HOMEFRONT According to the television soap opera, everyone loves good neighbours, but in reality it is the bad neighbours who cause more angst than joy that householders spend more time thinking about, says Jenny Knight

A

survey by GoCompare, found that 28% of us have fallen out with a neighbour, nearly half of us would back away from a house purchase if we saw rubbish strewn in a neighbouring garden and realising that a nearby house was a student let would make 37% of us reconsider our purchase. The research shows that bad neighbours are stressful to live near and can adversely affect the sale of your home. Common disputes feature loud music, shouting or banging doors, dogs barking or cats pooping in the garden, junk left in gardens, car parking arguments, overgrown trees and hedges, fence repairs and boundary disputes. The knowledge that bad neighbours put buyers off has led to a problem with dealing with them. If you complain to the local council or the police, or involve solicitors you will be oblige to declare this when filling in your Property Information Form. While the rule Caveat Emptor still applies, meaning it is up to the buyer to make

their own investigations, the seller has a duty to disclose boundary issues or disputes with the neighbours. If a seller fails to disclose such a problem their buyer may be able to cancel the contract, claim back his deposit or even seek damages after the sale has gone through. All in all, it is worth while making every effort to get on with your neighbours. It’s quite likely that if you can hear them clumping around they can also hear every hammer blow from your side when you put up some shelves. Remember that your neighbour’s house and garden may be in poor repair because they can’t afford to employ builders and may be too disabled to attend to the garden. One canny seller who was on good terms with his neighbour asked if they would mind if he got his workmen to smarten up the front of their house by repainting the front door, fixing the fence and replanting the front garden. The neighbour was delighted and the result was a quick sale at the asking price.

hen stage actors Bill Homewood and his wife Estelle Kohler sold their Georgian home in Lambeth they retained the dilapidated 1960s garage on a small plot of land. It was used primarily for storage before they approached architect Jamie Le Gallez, from award-winning Soup Architects, to design a new London pied a terre to make the most of the limited scope of the plot. O

ne month back into a new selling season we have got 21 properties under offer, five went to sealed bids, three sold off market, one was a record breaker for its type, one was taken from another agent after six months and agreed within three weeks, and one was a house that had been on with three other agents over the space of a year and had had four price drops. Whoosh! What’s going on? Well the usual really, people are buying and selling in the borough of Wandsworth because, as we all know, it’s a great place for young(ish) families to live, and families have real reasons to move in and out of the area. And I see this as the market’s last hurrah as families snap up the final offerings before the Christmas recess takes hold. And after that I envisage everyone will hunker down with the proverbial tin of beans, duvet and shotgun, and await the many-headed monster called Brexit Proper in March 2019. People always want to move round here, but extraneous political events and numpties are precluding the vast majority. So, a spot of political history first – we’ll do numpties later. Since the high-water mark of Spring 2014, it’s been one political event after another affecting the London property market – Sept 2014, Scottish Referendum; December 2014, Stamp Duty changes; May 2015, General Election; May 2016, Brexit Referendum; April 2017, buy-to-let tax law change; May 2017, General Election; All 2018 Brexit squabbling at home and abroad…endless uncertainty about the future for the past four years and new laws designed to slow down the market. And indeed, the future is uncertain at the time of writing.

HEADS-UP EXPENSIVE CHANGES

Work is underway to deliver ‘environmental improvements’ in and around Wandsworth Common’s popular Bellevue Road shopping parade. Council staff are now implementing a £440,000 programme of streetscape changes designed to make the area more attractive for local residents and to also encourage more shoppers to visit local businesses that front this popular parade of shops, bars and restaurants. The works include the introduction of high quality York stone pavements, new street trees, more cycle parking, better street lighting, additional pedestrian safety measures, improved anti-theft security for motorcycles and the removal of redundant street furniture. The programme of works was drawn up following a detailed public consultation earlier this year, and are now being implemented along the stretch of Bellevue Road between Trinity Road and St James’s Drive. Transport spokesman Cllr Jonathan Cook said: “The changes will make a real difference to the look and feel of Bellevue Road, making it much more attractive for residents, shoppers and visitors.” Funding for the scheme has been raised via a levy on housing developers in the area to pay for improvements that benefit the wider community.

TWOBRIDGES Earlsfield Station’s two railway bridges have been given a much-needed facelift. The bridges have been cleaned and repainted in an attractive heritage-style railway green – and at the council’s request – the name of the station has been stencilled on both bridges to recreate their original Victorian-era appearance. Now new pigeon proof netting is being installed underneath both structures to protect pedestrians underneath. The work has been carried out by Network Rail as the culmination of a long-standing campaign to smarten the bridges, which are a prominent landmark feature in this part of the borough. To help get the project off the ground the council provided £100,000 towards the overall cost of the scheme.

YOUNGFOODIES Two students from Burntwood School have won the first Tooting Streetfood Challenge and will get a chance to launch their taco business at Tooting Market. The Tooting Street Food challenge was launched in June by Wandsworth Council’s Lifelong Learning team, who chose Tooting because it has become one of London’s top foodie destinations. The challenge offers young people a chance to develop a business idea and put their entrepreneurial skills into practice. Teams from Burntwood School, Chestnut Grove Academy, Ernest Bevin College, Nightingale Academy and Southfields Academy, received coaching and mentoring from professionals in the hospitality industry. The fiercely-contested final was judged by Tooting Market manager Roi Mengelgrein and professional Londonbased chefs Richard Sawyer (Maddison’s on Broadway) and Sebastian Ryder (Purple Dragon). The judges were impressed with the high quality of food and thought given to branding and developing a new food product. Kaafiya Bhatti and Donia Kamran from Burntwood School won with their business Panda Tacos, closely followed by Macho Nacho from Ernest Bevin College and Crumbalicious from Chestnut Grove Academy. The winning team won £250 of High Street vouchers and a glass trophy, plus the opportunity to launch their product from Unwined, Tooting Market, at a celebratory event on October 30.

NEWSCULPTURE A new sculpture Rice Bowl by artist Guggi was unveiled at Ballymore’s Embassy Gardens development in Nine Elms, in October. It is inspired by the humble beginnings of the artist and takes the form of the common bowl, a central theme of Guggi’s work which uses everyday objects to evoke an emotional response. Cast entirely in bronze, Rice Bowl is intended as a symbol of the way we live – both as a vessel of food and water and as representative of the fragility of life itself. The sculpture is latest in a long line of pieces on display at Embassy Gardens. Florian by British artist Sarah Lucas was unveiled in October 2015; its marrow shape inspired by the development’s proximity to New Covent Garden Market. The development is also home to Modern Marriage by rising British-Japanese artist Simon Fujiwara. The piece comprises a large foot with a ring embedded in the sole. Rod, a steel lightning bolt sculpture by Qasim Ashfaq, can also be viewed at Embassy Gardens. The sculpture unveiling is part of Ballymore’s commitment to the arts.

TAKEYOURTIMESILLIES A large number of Brits make an offer on a house or flat after spending a mere 30 minutes or less in the property, with only 35% spending two hours or more on the task, according to a survey by Terrys Fabrics. Some 16% of the survey admitted they hadn’t liked to ask about any problems with the house or felt able to turn on taps or flush the loo. Well aren’t they silly? It seems most of the respondents wished they had checked all the doors, windows and/or roof. According to the survey: “There was also a strong wish to spend the night to check for noisy neighbours, from these respondents. This, however, is not something an average estate agent or home seller would allow.” Let’s hope the people found in this survey are not representative of our readers, who should have sense enough to get a survey and satisfy themselves about the state of the house for as long as they want. Without forgetting that properties are often priced to sell, which means that if a new bathroom or windows are needed that should be reflected to the selling price.

This new proposed increase only targets foreign buyers and is designed to reduce the number who are buying here, who are not paying UK taxes but who are perceived to be helping push up prices and reducing the UK ownership rate. The good news is that money raised is said to be going towards a scheme for tackling rough sleeping which is apparently on the increase, however the multiple increases in the Stamp duty thresholds that we have seen over the years have already had a large part to play in the fall in transactional volumes and I can’t see how this will be any different.

Despite successive stamp duty increases, London remains mid table compared to other leading world cities in terms of buying and selling costs. The proposed surcharge will not substantially change that, rather it’s a clear signal to those still hoping to see a rate cut at the top end of the market that the higher rates are here to stay. There will obviously be competition from increasing returns from other asset classes, but the rational is only part of the story. Those buying the most expensive homes in central London are often less concerned about rental yield and total return, but driven by the appeal of owning a piece of prime real estate in what is widely seen as a great city to live.

cientists at University College London are trying to make wasps seem more loveable by explaining they are crucial for pollination and should be given the same respect as bees. Rather than cursing the little stripy fellows when they dive bomb picnics it seems that we should absolutely stop swatting. The scientists argue that people should learn to live with wasps to the extent of leaving their nests alone rather than calling in the exterminators. The truth is that if people ignore them instead of screaming and flapping their hands around they are very unlikely to be stung. Dr Seirian Sumner, from UCL, says: “We have lived in harmony with bees for a very long time, domesticating some species, but human-wasp interactions are often unpleasant as they ruin picnics and nest in our homes. Despite this we need to actively overhaul the negative image of wasps to protect the ecological benefits they bring to the earth.” Bees are facing hard times with viruses up and numbers down and wasps are suffering a similar decline. Yet both species are vital to Britain’s ecology and economy by helping to fertilise crops and flowers as well as keeping down pests

and insects that spread diseases. As well as letting wasps alone and avoiding killing them, gardeners are also advised to keep the use of chemicals to a minimum because pesticides are suspected to be behind the sudden collapse in wasp and bee populations over the past 20 years. The UCL survey found that while people associated bees with “honey, flowers and buzz”, the words chosen to describe wasps included, “sting, pain and annoying.” Other love-your-wasp tips include not cutting the lawn too short and keeping old and especially hollow trees which are ideal for wasps to build nests in. Let’s hope all our local councils also do their bit by not over manicuring the parks and commons that are such a feature of south London.

JOLLYPLANTINGWEATHER This is the weekend for bulb-panic. Have you forgotten to buy them or to plant them? Spring flowering bulbs such as daffodils, crocus and hyacinths should be in by the end of September, while tulips should be planted in November. The negligent gardener is in a quandary: is it worth planting the mixed bulbs now or is it better to wait for November or even spring? According to the RHS spring flowering and hardy summer flowering bulbs should be in the ground in autumn while tender summer flower bulbs should be planted in early spring and autumn flowering bulbs by later summer. Try to stick to their advice but if you’ve already left it too late for the spring flowering ones, don’t worry. Stick them in now or as soon as we get a good weekend. Bulbs tend to be amazingly tolerant and most of them will probably come up and flower, giving that amazing display that lifts the spirits after the dark summer days. Delaying until November has a definite plus if you’ve forgotten to buy bulbs. By this time of year summer markets, garden centres and on-line nurseries will be marking their bulbs down. Snap them up and don’t worry too much about what type of flower – they all make a welcome splash of colour. Plant in groups of six or more to improve the display. You need about 30 to 40 to make a really mammoth show. Most bulbs should be planted about twice or three times their depth. Stick them in with the pointy bit upwards and space at least a bulb’s width apart. If the ground is moist don’t bother to water but if dry, water immediately.

GIVEUP Slugs have won, according to the Royal Horticultural Society, which has tested out most of the popular home remedies that gardeners use to protect their plants, and found they are all useless. Everyone who loves their garden or their allotment has tried a variety of anti-slug measures from coffee grounds, copper tape around the top of pots or egg shells and grit around plants. But the botanical boffins say we are wasting our time. The best methods remain those brutal murders committed after rain or at dusk when the slugs and snails come out to dine. A previous study found that hurling snails over the garden fence is also a poor defence because the creatures seem to have a homing instinct and are likely to return. However, gathering up snugs and snails and rehoming them in a park or common works better because that homing instinct doesn’t work so well over long distances. The RHS scientists tested five home remedies on their lettuces over the summer and found that copper tape, grit, pine bark mulch, wool pellets and egg shells all made no difference to which lettuce the slugs chose to eat. Dr Hayley Jones of the RHS says: “Gardeners could be wasting time and money by turning to home remedies to protect their prize plants. We recommend proven formulas like nematode biological control.” Nematodes are microscopic worms that eat the gastropods – so even crueller than setting out beer traps. A quicker death would be supplied by a resident toad, although to acquire one you need to have fencing with a gap and a small pond in the garden.

he average standard variable rate (SVR) rose from 4.72 to 4.85 per cent in September, following the quarter-point hike in Base Rate, according to research from Moneyfacts. It means the difference between the average SVR and the average two-year fixed-rate mortgage is now 2.41 per cent, the greatest difference in a decade. If ever there was a reason to remortgage, this surely is it. With Base Rate rising twice in the past year, there is nothing to say that it won’t rise further – and if you are on your lender’s SVR, that means a guaranteed jump in mortgage payments. Some borrowers may be sat on their lender’s SVR because they believe themselves to be mortgage prisoners – unable to remortgage onto a better deal due to changes in their circumstances or affordability criteria. While this may have been the case even only a few months ago, lenders have pledged to offer better rates – although not necessarily the cheapest ones – to existing borrowers who don’t meet their criteria, for whatever reason. There may be a better deal out there for you – it is certainly worth investigating to find out whether this is the case.

ross mortgage lending for the total market in August was £24.1 billion, 1.2 per cent lower than a year earlier and almost ten per cent of that was taken out by people remortgaging, according to figures from UK Finance, the lenders’ trade body. However, the amount of credit card debt rose by 7.6 per cent a year earlier, suggesting that some people are struggling with the effects of inflation. Others, however, are faring better and the amount of money saved in instant-access deposit accounts also rose, by 4.3 per cent. The amount of money borrowed on overdrafts also fell, by 7.6 per cent. The recent rises in average salaries are benefiting some people more than others.

GOINGUP? The rise in mortgage approvals indicates that the downward trend in the market is over, suggests Duncan Farmer

T

a decade ago, it does appear to be stable. That stability is almost certainly thanks to the historically low interest rates borrowers have enjoyed over the past ten years. Those low rates may well be set to rise but Mark Carney, Governor of the Bank of England, has said that any rises will be slow and steady and most analysts do not expect the Bank’s monetary policy committee to raise rates until at least the middle of next year. By then, of course, we will have a much clearer idea of the impact of Brexit on the economy. It could be that should we leave the EU without a deal and the economy suffers the committee could decide to cut rates rather than raise them. In the meantime, anyone who is concerned about the medium-term direction of interest rates should take a look at best-buy mortgage tables. Skipton Building Society and Santander bank have five-year fixed-rate deals at less than 1.85 per cent. By the time the deals expire in 2024 the shape of the economy and the direction of interest rates are anyone’s guess.

he latest house price statistics from the Halifax, Britain’s biggest mortgage lender, show that the market appears to have bucked its downward trend and that prices and mortgage approvals are rising. The headlines from its report suggest that on average prices across the UK rose 2.5 per cent over the year to September and by 1.8 per cent in the past three months. Mortgage approvals, which are a good indicator of the number of completed sales, rose to 66,440, which is not far off the five-year average of 66,550 and 2,000 above the previous 12-month average. The mortgage market has been slow but steady over the past five years. Although it is far lower than the average of 110,000 a month seen between 2002 and 2007, but then there was dramatic volatility. Although the housing market is not currently having the exciting rises – and less exciting but equally dramatic falls – seen before and after the financial crash

t’s a tough question for youngsters – do I put all my savings aside to raise a deposit for my first home or should I start putting it into a pension? According to a survey among 18 to 34-year-olds one in three says that housing is their priority; one in ten says that student debt stops them doing anything and a similar number says that they change jobs too often to think about a pension. The research by Prudential also suggests that one in six believes that home ownership is beyond their reach. The research also suggests that one in five youngsters believes that their parents will give them money towards their first home and that one in ten is still living at home in order to save for a place of their own.

Rental growth is slowing – but the future looks brighter, says Fionnuala Earley

T

he pace of rental growth across all of the country has been slowing since 2015, but this has been dominated by changing conditions in the London market. Excluding London, rental growth only began to decelerate from 2017. The latest data shows that average rental growth of new and existing rents rose by 0.9% in the twelve months to August, unchanged on the previous month. But excluding London, rents increased by 1.5%, also unchanged from July 2018. Rents in London are falling – by 0.3% in the 12 months to August, following the same 0.3% fall in July. Looking across the regions, the rental market is following a similar pattern to the sales market in terms of pricing. Rental growth in the London market is weakening sharply, while other regions continue to see positive rental growth. East Midlands tops the list of fastest growth in rents at 2.8% in the we months to August. The future for rents does look brighter because of the lack of homes coming to the market to rent. The Royal Institution of Chartered Surveyors (RICS) August 2018 Residential Market Survey showed new landlord instructions are falling and have done for 23 consecutive months. Yet tenant demand remains strong as uncertainty and affordability affect the sales market too. RICS reports tenant demand at its strongest in almost two years. With this imbalance in demand and supply the likelihood is that rents will go up more quickly again soon. Results from the RICS survey suggest that this is particularly the case in the London market where the gap between tenant demand and supply is widening. iewings can go well, even when they don’t. Every now and then, when the sales team are desperate, I get asked if I could help with viewings on a Saturday. This Saturday I had a new girl shadowing me, so I got to show off too. Things were going really well. I started the day at a gorgeous house that’s been modelled into the perfect family home. We’re up against a joint agent who’ve just got an offer from a couple that haven’t sold (an everfrequent situation right now). These guys are jumping through hoops to bridge their loan or secure a crazy delayed completion that will crucify them financially if they don’t find a buyer in time. That’s infatuation, right there. The couple I showed also loved it. They previously told Sarah they have something to sell. Just after I’d demonstrated the slide-and-hide NEFF oven, the wife gave her husband ‘The Look’. He said they’d obviously need to revisit (we hadn’t even got up to the first floor) and that they could buy in cash if needed. We proceeded to discuss tea for builders at 8am, emergency Screwfix orders and months of portablestove stews to achieve the results surrounding us. Being six weeks from having their first baby, they are understandably receptive to a fuss-free move. The second viewing is booked for tomorrow. Next up was another good-looker where the lady has taken the time and trouble to scour the whole of France to extract its finest antique brass fittings, including door furniture. On locking up after the first viewing there, the door knocker came off in Sarah’s hand. Three visits later, Victoria used it and slipped backwards on the pavement as it again sprang loose. The only damage was to her dignity—she was alongside the viewer. Annie trumped her at the little flat with the kittens. The owner didn’t get back to us about the 11am on Saturday

and has just started a job as a cocktail barman. We left it with a ‘we’ll come and knock if we don’t hear back’ email, as we know how keen he is to sell. As no one answered, Annie took the applicants in to find both bedrooms full of snoozers. But the viewers really liked it and will return to see the bedrooms on Wednesday. Back to my Saturday, I approached the loose-knocker house with caution. On opening and closing up with great care, I can confirm two successful viewings and no concussion. With rain falling hard on us, I then took the new girl to two pretty flats. A young couple were bowled over by the interior of the first and got into the company car for a lift to the second. The harder the rain beat down, the more the windows misted up. While trying to impress how nearby the next flat was, I managed to take a wrong turn and get a little lost. On eventually arriving at the second flat I insisted on trying to open it in every kind of wrong way. The wrong entrance with the keys to the first flat and various combinations of wrongness. Thankfully, I was with responsible adults, so we got in. They loved it and are coming back to see both places again this week. This is a great turnaround for a tricky autumn market. Buyers have started looking in force, so much so, that I’m asked pitch in and show them around (desperate times indeed). I started my property career ten years ago having worked in Events for many years previously. My career began in Fulham and Chelsea for an independent agency – which allowed me to explore all aspects of the lettings business. I then joined John D Wood & Co in 2013, covering the Cobham and Weybridge offices where we secured the largest deal on record for Countrywide. I then transferred to the South West London offices working in Wimbledon Village, Clapham and now in Wandsworth. What do you enjoy most about your job and what have been the highlights? I do not think anyone could do this job unless they liked working with people, meeting all types of clients and applicants from all over the world and with many different requirements. The highlights have been working with some amazing people, many of whom have been with John D Wood & Co for some years. Describe the biggest challenges. As an experienced agent, I have found that there is always something happening in the market. This presents its own set of challenges. Maintaining the high levels of rent we were securing from our corporate clients back in 2016 has been a challenge this year. However, providing up to date market advice to our clients allows us to

adjust the marketing strategy and ensures we prevent any costly void periods often negating any potential rent increase. What advice would you give to anyone considering a career in estate agency? Being an estate agent adds a huge number of skills to your skillset, most are transferable in many aspect of life! Good determination and self-motivation is always helpful. What advice do you have for tenants in the current market? Demand for property and family housing is high, so competition can be strong. We are seeing this more in the run up to Christmas when we have very motivated applicants. If you like a property and it meets your requirements – the best advice is to go for it. Don’t delay! What sets south London apart? South west London is home to some of the most beautiful and open spaces including Richmond Park, the River, Clapham and Wandsworth Commons. There is a great mix between city and country. I love that you are able to go horse riding in these open spaces as well as achieve easy access into the city. I have recently become Mum to an active daughter, making me more aware of the great schools here too.

What do you think lies ahead for the south west London market? The area has seen huge investment recently from many international landlords and through our Corporate Relocation Department we are seeing a high demand for the right property. Providing there is property that attracts the best tenants, I am certain demand will stay high. Recent highs, recent lows? A super busy Summer! Breaking the heels on my favourite shoes! What is your top location south of the river? We are spoilt for choice here – I LOVE London House for Brunch, all of the pubs surrounding Wandsworth Common and for a special treat Chez Bruce. If you were not an estate agent, what career would you choose and why? It has been suggested I would make a good teacher! Can’t think why?!
