ar from being grateful the government has been putting the squeeze on these landlords for years now. From an extra 3% stamp duty for buyers of second homes to the phasing out of mortgage interest tax relief, to fines of up to £4,000 for landlords who let out properties that do not meet the energy-efficiency rules, the buy-to-let landlord is staggering under the blows. The latest problem the landlords face is the plan to introduce mandatory three year tenancies. The aim is to give tenants more security and let them put down roots in an area. Clearly this is desirable – especially with school age children who may be forced to keep moving schools if their parents have to rent a series of short lets. However, the plan may well force more landlords out of the market because most mortgage lenders don’t allow longer tenancies because they make it more difficult to repossess the house if the landlord stops paying the mortgage.

The three-year plan has been put out to consultation and while they may be welcomed by tenants many landlords see them as the latest blow to a sector already punch-drunk from recent changes. Already the Tenants Fees Bill is on its way, capping deposits at six weeks’ rent and banning letting fees for tenants – meaning the letting agents will have to make landlords pay all their costs. Surprise, surprise, most landlords will seek to pass this extra cost onto tenants by hiking rents. There is evidence that fewer buyto-let landlords are entering the market, with lending for such home purchases falling by more than 12% in the last year. Perhaps the answer is for the government to supply the cash for councils and housing associations to build new homes to supply sufficient social housing instead of expecting the private sector to sort the problems out for them. One thing is for sure, making life more difficult for the private landlord is not helping anyone.

There isn’t enough social housing in the UK to satisfy the need – so the buy to let landlord has stepped in to make a profit but also to mop up the shortfall, says Jenny Knight

n the market for the first time in more than 50 years is the home of one of Britain’s most famous inventors, Trevor Baylis CBE. T

he news from the coal face of estate agency is that 2018 has so far been one of the most difficult markets to work in and does not show any signs of letting up any time soon. The confusion and mis-matched expectations of buyers and sellers has been tricky to unpick. The sales market is continuing to limp along with a very low level of transactions as it has been hit by a succession of external factors from Stamp Duty changes, low expectations of a satisfactory resolution to Brexit and now the prospect of increased interest rates. It does seems that vendors are finally realising that all is not well and are hopefully no longer convinced by the ever higher pricing model proposed by some inexperienced agents who then lock down a long contract and then promptly work their hardest to reverse the price they just quoted as if some shock has just happened since the ink dried... Those who are readjusting their expectations from the outset of the process are the ones who are transacting. There are plenty of good buyers who are currently active in this market and sellers will need to work hard to present their properties in the best viewing condition and still be prepared to have a serious conversation when offers are presented. “Shabby chic” was a feature of the hot market in the nineties and noughties – it does not cut the mustard any more. The younger buyers who are looking for a first home are raised on a diet of Instagram perfection and are much more likely to offer on something in excellent condition rather than contemplate a project unless they have a lot of imagination and deep pockets (they generally don’t!). Family house buyers will often take more of a view as they are

BROWNED OFF While the weather has been wearing many of us down, the artificial grass companies have been rubbing their hands with glee. As lawns up and down the country are looking scorched and brown, LazyLawn has seen a 30% increase in enquiries during July compared with last year, as people look for an alternative way to keep their gardens green. A spokesman says: “The company has been inundated with people wanting to swap their dead lawns for the sunshine-proof LazyLawn. With the continued dry spells triggering the risk of a hosepipe ban, more and more people are realising the benefits of artificial grass over natural turf.”

OWNGOAL The Government seems to have achieved an own goal with the raised rates of stamp duty. The latest statistics show that stamp duty tax receipts are down in the second quarter of this year compared with the same time last year. Tax receipts have dropped by 13.8% – by £317 million. This means that receipts are no greater than three years ago despite stamp duty going up from 7% to 12% on top value homes and the introduction of an extra 3% for people buying a second home. A large part of the lower tax take is because of a fall in transactions – but how much that fall is due to the increased tax is anyone’s guess. Certainly while people don’t mind so much borrowing to

buy their own asset – money which they hope to get back when they sell – they don’t want to borrow money to pay over in tax, with no hope of ever recovering that layout. The figures come from HMRC’s quarterly statistics and have been analized by LCP. They show that receipts from the second home 3% tax have fallen by 21.9% from their peak and that transactions fell by 12%. Some 52,4000 buyers claimed first time buyers relief in the second quarter of this year – but that didn’t help Londoners much because there are so few home available in London that come in under the cut off price. Naomi Heaton, CEO of London Central Portfolio (LCP), Residential Investments Specialists, says: “The fall in transactions UK wide recorded by Land Registry and reported by LCP in its monthly residential index, is now also reflected in HMRC’s Quarterly Stamp Duty Statistics. This must be of increasing concern to the Exchequer. Despite the introduction of a slew of residential taxes, the tax take for the Revenue appears to be tailing off, with a fall of almost a third of a billion pounds this quarter compared with last year. “The cooling of prices as a result of these taxes, particularly amongst high value properties, has not resulted in increased buying activity. Whilst greater affordability may benefit first time buyers and second steppers, it also disincentivises sellers who are not motivated to move if they see the value of their home decline.”

With the acute shortage of property in the UK, the fact that interest rates have risen again should not be too much of an issue. We have to remember that even at the current level of 0.75% we are still better off than 2009 when the interest rate was 1%. Take into account the slight decline in property prices and the variety of mortgages available these day, not to mention the government’s offer to help first time buyers and I do believe that the market will remain strong, albeit slightly adjusted, for the current economic climate. The fact of the matter is that whatever happens, the UK still has a love of property and will always aspire to be home owners.

LIGHTFANTASTIC A new study reveals that natural light is the key to homeowner happiness, with 70% of Brits claiming it improves their mood and wellbeing all year round. The survey of over 2,000 homeowners by aluminium glazing specialists Express Bi-folding Doors found that 84% value natural light when buying their dream property, with homeowners in gloomy old Edinburgh (91%) seeing it as being the most vital.

The immediate impact on mortgaged households is limited. 62% of mortgaged homeowners are on a fixed rate – a preference that has become ever stronger with the prospect of rising interest rates. Over 90% of new mortgage lending in the first quarter of 2018 was on fixed rates. We estimate the cost increase of a 0.25% rate rise across all mortgaged homeowners will be just £6 per year on average. Longer term, as fixed-rate mortgagees reach the end of their terms, they would also be subject to higher interest costs. Once the rate rise filters through to all mortgaged homeowners, we estimate average mortgage costs will rise by £137 per year.

HELPAHEDGEHOG T he Hedgehog Street team – run by wildlife charities the British Hedgehog Preservation Society and People’s Trust for Endangered Species – is urging people to help hedgehogs by building them the perfect home, providing a safe haven that’s cool, cosy and comfortable. Last year, Hedgehog Street launched the first Hedgehog Housing Census, looking at when hedgehogs use homemade or artificial hedgehog houses in gardens across Britain. Between August and October 2017, over 5,000 people responded and now the secrets behind what makes a perfect hedgehog home have been revealed. The results, analysed by the University of Reading, show that: Hedgehogs prefer their own homemade houses, but artificial houses can be a good alternative. They need time to get used to a new house before they use it. Feeding hedgehogs and putting water in the garden while providing bedding such as dry leaves or pet straw increases the chances of a resident hedgehog moving in. They prefer back gardens and shaded areas and tend not to be put off by household pets. The ideal foods are any meat based cat or dog wet food (not dry food), Spikes or similar hedgehog food, sunflower seeds, nuts and suet pellets with insects. Please don’t feed with bread or milk or fish flavoured food and restrict mealworms because they are not nutritious enough to maintain bone health. Interestingly, the results also showed that houses positioned within five metres of the homeowners’ house are most frequently used, showing hedgehogs have become accustomed to human activity.

Emily Wilson for Hedgehog Street explains: “Until now we didn’t know what type of hedgehog house was best for hedgehogs. These results tell us that hedgehog houses are helping ‘hogs find a place to rest, hibernate and even breed. We can use these results to help conserve these animals and give the most accurate advice to anyone wanting to provide shelter for wild hedgehogs through our Hedgehog Street campaign.” Emily continues: “Hedgehogs seem to prefer houses that have been in a garden for some time, but we hope that people won’t be disheartened if they have a newer hedgehog house, it just means hedgehogs need a little time to get used to it. If hedgehogs are provided with food and water in the garden, especially during hot weather, and the correct bedding in the house, this encourages hedgehogs and they could become regular nighttime visitors.” The State of Britain’s Hedgehogs 2018, found that hedgehogs in rural areas are in severe decline, with numbers plummeting by half since the millennium. The report showed a more positive outlook for hedgehogs in our towns and cities: although the species has declined by a third in urban areas since 2000, the rate of decline is slowing. Hedgehogs are not disappearing from urban green spaces as rapidly as they were 15 years ago and might even be returning. Where they are found, numbers too, appear to be growing in some places. The decline in UK hedgehog numbers are thought to be associated with the loss of hedgerows and permanent grasslands; the intensification of agriculture and larger field sizes; and the use of pesticides which reduce the amount of prey available. Urban and suburban areas are increasingly important but the move towards tidy, sterile gardens isolated from one another by strong fencing does not help.

lantlife’s Great British Wildflower Hunt aims to keep track on the health and whereabouts of the UK’s wildflowers. Last year, from the Channel Islands to the Orkney Islands, more than 15,200 wild flowers were spotted by the British public. About 15% of plant hunters started out saying they couldn’t name any wildflowers and were ‘unsure’ of their identification abilities but they went onto complete the hunt. At the other end of the scale, 13 of the hunters scored a full house, finding all the species on their spotter sheets. The new role aims to help prepare the country’s 27million gardeners for extreme weather with periods of drought and flood. Kaap Studio Architects are using large elevations of glass to create contemporary designs, with the addition of solar control glass – a coating that reduces short wave radiation that travels through the glass, keeping the house cool inside. he Bank of England has increased interest rates by a quarter of a point to 0.75 per cent, only the second rise in a decade and the first since last November. Borrowers who are on a fixed rate won’t see any change to their monthly payments. However, the 3.5 million borrowers on variable-rate mortgages will see their mortgage payments rise accordingly, with most lenders set to pass the increase on almost straight away. If this rate rise means you will struggle to pay your mortgage, then a fixed-rate mortgage could be the answer. Despite much speculation of an August rate rise, fixed-rate mortgages are still very competitively priced, particularly on medium-term fixes, with a number of five-year fixes pegged at less than 2 per cent, although these rates are unlikely to be around forever. Despite this rate rise, there is no need to panic about the direction of rates in the longer term. Bank of England governor Mark Carney has talked about any rate rises being ‘limited and gradual’. However, with further base rate rises expected down the road, you may be drawn towards a longer term with some lenders offering 10year fixes. This security may seem attractive but should you want to remortgage, move or downsize during that period, there may be penalties to pay.

n spite of fears of a rise in interest rates and the growing probability of a hard Brexit househunters appear to be flocking to London. According to Knight Frank’s latest Prime London Sales Index the number of new prospective buyers rose by 31 per cent in June, compared with the year before. It also says that sales of houses worth more than £10 million had also risen, suggesting that whatever happens to London’s pre-eminence as a financial services hub – and Deutsche Bank has already moved part of its business from the City to Frankfurt – the capital remains a safe haven for property.

SETFREE A change is on the way for borrowers trapped by 2014’s stricter mortgage rules, reports Duncan Farmer

F

UK Finance, the trade body for most banks, the Building Societies Association and the Intermediary Mortgage Lenders Association have agreed that these prisoners should be set free and allowed access to a cheaper loan if one is available. There are some conditions: they must be owner-occupiers looking for a likefor-like mortgage, up-to-date with their repayments and have at least two years left outstanding. The changes follow an interim report by the Financial Conduct Authority into the mortgage market, which found that although most parts of the industry were working well, a change could benefit those trapped by the changes in 2014. Some lenders have already passed on the news to their customers and others will be notified whether they qualify by the end of the year and can then decide what to do. Paul Broadhead, head of mortgage and housing policy at the Building Societies Association said: “By signing up to this voluntary agreement lenders will ensure that existing borrowers are not disadvantaged by the changes to mortgage regulation since the financial crisis.”

our years ago mortgage lenders tightened their application process to ensure that borrowers could repay the loan, and avoid a return to pre-credit crunch days when high-value loans were being granted almost willy-nilly. The immediate impact was that many people who would previously have qualified for the mortgage they wanted were no longer eligible, and consequently the housing market stalled. Since then the situation has settled down and some lenders have relaxed their criteria, particularly on income, slightly. However, one group of borrowers who already had a mortgage when the new rules were introduced were caught in a tricky situation. What would they do if they wanted to remortgage but their earnings and other financial history did not meet the strict new criteria? If they were on a fixed-rate deal that was about to expire they were automatically put on their lender’s standard-variable rate loan, which is usually far more expensive than a two or five-year fixed deal. They became known as “mortgage prisoners” and there seemed little that could be done for them. Now, however,

eter is a charismatic gentleman with a booming voice and enchanting personality. His stories are addictive, his gestures bold – everybody loves him. He’s not your average estate agent, which is exactly why he’s so good at it. People don’t expect to get Peter and take to him instantly; the relief they’ve dodged a stereotype and gained SAT someone extraordinary is palpable. One can’t be good at everything and what Peter offers in accomplished social skills, he lacks in administrative mastery. Normally, on a busy Saturday, we’ll make sure Peter has the keys he needs and an up-to-date diary waiting on his desk. We admit to mothering him—after all, we adore him and consider ourselves a team. As we all know, Saturdays can be super-busy, occasionally surprisingly so. This was one such Saturday. Flying in between back-to-back appointments to grab keys, Peter rushed out to show two sets of applicants an empty house nearby. If there’s one thing Peter can’t stand, it’s being late. He intended to get to the house early to draw the curtains and clear the doormat of post. Oblivious to the fact that a viewing was about to begin, the owners of the house were pulling up in a car outside. Our clients had driven some distance to check the boiler, pick up their post and air the house. On seeing their curtains twitch, suspicions were aroused. Around two minutes later I answered a call in the office from the Metropolitan police. Does Mr Peter XXXX work for your company? I could hear Peter appealing in the background and for a split second was tempted to say ‘no’ (I did have a good laugh with the policeman about the outcome of that particular conversation). In his desperate panic, Peter had gone to the wrong house. We had two similar, empty houses for sale on adjacent roads. This explains why the client had no idea there were viewings booked, because they weren’t. To his credit, Peter got to the right house (I called the applicants to, ahem, explain) and although the post wasn’t cleared, he styled out an excellent viewing. I worked for a friend’s father who owned a small estate agency in Northcote Road, Clapham, back in the 80s. It made me realise that this was the business I wanted to be involved in. I moved into an agent in Wimbledon Village in 1986, and then joined Knight Frank in 1997. I just love being out and about, meeting so many people and seeing all sorts of different properties. There is still a thrill in finding the perfect house for a buyer and seeing how much pleasure their chosen property can give the whole family. What do you enjoy most about your job and what have been the highlights? Selling the Old Rectory. It was such a special house of historical importance and a major highlight for me professionally. More recently, I was thrilled to be awarded the accolade of Best Regional Sales Negotiator – one of the top two in Knight Frank’s London offices! Describe the biggest challenges. In this difficult market, our challenge remains providing the best advice to clients and reminding buyers that London, and particularly the South West areas, remain a great investment and wonderful place to live. What advice would you give to anyone considering a career in estate agency? Make sure you have vast resources of patience,

energy, resourcefulness, are prepared to listen and understand your customer’s needs and of course to work very long and sometimes unsociable hours. However, the upside of this industry is the camaraderie in the office as well as the long-term relationships made with your customers. What advice do you have for homebuyers in the current market? Make sure you have your finance approved in principle, so that if your offer is accepted you are able to proceed to an exchange of contracts as quickly as possible. Hina Bhudia from Knight Frank Finance has performed miracles for many of my customers, obtaining the lowest interest rates and finding solutions where needed. What sets south London apart? We are fortunate enough to live near more green, public spaces than residents of any other part of London. This perhaps makes for a more relaxed atmosphere in a London environment and ‘villages’ such as Wimbledon, Barnes and Dulwich create a unique atmosphere and a sense of community. The schools here both State and Private are, in the main, outstanding with plenty of choice and we are so lucky to be able to ride a horse on the Common and into Richmond Park and yet also be up in Central London and the City so quickly, with a choice of Tube and Mainline station.

What do you think lies ahead for the south London market? Across London, the market has been challenging over the past two years but South West London has remained relatively resilient and I believe it will remain as popular as ever, with education so high on everyone’s priority list. Knight Frank predicts a return to steady growth by 2020. Recent highs, recent lows? High: Being taken to lunch at Chewton Glen by very happy clients, who have become good friends. Low: Accidentally sitting on well-known journalist’s extremely small dog when valuing their house and unsurprisingly, not winning the instruction. What is your top location south of the river? Wimbledon of course! Watching a spectacular sunset from the terrace of Hotel Du Vin overlooking Cannizaro Park is pretty unbeatable and being a part of the buzz around the Village during the Tennis fortnight is such fun. If you were not an estate agent, what career would you choose and why? I would have very much liked to train as a speech therapist. To be able to help people to communicate with each other and the world around them would be hugely rewarding.
