Inviting bids for a property is becoming increasingly common, but are homebuyers being forced to pay over the odds?

A

The invitation of best bids on a property is a function of the market. This method is generally accepted as the fairest way to deal with multiple expressions of interest or offers on a property. Buyers should be aware that the term ‘best bid’ refers to more than just the headline offer price. An agent’s role is also to provide their vendor clients with diligence on other merits, including financial strength, perceived commitment, timing of an offer and any conditionality attached. Property is like any commodity in a market place: an asking price is a guide. In a competitive environment, a commodity will find its natural level, and in just the reverse way, a property that is priced too expensively will remain unsold and generate little interest. It is my view that a buyer who successfully wins a bestbid invitation can take comfort that he or she has secured an asset which was being sought after by any number of purchasers, and for that reason it is rare that the house buyer will have paid over the odds. It may be the case that best bids produce a record price in a rising market for a type of property in a street that sets a new level, but again this is a result of a market on the move, and revisiting that property a year later may lead to similar properties achieving a higher price at a later date. Best bids can generate anxiety and result in disappointment for some prospective buyers, but it is still the most efficient way for all interested parties to have a chance of putting their best foot forward.

marketview Recently I was asked to visit an older gentleman who was a friend of my parents, writes property finder Robert Bailey. He and his wife owned a lovely house in Belgravia which they bought back in the 1970s, long before prime central London became the preserve of the world’s billionaires. The house was arranged over six storeys and as he and his wife were getting older, they were seeking to downsize to something more manageable and with considerably fewer stairs. While the house is lovely, and I am sure it will be snapped up, I also had to explain some hard truths to the owner. He was labouring under the misapprehension that period properties are always worth more than new-build ones. While this is true outside of prime central London – a beautiful Victorian terraced house will typically command a premium over a newly constructed flat – the opposite is true in central London. One only has to look at One Hyde Park or some of the other new developments like the Lansbury, which are selling for anywhere up to £7000 per square foot. This is an extraordinary premium and far above the prices achieved for traditional period properties in the area, which achieve anywhere from £2000 to £3000 per square foot. This gentleman was a bit disappointed that his house was not quite on par with the Candys’ offerings. The reason One Hyde Park and similar concepts have been so successful is that they offer lateral apartments. In this country we may be accustomed to houses built over several floors and going upstairs to go to bed, but this is far from typical elsewhere in the world, where wide-built houses over just one or two floors are the norm. International buyers flocking to London are seeking a similar type of property over here and it is precisely this lifestyle that is on offer through many of the top end developments. Recent research from WA Ellis demonstrates that there is a 35 per cent price difference between lateral flats and traditionally built houses, with lateral flats commanding an average price of £3600 per square foot compared to an average of £2200 per square foot for houses. Similarly, a recent report from Knight Frank stated that demand for large lateral apartments has never been higher. Not only are developers creating new flats that are built laterally, but they are also buying adjacent period homes and converting them into lateral flats more in keeping with modern lifestyles. The exteriors are the picturesque stucco-fronted terraces that exemplify the best in London houses, yet inside the flats are modern both in terms of layout and in technology and design. My parents’ friend will still do well from the sale of his house, but even he had to concede that once he sells the home, he too will be looking for a lateral apartment.

Autumn’s market is proving to be a busy one, with London’s reputation as a safe haven for property investment drawing particular interest from the Middle East. Property prices have performed exceptionally well in recent months, and Knightsbridge leads the charge with prices rising by 45 per cent since the peak in 2007, greater than any other neighbourhood in prime central London. This is well ahead of expectations and there is potential for further rises in the months ahead. The lack of quality supply in area allows prices at the top end to hold their value, with the best houses in the best streets achieving £3000 per square foot. The attraction of Knightsbridge is internationally renowned with over 65 per cent of buyers in the area currently from overseas. Appeal exudes from a number of historically significant local landmarks, including the Royal Albert Hall and Harrods. propertytalk If all you want for Christmas is to be in your new home, Cheryl Markosky gets tips from agents with the festive spirit. Settling into a new home in time to hang the tinsel and trim the tree is still a possibility if you accept the recommendation of a solicitor and surveyor your agent has worked with before, suggests Craig Tonkin of Marsh & Parsons Kensington. “This will speed up the process and help with any potential pitfalls.” He also advises pre-arranging finance with your broker or bank. “Unfortunately in the present climate, banks and building societies are being particularly fussy about who they’ll lend to, which could result in losing a property as time to get the mortgage in place has taken too long.” Don’t panic, says James Bailey of Henry & James. “There’s still plenty of time to find the perfect property if you’re determined to move in before Christmas. Make your agent know you’re looking to move within that time frame. Agents love motivated buyers and will do everything in their power to ensure you find something fast.” He adds that it’s probably best to opt for a freehold property if you’re looking to move quickly. “The conveyancing process on leasehold and commonhold properties is always a little more complicated, so if you can, choose a freehold property with no onward chain.” David Adams from John Taylor London points out that if you’re selling an apartment in a managed building, make sure your service charges have been paid. “Two of the most common reasons for delays are property management companies refusing to release data until service charges are up-to-date, or demanding more money from vendors to do so in a timely fashion.” And if you’re hoping to let your property before you wear a silly hat and blow a horn at parties, Marc von Grundherr at Benham & Reeves Residential Lettings tips getting the boiler and roof checked. Von Grundherr explains why these measures are so important. “Last year, we let a house in Hampstead which the owner self-managed. Against our advice, the owner did the bare minimum and sure enough, on December 23 the boiler stopped. The tenants had a new baby and went mad, as they had 12 people coming to stay. The owner was away, so the tenant called someone from Yellow Pages who replaced the boiler and half the radiators, charging more than £7000. The tenant deducted this from the rent - and the landlord was left poorer in January with no rent.

Looking out for long-term fix

£

When to fix your mortgage is a debate that has ruined many dinner parties in the past, and will do the same many times in the future. Those following the Bank of England forward guidance expect base rate to remain unchanged for several years to come. By the time that first rate increase does happen, the fixed rates on offer by lenders will be higher than they are today. Given fixed rates are so low, with little or no premium being charged for the security, now would be a good time to fix. There is an alternative. Several lenders offer ‘hybrid’ mortgages that are part tracker and part fix. The products are designed to make the most of the low base rate environment before switching to the fixed element when rates are anticipated to rise. The benefit being the fixed rate is known from day one. This differs from lenders who allow borrowers to ‘drop-lock’ or ‘switch-fix’ into whatever fixed rate product is available at the time. Although the lender will waive any early redemption charge payable, the borrower may have to pay an additional product fee.

Lenders are becoming more realistic, says Duncan Farmer and there is no need to search for new tenants with all the associated costs. Thankfully, things are now changing, and for new landlords looking to borrow money, banks and building societies are becoming more realistic. Earlier this year, Nationwide allowed its landlords to sign three-year tenancies. Others should follow suit after Eric Pickles, the Communities Secretary, told the Conservative Party conference that he wants to give tenants the right to demand long-term tenancies. “The last thing we want to do is hurt hard-working tenants by increasing costs and strangling the sector with red tape,” Pickles told the party faithful. “But families deserve stability for their children. Today’s proposals will raise the quality and choice of rental accommodation, root out the cowboys and rogue operators in the sector, and give tenants the confidence to request longer fixed-term family-friendly tenancies.” I can’t imagine that many landlords would argue with him. As for the house in Kew, well, I sold it, only to watch in dismay as its value followed that of most of London and flew through the roof!

About seven years ago I couldn’t decide whether to sell or let the house I lived in in Kew, and approached letting agents to ask them how much income I could expect and whether there was a ready market for such houses. To my delight, agents had a string of high-quality, mostly overseas, corporate tenants who were prepared to pay a generous rent that comfortably covered my mortgage payments. There were two drawbacks: first, I would need the consent of my lender and second, tenants would want a minimum tenancy of two years with an option to extend. The latter seemed to me more positive than negative, but the former was a problem. Back in 2006, banks and building societies would grant buy-to-let loans (or convert owner-occupier loans) for tenancies of no more than a year, and so my scheme was scuppered. At the time I thought it daft that lenders saw shorter tenancies as more beneficial than longer ones. A house I own in Leicestershire has had the same tenant in it for almost 15 years and, as a landlord, that is perfect: there are no void periods

Increase is mutual Building societies and other mutual lenders continue to increase their share of the mortgage market, according to figures from the Building Societies Association, although the number of loans they have granted remains well below their historic average. Gross lending in August, the last month for which figures are available, rose by almost a third in the previous 12 months to £4 billion. Mutuals saw their market share jump by a fifth and one in three of its loans was made to first time buyers, of whom 29 per cent had a deposit of less than 10 per cent.

Lenders not keen to offer Help to Buy

The value of property has risen again in the past three months, according to the latest Halifax house price survey, which also reports that lending also rose. Martin Ellis, the housing economist at Halifax, said: “House prices in the three months to September were two per cent higher than in the previous quarter; slightly below the increases recorded in June, July and August. The annual rate of increase, however, continued to rise. Prices in the three months to September were 6.2 per cent higher than in the same three months last year. “Housing demand has risen more quickly than supply in recent months, putting upward pressure on prices. Demand has increased against a background of low interest rates and higher consumer confidence underpinned by signs that the economy has begun a sustainable recovery. Official schemes, such as Funding for Lending and Help to Buy, also appear to have boosted housing demand.” The number of mortgage approvals also rose by two per cent. There remain many parts of the country where prices are stagnant or falling, and so much of the latest price rise can be attributed to the continuing climb in values in London.

While many potential buyers believe they would use the Government’s Help to Buy scheme to assist with the purchase of their next home, lenders are not so keen. Only the two Government–backed banks, Royal Bank of Scotland and Lloyds Banking Group, have so far agreed to offer Help to Buy loans, which David Cameron launched three months earlier than planned. Sources at other lenders said they would not be able to decide whether to join until the Government says how much it will charge lenders to take part and what administration and IT systems will be required. Lenders also want to know what level of relief they will receive on their capital requirements – the amount they must hold in capital reserves – in exchange for taking part. Reports in some newspapers have also said that the interest rate on Help to Buy loans could be as high as six per cent, which is far higher than existing loans.

1 IN 5 PLANS TO MOVE Londoners are the most likely to buy a new property in the next 12 months, according to research by Santander. Its figures suggest one in five people living in the capital are planning a move, but the figures seem astonishingly high. Overall in the UK it says that 5.1 million people will buy a house or flat before this time next year, which, if that happened, would see housing transactions soar by five times their current rate. The mortgage market simply could not cope with such a level of applications. Their figures are either wrong or it is a very good to time to become an estate agent.

David Bailey on Marylebone Legendary photographer David Bailey has unveiled a collection of 44 specially commissioned prints of Marylebone, one for each luxury apartment in new W1 development The Chilterns. Lots to improve Mayor of London Boris Johnson attended a ground-breaking ceremony at Chelsea Waterfront in preparation for the transformation of the eight-acre site of the former Lots Road Power Station. It will be the first riverside development of this scale on London’s North Bank for 100 years. Breathing new life into this area of Chelsea, the scheme will open up 600 metres of Thames walkway, the longest stretch to become available to the public since 1904. It will also provide public access to the historic power station and improvements to the Chelsea Creek, with new planting and landscaping as well as new homes for Londoners. Developed by Hutchison Whampoa Properties, the scheme will deliver 706 homes – 275 of them ‘affordable’. With a masterplan designed by London architect Sir Terry Farrell, the power station itself will be converted into 260 apartments – 67 affordable, making it one of the largest residential converted buildings in the UK.

International buyers focus on London Almost half of all sales of £1m-plus new-build properties in prime central London in the year to June 2013 went to foreign buyers, although only 28 per cent were non-resident in the UK. This is one of the key findings from estate agent Knight Frank in first detailed estimate of international purchase activity in Greater London’s RESIDENTIAL RES new-building EARCH housing market. In the two years to June, 51 per cent of newbuild purchases in prime central London were by UK residents. ASKING PRICE GAP SHRINKS

The gap between a property’s asking price and the price achieved is smaller than at any time since 2007, according to new research from Hamptons International. Hamptons calculated that average achieved prices were 2.9 per cent lower than asking prices across England and Wales in the three months to October, down from 3.4 per cent last year and now the smallest gap in six years. The gap has narrowed most in London, where achieved prices are now on average 98 per cent of the asking price, reports Hamptons.

Designer loves to be clever with property A mews house in Fitzrovia has been transformed in an extensive refurbishment by German-born architect Thomas Griem, who formed his London-based practice TG Studio two years ago. Griem originally came to London to gain a diploma in architecture from the University of Westminster after architectural studies in Berlin. In 2002 he founded Target Living with interior designer partner Tara Bernerd after the two met while working for property development company Yoo. The Griem-designed interior of the two-bedroom house in cobbled Warren Mews, a secluded cul-desac off Warren Street, includes an open plan living and entertaining space with a fully fitted kitchen and dining area on the first floor. It has a second reception and guest bedroom on the ground floor, and the top floor master bedroom features an en suite bathroom, dressing room and study area. surreyscene Special report by Simon Ashwell, head of Savills Weybridge Recent press reports of a more positive economic outlook, coupled with the assurance that interest rates are going to remain low for the foreseeable future, have helped to underpin conditions in the current property market. The latest forecast from Savills research has suggested that house price growth in the South East has risen by 2.1 per cent to date this year for houses valued between £500,000 and £1.5 million, and this is set to rise by a further 24 per cent by the end of 2017. This is reflected in the Weybridge sales market, where Savills has seen an upturn in activity over the past few months. Savills Weybridge has two independent sales teams in place. The first is dedicated to the sale of town centre family homes ranging anywhere in value up to around £1.5 million, and the other handles aspirational property in and around the town, specialising in elite private estates including St George’s Hill and Burwood Park. T

he last few months have been a busy time for us in the Residential Sales team at Haywards Heath. It has become apparent, however, the market in Sussex is rather more buoyant in certain price ranges than others. Recent reports in the national media would suggest rapidly improving market conditions, and while we have certainly experienced improved market sentiment, we believe we are a long way off the market overheating. The market for property below £1 million is currently our best performing sector, with purchasers increasingly confident and investing in properties in Sussex, which for families and commuters offers an excellent lifestyle choice. At the higher end of our market, and in particular for properties in the £2 million to £3 million price bracket, market conditions have been much more challenging. London-based buyers looking to move out to Sussex have been somewhat thin on the ground this year, and there appears to have been a reluctance by such potential buyers to sell up in a rapidly rising market in the capital and reinvest in a somewhat flatter market in Sussex. We believe such buyers, who traditionally are the mainstay of the higher-end country house market, have merely delayed making the move and so we are increasingly optimistic about the outlook for this market next year. Our Residential Research department anticipates that all regions of the UK will see house price growth this year averaging 18.1 per cent by the end of 2017 for main stream markets, though regional variations will range from 25.1 per cent for the mainstream London average (slightly ahead of the 24.3 per cent forecast for prime central London) to 12.5 per cent for the North East. House prices in the South East are expected to grow by 24 per cent by the end of 2017. In recent weeks we have detected an increase in enquiries from London-based buyers looking to move to Sussex. A key feature in our dealings with a number of such buyers has been their ability to sell their London property extremely quickly, often within a matter of days, once they have identified a property they wish to buy. Now we are into the autumn, there remains a brief window of opportunity to sell this year and I would urge anybody considering a sale to take full advantage of this increased market activity. For those looking to buy, we are currently instructed on several beautiful properties and with our new research forecast looking positive, now would seem to be an excellent time to invest in Sussex.
