Market view Low, lateral and near the Lycée – what foreign buyers want in the capital, reports property finder Robert Bailey A recent report by property consultancy Savills states that 58 per cent of all property purchased in prime central London is by overseas buyers. This figure doesn’t surprise, and I’d even go so far as to say that in some neighbourhoods the figure’s closer to 75 per cent. There are numerous reasons why foreigners are attracted to London – a favourable exchange rate, the view that London property’s a safe investment, excellent schools, and many overseas buyers have an established network of friends and contacts here already. However, the buying habits of various nationalities are quite different and a vendor attempting to attract overseas buyers would be unwise to assume desires are all the same. For instance, Chinese buyers only make up two per cent of all purchasers, and yet the average price of their purchase, according to Knight Frank, is nearly £6.4 million. For all the headlines about Russian buyers, they still only make up about 6 per cent of all prime central London purchasers with an average spend of £5.3 million. Much has been made of overseas buyers fleeing their homelands for the security of London, but what is interesting is that these buyers do not seem as keen on buying trophy homes as their Chinese and Russian counterparts. On the contrary, Greek and Bahraini buyers spend an average of £1.9 million and £1.2 million respectively, suggesting that they do not view the capital as their new permanent base, but a temporary shelter from economic and political storms back home. Where they choose to live varies too. Most Indian buyers prefer Mayfair, while Middle Eastern buyers love Knightsbridge. Americans are drawn to St John’s Wood due to the nearby American school, and the Lycée Français is the draw for French purchasers in South Kensington. The French don’t mind living on the third or fourth floor, even if the block has no lift, possibly because many period properties in Paris don’t have one either. However, Middle Eastern buyers in Knightsbridge wouldn’t consider a flat that was only accessible via three flights of stairs. Almost all out-of-town buyers – regardless of nationality – want lateral apartments or low-built houses. Interiors must be modern, and increasingly buyers want turnkey apartments where everything, right down to the forks and spoons, is provided. If you’re relocating from abroad or buying your third home, you simply don’t want to waste time and effort shopping for home furnishings. One other uniting aspect is demand. Agents report that for every 100 vendors, there are 158 foreign buyers. The appetite for prime central London property is unlikely to be satiated anytime soon. Professionals leap into Olympic zone Cheryl Markosky brings you the latest word on the streets The vast transformation of the Stratford area of East London and huge investment in its infrastructure is fast making London’s Olympic zone a highly sought after area for professionals seeking rental property. One example is Genesis’s Stratford Halo with 704 new homes across five buildings, offering investors an attractive investment opportunity with strong rental yields. This iconic development overlooking the Olympic Stadium is the latest addition to the East London market. Prices have risen by 25 per cent since 2005 in the area and typical rental yields stand at 5 to 5.5 per cent, representing a sound return for investors. Stratford now has some of London’s best public transport links with speedy commutes into Central London, the City and Canary Wharf, served by the Jubilee and Central lines on the London Underground, Docklands Light Railway and overland rail services, including high-

speed domestic rail services that will allow commuters to travel into Central London in just seven minutes. In the future, Stratford will have a station on the Crossrail line and Eurostar international services to Paris and Brussels will stop here. Simon Howard, head of sales at Genesis, says: “East London property has already seen a strong appreciation in value since London was awarded the Olympics and this trend is set to continue as the area’s developed further. Top tips for speedy sales Although the number of sales agreed is up five per cent compared with last year, the time a property takes to exchange is now 30 per cent longer than at the peak of the market, according to Hamptons International. Marc Goldberg at Hamptons says: “Correctly valued properties in the right location are selling, but the sales cycle is taking much longer than in previous years due to stringent mortgage checks and conveyancing processes.” Here are Hampton’s tips to help make the sale of your home go faster. n Ensure funding is in place prior to agreeing a sale. n Have as much paperwork filled out as possible when your property goes on the market. Your fixtures and fittings list, for example, can be completed before you’ve accepted an offer. n Listen to your agent on how to price your property. Conditions are tough at the moment and your agent can tell you whether a price needs to be revised. n Create a time-frame wish list, outlining what needs to be done and when, to help all parties understand their role in the process and speed it up. n Clear away clutter and tidy for viewings. Potential purchasers want to visualize themselves in the space, so it’s important to create the right atmosphere to make them feel at home the moment they walk in the door. n Ensure that when a sale is agreed your agent checks details of the chain. How many links are there, at what stage is each sale at, have surveys been done, what funding’s required, and have mortgage offers been issued?

Let the bidding wars begin Agents in east London are reporting unusually busy times. Savills Canary Wharf is currently dealing with parents buying homes for their children, along with a number of Greeks and Italians investing their cash into bricks and mortar in a ‘safe haven’. One example of the kind of property that would appeal to those in both camps is £794,995 Broadwalk Place, a three-bedroom sub-penthouse with two reception rooms, southfacing terrace, two double bedrooms (great for sharers), parking space and porter (through Savills Canary Wharf, 020 7531 2500). Zak James of Savills Docklands says there was a rush to buy before

Christmas and he agreed a number of deals in November, including two bidding wars. “Buyers are sizing up the opportunity to buy quality stock, particularly for investment purposes,” he says.

LENDERS WILL STILL DECIDE One fear from the Government’s announcement to underwrite up to 100,000 first-time buyer mortgages was that it would simply lead to a rash of lending to unsuitable borrowers who couldn’t afford to repay their loans. However, the Council of Mortgage Lenders has said that the decision on whom to grant mortgages to will remain with the lender, and it is likely that applicants will still have to meet the usual criteria of a good credit and employment history and the ability to repay. The only criterion that will be relaxed is the need for a deposit of more than five per cent of the purchase price.

For the City and its surroundings, there are other attractions that will promote demand and therefore sustain or drive prices higher, says Gráinne Gilmore, head of UK residential research at Knight Frank. “The area has good levels of top-end housing stock, a central location, good transport links and excellent retail and leisure facilities. This combination delivers a higher than average propensity for growth in capital values,” says Gilmore. “The last, but arguably one of the most important factors is the new technology hub which has emerged around Old Street in the fringes. Nicknamed Silicon Roundabout, the area plays host to hundreds of tech start-ups and to Google’s new offices. Workers in this industry who choose to live nearby, in one of the liveliest areas of the City, will drive demand for residential units in this neighbourhood.” Demand for buy-to-let property in the area remains strong, supported by the local jobs, nightlife and transport links as well as by the availability of mortgages. This year, the private rented sector is tipped to overtake social housing, and rents in London are expected to climb by another five per cent.

The growing popularity of the City and its fringes as a place to live and work has helped propel areas such as Clerkenwell, Shoreditch and Farringdon into Knight Frank’s category of ‘prime central London’ locations. A combination of top-end developments, new transport links, luxury retail and leisure facilities – and high-tech job opportunities - has pushed the City and the surrounding half-mile fringe into the same bracket as Mayfair, Knightsbridge and Belgravia. The City and its borders will now be added to Knight Frank’s monthly Prime Central London Index of property prices, which has been tracking high-end values since 1976. More good news comes from its forecasts for the year ahead: while London as a whole is tipped to see price rises of one per cent this year, the prime area could grow by as much as four per cent. Knight Frank is not alone in this forecast. Marc Goldberg, head of residential sales at Hamptons, says the financial fundamentals underpinning the London market remain strong. “We expect the sales market next year to be characterised by the following themes: a continued depressed sterling exchange rate which will support international demand in prime Central London; favourable mortgage lending terms as a result of low Bank of England

SAVING UP FOR 19 YEARS

The key to more stability David Miles, a member of the Bank of England’s Monetary Policy Committee, believes that the current state of the housing and mortgage markets will lead to a decline in home ownership. “It is not surprising that the recession and the financial stresses have had a huge impact on the housing market,” he said. “The disposable income of the majority of households has fallen; uncertainty about future levels of income has increased sharply. Uncertainty pushes down on the value of long-lived assets, and few assets are as long-lived as houses.” With lenders requiring house purchases to be funded with more equity, many

people were postponing home-buying while they saved for larger deposits. As a result, the average age at which people are able to buy their first home would rise, David Miles predicted, while owneroccupation continued to decline. But is that such a bad thing? Miles believes it could have a couple of benefits: lower levels of owner-occupation and mortgage debt would mean the bank rate had less effect on the economy, and changes in house prices would also have less impact, making the economy more stable and monetary policy easier to manage.

Data from a new saving and investing website, www.InvestorBee.com, which analyses saving habits from a million people in the UK, is claiming that it would take the average Londoner more than 19 years to save for a deposit in the capital. Its figures show that the average Londoner earns £45,758 and saves approximately 9.6 per cent (£4379) of their salary each year. With the average house price in Greater London standing at almost £430,000 it would take more than 19 years to save a 20 per cent deposit, assuming all saving is for that one objective. However, lenders are now offering loans to first-time buyers with deposits of just five per cent and the Government is to underwrite firsttime buyer loans, and on top of all that, few first homes are in the average price bracket. One interesting fact that has emerged from the research is that Londoners save a relatively small percentage of their income: out of 50 counties polled, London ranked 35th in the savings table, with the Scots topping the league.

STAMP DUTY CONCESSIONS The decision by the Government to end the stamp duty concessions to first-time buyers in March is at odds with its plan to underwrite their mortgages, although it is likely to have little impact on either borrowers or the Government’s coffers. Most stamp duty is taken on purchases of over £250,000, and the relaxation of stamp duty for first-time buyers did little to stimulate the property market. However, when the previous stamp duty concession came to an end in December 2009, it was preceded by a sharp rise in sales and followed by a corresponding slump. Could it happen again?

It’s Oliver’s tea palace Olivers Wharf in West Wapping was one of the first – if not the first –­ of the old Thames warehouses to be converted into homes. It was bought for £100,000 for redevelopment in 1972 and turned into 23 luxury apartments. The historic warehouse on Wapping High Street was built from 1869 to 1870 in Tudor Gothic style for George Oliver to handle general river-borne cargo, and was also equipped with special facilities for tea. The present development was designed by Goddard Manson.
