I

t is claimed that thousands of Londoners die prematurely each year as a result of long-term exposure to air pollution – while 438 schools in the capital are in areas exceeding legal air quality levels. Already we have a £10 toxicity charge for London’s most polluting cars which is added to the congestion charge, meaning that these drivers have to pay £21.50 per day to drive within the zone. Now Khan plans to expand the ultra-low emission zone up to the area within the north and south circular roads by next year, which will mean many poorer people with older vehicles will not be able to afford to drive in London anymore. Whether this plan is fair or not it focuses the mind on pollution, and that includes the minds of the home buyers. Houses on major roads are becoming less attractive, while many of the hundreds of people who move out of London each year cite open spaces and cleaner air as one of their objectives. Surprisingly it is not only cars, lorries and planes that cause air pollution, but also the construction industry. Builders have also been cleaning up their acts. Instead of using wrecking balls to crash through old buildings, it is now more common to use machinery that nibbles away at the concrete to reduce dust. Trees and shrubs are all important in improving air quality, so a home next to a park or common, or even one on a tree-lined street will supply better air quality than a home within an urban jungle. Planners, architects and builders can still do more to help the people who move into new homes to breath happy. Living walls of planted roofs or walls help to refresh the air and catch pollutants. Any available roof space can be used to create natural habitats so that plants can lead the fight against bad air. Mechanical air filtering and heat recovery systems also help, allowing stale air to be extracted from homes and fresher, cleaned-up external air brought up. Home buyers can also help. Check if a development has a secure bike store and an air filtration system – for example the new development at Camberwell on the Green by Frasers Property – and do your bit for the environment by trying to combat pollution.

oday is the 12th of December 2018. As I write this, Teresa May has this morning announced that she is, on top of everything else, now battling a leadership contest. Brexit is the word on everyone’s lips and the amount of negativity in the air around politics and property is palpable. There is an assumption amongst many that it must be an impossible task attempting to sell property now and especially in December. I receive calls from potential new clients, other agents’ clients and of course my clients every day and a lot of them are sceptical about the outlook. But there is plenty to be optimistic about. The first is that, unlike Mrs May, a vendor only needs to find one person to agree with and move forward. There is absolutely no doubt that it is harder to trade. Selling is now taking longer, solicitors are being super cautious too and that means deals are taking longer to exchange. However we are trading well, especially under the circumstances. In fact we are currently 30% better off than we were at this point last year. We have more buyers looking now than at this point last year too. So how are we doing it? Last week we exchanged on something that we launched in April. I had told the client at the outset that it might take 9 months to sell, it took 8. It used up all their reserves of patience and went through a few very lean spells with viewings, however our advice

HEADS-UP TOOTING LODGE

The historic Gardener’s Lodge in Tooting has been given extra protection by Wandsworth Council which has named it an Asset of Community Value. The lodge is a Grade II Listed building in Tooting Bec Road, which dates back to the 19th Century and is one of Tooting’s oldest buildings. Designating it as an ACV means that if the owner wishes to sell the building he must give the local community the chance to buy it. The listing gives local residents a six month window in which to raise sufficient funds. Finance spokesman Cllr Guy Senior said: “The lodge dates back to the early 19th Century and has played a prominent role in the story of Tooting for the past 200 years. “It was originally part of a much bigger horticultural estate at a time when this part of the borough was completely rural. It is one of the only buildings still in existence that reminds us of Tooting’s long-lost agricultural past. “As well as its historical significance it has architectural merit too and is an important surviving example of a late Georgian-era lodge building. “Awarding it ACV status gives it an added layer of protection so that it can be safeguarded for future generations. It means the building cannot be sold without the local community being given the chance to purchase it.” The lodge has been vacant since 2010, having previously been used as a garden centre. Its current owner has a planning consent to use the site for retail purposes and has been subject to various forms of enforcement action for neglecting the building and allowing parts of it to fall into a state of disrepair.

HELPTHE HOMELESS Two of the UK’s largest housing bodies have joined forces for the first time to tackle homelessness. Crisis, the national charity for homeless people, will be the charity partner of social housing provider L&Q for the next two years. L&Q expects to raise £50,000 and is making an extra donation of £10,000 to pay for hundreds of homeless people to spend this Christmas in a Crisis centre. The housing association also sent 11 volunteers to the Crisis warehouse in Bermondsey to help staff process donations of food and clothes ahead of

the festive season. Matt Corbett, the Director of the L&Q Foundation, said: “Everything we do starts with social purpose, and tackling homelessness is one of the most pressing issues facing society today. “By partnering with Crisis, we aim to help deliver life-changing support services for homeless people across England Scotland and Wales. We are also reserving 355 places for guest at Crisis this Christmas, providing safety, companionship and essential support services.”

BEWAREBUILDERS Builders and property developers who create neighbourhood problems by hogging residents’ parking spaces with piles of building materials or cause traffic jams by using grab lorries to empty skips are to be targeted in a new crackdown on highway obstructions. Wandsworth Council is stepping up enforcement action against builders who cause problems for local residents and last year, almost 900 onthe-spot fines were issued to builders for causing neighbourhood problems. These include storing bricks, timber, piles of sand or bags of cement on the public highway, depriving local residents of parking spaces, often for days or even weeks on end. Another problem is created by

builders who do not want to pay to have skips removed when they are full of waste. Some are cutting corners by arranging for grab lorries to park in the middle of the road while they empty the skip – causing local traffic jams and lengthy tailbacks. This is because it is easier and cheaper for a builder to get rid of rubble and waste this way rather than have the fully laden skip taken away and replaced with an empty one. Planning chairman Cllr Will Sweet said: “Builders who engage in this type of conduct can expect to receive an on-the-spot fine and if they don’t pay they can look forward to a day in court and the prospect of a much steeper financial penalty.”

WORD ON THE STREET MOREHELP The charity Streets of London funds specialist support for people who are homeless in London, and raises awareness about homelessness. They put on live events, including charity concerts which give music fans the opportunity to see big-name acts performing in intimate venues for a great cause. In the last four years Streets of London has made grants totaling more than £350,000 to fund projects that offer life-changing support to homeless people in London. Homelessness in London is continuing to increase at an alarming rate –recent figures show a record number of people sleeping rough and a recent investigation found that at least 449 homeless people have died across the UK during the last year. People end up homeless for many different reasons and many need specialist help to get back on their feet and find a secure home. The London Property Market – what lies ahead in 2019? TOM BUTLER SHERATON LAW With the departure from the EU looming next year there is currently a lot of uncertainty in the market; offering many potential buyers the chance of securing some great opportunities. This year we have seen prices fall by as much as 3% on certain roads, however many of these properties had been previously overvalued by overly optimistic agents. There is no doubt that 2018 has been a difficult year, however, if clients take our advice and price realistically, there are still many buyers keen to secure their dream home. While politics place a huge part in the property market, especially in London, people still need to move, whether upsizing or downsizing, life cannot be put on hold until the politicians agree terms. We expect 2019 in SW London to a similar path, however long term it has been proven time and time again that SW London is a superb location in which to invest.

MARC WIEHE WINKWORTH It is important to understand that economic and political uncertainty both nationally and globally does actually affect the property market on a local level and this does not look likely to change soon. Brexit negotiations remain inconclusive, with the potential for this uncertainty to continue for much longer than we hoped for. In south London, we expect to see stagnant prices with the possibility of some further price decreases continuing into 2019. The rental market is likely to remain steady, but a lack of supply and legislative changes due in April could see rental prices increase. Beyond 2019 it is extremely difficult to forecast the market but we would expect some positivity once more stability has returned. The fundamentals of the UK economy remain broadly positive, with sentiment remaining cautious.

EXHIBITIONS T

he Royal Horticultural Society will be holding a series of exhibitions this year at Lindley Library in Vincent Square, Westminster. The RHS has the largest horticultural library in the world, holding more than 100,000 books, 30,000 paintings and a rich collection of manuscripts and garden designs. The free exhibitions at the Lindley Library, planned to be easily viewed in a lunch break, will lift the lid on the science, art and practice of horticulture. Visitors to the exhibitions can also read up on gardening trends and borrow books brimming with design inspiration. Exhibitions at the RHS Lindley Library in 2019 include: Handle with Care, 7 January-15 February: From rare 16th-century herbals to the personal notebooks of plant collectors and garden designers, RHS libraries hold materials that need to be preserved for gardeners and historians alike. This exhibition describes how the RHS protects and conserves its collections, exploring some of the challenges like light damage, damp, silverfish and carpet beetles.

Hidden Horticulturists, 4 March-6 May: Nearly 200 years ago the RHS set out to create a National School of Horticulture. A total of 105 young men were recruited, including perhaps the greatest gardener of his time – Joseph Paxton, designer of Crystal Palace and the man behind the world’s most popular banana. Worth a Thousand Words, 20 May26 July: The display shows work by some of the most accomplished contemporary botanical artists. Dig for Victory, 12 August-15 November: To mark the 80th anniversary of the outbreak of the Second World War, this exhibition looks role that RHS expertise played in the Ministry of Information campaign to get the nation growing its own food. BIRDS Wildlife has a hard time in the colder weather, when there is much less to eat, particularly for birds who rely on grubs and insects. Keep the bird feeders topped up to keep our feathered friends alive until the next breeding season. Birdtables can be freestanding or hung from trees. Put out seeds, chopped apples, cereal, bacon rind, biscuit crumbs, raisins and cooked potato. Fat balls and suet blocks are a valuable source of energy and popular with the tit family. Avoid netted fat balls, as birds can get tangled in the netting, and instead use a fat ball feeder or place straight on the bird table. Don’t put your old fat from the roasting pan on a bird table as this sort of fat can get in the birds feathers and cause harm. Peanuts in feeders and seed tube filled with sunflower hearts, seeds and niger will attract a wide range of bird. Some birds, like blackbirds, thrushes and chaffinches prefer to feed on the ground, so try to put food into the centre of the lawn in a place where cats are least likely to pounce without warning. You can feed robins and wrens mealworms, but for all birds avoid salted nuts, desiccated coconut, or very dry bread.

A

s the bitter weather bites it’s a good idea to wrap up your tender plants. A roll or two of fleece or bubble wrap or even hessian can be put around pots to stop frost getting to the roots. If you don’t have a green house or outhouse bring delicate potted plants closer to the house to protect them from the wind and rain. For plants actually in the ground you can buy plant protection jackets, usually made of heavy duty fleece, or at a pinch throw old net curtains around or over plants. Put a layer of six to eight inches of wood chips or straw over perennial and flower beds to keep the ground warmer. Remember to water before wrapping up your plants because moist soils hold the heat better than dry. You can also put up screens or frames on the south-west side of plants to protect from freezing winter winds. On bright winter days it’s still possible to get out in the garden where you can tidy up ready for the spring. Clear up flower beds and borders, removing leaves and other debris from your lawns and ponds. You can put this material into the composter or just at the back of the garden where it will rot down for use later on. Cut back on old dead growth from herbaceous perennials. Don’t cut off last year’s faded blooms from hydrangea if you want them to flower again next year. People who have bushes or ivy climbing the walls, might usefully cut the lower branches flush with the wall, so that when birds come to nest they will choose the higher areas where their nestlings will be that bit safer from cats. If you are wildlife friendly leave the tidy up on the borders until early spring. If the soil is workable now is the time to dig in organic materials like well-rotted manure or compost in empty spaces in the garden borders. When the days are just too wet and horrible to get out in the garden, that is the time to day dream and plan for the spring. Read gardening books and columns, think what changes you can bring in. How about a small pond, a rockery, some small fruit bushes or even trees?

ith a new year come new predictions about the direction of the property market. Rightmove is saying that they will barely move. Some parts of the country will see price rises of between 2 and 4 per cent, while in the south of England it believes that prices could fall by 2 per cent. Miles Shipside, a director of Rightmove, says: “Regions in and around the influence of London saw prices go up in a five-year period by an average of around 40%. Consequently, we forecast that these previously booming areas will continue to see modest downward price re-adjustments in 2019.”

ooking back on the year Knight Frank says that the number of new prospective buyers registering in prime central London rose by 7 per cent in the 12 months to October compared with the previous 12-month period although there was a 12 per cent decrease in the number of sales over the same period. “As demand rises and sales volumes decline, pent-up demand is forming that may be released once political uncertainty recedes,” says Tom Bill. “The ratio of new prospective buyers per new listing reached 5.4 in October, the second highest figure in more than three and a half years, which further underlines how pent-up demand is building.”

PLAYITSAFE It might be a good time to change to a fixed rate mortgage, suggests Duncan Farmer

A

fixed-rate mortgages, but those who are not should certainly consider seriously taking one out. Few people are predicting that interest rates are going to fall in the foreseeable future. Barclays has a twoyear fixed deal with an interest rate of 1.53 per cent and Yorkshire Building Society’s five-year deal is a very attractive 1.91 per cent. (Four years ago I was pleased to get 3.38 per cent from NatWest.) Even if you are on a fixed-term deal it is also worth overpaying what you can every month within the limits set by your lender. Many will allow you to repay up to ten per cent of your outstanding sum each year without penalty. There are several benefits: if interest rates have risen dramatically by the time you come to remortgage your outstanding balance will be lower, making you a more attractive proposition to lenders, and you will already be used to making bigger repayments. Overpaying not only shortens the length of your mortgage but also reduces the total amount of interest you end up paying. There’s nothing to lose. If Mark Carney’s doomsday predictions fail to materialise the worst thing that will have happened is that you’ve got a smaller mortgage.

s I write this Theresa May is facing yet another “fight for her political survival”, as the newspapers put it, but as you read this she may be long gone and Jeremy Corbyn, Boris Johnson or someone we’ve barely heard of could be sitting in Number 10 raking through the ashes of her Brexit deal. Ever since the referendum in 2016 the country has been plagued by uncertainty, but now the situation is so confused that not even confirmed Brexiteers know what to do. What hope have the rest of us got? In the Bank of England’s forecasts for the various outcomes it said – after two years working on various scenarios – that in the very worst case interest rates could rise “very quickly” from their present level of 0.75 per cent, to 5.5 per cent. If that happened anyone with a tracker or standard-variable rate mortgage would probably have to pay more than £250 a month extra for every £100,000 outstanding on their mortgage. Most people, however, are already on

e may be leaving Europe but they’re not leaving us, according to a survey of 155 leading real estate investors conducted by Knight Frank, which suggests that the UK will reclaim its position as Europe’s leading investment market. The survey was conducted at Knight Frank’s annual European Investment Breakfast, attended by senior professionals representing organisations with an excess of £500 billion of real estate assets under management. One in five investors identified the UK as their preferred investment market in 2018, up from just over one in ten in 2017. European buyers were the most dominant investor group in central London in the third quarter of 2018, accounting for nearly 40 per cent of market share by price.

he housing market has traditionally been characterised by the seasons, more sales in the spring and summer and a quieter time in the autumn and winter. But it seems that some of this seasonality is softening, as the more difficult markets we have endured since the financial crash, along with expectations about the UK’s future (inside or outside of Europe) could be breaking up this tradition.

Since 2007 the proportion of sales made in the slowest months has been increasing, while the proportion in the strongest months has been falling. That’s probably because the slower market since the financial crash means that sales are less likely to be discretionary and so dictated less by the traditional holiday and climate seasons. But it could also be that sellers are wising up to the seasonality of buyers’ interest.

Data from surveyors show that the annual pick-up in buyer enquiries is typically in January, but that instructions for sale don’t pick up till later on. The biggest gap between surveyors’ opinions of buyer demand and new sale instructions is typically in January. So, to increase the chances of a faster sale it would be wise to be ready to go when the buyers are eager in the months that have traditionally been thought to be out of season. est Christmas ever? Brexit Christmas ever, more like it. But at least I’ve got time to do my end-of-year reporting and a lovely New Year campaign. Oh, and we’re in the midst of a new website, so I’m pretty busy. The last couple of weeks, Peckham has bought me a few things to smile about. While writing up some new blogs, I stumbled upon one of Roy’s old adverts. It appears Roy had a third, all-seeing eye. The advert reads: £3,995 FREEHOLD. ANTIQUARIAN PROUDLY OFFERS his ghastly Peckham house. Almost innocent of plumbing, no bathrm. – bodily ablutions confined to a couple of sinks & the canal at the bottom of the garden. 8 fair sized rooms. As the artists have already moved into Peckham it is only a matter of time before they are followed by the fringe professions, Stage, Telly and Advertising – with the Chelsea type of monied intellectual snob breathing on their necks – then a dump like this will be worth well over £10,000/MOVE QUICKLY. Today, Peckham is still brimming with artists and the media types Roy refers to are either hanging out in Peckham’s cool coffee houses or its achingly hip restaurants. When they’re not doing that, they’re founding a creative start-up in a railway arch. Peckham is also full of left-wing sympathisers, which is topical as Roy was a self-declared socialist. While sourcing social posts this week, I came across

something showing Peckham’s rebuff to Brexit. On Black Friday weekend, a pop-up shop sprung up on the high street, called ‘Costupper.’ The detail inside this spoof store was incredible; shelves were stocked with items including ‘I Can’t Believe the Price of this Butter.’ I think Roy would’ve loved it. He would’ve also loved that Peckham hero Rio Ferdinand came to visit his old primary school last week. Who doesn’t adore that man? Rio also popped into Peckham’s latest educational (and architecturally interesting) addition, Mountview, the revered drama school. For 40-odd years, the academy occupied a site at Swiss Cottage, but chose Peckham as its new home and Carl Turner Architects to design it. Over the summer, we moved lots of excitable drama students into local rental properties, who are by now brushing shoulders with under/post grads from Goldsmiths’, King’s College and Camberwell Art School – in the fabulously fashionable bars that Peckham is now famed for. www.roybrooks.co.uk

LAST WORD Bella Tellwright, Office Head at Knight Frank Esher Describe your property career to date. It has been varied in two very creative industries. I started my career working on the interior pages of Vogue magazine where my eye was trained in property. I have worked as an estate agent now for 20 years, starting from negotiator level to my new appointment as Office Head of Esher. The bulk of my career has been in Kensington but as a North Surrey resident for over two decades it was my lifelong ambition to work on the patch.

The career highlight was in 2015 when I sold a house that had been developed replacing several garages to create a 10,700 sq ft house that I sold for £15,600,000 in Notting Hill.

What advice do you have for homebuyers in the current market? The effect of Brexit has brought many opportunities for buyers and many have been able to buy properties at a reduced price if they have freed themselves from chains.

Describe the biggest challenges. Since the stamp duty rise in December 2014 we have seen a significant drop in trading levels so keeping our clients spirits up and buyers motivated, I would say, has led to a

What advice would you give to anyone considering a career in estate agency? I would say to anyone entering into a career in property, go in with open eyes, be like a sponge and learn as much as you can from senior colleagues.

What sets North Surrey apart? One of the biggest drivers of the market in Surrey is education; we regularly deal with buyers from London and globally who are looking to move to the area to take advantage of the numerous excellent state and private schools located here. The fact that London is just a 30-minute journey by train adds to

this appeal, as does the recent opening of restaurants and amenities in the town centres. What do you think lies ahead for the North Surrey market? North Surrey will continue to flourish as more and more buyers are coming here to enjoy family life with overall more space. Recent highs, recent lows? My recent high is being appointed Office Head of Esher. My recent low is when my husband called into the office saying he had lost my Dachshund, Monty. Luckily we located him at the Hinchley Wood vets. What is your favourite night out in Esher? Wednesday night at the Giggling Squid and then to the Everyman cinema for a movie. If you were not an estate agent, what career would you choose and why? I would like to buy a nice country house and turn it into a wedding venue.
