dominant politician, former president Gloria Arroyo, declared “a landslide victory” for Marcos-Duterte. The same event also saw a genuine endorsement from a group of

farmers to the Leni-Kiko tandem. Amidst the endorsement of influential politicians and celebrities, the endorsement of our farmers – who are the backbone of our society – is the best one yet. It can also be remembered that in the CAMANAVA grand rally last March 26, Jeepney driver Elmer Cordero of “Piston 6” met Vice President Leni Robredo moments before she took the stage. Cordero was one of the PISTON drivers who went viral for being jailed while begging for alms during the pandemic.

With the current culture of misinformation and historical revisionism, VP Leni vows to address the gaps of the education sector by declaring an education crisis. No wonder why the Alliance of Concerned Teachers (ACT Teachers), one of the country’s biggest organizations of teachers who belong to the Makabayan coalition, endorses the Leni-Kiko tandem.

Furthermore, the militant fishers group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas’ (Pamalakaya), also expressed support to VP Leni, saying that the Leni-Kiko tandem is morally and politically obliged to accommodate the issues of their sector, including the reclaiming of the West Philippine Sea from China, ending reliance on importation, and justice to victimized colleagues, and ravaged communities by Duterte’s fascism. This manifests that the people’s campaign is inclusive for all Filipinos, all eyeing in the narrowest target of resisting another Marcos-Duterte administration.

Constant mobilizing in and after elections

Even before the 2022 elections, various groups and opposition figures have shown resistance to all the atrocities that had happened under the Duterte regime. With the brutal killings due to the Drug War, the occurrence of many human rights violations, a failed pandemic response, activists and known leaders have been at the forefront to hold the administration accountable.

It can be remembered that in March 2021, the ‘Bloody Sunday’ happened after a series of deadly police and military raids on activists last March 7, 2021 days after Duterte himself issued another “shoot to kill” order against alleged communist insurgents. VP Robredo even condemned the incident, claiming it a ‘massacre’. She then called out the Duterte administration for its state-sponsored killings, saying “the Filipino people deserve better than this murderous regime.”

Countless opposition figures who have been clamoring for justice on different issues have been consistently victimized by violent attacks and red-tagging remarks from known administration figures. With thousands of grassroots organizers arrested, hundreds killed, may this election bring justice to those who were deprived from their democratic rights.

When the matters are now on defending and preserving democracy, there is a need to collectively take action, whether or not it is election season. Whoever wins, our duty to hold politicians accountable continues. It is the interest of the people we must fight for, even if it means we exhaust all means necessary. [P]

UPCAlidad na Edukasyon?

KUWENTONG FRESHIE NI RAINIE EDZ DAMPITAN STAFF WRITER Muntik ko nang hindi ituloy ang aplikasyon ko sa UP. Noong panahon na iyon kasi, laganap ang COVID-19 cases at ramdam na ng lahat ang negatibong epekto ng lockdown sa mental health ng mga Pilipino. Idagdag mo pang wala namang konkretong plano ang gobyerno at puro anunsiyo lang kung Alert Level 2 o Alert Level 1 ba ang lugar namin. Hindi ko alam kung gaano katagal akong makukulong sa bahay at kung kakayanin ko ang isa pang taon ng online class. Nakansela ko na rin ang aplikasyon ko sa mga scholarship program at iba pang unibersidad na nais kong pasukan. Naisip ko, huwag na lang muna akong mag-aral nang isang taon dahil nakakapagod at hindi naman sulit ang luhang nauubos ko sa online class.

Baka TOTGA ko ang mag-kolehiyo ngayon at, ika nga ni Katy Perry, in another year (life) ay baka matanggap na ako sa isang unibersidad at I will be their girl.

Kaso hindi ako pwedeng huminto sa

pag-aaral. Panganay ako. Kailangang makatapos kaagad para hindi naman kawawa ang mga magulang kong puspos sa pagkayod matustusan lang ang pag-aaral naming magkakapatid. Libre na rin naman ang tuition sa UP, kaya makaluluwag kami kahit papaano sa gastusin. Ang poproblemahin ko na lamang ay kung makapapasa ba ako, kaya pikit-mata kong ipinasa ang UPCA Form 2 at naghintay ng resulta na sa Hulyo pa raw ilalabas.

Inilabas na ang resulta at nakita kong nakapasa ako. Napa-post ako sa Twitter at Facebook sa kilig. Ngunit hindi pa tapos ang araw ay nanlumo na ang pakiramdam ko. Napaisip ako, kung wala kayang COVID-19 at natuloy ang UPCAT, makakapasa kaya ako? Pakiramdam ko kasi ay hindi. Pinaghirapan ko naman ang mga grado kong naging basehan ng UPCA at may tiwala naman ako sa sarili ko, ngunit hindi ko maiwasang isiping hindi ako karapat-dapat para sa kursong aking nakuha.

Pinag-iisipan ko pa kasi kung tutuloy ako sa UP o sa iba na lang mag-aaral dahil may ibang kurso akong mas gusto. Ang lakas ng sampal sa akin ng pribilehiyong kaya ko pang isiping tanggihan ang Unibersidad ng Pilipinas kung makapapasa ako sa ibang paaralan. Kaya kong

isiping tanggihan ang kursong nais at pangarap kunin ng iba.

Dismayado rin ako dahil hindi naman talaga pantay ang naging basehan. Ang daming hindi nakapasa na dapat namang nakapasa bunsod ng online ang ebalwasyon. Mahirap ding maialis sa isip na marami sa mga nakapasa, kahit noon pa man na may exam, ay iyong mga may kaya namang magbayad ng matrikula sa ibang mga unibersidad. Dagdag pa dito na mas pinahirap pa ng pandemyang patuloy na nararanasan ng mamamayan ang proseso para makapasok. Masama pa ang tingin sa aming mga pasado sapagkat walang naging pagsusulit, na para bang kasalanan naming palpak ang pandemic response ng gobyerno na nagdulot ng pagpapasara sa mga paaralan at pagbabawal ng pisikal na pagkakaroon ng klase at entrance exam.

Alas, lahat tayo ay biktima ng bulok na sistema ng edukasyon sa bansa, mahirap man o mayaman. Ang pinirmahang batas na dapat na naniniguradong may dekalidad, at accessible na edukasyon na matatanggap ang kung sino mang nais mag-aral ay hanggang sa papel na lamang yata mararamdaman. Kinailangan pa ngang makibaka ng mga estudyante para sa

pagkakaroon ng libreng matrikula, kahit na batayang karapatan ang edukasyon para sa lahat. Sa mga prayoridad ng pamahalaan, tila hindi kasama sa pag-unlad ang sistema ng edukasyon.

Naipasa ko nga ang UPCA, bagsak naman ang sistema. Nakapasok nga ako sa UP, hindi naman nagbago ang sistemang nagdudulot sa kabataan na dumaan sa butas ng karayom makakuha lamang ng libre at dekalidad na edukasyon na dapat sana’y lahat ng magaaral sa bansa ay mayroong access. Ngayong nalalapit muli ang paglabas ng resulta ng UPCA, hindi ko maiwasang itanong sa aking sarili kung ganito pa rin ba ang daranasin, iisipin, at itatanong ng mga nais tumuntong ng kolehiyo at nagpasa ng aplikasyon nila.

Hindi ko maiwasang itanong, ngayon kaya, dekalidad na ba ang edukasyon na ang ating matatamasa? Lalo na’t sa loob ng pamantasan, ibang hirap rin ang dinadanas ng mga isko’t iska. Nandyan ang kakulangan sa slots, agawan sa courses, ang bulok na SAIS [na malapit nang mapalitan sa wakas!] at hindi user-friendly na online classroom. Ito ba ang dadanasing hirap ng mga estudyante para sa dekalikad na edukasyon?

Ngayong darating na eleksyon, huwag na tayong magpaloko sa huwad na pagbabago.

Kailangang maging kritikal at huwag agad maniwala sa mga sabi-sabi, lalo na ngayong talamak ang pagpapakalat ng mga maling impormasyon. Kaya naman, iboto natin ang may pakialam sa masa. Ang pagsali sa politika ay isang gampanin upang paglingkuran ang masa, hindi upang pagkakitaan ang masa.

Panahon na upang putulin ang henerasyon ng mga diktador, trapo, at dinastiya; iwaksi ang dekadekadang pagpapahirap; buwagin ang mga politikal na dinastiya.

May kasabihan sa ingles na “blood is thicker than water”. Sinasalamin nito ang katapatan at katatagan ng isang tao pagdating sa kanyang kadugo o kamag-anak. Subalit, inabuso naman ito ng mga taong sakim sa kapangyarihan at nanasya. Kaya naman patuloy na namamayagpag ang dinastiya ng iilang pamilya sa politika sa Pilipinas, sa lokal man o pambansang pamahalaan. Tila ba naging negosyo na ang pagtakbo sa politika.

Tatakbo sa kahit anong posisyon ang nanay o tatay ng isang dominanteng pamilya. Sa paglipas ng panahon, aangat sa mas mataas na posisyon ang mga nauna at papalit naman sa kanila ang mga anak. Dito nabubuo ang isang dinastiya. Hanggang sa masakop na nila ang malaking porsyento ng posisyon sa pamahalaan.

Dahil dito ang malaking bahagdan ng perang nakalaan dapat sa mga proyektong makakatulong sa taong bayan ay napupunta sa bulsa ng kanilang pamilya. Base sa pagsasaliksik ng Philippine Center for Investigative Journalism (PCIJ), hindi bababa ng 70 mula sa 177 na mga party-list na akreditado ng Commission on Elections (Comelec) para sa May 2022 na eleksyon ang mayroong mga nominadong konektado sa mga angkan ng mga politiko.

Gayong nakasaad sa konstitusyon na lubhang ipinagbabawal ang political dynasty. Kahit pa may apat na nakabinbing Anti Political Dynasty Bill sa 18th Congress, hindi pa rin umuusad ang pagsasabatas nito.

Dominante na sa politika ang mga naghaharing-uri. Sila ang pangkat ng tao na may pinakamataas na katayuang panlipunan; mga

burgesya komprador kung tawagin—bunga ito ng pagsasabuwatan at pagturing sa pwesto sa pamahalaan bilang isang negosyo. Kaya’t mapapansin natin na marami sa mga naipatupad na batas sa mga nagdaang taon ay lalo lamang nagpalala sa sitwasyon ng minorya. Malinaw na mas prayoridad ng pamahalaan ang interes ng mga naghaharing-uri at hindi ang mga ordinaryong mamamayan.

Nasaan ang boses ng mga minorya? Nasaan ang kinatawan ng masa? Nasaan ang demokrasya? Maraming nagsulputan na partidong politikal na kinabibilangan ng mga political dynasty. Ilan sa mga halimbawa nito ang pamilya Pimentel. Ang asawa ni Senador Aquilino “Koko” Pimentel III na si Kathryna Yu-Pimentel, ang first nominee ng PDP Cares Foundation Inc., isang multisectoral na grupong konektado sa PDP-Laban; politikal na partidong tinaguyod ng yumaong ama ng senador. Kaya kabalintunaan kung maituturing ang kalagayan ng politikal na dinastiya. Madalas na naratibo ng kanilang kampanya ay para sila sa maralita dahil galing din sila sa hirap. Samantalang pansariling interes lang ang kanilang pakay.

Hindi naman na bago ang salitang dinastiya.

Noon hanggang ngayon, ito na ang nagpapatakbo sa ating sistema. Isang halimbawa nito ang karumaldumal na sinapit ng Pilipinas sa kamay ng pamilya Marcos. Kaliwa’t kanang krimen ang kanilang ginawa; kinamkam ang pera ng mga mamamayan at kinitil ang buhay ng mga tumutuligsa sa kanila. Napatalsik man ang mga Marcos noon, walang pinagkaiba ang pumalit sa kanila, ang pamilya Aquino. Ang pangakong reporma sa lupa ni Cory, nauwi sa pagdanak ng dugo ng mga pesante noong Mendiola Massacre at ngayon naman, ang pamilya Duterte. Pinangako ni Duterte na supilin ang droga sa Pilipinas, ngunit, humantong lang ito sa extrajudicial killings. Mayroon silang iisang pagkakatulad, kapit din sila ng mga kapitalista at komprador — mga tuta ng imperyalistang US. Samakatuwid, nagiging

Ilang linggo nang nagtataas ang presyo ng krudo at gasolina, kumusta ang naging pasada n’yo?

Kumusta ang kita ninyo sa pang araw-araw na pamamasada?

Wala nang halos kinikita dahil mababa ang pamasahe tapos ang taas ng diesel. Sa diesel lang napupunta lahat. Nagbo-boundary pa ang iba. Buti pa ang mga katulad namin na sarili ang sasakyan, okay lang na ang maiuuwi ay anim na daan e amin naman ang sasakyan.

‘Yung iba nag-uuwi lang ng 200 [pesos], magpapa-krudo pa sila. Ang natitira na lang ay 200 [pesos at] tsaka boundary. ‘Yun lang ang kinikita ng aking mga miyembro. Wala ng natitira.

Lahat apektado. Hindi lang naman kaming mga drayber pati mga pasahero namin. Kasi malaki ang impact sa amin niyan. Ang problema niyan, magrereklamo ang mga pasahero edi kami ang maaapektuhan. Papaano mababalanse ang bagay na iyon? Doon kami nahihirapan. Dati mayroon pang balanse, nagbibigayan ang bawat isa: para sa mga pasahero at para sa drayber. Ang problema ngayon, kami ang mas

malaki ang nawawalan. Kasi kami, pagdating din sa mga gagamiting materyales ng sasakyan syempre nandiyan ang gulong, nandiyan ang langis, nandiyan ang krudo na mas mataas pa sa gasolina. Wala na sa piso ang pagtaas, wala na sa porsiyento.

Ngayon, wala naman kaming magagawa nang tanggihan ng LTRFB ang aming panawagan sa dagdag piso na pamasahe nitong Marso.

Kahit anong daing naman namin, hindi naman [kami ang] nasusunod, [kundi] lagi naman sila ang nasusunod. Lagi na kaming talo–kaming mga drayber.

Kung iyong papansinin, ang drayber nasa kalagayang mahirap. No choice kami. Kapag dinesisyon nila na pababain ang pamasahe, wala kaming magagawa. Ngayon kung sila’y may puso talaga, pare-pareho lang kaming tao.

Bagama’t ‘yung mga nanunungkulan, madali lang magdesisyon e. Dapat may puso sila. Sa totoo lang, kung sila ang nasa kalagayan namin baka sabihin nila unfair ‘yung mga bagay nila.

Isipin mo pababain pa nila ang aming pamasahe, wala naman silang binibigay na taripa.

Kitang kita naman nila na tumataas ang krudo

Be a kakampi for the people MUMBLINGS

Day by day, discussions regarding the upcoming 2022 elections continue to intensify.

Every time I open my social media accounts, there isn’t a minute that I won’t bump into election-related posts. “Picking colors” has been the favorite (and the most hated) topic in all settings. May it be on social media platforms, at the dining table, in every inuman, or in my case, even in a relative’s funeral wake.

At the end of the day, we engage in these discussions to exchange ideas and present factual information. We are all driven by the same hope: to escape from the ruins we were all buried in by our leaders the past few decades.

This is our common ground.

But as the election day draws nearer, we need to ask ourselves; Does our purpose still drive us or are we pulling ourselves further apart?

Recently, the intention of our discussions has been misguided. Information and opinions reach us at an alarming rate, and persuasion becomes secondary. Instead of engaging in relevant discourse, we resort to insults, and condescending remarks to those with

opposing views. Hence, the birth of a clapback called ‘elitista’.

I have seen many Facebook posts reflecting elitism. For instance, comparing ‘this supporters’ at Starbucks to ‘that supporters’ at 7-Eleven reeks of condescension, and elitism. What does being capable of going to expensive cafés prove anything, anyway? It is a nonsensical argument.

Furthermore, the bayaran-in-rallies narrative is rampant since national campaigns are at full swing. Various responses for accusing a bayaran in these campaign rallies have circulated as shared posts across social media outlets. I remember reading a shared post quoting, “Paano kami magiging bayaran, e may Montero kami? [How could you accuse us of being paid when we have our own Montero?]” and flaunting how a P500-peso rally bribe could not even make up a portion of their expenses for the rally alone.

If your mindset implies that “an insulting comment deserves an insulting response”, then you are not fighting for them, but you are just fighting to win a heated argument.

We should try looking at the context of the situation. In light of the disinformation and misinformation widespread during the current infodemic, many of us have been unwitting victims. Many have been brainwashed into believing a false history, presenting facts as manufactured propaganda, while presenting their own version, serving their purposes. We must take this into account to

contextualize the political conversations we are having.

History books have been discredited, academic journals have been disproved, historians and journalists have been slandered.

This predicament continues to dominate as

Voices must be amplified, not vilified. Persuade, not degrade.

Optimize, not ostracize.

Expand the picket line, and not divide.

random Tiktok videos and Facebook posts containing false and misleading information prevail and spread across social media platforms.If we trace the root cause of the infodemic, it all boils down to the inaccessibility to credible and digestible information. Many people do not share the same opportunities and privileges. And even if they do, they are still victims of this deceptive system.

The biggest fight lies in the welfare and interests of the masses. We all face a common battle, and we should understand that we are all victims of this corrupt system. The enemies are not the supporters wearing a different color. The real villain is sleeping soundly, planning carefully how to move the pawns.

We must remember that narrowing down the issues and concrete conditions of the masses should be the essence of our political conversations, and not personality politics. Showing off one’s social status and intellectual ascendant does not speak well for us. We all share the same desire: good governance. In order to achieve that, it is imperative that we inform and convince them to side with the truth instead of alienating them.

Before speaking, try asking yourself first: “What and who am I really fighting for?”. Only then, you could realize that the goal is to fight for the masses–not to villainize them. Be a kakampi–an ally for the people and the people’s agenda, and not just for the color you are wearing. A kakampi for the people sounds better, after all.

Tuwing Mayo Uno ay pinagdiriwang ang Araw ng Manggagawa, kung saan libo-libong manggagawa ang nakikilahok sa protesta sa lansangan upang ipabatid ang mga problemang kinahaharap ng mga manggagawa.

Ang unang pagkilos ay naganap noong Mayo 1, 1903, kung saan 100,000 na manggagawang kasapi ng Union Obrero Democratica de Filipinas ang nag protesta at sumigaw ng “ Ibagsak ang Imperyalismong Amerikano!,” sa harap ng Malacañang.

Matapos 119 na taon ay patuloy pa rin ang pagpapahirap sa uring manggagawa. Patuloy pa rin ang kontraktwalisasyon na syang pumapako sa minimum wage na nasa pagitan ng P274.44 hanggang P353.67 sa CALABARZON, walang habas na panggigipit at pambubudol ng gobyerno at ng mga kapitalista sa mga manggagawa, at ang patuloy na paglabag ng mga ahensya ng gobyerno, tulad ng NTF-ELCAC, TF UGNAY na pinangungunahan ng AFP at PNP, mga mapagsamantalang kapitalista na syang lumalabag sa karapatang pantao ng mga manggagawa.

Dagdag sa malakas na kilusang manggagawa, ipinapakita ng kasaysayan ang malakas na pagtindig ng kabataan sa laban ng mga manggagawa. Noong Oktubre 1964, nakiisa ang mga estudyante sa hanay ng manggagawa tutol sa parity rights at pagtatag ng mga base militar ng US, sa harap mismo ng embahada nito. Tumuloy ang maalab na pagkilos sa ika-25 ng Enero sa susunod na taon noong dumugtong sa kanilang hanay ang mga pesante laban sa imperyalistang US at sintomas ng pyudalismo sa lipunan.

bigyang buhay ang palabang diwa ng mga kabataang nagkaisa sa manggagawa’t magsasaka. Hindi nalalayo ang panawagan ng mga sektor na ito, bilang madaming kabataan ngayon ay napipilitang magtrabaho nang maaga habang tuloy na tinutulak sa kahirapan ang masang Pilipino.

Ang tanging katangian ng alyansang Marcos-Arroyo-Duterte ay madugo ang kanilang kamay. Sa ilalim ng mga rehimen nila, lalong lumala ang pagbaon ng Pilipinas sa utang at ang unang nakikinabang sa mga produkto at likas-yaman ng bansa ay dayuhang kapitalista. Sa kabilang banda, tinitipid—at kung tutuusin, lantarang binubulsa—nila ang nararapat na mapunta sa mamamayan.

Kung hindi man sa neoliberal na polisiyang ipinapatupad, mismong dahas ang tinututok sa mamamayang Pilipino. Hindi nalilimutan ng rehiyon ang pagpaslang sa mga aktibista at lider-manggagawa noong Bloody Sunday; at ang taktikang ito ay hindi rin bago noong namumuno sina Marcos at Arroyo. Kinikilala natin sa palapit na eleksyon ang pangangailangang harangin ang pagbabalik nina Marcos, Arroyo, at Duterte pati ang kanilang mga crony sa pwesto.

Habang pinapalawak ang hanay, matibay pa rin pinaninindigan ang panawagan para sa kabuhayan, karapatan at kalayaan. Napakahalagang panatilihin na nasa unahan ang laban ng manggagawa at ang masang Pilipino.

Hadlangan ang pananatili at panunumbalik ng pasistang paghahari ng alyansang Marcos-Arroyo-Duterte! Uring Manggagawa, Hukbong Mapagpalaya! [P]
