Should I negotiate my offer price after any survey if it points to problems?

A

Whenever a property is appraised, the agents will generally take into consideration any defects that a property has and this should ultimately be reflected in the price that it is offered at. It is not always possible (as we are not usually chartered surveyors) to spot hidden defects. So when home buyers have spent typically £700-£1,000 only to receive a horror story of a report, this leaves three options: proceed at the agreed price (accepting any problems as part of the deal), withdraw from the purchase or try to re-negotiate. The latter option should always be tried first before withdrawal. The vendors are aware that their buyer has already committed significant expense and that the surveyor’s report should give an impartial, factual overview. Language frequently used is damning and doesn’t make it easy when attempting a re-negotiation: what needs to be established is a clear difference between the obvious and the unexpected. Buyers can gather a lot of supplementary information by commissioning follow-up reports from relevant experts. This can then be discussed by the agent and their client. It is vital that the buyer shares the report’s findings IN FULL and usually a reasonable compromise can be reached.

HOMEFRONT London’s housing crisis is sparking a revolution in design that will see workers living in micro flats, says Jenny Knight

D

evelopers are now building tiny homes to meet the demand from young professionals who can no longer afford to live in the expensive Capital. For example London-based firm U+1 is working on plans to build thousands of flats in the centre that are half the government recommended size to cater for workers struggling to buy or rent. In South London Pocket Homes is launching a development on a constrained site in Wandsworth to supply 86 homes including 53 flats that will be just 38 square meters in size. The tower in Mapleton Crescent will be a unique, triangular-shaped building with panoramic views across London. The idea is to create more starter homes for those priced out of London. Although the one-bed flats are small the communal areas including a roof terrace, a shared lounge and a striking lobby where people can socialise or work on their laptops, make up for the lack of individual space. The ‘affordable Pocket homes’, are set to be sold next year at a discount of at least 20 per cent below local property prices. According to Pocket, the Wandsworth homes will be offered to ‘middle-income Londoners who

are salaried out of social housing and priced out of the property market’ and aimed at those with a household income of less than £66,000. A spokesman says: “We expect the project to set an aspirational new standard for what affordable starter homes can be in London.” To emphasise the trend for micro living John Lewis is working on a new range of furniture to fit into smaller flats. It all sounds a great way to enable more people to buy or rent their own homes but the housing charity Shelter warns that unless the design is exemplary the trend could lead to rabbit hutch homes. “The John Lewis range of affordable furnishings for compact living were originally designed for university students. The range includes a table which extends to seat eight people, a sofa that pulls out to become a bed, a small sofa and chairs. The range has been used to fit out a pair of microflats that have been mocked up in the Victoria headquarters of property developers U+I, who are lobbying for the chance to develop ‘compact flats’ for rental in zone 1 buildings in London. The idea is to ensure the town flats would be available for rental only, meaning that they could not be sold on by speculators and would remain as a pool of flats for London workers.”

A

s we enter the autumn market, buyers and sellers alike, spurred on by their desire to have either moved out or into their new homes before the end of the year, are facing a competitive market, but one full of opportunity. Christmas and the end of the year has always acted as a great catalyst for buyers and sellers to set a deadline. Thus I expect September and October to be frantically busy, and by all accounts September is looking to be the busiest month of the year so far. While the UK continues to go through a period of political uncertainty, sellers can take re-assurance that there are plenty of buyers still in the market, but they are price sensitive and where properties have had market-reflecting price adjustments there is plenty of demand. We have recently seen competitive bids on properties following a pro-active approach on pricing for some of our clients, in some cases resulting in prices higher than the latest adjustment. While most of Battersea is having to reflect on price, one area that has consistently outperformed the market is the Shaftesbury estate. Once known as Pig Hill due to its large number of piggeries, the estate as we know it today was built between 1873-1877 and originally comprised of 1,200 two-storey houses with gardens laid out in wide treelined streets.

HEADS-UP GOEAST An increasing number of people are seeking to live in South East London in a bid to get more space and better value for money. Areas such as Crystal Palace, Norwood, Herne Hill, Peckham and Dulwich are increasingly popular choices for first-time buyers, professionals and couples who find north of the river too pricey. Estate agent Pedder has seen an increase in enquiries from professionals who are currently renting in South West London, yet are choosing to buy in zone 2 and zone 3 in South East London. Even thought South London still represents good value, average prices for apartments in Crystal Palace are now 70% higher than they were five years ago with average square foot values at £612. Bill Russell, Director at Pedder’s Crystal Palace office says: “Tipped as the new Shoreditch, Crystal Palace is fast becoming the trendy place to live. ZOOPLAGLOOM Over a third of properties on the market in London have had their asking prices reduced according to the latest figures from property website Zoopla. The average discount now stands at 8.08 per cent (£24,823). Zoopla revealed that Kingston-upon-Thames tops the list with nearly half of homes marked down, closely followed by neighbouring Surbiton (47.25 per cent). Across London as a whole properties that have been discounted cut prices by an average of 7.24% (£52,457) Lawrence Hall, spokesperson for Zoopla says: “There has been an increase in the number of reduced properties on the market since earlier this year, which is good news for first-time buyers trying to get onto the property ladder.”

What suggestions do you have for making the buying process more efficient? DOMINIC PASQUA KNIGHT FRANK Due to Stamp Duty, the property market is very price sensitive. With no signs that the government will reduce the tax, there are other ways in which the market could become more efficient: 1 Non-refundable deposit paid by buyers upon acceptance of offer. 2 Make gazumping and gazundering illegal. 3 Offers on property to only be accepted upon proof of mortgage agreed in principle – banks and lenders to then act much quicker in issuing formal offers as they are far too slow. 4 Solicitors to prepare complete sales pack as soon as property is brought to market.

TOM FLOYD WINKWORTH I think that vendors should make sure they get themselves and their solicitor ready, so on the day an offer is accepted the paperwork is sent to the buyer’s solicitor. This should ‘set the tone’ for the sale and make sure the buyer realises the vendor wants to move quickly. Vendors need to instruct a proactive agent that is going to chase all parties. Ultimately this is where agents earn most of their fee and 9/10 sales will fall through because of lack of communication. It is not a complicated process but vendors and agents just need to be efficient themselves.

Ben’s individually handmade models are perfect, architecturally accurate ‘portraits’ painted and finished to capture the character of your home – from a weathered cornice to the texture of the brickwork (but you can choose to lose more prosaic features such as drainpipes!). Commissions take five to six weeks to complete and the average size of the finished framed portrait is about 30cm x 50cm. hen the Bank of England reduced the Base Rate to 0.5% in March 2009 – nobody foresaw that nearly seven and a half years later it would be cut further to 0.25%. While we have heard arguments for both its increase and further reduction – nobody knows what will happen, let alone when. Following recent statements from the Bank of England, and despite conflicting data, there is growing belief that we may see a Base Rate rise sooner rather than later. Even if it is not increased this year, that does mean that the mortgage rates we see today will be around forever. With short term fixes available at just over 1%, five-year equivalent well under 2% and 10-year deals from 2.5%, let us not take these for granted. Back in 2009, those 2-year and 5-year deals where nearer 3.5% and 4.5% respectively. With lenders offering incentives like Free Valuations, Free Legals and/or Cashbacks, whether purchasing or remortgaging, there is no excuse not to review your mortgage. Don’t leave it too late and be left with that “If only” feeling.

hanges to the tax regime on buyto-let properties mean that one in four landlords is considering selling up within the next year, according to a survey by the Association of Residential Letting Agents. The organisation said the government needed to reappraise the way landlords were taxed to encourage more to increase the size of their portfolios and increase the availability of properties for tenants. Alan Ward, the association’s chairman, said: “As demand continues to increase for homes to rent, punitive tax changes are discouraging investment by the majority of good landlords who want to provide accommodation.To meet demand, we need pro-growth taxation that actively supports and encourages the majority of landlords who are individuals providing good housing, to invest in the new homes to rent we so desperately need.”

The good news out of all that, he says, is that it will take pressure off any lenders that were thinking about putting up the cost of fixed-rate loans “and provide a little more scope for those who want to boost volumes by competing on price rather than criteria” and “the cost of funds is unlikely to change much in the short term”. Even better news comes from Moneyfacts, the financial information provider, which says that the number of mortgage deals on the market has increased by 53 in the past month, to 4,657. Charlotte Nelson, finance expert at Moneyfacts, said: “Since April 2009, when the number of products on the mortgage market hit an all-time low of 1,209, the residential mortgage market has seen product numbers grow substantially.” She adds that recent boost is driven by several lenders launching three-year fixed rate products, which rose by 48 deals in the past month alone. “The talk of an impending Base Rate rise means that borrowers are starting to look at their options to protect themselves from a potential rise in monthly repayments,” explained Nelson. More competition should mean more choice and, with any luck, cheaper deals.

n his most recent blog post Ray Boulger, one of the most respected commentators on the mortgage, said that it would have been a surprise if the Bank of England had announced an increase in the interest rate at its most recent meeting. In fact, the vote for a rise moved from 5-3 against to 6-2 against, although this was because a member of the monetary policy committee who had previously favoured higher rates had stepped down. The Bank’s decision was also accompanied by an update of the country’s economic prospects. “GDP growth is now forecast to be only 1.7 per cent this year, compared to the previous forecast of 1.9 per cent and it has also nudged down its 2018 forecast,” said Boulger. “The Consumer Prices Index forecast [of inflation] is virtually unchanged, with the Bank still expecting it to peak at about 3 per cent in October; it’s currently 2.6 per cent. Despite not expecting a rate increase the market was expecting a more hawkish tone and so the gilt market reacted positively, with the 5 year yield falling 7 basis points to 0.52 per cent and the 10 year by 9 basis points to 1.15 per cent. Swap rates, which are a good indicator of interest-rate moves, “will react similarly and although these yields are still above levels before the previous MPC meeting

ost of the focus of problems on the property ladder is on those at the bottom trying to get on rather than those older borrowers who are already on and want to stay on. A study by Jacquie Wells & Associates says that pensioners who need to remortgage are not getting the same help or choice of loans as those still working, and that the industry and government could do more for those who do not want to go down the equity release route. “More than anything, the different attitudes to borrowing in later life that exist among consumers and industry need to converge,” says the report. “Recognising that borrowing in later life is about supporting retirement finances rather than acquiring a home will do much to bring about that alignment.”

LAST WORD Matthew Macmillan of Warren & Co Putney has the last say Describe your property career to date. I started in the business in 1999 in Mayfair which was a fantastic place to work. Promotion moved me to Putney in 2000 which, at the time, seemed like the other side of the world. Now I couldn’t imagine myself working or living anywhere else. I fell in love with the place immediately. I moved to Warren in 2002 to build their Lettings Department and I immediately realised this was where I was meant to be. What do you enjoy most about your job and what have been the highlights? It has to be the people. Landlords, tenants or colleagues, I just enjoy being part of a team and helping people find a home. I have built relationships and friendships that will last forever. Describe the biggest challenges. Lettings is a pretty resilient business and has ridden a few notable storms over the last 18 years. That is not to say those storms haven’t been challenging. It is imperative to be pragmatic and constantly advise and help clients maximise their investments even during the hard times.

What advice would you give to anyone considering a career in estate agency? Definitely go for it. I fell into it 18 years ago and have loved (nearly) every minute. It’s hard work but fun and the opportunities are limitless. What advice do you have for landlords in the current market? Present your property well. There is a lot of stock out there and you need to be competitive. It is an interesting but buoyant market. Just don’t rest on your laurels. You need to stand out. What sets south west London apart? There is everything for everyone here. The shops, bars and restaurants, fantastic schools, countless parks and commons and if you want to go into central London or out to the countryside, it’s all very easy. What more could you ask for? What do you think lies ahead for the south west London market? Aside from a few blips along the way, the market has

gone from strength to strength over the years and I can’t see it changing. Recent highs, recent lows? New team members have been a great addition and have proved a huge success. Brexit is the obvious low from an industry perspective but the signs are already showing that we’re on the up. As I said, we’re a resilient business. What is your top location south of the river? That’s easy. Putney. There is everything you need here whether your 20, 90 or somewhere in-between. If you were not an estate agent, what career would you choose and why? A racing car driver obviously. What boy wouldn’t?
