UCLGA Three Year Priority Program 2010 – 2012 Adopted by UCLGA Executive Committee on 12 July 2010 For the three years 2010-2011-2012 the UCLGA Executive Committee decided to give priority to 15 program lines selected from among GADDEPA and the Africities 2009 resolutions as following: 1. Support Fund for local development and decentralized cooperation 2. Network of local elected Women 3. African Local Government Academy 4. African Media Network for Local Development 5. Participatory Budgeting 6. Migrations and Diaspora 7.

8. Fiscal Decentralization 9. Local Agenda 21 10. Culture and Heritage 11. Basic Services and the Millennium Development Goals (MDGs) 12. Microcredit and Local Entrepreneurship 13. Partnership with Traditional Rulers and Moral Authorities 14. Peace, Security and African Integration 15. Observatory on Decentralization and Local Governance For each of these programs, the secretary general should elaborate a feasibility document that will identify for each program line: 1. A technical facilitator (moral entity or individual expert) that will work with the secretariat in order to define the overall goal of the program and its expected impact, the targeted beneficiaries, specific objectives, expected outcomes,
proposed
activities,
implementation
costs
and
timeline,
concerned stakeholders, potential funding partners (A) 2. From one to five cities (and their decentralized cooperation partners) that will be associated to the management of the program and to fundraising activities (C) 3. Technical partners institutions for program implementation (T) 4. Prospect financial partners (F)
