Market view Low, lateral and near the Lycée – what foreign buyers want in the capital, reports property finder Robert Bailey A recent report by property consultancy Savills states that 58 per cent of all property purchased in prime central London is by overseas buyers. This figure doesn’t surprise, and I’d even go so far as to say that in some neighbourhoods the figure’s closer to 75 per cent. There are numerous reasons why foreigners are attracted to London – a favourable exchange rate, the view that London property’s a safe investment, excellent schools, and many overseas buyers have an established network of friends and contacts here already. However, the buying habits of various nationalities are quite different and a vendor attempting to attract overseas buyers would be unwise to assume desires are all the same. For instance, Chinese buyers only make up two per cent of all purchasers, and yet the average price of their purchase, according to Knight Frank, is nearly £6.4 million. For all the headlines about Russian buyers, they still only make up about 6 per cent of all prime central London purchasers with an average spend of £5.3 million. Much has been made of overseas buyers fleeing their homelands for the security of London, but what is interesting is that these buyers do not seem as keen on buying trophy homes as their Chinese and Russian counterparts. On the contrary, Greek and Bahraini buyers spend an average of £1.9 million and £1.2 million respectively, suggesting that they do not view the capital as their new permanent base, but a temporary shelter from economic and political storms back home. Where they choose to live varies too. Most Indian buyers prefer Mayfair, while Middle Eastern buyers love Knightsbridge. Americans are drawn to St John’s Wood due to the nearby American school, and the Lycée Français is the draw for French purchasers in South Kensington. The French don’t mind living on the third or fourth floor, even if the block has no lift, possibly because many period properties in Paris don’t have one either. However, Middle Eastern buyers in Knightsbridge wouldn’t consider a flat that was only accessible via three flights of stairs. Almost all out-of-town buyers – regardless of nationality – want lateral apartments or low-built houses. Interiors must be modern, and increasingly buyers want turnkey apartments where everything, right down to the forks and spoons, is provided. If you’re relocating from abroad or buying your third home, you simply don’t want to waste time and effort shopping for home furnishings. One other uniting aspect is demand. Agents report that for every 100 vendors, there are 158 foreign buyers. The appetite for prime central London property is unlikely to be satiated anytime soon. With the Government encouraging investment from overseas buyers, foreign homeowners are to be a feature of the London property landscape for some time to come. 020 7352 0899

Professionals leap into Olympic zone Cheryl Markosky brings you the latest word on the streets The vast transformation of the Stratford area of East London and huge investment in its infrastructure is fast making London’s Olympic zone a highly sought after area for professionals seeking rental property. One example is Genesis’s Stratford Halo with 704 new homes across five buildings, offering investors an attractive investment opportunity with strong rental yields. This iconic development overlooking the Olympic Stadium is the latest addition to the East London market. Prices have risen by 25 per cent since 2005 in the area and typical rental yields stand at 5 to 5.5 per cent, representing a sound return for investors. Stratford now has some of London’s best public transport links with speedy commutes into Central London, the City and Canary Wharf, served by the Jubilee and Central lines on the London Underground, Docklands Light Railway and overland rail services, including high-

speed domestic rail services that will allow commuters to travel into Central London in just seven minutes. In the future, Stratford will have a station on the Crossrail line and Eurostar international services to Paris and Brussels will stop here. Simon Howard, head of sales at Genesis, says: “East London property has already seen a strong appreciation in value since London was awarded the Olympics and this trend is set to continue as the area’s developed further. The local rental market is buoyant, with many professional people wanting to take advantage of Stratford’s excellent transport links and live in a buzzing neighbourhood enjoying the Olympic spotlight.” Prices at Stratford Halo start from £249,950 for a one-bedroom apartment, £310,000 for two-bedrooms and £380,000 for three. For further information call 0808 118 4324.

Top tips for speedy sales Although the number of sales agreed is up five per cent compared with last year, the time a property takes to exchange is now 30 per cent longer than at the peak of the market, according to Hamptons International. Marc Goldberg at Hamptons says: “Correctly valued properties in the right location are selling, but the sales cycle is taking much longer than in previous years due to stringent mortgage checks and conveyancing processes.” Here are Hampton’s tips to help make the sale of your home go faster. n Ensure funding is in place prior to agreeing a sale. n Have as much paperwork filled out as possible when your property goes on the market. Your fixtures and fittings list, for example, can be completed before you’ve accepted an offer. n Listen to your agent on how to price your property. Conditions are tough at the moment and your agent can tell you whether a price needs to be revised. n Create a time-frame wish list, outlining what needs to be done and when, to help all parties understand their role in the process and speed it up. n Clear away clutter and tidy for viewings. Potential purchasers want to visualize themselves in the space, so it’s important to create the right atmosphere to make them feel at home the moment they walk in the door. n Ensure that when a sale is agreed your agent checks details of the chain. How many links are there, at what stage is each sale at, have surveys been done, what funding’s required, and have mortgage offers been issued?

Let the bidding wars begin Agents in east London are reporting unusually busy times. Savills Canary Wharf is currently dealing with parents buying homes for their children, along with a number of Greeks and Italians investing their cash into bricks and mortar in a ‘safe haven’. One example of the kind of property that would appeal to those in both camps is £794,995 Broadwalk Place, a three-bedroom sub-penthouse with two reception rooms, southfacing terrace, two double bedrooms (great for sharers), parking space and porter (through Savills Canary Wharf, 020 7531 2500).  Zak James of Savills Docklands says there was a rush to buy before

Christmas and he agreed a number of deals in November, including two bidding wars. “Buyers are sizing up the opportunity to buy quality stock, particularly for investment purposes,” he says.

Prime time in the City

Money Matters

Square Mile and its borders rise into same bracket as Mayfair, reports Duncan Farmer

LENDERS WILL STILL DECIDE One fear from the Government’s announcement to underwrite up to 100,000 first-time buyer mortgages was that it would simply lead to a rash of lending to unsuitable borrowers who couldn’t afford to repay their loans. However, the Council of Mortgage Lenders has said that the decision on whom to grant mortgages to will remain with the lender, and it is likely that applicants will still have to meet the usual criteria of a good credit and employment history and the ability to repay. The only criterion that will be relaxed is the need for a deposit of more than five per cent of the purchase price.

base rate, with more competition from lenders; and London and prime property in particular will continue to represent a safe haven and a defensive investment akin to gold,” says Goldberg. For the City and its surroundings, there are other attractions that will promote demand and therefore sustain or drive prices higher, says Gráinne Gilmore, head of UK residential research at Knight Frank. “The area has good levels of top-end housing stock, a central location, good transport links and excellent retail and leisure facilities. This combination delivers a higher than average propensity for growth in capital values,” says Gilmore. “The last, but arguably one of the most important factors is the new technology hub which has emerged around Old Street in the fringes. Nicknamed Silicon Roundabout, the area plays host to hundreds of tech start-ups and to Google’s new offices. Workers in this industry who choose to live nearby, in one of the liveliest areas of the City, will drive demand for residential units in this neighbourhood.” Demand for buy-to-let property in the area remains strong, supported by the local jobs, nightlife and transport links as well as by the availability of mortgages. This year, the private rented sector is tipped to overtake social housing, and rents in London are expected to climb by another five per cent.

The growing popularity of the City and its fringes as a place to live and work has helped propel areas such as Clerkenwell, Shoreditch and Farringdon into Knight Frank’s category of ‘prime central London’ locations. A combination of top-end developments, new transport links, luxury retail and leisure facilities – and high-tech job opportunities - has pushed the City and the surrounding half-mile fringe into the same bracket as Mayfair, Knightsbridge and Belgravia. The City and its borders will now be added to Knight Frank’s monthly Prime Central London Index of property prices, which has been tracking high-end values since 1976. More good news comes from its forecasts for the year ahead: while London as a whole is tipped to see price rises of one per cent this year, the prime area could grow by as much as four per cent. Knight Frank is not alone in this forecast. Marc Goldberg, head of residential sales at Hamptons, says the financial fundamentals underpinning the London market remain strong. “We expect the sales market next year to be characterised by the following themes: a continued depressed sterling exchange rate which will support international demand in prime Central London; favourable mortgage lending terms as a result of low Bank of England

The key to more stability David Miles, a member of the Bank of England’s Monetary Policy Committee, believes that the current state of the housing and mortgage markets will lead to a decline in home ownership. “It is not surprising that the recession and the financial stresses have had a huge impact on the housing market,” he said. “The disposable income of the majority of households has fallen; uncertainty about future levels of income has increased sharply. Uncertainty pushes down on the value of long-lived assets, and few assets are as long-lived as houses.” With lenders requiring house purchases to be funded with more equity, many

people were postponing home-buying while they saved for larger deposits. As a result, the average age at which people are able to buy their first home would rise, David Miles predicted, while owneroccupation continued to decline. But is that such a bad thing? Miles believes it could have a couple of benefits: lower levels of owner-occupation and mortgage debt would mean the bank rate had less effect on the economy, and changes in house prices would also have less impact, making the economy more stable and monetary policy easier to manage.

Data from a new saving and investing website,, which analyses saving habits from a million people in the UK, is claiming that it would take the average Londoner more than 19 years to save for a deposit in the capital. Its figures show that the average Londoner earns £45,758 and saves approximately 9.6 per cent (£4379) of their salary each year. With the average house price in Greater London standing at almost £430,000 it would take more than 19 years to save a 20 per cent deposit, assuming all saving is for that one objective. However, lenders are now offering loans to first-time buyers with deposits of just five per cent and the Government is to underwrite firsttime buyer loans, and on top of all that, few first homes are in the average price bracket. One interesting fact that has emerged from the research is that Londoners save a relatively small percentage of their income: out of 50 counties polled, London ranked 35th in the savings table, with the Scots topping the league.

STAMP DUTY CONCESSIONS The decision by the Government to end the stamp duty concessions to first-time buyers in March is at odds with its plan to underwrite their mortgages, although it is likely to have little impact on either borrowers or the Government’s coffers. Most stamp duty is taken on purchases of over £250,000, and the relaxation of stamp duty for first-time buyers did little to stimulate the property market. However, when the previous stamp duty concession came to an end in December 2009, it was preceded by a sharp rise in sales and followed by a corresponding slump. Could it happen again?

Private life in Highbury Finding space for your cars is not an issue at Highbury’s Aberdeen Park, a private road – managed by the residents – that provides restricted on-street parking for the people who live there. A grand family house currently for sale at the address has plenty of off-street parking space of its own, thanks to a front garden with room for multiple cars. It has a rear garden, too, with lawns and mature borders. Close to Highbury Fields and the local shopping at Highbury Barn, this classic mid-Victorian detached villa is one of a limited number of detached houses in Highbury that can offer family accommodation on such an impressive scale. Light and airy rooms are set on four floors and the lower ground floor could be separated to create a selfcontained two-bedroom flat, if that appeals to you. Among the fine fixtures and fittings throughout the house are many original period features such as ceiling mouldings and fireplaces. High ceilings and large windows keep the rooms light and bright. Nearby Highbury Corner is a major transport hub providing underground, overground and bus links for easy access into the City, West End, and anywhere else you need to go. Charity bequest Richard Cloudesley’s Charity, which has served the ancient parish of Islington since the early 16th century, has refurbished a Grade II listed house in the street that was named after its original founder. The 21st century update of the freehold Georgian property for sale in Cloudesley Street, part of the Barnsbury conservation area, was designed and project managed by Warmans, Islington-based architects and surveyors. Including three to four bedrooms, living space extends to 2645 sq ft on four floors. On the lower ground floor, a huge kitchen, dining and family room has four-leaf Sunfold folding doors leading out onto the patio. Steps take you up to the 57ft main garden. On the raised ground floor are two elegant reception rooms – connected by original doors – with original decorative plaster cornicing, working shutters, and ornate fireplaces with limestone and marble surrounds. First floor space includes the master bedroom, a study, and a family bathroom with walk-in shower, bath and his-and-hers sinks. Underfloor heating is in the main bathroom and on the lower ground floor. The house is believed to have been built in the 1830s when the Cloudesley Estate was being laid out in a cruciform shape around the church in Cloudesley

Square. In 1518 the will of Richard Cloudesley endowed the charity and estate to support good works in the then small village of Islington. The charity has since used revenue from the estate to tackle poverty and ill health in the area, and currently distributes £750,000 a year. Warehouse penthouse is a tribute to Banner man Henry Banner was City carpenter in the 18th century and a duplex penthouse is set on the top two floors of the former warehouse at Banner Buildings, named in the good chippy’s honour. Henry built the original Banner Street with relatives John and Peter in around 1774, but most of their craftsmanship was wiped out by Second World War bombing and the development that followed. The two-bedroom penthouse now for sale at the lift-serviced conversion in Banner Buildings offers many original warehouse features such as exposed brickwork, and the large windows that flood the home with natural light. Covering the entire top floor, the living room has floor-to-ceiling windows and doors that lead to two roof terraces, one facing north and the other south. Dine al fresco as you admire the views towards the Square Mile. Below on the building’s third floor, the 40ft kitchen and dining room will seat a large number of dinner guests for anyone who loves to entertain. Total living space at the property is more than 1450 sq ft.

It’s a short walk from the apartment to the City, and the nearest tubes are Old Street and Barbican. Whitecross Street market, 11am to 3pm Monday to Friday, is one of the oldest in London. Banner Buildings, Banner Street, Clerkenwell EC1, £895,000, Hamptons 020 7236 8398

“There is a strong market for the best properties in the best locations in the City. One example is this incredibly spacious two-bedroom penthouse with two balconies” Leon Stone, Hamptons

Offering two bedrooms and two bathrooms, the Clerkenwell property on the fifth floor at Herbal Hill Gardens has high ceilings and includes doubleglazing, air conditioning, and secure underground parking. Its two double bedrooms are quietly located at the rear, and the apartment has an enclosed kitchen

off the reception, useful storage, and a windowless inside room currently used as an office and library. Security is excellent, and there are solid light oaks floors in all the main living areas. The development has a day concierge, as well as a residents-only swimming pool, sauna, gym and garden. Herbal Hill Gardens, Herbal Hill, Clerkenwell EC1, £1.2m, Currell Residential 020 7523 2533

Court on terrace where Poirot solved his cases Agatha Christie’s Hercule Poirot, the Belgian television detective, has an apartment at Whitehaven Mansions, portrayed on screen by art deco Florin Court on the eastern side of Charterhouse Square. Built in 1936 by Guy Morgan and Partners and featuring a curved façade, the building currently has an opportunity to rent a one-bedroom apartment on the fifth floor. Poirot fans, form an orderly queue for viewings please. Over the years the apartment has been improved by the present owner to include a re-fitted bathroom and kitchen. It has a west aspect and overlooks the gardens of Charterhouse Square. A leisure area in the portered building’s basement features a swimming pool, sauna and small gym. A roof terrace has far-reaching views across the City – Poirot must have contemplated his latest case here many a time. The Georgian houses of Charterhouse Square, many with fine ironwork and doorways, were built between 1700 and 1775. Florin Court, Charterhouse Square, City EC1, £380 per week, Scott City 020 7600 0026

Views on two terraces Floor-to-ceiling windows in the double-height, dualaspect living space of a penthouse apartment on Shepherdess Walk lead to two roof terraces with superb views of the City, Regent’s Canal and Islington. A fully integrated Miele kitchen with Corian worktops is set back from the main living space, and the apartment features a mezzanine master bedroom with en suite limestone bathroom and walk-in wardrobes. The flexible second bedroom has an en suite wet room.

Offering more than 2000 sq ft of living space on the top floor of the Canal Building, the apartment includes a home office that could be turned into a third bedroom. Close to Old Street and Angel stations, the building has a 24-hour security service. Canal Building, Shepherdess Walk, Hoxton N1, £1250 per week, Stirling Ackroyd 020 7749 3838

Warehouse classic A live-work apartment on Shoreditch High Street is set on the second floor of a former ironworks factory dating back to 1876. The property at this classic warehouse conversion spans 1900 sq ft and contains a huge entertaining and work space featuring a contemporary open plan kitchen with integrated appliance. Original latticework iron support beams reach the full width of the building, there’s an arched window in the reception, and imported Italian radiators run vertically up the walls. Directly opposite is St Leonard’s Shoreditch, historic church and also a popular music venue where recent performers have ranged from the BBC Symphony Orchestra to Jack White and The Dead Weather.

It’s Oliver’s tea palace Olivers Wharf in West Wapping was one of the first – if not the first – of the old Thames warehouses to be converted into homes. It was bought for £100,000 for redevelopment in 1972 and turned into 23 luxury apartments. The historic warehouse on Wapping High Street was built from 1869 to 1870 in Tudor Gothic style for George Oliver to handle general river-borne cargo, and was also equipped with special facilities for tea. The original architect was F & H Francis. Once described as ‘the most architecturally sophisticated warehouse’ in its street, the building was owned by P R Buchanan & Company from the 1930s. The six-storey structure combines yellow stock brick with red brick and stone dressing, contributing to the Venetian Gothic styling. Ornate ‘polychrome’ brickwork, pointed windows, arches and stone three-bay windows ensure that Olivers Wharf stands out as a familiar riverside landmark. The present development was designed by Goddard Manson. A two-bedroom apartment currently for sale on the second floor of portered Olivers Wharf has 1185 sq ft of living space that includes a reception room, open plan kitchen, two bathrooms and protected underground parking. Original warehouse features are on show, and a balcony off the reception has sweeping views across the Thames towards Bermondsey. The terrace of Discovery On the twelfth floor of the development at Discovery Dock West, a three-bedroom sub-penthouse has spectacular views of the neighbours directly opposite in Heron Quays. The apartment in the South Quay Plaza building looks out across the waters of Discovery Dock to 40 Bank Street, the 502ft tall skyscraper with 33 floors completed in 2003. From the apartment’s terrace, you can also look down on the arched glass atrium of the East Wintergarden, based on the Wintergardens in New York and a popular venue for corporate, private and charity events. Look right again and you can see the dome of the O2 Arena.

Offering 1636 sq ft of inside living space, the Discovery Dock West property includes a reception room and three en suite bathrooms. It also has its own parking space and 24-hour concierge services. Nearest transport is the South Quay Docklands Light Railway station, or it’s just a short walk to the Canary Wharf tube station – opened by Ken Livingstone in 1999 – on the Jubilee Line. Serving the finance and media district, Canary Wharf station has more than 200 shops, bars and restaurants.
