PID’s, TIRZ’s, MUD’s? Oh My!

There can be a lot of acronyms out there when it comes to land development. Three of the most popular ones are Public Improvement Districts (PID’s), Tax Increment Reinvestment Zones (TIRZ’s), and Municipal Utility Districts (MUD’s). All three are simply different funding mechanisms to pay for public infrastructure like water and sewer lines, roads, and drainage improvements. One must consider the costs of getting utility access when evaluating a property purchase. A property owner’s cost of laying a water line or installing a septic/aerobic system could be in the thousands and will need to be paid up front. These mechanisms can spread that cost across time and multiple properties but be added to the tax bill.

The use of one of these mechanisms may or may not have property tax implications but could benefit the property in the long run. We’ll try to demystify these and what they mean for activating a piece of property.

Public Improvement Districts – PID’s. These are created by a local governing body such as a city councilor county commissioner’s court and behaves like an additional taxing authority. It will be the PID’s responsibility to make public improvements to a property. Each year, the PID assesses a levy on all properties in the district and this levy is used to pay for improvements. Higher property values may be enjoyed over the long run, but it will be at the price of a higher tax bill.

except there is no additional tax levied. Property taxes raised from appraisal increases (the increment) are used to pay for improvements to the property. A local government forgoes its additional revenue so that these improvements can be made.

Municipal Utility Districts – MUD’s. A MUD could be created by large tract property owners who wish to create their own utility system. The MUD levies an additional property tax and the taxes are used to pay for the improvements. A MUD acts as its own governing and taxing authority; there is a non-elected Board of Directors which manages the MUD’s affairs.

Unfortunately, property improvements do not pay for themselves and ultimately it’s the responsibility of individual owners to bear that cost. Other than paying for them outright, there are three distinct financing methods which are increasingly being used in Central Texas: PID’s, TIRZ’s, and MUD’s. Be sure to ask your Realtor about these when you are looking for your slice of Texas.

Tax Increment Reinvestment Zones –TIRZ’s. A TIRZ works much like a PID

408.22 Acres | Milam County

Very low holding costs, thanks to an ag exemption. The perimeter is fully fenced. Excellent access via FM 908 and CR 318, both of which are paved. There are already two DOT approved entrance points off of FM 908. It sits less

than 1/8 of a mile from HWY 77, and just a few miles from HWY 79. The local airport is just across the road as well.

The property is mostly open with patches of scattered woods. There are several wet-weather creeks as well. Numerous great building sites throughout. The current owner has built two gravel roads into the property, adding up to over 7200 feet of roads that are ready

to use for many uses. This property is located inside the Rockdale ETJ, and is close to city utilities as well. This property is in an ideal location, just under one hour from the Austin, Temple/Belton, and Bryan/College Station areas. Located approximately 2.5 hours from San Antonio, D/FW and Houston. The Samsung plant in Taylor is Approximately 30 minutes away and it’s only minutes from the 32,000-acre Sandow Lakes project.

With this property being located less than 5 miles from the sandow lakes ranch project coupled with tons of road frontage and over 7,000’ feet of new gravel roads, this tract is as ready as it gets for the future demand for industrial and residential projects in the area.

This prime cattle ranch is just outside of the Burlington area of north Milam County. The property has rolling hills, plentiful grazing, and several ponds.
