Argentina, an eternal deja vú By Simon Valentini Once again we are immersed in a crisis that seems to be equal to or worse than the crisis of the years 1989 and 1990 with Alfonsín and hyperinflation. With some differences in details with that situation and that of today, it seems that the country is on the way to “deja vu”, something that seems to have already been experienced. Let's review a little what happened, and what solutions we should look for from that time to use in the present. 31 years ago, Dr. Raúl Alfonsín handed over the mandate to the president-elect, Dr. Carlos Saul Menem, ahead of time in a context of 50% poverty and where hyperinflation was 5000% per year. What did Menem do to solve this? After decades of failures with protectionist, statesman and socialist economic policies, they opted for free trade. To achieve this, the president in his first


18 months in office appointed Dr. Domingo Cavallo as his Minister of Foreign Relations. He did it to improve the country's relationship with the world, since Argentina was seen as a poor and mediocre country and not as a country to trade. While Dr. Cavallo was busy with his work, Menem sent the Congress the State Reform Law, in which the Executive Power was empowered to privatize state companies and dissolve unnecessary state entities. Privatizations were necessary, state spending, which was dragging deficit after deficit, had to be balanced, that is, we had to stop spending more than we had. In 1991 and with Dr. Cavallo as Minister of Economy, Works and Public Services of the Nation, Menem announced the decree of deregulation of the Economy, in which taxes, regulations and professional associations were eliminated like never before in the history of our country.

After laying the foundations for the economy to start growing, only one thing was missing; tame inflation. To tame inflation, Menem presented to Congress the Convertibility Law devised by Cavallo, which was approved on April 1, 1991. The successful Convertibility Law created a new peso-based monetary system that was convertible into dollars on a one-toone basis. It also ensured the right to use foreign currency (the dollar) to protect their savings and as currency for medium and long-term contracts. With this law the inflation rate fell to 2.9% per month compared to 27% in January of that same year. Convertibility was successful and stabilized inflation for 10 years at less than 0.5% per month. As we have already seen, the MenemCavallo duo to get out of the crisis used measures in the direction of freedom. Economic freedom, the freedom to decide which currency to choose to trade, the

Stories Luminous Footprints By Constanza Wangari Maathai I tell you that looking for trees I came across Wangari Maathai, the tree woman as some called her, a remarkable African woman. Wangari means "leopard" and in Kenya there are many women who are called that. But this woman is exceptional and deserves to be better known. Wangari was the first woman to receive the Nobel Peace Prize, in 2004, for "her contribution to sustainable development, democracy and peace." Mathematical Imposibilities of Socialism By Fernando Mario Reynoso Taivo Normally when we talk about socialism, capitalism and the free market (or as neoliberal socialists or communists refer to it), we usually focus on the supposed moral consequences that each one can have, but we rarely wonder if it is feasible or not, and What criteria do we use to define if it is feasible or not?
