Obama en peligro por actividades nocturnas del servicio secreto

REDACCIÓN UNA VOZ CARTAGENA – La vida del presidente de los Estados Unidos Barack Obama fue puesta en peligro por varios agentes del servicio secreto en Cartagena, debido a sus actividades nocturnas durante su estancia en Colombia. Un grupo de agentes del Servicio Secreto y de las fuerzas armadas estadounidenses se encontraban en Colombia preparando la visita del presidente Obama a este país para asistir a la Cumbre de las Américas, realizada en Cartagena del 13 al 15 de abril. De los agentes del Servicio Secreto destacados en Colombia para esta cumbre, por lo menos 11 de ellos están acusados de llevar cuando menos 20 prostitutas a un hotel, poniendo así en peligro la vida del presidente, ya que todos ellos tenían consigo la agenda y detalles de la visita del presidente a Colombia. Además, como la mayoría de ellos son hombres casados, estuvieron expuestos a extorsión por parte de las mujeres. Ahora también ha salido a la luz que los agentes del Servicio Secreto habían revelado sus identidades y habían presumido en un burdel de Cartagena que trabajaban para el presidente Obama. Además cinco agentes de las fuerzas armadas también están involucrados en este escándalo, pero se habla que el número puede subir hasta 10. Los miembros de las fuerzas armadas pertenecen a la Marina, la Armada y la Fuerza Aérea, algunos de ellos miembros de una unidad de detección de explosivos. El secretario de prensa del Pentágono, George Little, dijo a reporteros que los miembros de las fuerzas armadas que están bajo investigación habían sido asignados para apoyar al Servicio Secreto en los preparativos de la visita oficial de Obama a Cartagena. Dijo que ellos no habían estado involucrados directamente en la seguridad del presidente. Todos los agentes involucrados en este escándalo abandonaron Colombia antes de la llegada de Obama y en los últimos días fueron notificados que su acceso a información confidencial había sido suspendido mientras dura la investigación. Mientras que ninguno de los agentes ha sido identificado, el candidato republicano al senado de Maryland, Daniel Bongino, dijo que su hermano, un agente destacado en Colombia, estaba cooperando con las autoridades pero no era uno de los agentes bajo investigación. De acuerdo a información proporcionada a distintos medios, se sabe que los agentes y miembros de las fuerzas armadas llegaron al elegante Hotel Caribe de Cartagena, donde se hospedó el presidente estadounidense así como periodistas extranjeros y miembros de la

delegación americana, acompañados por prostitutas. El diario El Espectador de Colombia indica que los agentes pagaron 60 dólares a cada uno de los propietarios de un club de striptease para que les dejaran llevarse mujeres al hotel. Esto sucedió la noche del 11 de abril, dos días antes de la llegada de Obama a Colombia. Se ha informado que los agentes se encontraban de fiesta en el burdel “Pley Club”, ubicado en un barrio industrial cerca del puerto la noche en cuestión. De acuerdo a informes de ABC News, los oficiales habían presumido que “trabajaban para Obama” y “estaban ahí para protegerlo”. El informe indica que los oficiales ingirieron whiskey caro y recibieron servicios de las prostitutas de mayor categoría del establecimiento, quienes cobran más de 200 dólares. En este lugar también se registró un altercado, ya que los hombres pagaron por los servicios de las mujeres por adelantado, pero a la hora de saldar su cuenta con el establecimiento, hubo desacuerdo con el total. Algunos testigos dijeron que el grupo se puso agresivo y se llamó a las autoridades. La discusión llegó a tal punto, que continuó en la calle. Sin embargo, no se ha dado más información sobre este incidente, ya que la policía local ha recibido instrucciones de las autoridades estadounidenses para que no discutan detalles sobre este asunto. El Representante Pete King, jefe del Comité de Seguridad Nacional de la Cámara de Representantes, dijo que el asunto se había destapado cuando un empleado del hotel se dio cuenta que la identificación de una de las prostitutas todavía se encontraba en la recepción del hotel, en violación a las regulaciones de este establecimiento para invitados que pasan la noche ahí. Cualquier persona de visita en el hotel que se quede la noche ahí debe dejar su identificación en la recepción y salir del hotel para las 7 de la mañana. Cuando el gerente del hotel fue a la habitación en cuestión, se encontró con que la mujer estaba discutiendo con uno de los agentes. “Ella dijo que el agente le debía dinero”, dijo King. “Él dijo que no tenía que pagarle”. A fin de cuentas, el agente pagó a la mujer por sus servicios, pero para entonces ya se había notificado a la policía, se hizo un reporte y éste fue enviado a la Embajada de Estados Unidos. “Ellos no pueden ponerse en situaciones comprometedoras en las que quedan expuestos a ser amenazados o chantajeados”, dijo King. El representante también mencionó que los agentes investigados

han caído en contradicciones sobre quiénes eran estas mujeres que les acompañaban. Unos dijeron que eran prostitutas, otros que eran mujeres que habían conocido en el bar del hotel. Originalmente se dijo que la deuda del agente con la mujer era de aproximadamente 47 dólares, sin embargo, informaciones posteriores indican que las mujeres habían pedido un pago adicional de 170 dólares y esto motivó el desacuerdo que llamó la atención de la administración del hotel. En algunas partes de Colombia la prostitución es una actividad legal, sin embargo, los agentes están bajo investigación ya que violaron el código de comportamiento del Servicio Secreto y pusieron en riesgo la vida del presidente. “Lo que es legal en un país puede llevar a que un hombre casado sea chantajeado”, dijo el representante Darrell Issa, jefe del comité de Investigaciones y Supervisión de la Cámara de Representantes. Conforme pasan los días surgen más detalles sobre este incidente. Ahora el alcalde de Cartagena, Campo Elías Terán, dijo que hay mucha especulación sobre este asunto, y mencionó que entre los rumores hay la versión de que pudo haber menores de edad involucradas en este incidente, algo que la policía no ha confirmado. Autoridades colombianas dijeron que realizarán una investigación para ver si hubo menores de edad involucradas en esta situación. Por su parte, fuentes del gobierno estadounidense familiarizadas con la situación dijeron que este no parece ser el caso. De ser así, los agentes estarían en problemas en Colombia si las mujeres en cuestión tienen menos de 14 años, pero bajo las leyes estadounidenses, ellos pueden verse afectados si son menores de 18 años. Terán también dijo que al parecer las mujeres no eran de la zona de Cartagena, algo que no está fuera de lo común, ya que en eventos de este tipo llegan jóvenes de otros lugares con el plan de conquistar extranjeros o ejercer la prostitución. En cuanto a las mujeres, una de ellas ha rendido su declaración. Además, oficiales del Servicio Secreto enviados a Colombia para investigar el incidente se encuentran revisando los antecedentes de las demás involucradas para conocer si tienen nexos con grupos terroristas o de traficantes, además de confirmar si eran menores de edad o no. La investigación sobre este asunto por parte de las autoridades estadounidenses continúa y está en manos de un investigador gubernamental independiente, así como de agentes militares. Esta investigación también busca determinar si los agentes usaron su propio dinero o las tarjetas de crédito que usan en sus viajes oficiales para pagar por esta noche de copas.

Obama jeopardized by Secret Service nightlife UNA VOZ STAFF

CARTAGENA – The life of U.S. President Barack Obama was jeopardized by several Secret Service agents, who enjoyed the nightlife in Cartagena during a trip to Colombia. A group of Secret Service agents and military personnel were in Colombia making arrangements for President Obama’s visit to attend the Summit of the Americas, held in Cartagena April 13 to April 15. Of all the Secret Service agents assigned to this trip, 11 of them took at least 20 prostitutes to their hotel rooms, jeopardizing the life of the president. In their hotel rooms they had the complete agenda and details of President Obama’s visit. Also, because most of them are married men, they were exposed to extortion by the women. Now it has come to light that the Secret Service agents had revealed their identities and had boasted that they worked for the president of the United States while having fun at a local brothel. Also, five members of the armed forces are involved in the scandal, but that number could be as high as 10. The armed forces officers belong to the Marines, the Army and the Air Force, and some of them were members of an explosive detection unit. The Pentagon press secretary, George Little, told reporters that the armed forces officers that are under investigation had been assigned to provide support to Secret Service agents in preparation for President Obama’s visit to Cartagena. He said the officers were never involved in providing security for the president. All the agents involved in the scandal left Colombia before Obama’s arrival in the country. They have since been notified that their security clearance has been revoked and are on administrative leave while the investigation continues. While none of the agents under investigation has been identified, Daniel Bongino, Republican candidate to Maryland State Senate, said his brother, an agent assigned to Colombia, had been cooperating with authorities but was not one of the agents being investigated. According to information provided by several media outlets, the agents and armed forces officers were staying at the Hotel Caribe in Cartagena, the same hotel where President Obama stayed during his visit and also headquarters of the Obama delegation and foreign press.

The men involved in this scandal took prostitutes to their hotel rooms. El Espectador, a Colombian newspaper, said the agents paid $60 to each one of the owners of a strip club to allow them to take some of the women back to their hotel. This happened the night of April 11, two days before the arrival of President Obama. That same night, the agents were partying at “Pley Club,” a brothel located in an industrial neighborhood near the port in Cartagena. According to an ABC News report, the officers had boasted they “worked for Obama” and “were there to protect him” while they were at the club. The report says the officers drank expensive whiskey and received services from the highest category madams in the club, whose services cost over $200. When the men were leaving a fight broke out. While the men paid for the women’s services in advance, when it came time to settle the tab there were discrepancies about the charges. The situation escalated and local police were called. The altercation was such that it spilled onto the street. More information on this incident is not available, as local police received instructions from U.S. authorities not to say anything about this situation. Congressman Pete King, chairman of the Homeland Security Committee, said that the issue had been brought to light when a hotel employee noticed that the ID of one of the prostitutes hadn’t been picked up yet the following morning, in clear breach of the hotel’s policy for overnight guests. The hotel states than any guests staying overnight must leave an ID at the front desk and must abandon the premises by 7 a.m. When the manager went to the room to investigate, he found a man and a woman arguing. “He said the agent owed her money,” King said. “He said he didn’t have to pay her.” In the end, the agent paid the woman, but not before local police was notified. Then a report was filed and this report was sent to the U.S. Embassy. “They cannot put themselves in compromising positions where they’re open to be blackmailed or threatened,” King said of the agents.

He also mentioned that the agents under investigation had contradicting versions of who the women were. While some of them accepted they were prostitutes, others said they were women they had met at the hotel bar. Originally it was said the agent owed the woman about $47, but other sources say the women had demanded $170 more from the agents and that’s when the disagreement took place. In some areas of Colombia prostitution is legal; however, the agents are under investigation because they violated the agency’s protocol and jeopardized the president’s life. “What’s legal in one country still could lead to a married man being blackmailed,” said Darrell Issa, chairman of the Oversight and Investigations Committee. As days go by, more details come to light about this situation. Cartagena Mayor Campo Elias Teran said there is a lot of speculation about this issue, and said that some rumors indicate there were some minors involved in this scandal, but this information hasn’t been confirmed by police. Colombian authorities said they are investigating if any minors were involved, but U.S. officials have said this doesn’t seem to be the case. If that’s true, the agents could be in trouble under Colombian law if the women were under 14 years old. However, under U.S. law, they are in trouble if the women are under 18 years of age. Teran also said the women apparently were not from Cartagena, something that’s not out of the ordinary, as these events tend to attract young women who are looking for foreigners to establish a relationship or who are there to offer their services as prostitutes. So far one of the women has given a statement to authorities. AS for the rest, Secret Service officials sent to Colombia to investigate are conducting background checks on them, to find out if they have any links to organized crime or drug trafficking groups ,as well as to confirm if they were underage. The investigation of this incident continues and is being conducted by an independent government investigator an military officials, who are also trying to determine if the agents used their own money or government-issued credit cards for their crazy night on the town.

How the new immigration regulation can help you By DAVID RICHMOND I am a United States citizen and my wife came to the United States illegally (entered without inspection) eight years ago. Previously we were told my wife would have to go back to Mexico in order to obtain her papers and green card, but when she would go back to Mexico, she would have to stay there for 10 years or try for a pardon waiver. We were told that the pardon waiver would take many months and, if not granted, my wife would not be allowed to come back to the United States for 10 years. How would the new process change that? Martin Z. Martin, you are correct. In the past your

wife would be excluded from the United States unless she obtained the pardon waiver, which is based on an extreme hardship to you, the United States citizen. The new regulation, which is going to begin towards the end of this year, will allow your wife to apply for the hardship waiver before she has to leave the United States for her interview in Ciudad Juarez, at the U.S. Consulate. If the only immigration violation is the fact that your wife came to the United States illegally one time and continued to live in the United States without authorization for more than one year, after she applies for the hardship waiver, if it is approved, then she would be scheduled for her interview in Ciudad Juarez at the U.S. Consulate, have her medical examination in Mexico and then, assuming everything

else is in order, obtain her paperwork and visa and enter the United States with her green card. Under that scenario it is very likely that your wife would be out of the United States for less than one week. We are still waiting to hear from the immigration service the final rules and regulations of the new process. We do not know for sure whether or not somebody whose waiver is denied would then be put in deportation proceeding, or they would just be allowed to continue and leave the United States on their own accord, and apply for a waiver while in Mexico but knowing that they will be outside the United States for many months, if not 10 years. The new waiver process is called a conditional waiver. There are many factors

in receiving the conditional waiver and it will be very important that you speak with an immigration professional about your own personal situation before you file for any immigration benefit with the Department of Homeland Security. Muere alcalde de West Chicago de ataque al corazón REDACCIÓN UNA VOZ

WEST CHICAGO – La ciudad se encuentra de luto por el reciente fallecimiento del alcalde Mike Kwasman, el 17 de abril. Kwasman, de 65 años de edad, falleció en el Hospital Central Dupage de Winfield, a donde había sido llevado después de sufrir un ataque al corazón tres días antes de su fallecimiento. Estuvo rodeado de su esposa y familiares cercanos. De acuerdo a la vocera de la ciudad, Rosemary Mackey, el alcalde había estado en terapia intensiva desde su ingreso en el hospital. “Esta es una gran pérdida para los ciudadanos de West Chicago y para todos los que conocieron al alcalde Kwasman”, dijo el alcalde interino y concejal Rubén Pineda en un comunicado. “No solo fue un gran líder, fue un gran amigo”. Kwasman residió en esta ciudad por más de 20 años y era reconocido por su característico bigote. Él fue nombrado alcalde interino en 2006, cuando el entonces alcalde Michael Fortner fue elegido a la legislatura estatal. En ese tiempo Kwasman estaba sirviendo su sexto año como concejal de la ciudad. En el año 2007 fue elegido alcalde por un periodo de dos años y en el año 2009 fue reelegido y no tuvo contrincante.

West Chicago Mayor dies of a heart attack UNA VOZ STAFF

WEST CHICAGO – The city is mourning the loss of Mayor Mike Kwasman, who died April 17. Kwasman, 65, died at Central DuPage Hospital in Winfield, where he was taken after suffering a heart attack three days earlier. He was surrounded by his wife and close relatives at the time of his passing.

According to city spokeswoman Rosemary Mackey, the mayor had been in intensive care since his arrival at the hospital. “This is a tremendous loss to the citizens of West Chicago and to all who knew Mayor Kwasman,” Deputy Mayor and Alderman Ruben Pineda said in a statement. “He was not only a great leader, but also a great friend.” Kwasman had been a West Chicago resident

for over 20 years and was known for his unique moustache. He was named Deputy Mayor in 2006, when then Mayor Michael Fortner was elected to the state Legislature. At that time Kwasman was serving his sixth year as city alderman. In 2007 Kwasman was elected to a twoyear term, then in 2009 was reelected and ran unopposed. Funeral arrangements are pending.

Man injured in street racing incident in Aurora

AURORA – El chofer de un vehículo resultó herido después de perder el control de su automóvil mientras participaba en carreras de arrancones la noche del 16 de abril. De acuerdo con la policía, un testigo vio a Rodrigo García manejar su automóvil Mazda 6 2003 en dirección oeste por Diehl Road a aproximadamente 70 millas por hora, manteniendo la misma velocidad que otro automóvil. El carro de García comenzó a dar vueltas, golpeó el camellón mientras iba en reversa y comenzó a dar vueltas de nuevo antes de estamparse contra unos árboles, en la zona de Diehl y Molitor Roads. Cuando la policía llegó, García aceptó que estaba jugando carreras de arrancones con otro automóvil, pero que no recordaba cómo era el otro automóvil. La policía acusó a García de manejar de forma imprudencial y de participar en arrancones. Su condición médica no fue revelada, ni tampoco su edad o dirección.

AURORA – A driver was hurt after he lost control of his vehicle while street racing the night of April 16 in aurora. According to police, a witness saw Rodrigo Garcia driving his 2003 Mazda 6 automobile westbound on Diehl Road at about 70 miles per hour, keeping up with another vehicle. Garcia’s car then started to spin, hit the median while moving backward, then started spinning again before hitting a group of trees near the area of Diehl and Molitor Roads. When police arrived, Garcia admitted he had been street racing with another vehicle, but he couldn’t remember what the other automobile looked like. Police charged Garcia with reckless driving and street racing. His medical condition was not available. Also, police didn’t provide his name or address.

Aurora resident, guilty of soliciting underage girl UNA VOZ STAFF MAYWOOD – An Aurora resident pleaded guilty to soliciting an underage girl to have sex with her, after meeting her online. A Cook County Judge sentenced Joseph Pircon, 33, to 30 months probation in exchange for his guilty plea to a class 3 felony. An undercover officer posing as a 13-year-old girl had online chats with Pircon for several months. This past March, Pircon made arrangements to meet with the girl at a fast food restaurant in Bridgeview, where he was arrested by police.

Un juez del Condado de Cook sentenció a Joseph Pircon, de 33 años, a 30 meses de libertad condicional a cambio de que se declarara culpable de una felonía clase 3. Un oficial encubierto que se hizo pasar como una joven de 13 años de edad sostuvo conversaciones por internet con Pircon por varios meses. Army arrests PAN politician along with gunmen UNA VOZ STAFF XALAPA, VERACRUZ – Army officials reported the arrest of the Mayor of Chinameca, a municipality in the southern part of the state of Veracruz, along with a group of gunmen who allegedly had attacked the army hours earlier. According to official sources, Martin Padua Zuniga, who belongs to the National Action Party (PAN), was arrested early April 18 in a safe house in the municipality of Minatitlan along with six other people. Authorities seized weapons and two vehicles that were involved in a shooting with Army officers late April 17.

Authorities said army troops tried to stop a truck, but those inside opened fire and a shootout ensued. Then, the attackers sought refuge in a home located in the downtown area of Minatitlan, where they made sporadic shots to army officers until late at night. Then early April 18 army officers entered the home and took control of the occupants, among them Padua Zuniga. Preliminary reports have rejected the notion that the mayor had been kidnapped by the armed group, but rather, he was part of this organization. Just last month the Mayor of Las Minas in this same state, Mauricio Herrera Fernandez, also affiliated with PAN, was arrested in the neighboring state of Puebla with guns and drugs.

De acuerdo a fuentes oficiales, Martín Padua Zúñiga, quien es militante del Partido Acción Nacional (PAN), fue arrestado la madrugada del 18 de abril en una casa de seguridad en el municipio de Minatitlán junto con otras seis personas. Las autoridades decomisaron armas de fuego y dos vehículos que estuvieron involucrados en un tiroteo con agentes del ejército la noche del 17 de abril. Oficiales dijeron que las tropas del ejército habían tratado de detener una camioneta, pero que sus ocupantes habían respondido con fuego y se había desatado un enfrentamiento. U.S. soldiers pose with maimed bodies of Afghan insurgents UNA VOZ STAFF KABUL – A new scandal is threatening the United States Armed Forces, now that some photos of U.S. soldiers have surfaced, in which they pose with the mutilated bodies of alleged Afghan insurgents. The images threaten to fray even further the diplomatic relations between Afghanistan and the United States. These images were published by the Los Angeles Times. Secretary of Defense Leon Panetta said he regretted the decision of the newspaper of printing some of these images, because they could trigger violence against foreign soldiers in Afghanistan. Meanwhile, U.S. officers condemned this behavior. In one of the images a paratrooper poses next to an unofficial patch placed next to a body that reads “Zombie Hunter,” while another shows soldiers with Afghan police holding the mutilated legs of an insurgent bomber. In another photo, two soldiers hold the hand of a dead insurgent with the middle finger raised. During a NATO meeting in Brussels, Panetta apologized and said “that behavior is unacceptable.” Meanwhile the White House spokesperson said the president had been informed of the situation, but could not confirm if the president had seen the photos, taken in 2010 and sent to the newspaper by a soldier. “I know that war is ugly and it’s violent and I know that young people sometimes caught up in the moment make some very foolish decisions,” Panetta said. “I’m not excusing that behavior, but neither do I want these images to bring further injury to our people and to our relationship with the Afghan people.” It is expected that this images will increase the negative feelings against the west in Afghanistan, while NATO combat troops are working on living the country by 2014 and in strenghtening the country’s security. Meanwhile, a Pentagon spokesperson said the photos could be “used by the enemy to incite violence.” The newspaper said the images were of insurgents and suicide bombers.

Crimes against women return to Ciudad Juarez UNA VOZ STAFF

CD. JUAREZ – Violence against women has returned to this city and the presence of infants or small children doesn’t seem to matter to gunmen. In a six-hour period, four women were murdered. Also, authorities revealed the remains of 12 women had been found in the area. The murders of four women happened the afternoon of April 16 in three separate incidents. In the first incident, two women were shot to death inside a vehicle around 1:45 p.m. Authorities said the bodies of both women were found seated in the middle section of a Chrysler Voyager vehicle, which apparently was for sale. Both women remain unidentified until now, but they are described as 25-years-old, and brown complexion. In the second incident the woman targeted had a baby in her arms. While she died the baby was unharmed. The incident happened at about 3:45 p.m., when the women left a grocery store with a baby in her arms and was walking on a nearby park in the Campestre Virreyes subdivision. According to witnesses, someone shot the woman multiple times. Crime scene technicians recovered 27 bullet casings from the scene. The fourth victim was killed inside a home in the Campestre Virreyes subdivision at about 6.14 p.m. The victim, identified as Reina Jimenez Aguilar, 25, was found in the back of the home. The victim’s daughter was at the scene, but she was unarmed. Here crime scene technicians recovered 15

bullet casings. All four victims were killed with the same type of weapon. No arrests have been made related to these attacks. Serial killer? This week authorities reveled that human remains found in the Juarez valley during the months of January and February belonged to girls and young women, prompting new fears among the residents that a serial killer is on the loose. Authorities said that of the victims identified so far, two were 15 years old, one was 16, two were 17 and one was 19. This is why authorities believe the killer or killers are looking for teenagers and young women. These murders represent the second wave of massive killings of women in this area. The greater Ciudad Juarez area was the scene for the murders of over 100 women, most of them young, between 1993 and 2005. These crimes were attributed to a serial killer or several copycats. However this second wave of murders could be the work of a gang of murderers, according to Victoria Caraveo, leader of a civil movement called “Women of Juarez.” “This could be a very-well organized band of criminals,” Caraveo said, “with some people kidnapping women, others abusing, using or raping women, and others getting rid of their bodies.” Some believe the women who disappear fit a profile, because their age and appearance are very similar. La muerte de las cuatro mujeres sucedió la tarde del 16 de abril en tres incidentes por separado. En el primer caso, dos mujeres fueron asesinadas a tiros dentro de un vehículo alrededor de la 1:30 p.m. Autoridades informaron que los cuerpos de las dos mujeres se encontraron sentados en la parte media de un vehículo Chrysler Voyager, que aparentemente estaba en venta. Hasta el momento ninguna de las dos mujeres ha sido identificada. Ambas son descritas como de aproximadamente 25 años de edad y de tez morena. En el segundo incidente la víctima llevaba un bebé en brazos., El menor resultó ileso. La cuarta víctima fue identificada como Reina Jiménez Aguilar, de 25 años de edad. Su cuerpo fue encontrado en la parte de atrás de la vivienda, donde también estaba su hija, quien resultó ilesa. En este sitio las autoridades recuperaron 15 casquillos de bala. Las cuatro víctimas fueron ultimadas con armas de fuego del mismo calibre. Hasta el momento las autoridades no han detenido a nadie en relación con estos asesinatos. ¿Asesino en serie? Esta semana se dio a conocer que los restos humanos encontrados en enero y febrero de este año en campos del valle de Juárez, pertenecen a niñas y jovencitas, por lo que ha surgido de nuevo el

temor de que un asesino en serie anda suelto. Las autoridades dijeron que de las mujeres que han sido identificadas, dos tenían 15 años, una 16, dos 17 y una 19, por lo que se cree que el blanco de estos ataques son adolescentes y mujeres jóvenes. Este es el segundo periodo en el que se han llevado a cabo asesinatos contra mujeres en esta zona. El área de Ciudad Juárez fue escenario de la muerte de más de 100 mujeres, la mayoría de ellas jóvenes, entre 1993 y 2005. The agent, Elizabeth Herrera, said the delegate, identified as Augusto Peniche, had told her that she would be transferred to the state of Veracruz in retaliation for jailing the officers, or he would start an investigation on her if she didn’t agree to the transference. The Mexican Attorney General, Marisela Morales, then opened an investigation into this transference and Herrera remained in Chihuahua. While de la Rosa stated that authorities should have protected Ibarra, sources at the Attorney General Office in the state said the man had rejected all protection because he didn’t trust police officers. DE MÉXICO – Un empresario de Ciudad Juárez, quien el pasado mes de septiembre denunció a 10 agentes federales por extorsión, fue asesinado días antes de que testificara contra los agentes. Eligio Ibarra Amador, de 62 años de edad, fue asesinado y su casa fue incendiada con su cuerpo adentro el 12 de abril. Él estaba supuesto a comparecer para ratificar su denuncia el 17 de abril. De acuerdo a las autoridades, el hombre fue apuñalado en su hogar, y luego los asesinos incendiaron la propiedad sin robarse nada. Gustavo de la Rosa Hickerson, primer visitador de la Comisión Estatal de Derechos Humanos dijo que con la muerte de Ibarra, el caso en contra de los agentes no es tan sólido, ya que otros testigos pueden no colaborar por estar atemorizados. De la Rosa es un comisionado a cargo de quejas por abuso de la Policía Federal y el Ejército en la frontera. El empresario que se dedicaba a la venta de autos usados se había ido de Ciudad Juárez, pero había regresado para ratificar su denuncia y ver cómo avanzaba el caso. El 17 de septiembre de 2011, el hombre dijo que lo habían golpeado, torturado y obligado a entregar 3 mil dólares para que oficiales federales no lo acusaran de posesión de drogas y armas. Ibarra dijo que los agentes habían

llegado a su casa, lo habían esposado, le habían tapado la cabeza y lo habían llevado a distintos lugares. Una vez que él acordó entregar el dinero, Ibarra fue liberado. Sin embargo, antes de reunirse con los criminales, fue al Ministerio Público federal, donde interpuso una denuncia. Posteriormente fuerzas especiales arrestaron a los 10 agentes, quienes fueron encarcelados el 27 de septiembre. En ese tiempo el agente del Ministerio Público que ordenó la detención de los oficiales mientras se realizaba la investigación, dijo que había sido amenazada por el delegado de la Procuraduría General de la República en Chihuahua. La agente, Elizabeth Herrera, dijo que el delegado, identificado como Augusto Peniche, le había mencionado que sería enviada a Veracruz en represalia por haber encarcelado a los agentes, y que si no aceptaba el traslado, iniciaría una averiguación en su contra. La Procuradora de la República Marisela Morales inició una investigación sobre esta transferencia y Herrera fue dejada en Chihuahua. REDACCIÓN UNA VOZ CD. DE MÉXICO – Una estudiante Mexicana fue asesinada por su ex novio, también de nacionalidad mexicana, mientras ambos vivían en India, informaron autoridades de ese país. La víctima, Cecile Denise Acosta, de 36 años, fue vista por última vez el 9 de abril en el sur de la India. Su desaparición fue reportada originalmente por su ex pareja. Martín Manrique, de 40 años, fue arrestado el 17 de abril por supuestamente haberla asesinado y por tratar de deshacerse de su cuerpo semi calcinado en una maleta. Las autoridades dijeron que Manrique había reportado a la mujer como desaparecida el 14 de abril. En ese momento dijo que ella había desparecido después de haber visitado a la hija de ambos que está bajo la custodia de él. Manrique dijo a las autoridades que él la había dejado en una parada de autobús y ya no había vuelto a saber de ella, y que cuando trató de llamarla, un hombre desconocido había contestado su teléfono. Durante el interrogatorio, Manrique confesó que él había matado a Acosta, después de una discusión sobre la custodia de la niña.
