egional Stabilization Facility of the Lake Chad Basin: Cameroon window goes operational.

Members of the First ever Partner Platform, or Board meeting of the Regional Stabilization Facility of the Lake Chad Basin, Cameroon window have validated and adopted the project document which aims at establishing immediate stabilization in the Boko Haram affected regions in the Far North and North Regions of Cameroon.

The board meeting which took place on 7 October 2019 in Yaounde, and co-chaired by the Minister Delegate in the Ministry of Economy, Planning and Regional Development Paul Tasong, and the Resident Representative of UNDP Cameroon, Jean Luc Stalon also got the full support from donors and participants. They encouraged synergies between the National window and other similar ongoing initiatives on the ground.

Following the presentation of the Cameroon window and terms of reference of the Facility to the board members

of essential basic services and immediate livelihood opportunities are major output which a dedicated operational and technical support team will seek to achieve.

Minister Paul Tasong lauded UNDP for the initiative and described it as “strategic and timely”, giving that it ties with key recommendations and conclusions of the just ended Major National Dialogue in Cameroon.

The Executive Secretary of the Lake Chad Basin Commission-Amb. Mamman NUHU, just like the Resident Coordinator of the United Nations System in Cameroon Allegra Baiocchi all underlined the urgent need to end violent extremism end engage in stabilization and development.

The two Governors of the North and Far North regions added their voices by underlining the importance of this Facility to their regions.

The Cameroon window of the Regional Stabilization Facility is over 18 million USD with major donors being Germany, Sweden, EU and UK. Other partners have been encouraged to come on board.

UNDP Cameroon briefs Defense Minister on Regional Stabilization Window for Cameroon

T

he Resident Representative of UNDP Cameroon, Jean Luc Stalon met with the Minister of Defense, Joseph Beti Assomo to brief him on the Regional Stabilization Facility for Lake Chad- Cameroon window.

During the meeting on 26 September 2019, the Resident Representative told the Minister that face with the current security challenges, UNDP Cameroon has developed the present Cameroon national window to provide stabilization support in targeted localities of the North and Far North Regions of the Country, focusing on two major objectives: Immediate stabilization of specific areas, cleared of Boko Haram control, but where communities remain vulnerable to continued infiltration and attack; and Initiate community driven activities along the corridor in coordination with the security system, authorities to maintain the return process.

The Minister on his part, reiterated his full support to UNDP in the implementation of this program & welcome the upcoming first ever board meeting of the Regional Stabilization window for Cameroon slated for 7 October, 2019.

Joint efforts in preventing violent Extremism in Far North of Cameroon

S

takeholders involved in prevention of violent extremism have underlined the urgent need to work together and regularly share information on their activities in the Far North region of Cameroon. This was one of the key recommendations arrived at during a joint workshop co-organise by UNDP and PAIC, with support from USAID-OTI in Maroua and Yaounde to consolidate analysis on VE, exchange experience in PVE interventions among actors for a common approach in the FN region.

The workshop was an avenue to promote learning exchange among PVE practitioners on the causes/drivers of violent extremism in the Far North Region. It also developed a common understanding of the challenges practitioners face in addressing PVE activities and also established the link between PVE practitioners and the government

Monsieur Florian Morier, précédemment en service au Niger avec l’OIM est le nouveau Chef de l’Unité Stabilisation du PNUD Cameroun. Il a pris fonction le 7 octobre 2019.

Diplômé en Science politique, Florian à 12 ans d’expérience professionnelle dont 11 en Afrique notamment au Soudan, en Somalie, en RDC, en Côte d’Ivoire, à Madagascar et au Liberia.

Spécialiste des questions liées au DDR et de la RSS, Florian a notamment contribué à l’appui du développement des stratégies nationales pour la prise en charge des personnes associées aux groupes armés non étatiques en Côte d’Ivoire, en Somalie, en RDC et au Niger. Il a également participé à l’installation de la police de proximité dans plusieurs régions de la RDC et à la conception des plans locaux de sécurité et au renforcement de la gouvernance sécuritaire locale. Par le passé, Florian avait également travaillé en tant que consultant du PNUD pour la mise en œuvre du projet Youth for Change à Mogadiscio.

UNDP launches initiative for early recovery, social cohesion in the Northwest, Southwest regions of Cameroon

Ambassador of Japan to Cameroon presents award to one of the grantees

T

he United Nations Development Programme (UNDP), with support from the Government of Japan, has awarded grants worth 300.000 USD to 18 Civil Society Organizations (CSOs) to strengthen their projects for early recovery in the Northwest and Southwest regions of Cameroon. These projects will also support economic recovery and promote social cohesion in crisis affected communities.

To this effect, a Memorandum of Understanding (MOU) was signed today 31 July 2019 in Douala between UNDP and the CSOs in a ceremony led by the Resident Representative of

UNDP Cameroon, Mr. JeanLuc Stalon, the Ambassador of Japan to Cameroon H.E. Tsutomu Osawa, and the Representative of the Governor of the Littoral region amidst representatives of CSOs from the two regions.

“Our strong priority as UNDP is to ensure that protection and assistance is provided for people in need and that vulnerability of crisis affected populations is reduced”, Jean Luc Stalon explained.

The Ambassador of Japan to Cameroon disclosed that his government is supporting the initiative with 100.000 USD in support of vulnerable persons, internally displaced and host communities in the two cri-

sis affected regions of Cameroon.

“It is essential to improve the living condition of vulverable people especially, women and the young,and to give them livelihoods which will enable them to establish a resilient and sustainable society”, H.E. Tsutomu Osawa added.

With the technical support of the Cameroon Global Environment Facility (GEF) Small Grants Program, a call for proposals was launched in May 2019, and over 60 project proposals were received. Projects contributing to a better environment and adopting a gender-based approach were

prioritized in the selection of projects. 18 projects were finally selected and approved by an inclusive steering committee meeting in June 2019. 13 projects will be implemented in the Northwest region while four projects will be implemented in the Southwest region. Several projects will address livelihood issues but also community dialogue and economic recovery. One project for social cohesion through sports will be implemented in both regions.

The signing ceremony was followed by a two- day capacity building workshop for the grants awarded CSOs.

Entrepreneurship and Local Economic Insertion

Promotion de l’innovation entrepreneuriale : le PNUD accompagne les jeunes camerounais

L

e Programme des Nations Unies pour le Développement a offert des bourses de financement d’une valeur de 300 000 dollars soit environ 178 800 000 F CFA à trente jeunes entrepreneurs. C’est à l’occasion de la clôture de la première édition du Youth Entrepreneurship Innovation Challenge (YEIC), le 27 Septembre dernier au Hilton Hôtel de Yaoundé. La cérémonie était co-présidée par le Ministre de la Jeunesse et de l’Education Civique, Monsieur MOUNOUNA FOUTSOU et le Représentant Résident du PNUD, Jean Luc STALON. Première du genre au Cameroun, le YEIC est une compétition nationale lancée par le PNUD le 01 Août dernier, invitant les jeunes camerounais de 15 à 35 ans, à proposer des projets d’entreprises innovants et durables, capables de générer des emplois stables et de contribuer à booster la croissance économique du pays. 1300 projets soumis ont été examinés.

A l’issue de cette sélection, 60 ont été retenus pour la phase finale durant laquelle les participants ont eu des formations intensives sur l’entrepreneuriat et le développement des plans d’affaire, des visites en

entreprises et des sessions de pitch devant un panel d’experts. Ce bootcamp s’est achevé par la remise des prix aux 30 meilleurs projets.

Pour Armelle SIDJE, porteuse du projet sur la fabrique et la commercialisation des emballage bio à base des troncs de bananier et lauréate dans la catégorie 15 000 dollar, « C’est un privilège pour moi de bénéficier de cet accompagnement financier du PNUD qui permettra à mon équipe et moi de quitter de l’étape de prototype à la commercialisation de nos emballages ; mais sincèrement le plus important pour moi est le relationnel que j’ai tissé.

J’ai fait de belle rencontre qui m’aideront toute ma vie à être une meilleure femme entreprenante ».

Le YEIC s’inscrit dans le cadre de la mise sur pied d’une plateforme de connexion des jeunes aux opportunités socioéconomiques durables et de participation civique et politique appelée « Youth Connekt Cameroon ». Il vise le renforcement de l’écosystème entrepreneurial camerounais et participe de l’insertion socioéconomique et professionnelle des jeunes.

UNDP provides financial support to three Micro Finance Institutions to boost Financial inclusion in Cameroon

he United Nations Development Programme (UNDP), has awarded the sum of over 200 million CFA(400.000 USD) to three Micro Finance Institutions (MFI) to scale up their capacity to provide financial products and services adapted to the needs of young people, women and rural populations in the project intervention areas of Far North, North, Adamawa and East regions of Cameroon.

This initiative will also improve the quality and availability of appropriate financial services and performance of MFIs. To this effect, the official ceremony to sign the Memorandum of Understanding (MOU) between UNDP and the MFIs took take place on 18 September, 2019 in Yaounde. The ceremony was led by the Resident Representative of UNDP Cameroon, Jean-Luc Stalon and attended by the Director General of Treasury-Moh Sylvester, representing the Minister of Finance.

While hailing UNDP for the laudable initiative, Mr. Moh Sylvester expressed the desire to see this initiative extended to all the regions of Cameroon for an “efficient and inclusive development” According to the Resident Representative of UNDP Cameroon, “the final objective of this Support Project for Economic Resilience is to see young people, women and populations atrisk have increased and equitable access to employment opportunities and are more economically resilient by end of 2020”.

The financial allocation which is fully funded by UNDP Core funds will run for two years and will involve the following MFIs: Crédit du Sahel based in Maroua, Microfinance de Développement based in Garoua and Savana Islamic Finance located in Ngaoundéré.

UNDP’s approach in supporting Cameroon through entrepreneurship and local economic insertion is a contribution to the wider effort of the Government of Cameroon and the UN agencies to promote the creation of inclusive jobs and resilience of the vulnerable to economic, social and environment shocks.

UNDP: Strategic partner of choice in the formulation process of Cameroon’s next National Development Plan 2020-2030

UNDP’s support in formulating Cameroon’s next development strategy hinges on its role in providing government with strategic and technical advice, but also as an integrator in galvanizing and consulting with all stakeholders in order to ensure an inclusive development which “leaves No one behind”.

F

or its long-term economic and social development, Cameroon, in 2009, elaborated its Vision for Development by 2035. This vision aims to make Cameroon «an emerging country, democratic and united in its diversity.» The first phase of implementation of this Vision was operationalized by the Growth and Employment Strategy Paper (GESP), which is the reference framework for government action and development partners, covering the period 20102020. The second phase of the Vision (post GESP), whose design of the reference document is currently undergoing a profound review, will cover the period 2020-2030.

Following the evaluation of the first phase of this development plan, key findings pointed to the fact that despite the security and economic shocks, the country has experienced sustained growth that has not been accompanied by a reduction in poverty, but rather has increased social inequalities.

Against this backdrop, the government extended a hand of fellowship to UNDP, requesting its expertise in supporting government to formulate a bold, innovative and inclusive strategy that will frog-leap Cameroon into an emergent nation by 2035.

UNDP Cameroon through the project - “Instrument Strategic” developed a comprehensive package with the Ministry of Economy, Planning and Regional Development which details its support in two key roles: providing government with strategic and technical advice; and its role as an integrator in convening stakeholders for an inclusive development. To this effect, a series of consultations with the populations, CSOs, private sector, academia, UN agencies, technical and financial partners in formulating the next development plan and at the same time, integrating the SDGs have been ongoing.

More specifically, UNDP has been identifying and formulating key reforms; facilitating communication and information sharing on development process among all stakeholders; initiating discussion for the funding of the development with a strong emphasis on SDG 17 concerning partnership within the country ; preparing an integrated action plan of the national development strategy both at national and local levels for a better accountability; and developing monitoring and evaluation tools with the objective of assessing the performance of the NDS. Speaking during one of the consultation meetings with the private sec-

tor, Jean Luc Stalon emphasized on a more vibrant public/private sector partnership to finance and accelerate Cameroon’s next development agenda 2020-2030. “We are pleased to be part of this experience. I was able to share experience where UNDP has supported governments to establish platforms for permanent dialogue with the private sector. I also underlined the need to integrate the SDGs, particularly SDG 17 on partnership in the formulation of the development process”.

The Minister of Economy, Planning and Regional Development, Alamin Ousman Mey described UNDP’s support as “strategic”.

De 2007 à nos jours il a assuré les fonctions d’« Economics Specialist » au PNUD Mali, et avant cela Monsieur BA a travaillé pour le Gouvernement Malien tour à tour comme, « Head of Unit, Forecasts Economic Analysis and Economic Situation » , à la Direction Nationale de la Planification et « Head of Macroeconomic Budgetary Policy Unit » à la Cellule de lutte contre la Pauvreté au Ministère de l’Economie.

Monsieur BA dispose d’une riche expérience de 20 ans entres autres dans les domaines de l’Economie, Gestion des projets/Programme, Développement, M&E, Gouvernance, Mobilisation des ressources.

Processus électoral inclusif : des plateformes locales en vue

e PNUD en collaboration avec ELECAM, a organisé un atelier de mise en place des plateformes régionales. Y étaient conviés Les représentants des partis politiques, des médias, des organisations de la société civile et les points focaux du projet dans les différents démembrements ministériels. Cette activité qui se déroulait du 04 au 06 septembre 2019, à Douala, a été mise en œuvre dans le cadre du projet de « Renforcement des capacités des acteurs et appui aux processus électoraux pacifiques et à la cohésion sociale au Cameroun », financé par ‘’Peace Building Funds’’ Cette activité avait pour but de mettre en place une plateforme fonctionnelle de dialogue pour toutes les parties prenantes du processus électoral, renforcer et faciliter davantage la coopération entre ELECAM et les autres acteurs impliqués dans le processus électoral, renforcer les compétences des acteurs en matière d’intégration de la dimension de genre dans le processus électoral. Il était aussi question d’identifier les causes de la violence électorale (avant, pendant et après les élections) et du risque électoral au sein du cycle électoral et proposer des stratégies d’atténuation de celle-ci, renforcer les compétences des parties prenantes sur divers mécanismes de règle-

ment des litiges électoraux et garantir une participation inclusive en intégrant les personnes handicapées et les communautés autochtones au processus électoral.

Pendant la formation, le conseiller en élections du PNUD, Mr BILE BOUAH Mathieu a rappelé les grands axes nécessaires au fonctionnement de ces plateformes en vue.

Il a précisé toute la disposition des Nations Unies à accompagner le Cameroun sur le chemin de cette expérience salvatrice pour son système électoral.

Gestion du processus électoral : Renforcement des capacités du personnel d’ELECAM

P

lus de trente personnel d’ELECAM ont vu leur capacité renforcée en matière de gestion du processus électoral. Cette activité a été mise en œuvre dans le cadre du projet de « Renforcement des capacités des acteurs et appui aux processus électoraux pacifiques et à la cohésion sociale au Cameroun », financé par ‘’Peace Building Funds’’ et mis en œuvre par le PNUD. Y étaient également conviés les points focaux du projet dans les différents démembrements ministériels. Cette activité s’est déroulée du 28 au 30 Octobre 2019, à Yaoundé.

Le conseiller élections du PNUD s’est dit satisfait de la qualité des échanges et a annoncé de la bonne disposition du système des Nations Unies à accompagner le Cameroun sur le chemin du développement des compétences électorales.

Cette activité avait pour objectif entre autres d’améliorer leurs connaissances sur la gestion et l’administration des élections ; renforcer leurs connaissances dans la prise en compte du genre et des personnes vulnérables dans le processus électoral.

Vers l’élaboration de stratégies de financement durable des Aires Protégées dans 6 pays du Bassin du Congo

L

e projet régional avance bien vers ses résultats et affiche un taux de réalisation de son Plan de travail 2019 de 66%. Tout est en place pour une validation en 2019 des stratégies de Financement durable des Aires Protégées dans les 6 pays. La 2e réunion du Comité de Pilotage de l’année 2019 a informé les représentants des pays, membres du COPIL, de l’état d’avancement dans les 6 pays participants et d’échanger sur les enjeux de la prochaine revue à mi-parcours du projet d’ici la fin de l’année. Le Projet Régional « CBSP – Partenariat pour la conservation de la Biodiversité : Financement Durable des Aires Protégées du Bassin du Congo – PIMS 3447 » vise à mobiliser des financements durables pour les Aires Protégées du Bassin du Congo. L’objectif de ce projet est d’améliorer durablement le financement du système d’Aires Protégées dans la sous-région à travers entre autres, la formation, la mise en place des cadres institutionnels et de mécanismes modèles pour assurer la viabilité financière à long terme des systèmes d’Aires Protégées et des écosystèmes associés dans les six pays concernés.

Le Projet Régional « CBSP – Partenariat pour la conservation de la Biodiversité : Financement Durable des Aires Protégées du Bassin du Congo – PIMS 3447 » a organisé la 2e réunion 2019 du Comité de Pilotage (COPIL) sous-régional à Brazzaville les 26 et 27 octobre 2019. Cette réunion fait suite à la 1re réunion du COPIL de l’année 2019 qui avait été organisée à Douala, les 09 et 10 avril. tique du Congo. Ils abritent près de 25% des forêts tropicales du monde.

Le Bassin du Congo est remarquable à l’échelle mondiale par la riche diversité de sa faune et sa flore qui n’existe nulle part ailleurs dans le monde. Les résultats de ce projet régional sont très importants pour la sous-région et à l’échelle mondiale, car les six pays du Bassin du Congo abritent près d’un quart des forêts tropicales du monde.

Il est important de préserver les forêts tropicales du Bassin du Congo, notamment dans le contexte de la crise climatique et de l’érosion de la biodiversité. En effet, plusieurs Objectifs de développement durable sont liés directement à la santé de la planète, alors que le déclin de la biodiversité pourra entrainer des effets négatifs en cascade. Cependant, investir durablement dans la préservation de la nature pourra améliorer les vies de millions de personnes qui dépendent de forêts pour leur bien-être et leur subsistance.

A spotlight can help save the Cameroon Forest

In a bid to meet the ever growing demand of forest products and resources at international level such as wood, palm oil, rubber and other elements harnessed by industrial logging and extensive agriculture, this will only further deplete Africa’s biggest carbon sink.

O

n 23 September 2019, world leaders met at the United Nations Climate Action Summit and presented updated and bold plans to boost climate action. Forests are critical to stabilize climate and regulate ecosystems, protect biodiversity, play an integral part in the carbon cycle, support livelihoods, and can help drive sustainable growth. UNDP Cameroon spotlights the Congo Basin Forest that needs urgent attention. The health of the Congo Basin Forest is deteriorating more rapidly than ever, with the loss of an area as big as Bangladesh over the past 15 years.

The Congo Basin is home to the second-largest rainforest on the planet. It covers close to 70% of the forestlands of Africa and stretches across six countries – Cameroon, Democratic Republic of the Congo (DRC), Central African Republic (CAR), Equatorial Guinea, Republic of the Congo (RoC) and Gabon. Beyond sustaining livelihoods for 80 million people living across the Basin, the rainforest also plays a critical role in regulating climate patterns across other parts of the continent.

At current rates of deforestation, University of Maryland researchers suggest that by 2100, the forest will be razed. The dominant force behind rising deforestation is commercial farming, slash-and-burn agriculture, harvesting of fuelwood and the opening of forest zones for infrastructure development.

While the Basin countries strive for emergence, they are heavily reliant on development of infrastructure and industry growth that may bring about further destruction of forestlands.

Yet, the continued disappearance of these forest landscapes exacerbates insecurity of water and food supplies for some of the continent’s most vulnerable populations.

Deforestation is eroding the very foundations of economies, livelihoods, food security, health and quality of life throughout Africa and well beyond.

The need for coordination at the regional level is pressing.

While it is urgent to prevent further depletion of the forest, financial mobilization has fallen short of needs and expectations. Adverse effects of emergence strategies on the forestlands must be mitigated with strategic and coordinated actions undertaken by development partners, including the United Nations Development Program (UNDP).

In an effort to preserve the Congo Basin Forest, COMIFAC (Central African Forests Commission) is essential in ensuring political will from governments. The commission is key in shaping the climate change response in the Basin and has consistently taken into consideration local communities and ecosystems of the concerned countries. As advocated by the COMIFAC, objectives of REDD+ should be integrated in the broader national agendas for development. It is a necessary condition to ensure wide implementation and acceptance at all levels of society.

The UNDP Country Office, characterized by strong institutional linkages and increased coordination, collaborates with the COMIFAC to propel the deforestation agenda and the climate change response in general. Through a $100 million proposal to the Green Climate Fund, UNDP strives to improve forest governance by further engaging in the REDD+ initiative. Assisting 10 COMIFAC members will support Central African countries to meet their economic and development objectives while at the same time taking into account their environmental commitments.
